The upswing in prices for base and precious metals, industrial minerals and coal has allowed the global mining industry to ramp up production at existing mines and begin construction of proposed projects. In addition to satisfying shareholders, the industry is also providing good paying jobs and creating needed infra-structure in places that previously did not have either. However, the industry has learned that the prospect of jobs and infrastructure is not necessarily a guarantee that communities will allow mines to be built. The industry must maintain even higher environmental and reclamation standards. And mining companies must help communities plan for life after a mine is closed and the company moves out.

Sampling is used in all scientific, engineering, marketing, and financial disciplines. The scientific theory of probabilistic sampling is a well established field, providing a general framework for basic methods that can be applied in fields that would appear to have little in common. The revolution in sampling occurred, in part, as a response to the need for quality control in industry during the Second World War. Since this time probabilistic sampling methods have been replacing pre-scientific non-probabilistic methods of sampling. This has not been the case, however, in the mineral industries in the United States. No general agreement on a theory applicable to all sorts of particulate materials has been reached. As a result, non-probabilistic methods are still widely used and the measurement of sampling precision - the hallmark of scientific sampling - is unknown. Much of the research on particulate material sampling that has been carried out over the last 40 years can be characterized by a lack of theoretical reasoning and rigor, an unwillingness to acknowledge previous work, and a lack of integration with existing, established scientific sampling theory. Non-standard statistical terminology is used and often standard statistical terms are misused. The confusion that has resulted is reflected in ASTM and IS0 sampling standards and in the practice of particulate material sampling.

"Hydrothermal systems are a major component of the processes that shape the composition and structure of the ocean crust, providing a major pathway for the exchange of heat and elements between the Earth’s crust and oceans, and a locus for prolific biological activity on the seafloor and underlying crust. On the other hand, the structure and composition of hydrothermal systems are the result of complex interactions between heat sources, fluids, wall rocks, tectonic controls and even biological processes.Ultraslow spreading ridges, including the Southwest Indian Ridge and the Gakkel Ridge, are most remarkable end member in plate-boundary structures (Dick et al., 2003), featured with extensive tectonic amagmatic spreading and frequent exposure of peridotite and gabbro. With intensive surveys during the last decades, it was suggested that ultraslow ridges are several times more effective than faster-spreading ridges in sustaining hydrothermal activity. This increased longevity can be attributed to deep mining of heat and even exothermic serpentinisation (Baker et al., 2004).Distinct from faster spreading ridges, one characteristics of hydrothermal mineralization on seafloor in ultraslow spreading ridges, including the active Dragon Flag hydrothermal field at 49.6 degree on the Southwest Indian Ridge, is the abundant and pervasive distribution of lower temperature minerals (such as Fe-silica or silica, Mn (Fe) oxides, sepiolite, pyrite, marcasite, etc.) in the hydrothermal fields. Structures formed by lower temperature activity in active and dead hydrothermal fields can also be identified. High temperature minerals such as chalcopyrite are rare or very limited in hydrothermal chimneys at ultraslow spreading ridges. The distribution of diverse low temperature hydrothermal activity is consistence with the deep heating mechanisms and hydrothermal circulations in the complex framework of ultraslow spreading tectonics. On the other hand, deeper and more extensive mineralization at certain locations along the ultraslow spreading ridges can be reasonably presumed."

A massive slide at Bingham Canyon wiped out a side of the pit and covered the main haul road in and out of the pit. All pre-slide mine designs and schedules were no longer valid. New designs and schedules needed to be developed quickly to provide management with information regarding the immediate post-slide production potential and the time needed to ramp back up to full production. At the time of the slide, an effort was already underway to convert Bingham?s in-house Medium Term Scheduling Process to MineSight®?s Schedule Optimizer (MSSO). One of the main reasons for doing this was to reduce the time needed to produce Medium Term Schedules at Bingham, which involves a complex shovel-based scheduling approach with shovel productivities based on shovel type and the types of mining cuts to which the shovel is assigned over each planning period. The objective of the schedule was to maximize shovel usage, satisfy mill feed requirements of four SAG mills with variable milling rates, and have flexibility in setting truck constraints. This paper will describe how the new MSSO-based mine scheduling process met the challenge of producing new schedules for Bingham in a minimal amount of time.

