The Foothill Tunnel is a remote 16-mile-long untreated drinking water tunnel in the San Francisco Public Utilities Commission’s (SFPUC) Hetch Hetchy Water and Power (HHWP) system. The 14-foot horseshoe shaped tunnel, constructed in the 1920s, is lined intermittently with concrete over approximately 53% of its length, with the balance being unlined rock. After detailed planning, in January of 2020 Mott MacDonald and HHWP staff completed a visual inspection and documented the condition of the tunnel with electronic data collection, photographs, and video with audio recording. The result was a comprehensive condition assessment that identified key areas of the tunnel to monitor.

Multiple indicator kriging (MIK) has been used in the minerals industry for some decades. As one of the non-linear estimation methodologies, MIK has advantages related to resolving multiple or mixed populations, high variability data and strongly skewed distributions. Applying the MIK methodology requires a lot more effort when compared to other non-linear methodologies, for example localised uniform conditioning. This is due not only to the variogram modelling for multiple indicators, but the validation is also very important because the panel model is fundamental for follow-up work, including the generation of recoverable resources at the local or SMU scale. Apart from this, only a few reported case studies of MIK have documented post-processing of the estimated modelled distribution, representing the probability distribution at point scale at un-sampled locations. The MIK post processing should include the change of support from the point scale to the panel scale, and then the extraction of quantile values from the panel conditional cumulative distribution function (CCDF) for localisation of grades into the SMUs within each panel, based on a ranking estimate marking the SMUs from high to low. In this paper, we present a case study on a gold deposit with the MIK method with full-post processing implemented for recoverable resources. The MIK point estimate was carried out with an indirect lognormal change of support from point to panel scale, and localisation was done with a custom script. The localised uniform conditioning (LUC) method was also applied for comparison purposes. The comparison shows that MIK has advantages compared to LUC when comes to capturing the high-grades, especially when mixed or varying anisotropy is present within the mineralisation.

Best practice mine sampling should provide a detailed quantification of all potential sources of error at each stage of sampling, sample preparation and assaying.Quality assurance (QA) should include testing for and quantifying potential sampling errors, and should be the basis for establishing ongoing sampling protocols, should set error limits and define quality control (QC) procedures. QA should be within the framework of Theory of Sampling (TOS) but may not involve the estimation of the sampling constant and the application of Gy’s formula.Best practice QC should be carried out efficiently and in a timely and cost-effective manner with regular reporting against the guidelines established by QA.This paper provides an assessment of, and checklist for, current best practice sampling QA/QC with examples from operating gold mines including the QA/QC of underground (UG) reverse circulation (RC) grade control.CITATION:Carswell, J T, 2017. Rock falls in coal mines cause many injuries each year. Most of these injuries are not caused by major roof collapses, but from falls of smaller rocks from the immediate top or roof skin. Even though safety professionals and mine operators strive to reduce these types of injuries, there has not been a substantial decrease in the rock fall injury rate over the past decade. Various surface controls are used in mines to control the roof skin. One control that has proven to be very effective is roof screening. Roof screen effectively controls roof skin and provides a high roof surface coverage. Although many mines are reluctant to use screen for primary skin control because of the additional costs of time and materials, others are having great success at controlling both the costs and surface rock. In this study, injury data are presented that show a dramatic reduction in roof skin injuries when screening is used. Much of this success is due to the protection from falling rock that the operators receive from roof screen. Five case studies in which roof screen was used are presented along with the associated costs of materials, impact on bolting advance rates, and potential ergonomic risks. The effects of roof screening on skin control and safety are also included. Finally, this paper provides information about best practices and features of roof bolting machines that affect production and safety.

In an effort to advance the science underlying ground control engineering, researchers with the National Institute for Occupational Safety and Health (NIOSH) are frequently involved in field studies at collaborating mines. Often, these field studies involve visiting the mine site, instrumentation installation, and data acquisition. Each of these aspects involve potential risks to NIOSH employees. As an organization whose mission it is to promote the health and safety of mine workers, the health and safety of our workforce is paramount. This paper provides documentation of the best practices followed by NIOSH employees who are tasked with visiting and conducting work at underground and surface mines. This includes Mine Safety and Health Administration (MSHA) approved training, mine site specific training, and hazards associated with all aspects of mining that could be encountered by the employee. Additionally, this paper details best practices associated specifically with instrumentation installation including the mitigation of hazards associated with the proper equipment handling, drilling, and the mine environment. The information showcased in this paper can be used as considerations for industry practitioners such as mine operators, consultants, and academic researchers engaged in the installation of instrumentation in the field. Furthermore, the best practices detailed in this paper can be used as a foundation for agreements made between mine operators and researchers to ensure safety procedures will be followed while on mine property. This will result in enhanced safety of both researchers involved in field studies as well as mine employees tasked with assisting and accompanying those researchers.

