The Metropolitan Water Reclamation District of Greater Chicago (District) is in the final phase of completing the Calumet System component of the Tunnel and Reservoir Plan (TARP) by bringing the Thornton Composite Reservoir online by 2014. The Thornton Composite Reservoir will provide nearly 30 billion liters (7.9 billion gallons) of additional storage for minimization of combined sewer overflows(CSO) and flooding in the Chicago metropolitan area. The project requires that the existing 6.7 m (22 ft) diameter Thorn Creek tunnel conveying overbank flood flows is re-routed and connected to the Thornton Composite Reservoir. This paper presents the components of the Thornton Composite Reservoir and specifically the detailed evaluation of a drill-blast tunnel. Other project features include an access shaft, control gate, energy dissipating structure, bulkheads, and live tunnel connection. The construction contract will be procured in late 2009.

While the late 1960's are known as the years of the public recognition of impending environmental crises, the 1970's will be known as the decade of public concern for improving the quality of that environment. One of the present major environmental concerns is the temporary disturbance resulting from coal surface or open cast mining. To realize that this concern will continue in the future, one need only observe the daily news media. Increasing energy demands in the U.S., a doubling of electrical power consumption each decade during the present century, and the projected needs for the remainder of the century are indica¬tions that coal surface mining as a major extractive industry will continue. Coal and lignite, prime energy resources and extremely abundant in these United States, in the face of seemingly limited gas, oil and uranium reserves, are both destined for expanded future use. Presently some extremely serious techno-logical and environmental problems are associated with the develop¬ment and use of nuclear power. It is true that the extraction and use of coal as an energy fuel poses disruptive problems for the environment, but the solutions to many of the problems are known or can be solved within a reasonable time framework. Certainly our national well-being and continued survival, as a free nation within the world community, automatically dictate the continued use of the coal resource for energy. Concurrently, those engaged in coal surface mining, with the temporary disturbance of the land and water resources, must also realistically conclude that public concern for maintaining and improving the quality of the environment will not diminish. American mining companies operate many drum hoists that hoist from various depths with varying payloads. This paper will review the procedure of selecting optimum wire rope constructions for these existing hoisting installations. Selection for proposed installations along with recommended hoisting parameters will also be presented. To achieve this optimum rope performance, preventative and corrective maintenance procedures will be reviewed along with examples of rope problems and their causes.

Continued development and intensification are fuelling the urgent need for new trunk infrastructure within The Regional Municipality of York and throughout the Greater Toronto Area. Let’s start off with your assessment of the mining industry. Today, the status of the mining industry is stronger than it has been over the previous few years. While mining continues to be a major part of the world’s economic foundation, the industry is gaining strength due to rebounding metals and minerals prices. And now, with these rising prices and the changes the industry instituted during the years when mining-related commodities were selling at low prices, our stronger, more productive and internationally competitive industry should flourish. Mining remains an essential business and the industry is far ahead of the game when it comes to the trend of globalization as a key to sustained growth. Also, the industry continues to realize increased productivity through technological innovations. And an increasing number of countries are moving towards capitalism, which opens doors for exploration and mining within their borders. After looking at all of these factors, I believe that the mining industry will only continue to gain momentum in the future.

This paper discusses the actual recovery and installation of a longwall in a bituminous coal mine in Western Pennsylvania. The coal bed mined is in the Lower Freeport seam which averages 42 inches (1.07m) in height locally. Drainage from the mine is approximately 3.5 million gallons of water per day (13.25 million liters per day). This water deteriorates the mines predominately fire clay bottom making it extremely difficult to move equipment. Support removal is accomplished by pulling the 6 ton (5443 kg) shields out under their own hydraulic power and transporting them by track over four miles (6437m) co the next longwall panel. This paper also discusses the changes that will be made to aid in the succeeding longwall recoveries and installations.

