The first form of a surety bond was an honest handshake between two or more parties, agreeing to a decision and their personal guarantee of following through to completion. This has all changed. In 1895, the United States Treasury Department disclosed that $35 million worth of personal surety guarantees on file had become worthless. At that time, a law was passed, requiring all surety bonds, in favor of the United States, must be corporate surety bonds. Today, a surety bond is one of the nation's leading financial instruments used to guarantee the completion of an obligation.

Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major new source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth with about 5 percent of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40 percent of known world potash reserves and its ten active mines account for some 25% of annual world production. The development of this resource was recognized to be important to the development of Saskathcewan. In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product and conducting all of the other activities necessary for a successful corporation competing in the world potash industry.

The movement to reclaim abandoned mine sites has gained momentum as federal, state, and private organizations have increased their commitment and resources to tackle mutual, and often controversial, problems of health and safety. Numerous interorganizational agreements have been implemented to promote cooperation in the characterization of mine site hazards, development of mutually acceptable plans of remediation, and sharing of actual cleanup requirements. Working through these partnerships, the federal land management agencies have begun to focus on abandoned mine reclamation in selected, priority watersheds and other drainage basins. Although there are major difficulties to overcome, significant progress continues to be made.

The future phosphate rock deposits in South Florida contain a significant fraction of dolomite. The high MgO content of the rock is undesirable in the production of phosphoric acid. Several flotation schemes have been attempted to separate dolomite from phosphate rock. Alternately, Selective Flocculation process has been suggested to separate dolomite from apatite. A high MgO content rock was simulated by a 30:10:60 synthetic mixture of apatite, dolomite and silica. Single mineral selectivity was observed in the mixed mineral systems apatite-silica and dolomite-silica with Polyacrylic acid (PM) and Poly(ethylene oxide) (PEO) flocculants respectively but not realized in apatite-dolomite system with PEO flocculant. Heteroflocculation, suspected to be the major reason for loss in selectivity, was minimized by addition of a Site Blocking Agent (lower molecular weight fraction of PEO). Process parameters such as size reduction schemes, flocculant/SBA dosage, and pH were investigated to achieve the desired separation. The selectivity obtained in binary mixed mineral tests was translated into the ternary mixed mineral system, viz. apatite-dolomite-silica. In this presentation surface chemical characterization of the samples and their flocculation behavior will be discussed.

The advent of larger quantities of -1/4 inch coal in the raw feed to the preparation plant and the necessity of recovering this material has made the problem of meeting product moisture specifications more difficult. For a number of years thermal dryers have been used advantageously as a means of reducing fine coal moisture content where the over-all economics would justify such an installation. However, these units are not without their drawbacks because of high capital and operating costs, safety hazards and possible degradation of the product, and thus an alternative method of moisture reduction is highly desirable. After the various mechanical variables associated with filtration have been optimized, an examination of theory shows that surface tension and liquid viscosity are the only two remaining variables which might be altered to reduce moisture content.

This paper will present an overview of several hydrometallurgical processes which can be used for sea-nodule metal recovery and some simplified economics. Before going any further, here are some of the basic figures from which the economics were developed. The first is to establish a representative composition for a typical nodule feed (Slide 1). This set of chemical analysis figures can be taken as typical for a deep Pacific nodule feed and shows manganese at 30%, copper at 1.1%, cobalt at 0.2%, nickel at 13% and iron at 10% for the metals of economic interest1.

Texasgulf Inc. currently operates an open pit phosphate mine in the central coastal plain of North Carolina. The area of phosphate deposition lies within the Aurora Phosphate district which consists of an embayment which is in the center of the Neogene phosphate deposition. A variety of solid and liquid fertilizer products are produced at the Texasgulf complex. One of these products is known as North Carolina Natural Phosphate (NCNP). New potential for use of unacidulated natural phosphate, now exists in regions with acid soils due to the discovery of the findings from recent research, cost advantages, and moves to reduce chemical inputs.

