West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

GENERAL DESCRIPTION Block caving is a distinct caving method applied mostly to large, massive, ore bodies because of its in¬herent low cost and high production capabilities. Areas of sufficient size are removed by undercutting so that the mass above will cave naturally. Drawing of the caved ore at the bottom of the ore column causes the caving action to continue upward until all of the ore above the undercut level is broken into sizes suitable for handling. When properly applied, block caving results in a lower mining cost per ton than any other under¬ground method. There are three distinct forms: (1) dividing the horizontal area into rectangular or preferably square or nearly square blocks, drawing evenly over the entire area to maintain an approximately horizontal plane of con¬tact between broken ore and caved capping; (2) divid¬ing the horizontal area into panels across the ore body, retreating by undercutting manageable areas from one end of the panel to the other and maintaining an in¬clined plane of contact between the broken ore and caved capping (thus the name panel caving); and (3) no division of horizontal area of the ore body into defi¬nite blocks or panels (this is termed mass caving). Undercutting may be from wall to wall, retreating from one end of the ore body to the other, maintaining an inclined plane of contact between the broken ore and caved capping. The total active caved area is deter¬mined by the size of block that will not produce undue stress on workings below the undercutting level and by total production requirements. This type of operation is also referred to as panel caving at some properties. SUITABLE ORE BODIES Block caving in its various forms is applicable to deposits of various shapes and ores of various strengths. Its success is governed by rigid requirements and limi¬tations. In unsuitable deposits or where improperly em¬ployed, the loss of ore may exceed that of any other mining method. Good planning, systematic work pro¬cedures, careful supervision, and good judgment con¬tribute to its success. Ore Characteristics Included as a necessary characteristic in an ore body suited to a successful block-caving operation is a proper fracture pattern. Ore hardness should be another gov¬erning factor, and the toughness or softness of the ore should be considered. There must be sufficient horizon¬tal area available for expansion of the undercut, if neces¬sary, to start the caving process. Large, massive, ore bodies usually meet these conditions. Veinlike deposits must be wide and dip rather steeply to conform to the block-caving limitations. The capping must be of such a nature as to cave when the underlying ore is being removed since the weight of the overburden aids in crushing the ore. The most favorable capping character¬istic is that it breaks into coarse pieces and resists attrition as the block is drawn. Soft capping, by breaking into fine pieces and sifting into the ore or channeling through the ore to the drawpoints, can seriously dilute the ore and hinder the extraction of clean ore from the blocks. Types of Ore In block caving, a fairly uniform distribution of val¬ues in the ore is necessary. Grade values may range from low grade to high grade, but most often the sys¬tem is applied to low-grade ores. Wide veins, thick beds, or massive deposits of homogeneous ore overlain by ground which will cave constitute suitable ore bodies. The ore must be such that it can be supported while blocks are being developed and undercut but breaks up readily when caved. Some applications include porphyry copper, disseminated molybdenite, hematite in the Lake Superior iron district, limonite deposits in northern Spain, the diamond mines of South Africa, asbestos and nickel in Canada, and massive magnetite in Pennsylvania. Size and Shape Outline of the ore body should be fairly regular, and the sides of the ore body should dip steeply. It may not be economical to mine small portions of ore extending into the walls of the deposit, and low-grade inclusions in the ore cannot be left unmined. Some dilution of the ore, as mining progresses, by low-grade or barren cap¬ping is inevitable and, unavoidably, some clean ore is left between drawpoints. Determining Cavability The use of rock mechanics is sometimes advantageous in helping to determine the cavability of an ore deposit. The US Bureau of Mines has information and testing ability which can assist in determining the cavability of ore types. Several competent consulting orga¬nizations knowledgeable in rock mechanics can also as¬sist in evaluating the cavability of an ore body. Some recent work has been done to better define the cavability index of various ore bodies; an example of how this was determined is discussed by McMahon and Kendrick (1969). The intensity of the fracture pattern is a critical parameter to be analyzed. The question to be answered is, "How intense must the fracture pattern be?" Table 1 is a tabulation of the size of rock fragments that appear at the drawpoint of various block-cave mines around the world. These are indicative of the fracture-pattern spac¬ing and, as can be seen, they vary substantially from the almost sandy material at the Mather mine to fairly sizable blocks at the Grace mine. Several sets of fractures are essential to promote good caving. Ideally, two vertical sets at nearly right angles to each other and a third set nearly horizontal are required to insure a good caving ore body. During the course of evaluations by the Mine Safety and Health Administration’s Roof Control Division, the controls on ground instability were investigated at surface and underground limestone mines throughout the eastern and southern United States. Structural geologic features, including joints and faults, were identified by basic geologic mapping as primary controls on highwall and back instability in surface and underground limestone mines. By comparing the spatial orientation of discontinuities and internal angle of friction with the orientation of highwalls on a stereonet, the potential for sliding, toppling, and raveling failures was evaluated in a semi-quantitative fashion. Structural geologic mapping identified faults and joints, which dismembered the back and were associated with ground instability, in underground mines. This paper documents the importance of recognizing structural geologic controls on ground stability in limestone mines, advocates basic geologic mapping as a critical component of ground control programs at surface and underground limestone mines, and provides examples of simple stability evaluations using the stereonet method.

