Due to increased production of fine coal during mining during this century and inefficient fine coal recovery technologies, a vast reserve of high quality coal currently exists in refuse ponds. A novel fine coal circuit consisting of a hindered-bed classifier, an enhanced gravity concentrator and a flotation column has been evaluated for the recovery of fine coal from refuse ponds. The treatment of a pond derived from Pittsburgh No. 8 seam coal resulted in the production of a premium fuel containing less than 5% ash and a calorific value of about 30,173kJ/kg with 60% mass yield. The results from the treatment of two refuse pond materials will be presented in this publication.

The acid rain legislation has passed into law. This new law has caused the power generation community to investigate alternative methods to obtain compliance with the new legislation. One thing all of the power companies have concluded is the answer is not easy. Do we switch fuels to burn all low sulfur compliance coal? Maybe possibly only partial desulfurization by means of a dry sorbent system? Or, finally, maybe a wet scrubber system? Whatever the choice, the power community needs to investigate all of the alternatives. In 1988, ICF Kaiser Engineers, Inc. (ICF KE) responded to a request by the U.S. Department of Energy for the engineering development of advanced physical fine coal cleaning. ICF KE responded and was awarded a contract to conduct a multi-task program to develop an advanced flotation system to eliminate pyritic sulfur and retain as much energy as possible. ICF KE assembled a team that included members of industry, academia, and industry research organizations to conduct this multi-task program. The program includes sixteen (16) tasks. This team had personnel to help solve some of the anticipated problems and to provide industry prospective on the viability and commercial potential for any concepts proposed. The primary team consists of a major coal producer, Babcock and Wilcox, Eimco Process Equipment Company, and Virginia Polytechnic Institute and State University.

The performance of seals in boreholes, shafts, and tunnels is an important concern in mine safety, in the control of effluents from operating and abandoned mines, and in the underground containment of hazardous wastes (Einarson and Abel, 1990; Mining Waste Study, 1988). Despite the clear need for effective seals, few documented test results are available concerning the performance of in-situ seals. Some evidence indicates that horizontal or near-horizontal holes are especially difficult to seal properly (Kelsall and others, 1982). This research involved the installation, extensive hydraulic testing, removal, and post-test examination of a l0-cm-long by 10-cm-diameter cement grout seal in a near-horizontal borehole in limestone. The work was performed in an underground mine on Marble peak in the Santa Catalina Mountains, Arizona. A test hole was diamond cored in the re-crystallized limestone of the Escabrosa formation. The hole is 33.24 m long, 10 cm in diameter, and dips at 10.4 degrees. The hole extends between two drifts and thus is accessible from both ends.

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cuft), tons (/T) (2000 lbs) or acres (/A). 1 cu yd = 0.76m3 1 cu ft =0.28m3 1st = 0.9 t7 1 acre = 0.40 ha or m2 In several cases the royalty is a percentage of the finished products, sale price and is levied against either the amount produced or the amount sold. "Mineral prospectivity modelling of polymetallic nodule deposits has been completed over the Cook Islands Exclusive Economic Zone (CIEEZ) using the GIS based Weights of Evidence modelling technique. Polymetallic nodules, also known as manganese nodules, have been explored as a possible resource for a number of metals including cobalt since the early 1970s. Recent data on the nodule composition and abundance in the CIEEZ has led to a renewed interest in the prospectivity for manganese nodules in the region. The predictive modelling has used the most recently accepted mineral model for polymetallic deep-sea nodule deposition to identify factors that are most likely to map the presence of this type of mineralisation in the CIEEZ.Manganese nodules form on the deep seafloor as concretions formed by concentric layering of iron and manganese hydroxides around a core and they grow at a very slow rate, on the order of millimeters per million years. The available data for the CIEEZ indicates a greater abundance in the area of nodules formed by hydrogenetic processes, which are the result of slow precipitation of metallic components from seawater. The environment in which the nodules are most abundant is at depths between 4,000 m and 6,000 m in areas of low sedimentation rate. Hydrogenous nodules commonly grow on siliceous and pelagic clay sediment, they are less common on other types of sediment."

R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Economically favored Cr and Cu leaching out process from spent power plant fly ash (PPFA) had been investigated. PPFA, bearing of C, S, V, Ni, Cu and Cr, has been widely used as an assistant fuel in cement industry. Recent environmental regulation in S. Korea prohibits using PPFA as a fuel. Many researchers have also studied on extraction V and Ni from PPFA. Due to low concentration of V and Ni, 2% and 1%, respectively, economical and environmental friendly process could not be found. In this study, Cu and Cr have been removed in an economical way and which satisfied with KS Extraction Test. The rest unburned carbon, V2O5 and NiO2 in residue were found to be applicable for indoor and outdoor colored bricks or deodorant panel. Various parameters such as pH, lixiviates and time on leaching behavior were investigated in order to leach Cr and Cu remaining C, V and Ni. The 2,408 meter (7,900-foot) long Middle Rouge Parkway Interceptor Extension varies in size from 1.52-meter (5-foot) to 2.36 meter (7-foot 9-inch) inside diameter. Most of the sewer was constructed in tunnel through fine sands and silts. Piping of these soils through the concrete liner eventually resulted in a loss of soil support, settlement and/or severe distress of the sewer, and the formation of several sinkholes. The repair and restoration was generally performed in the sewer and included cast-in-place concrete, shotcrete, cured in place pipe, soil stabilization, cement grouting, dewatering, and chemical grouting. As a part of the work, temporary pump stations and flow diversions were required to perform the work while minimizing discharges to the adjacent Rouge River.

