The invention to be described in this paper is the work of Frederic A. Halsey, Engineer for the Rand Drill Company, of New York, and its use mill abridge the notable wastefulness of power of the striking rock-drill, and, at the same time, increase its capacity for work. That the older type of rock-drill is wasteful in power, is generally admitted; the cause being the use of steam* without expansion, arid the "cushion" of the blow, by the incoming steam upon the lower † end of the piston before the cutting tool strikes the rock.

William Kent, New York City: I regret that I have not had the time since the Cincinnati meeting to make as complete a study of Mr. Salom's paper as I wished. I regard it as one of the most important papers that have been presented on this subject, and worthy of complete study. I started out, on the limited time I had, on a system of study which I would recommend to any one else who has leisure to complete the investigation. I took the original report presented at the Cincinnati meeting, and selected from it' such tests as had the analyses reported along with the physical tests, giving the amounts of carbon, phosphorus, manganese, etc., taking only those in which all these elements are given.

Manganese has, until recently, been most highly esteemed as a good thing to keep out of steel. Its value in the process of mannfacture has been fully recognized, but after it has played its part in the crucible or the converter, then the less of it the better. It is true that the mission of this metal and its influence upon the character of steel has been a source of much controversy. Our own Holley, in one of his special reports on ferromanganese: I, states that ''it has been suspected by some, and believed by a few, while it is still denied by many, that manganese as an ingredient in steel has not only a body-giving and toughening influence, but a positive neutralizing influence upon any excess of hardening or cold-shortening substances, as phosphorus." In another paper on the same subject he states that " it should appear from such facts as we have that manganese toughens" the structural steels, "increases their soundness and prevents red-shortness." Notwithstanding these rather guarded assertions as to its value, the general belief, it will be found, is with Dr. Siemens, that manganese is " merely a cloak to hide impurities," and its presence in steel has been endured, not welcomed. The subject of the influence of coal-dust in mine-explosions has received considerable attention both in England and on the continent of Europe, but until the recent disaster at Pocahontas, Va., it seems not to have been of special interest to engineers in this country. The reason, perhaps, is that most of our bituminous mines are worked by short shafts, slopes and drifts; few have been specially dry; and the explosions that have occurred could readily be traced to fire-damp with 110 complicated circumstances. Being on a visit to your great and prosperous country, and having been favored with an invitation to attend this meeting of your Institute, the author has been requested by your Secretary to give a short account of his invention of the " soaking-pit," which he has great pleasure in doing. The object of the soaking-pit is the rolling of steel ingots with their own initial heat, that is, to supply the missing link in that chain of metallurgical operations which Sir Henry Bessemer began in 1857, when he proved how it was possible to produce malleable iron or steel direct from the fluid cast-iron out of the blast-furnace, without any further direct use of fuel. The great Bessemer invention has revolutionized iron and steelmaking throughout the world; but it stopped short at producing the ingot, which, it was found, had afterwards to be heated in a furnace to enable it to be rolled or hammered; and it is only lately, twenty-five years after Mr. Bessemer's announcement, that the author of this paper has been able to show that furnacing can be dispensed with, and that it is practicable to roll a steel ingot into say a bloom, a rail, or a billet, with its own initial heat. It has no doubt suggested itself to many that there ought to be heat enough in the ingot just cast, for the purpose of rolling; and from time to time attempts have been made to utilize this heat; but such attempts always ending in failure, it became a settled opinion in the trade that it could not be done—an opinion which the author is aware that your late lamented countryman, Mr. Holley, than whom there was none more conversant with Bessemer steel-making, also entertained. But settled opinions sometimes prove to be great fallacies. FoR the convenience of those who do not care to enter into the details of this long essay, I begin with a summary of the most important results it presents. The extraction of silver by the lixiviation-process from ores which have been subjected to a chloridizing-roasting, is based upon the fact that silver chloride is easily soluble in solutions of sodium or calcium hyposulphite, and that silver is precipitated from such solutions by an alkaline sulphide, with regeneration of the hyposulphite salts. In case the ore contains lead a large portion of the latter is and dissolved, lead sulphate being soluble in hyposulphite solutions. If, at the same time, copper is present, the sulphides precipitated from the solution, contain silver, copper, and lead, a combination of metals not desirable for subsequent treatment. Mr. E. H. Russell, of Park City, Utah, is the inventor and the patentee in the United States and several foreign countries of a new lixiviation-process, based upon the chemical facts discussed in this paper. Mr. Russell has discovered that lead can be completely separated from a sodium hyposulphite solution, as lead carbonate, by sodium carbonate or purified soda-ash, without precipitating any copper or silver. After decanting the solution from the lead carbonate, silver and copper are obtained from it in the usual way. This method of separating lead prohibits the use of calcium poly-sulphide as a precipitant for the sulphides, because any calcium entering the regenerated lixiviationsolution would also be precipitated as a carbonate with the lead by soda-ash. Hence, a sodium sulphide must be employed. A full investigation has demonstrated that this is by no means detrimental. Sodium sulphide and hyposulphite are more advantageously used in the lixiviation-process than the corresponding calcium-salts. At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. The Southwest Virginia Improvement Company began operations in the Bluestone Flat-Top