The Cyprus Pima Mining Company's open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. At that tine reserves were law - volume (+10 million tons) and high grade (+1.5% Cu). Several periods of growth have brought the operation to its present production level of 55,000 tons per day of ore and +125,000 tons of waste. Over the years, a number of attempts to refine and polish the ore reserve figures have been made using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Other refinements were tried using adaptations of established methods combined with computer modeling techniques. The resulting mine-model ore blocks were an improvement but they still tended to show too match tonnage of mill feed, often at too low a grade. One attempt at Kriging had only limited success. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons thus far between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results. A new, better procedure for estimation of ore reserves apparently has been developed for the Cyprus Pima deposits. The specific procedures seem likely to have direct application to other, similar operations. The methods used to develop the procedures could be of value to still other operations.

Fly ash and zeolite have strong absorption to cations since their porous microstructure. The porosities of fly ash and zeolite can also be increased by modification, which improves the absorption of the materials. This research showed that the effects of modified fly ash and zeolite to remove ammonia nitrogen from rainwater. The optimal reaction time, additive amount of materials, and pH value of the stormwater to remove ammonia nitrogen were experimentally determined. For modified fly ash, the optimal removal rate of ammonia nitrogen from 100 ml stormwater was 74.41% with the addition of 10.0g fly ash, 1.5 hours of the reaction time, and 8 of pH value. To the modified zeolite, the optimal removal rate of ammonia nitrogen was 51.22% at the reaction conditions of 2.0g of zeolite, 1 hour of reaction time, and 7 of pH value.

The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

Disruption in critical minerals supply chains has resulted in the evaluation of various types of mineral deposits for critical minerals potential. Much of the study on critical minerals focuses on occurrence and characterization, but little research has addressed what concentrations of critical minerals in a mineral deposit are required to make an exploration target into an operating mine. Understanding the cut-off grades of ore deposits being actively mined is one criterion to determine if concentrations in an exploration target are high enough. Cut-off grade is defined as the minimum amount of mineral contained in a ton of ore that is sent to the processing plant. Among many factors, cut-off grade depends upon the size and type of the deposit and mining operation, the processing technique, and market prices. This research does not aim to define cut-offs for determining if a mineral deposit is economic. Rather, it defines estimates of concentrations of critical minerals that could be considered good enough for further exploration. For example, ~2% total rare earth oxide (TREO) is the cut-off grade for Mt. Pass carbonatite, but 500 ppm TREO could be an exploration target for coals.

The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice and the Australian VALMIN Code to a complex mineral property appraisal assignment. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others, and information and statements needed from the client. The exercise also highlighted many positive features of both documents. Some conflicts were found between the two documents. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed.

The majority of individuals involved in the mining industry can appreciate and under-stand that mining is an activity that is necessary to satisfy the very basic needs of society, and to assist in accommodating our ever-changing world. As the expression goes, ?if it can?t be grown, it has to be mined.? And at this point in time, society has granted the mining industry the right to go about the business of mining, with the general anticipation that the work will be carried out without causing undue harm to the environment or populations in and around the mining operation. The term ?sustainable development? is gaining momentum as a popular concept, and indeed it has become something of a catch-all phrase, but it is important that the idea behind the term is not cast aside as a nonsense buzz word, as it simply is an indication that development (e.g. mining) can be satisfactorily carried out with an eye toward stewardship of the environment and society. On Feb. 19, 2010, a round-table discussion (Roundtable 2010) on ?Strides Toward Sustainability in Mining? was hosted by Knight Piésold and Co. (Knight Piésold) at the Red Lion Inn and Casino in Elko, NV. Knight Piésold had local representatives (Bryan Ulrich and Steve Boyce), as well as representatives from other office locations (Cynthia Parnow and Rick Damiani from Denver, CO, and Rick Frechette from Tucson, AZ) to help facilitate the discussion. The meeting played host to 30 attendees from five states. Attendees included personnel from nine mining properties and various corporate offices. The majority of participants were people who are directly involved with environmental work on a day-to-day basis. Others were project managers whose jobs involve some level of environmental focus.