Innovation plays a critical role in the mining industry not only as a tool to improve the efficiency of its processes and to reduce costs but also to meet the increasing social and environmental concerns among communities and authorities. Technological progress has also been crucial to allow the exploitation of new deposits in more complex scenarios, such as lower ore grades, extreme weather conditions, deeper deposits, harder rock mass and high-stress environments.

This work evaluated the effects of bucket orientation and operating parameters on resistive forces and penetration for rubber-tire loaders (RTLs), such as load-haul-dumps (LHDs) and front-end loaders (FELs). The work used a 1:16 scale LHD model to test an RTL bucket operating at different levels of traction (tractive effort), speed, digging height and rake angles in a full factorial design experiment. The test was repeated on two muck piles with different particle sizes, and generalized regression modeling was applied to test the association of rake angle, tractive effort, speed and digging height on penetration and resistive forces for RTL buckets. The results show that speed and tractive effort are more important in explaining RTL penetration and resistive forces than height above the floor and rake angle. Speed, tractive effort and height above the floor are positively correlated to bucket penetration, whereas the rake angle is negatively correlated to penetration. Similarly, speed, tractive effort, rake angle and height above the floor are all positively correlated to resistive forces incurred during initial penetration. The results show that the combined effect of speed and tractive effort is negatively correlated to penetration and resistive forces — a novel finding that enhances our understanding of RTL loading. The results also show that the effects of speed, tractive effort and height above the floor all change with changes in particle sizes. This work provides insights into the effects of rake angle, height above the floor, tractive effort and speed on penetration and resistive forces for RTLs to facilitate better design and efficient use of these loaders.

The Iron Hill (Powderhorn) carbonatite complex is a 31 km2 alkalic intrusion located about 35 km south-southwest of Gunnison, Colorado. The intrusion has been well studied and described because of its classic petrology and architecture of a carbonatite-alkalic complex. The complex is also noteworthy because it contains enrichments of titanium, rare earth elements, thorium, niobium (columbium), vanadium, and deposits of vermiculite and nepheline syenite. In particular, the complex is thought to host the largest titanium and niobium resources in the United States, although neither has been developed. It may be economic to extract multiple resources from this complex with a well coordinated mine and mill plan.

Gold has always been a crisis investment. For centuries gold has been considered globally the money of last resort. In time of war, inflation, financial uncertainty, political upheaval there has with few exceptions always been a flight to gold. The gold paradox simply is that even though we have gone through for the past handful of years all the kinds of. anxieties that would cause the gold price to rise, it has instead dropped drastically. Figure 1. illustrates the important factors that influenced the gold price significantly up or down before 1987. Obviously, since then, even though we have had wars, inflation, financial problems involving breaking banks and thrifts let alone collapsing financial institutions, the gold price has both in the long-term and the short-term trended downwards. Figure 2. depicts the gold price path since 1987. If the presence of time-honored and time-tested factors that should have driven the gold price up didn't do the job, then logic dictates that new factors to drive the gold price down and keep it depressed arose. And they did. But before addressing these depressants permit me to turn to the arcane art of gold price prediction and fore-casting.