coal-field, situated in Tazewell County, Virginia, in the fall of 1881. In May, 1883, the company had built 200 coke-ovens, and by March, 188-1, had 9000 feet of entries, exclusive of air-ways, in the Nelson or Rig coal-bed of this district (which here averages eleven feet in thickness), and had extracted 200,000 tons of coal, representing an area of about twenty acres. About this opening has grown the recently incorporated city of Pocahontas, and the completion of the New River branch of the Norfolk and Western Railroad to this point enabled the company to make large contracts for supplying coal and coke, so that it was deemed necessary, on account of the limited area developed, to work the mine day and night to fill orders. At 1.30 Thursday morning, March 13th, the inhabitants of Pocahontas were awakened by a violent shock, and within a few minutes all knew that the East mine had been the scene of an explosion of so general a nature that, of the 114 men at work, not one had escaped. The daily papers gave more or less distorted accounts of the number of victims, the scenes in and about, the mine, and the probable cause of the disaster. At the request of the company, the President of the American Institute of Mining Engineers appointed the undersigned a committee of three to investigate the matter, and the committee thus constituted presents the following report, accompanied by a copy of the testimony taken daring the investigation, for preservation in the archives of the Institute. Pocahontas was reached on Thursday, April 24th, and left on Friday, May 2d. During this interval the committee made repeated visits to the mine, especially to the points, of most importance, examining it carefully in every part; and summoned a number of witnesses, twenty-six of whom appeared and testified. In the Journal of the Iron and Steel Institute for 1881 (vol. ii., page 379), will be found an article upon this subject. The analyses there reported mere of samples taken from an ingot made especially rich in impurities and then cast in a sand-mould in order to give the elements a better chance to redistribute themselves, on account of the steel solidifying more slowly than when cast in an iron mould. Wishing to ascertain how much, if any, segregation takes place when the steel is cast in the ordinary way, I placed the subject in the hands of Mr. W. J. Olcott, a graduate of the Michigan University, who has carefully collected and analyzed samples taken from different parts of ingots and billets. In this undertaking he found himself somewhat embarrassed on account of being distant from steel-works, and therefore unable to supervise the selection of samples. He found, however, a competent and willing aid in the person of E. F. Wood, M.E., chemist of the Pittsburgh Bessemer Steel Company, Limited, who has spared no pains in collecting the desired samples and furnishing drawings and descriptions of the ingots from which the samples were taken. "Abstract - The Domeyko Cordillera, the westernmost uplifted crustal block of the composite High Andes of northern Chile (20°S to 28°S) hosts a narrow N-S trending belt of Late Eocene-Oligocene giant porphyry copper deposits, which include Collahuasi, Chuquicamata, El Abra, La Escondida, and El Salvador. These deposits are spatially and genetically associated with the closing igneous activity along this range, prior to a 30 km eastward jump of the magmatic front in response to tectonic plate interaction. The porphyry copper deposits are also spatially associated with a major intraarc strike-slip shear system, the Domeyko Fault System. Although the tectonic uplift of the 3000 m to 5000 m high range has generally been assumed to be mostly Miocene in age, field relationships suggest that the Domeyko Fault System and tectonic uplift were active as early as the Eocene, coinciding with porphyry copper emplacement between 41 Ma and 30 Ma. Apatite fission track (FT) thermochronology provides both age data and a time-temperature history for rocks since they cooled below a temperature of ca. 125°C (equivalent to a depth of 4 km to 5 km under normal geothermal gradients) on their way to the surface during exhumation, or after a heating event. Apatite FT data from the Paleozoic crystalline basement of the Domeyko Cordillera indicate that at least 4 km to 5 km of rocks were eroded during exhumation of this tectonic block between ca. 50 Ma to 30 Ma (Middle Eocene to Early Oligocene), a time that immediately precedes and overlaps with the emplacement of giant porphyry copper deposits. The FT data constrain the age and duration of a period of crustal thickening and extensive erosion known as the Incaic compression, an event recognized in the Andes of Chile and Peru. Assuming that cooling was due to denudation alone, modelling of the FT data allow estimation of denudation rates between 200 and 100 m/My during this period. In contrast, exposures of pre-porphyry Paleocene intrusives on the western edge of the Domeyko Cordillera reveal apatite FT ages that are concordant with biotite 40Ar-39Ar dates, indicating shallow emplacement, fast cooling and negligible exhumation. The apatite FT ages of the Chuquicamata and El Abra porphyry copper deposits are only marginally younger than their 40Ar-39Ar dates, implying fast cooling/exhumation of shallow mineralizing systems (ca. 2 km to 3 km). Their FT time-temperature history is compatible with extremely low rates of exhumation (ca. 50 m/My) since about 30 Ma (Early Oligocene). This limited extent of erosion, due to exceptional aridity, has greatly contributed to the preservation of rich supergene enriched blankets above some of the porphyry copper deposits.A model is proposed, which is consistent with field relationships, geochemical, and geochronological data. High relative velocities and intermediate-angle oblique convergence between the Nazca and South American plates in the Eocene-Early Oligocene led to intra-arc transpression partitioned into reverse faults of opposing vergence and a right-lateral shear system (the Domeyko Shear System) localized along the magmatic front. Crustal shortening and thickening led to uplift within the Domeyko Fault System and to erosion of at least 4 km to 5 km. Crustal thickening deepened the zone of magma generation, and magmas accumulated in the lower crust, allowing small volumes to rise rapidly to shallow levels along transtensional domains of the regional shear system. A similar model of crustal thickening and shortening before and during porphyry copper emplacement in zones of transtension may also apply to the Miocene-Pliocene giant porphyry copper province of central Chile."