Copper, nickel, zinc and other ?penalty? metals are found with gold together in nature, and have a similar chemical affinity for cyanide used in leaching operations4. As a result, solutions that come from the heap leach pads contain a significant concentration of penalty metals along with the desired gold. In solution, gold and cyanide form the complex Au(CN)2- that is readily adsorbed onto activated carbon. Penalty metals as individual metal ions also load onto activated carbon and, depending on the concentration of cyanide and the pH of the solution, can form various cyanide complexes. Some of these complexes can also load onto carbon while some are significantly inhibited from loading. Copper, for example, can form the dicyanide complex Cu(CN)2-, the tricyanide complex Cu(CN)32-, and the tetracyanide complex Cu(CN)43-. At a low pH and a low concentration of cyanide, the dicyanide complex predominates. At a higher pH and a higher concentration of cyanide, the tetracyanide complex predominates. Without excess cyanide, however, individual copper ions can remain present. Activated carbon is used in gold extraction because it is highly selective for gold and less so for other metals, such as copper3. However, copper has the ability to adsorb (?load?) onto activated carbon and block the adsorption of gold when it is in the dicyanide form and in a high enough concentration. When copper is in the tetracyanide form, copper loading is significantly inhibited, allowing for the maximum gold recovery. In order to ensure the tetracyanide complex is formed, a combination of both available cyanide and elevated pH must be present. In the South Area of Newmont Mining Corporation?s Gold Quarry mine in Carlin, Nevada, copper and nickel loading becomes a problem when certain acid generating zones of the heap are leached. Copper, nickel, zinc and other penalty metals become leachable and the lower pH uses up more of the cyanide and creates carbon loading conditions for the metals. This decreases the carbon?s ability to extract the gold from solution, decreasing the recovery and increasing the concentration of gold in the barren solution that leaves the carbon columns. In this study, operational data from March through to May of 2007 is presented to show how Newmont developed a quick fix to lower pH and elevated metal concentrations that were causing low gold loadings on activated carbon at their South Area Leach (SAL) heap leach operations. Laboratory tested were also conducted to examine the chemical kinetics of metal loading and the individual effects of increased cyanide concentrations. THEORY Copper I ions form four different complexes with cyanide in solution: the monocyanide species CuCN, the dicyanide species Cu(CN)2-, the tricyanide species Cu(CN)32-, and the tetracyanide species Cu(CN)43-. The species are formed from the following reactions: [Cu)(?+-+ K1 (1) Cu ß2 (2) --+?+23)(3CNCuCNCu ß3 (3) --+?+34)(4CNCuCNCu ß4 (4) ] where K1 equals 1019.50, ß2 equals 1024.03, ß3 equals 1028.65, and ß4 equals 1030.35. Along with these complexing reactions, hydrogen cyanide and water also dissociate in solution, as per the following reactions: [H?+-+ KH (5) OHOHH2?+-+ KW (6)] where KH has a value of 109.24 and KW has a 1014 value2. These six chemical equations compete with each other, with domination of one over the others dependent on the CN- and H+ concentrations. Each complex also has different properties when it comes to its loading behavior on activated carbon. The dicyanide copper complex and the monocyanide copper complex have an affinity for adsorption onto activated carbon that is greater than the affinity of gold cyanide for adsorption. They also have a lower solubility in water, which enhances adsorption. The tricyanide copper complex and the tetracyanide copper complex are water soluble and have an affinity for loading adsorption on activated carbon that is less than the affinity of gold cyanide for loading adsorption1. There are three prime reasons for this phenomenon. First, the extra cyanides mask the metal ion more, which blocks the main adsorption characteristic of the complex. Second, the complexes are also larger, making it harder to physically fit into the active sites on the carbon. This helps make the latter two complexes kinetically inhibited from adsorption, freeing carbon active site to load with gold cyanide complexes. Third, it is also important to consider the expressions of the mass and charge balance. These balances describe all the overall concentration of copper and cyanide in solution, as well as marking overall charges of the ions in solution4. This is important because significantly changing the charge from positive/neutral to more negative is another reason for activated carbon to reject adsorbing the higher cyanide complexes. The speciation of copper and other penalty metal cyanide complexes in solution is dependent on the pH. At lower pH values, increased hydrogen ions (H+) can out-compete metals for cyanide ions. Lower free cyanide in the system leads to the lower cyanide species of copper cyanide predominating, with a noticeable concentration of the free metal, monocyanide and dicyanide species of copper cyanide. At higher pH values, hydrogen ions are significantly reduced, reducing the kinetics of HCN formation. More free cyanide remains in the system, allowing for more complexing. With this higher amount of cyanide in the system, the tetracyanide species of copper cyanide predominates, also with a noticeable concentration of the tricyanide species of copper cyanide. Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.

