Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Landusky Mining, Inc. and Zortman Mining, Inc. are two registered Montana Corporations wholly owned by Pegasus Gold, Ltd. of Vancouver, B.C. The Zortman and Landusky Mines are located in the Little Rockies District of central Montana. The Zortman-Landusky mines produced 2,100 kg gold in 1982. A total of 3,250,000 t of ore per year are mined during the period March 1, to September 15, at an average grade of 1.04 gm/t (0.03 oz/t) gold and 13.4 gm/t (0.385 oz/t) silver at a cutoff grade of 0.35 grams of gold/ton (0.01 oz of Au/t) of ore. The stripping ratio during 1983 is anticipated to be 0.75/1 waste to ore. Combined average plant capacity of the two Merrill-Crowe plants is 9,840 lpm (2,600 gpm). The combined heap spray capacity of the two plants approaches 18,900 lpm (5,000 gpm). The mine employs approximately 200 people, about half of these work for the mining companies and the other half for the mining contractor, N. A. Degerstrom of Spokane, Washington. Net profit in 1982 for Zortman and Landusky Mining, Inc. approximated $4,900,000 at an average gold price of $11.40/gm.

Ore crushing facilities at the Phelps Dodge Morenci Reduction Works became operational in January of 1942. This plant, with a capacity of 25,000 tons per day, was part of a project started some five years earlier with development of the Morenci Open Pit Copper Mine. In the following year, World War II's heavy copper demands prompted an 80% expansion in concentrating capacity to 45,000 tons per day resulting in a doubling of the secondary crushing plant. In the late 1950s and early 1960s, grinding capacity was again expanded to the present 60,000 TPD. This time the then 20 year old crushing plant was obliged to meet a 20% increase in production demand with no additional equipment. The ore, principally a medium hard monzonite porphyry, is dumped from 40 yard rail cars into an ore pocket over the primary crusher at a rate of approximately one car per minute. The primary crushing flowsheet, Figure 1, has remained essentially unchanged over the years. Equipment consists of a 40 by 16 foot grizzly set on a 40° incline and having 6" openings, a 60" gyratory crusher nomin¬ally set at 62" + 1" on the closed side and two 72" by 38' panfeeders which load crushed ore and grizzly undersize at a rate of 4,000 tons per hour onto a twin 54" belt conveyor system for delivery to the coarse ore bin. Ore is distributed across the bin by two single side discharge tripper cars. Bin capacity is extremely limited at 23,000 tons of which only 12,000 is available or "live".

This paper deals with the evaluation of the interaction between rock and the cutting tool, and with methods for determination of workability, and abrasivity of rock. A description of instrumentation is included along with research on the wearing process of bit tips and pick consumption. Analyses of bit rotation, evaluation of cutting, normal forces and energy consumption is presented. Finally influence of the basic water jet parameters and water jet assistance on the cutting process of hard and abrasive sandstone is discussed.

To increase zinc recovery in the concentrate, this investigation performed mineralogical characterization, dispersion studies, bench and pilot-scale flotation experiments and an industrial flotation trial. The objective was to verify the flotation behavior of the silicate zinc ore (calamine type) in the presence of slimes, with the aid of dispersing agents. Characterization studies identified the major minerals in the flotation feed as hemimorphite (calamine), quartz and dolomite. Dispersion tests showed that enhanced dispersion of the particles in the pulp in the absence of reagents occured at a pH range between 8.5 and 12.0. Bench-scale flotation experiments were planned using the statistical tool of complete factorial design at two levels, replicated once. These experiments showed, and were confirmed at the pilot-plant scale, that higher doses of sodium sulfide and polymeric dispersant combined with sodium silicate favored a higher metallurgical recovery. At 6,800 g/t (218 oz/st) sodium sulfide and 6,992 g/t (224 oz/st) polymeric dispersing agent combined with sodium silicate, a zinc grade of 38.4% in the final concentrate was achieved, at an average metallurgical recovery of 72.4%. The industrial trial confirmed the pilot scale results, leading to zinc recovery of 76.1% and a 37.3% zinc grade in the concentrate. The purpose of wrapping ball mills with thermal/acoustic blankets is twofold: 1) to maintain the desired temperature inside the mill, and 2) to reduce the sound emanating from the mill. This field case study focuses solely on the latter, evaluating and documenting the sound level reduction attributed to the installation of the blankets on ball mills and its potential to reduce the noise dose experienced by the process attendant. One of the three ball mills had already been treated (baseline) before the evaluation started. However, treating the remaining two mills still proved to be very effective, further reducing ball mill noise in the near field by as much as 10.0 dBA and producing far field noise reductions of 3.0 dBA or greater, extending as far as 35 feet from the mills and to the floor above. The model developed from the survey data shows that a process attendant spending a substantial portion of a shift in the mill building will experience a significant reduction in overall noise dose.

