Conditions affecting minerals investments are continuing to change at an increasing rate, and in this paper we will attempt to predict the course of mine financing in the future. We will first review the situation historically and then examine the problems and constraints that are now making the financing task more difficult. Suggested solutions are discussed, and a new method of financing a group of mining projects is hypothesized.

Silicosis among metal miners is an ancient disease, probably as old as mining itself.' However, the primitive forms of mining were not productive of much silica dust, and the short life span of slaves used in mining probably precluded the development of more than a few sporadic cases of silicosis. Early diagnostic terms of miners' asthma and miners' phthisis suggested an occupational relationship and a tubercular component, but little attention was given to silicbsis until the turn of this century when epidemics of silico-tuberculosis arose due to the great expansion of the mining industry in the United States, especially silver and gold mining. The expansion was accompanied by mechanization and the introduction of pneumatic tools, which generated increasing amounts of fine silica dust. Mining communities were crowded and hygiene was poor.' The tubercle bacillus would probably have flourished even without the predisposition of silicosis.' As is so often the case in occupational health, biostatistical analyses first called attention to the problem, and environmental-medical studies later confirmed its existence. "Waste electric and electronic equipment currently comprises the fastest-growing waste stream in the world, but at the same time it is seen as an important source of metals for the recycling industry. E-waste is usually treated pyrometallurgically, with hydrometallurgical methods used to a lesser extent. This paper reports the results of research on the selective recovery of copper from smelted low-value electronic waste. Pyrometallurgical pretreatment of the scrap allowed the removal of plastics and the increase of metal content in the material. The obtained alloy of copper, zinc, tin and silver was a multiphase solid consisting of two brass phases and inclusions rich in iron, lead and silver. Copper alloy was further anodically dissolved in ammoniacal chloride solution. It resulted in high degradation of the material and accumulation of the metals mainly in the slime. The slime was then leached in acid or ammoniacal chloride and sulfate solutions followed by selective copper electrowinning. Hydrochloric acid was the most efficient solvent for the slime, but ammoniacal solutions were more selective for copper. Copper could be leached with 96 to 100 percent and 87 percent efficiency from the slime by the chloride and sulfate solutions, respectively. Copper with 90 to 99 percent purity at current efficiency of 42 to 76 percent was obtained from the acid solutions, while copper with 98 to 99 percent purity at current efficiency of 60 to 86 percent was deposited from the ammoniacal baths. IntroductionObsolete electrical and electronic equipment makes up the fastest-growing waste stream in the world (Baldé et al., 2015), due not only to the introduction of wider ranges of new types and models of a variety of electronic products but also to the shortening of their life-spans, sometimes referred to as planned obsolescence by producers (Keeble, 2013). About 42 million tons of electronic waste, or e-waste, are estimated to have been generated globally in 2014 (Baldé et al., 2015), and it is expected that in the European Union alone the waste electrical and electronic equipment (WEEE) stream will reach more than 12 million tons by 2020 (European Commission, 2015). Accurate evaluation of e-waste generation (Wang et al., 2013) and its global transport (Breivik et al., 2014) is difficult, mainly due to a lack of high-quality data related to its market and socio-economic dynamics.Many countries introduced legislation to control e-waste flow, collection and recycling. For example, Directive 2012/19/EU on waste electrical and electronic equipment (European Parliament and the Council of the European Union, 2012) obliges all E.U. members from 2016 to maintain a minimum collection rate of 45 percent of the total weight of WEEE collected. From 2019, the minimum collection rate to be achieved annually shall be 65 percent of the average weight of electronics placed on the domestic market in the three preceding years, or alternatively 85 percent of WEEE generated in the territory of the particular member."

