"For the fourth time in five years, residents of northern Canada have seen a change in the tax treatment of housing and travel costs. The latest changes announced in December 1990 by the Minister of Finance are to become effective in 1991. When will the tinkering stop?IntroductionFor man y years prior to 1987, certain travel and housing allowances received by employees in remote areas were generally considered by Revenue Canada to be tax-free, even though some observers suspected that such generous treatment was contrary to the provisions of the tax legislation. In the mid-eighties, Revenue Canada decided to reconsider the tax treatment of the mining industry's long standing practice of providing housing and travel assistance to these employees. The tax- free treatment was continued by virtue of annual remission orders, but only pending the enactment of legislation which would tackle the issue head-on and layout the rules in black and white to be seen by all. The sequence of events since then may be chronicled as follows:February 26, 1986-Finance Minister Wilson's budget present s the framework for the future tax treatment of travel and housing benefits provided to residents in remote regions of Canada.December 22, 1986-The Minister of Finance announces detailed rules to fill in the earlier announced framework.January 1, 1987-The new tax rules come into effect.April 29, 1988-The Minister of Finance announces the establishment of a Task Force to examine the existing criteria for determining the eligibility of residents of northern and isolated areas for tax benefits.October 27, 1989-The Task Force presents its report.December 7, 1990-Finance Minister Wilson announces a new system of tax benefits for residents of Canada's northern and isolatedregions.January 1, 1991-The new rules become effective."

A novel open stope design approach is presented that delivered improved performance in a mining area with poor ground conditions at the Olympic Dam mine. During 2019, a large open stope had an unplanned caving event resulting in the inability to extract the planned tonnes and subsequent sterilisation of nearby stopes. A design limitation was the lack of data and understanding around the alteration domain extents, the rock mass strength controls and limits, the failure modes controlling stope stability in the local area, and the use of conventional stope shapes. From the available data and failure observations, it was inferred that the dominant caving failure mode resulted from a blocky rock mass impacted by structure and alteration causing an unravelling failure mechanism. Numerical and empirical analyses were conducted to test this hypothesis and establish strength limits for design. The strength limits for the design were then used to provide a range of outcomes from which future stope design shapes such as chamfered backs could be selected. Three alternate chamfered geometries were selected to trial the innovative designs. Mining of lignite is the largest bulk materials handling activity in Europe. In order to mine this lignite, with an average calorific value of only a third of bituminous coal in an economical way, highly efficient opencast mining technology is mandatory. The total continuous mining of overburden and lignite was introduced more than 60 years ago and was subsequently developed stepwise into the largest mass transport system of the world. In 2011, the Inden Mine, one of three RWE Power mines, stripped 90 Mbcm of overburden to produce 22 Mt of lignite. In total, nearly 100 Mt of Lignite was produced from the three mines of RWE Power in Germany. Beside bucket wheel excavators (BWE), several high-performance in-pit crushing and conveying (IPCC) systems, which allow the adoption of continuous mining systems, even for typical shovel and truck (S&T) operations, are available today. RWE Power assists operators considering a change from the S&T to IPCC technology, both in the planning process involving large-scale belt conveyor systems and later with operational know how transfer. In a number of cases, the challenges associated with this system change have been addressed and solved successfully. One key challenge is managing the development of skills for operating the belt conveyor systems efficiently. This paper compares the effectiveness of S&T to different configurations of continuous mining operation for an up to 170 m deep mine with a total annual output of 117 Mbcm. From the mine operatorÆs point-of-view, the quantity and skill level of staffing required for operation and maintenance are discussed in detail. The main conclusion of this paper is the larger the operation becomes and the longer the mine life is, the earlier fully continuous mining systems should be planned and implemented.CITATION:Schmitz, R, Durchholz, R and Heiertz, A-J, 2012. By the simple method of cutting out these names and addresses and pasting them directly over the corresponding names in the annual list of members, the record can be kept practically up to date, and the value of the list correspondingly increased. For this purpose the changes of address have been printed only on one side of the page. The names of new members, being in italics, are readily distinguished from the others, and can be pasted in approximate alphabetical order on the margins of the pages.