"Soil mixing is a proven solution for the construction of ground improvement adjacent to sensitive structures due to the use of computer controlled and monitored equipment. The precision to which geometry is controlled can often be the deciding factor for selection of soil mixing versus other means of ground improvement. Protection of existing structures and utilities requires careful planning, investigation, and may demand supplemental control measures. During planning, it is imperative that the process be fully developed by the project team to ensure proper control measures are budgeted; otherwise, the success and safety of a project can be jeopardized.This paper discusses case histories of soil mixing performed in close proximity to large, sensitive, and critical utilities, including foundation support for an existing earthen dam impounding a water reservoir in upstate NY, a buffer zone for a tunnel drop shaft at an operating wastewater treatment plant in Washington DC, and a containment system to protect a major water line along an interstate widening project in Baltimore, MD. The function of soil mixing as ground improvement varied; however, the selection and application of the technique versus other means of ground improvement was specific due to the controlled manner of construction with soil mixing. Through the three case studies, small diameter (3- ft [0.9 m]), large diameter (8-ft [2.4 m]), and mass mixing applications will be discussed. Furthermore, the case studies offer insight into how the geotechnical community in the Mid-Atlantic utilizes soil mixing technology for widely varying applications. Additional topics of discussion will be the design and construction of the ground improvement systems, procedures and execution of the work to protect existing structures, and the QA/QC methods, procedures, and results from the projects.INTRODUCTIONWet soil mixing, also known as the Deep Mixing Method, is a ground improvement technique that improves the characteristics of weak soils by mechanically mixing them with cementitious binder slurry. To construct columns, a powerful drill advances a mixing tool with radial mixing paddles located near the bottom of the drill string. The binder slurry is pumped through the drill string to the tool as it advances and additional soil mixing is achieved as the tool is withdrawn.Wet soil mixing is applicable in a wide range of soils. Soil mixing has been performed at depths more than 100 lf (30 m). Soils vary widely in their ability to be mixed, depending on the soil type, strength, water content, plasticity, stratigraphy, and texture. Almost any soil type, including organics, can be treated with certain soil mixing technologies, although they may require high binder contents and/or pretreatment to achieve the required results. In cases when the target soil is very soft, including some very weak clays and peats, 100% of the soil may require treatment. This complete coverage of soil mixing is referred to as mass mixing."

Motivated by safety considerations, logistical issues, transportation cost savings, product diversification, and marketing preferences, several uranium producers are revisiting their business models and supply chain configuration and, instead of selling dried yellowcake to downstream refineries, they are moving to build in-house calcining facilities. Drying and calcining plants are relatively low-cost facilities to build and operate. The execution period of a typical yellowcake drying and calcining project is also relatively short and alternative construction methodologies, such as modularized solutions, are available. The drying and calcining technologies used for yellowcake are relatively mature, environmentally contained, and well supported by qualified vendors. The drying and calcining circuits also seamlessly integrate with upstream and downstream operations. These either produce a dried yellowcake or calcined U3O8 which are notably safer and easier to transport and market. This paper presents an overview of the recommended technology and project development considerations for yellowcake drying and calcining facilities.

Hydrometallurgical processes can be exceptionally corrosive. This is particularly true in acid leaching processes for copper, cobalt, nickel and rare earth elements. In the last five years, several large hydromet plants have been built in North America (Vale - Long Harbour, Baja Mining ? El Boleo and MolyCorp - Mountain Pass). Hundreds of storage tanks, extraction vessels and electrowinning cells along with miles of piping were designed and fabricated to withstand the aggressive environments inherent in these processes. One key element all three projects had in common was the extensive use of FRP in equipment design. As a material of construction, FRP provided equal if not improved durability relative to alternative corrosion resistant alloys at a considerably lower cost. This paper will highlight the extensive use of FRP in these three world scale projects and why it was chosen for each process.