This study was initiated to investigate the occurrence of cinnabar in the oxidation zones of some mercury sulfide deposits. Seven mines or mine districts were visited and samples were taken from both the oxidation and primary zones of these deposits in order to compare their mineralogies and assess Vie chemical changes that took place during oxidation. As a result of the study of these specimens, several limiting factors are suggested for the chemical environments and processes active in both the deposition and oxidation of mercury sulfide deposits. The Mt. Jackson mine, near Guerneville, California (location map, fig. 1), was studied in some detail and forms the basis of this paper. The mine has not heretofore been described in detail in the literature. The Mt. Jackson mine is considered typical of mercury sulfide deposits occurring at the faulted boundaries of serpentinite bodies and enclosing sediments. Such mines are common in the California and Oregon Coast Ranges? Specimens collected by the author from the New Idria and New Almaden districts, the Mt. Diablo, the Culver Bear, and the Buena Vista mines in California, and the Opalite district (Cordero and Bretz, mines) on the Oregon-Nevada border were studied for comparison with the Mt. Jackson samples. The mine description, maps and sketches were composed from field maps kindly provided by Francis Fredericks, consulting geologist to the Sonoma Quick-silver Mine Inc. during the author's visit in 1962. Additional information was obtained from the company maps and minor corrections and interpretations were added by the author.

Since the Buffalo Creek incident in February, 1972, Federal and state environmental agencies have had the pressure on the coal industry in the Appalachian area to close the coal processing plant water circuits. In an attempt to comply with this requirement, Eastern .Associated Coal Corp. decided to install a vacuum disc filter system at its Kopperston plant to eliminate the tailings pond and reduce the amount of plant make-up water. It was recognized at the time that the plant static thickener tailings would be a very difficult slurry to dewater because of its unusually high clay content. The following is a case history of the Kopperston installation and the refinements Eastern has made in its vacuum disc filter operation to increase efficiency.

Prediction of blast fragmentation plays a key role for overall productivity of mines. In this study, a new multivariate analysis procedure for prediction of blast fragmentation is presented. Several blasts performed in various mines and rock formations worldwide were brought together and evaluated. An extensive blast database was created. Blast design parameters, the modulus of elasticity and in-situ block size were considered to perform multivariate analysis. A complete multivariate analysis procedure was applied in three steps. First, a hierarchical cluster analysis was used to separate the blast data into different groups of similarity. Two different groups were formed based on the elasticity modulus values. In the second step, group memberships were checked by discriminant analysis. The dominant parameters of the occurrence of the groups were determined. Also, discriminant analysis was used to determine the group membership of the respective blasts. As the last step, the multivariate regression analysis was applied to develop prediction equations for estimation of the mean particle size of muckpiles. Two different prediction equations were developed based on the rock stiffness. Validation of the proposed equations on various mines was performed. Prediction capability of the proposed models was found to be strong. The models are not complex and are suitable for practical use at mines.

The extraction of copper from sulfate leaching liquor was investigated using Acorga M5640 commercial extractant in kerosene diluent. The effects of important factors such as the extractant concentration, contact time, liquor pH, and temperature were examined on the separation factor Cu/Fe and the extraction efficiency of copper. The results indicated that nearly 92.32% copper was extracted from the leach liquor at 10% (v/v) Acorga M5640 concentration, 1:1 aqueous/organic phase ratio, 20 min contact time, pH 2.5, and 25 °C temperature. Also, the further increase in the values determined had no positive impact on the extraction of copper. Under these conditions, the separation factor Cu/Fe was obtained about 29.64. The extraction mechanism was studied applying the plot of log(D) – 2 pH against log [extractant] and it proved the association of two moles of Acorga M5640 for the extraction of one mole of copper. McCabe–Thiele diagram was constructed and a single-step extraction process was found to obtain themaximumextraction. Additionally, thermodynamic datawere investigated and the extraction process was endothermic and non-spontaneous at 298 K (ΔH = 27.05 and ΔG = 15.52 kJ mol−1). Moreover, the loaded organic phase was stripped and 80.94% copper was recovered after 20 min using 10% sulfuric acid concentration.

A new mining project can raise questions about what effect it will have on the community after it closes. Historically, little was done by communities to plan for and accommodate the changes in the economic infrastructure when a mine project is finished either after the ore runs out or if market conditions deteriorate and make it unprofitable. Projects that were underfunded were generally unable to withstand periodic market downturns. However, data in a recent study conducted by the Seidman Research Institute leads to the conclusion that, even when a mining project is terminated, there can be (and, in the specific case studied, is) a residual beneficial economic effect in the community, which lasts for a long period of time.