The mine scheduling process defines a mining sequence across the life of the mine and stipulates the amount of ore, waste, and specific blocks to be mined each year so that the highest economic return can be obtained under a number of constraints. There are a number of mine scheduling software packages available. Each claims to be the best scheduler by maximizing Net Present Value (NPV) or by minimizing overall mining costs. These mine scheduling programs follow different procedures and scheduling philosophies based on either mathematical or heuristic principles. There was no study in which the mine production scheduling procedures applied by these packages were discussed and compared. This paper evaluates four open pit mine scheduling programs recently developed and compares them in order to determine if significant differences exist among them. The same input data, which consist of a 3-D block model, an economic set of parameters, and the initial surface topography for a operating copper mine in Southern Peru, was used to test each technique. The following programs were investigated with respect to their ability to optimize the NPV for the case study. 1) M821V1 Scheduler by Mintec; 2) NPV Scheduler by Earthworks; 3) Milawa Scheduler by Whittle Programming; and, 4) Fundamental Tree Scheduling Method (FTSM) developed at the Colorado School of Mines. The results from this case study demonstrate that the scheduling software packages, Mintec, Earthworks, and Whittle obtained similar NPV’s, while FTSM scheduler gave a six percent higher NPV than the other schedulers.

The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

In the Florida phosphate industry, fatty acid collectors are used to separate phosphate ore from silica during the rougher flotation stage. However, the presence of multivalent ions (in particular Ca++) in the processing water has been reported to result in the activation of silica with respect to oleate adsorption, rendering it floatable. Hence, adequate separation may not be achieved during the rougher flotation stage. In this study, the direct measurement of surface inter-action forces via atomic force microscopy was used to delineate possible mechanisms for calcium activation under phosphate flotation conditions at oleate/calcium concentrations both above and below the calcium dioleate precipitation limit.

Thermodynamic data has been obtained for oleate chemisorption at fluorite (CaF2) and calcite (CaCO3) surfaces using adsorption isotherms determined previously at room and elevated temperatures by in-situ Fourier transform infrared/internal reflection spectroscopy (FT-IR/IRS). Linear regression analysis was used to statistically derive free energy data as a function of temperature assuming oleate chemisorption followed Langmuir-type adsorption. Enthalpy and entropy changes were subsequently ascertained from the Clausius-Clapeyron equation and fundamental thermodynamic relationships. Essentially, no difference in the free energy of chemisorption at the two mineral surfaces was found; however, the differences in enthalpy and entropy values were significant. By comparison, the results showed that oleate chemisorption at fluorite surfaces was more extensive and more entropically driven due to more water being displaced. Results correlate well with values determined in the literature for other mineral collector systems. These findings help explain the greater hydrophobic character of fluorite than calcite in both the absence and presence of oleate.

Just prior to the close of the century, the Federal Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources, et al v. Secretary of Labor, to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in MSHA’s issuance of 225 citations, not only to the contractor, but to four affiliated entities of Berwind Corporation. While an Administrative Law Judge dismissed those citations as to three of the Berwind entities, both MSHA and the remaining Berwind entity appealed the case to the Commission. Although the Commission effectively left intact the Administrative Law Judge’s decision, it announced a new theory of liability that would apparently be applied in the future, namely the Unitary Operator Theory. This presentation will provide an in-depth look into the Berwind decision and explore the means under which MSHA might impose liability for contractor violations upon other entities in the future.