IN the late 1920's rotary drills began to replace the churn drills in the petroleum industry, but until the middle 1940's the churn drill was the only widely accepted means of drilling large-diameter blastholes for quarry operations. The Calcite plant of the Michigan Limestone Div., U. S. Steel Corp., was one of the first to experiment with rotary drills for quarry blasthole drilling, and the first to employ compressed air on a fully rotary rig to cool the bit and raise the cuttings to the collar of the blasthole.

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. However, this synopsis of the changes contained in the September 2000 Orange Book, ATF P 5400.7 was current at the time of this writing. Slurry rheology affects autogenous grinding performance by changing the rock's breakage characteristics. In this study pilot scale batch autogenous grinding was carried out to observe the effect of viscosity on the breakage characteristics of the rocks (the media), and on the overall specific energy consumption. Clay/fines content, and temperature of the initial charge, were varied to alter the viscosity of the slurry. Results showed that at higher slurry viscosity, rocks became more difficult to break, resulting in an overall increase in the specific energy consumption of the mill. Also, it was observed that viscosity had a significant effect on the amount of critical size material present in the grinding circuit, where the critical size material is the material which is too large to be effectively ground in the mill, and too fine to act as grinding media.

IN recent years, the damping capacity of metals has come to be recognized as an important index of certain types of structural change. In a number of instances, this property has proved to be particularly sensitive, but insufficient work has been done to permit a general inter-pretation. There is considerable question at the present time as to just what factors are responsible for the internal dissipation of energy when a metal is carried through a cycle of stress, and these factors must be ascertained if the value of the damping method as a metallurgical tool is to be determined. Since internal stresses are among the chief causes of dissipation of internal energy, or damping capacity, it was thought that a study of the changes in damping during the recovery and recrystalliza-tion of a cold-worked metal might throw some light upon the subject, particularly if the damping changes were correlated with other properties that are better understood. Probably more work has been done on the recrystallization phenomena of alpha brass than on any other metal, so this was chosen as the material for the present investigation. Damping measurements on brass have been made by Förster and Köster.1 They showed that the annealing of a brass that had been cold-drawn to 50 per cent reduction produced a rapid fall in the damping, a flat minimum occurring at approximately the temperature of recrystal-lization. The damping remained at a low value until grain growth was well under way and then it increased rapidly with increasing grain size. Köster and Rosenthal2 continued the work in greater detail. They pointed out that the damping decrease does not correspond to the hard-ness drop but occurs at a lower temperature, suggesting that the relief or redistribution of internal stresses has a large effect while the actual recrystallization effect is small. They also show the increase in damping at the higher annealing temperatures. Their curves are reproduced in Fig. 1.

"INTRODUCTION Underground Mining and Construction projects face several challenges unique to the underground environment compared to the surface environment. The goals of an effective blasting program are the development of a blast pattern that minimizes cost, maximizes face advance, and provides the desired fragmentation and face profile. In addition to these , mines must consider the very real operational problems that occur such as drill deviation, ground vibration, and deadpressing or sympathetic detonation of explosives. These operation problems lead to increased costs and decreased production in the mine, hurting the bottom line. Combined with these problems, underground blasts can be difficult to monitor and evaluate due to tight spaces, dust during the blast obscuring video, and the need to evacuate the immediate area with no clear line of sight to observe performance. This creates an environment which most mines know that blasting can be improved in their underground operations, yet most are hesitant to change due to fears of the shot freezing, misfires occurring, and questions about how to achieve a proper design. The explosive companies and shot service providers also offer limited assistance or knowledge in the underground blasting realm, unlike with surface blasting, leaving many underground operations in the dark. It is for these reasons that most underground operations are operating decades behind the current technologies and incurring significant costs, both real and hidden, from there blasting operations. This paper discusses philosophical changes to designs that need to be made for effective design and modifications of underground blast patterns to prevent deadpressing and precompression of modern explosive products (Konya, Konya, & Worsey, Modern Blasting Method Selection, 2017). While numerous different methods of underground heading development exist, there are two types that are used in a majority of mines around the world, these are the burn cut and the V-cut. The burn cut is a parallel cut that has holes that go straight into the face and are primarily used in smaller opening (due to ability to pull deep rounds with smaller room widths) and metal mines (helps in ore dilution and greater fragmentation). The V-Cut is a cut that uses angled drilling towards the center of the face (in the traditional method) and is primarily used in underground aggregate operations due to its cheap cost but larger fragmentation sizes and greater throw of the muckpile. This paper will discuss these two forms of cuts specifically with the understanding that modifications to these can be applied to other parallel and angled underground heading techniques. BURN CUT The burn cut is one of the older forms of underground blasting, where a part of the blast (burn) of a shot is heavily loaded with additional empty (relief) holes with the goal of smashing (aka burn) and pushing/blowing all the material in the burn out to provide relief for subsequent blastholes. The relief holes in the burn cut provide a parallel relief for the holes that are firing to break too creating a second plane of relief, however these are extremely small and can cause many problems if a design is improper."