The ventilation systems of coal storage silos are normally capable of rapidly dispersing any accumulations of methane in the atmosphere above the coal pile surface. However, the results of an investigation which is presented in this report show that hazardous concentrations of methane can accumulate within the coal pile. Methane trapped within the coal pile is released into the atmosphere of the loading gallery when coal is discharged from a silo. If the methane released is of a flammable concentration it is necessary to ventilate the gallery to reduce the risk of an ignition. This report proposes a simple test, which, after further investigations may prove to be an effective method to calculate gallery ventilation requirements.

Gold is sufficiently valuable that concentrations as small as 1 p.p.m. may support low-cost mining. Mindful of this, Sunoco Energy Development Company (Sunedco) obtained fire-assay analyses on some sulfide-rich sandstone encountered during routine drilling. Initial fire-assay values from independent laboratories indicated some significant gold values and independent analysis by atomic-absorption spectroscopy also indicated detectable gold at economically interesting concentrations. Sunoco geologists realized the potential for spurious results inherent in both fire assaying and atomic-absorption spectroscopy. Fire assaying that relies on gold measurement by weight requires perfect separation of gold from all other elements, Imperfect separation may artificially enhance apparent gold concentrations. Atomic-absorption-spectroscopy (AAS) measurements are potentially subject to interferences from other elements. For example, Beamish and Van Loon (1977, p.4) report AAS measurements of 4 p.p.m. Au to be characteristic of completely barren soil samples when samples are prepared by standard dissolution in HC1 to form solutions of about 10,000 p.p.m. total cations (mostly Na, Ca, Mg, Al, and Fe) .

DOE recently funded 21 projects under the solicitation by its Environmental Restoration and Waste Management Division. This project is combining the expertise of an interdisciplinary team of researchers with that of three manufacturers to isolate nuclear waste storage sites using remote longwall mining. The concept is being pursued in Germany, too. This paper will present the conceptual approach to the project and discuss the problems in transferring longwall mining technology to nuclear waste containment.

A new coal boom is under way in western Canada. As recently as the mid-1960's, the coal industry in western Canada was considered stagnant and, by some people, dying. But Japan's growing need for coking coal, which became more pronounced in 1966, sparked great interest in western Canadian reserves.' As a result of a rapidly expanding export market and growth in domestic demand, Canadian coal production spurted to 16.6 million tons in 1970. Production in 1965 was 11.5 million tons. Today, about 60 percent of Canada's output comes from western Canada, but by 1975, 87 percent (23.1 million tons) is expected to come from this area, and 96 percent (68.3 million tons) by 1990. Opening, developing and operating new coal mines to meet the needs of a rapidly expanding market for western Canadian metallurgical coals pose some unique and difficult problems. Covering nearly every aspect of opening properties in remote areas, the problems are met in exploration, transportation, construction, mine operations, coal preparation, manpower and ecology. Paul Weir Company has been involved as coal consultants on various projects in western Canada for some years. In presenting this paper, we make no attempt to present an in-depth or detailed analysis of any one specific situation. The results from a retrospective study are described in this gaper in which she past development drilling activities were investigated using geostatistics. The purpose of the study was to determine the amount of savings in drilling cost that could have been realized through the optimal placement of sequential drill holes using geostatistics. Out of 144 DDH's that were in place within the study area, the results showed a possible elimination of 34 DDH's without any reduction on the confidence interval of the global reserve estimates. If the incremental savings from one drilling campaign to the next were considered, however, the amount of percentage savings were even greater. Other interesting results from this study were; 1) tangible demonstration of the importance of a proper geologic delineation within the study zone, and 2) the robustness of the obtained experimental variograms from the rather early stage in development drilling.