Laboratory testing by the Federal Bureau of Mines has shown that the removal of insoluble slimes using selective flocculation and flotation is a viable method for treating low-grade potash ores which have a high content of water-insoluble impurities. Results indicated that up to 85 percent of the insoluble slimes could be removed from sylvinite ore containing 5 percent water insolubles and 13 percent K20 using nonionic or cationic polyacrylamide flocculants and cationic, anionic, and/or nonionic collectors. Subsequent potash flotation recovered up to 88 percent of the potash in rougher concentrates containing 47 to 57 percent K20. Sizing and cleaner flotation of the rougher concentrates upgraded the products to 60 percent K20. Filtration of the insoluble slimes flotation concentrates recovered 87 to 0 percent of the brine. Flotation concentrate filtration rates were 7 times faster than the filtration rates of mechanically deslimed products.

The Miami mine is located near the town of Miami, Gila County, Arizona. The Miami mine started mining in 1910 and finished in July, 1959. The orebody was divided and mined as follows: Tons High Grade 24,400,000 - Top slicing, sub-level caving, etc. Low Grade 105,100,000 - Block caving Mixed ore 9,800,000 - " Low Grade #2 13,100,000 - " Total Mining 152,400,000 GEOLOGY Ore minerals are largely in pre-Cambrian Pinal schist intruded by tertiary Schultz granite porphyry and covered to some extent by Quarternary Gila conglomerate. The structures are highly faulted and shattered. The Miami fault on the east cuts off the ore and the Pinto fault on the southwest caused re-oxidation of enriched sulphides producing mixed ore. MINERALOGY The chief mineral is chalcocite, with chalcopyrite, bornite, covellite, malachite, azurite, chrysocola, cuprite, native copper, and molybdenite as minor minerals. The ore minerals occur in seams, veinlets and disseminated particles. In block caving there is always some dilution, and drawing of ore stops when the grade drops past an economical point. This results in a small amount of copper left in the stopes below the capping. There is some copper in the capping, probably below 0.03% or less than 0.6 lbs. per ton. Over the low grade #2 orebody and portions of the high grade there was an oxide capping which was not mined. The crushed pilars are another source of copper. The leaching at Miami is an attempt to recover this last remaining copper of a worked-out mine. The enrichment at the Miami mine had gone more nearly to completion than most ore bodies in the southwest. There is practically no pyrite in the capping and very little in the ore.

We have developed a high-performance, flexible scheme for interpolating multi-dimensional data. The technique can reproduce exactly the results obtained, for example, from Ordinary Kriging and related techniques in 3D, or from Thin-Plate Splines (Briggs' minimum-cuwature algorithm) in 2D. Moreover, com- pared to traditional implementations of these algorithms, our method enjoys large computational-cost savings. The new approach produces an interpolation that obeys a Partial Differential Equation (PDE). The PDE may arise from physically based arguments, but its form can vary widely. It might be specified only implicitly (as through a Model Variogram), or be nonlinear (although a performance penalty could then apply). While a formal equivalence between Kriging and Splines has been known for some time (Matheron, 1980), the present derivation, from radial basis functions, further illuminates this connection. Thus, for example, we can make explicit the PDEs that underlie some of the Model Variograms most often used in Geostatistics. Besides its practical utility, the work thereby ac- quires a theoretical interest.