The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. Ergonomics is the art and science that tries to understand the complex interrelationships among employees, their work environment, equipment, work methods and job demands. Coal and metal/nonmetal miners are exposed to a higher number of ergonomic risk factors than in non-mining occupations. In addition, studies have shown that these miners experience more degenerative disc disease and osteoarthritis than comparable industrial populations. A general discussion of the risk factors that cause overexertion injuries and disorders will be presented. In addition, the basic principles of ergonomics will be discussed with specific cases to show how successful programs have been developed. A successful ergonomics program should simultaneously improve health and enhance productivity.

Stopewall or room closure can be a problem in nining operations. In some mines, wall closure causes ore passes and nanways to collapse when they are enclosed in nine fill. When this phe- nomena occurs, heavy ground and, or, rock bursts frequently happen. Often, ground problems become progressively worse as mining in the stope block progresses toward the upper level. The sill and pillars in the level above may experi ence heavy ground and bursts. Sometimes the conditions get so bad in the stope that it is unsafe to mine the ore, so the stope is abandoned and the ore is lost.

Editor’s note: Mining companies doing business in Central Asia, and parts of the developing world, should look for ways to promote community development through the introduction of appropriate technology. This article should be of interest to SME members. It shows sustainable development type projects need not be massive or expensive. Smaller, utilitarian projects are equally valuable to developing communities as they seek to develop their own economic and social infrastructures. "The basic objectives of mine roadways are to provide sufficient cross sections in order to meet the needs of accommodation of equipment, transport, personnel travel and ventilation. However, many roadways become damaged to the extent of needing maintenance, generally dinting, and in some cases requiring re-ripping. The damaging of a roadway is a result of several factors including geological properties of surrounding strata, method of roadway formation, support systems and so on. Among these factors, strata conditions play important effects on the stability of roadways and other mining activities. Weak rocks cause excessive roadway closures, and water softens some rocks and worsens the closure problem. In Indonesia, over 250 Mt of coal is now produced from almost surface mines. In the near future, some coal must be mined from underground. Unfortunately, the mechanical properties of coal measures rocks are not so good to open underground mines. In this paper, a scientific discussion on the effect of water on the stability of roadways is given on the basis of results obtained by means of in-situ investigation and laboratory tests both in Japan and Indonesia."

The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

Historically, boulders are a frequent source of problems in soft ground tunneling. During tunnel construction, the need to manually break and remove boulders as obstructions causes delays to the project. Repairs to a tunnel boring machine (TBM) can also be a source of delays. Managing these problems is difficult since normal soil investigation techniques do not accurately predict the presence or frequency of boulders. This has lead to considerable number of claims for extra costs and delays during the construction of soft ground tunneling projects. These issues are exacerbated in pressurized face tunneling systems where there is limited access to the TBM cutterhead for obstruction removal and/or cutterhead maintenance. The project team that built the Big Walnut Augmentation/Rickenbacker Interceptor (BWARI) Project for the City of Columbus successfully managed the design and construction of a 4,267 mm (14 ft) diameter soft ground tunnel with high boulder concentrations in a complex geologic setting. The management of the boulder issue tookplace during several phases of the project.

Faults, sandstone channels, and abandoned mine workings present severe safety hazards, disrupt mining, and necessitate costly precautions or discontinuance of operations. In addition to fault detection, mining companies have a need to map discontinuities such as seam thinning and previously mined areas in both longwall and room-and-pillar operations. Initial field tests demonstrated successful generation and propagation of higher order guided wave modes. Theoretical studies indicate potential for improved resolution by sensing small details in the coal seam and roof structure. Controlled-waveform source transducers and specialized detectors are particularly useful to preferentially excite and detect the Love (SH) and Rayleigh-type (P-SV) waves, including the higher frequency modes. The distinct observation of reflections using the transducers in the shear wave mode makes feasible the detection of the water-filled voids.

