Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. "The Subtropolis room-and-pillar mine extracts the Vanport Limestone (Allegheny Formation, Pennsylvanian System) near Petersburg, Ohio. Strata instability problems associated with excessive concentrations of lateral stress caused the mine operator to implement a change in layout design. This mining method has been identified as a stress control layout, which has been used by other underground stone mines in the past with varying degrees of success. Practical experience has shown that entry headings advance in the direction of the principal lateral stress, producing lower stress concentrations with better mining conditions. It is important to minimize stress concentrations along the mining front, so an arrow-shaped advance is recommended. This technique advances more developments (headings) in a “good” direction and reduces developments (crosscuts) in a “bad” direction. As is expected, the stress control layout enhances the potential for shear failures in crosscuts. It is, therefore, important to focus crosscut engineering interventions that either: (a) lower stress concentrations (for example, an arched roof) or (b) enhance strength of the strata containing the shears (for example, rock reinforcement). This study focuses on observing strata conditions on a regular basis and monitoring the response of this strata to changing geologic and mining conditions through 3D Dynamic LiDAR scans.INTRODUCTIONProject AimsThe Subtropolis Mine is extracting the Vanport Limestone in northeastern Ohio. Since the start of mining in 2006, ground conditions have been significantly affected by excessive lateral stress condition. In some other mining districts with this hazard, certain mine layouts have been shown to lessen the potential for unstable ground conditions. The term “lessen” is used to state the realization that stress concentrations are not eliminated but instead occur in less frequency and intensity, and their locations can be projected.The stress-control mine layout, specifically for large-opening room-and-pillar stone mines, naturally evolved at mines suffering from excessive lateral stress problems. These mines will typically experiment with methods to mitigate adverse impacts, thus developing best practices for their conditions. These practices have evolved into a basic framework for the stress control mine layout. For example, Jack Parker was able to write about personal experiences at the White Pine Mine in Michigan (Parker, 1966, 1973). Various researchers at the U.S. Bureau of Mines (USBM), the Mine Safety and Health Administration (MSHA), and the National Institute for Occupational Safety and Health (NIOSH) have studied the effectiveness of stress-control mine layouts over a wide range of geologic conditions (Emery, 1964; Mark and Mucho, 1994; Iannacchione et al., 2003). While the stress control layout design approach has proven successful in many categories, it can be difficult to implement. For example, excessive stress conditions in crosscuts can put the ground control focused intervention at odds with ventilation and haulage constraints, thus limiting optimal crosscut size, shape, and location. Therefore, more information on the effectiveness of this approach is needed."

Production, on the basis of preliminary data, was 964 kt (1.1 millon st) with an estimated value of $45.3 million. That was a 10- percent decrease in tonnage from 1.07 Mt (1.2 mil-lion st) with a value of $49.2 million that was produced in 2007. Tennessee was the leading producer state with 63 percent of domestic production, followed by Texas, Mississippi and Kentucky. About 73 percent of production was airfloat, 16 percent was crude and 11 percent was water-slurried.

Lidding over or tunneling existing transportation infrastructure is currently under review in several U.S. cities. The main reasons for this are the use of the created space for urban development, the reduction of noise and exhaust fumes for the residents, and, thus, a significant increase in the quality of life. The main aspects to be considered during the planning process are (1) total investment and operational costs, (2) impact of construction works on current traffic, (3) safety and fire protection, and (4) socio-environmental issues. The paper presents some basic planning principles, and experiences of recent urban highway coverages are shared.

"The need to fill the void space or annulus created between an excavated tunnel or shaft and the final lining system has long been a requirement in underground construction. Most of those types of voids are created as a result of employing the two pass tunneling lining method. Filling of this void is called backfilling. For many years the materials used as backfill were primarily reinforced and non-reinforced concrete, sanded grout, neat cement grout, or blown-in sand/pea gravel. However, in the past 20 years the use of cellular grouts/cellular concrete as the backfill material has greatly increased. Most cellular grout is made of a mixture of water, Portland cement (with or without the addition of fly ash), a foaming agent and admixtures such as a water-reducer or superplasticizer.It is the authors’ preference to use the term cellular grout as opposed to cellular concrete since by ACI Concrete Terminology an ACI Standard (ACI CT 13), concrete contains aggregates. Normally cellular grout does not contain sand (finite aggregate), but almost never contain course aggregates.The authors believe there are several reasons for this increased use of cellular grout as backfill, such as:• The increase utilization of the various trenchless tunneling methods. Tunnels constructed using trenchless method tend to be smaller in size, excavated diameter or cross sectional area. Making man-entry for placing backfill from inside the secondary liner, utilizing pre-installed grout posts, more difficult if not impossible. It is these workspace restrictions that are the drivers as to when to utilize grout ports installed during the pipe/liner fabrication versus grout delivery pipes installed within the void/annulus space.• The ability of cellular backfills to be pumped and flow longer distances.• The unit weight of cellular grouts can be controlled by mix design and generally can range from 560 Kg/m3 (35 lbs/CF) to 1040 Kg/m3 (65 lbs/CF)."