During the past decade, a general awareness of the need for and subsequent development of increased safety in United States coal mines has taken place. Government and industry alike were stimulated into accelerating their actions through unacceptable accident statistics and costs (in terms of human misery dollar values). Those of us who work in the United States coal industry are aware of the development of governmental controls on nine safety. Both Federal and State regulations have placed increased responsibility upon mine owners and operators to insure a safe working environment and to provide training for miners. No other industrial group of workers has received such attention or, in our opinion, deserves it more.

This paper follows that of the Milos Conf, 2002 and examines the collection and reporting of SDIs in the industrial minerals industry in Europe. It compares the characteristics of the GRI Reporting Guidelines, with its Metals and Mining Sector Supplement with those of the EU DG Enterprise Scheme, launched in 2001. The particular issue of SME's and companies which are not publicly traded is examined. The pros and cons of participating in such schemes is a central theme of the paper. The paper concludes that there and many business benefits for these companies in participating and submitting their data. The European Commission Scheme is strongly recommended for companies in the sector which are SME's and not-publicly traded as well as large firms who are listed on European Stock Exchanges.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. This article presents a novel design, called the Climax, High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 ~ 660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax, magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

The health of the industrial minerals industry appears to be improving year by year. In fact, preliminary information suggests that only three commodities (asbestos, bromine, and sulfur-other) failed to show a production gain in 1984 over 1983. In 1983, 10 commodities failed to post gains and six remained constant. The total value of industrial mineral production in 1984 was $16.7 billion, up $1.4 billion from 1983. Cement, clays, gypsum, and crushed stone production increased. Since these are used in housing and construction, this suggests these industries are moving out of their recent doldrums. Barite and clay production also improved in 1984. Local US barite production, however, still has a long way to go to attain the 1981 high of 2.6 Mt (2.9 million st). Barite imports remain high. But they are not as high as the 1982 importation of 2 Mt (2.3 million st). Bentonite production in 1984 increased 20% in volume and 25% in value over the previous year. This suggests improvement in the drilling industry and an increase in demand for iron ore pelletizing grades. All in all, the industrial mineral industry is alive and well. And it shows signs of great improvement in the next few years. "With up to 2,300 m (7,545 ft) of rock on top of it, the Gotthard Base Tunnel, which is scheduled to go into regular operation in December 2016 in the Swiss Alps, is not only the world’s longest, but also the deepest railway tunnel ever built. Accordingly, the temperatures in the tunnel are very high, with the surrounding rock expected to reach 45° C (113° F) once the tunnel is fully operational. Since unrestricted rail operations are only permitted in temperatures of 40° C (104° F) or less, the heat has to be controlled with suitable equipment. Large fans developed and built especially for this application by TLT-Turbo GmbH provide fresh air for regular operations as well as during maintenance and repair work. Separate fans ensure that the emergency exits are properly ventilated in case of fire. In addition to coming up with a technical solution that could handle the special challenges of this project, the engineers and planners had to develop detailed preliminary plans as well as a sophisticated logistics and installation concept.The Gotthard Base Tunnel consists of two 57-km (35-mile) long tubes, one in each direction. Including all connecting and access tunnels, the entire underground system measures 152 km (95 miles). At Faido and Sedrun, at approximately 16 and 36 km (9 and 23 miles) respectively, two multifunction stations were built that cut each of the two tubes into three sections of roughly equal length. Here, trains can make emergency stops and change tracks, if necessary. This is also where eight large axial fans made by TLT were installed that exchange the air, i.e. they extract a certain amount of heated air and inject the same amount of cool fresh air a few hundred meters further down the train tracks. In addition to the four exhaust and four supply fans, 24 so-called jet fans were installed along with associated components like silencers, shut-off dampers, drives and lubrication systems from TLT.In addition to exchanging the air, these fans are used to enable maintenance and repair operations in the tunnel. Current plans call for blocking each tunnel tube for one night per week in order to perform preventive maintenance work, thus enhancing the tunnel’s overall functionality and availability. During these hours, many people will be in the tunnel who require fresh air. “One of the major criteria for winning this bid was the fans’ ability to quickly switch between a wide-range of modes. TLT fans are among the best in the world in this regard,” said Andreas Kuhn, TLT’s project manager for the Gotthard Base Tunnel, about the selection of his company’s fans for this project."