The disaster at the Upper Big Branch (UBB) mine 2010 has demonstrated the destructive violence of a coal dust explosion by killing 29 miners in the worst mining accident the United States has experienced in almost 40 years. This explosion brought to light that the United States mining industry must strengthen explosion prevention and explosion hazard detection practices. Recent legislation such as the Mine Improvement and New Emergency Response Act of 2006 (MINER Act) pushed the strengthening of explosion and disaster response and miner protection in addition to stricter regulations on the sealing of abandoned areas and on conveyor belt flame resistance. The focus of this new act was on how to respond to a disaster or explosion, yet not much improvement was made with respect to prevention explosion disasters. Researchers at the Colorado School of Mines have recently concluded extensive research into methane and coal dust explosion prevention practices and regulations as it may be applicable to underground mines in the United States. This research aims to forward more studies into the use and adoption of standards and procedures that have been utilized in countries with strong explosion prevention histories.

This paper discusses the longwalling practices used at the San. Francisco Mine of Compania Minera Autlan in Mexico, in. the mining of a sedimentary, manganese deposit. Bethlehem. Steel Company is a part owner of this property. The San. Francisco Mine is located approximately 580 miles west of Mexico City, on the outskirts of the town of Autlan, in the State of Jalisco. The ore is shipped from the port of Manzanillo 120 miles southwest of Autlan. The mining method is a variation of the longwall retreat system, using friction. props that, until recently, had been used only in coal mining operations of Europe and the United States. However, due to the structure of the ore body and the modified longwall system that is practiced, there exists some unusual variations, such as: .1) friction props set by a mechanical two-step lifting device, 2) drilling and blasting, against the friction props, 3) a highly fractured and undulating, volcanic tuff roof; 4) displacement faults-up to 5 meters, and 5) a relatively stable, irregular floor.

Between 1996 and 1999, a high-performance Robbins TBM [235-282] excavated a 5 mile long, 23´2? wide, and ~700´ deep tunnel through the subsurface of southwestern Queens. Low penetration rates (~6´/hr [actual] vs. ~9´/hr [anticipated])resulted from changed rock mass conditions mostly attributable to high-grade metamorphism of the rocks. Over a three-year period, as-built circumferential geologic mapping (scale 1?=10´) and digital imagery of the tunnel, fracture and fault analysis, structural, lithologic, and petrographic studies have shown that the rocks of the Queens Tunnel consist of orthogneiss of mesocratic, leucocratic, and mafic composition. These metaigneous rocks developed coarse-grained fabrics during Grenvillian (~1.0 Ga) granulite facies metamorphism, and retained their nearly anhydrous, poorly foliated character during subsequent high-grade Ordoviciande formation. Lacking a penetrative foliation, the coarse granoblastic rock texture and extraordinary garnet content (up to 50% in some zones) together proved animpediment to efficient chip production and resulted in bimodal production of blocks and excessive fines. TBM excavation of the Queens Tunnel was also hindered by geological conditions that included unexpected lithology and rock fabric orientation, a zone of crosscutting hypabyssal rhyodacite dikes, and unanticipated extent of brittle faults. The dikes and brittle faults produced blocky ground conditions and a collapsing face condition that produced cutter damage and decreased utilization. Such fundamental textural, mineralogic, and lithologic control over hard-rock TBM penetration can be predicted by careful pre-bid geological analysis. To determine the causes of lower than anticipated TBM performance, a detailed investigation was carried out that included analysis of operational data from the TBM data logger and an extensive laboratory test program on cores retrieved from tunnel walls. Integrated laboratory testing included punch, point load, tensile strength, Cerchar abrasivity, and linear cutting tests, independent petrographic analysis and machine performance analysis. These allied investigations have provided quantification that the rock mass exhibited an unusually high degree of toughness and rock directional properties and established geological causes for decreased TBM penetration rates.