Commonly used predictors of ground vibration from blasting, being linear in log-log plot, do not model the underlying physics of wave attenuation. Amplitude of the wave decays with distance due to geometrical spreading and inelastic attenuation producing a nonlinear carve in log-log scale. The nolinear decay of seismic waves has also been observed from non-explosive sources, such as, pile driving, drop hammer, traffic, etc. The improved predictors, by explicitly taking these two mechanisms into consideration, model the data trend extremely well at all distance ranges. Actual field data from different studies have been used to validate the improved models.

It is known that the water chemistry of the process water during ore refinement can affect product quality, such as iron pellet strength. The main objective of this study was to quantify the amounts of major elements, such as Ca, Mg, Na, S and Cl carried by process water and by magnetite grain surfaces to the end product, iron ore pellets made from magnetite ore from the Kiirunavaara Mine in northern Sweden. In addition, the amount of colloids (0.22µm ? 1kD) in the process water was examined by ultrafiltration. The amounts of various elements sorbed to the magnetite surfaces were estimated by leaching with Milli-Q water, MgCl2, NH4-acetate and Na-acetate. Total dissolved solids were between 1,446 and 1,775 mg/l, dominated by Ca, S, Na and Cl (89%). The colloidal fraction was less than 3% for major ions. For Ca and Mg, sorption to magnetite surfaces was a much more important transport mechanism for the pelletizing process than evaporated process water, but for Na, Cl and S process water was an important carrier.

An industrial minerals review involves an attempt to assemble field and statistical data which are obscure, elusive and incomplete. Often, when me statistical data are available, combining or lumping of commodity values conceals the value of specific items. Personal knowledge of the minerals known to occur in the area of concern, combined with whatever available published data may be compiled, together with careful use of several extrapolation methods, may yield an acceptable summary review of the industry. However, it is particularly hazardous to speculate on future trends and economic aspects because of the many unpredictable variables which may affect the industrial minerals business. Among these variables are the effects of diverse geological conditions, the impact of technological changes (including new uses for minerals not formerly considered industrial types), changing socio-economic factors (including growing environmental controversy), use of substitutes and even recycling of some of the industrial minerals (for example, building materials, lime, etc.). My main objectives are to reveal, as accurately as I can, the state of the in¬dustrial minerals situation, and the effects of possible future developments on this industry in Idaho. Where the words...industrial-tyke minerals, .are used in this discussion, reference is made to selected metallic and nonmetallic minerals and related materials, as well as rock (Table I). Industrial minerals known to be present in Idaho may be listed under general use categories as in Table 1. Some of these commodities are being marketed, have been marketed in the past, or occur in potentially marketable quantities. Mineral fuels are neither mentioned, nor are they considered important in Idaho. Based upon our present knowledge and lack of known, economically valuable occurrences of these commodities, they are considered insignificant (Idaho Bur. Mines and Geology, 1964). The application of cemented paste backfill (CPB) with alkali-activated slag and phosphogypsum (ASP) can contribute to the sustainable development of the mining industry. The effects of PG content, NaOH content, solid content, and waste rock-rod milling sand (W/R) ratio on workability, unconfined compressive strength (UCS), and setting time of ASP-CPB were investigated in this paper. The results showed that the workability of ASP-CPB decreased with PG content and NaOH content. Compared to OPC-CPB, ASP-CPB exhibited better workability and higher long-term (7 days and 28 days) strength at predetermined backfill formulations and curing times. The mid-term strength of ASP-CPB first increased and then decreased with PG content, while the short-term strength (3 days) decreased gradually due to the influence of soluble acidic impurities. Excessive NaOH will harm the strength of ASP-CPB, possibly due to the swelling effect of the reaction products (ettringite and sulfate). Strength and setting time increased and decreased with solid contents, respectively. Moreover, the compactness of the mixture has an important effect on strength and workability. The workability and strength of ASP-CPB reached the minimum and maximum values at a W/R ratio of 5:5, respectively. Pollutant index detection indicated that most of the pollutants in ASP-CPB leachate met the discharge standard, which proved that ASP-CPB is an effective method to recover PG. The results of the research will provide theoretical guidance for the efficient recovery of PG resources and support the achievement of safe, clean, and efficient mining.