The Queens Bored Tunnels consist of 11,000 feet of 19'-6" inside diameter tunnels mined through rock, mixed face and dense glacial till, constructed with bolted gasketed one pass reinforced concrete liner. The tunnels are to be excavated with a pressurized face TBM, either EPB or slurry. The construction of the tunnels will require ground stabilization in the mixed face area, instrumentation and monitoring of railway infrastructure, underpinning of bridges, relocation and protection of utilities, demolition of some industrial buildings, construction of open-cut approach tunnels and emergency exits and vent plants. The purpose of this paper is to describe the scope of work, the suggested methodology and the proposed construction schedule.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. The excavation and lining of the Washington Park Station 79 m (260 ft) below the park zoo.

The basic concepts and processes of soil and rock melting as applied to excavation technology are reviewed. The electrically heated, small diameter prototype penetrator development sequence is presented. Emphasis is placed on the different methods of handling the fluid rock and soil melts and their significance in providing new solutions in hole support and debris handling problems. The refractory materials requirements, penetrator life and electrical heater technology are presented. Consolidating penetrators, which form stable glass-lined holes in low density rocks and soils, require no debris removal and will find applications in horizontal holes for utilities, cables, and pipeline installations. Extruding penetrators are being developed to make holes in dense, hard rocks. Melt is conditioned into a variety of debris forms, i.e., glass rods, pellets or rock wool, selected to match appropriate debris handling systems. Unique use in drilling into very hot rock or magma for geothermal exploration or production wells is projected. Some of the results of laboratory and field tests of these devices are compared with theoretically derived operating performance. Coring-consolidating penetrators for geological sampling in alluvium are projected to larger diameter self-propelled and guided coring devices for prospecting along proposed tunnel alignments. Application to the melting of annular shafts for pipeline support piles in difficult conditions such as permafrost has been scoped. Conceptual design studies of large diameter tunneling equipment have indicated the system contributions and economic aspects of rock melting relative to material comminution, wall and roof support and materials handling.

Blast-induced rock mass displacement can have a significant impact on ore loss & dilution. The mischaracterisation of the grade boundaries both prior to, as well as a result of blasting can lead to significant financial losses on account of ore loss and dilution. Ore dilution occurs when waste material is miscategorised as ore and sent for processing or stockpiling, diluting the run of mine head grade and recovery. Ore loss takes place when valuable mineral is miscategorised as waste and sent to the waste dumps, thus never being processed and recovered. Extensive research has been conducted at the University of Queensland over the last fifteen years to understand the impact of blast movement on ore loss and dilution. Recent outcomes of this research have developed innovative tools and techniques to measure and model blast movement. These techniques have been implemented at Ahafo gold mine in Ghana to understand blast movement dynamics and to implement solutions to reduce blast-induced ore loss and dilution. These solutions are validated through controlled trials and have been incorporated into site standard operating procedures to sustain the benefits.

In open pit mine planning and design, push back mine sequencing is widely used for long-term production planning. In push back design, a series of nested pits is generated and then considered as possible push backs with regard to the minimum push back width requirements. These nested pits are produced by parameterizing on one economic parameters like commodity price, mining or processing cost, stripping ratio etc. The most important characterization of these push backs is that the inner most push back has the highest value per ton, the second inner most push back has the second highest value per ton and so on. These nested pits are generated based on the best estimates of grade within a representation of the ore body in a three dimensional matrix form. Therefore, the inherent uncertainty associated with reserve estimation (for our discussion grade uncertainty) is not taken into account when push backs are designed. These methods do not attempt to establish which part of the deposit is likely to be worth most. This paper introduced a new algorithm that incorporates ore grade uncertainty during push back design process. The suggested strategy tries to seek to schedule risky blocks later in the extraction sequence.