A new radioactive tracer method to measure airflow in inaccessible airways has been developed for situations when studies of the mine ventilation system are not possible using conventional flowmeters (anemometers). The new method has been tested in the ventilation laboratory at the University of Kentucky and in the Experimental Underground Coal Mine at the U.S. Bureau of Mines. This new tracer method has been utilized in leakage, dilution and flow velocity measurements in laboratory and field (mine) experiments.

Rio Tinto Coal Australia (RTCA) developed Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 25-year life based on station owner Tarong Energy Corporation?s (TEC?s) estimated life for TPS. That 25-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed yet again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves rather than extend RTCA?s contract. TEC then selected Thiess Pty Ltd (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed.

Shale is anisotropic due to the presence of bedding planes. The anisotropic strength of shale has been extensively studied. However, little attention has been paid to the size effect on shale strength considering the anisotropy. This research uses the discrete element method to study the size effect on the strength of shale under the uniaxial stress state. It is assumed that the anisotropy is caused by bedding planes, while the size effect is caused by randomly distributed flaws. The numerical model of shale comprises three components: shale matrix modeled by bonded particles (2) bedding planes modeled by smooth joints (3) flaws modeled by discrete fractures. The developed model is scaled to different sizes and tested in the uniaxial compression and the direct tension tests. The test result show that the uniaxial compressive strength decreases as the specimen size increases when the loading direction is perpendicular or parallel to bedding planes. The uniaxial compressive strength is determined by the flaws while the bedding planes only play a limited role. However, the size effect on the direct tensile strength depends on the direction of bedding planes. When the loading is perpendicular to bedding planes, the size effect is not prominent. The direct tensile strength is determined by the bedding planes while the flaws have little effect. When the loading direction is parallel to bedding planes, the direct tensile strength decreases when the specimen size increases. The direct tensile strength is determined by the flaws while the bedding planes have little effect.

The Kurve mixed-use development project including a 22-story tower at 2801 Sunset Place was constructed on a site consisting of a roughly rectangular-shaped lot at the intersection of Wilshire Boulevard and Hoover Street in Los Angeles. Two Metro Red Line tunnels, with depths of approximately 30 feet and 58 feet, respectively, cross below the building at distances of approximately 1 foot to over 63 feet from the site. This paper presents numerical modeling performed to evaluate the ground and tunnel behavior in response to building construction. Results of geotechnical instrumentation and monitoring undertaken during the building construction are also discussed.

Over 2,000 shale gas wells have been drilled in the Pittsburgh Seam longwall reserves. As longwall panels are laid out, some of these shale gas wells must be located in longwall chain pillars. With longwall mining on both sides and the constraint of chain pillar size, gas well in chain pillars are subjected to longwall-induced ground movements and stresses, which could induce deformations in gas well casings Casing deformations are associated with several factors such as overburden geology, surface topography, setback distance, and casing construction. Overburden geology is one important factor that largely determines the locations and levels of deformations in gas well casings Previous NIOSH gas well research has found that casing deformations above the coal seam horizon are smaller under deep cover than unde shallow cover and that casing deformations could occur at the coal seam horizon under deep cover. Recent mine-by cases have provided more insights into the locations and amount of longwall-induced casing deformations as well as the potential occurrence of a large casing deformation at the coal seam horizon. This paper presents three recent mine-by cases with shale gas wells in the chain pillars between two adjacent longwall panels under different overburden depths. Casing deformations were measured by multi-finger caliper surveys and predicted with numerical modeling. With the established numerical model, the effect of overburden depth was further analyzed to investigate the potential occurrence of a large casing deformation at the coal seam horizon under deep cover. These mine-by cases not only provide a general demonstration of how overburden depths can affect longwall-induced stresses and deformations but also give a good indication about the level of casing deformations that could occur under different overburden depths. The study concludes that (1) casing deformations reduce with increase of overburden depths at the gas well; (2) a cementing alternative with production casing uncemented is an effective means to eliminate production casing deformations; and (3) large plastic casing deformation could occur in the production casing at the coat seam horizon under deep cover. The experience and knowledge gained from these mine-by cases would help longwall operators and gaza companies to take appropriate measures to minimize the influence of longwall mining in shale gas wells in chain pillars.