Estimating the power draw of a ball mill is of great importance from both operational and control standpoints. There are many factors that affect the power draw, and its prediction is particularly difficult in an operating plant. The important factors that affect power draw are the mill dimensions and operating parameters. Although mill dimensions remain the same for any given mill, the operational factors, such as ball load, mill filling and mill speed, may vary. This makes the modeling effort extremely cumbersome. It is for this reason that an artificial neural network is considered for the development of a black-box-type model to predict power draw. In this work, a total of 48 sets of plant data are used. Using these data, a neural network is built and trained. The trained network is used to predict power that is found to be in good agreement with operating mill power for many situations. In addition, the results of simulations are also com- pared to those obtained from a discrete-element method- based power-draw model.

Almost all modern cutting bits use a cemented tungsten carbide tip to provide adequate hit life against wear. Laboratory tests by the US Bureau of Mines have indicated that the number of strikes for ignition increased by a factor of three with a new non-rotating bit impacting a sandstone block when the clearance angle was increased by 10°, and that carbide-tipped bits allowed more strikes before ignition than steel-tipped bits by a factor of 7 to 10. Recent field tests in an operating coal mine indicate a dramatic reduction in the frequency of frictional ignitions and improvement in hit life by using a mushroom-shaped hit cap and a larger initial clearance angle. The latter was achieved by increasing the hit attack angle. Improved hit performance through selection of the grade of tungsten-carbide is a com¬promise between fracture resistance and wear resistance. A large clearance angle should he maintained by various techniques, such as a variable attack angle holder, or a reusable hit that can he reground.

A prototype, self-contained mine refuge station air supply sys- tem was tested in an underground metal mine to verify it's ability to keep oxygen and catbon dioxide levels at acceptable concentrations in an emergency situation. In this test, 25 volunteers were assembled and sealed in a functional underground refuge station for a period of 24 hours, without the benefit of the standard com- pressed air supply. The prototype system was designed to: 1) operate on a self-contained power supply for a period of at least 27 hours; 2) supply oxygen at a metered rate; and 3) remove car- bon dioxide by re-circulating refuge station air through soda lime scrubbing beds. During the test period, the catbon dioxide concentration remained at an average of 2500ppm and oxygen concentration stayed between 20.2% and 20.6%. The volunteers found the prototype easy to use and seemed confident in its ability to provide a safe atmosphere. The test showed that this technology could become part of an underground mine's refuge station emergency equipment.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. To further understand this field, background research was studied pertaining to blasting emission gas formation, laboratory and field measurements, harmful effects of blasting emission gases, and relevant government regulations. The aim of this research is the study of the WHIMS parameters on the improving process of a local (DD: Djebel Debbagh, East of Algeria) kaolin. The obtained results of performed XRF, SEM, and XRD characterization showed that this local material is an alumino-silicate containing kaolinite and halloysite with MnO and Fe2O3 impurities (respectively 39.30% and 34.67% alumina and 38.18% and 39.70% silica in both samples (DD2 and DD3). After homogenization, crushing, and milling, a multiparameters factorial experimentation (grain sizes, intensity, and dimension of matrix balls) showed that WHIMS is an effective process to improve the quality of this kaolin, mainly: removing their impurities. Dimensions of matrix balls (Db) = 2 cm, intensity of the applied magnetic field (I) = 1.5 T, and grain sizes (Dp) = > 100 < 250 μm) are the optimal values to reach 91.06% for manganese and 93.45% for iron as removing yield. The statistical analysis of these results sorted the investigation parameters and showed that Db has the highest and most significant influence on the recovery of iron and manganese particles. The magnetic field intensity (I) has a less important influence while the grain size has an average influence (positive on the iron recovery but a negative one on the recovery of manganese).

