Underground construction often requires working within a very congested urban environment, including excavating shafts adjacent to highly sensitive and multistoried structures, sometimes even within such structures. Shafts adjacent to heavily loaded column footings are often required due to space constraints. Invariably, footing surcharges must be considered during the design of shaft rock reinforcement. Rockwedge stability evaluation reveals that column surcharges can greatly impact the ability to meet the desired factor of safety. Design methodologies and examples to deal with these special circumstances are presented.

Employee safety and health is of paramount importance for SME and its members. Many SME members work daily in our Nation's mines or have a direct impact on others that work in the mines. SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation's miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.

For the second time in four years, the coal industry was brought to the forefront of the nation’s consciousness in 2006, as two separate events unfolded which involved coal miners trapped underground. Unfortunately, the tragic results of the 2006 incidents were not the same as in 2002 when the trapped miners were all successfully rescued. In January, two different incidents, both in West Virginia, focused the public’s attention on the dangers that miners face on a daily basis. As a result of these unfortunate events new legislation requiring improvement in safety in underground mines passed both at the federal and state level. In 2006, a total of 47 miners died on the job, matching the total number that occurred in 1995, and more than double the 22 killed in 2005. Notwithstanding those tragic events, coal production in the United States reached another record level in 2006, ending the year at 1.05 Gt (1,161.4 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2006 was 27.1 Mt (29.9 million st) higher than the prior record set in 2005 of 1.03 Gt (1,131.5 million st). Although coal production rose in 2006, U.S. total coal consumption actually declined for the year. Coal consumption decreased in the electric power sector by 1.1 percent, while coking coal consumption decreased slightly. Only the other industrial sector had higher coal consumption in 2006, increasing by 0.3 percent. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports declined slightly in 2006, while coal imports again reached a record level. The excess production over consumption allowed total coal stocks to increase significantly during the year, as electric generators rebuilt their stockpiles that had fallen substantially in 2005 because of missed shipments in the second half of that year.

A novel concept involving the deployment of chemical stabilization has the potential to eliminate the need of slurry impoundments and significantly reduce the release of trace elements from the high surface area fine coal waste. The process involves mixing the fine waste generated from the underflow of a thickener operation with chemical stabilization agents to tie up the water and to create a solid waste material that can be discharged directly. Portland cement, sodium silicate, F type flyash, C type flyash and hydraulic lime were evaluated as stabilizing agents. A detailed experimental study has been conducted to identify the conditions that provide the maximum compressive strength within a short curing time. Results to date show the ability to achieve compressive strengths adequate for equipment to maneuver on using a Portland cement concentration of around 10% by weight. Quick-setting concrete was not found to enhance stabilization time and compressive strength.

The multiple-criteria decision analysis is a technique that helps to find an optimal solution by evaluating conflicting criteria. In this study, an approach to perform multiple-criteria decision analysis for cut-off grade optimization, which considers the diverse stakeholder groups prevalent in the mining industry, is presented. The optimization model developed in this approach links the resource block model to the financial model, enabling the process to either maximize profit, net present value, revenue to the State, or extend the mine's life. To identify the optimal cut-off grade in each case, the Excel Solver function is utilized. Although it has limitations, the Solver function can still be modified to handle models with thousands of block values for determining input variables based on the target value. Following stakeholder engagement and dialogue, a single weighted average cut-off grade can then be determined. This approach is demonstrated for nine South African Witwatersrand gold mines.

Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

Through the process of Riverbank Filtration (RBF), the Louisville Water Company plans to obtain a higher quality source of water for their B.E. Payne Water Treatment Plant (WTP) by means of four collector wells located in the alluvial aquifer along the bank of the Ohio River. The collector wells are connected to a 2,850 L/s (65 mgd) pumping station by a 2,362 m (7,750 ft) long, 3 m (10 ft) finished diameter tunnel located in limestone and shale bedrock, which is approximately 45 m (150 ft) below the surface. High tunnel boring machine (TBM) production rates were achieved in this moderately weak bedrock; most of the tunnel only required support in the crown. An unanticipated water-bearing fault and unanticipated ground behavior proved challenging and required quick thinking to minimize impacts to construction. Tunneling conditions are discussed in detail, together with the methods used for overcoming the groundwater and ground behavior challenges. The tunnel is expected to be completed in April 2009.