The Getchell Mine is located on the east flank of the Osgood Mountain Range in the Potosi Mining District, Humboldt County, NV. Mining in the area first began in 1883 for copper, lead and silver in skarn-related deposits. Tungsten was discovered in the skarns in 1916 and was mined sporadically until 1957. The first major discovery was made in 1933 when two Winnemucca prospectors, Edward Knight and Emmett Chase, found gold at the present site of the Getchell gold mine. In 1934, after a small amount of preliminary prospecting, the claims were purchased by Noble H. Getchell of Midas, NV. The Getchell Mine Inc. was organized and exploration and development work began on a broad scale. Major funding was provided by George Wingfield and investors he assembled. Laxalt described Wingfield’s immediate history prior to his financing of Getchell as follows.

Mining data collection, storage, and interpretation methods have progressively changed over time. Data collection, for the most part, has transitioned from handwritten notes and logs based on manual gauge readings to real-time data streaming through instrumentation capable of directly communicating with site-based data historians or cloud storage. Data collection and storage have had to adjust commensurately with the volume of data, leading to more complex database architecture. Geoscience interpretation methods have also changed; however, the first goals of modeling and understandings from first principles remain the same and are typically deeply rooted in historical academic work. Machine learning methods are becoming more common, available, and implemented by industry and practitioners. Despite the wide accessibility of machine learning methods, the population of geoscience subject matter experts in the underlying theory of this analysis type is limited. This form of analysis, therefore, must be conducted carefully and in conjunction with subject matter experts, on both machine learning theory and the field it is being applied to. This paper aims to provide background history on data analytics and machine learning, current methods and practices, and high-level geoscience case study examples, as well as take aways regarding the mining industry, potential pitfalls specific to geosciences, and possible perspectives on the direction of artificial intelligence in the future.

Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.

In 1995, mining engineer Alain Gachet thought about using Earth-observation satellite imagery to search for precious minerals. The latest radar Earth-observation satellite, Canada’s RADARSAT-1, had just been successfully launched at the time, creating new opportunities for commercial applications. Gachet was working in Congo Brazzaville as an oil executive and general secretary of Elf Congo for the French national oil company Elf Aquitaine. He understood that the RADARSAT-1 launch promised new and cost-effective sources of data for mineral and oil exploration. “It was early 1996 before I ordered my firstRADARSAT-1 satellite images,” said Gachet. “I was first struck by the quantity of information delivered by the radar images. Linear structures and faults were clearly defined and subtle topographic features were tremendously enhanced,” he said. “It was ‘tree top geology,’ but this kind of information appeared to be key for finding new gold seams.”

The Swiss are currently building the world’s longest tunnel, the 35-mile long Gotthard Base Tunnel. At Sedrun, for the first time in tunneling, four Roadway Support Machines will drive through most difficult ground, supporting variable diameters of up to 13 m. The machines are prepared for their first deployment. At Amsteg, two Hard Rock TBMs have successfully crossed a known fault zone by applying full circle steel arches and shotcrete immediately behind the cutter head. Comparisons between Drill& Blast and Hard Rock TBM are shown.

At the start of the 20th century Denver?s population was 203,795. Most streets were unpaved. Buildings were constructed of wood frame or masonry. Transport was by horse-drawn-wagon or rail. Statewide, aggregate consumption was less than 0.25 metric tons per person per year. One hundred years later Denver had a population of 2,365,345. Today Denver is a major metropolitan area at the crossroads of two interstates, home to a new international airport, and in the process of expanding its light rail transit system. The skyline is punctuated with skyscrapers. The urban center is surrounded with edge cities. These changes required huge amounts of aggregate. Statewide, aggregate consumption increased 50 fold to over 13 metric tons per person per year. Denver has a large potential supply of aggregate, but sand and gravel quality decreases downstream from the mountain front and potential sources of crushed stone occur in areas prized for their scenic beauty. These issues, along with urban encroachment and citizen opposition, have complicated aggregate development and have paved a new path for future aggregate development including sustainable resource management and reclamation techniques.