"Abstract - The Las Cañas stratabound Pb-Zn deposit, in northern Chile, is hosted by the Lower Cretaceous back-arc marine carbonate and subordinate andesitic volcanic and volcaniclastic rocks of the Chañarcillo Group, one hundred meters above a thick pile of magmatic arc-related basaltic to andesitic lavas of the Bandurrias Formation. The deposit is not obviously related to local intrusive rocks, which include an Upper Cretaceous granodiorite batholith and dacite dikes emplaced along normal faults. Stratabound Pb-Zn-Ba mineralization is constrained within several porous stratigraphic units, including a 50 cm thick lapilli-tuff and less well mineralized algal-laminated limestone. Veins that locally carry some Pb-Zn occur along normal faults that displace the stratabound orebodies, and this study shows that they represent a different type of mineralization.Fluid inclusion microthermometric data for ore-stage quartz and barite indicate saline fluids (6 to 30 wt% NaCleq) and a formation temperature in the range of 80°C to 160°C for the stratabound mineralization. Two types of fluid inclusions occur in the veins. The type I vein fluid inclusions indicate less saline (average 7 wt% NaCleq) and slightly higher temperature fluids, in the range of 110°C to 220°C. The type II vein fluid inclusions indicate highly saline fluids (25 to 40 wt% NaCleq) which might be related to minor copper mineralization.206Pb/204Pb, 207Pb/204Pb and 208Pb/204Pb ratios for galenas from the stratabound mineralization, with mean values of 18.42, 15.59, and 38.25, respectively, fall within the range of stratabound polymetallic deposits of northern and central Chile, and indicate a Lower Cretaceous magmatic rock source. Galenas from veins have slightly more radiogenic 206Pb/204Pb, 207Pb/204Pb and 208Pb/204Pb ratios, with mean values of 18.47, 15.61, and 38.34, suggesting two distinct episodes of mineralization.?34S values for galena and barite range from negative values (-31.2‰ to -12.5‰ and -7.7‰ to +12‰, respectively) in the mineralized tuff to higher values in the algal-laminated limestone (-2.5‰ to +1.2‰ and +13.2‰ to +17.4‰, respectively), close to Lower Cretaceous marine sulfate values for barite, and homogeneous values for the galena from veins (-12.0‰ ±1‰). Changing redox conditions can partly account for ?34S variations in the tuff. Sulfur sources include magmatic rock sulfur (-1.5‰ to +9.7‰) as well as sedimentary sulfides and marine sulfate."