Mining activity in a number of metal ores has been running quite high over the last few years. In particular, those metals that employ acid functional extraction processes such as copper, nickel, cobalt and uranium have been particularly active. The world?s largest nickel mine ? the massive $4.76 billion Ambatovy nickel mine on the African island nation of Madagascar is nearing completion. When it reaches its full production capacity in 2013, the mine will produce 60,000 MT/yr of nickel and 5600 MT/yr of cobalt. Coming on the heels of the Ambatovy project is the Long Harbour Processing Plant in Newfoundland, Canada which will process the ore from Vale?s Voisey Bay mine in Labrador. Voisey?s Bay is expected to generate more than 50,000 MT/yr of nickel ore when it starts up in 2013. Next up will be the Boleo project in Mexico on the Baja peninsula. When commissioned in 2013, the $1.4 Billion Boleo project is expected to produce 60,000 MT/yr copper, 3100 MT/yr cobalt, 36,000 MT/yr zinc and 100,000 ? 250,000 MT/yr manganese carbonate.

Falls of ground continue to be one of the most serious causes of injury to U.S. miners. Of the 256 fatal injuries that occurred in mining between 1996 and 1998, 52 (20%) were caused by falls of ground (Table I). Falls of ground affect some sectors of the mining industry more severely than others. For instance, nearly 40% of the 98 coal mine fatalities between 1996 and 1998 were caused by falls of ground. Underground miners are at much greater risk than surface miners. Nearly half (45 out of 101) of underground mine fatalities were attributed to roof, rib and face falls, while less than 5% of the 155 surface fatalities were caused by falls of highwalls or slopes. Sources of Data All of the injury data examined in this study were derived from MSHA’s Fatal Investigation Reports (www.msha.gov)and the MSHA accident database. Because falls of ground often result in serious injury, MSHA Fatal Alert Bulletins and Fatal Investigation Reports provide a useful snapshot of ground control issues in the mining industry. MSHA requires that mines file a report on every reportable accident that occurs, containing information on the accident’s location, severity, classification, activity, and nature of injury, etc. A short narrative is generally included as well. Accident reports can be searched by many of the above fields. From 1996 to 1998, miners suffered a total of 55,096 injuries, which ranged in severity from death (degree 1) to injuries with no days away from work nor restricted duty (degree 6). Six percent of the total injuries were from falls of ground, including machine accidents where caving rock was coded as the source. As the data in Table II indicate, 98% of all non-fatal fall of ground injuries occurred in underground mines, with underground coal mines accounting for 83% of the total. Table II also shows the distribution non-fatal fall of ground injuries by severity and commodity. The injuries are classified into Lost Time Injuries that resulted in permanent disability (degree 2) or days off work (degrees 3-4), and Injuries Without Lost Time that resulted in no more than restricted duty (degree 5-6). Overall, groundfall injuries appear to be more serious than other types of mining injuries. 65% of all ground fall injuries resulted in lost time compared to 54% of all types of mining injuries.

GOLD AND SILVER, the monetary metals, have presented in the last year a striking contrast; gold has experienced unusual prosperity, while silver has been depressed more severely than ever before. Gold mining has been hailed as the only basic industry that is able to thrive on depression; the new gold produced is thought by many to be the most important material for the reconstruction of prosperity. Silver production, meanwhile, has been sinking to its level of 40 years ago, and its price to a level never before recorded. These factors have reduced the value of silver produced in 1932 to about the value of the average annual production more than a century ago, that of the decade 1801-1810. No other major commodity in world trade appears to have suffered a greater decline during the present depression.

"In 2001, the Catholic University of Chile undertook a maintenance benchmarking study of six open pit copper mines having mill capacities varying between 18,000 t/d and 156,000 t/d, and collectively responsible for 58% of Chilean copper production. This paper describes the methodology used to conduct the study, as well as the overall results. Key performance indices were selected to measure the effectiveness, efficiency, and development of the maintenance process. Using a balanced scorecard philosophy, these indicators were divided into client satisfaction, financial, internal process, and learning and growth indices.Maintenance was found, on average, to be responsible for 44% of mine production costs. Percentage planned maintenance of equipment fleets was found to be low by world standards, averaging 35%, 56%, and 44%, respectively, for blasthole drill, shovel, and haul truck fleets. Fleet availabilities were found to be significantly influenced by the percentage of planned maintenance achieved, while maintenance cost per equipment was found to decrease non-linearly with increases in percentage planned maintenance. Investment in technical training (including planned maintenance practice) was found to be low by global standards. The paper concludes that fleet availability and maintenance costs in Chilean open pit operations could be considerably improved by improving and/or developing maintenance planning standards, and investing in training personnel in planned maintenance techniques"