Coal production in the United States in 2009 de-creased to 972.8 Mt (1,072.8 million st), according to preliminary data from the U.S. Energy Information Administration (EIA). This is a decline of 8.5 percent, or 90 Mt (99.1 million st) below the 2008 record level of 1.06 Gt (1,171.8 million st) (Table 1). In 2009, U.S. coal consumption decreased in all sectors while total coal stocks increased for the year. Coal consumption in the electric power sector in 2009 was lower by 10 percent, while coking coal consumption decreased by 30.6 percent and the other industrial sector declined by 16.6 percent. The commercial and institutional sector (which prior to 2008 had been called ?residential and commercial?) is the smallest of all the coal-consuming sectors and it declined by 8.4 percent in 2009. (Note: all percentage change calculations are done at the short tons level.) U.S. coal exports fell from the 2008 levels, while coal imports decreased for a second year in a row. The decline in coal consumption during the year was the consequence of the domestic economic conditions combined with the weather in 2009, which resulted in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2009. Coal-based generation also decreased, resulting in a 94-Mt (104-million st) drop in coal consumed in the electric power sector. Coal use in the non-electricity sector decreased by 20.1 percent to a level of 57.9 Mt (63.9 million st). The international coal markets for most of 2009 were reflective of a worldwide economic slowdown. U.S. coal exports and imports both declined for the year. U.S. coal exports totaled 53.6 Mt (59.1 million st). This is a decrease of 20.3 Mt (22.4 million st) from the 2008 level.