Current scrubber capacities vary from 1.89 to 4.72 m3/s (4,000 to 10,000 cfm), and there is interest in using scrubbers with capacities up to 6.61 m3/s (14,000 cfm). This paper describes research to compare the effectiveness of blowing and exhausting face ventilation systems using high-capacity scrubbers with flows up to 6.61 m3/s. Tests were conducted in a surface ventilation gallery with exhaust and blowing systems operating under similar conditions. The mining machine was equipped with a machine-mounted scrubber. Methane gas was released at constant flow at the mining face and measured at several face locations. Effectiveness of exhausting and blowing systems was compared by determining average face methane concentrations. For each operating condition tested, blowing ventilation was more effective than exhausting for controlling face methane levels. Raising scrubber flow to 6.61 m3/s reduced methane levels for both blowing and exhausting systems.

Data released by the Commerce Department's Bureau of Economic Analysis show continued gradual change in the real GNP's rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

"Analysis of gold placer data from gold placers throughout the world suggests that gold grades and volumes cannot be used to distinguish between most types of gold placers. Only the alluvial plain and fan placers are significantly different among the types of gold placers considered. Gold grades and volumes change when working gold placers go from small-volume methods to large-volume methods. The small-volume methods are either of the surface or subsurface (drift mining) type. The odds that a gold placer will be dominantly worked using small volume methods at the surface are about 5:3. Once small volume mining has occurred, the odds against subsequent large-volume mining are about 4:1. If a placer deposit is suitable for large-volume mining, and the amount of gold produced from small-volume mining was reported, an estimate of the remaining gold (log10kg) can be made using the following equation:The relationship shown by this equation suggests that very large gold placers have over half their total gold content in the rich gravels appropriate for small-volume mining. These relationships in conjunction with other data and computer simulation can be used to estimate placer gold resources for an area targeted for mineral resource assessment. IntroductionGold placers have been an important source of gold throughout man's history and may have been one of the first sources-dating back to around 6000 B.C. (Gregory, 1980). From the primitive basket to the modern floating dredge, a variety of methods have been used to work gold placers. Placers are found in a wide spectrum of geologic and climatic settings. They have been classified by using a mixed set of criteria including age (Recent, Tertiary), climate (desert), fluvial position (modern channel, bench, alluvial fan), environment of deposition (eluvial, alluvial, residual, beach), type of transport (stream, wind, glacier), and whether the placer is buried or at the surface (Boyle, 1979; Wells, 1969). Several mining methods have usually been used to extract gold from anyone placer."

This paper provides a brief overview of evolution of deformations, stresses, and pore pressures due to different excavation stages during construction of an URL. Excavation of a rockmass develops a damage zone of finite width around the excavated zone which is associated with changes in permeability and which affects the fluid flow mechanism. In this study, a coupled hydromechanical (HM) analysis has been conducted for a water saturated porous rock mass which has been created by sequential excavation and backfill of vertical disposal pit of an URL. For this purpose, an Atomic Energy of Canada Limited?s in-floor concept for a deep geologic repository suitable for Indian conditions has been used. Changes in rock deformations, stresses, strains and mechanically induced pore pressure in an undrained condition, during excavation, as well as those caused by mechanically induced rock deformations after backfill of the disposal pit, have been modeled. A three-dimensional finite difference tool FLAC3D has been used for the analysis.

The provinces of Guangxi, Guizhou, Hubei (and most recently Fujian) were the prime exporters of barite during this period. Guangdong and Shandong were exporters too but not major participants. These are all primarily agricultural areas so there existed a sufficient labor force willing to work in the mines to supplement their income from farming. During the early years, barite export pushed the existing transportation systems in these provinces to operational capacity. The mines from which this barite is extracted are located about 250 to 1,400 kilometers from the sea ports. Transportation of the ore from the mines to the ports follows a net-work that includes trucking to various rail-heads where it is then shipped via freight trains to ports for loading into seagoing vessels. in some instances, the barite travels by truck or train to the Yangtze River where it is then barged to an ocean port.