"Gold producers invest significant effort in mining, processing, and creating an intermediate gold doré product. Nonetheless, equal effort should be extended to the final handling and processing of the doré bar, and managing the high-purity gold produced at the fine-gold toll refiner. This detailed attention to bullion handling and refining provides rigor and confidence that the mine site is achieving, through fair and controlled methodology, the most appropriate value for the final product. With the above in mind, the following study explores the importance of preparing a set of site best-practices for bullion handling and specifically, detailing the peculiarities of sampling methodologies and the impact on assays.INTRODUCTION Gold and silver handling practices are common place at mine sites and refineries. The practices include but are not limited to smelting, ingot casting, weighing practices, and secure transportation. Proper handling and processing of the bullion material ensures that the mine site is achieving the true value of the final product. Various handling aspects can critically impact the perceived value of the bullion. A few of these particulars include weight tracking, scale recertification and calibration, refining and melting practices, melt temperature measurement, sampling, pouring, bar cleaning, furnace technology and crucible selection, and assaying. Nevertheless, this report discusses and focuses on the importance of proper sampling and molten-metal temperature measurement and their potential impact on the final doré bar value. Refining or re-melting operations achieve a proper measure of the precious metal content of its bullion when the sample accurately represents the whole bar. At first this task appears seemly straightforward, however, taking a representative sample can be challenging and is also one of the most important tasks for valuing gold during the settlement stage at the precious metal refinery. Various bullion sampling methodologies exist; including: dip sampling, granulation, drilling, cutting, and vacuum pin sampling. The Royal Canadian Mint (2009) indicated in their technical review of refinery operations that pin sampling is one of the best methods for cases where representative sampling and accuracy are required, e.g. to determine the payable metal content. Pin sampling consists of inserting a sealed glass vacuum tube (Figure 1) into the molten metal; when the molten metal contacts a purposely-designed weak portion of the glass, the seal breaks and the metal is suctioned into the hollow centre (Figure 2)."

At some period during the operation of metalliferous and other commercially valuable mineral-deposits in connection with their underground mining, when the developments therein have become so extensive that their description is tedious and confusing, some scheme for naming or numbering the various workings and their parts is necessary for convenience of reference. A simple and symmetrical yet expansive system of classification must be devised, one that is capable of being extended to cover all possible exigencies and conditions of future operations within the property. Such a scheme, properly arranged, greatly simplifies communication between the various departments of the mining business, as, for instance, between the administrative and the operating departments of the concern, and is of the greatest assistance to the officers of the mine in enabling them to locate and describe particular points and parts of workings and specific kinds of work. Again, in the proper segregation and differentiation of mine-accounts, when they are carried out with that detail which will furnish ready information concerning the cost of a particular piece of work, or the various items and totals of expense connected with the development, operation and repair of each or all of the mine-workings, some such method of clesignatioi~ becomes a necessity. Moreover, such a plan is acl- mirably adapted to the needs of the mining engineer, who, in connection with his reports upon mining-properties, is sometimes required, in his descriptions of certain blocks of ore, to locate lists of assays of samples taken from many and various places, and to designate workings and parts of workings that are located in different parts of the mine, sometimes at points wide apart. Edward Cooper was born in New York City, Oct. 26, 1824. His father, Peter Cooper, to say nothing of manifold reasoils for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment .of public schools ; and it is not surprising that. he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.' For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the student of those data which the modesty of the man permitted to be placed upon public record.

In the preparation of the paper upon " The Operation of Warwick Furnace, Pennsylvania, from August 27, 1880, to September 1,1885," presented at the Pittsburgh meeting, I purposely refrained from offering theories to explain the peculiarities of furnace operation, on the ground that it was better for those actively engaged in blast-furnace management to present records of operations, than for one more directly interested in blast-furnace engineering and construction to venture upon the sea of speculation as to causes. The manager of an iron-works naturally feels that he knows as much about his particular furnace or furnaces as any one else, and as Mr. Cook, after his close attention to and study of the Warwick furnace, was at that time unwilling to present theories, I felt a disinclination to assume more acumen than the manager.

In the zeal for opening up new ore-bodies, or for extracting the ore from attractive bodies already opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple, and, for the best working-results, should be treated upon a strict business basis. Of course, in every mine of consequence, a record is kept of expenditures and receipts, and such glittering generalities as " gross receipts," " net receipts," " mining expenses," and a per cent. profit," can be told to the cent; but does this record show economy of management, as compared either with the same record of other months, or with the record of other mines of the same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way enable the manager to put his finger on the leakage ? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent. on 25-dollar ore, is doing less economical mining than one which saves 60 per cent. on 80-dollar ore ? Of course the figures in the latter case look the more attractive; yet when it comes to the point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the firmer and more economical financial basis. But as to the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations.
