MILLING is one of the metallurgical arts whereby the extraction of the largest possible proportion of the value in an ore is effected at the least possible expense. Stamp-milling* is that particular process in which a heavy body of iron is caused to fall upon the ore so as to disintegrate it and thereby induce a separation between what is valuable and what is worthless. The latter is usually less in specific gravity, and is therefore, by the further aid of water, removed from the former, which is then collected by the use of mercury. Several similes have been employed to describe this process. The stamp has been likened to a hammer of which the stem is the handle and the die the anvil. The ore upon which the stamp falls has been compared to a nut awaiting the descent of the hammer whose blow is to separate the valueless shell, the quartz, from the valuable kernel, the gold. When we begin to pursue our inquiries, however, we find that the analogy is just sufficiently true to emphasize the departures from it. The hammer falls, the anvil is fixed; so with the stamps and the mortar. The anvil is made of softer metal than the hammer; so also the die is often, and should be always, of steel or iron less hard and more tough than that of the shoe. The movement of the hammer and the drop of the stamp are both intermittent. In regard to their intermittent action, as in many other respects, stamp-mills arrange themselves under two types, which, though apparently contradictory, have both been evolved from a common original, and are united by a great variety of intermediate modifications. The slow speed and the high drop of the mills of Gilpin county Colorado, appear to have very little in common with the fast speed and short drop of those of the main gold belt of California; yet the practice of the one was largely derived from that of the other,

Location.—The principal manganese-deposits of the Department of Panama, Republic of Colombia, are located almost clue south of Viento Frio, a native village bordering on the Caribbean Sea, and about 45 miles northeast of Colon (Aspinwall). The mining-claims are the Viento Frio, the Carrano, the Nispero, and the Soledad. Each property is to the south of the preceding one in the order mentioned. The first one is about one mile from the coast, and the most southerly boundary of the Soledad is about five miles in a straight line from the same coast-line. I shall confine my remarks to the four properties mentioned and to La Guaca, west of the Carrano, because these are the only ones where mining has so far been done to more or less extent. Manganese has also been found, however, in the neighborhood of these deposits, and a large area adjoining them has been divided into sections and " denounced " as mining-claims. The following paper deals almost exclusively with the results of practice at the works of the Pennsylvania Steel Company at Steelton, Pa. From the records of the furnaces at this plant, both acid and basic, large and small, are drawn the data for the various demon strations, and on a long and intimate experience with their opera tions are founded many theories and generalizations. It may seem that universal laws should not be built upon a basis so restricted ; but in reality the condition is the strongest guarantee of validity. Each table investigates some- certain variable, and by virtue of the common origin of the factors, we have good ground for assuming the corresponding agents to be equal. The examples may or may not be instances of good practice, and may be open to criticism if regarded solely as exponents of • metallurgical success. But it must be remembered that the lists are not made up of selected specimens, nor are they chosen to show su perior results; they are gathered to investigate, by strict scientific methods, the formula? of the operation. In such work no untoward results should be eliminated, save those which bear upon their face the stamp of experimental error. If the worst members be omitted, then the best must also be omitted. Only by using every available case can an honest attempt be made to deduce a true average. It is recog nized, however, that with the most careful selection it is difficult, if not impossible, to collect data representing universal conditions. In each table the records tell of a special practice, and all conclusions drawn from them are true only within the limits between which the equations have been integrated. Not assuming the prerogative of speaking for American melters in all the opinions herein expressed, nor acting as a camera in por traying an ephemeral state of national metallurgical development,