Global warming is a political reality in the United States today. The actual impact of the continued utilization of fossil fuels is not known and is open to debate. However, the growing concern about the continued use of these fuels is problematic. There are technologies available to us today that would permit America to meet its future energy demand and not contribute to global warming. The inconvenient reality is that fossil fuels cannot completely be replaced with energy conservation and the use of wind, solar, hydroelectric, geothermal and nuclear energy. The connection between the greenhouse effect and global climate change was first identified by physicist John Tyndall in the 1860s. To prove the greenhouse hypothesis, Roger Revelle and his research team started measuring carbon dioxide concentrations in the earth?s atmosphere in the early 1960s (Becker, 2007). With the rising concern about global warming, scientists throughout the world have been obtaining surface and air temperature data. Scientists have also been comparing CO2 concentrations found in glaciers throughout the world with theorized annual temperatures. Data for both dates back 1,000 years. Armed with this data, many nations of the world and the United Nations Intergovernmental Panel on Climate Change (IPCC) have concluded that climate change is a reality. Gilsonite is a lustrous black material that can be easily crushed into a chocolate-colored powder. It is a solid but relatively soft, lightweight hydrocarbon that visually resembles the volcanic glass obsidian. It was once thought to be a type of coal, but because it is thermoplastic it melts rather than bums. Gilsonite is found in commercial quantities only in the Uinta Basin of eastern Utah and western Colorado, where it forms vertical, nearly parallel veins of varying depth, width, and length. Gilsonite from different veins has different properties, most notably variations in softening point and solubility. These differences result in its use in a variety of industrial applications. Gilsonite's earliest commercial uses were in varnishes, buggy paints, and beer vat linings. Eventually it came to be used in more than 160 products ranging from inks to explosives. It is exported from the United States to most industrialized countries throughout the world. Today, due to competition from synthetics and other hydrocarbon products, its use has narrowed to several specific industries. Although sold mostly as a commodity, current research is focused on applications for gilsonite as a value added product. Historical Overview The discovery of gold in California and the dawn of the mining era in Nevada, Colorado, and Utah around 1850 brought a wave of prospectors to the western United States. One of those pioneers, Samuel H. Gilson, is generally credited with a major role in the discovery of gilsonite. The material now known as gilsonite was discovered several times from the late 1860s through the mid-1880s. It was William P. Blake who, after receiving samples of the material, wrote a paper in 1885 describing "a new variety of asphaltum from the Uinta Mountains." He termed the material uintaite. Although Sam Gilson was not the first to discover the mineral, he was an-inventor who used gilsonite in products that he patented. It was his conviction that the substance was of great value, which caused some to refer to it as gilsonite. The term Gilsonite became the registered trademark of the American Gilsonite Co., and it continues to be in use today. When the first company was formed to mine this substance in 1886 it was named the Gilsonite Manufacturing Co. This firm acquired many gilsonite mining claims and marketed a varnish made from the material. It was the unusual properties of gilsonite varnish that attracted the attention of Adolphus Busch of the Anheuser-Busch Brewing Co. In 1889 Anheuser-Busch bought out Gilson's interests and formed the Gilson Asphaltum Co. Busch had been importing asphalt from Sicily for use in lining beer barrels and saw gilsonite as being more readily available and cheaper. Although gilsonite did not work well in this application, Busch did acquire a large number of mining claims in the Uinta Basin. In 1903 the parent firm of Gilson Asphaltum financed the building of an 85-km railroad from near Grand Junction, CO, to Dragon, UT, to haul gilsonite ore to market. Underground mining was initially centered near Dragon and then later at Bonanza, UT, as different veins were mined. The railway was abandoned in 1937 in favor of truck transportation. In 1938 Gilson Asphaltum changed its name to Barber Asphalt Co., the predecessor of Barber Oil Corp. In 1946 Barber Oil teamed with Standard Oil of California to form a partnership, American Gilsonite Co., which today has its operational headquarters at Bonanza, UT. Barber Oil investigated many new uses for gilsonite, including the making of petroleum derivatives such as gasoline. This work led to the construction of a 116-km pipeline to carry slurried gilsonite to a refinery in Colorado for the production of gasoline, fuel oil, and coke. Pipeline operations began in 1957 but stopped when the economics of competing with petroleum became unfavorable, and the refinery was sold in 1973. In 1981 Standard Oil (later Chevron) became the sole owner of American Gilsonite and remained so until 1991, when it sold its interest to Stratford Enterprises Co. of Tulsa, OK. The companies have since been merged and now operate under the name American Gilsonite Co. with headquarters in Salt Lake City, UT. American Gilsonite continues to be the world's largest miner and supplier of the mineral. The American Asphalt Association was formed in 1902 by former stockholders in Gilson Asphaltum. This company mined various gilsonite claims until it was dissolved in 1953 and its properties were sold to American Gilsonite and Gordon S. Ziegler and Associates. The Utah Gilsonite Co. was established in 1920 and mined several claims until 1952, when its holdings were sold to Gordon Ziegler. Several other gilsonite mining ventures have been pursued in Utah, although they were significantly smaller in scale than those described above. There are currently three companies which mine gilsonite resin in Utah. They are American Gilsonite Co., Ziegler Chemical & Mineral Corp., and Lexco.

Brightwater West (BT4) represents the state of the art in utility tunneling, namely a long relatively small diameter, soft ground tunnel, with no intermediate shafts, under significant groundwater pressures, requiring very precise survey control in order to hit a small exit window. The tunnel is over 6.4 km (4 miles) in length, is expected to encounter active earth pressures of over 5 bars in glacial geology, and a planned hole through into a shaft eye constructed at 45.7 meter (150 feet) below the water table. Despite the fact that all of these challenges have been previously overcome in larger diameter tunnels, the technical solutions are much more challenging in a smaller diameter due to the lack of space available for implementing the equipment and techniques required. In addition to the technical challenges, the project is faced with many of the constraints designed to minimize the impact of these types of projects on the neighboring community and environment. The work shaft for BT4 is within 15.2 m (50 feet) of Puget Sound and is on a site that was previously occupied by petroleum storage tanks, and all of the tunnel muck has to be removed from the site by barge as trucking is not allowed by contract. The paper addresses the work performed during the preparation for tunneling stage of this project both in assembling the TBM and in preparing the site for its arrival.