The key takeaway of this study is the significant improvement in dust protection for roof bolter operators in underground coal mines. The optimized canopy air curtain (CAC), with a redesigned two-level manifold system, provides uniform airflow distribution that effectively reduces dust exposure. By enhancing the protection of operators from harmful respirable coal and silica dust, this technology can reduce the risk of diseases such as coal workers’ pneumoconiosis (CWP) and silicosis. The application of this optimized CAC design in real-life coal mining operations can dramatically improve worker health and safety by minimizing dust-related exposure, ensuring compliance with industry regulations and prolonging the lifespan of mining equipment by reducing dust accumulation.

The Nchanga Cu-Co ore deposit of the Zambian Copperbelt, is hosted in Neoproterozoic siliciclastic-carbonate sedimentary rocks, and it consists of two orebodies: the Lower Orebody (shale) and the Upper Orebody (arkose). Refractory Cu ores present in the Upper Orebody comprise 150 Mt with average 0.87% Cu, and are characterized by inadequate recovery of copper by leaching. This materials characterization study, conducted on refractory ore samples from the Upper Orebody using optical microscopy, QEMSCAN®, and microprobe, has shown that copper occurs mainly in biotite, phlogopite, malachite, pseudomalachite and goethite. QEMSCAN® has quantified the abundance of each phase and total Cu deportment in each phase.

Heavy earth-moving machineries used in open-pit mines intensively expose the drill operators to whole-body vibration and shocks and thus to musculoskeletal disorders. The roles of an individual, machine, and rock-related factors in their exposure remain poorly understood. This cross-sectional study investigated their role among 39 drill operators from Indian iron ore mines. It shows that 70% of the operators were exposed to high levels of vibration, above the limit values recommended by ISO 2631-1. Multiple linear regression models showed that the whole-body vibration and shock exposures were strongly associated with operator’s age, drill machine model, rock’s hardness, uniaxial compressive strength, and density. The role of body mass index was close to significance (p = 0.08). Univariate analyses found that drill’s age, seat pad thickness, and seat backrest height were also strong predictors. These results help in identifying risky operators, materials and occupational situations, and in implementing appropriate prevention and intervention to reduce and monitor the exposures and health risk.

Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

When it comes to safety in the mining and extractive industries, success is literally a matter of life and death. Anything short of perfection is not acceptable. In recent years, the mining industry in the United States has made tremendous strides in terms of health and safety for its workers. Part of that success has come with an increased focus on the issues of safety, an intense examination of procedures, liberal sharing of best practices and a focus on the synergy between safety, reliability and environment. During his closing keynote address of the Safety Management & System Reliability Conference in Minneapolis, MN on Nov. 15, Joe Driscoll, vice president of Great Basin Gold, showed a calendar from the coal fields in Pennsylvania from the early 1900s. The calendar marked the number of mine-related deaths each month. Some months, the number was as high as 50. It was an illustration of how far things have come, but there is still much more work to be done.

"‘Gas hydrate’ is the common term for a solid material formed from the combination of various gases as ‘guest’ and water as ‘host’. A series of large-scale scientific drilling and coring programmes conducted since 2000 revealed that natural gas hydrate exists in a wide variety of accumulations in the sediments. The scaled-up onshore and offshore field production tests during the last decade show that gas production technology will be realized to make gas production from gas hydrates viable in the future, recognizing its potentials as one of the future sustainable energy resources.The total produced gas was approximately 470 m3 by the hot water circulation method over 6 days of operation in the permafrost-associated Mallik 2002 project in the Mackenzie Delta of Canada. In the Mallik 2007-2008 project, the gas was successfully produced stably by the depressurization method for 6 days, up to 13,000 m3 cumulatively. The depressurization method applied in the Mallik test was shown to be an effective way to produce gas from gas hydrates. The Alaska field trial to inject mixed gas of CO2 and N2 to exchange CH4 in 2012 was successfully done for the first time to produce maximum 1,270 m3 per day. A remarkable achievement was made by Japan when it completed its first offshore production test in the Eastern Nankai Trough, producing approximately 120,000 m3 of methane by the depressurization method over 6 days in March 2013. The technical challenges and scientific uncertainties obtained from Nankai Trough production test provide Korea with more considerations as to the aspects of well completion, reservoir formation and seafloor stability, sand control, flow assurance, environmental monitoring, and etc., due to the different geological setting and geomechanical properties of the Ulleung Basin in Korea."