Because the Environmental Protection Agency has identified methane as a greenhouse gas, the importance of de gasification through gob wells has become more critical. It has been observed that the degree of methane emission is closely related to the geomechanical characteristics of coal bearing strata, roof, floor, and surrounding coal seams. Monthly production data from 250 gob wells were collected from the Warrior Basin in Alabama, and many interesting correlations were observed between methane production with longwall face width, face advancement rate, number of gob wells in a panel, and geologic columns. Extensive finite element analyses were performed to estimate the characteristics of the emission zone in an attempt to corroborate these findings. This paper describes an investigation for developing correlations between the geomechanical behavior of the methane emission zone with methane production.

Some countries are infinitely poorer than others in mineral resources-despite the perfect equality of their political leaders ambitions. Compare the mineral poverty of Kenya and Tanganyika with the riches of Katanga Province and Northern Rhodesia. Compare Paraguay with Chile, There never has been any equality in the distribution of nature's wealth. Minerals cannot play any role at all in economic development where they don't exist, and there are bound to be differential rates of economic development where there are basic differences in the wealth of mineral resources available. Africa is my principal area of interest and I know that there is an unfortunate but widespread misconception about Africa's "vast mineral resources, "its "untapped mineral wealth." Why is it untapped? Why is it undeveloped?

The nature and extent of oil shale in Colorado and Utah are discussed. A look at most of the prominent activities now underway emphasizes the questions "where are we now?" and "where are we going?" Various alternate mining methods are reviewed and a bibliography of oil shale mining is included.

The Federal Coal Mine Health and Safety Act of 1969 had far reaching effects upon many aspects of mining, ventilation being no exception. In this paper, good ventilation procedures are briefly reviewed, and attention is focused on the changes brought about by the new Act. By way of illustration the ventilation system for a typical Pittsburgh Block system is developed and the requirements of the fan determined. This is then solved by an available computer program, and the application is evaluated. Figure 1 represents a projected system for a coal property 1 by 3 miles in plan at a depth of 1000 feet with a coal thickness of 6 feet and desired daily tonnage of approximately 7200 tons on a two-shift basis. Only one half of the mine is shown (north area) with a mirror image mining arrangement to be developed concurrently for the south area. Six working units are projected, three in each area, one on pillar extraction, another developing panel entries and a third on main entry development. A two-split system is used for each working section so that the continuous miner and bolting crews each have a separate split of air, and no equipment need pass through a line brattice. The old requirement of 6000 cfm at the last open crosscut has been increased to 9000 cfm, and for the first time a minimum quantity (3000 cfm) is stipulated at the face thus requiring either line brattice or an auxiliary fan. With the respirable dust requirement limited to 3 mg/m3, the use of a blower system is precluded and exhaust systems are virtually the only choice. Maintaining the line brattice within 10 feet of the working face at all times as required by the new law has a definite effect on the mining cycle and is most difficult at best. In the highly gaseous Pittsburgh seam located in south-western Pennsylvania and northern West Virginia quantities of 20,000 cfm per split are not uncommon to maintain the methane percentage below the required l%