Technical innovation in electrical and electronic equipment with new functions and design, stimulate consumer?s purchasing desire towards the latest equipments and this leads the rapid increase in the production of increased amount of waste materials Treason et al (2006) have reviewed the data on electronic waste generation in different parts of the world. Studies by Bertram et al (2002) have also affirmed that waste electrical and electronic components are the fastest growing waste category; this emphasizes the need for efficient recycling strategies. Recycling of electronic waste is an important subject not only from the point of waste treatment but also from the recovery aspect of valuable materials. However, recycling of electronic scrap is still quite limited due to the heterogeneity of the materials present in the products (Veit et al. 2005). A bioleaching based process offers a number of advantages compared to the conventional pyro or hydrometallurgical methods (Lee et al. 2007; Lee and Pandey, 2012). The advantages include simple, inexpensive (in some cases) and eco-friendly approach besides, generation of less active leach residue then other metallurgical processes. Though, biohydrometallurgical process has been successfully applied for the leaching of metals from ores (Olson et al. 2003; Rawling 2000), data pertaining to its application for the extraction of electronic scrap is still scanty. Recently, a few studies have been undertaken for extraction of metals from electronic scrap/printed circuit boards (Brandl et al. 2001; Faramarzi et al. 2004; Choi et al. 2004, Ilyas et al. 2007; Ilyas et al. 2010). These studies were conducted with mesophilic chemolithotrophic (Acidithiobacillus ferooxidans and Acidithiobacillus thiooxidans) or cyanogenic bacteria (Chromobacterium violaceum) or moderate thermophilic bacteria (Sulfobacillus thermosulfidooxidans). However, compared to bacterial leaching, fungal leaching has the following advantages: (i) ability to grow under higher pH, and thus is more suitable in bioleaching of alkaline solid waste (ii) a generally faster leaching process with shorter lag phase (iii) Chelation of excreted metabolites (e.g. organic acids) with metal ion, thus reduce its toxicity to the biomass (Burgstaller et al. 1993; Aung and Ting 2005). The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

"Electromagnetic based proximity detection systems (PDSs) are utilized on mining machinery to protect workers from being pinned or struck. These systems generate magnetic fields covering the space around a machine, and a miner-wearable component (MWC) detects the field. The PDS determines the distance of miners relative to the machine based on the detected magnetic flux density in the magnetic field. This information is used to establish warning and shutdown zones around the machine. Maintaining a stable magnetic field is essential for system accuracy. However, components used to generate magnetic fields can be influenced by temperature changes. Depending on ventilation conditions and seasonal alternation, a PDS can be subject to significant temperature fluctuation. To better understand and quantify this phenomenon, researchers from the National Institute for Occupational Safety and Health (NIOSH) developed an experimental apparatus to study the influence of temperature on magnetic field generator circuits used in PDSs. Results from the study show that the electric current through a generator can be influenced by both ambient and internal temperatures, modifying the magnetic field that is produced. These findings show that temperature can significantly influence the ability of PDSs, used in underground coal mines, to accurately determine a worker’s position in relation to mining machine. INTRODUCTION Electromagnetic based proximity detection systems have been developed to reduce machine-related accidents in underground coal mines. The first proximity detection systems installed in underground coal mines were developed for continuous mining machines (CMMs). There are five of such proximity detection systems that are approved for use in U.S. mines by the Mine Safety and Health Administration (MSHA) (Mine Safety and Health Administration, 2013; Mine Safety and Health Administration, 2015). There are several basic components that interact within an electromagnetic proximity detection system (PDS). A PDS includes two main elements: a set of generators to create magnetic fields around a CMM and a set of magnetic probes to detect the fields. These systems can determine if a miner is located at a safe distance from the machine based on the detected magnetic flux density. Stability of the magnetic fields is essential for system accuracy."