A great deal of effort is being expended by mineral processing engineers to acquire a basic knowledge of modelling and optimization techniques. Stimuli such as immediate process improvement, expanded process understanding, optimal flowsheet design and re-design, and the development of new and better control systems are goals which excite the imagination in terms of increased profits. To reach these goals, process models and efficient optimization strategies, regardless of their purpose, assume an important role. Consequently, few of us can argue that such efforts are of no value. The purpose of this paper is to review empirical modelling methods and optimization strategies which appear to be of value to mineral engineers.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P209 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Low air flow rates adversely affected concentrate grade at the lower throughput. At the higher throughput, phosphate recovery decreased at an elevated air flow rate. An unexpected result of the study was the effect that frother type had upon phosphate metallurgy. Use of Nottingham Econofroth 925 provided better flotation selectivity than American Cyanamid F-65 at the low throughput. This is significant since the high&apos; throughput tests were conducted with F-65 exclusively. It is reasonable to expect further improvement in high throughput performance when the optimal frother type and dosage are determined.

High-pressure grinding rolls (HPGR) offer capacity increases, savings in operating costs and metallurgical advantages. The first installation of the Polycom HPGR in a copper ore treatment plant occurred in July 1995 at Cyprus Sierrita’s mining complex near Green Valley, AZ (Fig. 1). Until that time, the benefits this technology offers for copper and gold ore were only demonstrated on testwork. In other industries, such as diamonds, HPGR have proven to be reliable in industrial-scale plants and have set a new standard for this kind of ore treatment plant. HPGR are also successfully used for the comminution of coal, blast furnace slag and in cement and pelletizing plants. The installation at the Cyprus Sierrita Mine should prove the economical benefits in commerical-scale copper mining, confirming the results of comprehensive testwork(Fig. 2).

Large surface mining projects in sparsely populated regions of the West have the potential to create disruptions in an area&apos;s social and economic character with potential effects on man that can far outweigh the physical and ecological effects on man&apos;s environment. The data and analyses involved in addressing the socioeconomic issues are additional to those traditionally associated with surface coal mining, such as those concerning land reclamation and water quality. Appropriate socioeconomic studies in conjunction with mine-planning can identify the potential problem areas in order that project measures can be taken to maximize the beneficial impacts and minimize the adverse effects of surface coal mining. The information required to conduct such socioeconomic analyses, available data sources, and the applicable analyses are described. Overall impacts of some proposed Western surface mines are summarized and potential mitigating steps discussed.

"Most of the gold produced worldwide is still obtained by cyanidation, in spite of the difficulties encountered in the processing of some gold ores such as the dissolution of copper-bearing minerals in cyanide solutions. The leached copper forms complexes with cyanide and causes several operating problems, which have led to the development of copper removal/recovery processes, among them the industrially accepted SART process (sulfidization, acidification, recycling and thickening). Although the SART process is in use in gold production plants around the world, new challenges are appearing with the continuous varying of the mineralogy of ores (such as higher copper grades, changing the solution composition and complexity). The optimal SART operating conditions for a specific solution are not the same when the composition of the solution changes; consequently, the efficiency of this process can decrease.The present study is a thermodynamic approach, corroborated by laboratory experiments, to explain how the main variables of the process affect the efficiency of copper precipitation as cuprous sulfide (Cu2S). The variables considered were pH value, copper concentration, cyanide/copper molar ratio and sulfur/copper molar ratio, all of which werevaried within the limits encountered in typical cyanidation solutions presenting the problem of copper.It was found that the variable that most affects the efficiency of the process was the pH value, since poor or no control of it can cause cuprous sulfide redissolution. The S/Cu molar ratio is also important: raising this ratio increases copper removal, but high ratios will also cause sulfide and cyanide losses. The effect of changing the CN/Cu molar ratio was negligible between 4 and 8. For a solution containing 300 mg/L copper and 490 mg/L cyanide, copper removal as high as 98.8% can be obtained with the addition of 0.6 moles of sulfide per mole of copper at pH = 6.IntroductionThe main process for gold production is cyanidation, because it is the most economical and efficient process so far. Precious-metal leaching occurs when the ore is placed in contact with a dilute alkaline cyanide solution. The dissociation of cyanide salts provides free cyanide ions, which allow the formation of the aurocyanide complex Au(CN)2 -. This complex can be retrieved from the solution by adsorption on activated carbon or by zinc precipitation. Although the use of cyanide represents an issue to health and the environment, there are technologies for its management and treatment that can be easily applied. Furthermore, it is a low-cost process compared with other methods that are available or under development."

Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.