In another paper I have described in general the close association of zinc-blende and iron pyrites in the ore-deposits of southwest Wis consin. These two minerals generally occur together at the same horizon, a sheet of one being overlain by a sheet of the other; and also the pyrites is disseminated through the blende to such a degree that the latter is rendered comparatively worthless for the produc tion of spelter. Ordinarily the pyrites, which is mostly the trimetric marcasite variety, occurs in about equal quantity with the blende and is separated by hand-culliug and chipping; but there are large de posits where the ores are so closely mixed that they can neither be separated by culling nor by any mechanical method. The specific gravity of the two minerals is so nearly the same that attempts often made to effect even a partial separation by jigging have proved un. successful. The smelters of zinc-ores in the Mississippi valley will not take ores which carry more than 7 per cent. of iron; and it is therefore necessary to cull the massive ('jack" with great care and at consid erable expense, in order to bring it up to the market-standard of purity. The results of trials to effect a separation of blende and pyrites in other regions have been equally unsatisfactory. The literature of this branch of metallurgy abounds in examples. In Wisconsin efforts have been made in the past to " burn " the mixed ores in heaps, in order to soften or destroy the pyrites, and facilitate its separation from the massive blende. The same method has also been resorted to when galenite is mixed through the substance of the blende, for the purpose of disintegrating the ore, so that it could be separated by jigging. The custom was to pile the ore and the fuel together. As might have been expected, the results were far from satisfactory. In "Sorting Before Sizing " (a paper first announced at the Pittsburgh meeting, February, 1896, but delayed in preparation and now presented at the present meeting) it is shown that if slime-tables are to do their best work on slimes below 0.5 mm. or 0.05 inch in diameter, they must be carefully sorted or classified, and fed to a series of tables suitably adjusted to the different slime-sorts. The reason is that the coarser and finer slime-sorts require respectively different adjustments of the tables. Hence, if the two are fed together upon a table which has, as nearly as may be, average adjustments, fine galena, for example, will go into the tails, or coarse quartz into the heads, or both—losses which could have been largely prevented if the slime had been carefully sorted and each sort sent to its own slime-tables. As indicated in the paper just mentioned, the present tendency in this country is generally to do away with slime-sorting or "classification," and simply to take the overflow from the hydraulic classifier and divide it among the tables by means of

Prior to 1914, there was little demand for antimony in this country; its use was limited almost entirely to the manufacture of type and bearing metals. Practically no antimony ore was mined here, the market being supplied principally from China, and the alloy was produced by a direct mixing of lead and antimony. The great world war, with its demand for shrapnel in hitherto undreamed of quantities, precipitated a great boom in the price of antimony. Nominally quoted at 6 c. to 7 c. in 1914, the price increased by leaps and bounds to 45 c. in March, 1916. Under the stimulus of high prices many small mines were opened, for it became profitable to work ores containing as low as 20 per cent. antimony. High-grade sulfide ores (stibnite), containing 55 per cent. to 60 per cent. antimony, were received from Bolivia, China, and Alaska. Low-grade sulfide ores, running from 20 per cent. to 45 per cent., were produced in Nevada, California, Idaho, Utah, and Mexico; much of this ore was fairly rich in silver. The principal oxide ores came from Mexico and Oregon. The charge consisted of a variety of sulfide ores containing Sb 20 to 60 per cent. and SiO2 6 to 45 per cent., oxide ores containing Sb 20 to 40 per cent. and SiO2 10 to 45 per cent. Secondary materials, such as battery plates, battery mud, lead oxide, paint, etc., together with refinery skims, softener skims, and other refinery byproducts, were treated along with the antimony ore to furnish the lead required. All silver-bearing antimony ores were treated in the residue furnace, the sulfur, iron, and copper forming matte that carried part of the silver, the balance going into lead bullion. The antimony slag produced was sufficiently low in silver to warrant being smelted in the blast furnace to antimonial lead.