In its largest product launch in company history, Cummins Engines welcomed more than 200 customers, vendors and media to witness the unveiling of its new QSK95 engine at its Seymour Engine Plant in Seymour, IN on Nov. 1. It took the efforts of 150 engineers to design the QSK95 and more than $100 million in investments to establish a new production line and test facility at Cummins? Seymour Engine plant. The result of these efforts is a new platform of engines that Cummins says will provide as much as 2,983 kW (4,000 hp) and will be the most powerful, high-speed diesel engine ever built.

The LCLS project at SLAC will allow new insights into material properties, chemical reactions and biological processes. The project includes half a mile of new underground construction. Excavation in weathered rock is by NATM, using AM 50 roadheaders. Construction began in 2006 and is expected to be completed in 2008. This paper details the construction of the tunnels and cavern on the project.

Sixty years of rockbursting in the Coeur d’Alene district has taught painful lessons and led to a number of practical advances in controlling rockburst hazards. This paper summarizes those lessons, concentrating on practical measures that have been successfully adopted to reduce hazards. These lessons are explained in the context of district mining history and current understanding of rockburst phenomena. Overall, the paper provides the practicing mine engineer with an appreciation of rockburst hazards and an overview of practical measures that can be used to control these hazards in the context of Coeur d’Alene district experience.

Occupational noise-induced hearing loss (NIHL) has been recognized by the National Occupational Research Agenda (NORA) as the most common job-related disease in the United States. Roughly 30 million workers are exposed to excessive noise levels or toxins that are potentially hazardous to their hearing. The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR)is investigating noise controls to reduce operator overexposures caused by haul trucks used in underground metal/non-metal mines. To identify the most significant contributors to the overall sound level, Source Path Contribution (SPC) analysis was conducted. Noise dosimetry and time-motion analysis were also conducted to quantify operator noise exposure. SPC analysis determined that, under high idle conditions, a source near a hydraulic pump mounted to the rear of the engine and the engine cooling fan were the major noise sources. The time-motion/dosimetry analysis showed that the operators accumulated more than 90% of their noise exposures while they were hauling ore to the dump site and traveling back to the load site unloaded.

A study has been undertaken on two 1.12 m diameter industrial booster fans operating under different blade settings powered by a 1200 rpm motor at the Missouri University of Science and Technology. The fans total pressure varies up to 1kPa forcingup to 25 m3/s through the workings. A pressure-quantity survey has been conducted inby and outby the booster fans with different blade settings. The study uses a variable speed drive (VFD) to determine the effect of rotational frequency on the system. The pressure drop across the bulkheads has been monitored during the experiments. The fans were operated with various blade settings to determine the optimal scenario that maintains the maximum airflow quantity and the lowest power demand at a particular ventilation station. Five scenarios were conducted with different blade setting and mostly with two different speeds. The experimental results show that alteration of fans? speeds by use of a VFD unit can reduce power consumption while maintaining airflow requirements. With the flow rate forced through the mine by the surface fan the blade settings 4 and 5 were determined as possible alternative for the mine ventilation system. In scenario 4, the airflow at the particular ventilation station for a number of speeds is over 20m3/s. The power consumption at 1080 rpm was measured to be 20.1 kW compared to 25.5 kW at 1200 rpm. The operating cost would be significantly less at lower speeds. Scenario 5 is the alternative making use of both booster fans and the main fan in series that meets the minimum airflow requirement at the particular ventilation station along with minimum power consumption. Reducing both booster fans speeds to 1054 rpm results in power consumption of both together dropping to 11.8 kW. Therefore blade setting 5 using two booster fans was determined to be the optimal setting. Separately it was determined that the combination with use of only one booster fan, the West booster fan, running in series with the main fan is the overall optimal scenario. The power consumption of the West booster fan was calculated to be 8.8 kW at 860 rpm with the minimum airflow requirement being met. Computational fluid dynamics is used for analyzing three dimensional flow structures in time domain and calculating the corresponding unsteady pressure fluctuations. The sliding and dynamic mesh techniques were used to study the unsteady flow interaction arising due to the rotation of the fan blades. The numerical predictions of the variables in the form of velocity vectors and contour plots detailing the flow characteristics are then analyzed according to the known physical situation and existing experimental data.