This paper presents the results of a review of historic blast design practices at the Dragon Products Company, LLC (Dragon) Quarry Operation, along with the results of two different blast design vibration monitoring programs. A blast pattern design modification was initiated to determine if production volume per shot could be increased and highwall instability could be decreased. A vibration monitoring program was undertaken to investigate peak particle velocity (PPV) and relate the data to the blastability of the jointed onsite rock mass, utilizing the relationship between PPV and dynamic stress and strain. The Dragon Quarry Operation has historically used a 6-in. diameter, 14-ft by 14-ft production blast pattern, with blast holes loaded manually using cartridge style explosive products. In 2011, Quarry Operations introduced a 6-in diameter, 16-ft by 16-ft production blasting pattern, using pre-mixed, truck-loaded, bulk emulsion/ammonium nitrate/fuel oil (ANFO) blends. This paper summarizes the results of the blast design modifications, the results of the vibration monitoring data, and describes how production blasting and excavation at the Dragon Quarry has benefited from such modifications.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

Researchers from the National Institute for Occupational Safety and Health (NIOSH) developed a light-emitting diode (LED) area luminaire called the Saturn and conducted a laboratory study using a Fletcher High Dual-boom Mast Feed (HDDR) roof bolting machine. The Saturn luminaire was designed to (1) enhance floor illumination to enable better detection of trip hazards in the interior spaces of a roof bolter and (2) reduce glare that has typically been an issue of concern on roof bolters. This paper reports on the results of achieving the second objective. The existing roof bolter lighting was the baseline and was compared with three versions of the Saturn luminaire relative to light intensity (100%, 75%, and 50%). Discomfort and disability glare data were obtained from 30 participants that comprised three age groups. Discomfort glare perceptions were obtained using the De Boer rating scale, and disability glare was quantified by using Mars Letter Contrast Sensitivity tests. Discomfort glare was reduced at least 3 levels with all Saturn versions. Also, a predictive model was used to estimate discomfort glare, and the results were similar. Disability glare was the least for the Saturn’s 50% intensity, and all Saturn versions had significantly less disability glare than with the baseline lighting. Veiling luminance was calculated and used as another indicator of disability glare. Veiling luminance was 28 to 42 times greater with the baseline lighting as compared with that of the Saturn lighting. Lastly, visibility levels were calculated. The Saturn versions were 4 to 6.5 times better in terms of visibility level.

Ten years ago, only 3% of Consol's underground coal production resulted from using the longwall mining method. Today, that figure has grown to 45% and has helped the Pittsburgh-based concern fuel an upswing in productivity. The company reported that productivity at its underground mines, excluding labor strike periods, increased 24% between 1978 and 1981. Last year, an additional 8% increase was achieved. Efforts such as improved safety, training, engineering, and maintenance programs as well as the closing of unproductive mines has contributed to these gains, according to Joseph M. Richards, Consol's executive vice president of operations. But, Richards adds, a great part of the credit goes to longwall mining. What is Longwall Mining? To fully appreciate the advantages of longwall, one needs an understanding of how mining is done by other methods. For instance, in both conventional and continuous mining, rooms or tunnels are dug in the coal seam. Pillars of coal are left standing to support the roof as mining moves forward in the seam. In conventional mining, a slot is cut in the base of the seam and holes for blasting are drilled. After blasting, the coal is loaded. A more efficient method - continuous mining - uses a machine that combines cutting and loading. Longwall mining, by contrast, works backwards from the end of a panel. Two parallel sets of tunnels (development panels) are cut into a seam with continuous mining machines, then connected with a set of crosscuts at the far end. Min¬ing then proceeds back toward the entrance. Longwall mining employs some very productive machines. Large drum shearers, for example, run on a track along the length of the coal face for some 150-180 m (500-600 ft). The shearers cut the coal which falls onto a conveyor system or pan that also runs the entire length of the face. The longwall crew works under a roof of heavy steel supports called shields. As the coal is removed, shearers, pans, and shields are moved forward by hydraulic rams. The roof is allowed to collapse behind the shields. In addition to increasing production, longwall mining is considered to be safer because the miners work under strong steel shields. New designs have made them more rugged and maintenance free, as well as more stable on soft mine floors. Early roof supports, called chocks, had gaps in the roof canopies. The new roof shields now cover the entire working area and are better able to prevent roof material from falling into the working area, thereby improving safety and productivity.
