Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.

The Melbourne City Link Tunnels have been constructed through a BOOT process, the largest undertaking in Australia to date. Tolling commenced on the 1.6 kilometer Domain tunnel in April 2000, and the 3.4 kilometer Burnley tunnel December 2000. The project was delivered by design construct contracting and under ISO 9000. There were a number of major challenges in completing the tunnels, including much higher than expected groundwater infiltration, hydrostatic pressures greater than 6 bar, and unique design and construction applications required to prepare the tunnels for service. This paper covers the end play and final delivery of the tunnels.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, Colorado, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained, and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward sloping (20 pct) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results. When addressing Germany’s resource supplies, we need to distinguish between those domestically available and imported ones. Resource extraction ostensibly competes with the designation of protection areas. However, the parallel existence of wildlife and plant life, and operations in the areas used for resource extractions is continually underestimated. The European Commission has compiled guidance documents facilitating the extraction of resources from protected areas. With regard to resource productivity, the market appears to be the appropriate instrument for minimising resource consumption. Policy makers are now called upon to create a legal framework leading to a consensus accepted by society.

Mineral flotation is effective over a relatively narrow particle size range of approximately 10 to 100 µm. If the upper particle size limit can be increased, however, a run-of-mine ore may be coarse ground, and only the middlings are ground further to achieve required grades. This will result in significant energy savings and increased throughput. In this communication, methods of increasing the upper particle size limit will be discussed on the basis of a flotation model that can predict flotation from both hydrodynamic and surface chemical parameters. An example of increasing flotation recovery by control of a chemistry parameter is given.

Dust control in longwall coal mining depends primarily on the prevention of dust at the source and secondarily on the suppression of airborne dust. One of the primary methods for the prevention of dust is the wetting of the coal face prior to extraction, which can be achieved with water spray systems installed on the shield supports. The spray droplets must travel across the airway to the longwall face, where high ventilation air speeds can entrain water droplets and prevent them from reaching the face thus minimizing the dust control at the source. Through an evaluation of spray plume characteristics in a wind tunnel, the droplet size and droplet drift behavior was determined. This drift behavior was examined by evaluating the spray plume concentration drop and the droplet size shift near the nozzle exit at varying air speeds. Based on these evaluations, CFD modeling was applied to simulate the spray behavior for varying geometries. These results led to the selection of appropriate spray nozzles capable of carrying water droplets to the face at higher air speeds, resulting in an adequate wetting of the coal face and reduced dust generation.

Libby, Montana is the site of a large vermiculite deposit that was mined between 1920 and 1990 to extract vermiculite for commercial applications such as insulation, gardening products, and construction materials. The Libby vermiculite deposit also contains amphibole minerals including tremolite, actinolite, richterite, and winchite. Historically, Libby mine workers experienced high exposures to amphibole structures, and, as a group, have experienced the health consequences of those occupational exposures. It has been suggested that Libby residents also have been and continue to be exposed to amphibole structures released during the vermiculite mining operations and therefore are at increased risk for disease. The Agency for Toxic Substance and Disease Registry (ATSDR) conducted two epidemiological-type studies of residents living in Libby and the surrounding areas to assess these risks. The Environmental Protection Agency (EPA) collected and analyzed exposure data in Libby and used those data to project risks of asbestos-associated disease for Libby residents. The EPA has placed the Libby Asbestos Site, which includes the mine and the town of Libby, on its National Priority List of hazardous waste sites in need of clean up. This article presents a review of the exposure studies conducted in Libby and an analysis of health risks based on the data collected in those studies. Libby mine workers have experienced elevated levels of asbestos-associated disease as a consequence of their occupational exposures to amphibole structures. Libby residents? exposures typically are substantially lower than mine workers? historical exposures, and the health risk projections for residents are, accordingly, substantially lower. © 2007 Published by Elsevier Inc. High titania slag is produced from the smelting of ilmenite. These slags contain approximately 85 per cent TiO2 and consist mainly of a M3O5 solid-solution phase. During cooling the slag can decrepitate to a fine particulate material, which decreases the value of the product. Based on X-ray diffraction analyses of the decrepitated slag after cooling, it was found that the M3O5 phase had almost disappeared. The disappearance of the M3O5 phase was linked to oxidation of the slag. A M6O11 phase formed in the decrepitated slag. It is postulated that decrepitation of high titania slag is caused by volume changes due to the oxidation of the M3O5 phase in the slag.

Caterpillar’s 797 327-t (360-st) mining truck is currently being tested at the company’s proving facilities. Mine evaluations began in the second quarter. The unit will be commerically available in North America in 2000 and worldwide in 2001. The new model is the largest of Caterpillar’s off high-way truck line. In addition, the company has replaced its 966F series II and 970 F wheel loaders with the966G and 972G models. 797 mining haul truck Caterpillar developed the 797 mining haul truck in response to mining companies seeking to reduce cost per ton in large-scale operations. The 797 is sized to work with loading shovels used in large mining operations. And Caterpillar will match the body design to the material being hauled, to optimize pay-loads.

Around the world, mining has been done for thousands of years for the benefit of humankind. The winning process in mining operations ends with the depletion of the deposit or its closure if the operation becomes economically unprofitable. After that, a period of post-mining follows which may last for a very long time and which is generally regarded as a period of hazards, risk and high cost. In the USA alone, approximately 500,000 abandoned mines do exist; worldwide, there are millions. In Germany, too, we have had to deal with abandoned mines for a considerable period of time now.

For the mining industry, the Internal Revenue Code and regulations offer a range of choices in arriving at the allowable depletion. Each case is essentially unique. Two prerequisites can optimize these opportunities: communications between the mining company's tax specialists and its technical staff; and an understanding of IRS definitions. For the latter, a logical starting point is consideration of exploration and development, since they precede production and depletion is unallowable prior to production. Criteria for selecting engineering and accounting options for exploration and development indicate the necessity of interaction between these company functions to achieve the most favorable tax position.

Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. FTIR spectroscopy has been used for the characterization of adsorbed oleate at the fluorite surface. It has been found that modest changes in the adsorption density at high temperature and high oxygen potential do not provide a satisfactory explanation for the significant increase in the hydrophobic character of the system under similar conditions. Rather, FTIR spectroscopic measurements suggest that chemical interaction between adsorbed oleyl groups occurs at high temperature and/or oxygen potential and accounts for the increased hydrophobicity. Specifically, the intensity of the =CH bond of the adsorbed oleate diminishes at high temperature and/or high oxygen potential. Such a phenomenon was not observed in control tests with the calcium oleate soap. For extensive reaction at the fluorite surface, the presence of a new surface species has been identified. These results indicate that the fluorite surface catalyzes an oxidation and/or polymerization reaction between adsorbed oleyl groups which results in a more hydrophobic structure at the fluorite surface.

The support of the roof in coal mines remains a critical safety issue with 3 fatalities from roof falls in 2007 and 430 injuries from roof falls in 2006. A snapshot survey by the authors of room design and support details as well as unplanned falls of ground in the industry revealed some useful data concerning support use, seam details, fall dimensions, bolt lengths and spacing and the stand-up time.

This paper deals with the development of environment performance indicators (EPIs) for the steel industry. Environmental performance has become one of the key measures of business success. Emergence of continuing pressure from customers, employees, government and NGOs for environmental performance evaluation (EPE) of industries has led to evolve a framework for the development of sector specific environmental performance indicators. EPIs can be used by steel industry for assessing the continual improvement in environmental perfromance, selecting various eco-friendly options, benchmarking, environmental reporting, technology assessment and dissemination, evaluating environmental impacts and building EPIs based environmental management systems. The objective of this paper is to develop EPIs for steel industry and provide framework for development of environmental performance indicators based environmental management system and its integration with the overall management system. An indepth discussion has been presented concerning identification of EPIs, eavaluation of significance of EPIs, their prioritization and its integration with Environmental Management Systems. A new methodology has been proposed for implementing EPIs based environmental management systems . The material presented is derived in part from PhD studies of Rajesh Kumar Singh.

INTRODUCTION As the population increased along the coast route (California Route 1), and the people’s need to have guaranteed access increased, the landslides and related road closures began to have serious adverse economic impacts. Landslides were causing major long-term road closures about every 10 years on average. In 1983, ground movement at Devil’s Slide caused Highway 1 to be closed for an extended period of time which caused significant economic loss to the surrounding coastal communities. A number of options for bypassing the slide area were considered, and the Martini Creek inland bypass was selected for design. Subsequent litigation led to the creation of the Devil’s Slide Tunnel Study in 1996. The results of this study indicated that a tunnel alternative would be competitive with the inland bypass. The final decision was left to the citizens of San Mateo County, who approved the tunnel alternative in the November, 1996 election After completion of environmental studies and the processing of legal challenges, the final environmental document was finished in 2001. The preferred tunnel alternative was designated to proceed for final design and construction. PROJECT DESCRIPTION The Devil’s Slide Tunnels consists of a separated two-lane road, one lane in each direction, which passes through twin tunnels and over twin bridges and then connects with the existing non-separated, two-lane road at each end. The total length of the project is approximately 1900 meters consisting of four main project divisions, which are described below, going from south to north. 1.Operations and Maintenance Center (OMC) area, 2.Southern approach roadways to the South Portals (250 meters), including the South Rock Cut,

In flotation, hydrophobic particles are selectively collected by air bubbles, and the bubble-particle aggregates enter the froth phase. However, less hydrophobic particles drop off from the froth phase, while more hydrophobic particles are recovered. Thus, the froth phase provides an important cleaning mechanism. In the present communication, the froth-phase recovery process has been modeled by considering particle retention times and the carrying capacities of bubbles. The model predictions are compared with the experimental data reported by Seaman et al. (2006). The results show that the froth-phase recovery varies with particle size, particle hydrophobicity, and bubble coarsening.

During the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed and who has performed the research have all changed. Although there are a lot of subjective ideas and anecdotal "analyses" concerning these changes, there has been no actual study of these trends to verify the facts. This study was divided into six five-¬year periods for the purposes of comparison. Some of the trends analyzed are co-authorship, research areas, research sponsors and cooperative efforts. In today's research arena, 30 years is a long time. Technology has advanced more rapidly than in any time previously and that pace continues to increase. There are more researchers, more tools for research and an increasing number of companies, agencies and institutions engaged in research. The pace of change and its impact is often discussed and debated at professional meetings and in institutions that engage in research. These conversations will often influence the research decisions of the participants in directions to take or subjects to pursue.

This paper provides an overview of the current use of backfill for ground support in underground metal mines in the United States and a summary of recent accident data reported for these mines by the Mine Safety and Health Administration (MSHA). Backfill mines comprise a major part of the underground metal mining industry and are particularly important in terms of the fatalities and injuries impacting this workforce. Ground falls are the leading cause of fatal accidents at these mines accounting for 50 percent of the total fatalities (4 out of the 8 fatalities that occurred from 2006 through second quarter of 2011). MSHA reported several different types of accidents involving backfill at these mines. While backfill ground falls do not occur frequently, these accidents result in a much higher proportion of fatalities than host rock ground falls. Backfill ground fall accidents are especially hazardous in underhand cut-and-fill mining operations where employees work directly beneath the backfill. An analysis of recent MSHA accident data supports the need for further cooperative research with the mining industry to identify and address ground control problems in underground metal mines using backfill.