Geologic and technical factors such as coal seam thickness, stripping ratios, roof conditions, partings, faults, and size and geometry of the reserve block greatly impact the availability of Illinois coal for mining. Residential and commercial developments also restrict access to coal reserves in some areas. Despite the collective effects of these factors, large blocks of bituminous coal reserves suitable for efficient, low-cost underground mining remain available in Illinois.

As stated by the Congress in the preamble of the act establishing the Office of Coal Research, its purpose is, "To encourage and stimulate the production and conservation of coal in the United States through research and development by authorizing the Secretary of the Interior to contract for coal research, and for other: purposes." Thus, while the overall responsibility for air pollution control from all sources rests primarily with the Department of Health, Education and Welfare, it is obvious that OCR could not perform its mandate of, increasing the utilization of our Nation's greatest energy resource if it ignored one of the greatest practical obstacles to achieving that objective. Therefore, air pollution abatement and prevention is one of the practical considerations taken into account in the selection of the OCR program. And as the severity of the air pollution problem imposes new restrictions on the use of coal, the importance of this criteria in the selection of OCR projects increases. The work done by OCR in air pollution abatement does not conflict with nor does it duplicate the program developed by HEW's National Center for Air Pollution Control. Technical members of the OCR staff maintain close formal and informal liaison with their counterparts in NCAPC. One formal agreement has been executed whereby the HEW agency has transferred funds to OCR for a practical study of the potential effectiveness of air pollution control when coal is burned in a fluidized bed comprised of inert alkaline earth material. Scarcely a month goes by that I or someone else at Newmont Mining or Newmont Gold isn't asked to give a talk on the topic I was asked to discuss today. Investors, financial analysts, geologists, metallurgists, even our government--everybody wants to know what the future holds for gold mining. Well, you're not going to get exactly what you asked for. Today, I'm prepared to focus primarily not on what the future will bring to us, but rather on what the future will demand from us. More than that, I cannot undertake because it isn't within my scope to predict how wise and resourceful everyone in our industry will be in the future. What our future will hold, as I see it, will depend on our--and our colleagues'-- responses to these very real demands. Three critical issues stand out in my mind as to what the future will demand of us in the gold mining industry. And these demands will be for: 1. The very greatest of technical expertise and innovation. 2. The highest order of environmental sensitivity and timely accommodation. 3. Planning, planning and more planning. All of these flow inexorably today from the traditional objective of any mining company--or any company in any business, and that is, to make money. Nothing as I see it, should be undertaken by a geologist, metallurgist or even an environmental department, unless the exercises will enhance profits; and nothing may be ignored which can have consequent damage to the bottom line. Thus, the three issues I've listed for you subordinate themselves to the objective of making money, although at least in the environmental area, it might seem to some that we can only incur additional costs without even a dollar-for-dollar return. I hope to disabuse you today of any such out-of-date notion. Let's tackle the first issue-- Technical Expertise and Innovation. Newmont Gold Company this year is celebrating its 25th anniversary of successful and profitable operations on the Carlin Trend. Carlin in 1961, which is when exploration began on the "Trend" by Newmont, actually may share a lot of similarities with Carlin today. They didn't then know where the gold was and, if they found it, they had one hell of a challenge mining and processing ore at a profit because gold was selling at only $35 an ounce. Today, we know where the current reserves are. But we don't know where our future reserves lie. Furthermore, we don't know exactly how we're going to mine them, and, as everyone here knows too well, we don't know what the optimum metallurgical treatment is, even if we can find and mine them. And all that despite the abundant level of modern experience and skills within the current generation of mining companies, and the fact that, even taking inflation into account, gold sells at a higher price today than in 1965 when Carlin began operations. But, of course, I'm telling you what you already know.