13.1-SUBSIDENCE AND GROUND MOVEMENT ROBERT STEFANKO 13.1.1-SUBSIDENCE AND FAILURE This treatment of subsidence and ground movement will be confined to subsidence control for limiting surface damage by assessing the significant parameters affecting ground movements during mining to optimize mining techniques. The material will be equally applicable to evaporite mining as well as coal but will not deal with block caving or similar systems where failure is deliberately induced and surface protection is not necessary or provided. When an underground opening is established, the original equilibrium is disturbed with resultant stress concentrations. While many factors are involved in opening stability, the span (W) undoubtedly is one of the most important factors in failure. Assuming it is relatively small, the overlying rock strata can bridge across the opening and little if any movement or convergence of top and bottom will occur. However, as the span increases, a point is reached where the stress in the overlying rock strata exceeds some strength value of the rock, and the top breaks. If the opening span is limited to some subcritical value (-We) and/or is at great depth (D), a pseudo-arch will form, achielring stability before rupture occurs to the surface. The boundary of this arch is thought to approximate an ellipse in form with the major axis vertical and equal to four times W, although there has been little field research to substantiate this theory. However, if the width of this opening is increased at this horizon to some critical value (W,) or the same span is created in a shallower seam, the overlying strata ill progressively rupture to the surface and the characteristic subsidence trough is formed (Fig. 13-1) The area of the surface affected is much greater than the area of the seam extracted, depending on the "angle of draw" (a), which is the angle between a vertical line from the edge of the opening and another line extended to a point at which subsidence tails out to zero. This angle has been found to be about 35° in Europe but is rather academic, being a function of instrument precision in detecting subsidence. Since the subsidence effect is so small at any point beyond n 25° angle, this latter may be considered the practical limit of subsidence. Further- more, indications are that the angle of draw varies with depth and nature of the strata.' In a field study over a 1,000-ft-deep potash mine in New Mexico, the maximum angle of draw was found to be 51.5°.2 So far, only a single opening has been considered. However, the width of the excavation applies to any complex mining system of entries, rooms and longwalls as long as the seam has been fully extracted and the width represents the distance from one solid rib to another. It will be noted that the amount of vertical displacement varies from point to point on the surface (s), but the maximum subsidence for a given trough occurs at the center (S). This latter value may not he equal to the maximum possible subsidence (Sm) which occurs only if a critical or super- critical (+W,) width has been exceeded (Fig. 13-1). Substantial surface damage can result when subsidence occurs. Factors affecting the amount and type of ground movement are: thickness and properties of the seam, angle of draw, width of excavation, depth and type of overburden, inclinations of strata and surface, and the amount of support left in the gob. EPA's Office of Solid Waste (OSW) is developing a program, under Subtitle D of the Resource Conservation and Recovery Act (RCRA) to regulate the management of non-coal mining wastes. In May 1988. OSW produced a "Strawman", which is a working document that is precursor to a proposed rule. OSW has been working closely with environmental groups, industry, and States to solicit comments and feedback on the mining waste program. OSW currently plans to release a second "Strawman" in early 1990. A proposed rule is tentatively scheduled to be published in the spring of 1991.

The National Uranium Resource Evaluation (NURE) program since 1974 has been designed to accomplish a comprehensive coverage of the 48 conterminous States and Alaska to evaluate the total uranium resources of the USA. This resource base includes both ore reserves and potential resources. Techniques include airborne radiometric and magnetic surveys, by hydrogeochemical surveys, surface and subsurface geologic studies, and the application of improved geochemical exploration and resource assessment methods (Table 1). In brief review, the current status of each of the five basic NURE elements is as follows: In the Aerial Surveys, in the conterminous 48 states, the flying has been completed in 89 of the NTMS 10 x 2° NURE quadrangles, and is in progress in 39 more (Figure 1). Complete quadrangle data have already been open filed for 46 additional quadrangles, for a total of 174 for which data gathering is either complete or in progress. In Alaska, the flying is complete in 42 quadrangles, and quadrangle data have been open filed for 34 more, for a total of 76 (Figure 2).

Recently, a new hybrid geopolymer/biopolymer (GP/BP) cementitious material was developed for improving the performance of pumpable roof supports in underground mines. This study demonstrates the application of the hybrid GP/BP cementitious material and validates its effectiveness in full-scale. In this regard, eight (8) full-size (0.61 m diameter and 1.52 m height) cribs were produced in collaboration with Minova International Ltd and tested at the National Institute for Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS) Laboratory. These full-size cribs were produced with different material configurations to evaluate the effect of water to solid (W/S) ratio, Portland cement (PC) content, and BP dosage. The results demonstrated and validated the effectiveness of the hybrid GP/BP cementitious material in increasing the peak and residual bearing capacities of pumpable cribs and eliminating the issue of deterioration when exposed to air compared with the conventional Portland cement/fly ash (PC/FA) cementitious material currently used in practice. On average, the peak uniaxial compressive strength (UCS) and the highest residual UCS after peak of the full-size cribs produced from the hybrid GP/BP cementitious material are 1.90 and 1.33 times of those of the PC/FA-based full-size cribs by one company and 2.32 and 1.66 times of those of the PC/FA based full-size cribs by the other company, respectively.
