Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! Perlite is not a trade name but a generic term for naturally occurring siliceous volcanic rock. A distinguishing feature which sets perlite apart from other volcanic glasses is that when heated to a suitable point in its softening range, it expands 5 to 20 times its original volume. This expansion is due to the presence of 2% to 6% combined water in the crude perlite rock. When quickly heated above 1600°F (871°C) crude perlite pops in a manner similar to popcorn. The combined water vaporizes and creates countless tiny bubbles in the heat softened glassy particles. It is these tiny glass sealed bubbles which account for the amazing lightweight and other exceptional physical properties of expanded perlite. The bulk densities of the expanded perlite generally range from 3 pounds per cubic foot (48 Kg M3) to 10 pounds per cubic foot (160 Kg H3).

The Tripoli deposits in the southwest corner of Missouri In Newton County and the northeast corner of Oklahoma in Ottawa County, located in the vicinity of Seneca, Missouri, contains an unusual and peculiar form of silica which has not been found any other place in the world. Its outstanding characteristic is the physical structure of the individual particle, The particle structure of the Missouri-Oklahoma type Tripoli accounts for its market. It is a soft, friable, porous, double-refracting silica of the chalcedony variety, The particle is porous, has a fibrous structure, no sharp edges or comers, ad an average size of less than .01 millimeter, It varies from 90 to 98 per cent Si02 with less than 1 per cent free silica in the form of quartz, 24; has ignition loss of 1 per cent and fractional percentages of iron, alumina, lime, etc.

Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

Longwall mining is the preferred method for removing underground coal since a larger amount of coal can be removed faster and with less waste when compared to the room-and pillar type mining. Thus, the coal tonnage removed each year by longwall mining methods has increased dramatically. However, a high extraction rate results in surface subsidence which has adverse effects on the environment and on surface structures. Predictions of structural damage are dependent on the magnitude of the expected horizontal strains. Three methods for predicting subsidence characteristics are considered in this paper: the graphical method, the profile method, and the finite element method. All three methods can be used to predict ground movements and horizontal strains. However, the finite element method, which takes into account the structural properties of the stratigraphy and equilibrium of the overburden, is theoretically the more logical choice for use in subsidence prediction.

The nature of adsorbed calcium carboxylates (oleate and stearate) has been investigated by in-situ/ex-situ Fourier transform infrared internal reflection spectroscopy (FTIR/IRS). Previous spectroscopic studies in alkaline solution have shown that adsorbed carboxylate is characterized by a C-O stretching vibration at about 1550 em?1 for less than monolayer coverage. Similar results were found in this study. More specifically, in this study such a singlet at 1550 cm-1 was found for LB monolayers of calcium distearate transferred as a condensed layer at a high film pressure to the surfaces of fluorite and germanium. Normally the spectrum of bulk calcium distearate reveals a doublet at 1575 and 1540 cm-1, characteristic of a three dimensional 7-fold coordination for calcium carboxylate complexes. This doublet is generally found for carboxylate multilayers formed by spontaneous adsorption at the surface of calcium minerals. In this regard, the spectral evidence suggests that whenever the calcium dicarboxylate is constrained at a surface as a condensed layer, the 7-fold coordination can not be satisfied and the surface carboxylate is forced into a two dimensional symmetrical coordination with a singlet at 1550 cm-1. On the other hand, if the Langmuir-Blodgett (LB) monolayer calcium distearate film is transferred at a low film pressure the doublet is observed. This analysis is further confirmed by the spectral results for LB transferred calcium distearate monolayers at a hydrophobic silicon surface. Even though these are condensed monolayers formed at high film pressure, the carboxylate group, oriented away from the surface, is no longer constrained by the surface force field, and thus exhibits the characteristic doublet of the bulk calcium distearate salt.

On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

The WTBAL computer program for evaluating material balances for minerals processing flowsheets was developed at the MRC and has been in general use for a number of years. This paper reports on two enhancements to the basic MTBAL routine. The original program accounted for errors in the process measurements and used estimates of measurement variability to calculate stream weights. Unfortunately, the estimate of measurement variability was fixed over all streams. In the enhanced version of MATBAL, named IMTBL, the program equations and their solution procedure have been modified to allow the estimated variability in a process measurement to vary from stream to stream. The .second enhancement involves making MTBAL interactive. As such, the user now prescribes his information in an easy-to-use fashion in a conversational mode via a terminal. Finally, an assessment of the feasibility of implementing IMTBL on microcomputer systems will also be reported.