The mining industry was one of the first to be directly regulated by legislation in the 19th century when British public opinion was mobilised by reformers seeking social change. In the next wave of mining safety legislation, account was taken of technological advances in the industry, but again, the amendments were in large measure driven by public expectations following a series of disastrous mining accidents with great loss of life. The result was the prescriptive and detailed type of regulation that has, to a great extent, remained with and become a way of life in the mining industry of today. In 1970, the then British Government appointed Lord Robens, a former Chairman of the National Coal Board, to head a Committee of Inquiry to consider the arrangements then in place for preserving the safety and health of people at work and to consider and make recommendations on the need for change in the legislation governing such matters. The result was the 1972 report Safety and Health at Work which, in turn, resulted in the Health and Safety at Work etc Act 1974 (UK). This Act, which embodied the now familiar concepts of consultation with the workforce on matters relating to health and safety and the statutory application of the previously existing Common Law concept of the duty of care, became the model for much occupational health and safety legislation in many places around the world, including the various States of Australia. As a result of the `Robens style' of legislation, the regulators of the mining industry have had the opportunity to become less prescriptive and to introduce an `enabling' style in their statutes. This has not always been welcomed by the industry which has, to some extent, missed the comfort of knowing exactly what is required of it in order to ensure compliance with the legislation while appreciating the `self-regulatory' opportunities that the new style of regulation offered.

IN OFFERING a few comments and suggestions on trends in mining practice, and the methods and tools of tomorrow's mining, perhaps it will be appropriate to start with the subject of education. Charles Kettering, one of the best-known scientists and experimentalists in the automotive industry once said, in effect, that tech- 111ca1 schools have to be carefid not to teach a lot of hard and fast rules that may have been true once, but aren't so any more, or won't be presently. Possibly the mining school of the future will concern itself less with what has happened and more with what is going to happen. It will be built about or around problems. Such a school will be judged, not by the number of its students but by the quality of its improvements. To such a school the industry will send for men to solve particular problems. The industry will doubtless at some time sup- port such a school financially though a lot of hard work will be required to organize miners to undertake such financing, primarily because the mining industry, other than that concerned with iron and steel, is too loosely knit. Each company tends to its own knitting too closely for its own good. Wouldn't it be splendid if the mining industry would finance a "problem school" as suggested by Mr. Kettering and others.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

"A description is given of a series of tests performed to determine the comparative effects which dynamic and static straining, in compression, have on the physical strength properties of mild steel and an aluminum alloy. The dynamic deformation was imposed during the passage of single stress pulses of about 100 micro-second duration. These pulses were recorded with strain gauges mounted near both ends of the specimen. The resulting records were analysed using a simple wave theory; there from the dynamic stress-strain curves for the respective metals were deter-mined and were then compared with the static stress-strain relation. The respective hardnesses of the metals after deformation are evaluates by means of static stress-strain curves in compression. The micro-structures of the metals before and after deformation are also shown. It is observed that dynamic de-formation considerably modifies the rate of strain hardening. This modified hardening appears to be persistent. The observed differences in physical strength properties and micro-structures are discussed in the light of the accepted dislocation theory for metals."

"The conditioning of natural gas to meet contract pipeline specifications involves in the majority of cases in Western Canada, the appropriation of substantial capital expenditures for treating and processing installations. It is therefore of vital importance to the owners and producers of natural gas to arrive at an appreciation of the economics pertaining to the production and surface handling of their gas reserves at the earliest possible stage of field development. The treating and processing of natural gas often results in considerable changes in composition and related physical characteristics between the wellhead and the point of delivery of the saleable gas. This paper presents a general outline of engineering calculations which can be applied in the pre-determination of the effects that surface handling of gas will have on the composition and physical characteristics of sale-able gas. Emphasis has been placed on the calculation of hydrocarbon dew-points, heating values and shrinkages prevailing at the various stages in the surface handling of natural gas. It is believed that advance information indicating the approximate ranges of these physical properties will facilitate process selection and will provide a basis for the estimation of capital and operating costs of process installations."