This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.

The Chilean part of the archipelago of Tierra del Fuego, situated south of latitude 62o S, is within that country?s Región de Magallanes y Antártica, and separated from the remainder of Chile by the Magellan Strait. In recent geological history several phases of Quaternary age glaciers originating in the Andean and Dawinian Cordilleras eroded assumed primary gold deposits and entrained their related alluvial deposits. Piedmont glaciation extended to the east and south over m0st of the land and beyond the present-day coastline into extensive areas exposed during the resulting lowered relative sea level. During interglacials particulate gold incorporated unevenly in the widespread drift, till and moraines was fluvially released and concentrated into streams and flood gravels. Coastal erosion enriched various beaches with gold. From 1868 onwards Tierra del Fuego hosted a major gold rush whereby early, labour intensive, beach mining eventually developed into inland dredging. But continued mining activity was interrupted and then terminated by several external factors. Most miners, always seeking ?greener pastures?, joined the rush to the new discoveries in the Klondike (1896) and Nome, Alaska (1899). In 1904 the international boundary, established in 1881, became the subject of a major dispute not settled until 1984, The Panama canal?s opening in 1914 turned Tierra del Fuego, previously on the Pacific-Atlantic shipping route, into a remote backwater. World War II brought opposing foreign naval forces to the actual islands where most gold had been taken from the beaches. It also crippled the dredging industry which lost its coal supply and never recovered. Nevertheless, some small scale mining continues to this day.

Aspects such as rock mass damage occurrence as a function of blast vibration frequency content has been studied, as well as the development of blasting methodologies for guaranteeing the full 100% extraction of all infrastructure blasts, including the all-important drawbell volumes. The development of such infrastructure volumes in one single event using electronic detonators and the associated achievement of ambitious productivity goals, are described as a critical part of the successful construction of one of the most ambitious UG projects currently present on the world.

Chile is responsible for 30% of the global copper production; the world ́s largest. However, significant challenges are faced in this industry; declining grades (1.13% in 2002 to 0.61% in 2015), high cost of energy, scarcity of water, and environmental concerns. Mining trends suggest the future of the industry will be focused in the underground space, specifically due to the depletion of economically viable surface mineral deposits. For example, the largest block cave mineat Codelco ́s Chuquicamata mine is expected to reduce energy costs by 50% and dust emissions by 97%compared to the open cut mine. To access these underground deposits, critical infrastructure is required; horizontal tunnel developments, extraction levels, vertical raises, and ore passes with the on-time delivery of the highest quality outcomes being a requisite for successful project delivery (Lift 1 of 3 at Chuquicamata Underground has over 1000drawbells).One aspect that makes this scenario even more challenging for deeper underground operations is the increased risk profile (people, equipment, and geotechnical) that forms part of the general environment. Furthermore geotechnical risks should be considered and they include rock burst and windblast. The safe interaction with this environment must be sustainable throughout the full life of the project. APPROXIMATELY 26 percent of the total ore production to date from the largest single deposit of copper-bearing material in the world was mined during the war years, 1942 to 1945, at Chile Exporation Company's great open-pit mine at Chuquicamata, Chile. About 18 percent of the total waste removed during the life of the mine was handled in the same period. The total of ore and waste represents approximately 24 percent of the total material that has been excavated from the pit. On March 18, 1964, the 52,000 dwt ore carrier M/S Houn Maru called at the port of Coquimbo, Chile, on its maiden voyage to take iron ore to Japan. This marked the first time a vessel of this size ever arrived at Coquimbo, and the event promises to drastically accelerate henceforth iron ore exports from Coquimbo province. This was made possible by the use of a versatile shiploading system recently installed by Cia. Minera Santa Fe. Coquimbo has no mechanized loading facilities other than six conventional 5-ton cargo cranes. Limited space on shore further complicates the stocking problems. To make the best of what is available, a meticulously organized semi-hand-loading system has been developed through the years.