As the U.S. coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity. Room-and-pillar mining accounts for approximately 80% of the nation's underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. Terminology. The term potash originated in "pot ashes" produced by burning wood to ashes in iron pots and then leaching out the soluble salts, chiefly potassium carbonate, from the residue. In modern usage potash is a generic term for various potassium salts used in agriculture and industry. More specifically, it denotes the oxide of potassium, K2O, and the content of potassium in ores and products is stated as weight percent of K2O present. Its salts are commonly referred to as muriate of potash, sulfate of potash, etc. The presence of an adequate supply of available potassium in the soil promotes the health and improves the quality of the plant. insures greater efficiency in photosynthesis, increases resistance to certain diseases, offsets the effect of an oversupply of nitrogen, and helps the plant to utilize soil moisture more advantageously. ("Soils and Men," U.S. Dept. of Agriculture Yearbook 1938.) Occurrence. Potassium ranks seventh among the elements in abundance. It is estimated to constitute some 2.6% of the lithosphere and is found in soluble forms in the oceans, lakes, rivers, and subsurface waters. It is also an important constituent of plant and animal life. Commercially significant accumulations of potassium salts occur in underground deposits formed in past geologic times by evaporation of ancient bodies of saltwater, inland drainage basins, and shallow sea lagoons. The potash content of such waters was the end result of weathering and leaching of insoluble potash-bearing aluminosilicates, such as feldspars, micas, leucitcs, and others. The concentrations of potassium salts in the natural brines of some lakes in the arid and semiarid regions of the continents are also important as sources of potash; the brines of the Dead Sea in Asia Minor, the Great Salt Lake in Utah, and Searles Lake in California typify such concentrations. Every continent has major potash deposits as listed in Table 1 adopted from Cawley.1

The present study examined a process for precious metal recovery (silver and gold) from difficult minerals which exhibit refractory characteristics to cyanidation and ammonium thiosulfate leaching (low extraction and high consumption of leaching agent). It is well known that mangano-argentiferous minerals are mainly composed of manganese, silver, gold, and iron. In this research, a mineral sample from Monte del Favor mine, located in Hostotipaquillo, Jalisco, Mexico, was physically and chemically characterized by X-ray powder diffraction (XRPD), scanning electron microscopy (SEM), energy-dispersive X-ray spectroscopy (EDS), fire assay, and atomic absorption spectroscopy (AAS). Two-stage leaching was carried out: first to eliminate manganese from the sample using sodium sulfite (Na2SO3) as a reductive reagent and sulfuric acid (H2SO4) and a second stage to dissolve silver and gold with sodium hypochlorite (NaClO) and hydrochloric acid (HCl); the results show extraction around 96% for Mn and 98.73% and 83%of Ag and Au, respectively. The usefulness of high acidity and Na2SO3 to obtain good results in Mn and Ag leaching is discussed along with the roles that HCl and NaClO play in the dissolution of Ag and Au values.

Mechanized tunnelling is undoubtedly one of the most innovative disciplines in the international construction industry. Technological progress in the planning and production of most modern infrastructure is constantly striving for new records on basis of highly specialized solutions and know-how. Humans and technology have accomplished excellent achievements over the past few years in varied, difficult terrain. New length records are being set with the 64 km long Brenner Base Tunnel and the HS2 Railway system currently under construction in Europe. Cities are building ever longer and more demanding sewer tunnels. The paper highlights some of the challenges, trends and innovations of long-distance tunnelling projects.

The Bureau of Ocean Energy Management (BOEM), a bureau within the U.S. Department of the Interior, has responsibility over both energy and non-energy mineral development on the United States Outer Continental Shelf (OCS) under the OCS Lands Act (“OCSLA”). BOEM’s Marine Minerals Program (MMP) manages federal offshore mineral deposits through non-competitive, negotiated agreements for sand and gravel (“sand”) used in coastal restoration efforts and the competitive leasing of critical and hard economic minerals (“critical minerals”). As the steward of OCS critical minerals, BOEM MMP is responsible for understanding where critical minerals are located, identifying and understanding their environments, managing activities that affect these resources, and implementing pertinent federal policies. Fulfilling these responsibilities involves the collection and analysis of environmental, geological, and geophysical data; supporting the science needed to understand the impacts of resourcerelated authorized activities on the biological, physical, and sociocultural environments; encouraging emerging technologies that can reduce the environmental impact of activities; and communicating with stakeholders to foster an understanding of existing federal regulations and potential needs to revise the legal framework. Four U.S. federal rules in the Code of Federal Regulations (CFR) currently inform MMP’s procedures: 30 CFR 580 (prospecting for minerals), 30 CFR 581 (leasing of minerals), 30 CFR 582 (operations in the OCS related to minerals), and 30 CFR 583 (negotiated noncompetitive agreements for sand). Other federal laws and regulations are also pertinent, particularly those supporting the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, Coastal Zone Management Act, Clean Air Act, Federal Water Pollution Control Act, and Magnuson Stevens Fishery Conservation and Management Act.

Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. The original patent for the gyratory crusher was granted to Philetus W. Gates in 1881. This first crusher was used by the Buffalo Cement Co. At the time these early gyratory crushers were developed all mining and quarrying, either underground or open pit, was done by hand; tonnages generally were small and product specifications simple and liberal. Likewise plants were small and demands for small product sizes practically nonexistent. In addition to substantial amounts of hand labor, the available material handling equipment was small, simple, and not suited to handling large run of mine ore. Mine can, cable ways, or belt conveyon transporting crushed material to the mill had limited capacity per hour. At the turn of the century the largest Gates crusher, the No. 9, had a receiving opening of 21 x 48 in. with a three-arm spider and a 21 x 80-in. opening with a two-arm spider. The steam shovel began to change the entire picture of open pit quarrying. As a result of the use of steam shovels around 1910 crushers with 48-in. receiving openings were built; thus it can be seen that the basic gyratory crusher was developed prior to World War I. The improvement of the internal combustion engine and the use of pneumatic tires created a new set of operating conditions. Early mines were small, using shrinkage stoping and small mine can. The capacity of material handling was small, limiting the size of the largest piece and the feed rate. Improved material handling resulted in more and more large open pit mines with large shovels and a tremendous increase in the size of off road or mine haul trucks or rail can. Primary gyratory crushers also increased with receiving openings as large as 60 in. and connected hp of 1,000.

INTRODUCTION Mobile excavating and handling equipment are important 'tools of trade' in the mining and construction industries. The handling of this equipment must be mastered so that its limitations are learned and its harmonic use with other pieces of equipment is practiced. he sudden growth in mobile excavating and handling equipment type, size, complexity, and application started after the Second World War. This growth has not been accompanied by pertinent human factors research. Investigations into the proper and safe handling of such equipment with due regard for human and machine limitations are lacking. One such piece of equipment is the front-end loader (FEL), which during one cycle of operation excavates, loads, and hauls, (Lotfi and Adler, 1981). The diversity of action by FEL is archetypical among excavating and handling equipment. Front-end loaders are the most rapidly proliferating type of equipment in the industry. Also, front-end loaders are involved in the highest number of accidents involving mobile excavating and handling equipment. In the period 1970 to 1978, FEL's were involved in 27% of all mobile equipment accidents in surface mining (Adkins, 1980). Improving operational safety and efficiency will reduce the frequency of accidents. The performance of the operators can be evaluated and improved by the following steps: first, define the operating conditions and the operator workload intensity (Adler and Lotfi, 1983), second, monitor the operator to evaluate his task performance, and third, make recommendations based on the findings. The stressful nature of the equipment operating task is an acknowledged fact (Field, 1980). However, a systematic measurement of stress evaluation is lacking. In this paper, methods for measuring mental stress and fatigue, are defined, the mental load which caused the stress is outlined, and stress measurement methods are proposed. A methodology is presented for the spreadsheet solution of processing networks performing separations with the methodology developed here a spreadsheet grid is used to represent networks with and without recycle loops. In this manner, network solutions are numerically approximated by spreadsheet grid solutions. The methodology was used to explore the ramification networks developed by the Chinese for tungsten and molybdenum processing. Non-linear stage transfer functions for two-component sharp separations can be used.

To most of you present here the word "refractories" is not new and you are familiar with the materials and use. To many people though the question is asked, "What are refractoriness and what are they used for?" Refractories are non-metallic products which are so resistant too melting at very high temperatures that they can be used for building or lining furnaces of all kinds. A large variation occurs in the size, form, and composition depending on the service for which they are intended. They are made from a wide variety of raw materials, of which fire clay and quartzite are used in largest quantities. Other refractory raw materials include magnesite, chrome, diaspore, bauxite, kyanite, sillimanite, olivine, zircon, and many others. Most of these are assembled from-widely-'separated points in the United States while others come from the far corners of the earth. Chrome is imported from the Philippines and South Africa, and, to a lesser extent, Turkey and Greece Kyanite and sillimanite come: from India and bauxite from the Guianas. And there's "magnesite from brines," produced in chemical plant's by treatment of sea water or inland deep-well brines with hydrated lime. The proportion of magnesia available in sea water is so small, less than one pound from 500 pounds of water,, that millions of gallons must be pumped and processed each day in a sea water magnesite plant. The realm of refractory raw materials, therefore, is very extensive and continues to grow because of the endeavor to find-better raw materials from which to produce better products for refractory service.