Many techniques that are used to characterize and monitor microbial populations associated with sulfide mineral bioleaching require the cultivation of the organisms on solid or liquid media. Chemolithotrophic species, such as Acidithiobacillus ferrooxidans and Leptospirillum ferrooxidans, or thermophilic chemolithotrophs, such as Acidianus brierleyi and Sulfolobus solfataricus can grow quite slowly, requiring weeks to complete efforts to identify and quantify these microbes associated with bioleach samples. Real-time PCR (polymerase chain reaction) assays in which DNA targets are amplified in the presence of fluorescent oligonucleotide primers, allowing the monitoring and quantification of the amplification reactions as they progress, provide a means of rapidly detecting the presence of microbial species of interest, and their relative abundance in a sample. This presentation will describe the design and use of such assays to monitor acidophilic microbes in the environment and in bioleaching operations. These assays provide results within 2-3 hours, and can detect less than 100 individual microbial cells.

September 2005, Northern Dynasty Mines announced the discovery of a new, high-grade deposit at its Pebble project in southwest Alaska. The product of insightful geological investigation, Pebble East, as it is now known, is quickly growing into one of the most significant copper deposits in the world. Preliminary analysis shows it could reduce the U.S. copper supply deficit by a third. The new deposit has also altered Northern Dynasty’s view of how Pebble should be developed. This article describes the Pebble project as it is currently understood and outlines the work planned for the next several years.

Methylisobutyl carbinol (MIBC) and methoxy polypropylene glycol (Dowfroth 250) bubble thin films were characterized by composition and thickness determinations, using FT-IR spectroscopy and UV-Visible spectrophotometry, respectively. The infrared investigation indicates that the role of frother molecules in creating bubble thin films is based on their effectiveness in inducing H-bonding reorganization of the surrounding free water molecules into a coherent network. From UV-Visible interference patterns, it is found that MIBC forms films with a measured critical end thickness of less than 160 nm, compared to 612 ± 30 nm for Dowfroth 250. The observed values of the free water layer thickness are comparable at 5.65 ± 0.28 µm for MIBC and 6.75 ± 0.34 µm for Dowfroth 250. A higher stability of an MIBC bubble over a Dowfroth 250 bubble is related to the different polarization and orientation of the molecules sustaining the boundary surface water network. The findings are used to explain the different action and associated froth characteristics of the two common industrial frothing agents.

Gravity concentration at the Pegasus Gold/Montana Tunnels Mine, near Helena, MT, began in June 1991 when a coarse-gold-scalping circuit was commissioned. It processes a small portion of the ball-mill circulating load to reduce the risk of gold particles that are too coarse to float from advancing to flotation. The circuit also cost-effectively enhances overall gold recovery and payable gold ounces. This gravity circuit has been a major success. Since the circuit was commissioned, throughput has increased 30%. Several modifications and improvements were made during the last three years that allowed the gravity circuit to keep pace with the higher tonnage. The overall approach to gravity concentration at Montana Tunnels has always been to optimize production rather than maximize the gold ounces produced. This philosophy has now yielded a circuit expansion and relocation project. It will allow for an estimated 50% increase in gravity gold production, while significantly reducing the unit costs of production.