Shales containing "kerogen," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds. The methods of refining and cracking, therefore, are essentially the same as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various natural bituminous materials for the production of " coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that valuable asset of the Province of New Brunswick was most unfortunate, especially when the product was so much needed in the prosecution of the war. Webster, Philadelphia, Pa.: I desire to say that in my first paper (Trans., xxi., 766) the actual ultimates were subtracted from the estimated ultimates, whereas in the paper submitted at this meeting the estimated ultimates are subtracted from the actual, thus giving contrary signs. The latter method corresponds with the direct effect. of low and high finishing-temperatures ; that is, a plus difference indicates low, and a minus difference high, finishing-temperature. I make this explanation to prevent confusion in comparing the two papers. Mr. Sauveur has shown that there is a close relation between the size of the grain and the ultimate strength, and also that the size of the grain depends on the temperature at which the material is finished in rolling, and on the chemical composition of the steel. I have continued the investigation of the Pottstown Iron Com pany's basic Bessemer keel plates on the line referred to in my paper of last October (Trans., xxi., 766)) and have added a study of the hardening effects of sulphur, which were not taken into account at that time. The results are so encouraging that I now give them in full. For some months we have graded all the steel at these works by the table given in my former paper, and checked the grading by the forging-tests as described in the paper of Mr. Joseph Hartshorne, read at the same meeting (Trans., xxi., 748). The steel thus graded was bloomed for the plate orders. Then one slab was rolled into a plate for the order, and a tension-test was made of this plate. By the result of this tension-test we were guided in rolling the balance of the heat. Out of several hundred heats graded in this manner, 95 per cent. met the requirements of the orders in every respect, and were accepted; but these results will no doubt be improved upon, when the influence of sulphur is also considered.. The hardening effect of sulphur seems to be about 500 pounds per each .01 per cent. of increase. In the table accompanying the pres ent paper, the ultimate strength with .06.5 per cent. sulphur agrees with the old table where sulphur was not considered; that is, for all steels with less than .065 per cent. sulphur we now get lower re sults, and for those with more sulphur, higher results. Making this allowance for sulphur, the assumed ultimate strength of a 3/8-inch plate of pure iron is reduced from 38,000 pounds per square inch to 34,750 pounds. With this as a basis, I have constructed my new table, giving each of the elements, carbon, phosphorus and manganese the same hardening effect as before, to wit : Carbon is credited with a constant effect of 800 pounds per each, 0.01 per cent. Phosphorus shows greater effect in high-carbon than in low-carbon steels. For 0.07 and 0.08 C, it has about the same effect as carbon, that is, 800 pounds for each .01 P. This increases to 1500 pounds per .01 P in 0.15 C steel, or nearly twice the effect of carbon. This

Almost without exception, writers on the subject say that sulphur in cast-iron will cause it to be white, and is in every way injurious. All founders believe that a small amount of sulphur in the fuel will work great damage, and that if any castings crack, or if anything out of the general run occurs, it may be charged to sulphur in the fuel. Fuel rarely contains more than 1 per cent. of sulphur, and if this can produce so marked an effect, one would suppose it an easy matter to introduce sulphur into cast-iron, so as to produce castings containing different desired percentages of sulphur. Columbia College has the honor of founding the first well-organized School of Mines in America. The University of Michigan, however, shared with her the honor of graduating the first class, in 1867. Prof. Thomas Egleston was the pioneer in the new movement. He drew up the original plan for the Columbia School of Mines in 1863, and was in 1864 appointed its first professor. The Massachusetts Institute of Technology turned out a class of mining students a year later, and others followed in the order of their first graduating class, as shown in Table I., condensed from the Engineering News of August 11, 1892. Besides those mentioned, mining schools have been organized in the States of Arizona and Nevada, and more or less instruction is advertised in connection with other engineering schools. It will be noticed that Columbia easily heads the list with reference to the number of graduates; the Massachusetts Institute of Technology stands second ; the California University third, and then follow Lehigh, Washington University, the University of Michigan, Lafayette College, Michigan Mining School, Missouri, Colorado and the others. The total number of graduates from these 16 schools in 26 years, has been 871, or an average of 33 per year; but as all these schools give a partial education to many who do not graduate, it is probable that from 2000 to 3000 mining students have received from them considerable training. An interesting comparison of the rate of growth of the engineering schools has been recently instituted by the Engineering News, for the period between 1860 and 1892. Table 11. shows that civil engineering had the advantage in numbers from the start, and maintained the advantage until 2890, when it was surpassed by mechanical engineering. When I was honored with an invitation from the American Institute of Mining Engineers to present a paper at the Chicago meeting on the microstructure of iron, I hesitated about accepting, as the short interval that would remain at my disposal, after other pressing matters had received attention, could not but seriously affect the work of preparing such a paper. Unfortunately my fears have been realized and my work is neither completed, nor yet as comprehensive as I should desire. Mindful of my promise, however, and recognizing that 1 have reached a point where the results of my researches may prove suggestive, I am led to present them now, trusting that this brief explanation map secure indulgence for whatever deficiencies the paper may disclose. So far as my knowledge of published memoirs and treatises extends, microscopy cannot yet be said to possess a really firm foundation. In few cases only has any systematic development of the methods of investigation been undertaken, and broad gaps remain to be filled. It is not yet possible, therefore, to give a complete survey of the field, or, indeed, to supply a text-book on microscopic metallography. As Mr. F. Osmond, of Paris, a distinguished member of our profession, has undertaken to prepare for the Chicago meeting a historic review of the work actually accomplished I need not touch on that branch of the subject; but before entering upon my special theme, it may not be out of place for me to introduce certain explanations, as furnishing reasons for the course 1 have hitherto pursued, and to offer some suggestions for the further development of the methods of microscopic investigation. In microscopic metallography, the examination has to be conducted principally with incident light. Objectives of low power, in which the distance between the front lens and the abject is considerable, are adapted for directly incident light, and in such cases the relatively great depth of the image renders it possible to examine

INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. "Chicago’s Tunnel and Reservoir Plan (TARP) is a nearly $4.0 billion and over 30 years long program and arguably the largest and longest combined sewer tunnel and reservoir system in the world. Recently, a massive tunnel construction is underway for connection of the McCook Reservoir to the existing TARP tunnel system. Once completed in two stages in 2017 and 2019, the reservoir will hold 38 billion-liters (10 billion-gallons) of combined sewer overflows (CSO) and flood waters from the city of Chicago and over 20 communities in Cook County, Illinois. McCook Main Tunnel will connect Chicago TARP’s Mainstream Tunnel to the McCook Reservoir. Connecting two 10-meter (33-ft) diameter tunnels at 92 meters (300 feet) underground has not been a simple task for the McCook Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch, and the contractor, Kiewit Infrastructure Company (Kiewit). Yet alone excavating and lining massive size tunnels, the team is also challenged with live tunnel conditions in TARP Mainstream Tunnel that carries CSO and flood flows from city of Chicago which runs full during rain events and must remain in service at all times. The project is a noteworthy feat for engineering and construction with the upcoming installation of world’s largest underground wheel gates for flow control within the tunnel. In this paper, we describe one of its kind elements of this major tunnel system along with key design and construction considerations, specifically for the live tunnel connection which is a rare occurrence in the tunneling industry. INTRODUCTION The McCook Main Tunnel system consists of a 10 m (33 ft) finished diameter and 490 m (1,600 ft) long hard rock tunnel constructed from a 27.5 m (90 ft) diameter and 92 m (300 ft) deep main gate and tunnel construction access shaft. The gate shaft houses six high head 4.4 m by 9 m (14.5 ft by 29.5 ft) wheel gates to be installed in the bifurcated and steel lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir."

PLANS are now well advanced for the joint meeting of the Institute and over a dozen other engineering societies in Chicago during the week beginning June 26: Engineers' Week at A Century of Progress. All engineers planning to visit the Fair will find it to their advantage to be present at this time so far as the Chicago attractions are concerned, and Eastern members will also have the advantage of special transportation arrangements on June 24 and 25. The tentative program is given at the bottom of the next page. Monday morning, June 26, will be reserved for registration of members and guests and the Woman's Auxiliary at the Stevens Hotel, where special rooms will be provided. A luncheon will also be served there, and in the afternoon, a technical session on nonmetallics. Instead of having the big family dinner that evening at the Stevens, as at first proposed, the local committee has planned to have it at the Fair Grounds, where special facilities have been arranged. A meeting of the Board of Directors and a few invited guests will precede the dinner. All members and guests are likely to be interested in visiting the Museum of Science and Industry, so that will be the sole event on the program for Tuesday morning, June 27. The big attraction there at present is the model coal mine, the first operative coal mine ever built for exhibit purposes. It is based on the Deutsches Museum mine at Munich, but goes far beyond that in realism, and takes the visitor on an extended tour underground. It shows him in half an hour more types of modern mining machinery and coal geology than he would be likely to see in a week's underground study in the coal fields. The Institute members will be the first group to go through this mine.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. TARP will greatly reduce the pollution of area waterways by intercepting the combined sewage and rainwater carried in the existing sys-

In the work of exploring certain gold-bearing gravels in the American Valley, Plumas Co., California, entrusted to my charge by Prof. A. Agassiz, of Cambridge, and Q. A. Shaw, Esq., of Boston, it became necessary to sink a shaft through loose materials containing in some layers large quantities of water, and I have been compelled to devise a new method which has proved successful and may be of service elsewhere.