Mineral extraction activities in the deep sea will expose the local fauna to potentially toxic compounds. However, very few data are currently available on the complex ecotoxicological risks to deep-sea fauna from the potential release of heavy metals, trace metals and Rare Earth Elements (REEs). Nonetheless, this is key information essential to support the regulation of industrial activities in the deep sea. One of the fundamental issues that the MIDAS project will address consists in exploring the concept of whether the existing toxicity test protocols and limits established in shallow-water species are applicable to deep-sea mining. We will detail the specific challenges to recommending exposure limits within the deep sea and show preliminary results of comparative toxicity tests in the shallow-water and in the deep-sea environment.

The underground industry has been forced to reconsider risk management sincethe introduction and implementation of the “Joint Code of Practice for Risk Management of Underground Works in the UK” published in 2003 and the subsequent international version published by the ‘International Tunneling Insurance Group’ (ITIG) in January 2006.What does this mean for major tunnel projects in the US and elsewhere? The discussion will highlight the implementation of the Codes to date, risk management principles embodied in the Codes and the use of risk registers as a projectmanagement tool and the management of risk.

Control of the particle size distribution of a muckpile after blasting is always an important subject for mining industry. Blasting has a significant impact on downstream processes such as loading, crushing and grinding. Improvement of blasting results provides increase in loader and excavator productivity due to increased diggability capacity, and increased bucket and truck fill factors. Suitable and uniform particle size distribution results increase in crusher and mill throughput and decrease in energy consumption in size reduction process. Digital image analysis technique has been used for many years in mining industry in order to determine blast fragmentation. The images of muckpile surface can be used to determine the mean fragment size (x50). The source of digital images can also be haul truck, leach pile, waste dump, stockpile, and conveyor belt. The screening that is conventional method to measure blast fragmentation is time consuming and expensive. Digital image analysis is a cost effective and faster method (1).

A rigorous horizontal drilling and chemical grouting program was specified beneath the Hollywood Freeway (U.S. Route 101) section of Los Angeles Metrorail Contract C-311.Twin 6.67-m (22-ft.) diameter starter tunnels were to be conventionally mined through amixed alluvial and bedrock face consisting of silty sand, gravel, and weathered sandstone and siltstone of the Topanga Group. The contact between the alluvium and bedrock dipped toward the Crossover Excavation where the horizontal drilling and grouting operations were performed. The intent of this grouting program was to stabilize the mixed face to minimize ground loss and surface settlement, and to reduce groundwater inflow into the tunnel headings. Given the highly variable mixed face conditions, horizontal drilling up to 86 m (284 ft.) resulted in upward trending trajectories which likely followed the bedrock contact. Chemical grouting was performed in a primary, secondary and tertiary, three dimensional sequence. Evaluation of the primary and secondary grouting parameters indicated where tertiary grouting was required. Grouting pressures induced a small rock failure at the tunnel heading as well as increased stresses on the tiebacks of the excavation.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

Rapidly searching for carbonatite-related rare earth element (REE) mineralized systems is of paramount importance to explorers, because these systems provide the world’s most significant supply of REE. Biotite and barite are suitable indicator minerals that can offer reliable elemental geochemical information used for REE exploration. In this study, we provided an elemental geochemical dataset of biotite and barite from Cenozoic REE deposits in the eastern Tibetan Plateau, and compared the obtained data to those of biotite and barite forming in other geological settings. The F (i.e., fluorine) contents in carbonatite-hosted biotites are highly variable, with biotites from mineralized carbonatite complexes having much higher values (1.05–2.37 apfu, where apfu = atoms per formula unit) than their counterparts from barren carbonatite complexes (≤ 1 apfu). It is therefore believed that the presence of high-F biotites can be regarded as a sign for predicting REE reservoirs. Barites in REE mineralized systems contain much higher (even one or to orders of magnitude) total REE contents (ΣREE >100 μg/g) relative to those species forming in carbonate-hosted fluorite-barite deposits and open marine environments. This means that the high ΣREE concentration of barite can serve as an effective index for REE exploration. The above information is integrated into a REE exploration program in which the areas with strong local tectonism along cratonic edges are priority exploration targets, and high-F biotites and REE-rich barites can serve as direct indices for rapidly identifying carbonatiterelated REE mineralized systems at a strategic distance from other geological settings.

Grinding circuits are operated in the presence of disturbances due to ore changes and equipment malfunctions. One of the challenges faced by the operators is the detection of a disturbance, the identification of its origin and of the action to correct the problem. Hydrocyclones overloading, worn or partly plugged apexes of the units of a nest, surging and internal liner detachment may cause a loss of classification capacity and quality leading to a less efficient grinding operation. A dynamic simulator is used to assess rules for the diagnosis of hydrocyclone faults from the trends produced by sensors.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.
