"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

The purpose of this investigation by the Federal Bureau of Mines was to design and construct a fluorescent X-ray spectrograph for dynamic rate studies of selective oxidation in molten metals and to establish basic principles for interpretation of data obtained by this method. An X-ray spectrograph was constructed in which the sample holder is a resistance wound furnace; it was operated up to 800° C. in oxidizing atmospheres. No difficulties were experienced with the cooling or heating systems nor with the protective layer of mica around the X-ray tube window, even though the oxidizing surface of the metal is only 0.5 inch from the X-ray tube window, Means are provided for heating under controlled atmospheres for selected time? temperature cycles.

The San Manuel is a deposit of low-grade disseminated copper ore. It was brought to the attention of the government in October 1942 through an application to the Reconstruction Finance Corporation for a development loan, supported by a report by Henry W. Nichols. Nichols' sampling of two outcrops containing copper silicate and his geologic map indicated that a minable body of copper ore might be developed. The Federal Geological Survey was requested to examine the property. The Survey mapped the geology in March 1943 and cut a few check samples, which substantially confirmed Nichols' sampling of the outcrops and a few shallow workings. The geologists of the Survey recommended some test drilling by the Bureau of Mines. The property was examined by the author and Wm. D. Hughes, associate engineer of the Bureau of Mines on March 22 and 26, 1943, and a preliminary drilling campaign was recommended. Five shallow churn-drill holes totaling 1,480 feet were put down under the supervision of Chas. A. Kumke, one of the Bureau's engineers, from November 23, 1943, to January 13, 1944. This work indicated that the deposit extended deeper than the 350-foot depth attained in the deepest hole and might have very considerable areal extent. Additional funds were allotted, and the drilling contract was extended twice to a final maximum of 17,000 feet with 2,000 feet maximum depth of hole. Drilling was continued by the Bureau of Mines until February 2, 1945, when 15,844 feet of hole had been drilled. The Magna Copper Co. took options on this and adjoining property in September 1944 and commenced drilling with two machines. It also engaged the two contract drills used by the Bureau after it stopped drilling. It exercised its options in August 1945 and organized the San Manuel Copper Corp. to operate the property. That company is continuing to explore the ore body with six churn drills. Thomas Lyon took options early in 1945 on holdings adjoining the San Manuel property on the east and is operating two churn drills. Exploration up to the completion of the last holes started by the Bureau of Mines indicated a block of ore 3,100 feet long, 400 to 800 feet wide, and 500 to 900 feet thick, and averaging about 0.8 percent copper. Subsequent drilling showed that the ore body extends considerably beyond this block. The axis of the ore body strikes about N. 61° E. Copper minerals are disseminated in hydrothermally altered quartz monzonite and monzonite porphyry. Ore outcrops in two small areas over the northeast part of the block. Elsewhere the copper-bearing rocks are capped by Gila conglomerate, which thickens toward the west and south. Drilling showed that the ore is in a thick, tabular body with a steep dip to the south. The ore body lies near the surface in the northeastern part of the block. The south side of the block is much farther below the surface than the north side. There the upper part of the copper-bearing rocks is lightly mineralized, so that the hanging wall of minable ore lies deeper than the base of the conglomerate cap, which thickens southward.

The following are abstracts from papers presented at the 4th Symposium on Respirable Dust in the Mineral Industries and· were produced through research funding under the Generic Mineral Technology Center for Respirable Dust. Full articles appear in the proceedings published in July 1996 in Applied Occupational and Environmental Hygiene. (Volume 11, Number 7). The two addresses included in the proceedings point to the progress, prospects, problems, and perspectives on control of respirable dust and dust-related disease in the mineral industries. The symposium papers deal with respirable dust issues that are longstanding such as characterization, health effects, control of airborne coal dust, new and emerging issues such as iron toxicity, diesel particulates, and sampling. The papers were grouped into the following topics: continuous dust monitoring, encompassing the development of a fixed-site monitor that will provide continuous information on instantaneous and time-weighted respirable dust concentrations; mechanisms involved in the generation of dusts in mine environments, important for dust control at the source; characterization and control of diesel emissions (particularly diesel particulates) in mine atmospheres; mining systems effects and models; dust control in mine working faces and in milling environments; characterization of the physical, chemical mineralogical, and biological properties of the dust and their relevance to health effects and sampling; dust-lung interactions, encompassing results from several biomedical studies dealing with acute and chronic inhalation of airborne dusts and associated lung responses; the role of iron in causing lung injury; and therapeutic strategies for ·the control of pulmonary disease. All papers submitted to the organizers were peer-reviewed. In the proceedings, we have not differentiated among the platform and poster papers; rather, they have been grouped into the above topical areas. Taken together, these papers reveal significant progress in the control of dust generation, characterization of dust, understanding of dust-lung interaction, and mining and milling practices to reduce dust exposure - all essential for reducing dust-related occupational hazards at the workplace.

"Bureau of Mines engineers3/ examined the White Eagle fluorspar mine on September 3, 1943, and again on February 17, 1944. The examinations led to a proposal for the exploratory project upon which this report is based. The project, which was supervised by the author and P. L. Russell, was started on April 6, 1945, and completed on June 26, 1945.Geologists4/ of the Federal Geological Survey examined, mapped, and reported on this property prior to initiation of the Bureau of Mines project.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. H. S. Dean, assistant director.Special acknowledgment is due to C. H. The property is reached from Deming, N. Mex. by taking the paved U. S. Highway No. 260 northwestward for 13 miles to the junction with State Route 61. State Route 61 is a graded but unpaved road and is followed northward for 8 miles to a junction with a poor dirt road, which is followed eastward for 11 miles to the mine. Silver City, N. Hex., is about 50 miles northwest of the mine and may be reached by several routes.The White Eagle patented claim was owned by L. H. Duriez of Vanadium, N. Mex., W. D. and W. A. Howard of Deming, N. Mex., Alvan N. White of Silver City, N. hex, and: Mrs. E. M. Saunders of Los Angeles, Calif. D. P. McCabe of Lordsburg, N. Mex., a former lessee, has recently contracted to purchase the property.The White Eagle claim was located about 1920 and was patented in November 1933. It was leased to Cooper Shapley of Deming, N. Mex., in July 1933; to General Chemical Co. from August 1938 to May 1940; to Antonio Cristo from October 1940 to the fall of 1942; and f is ally it passed into the hands of D. F. McCabe of Lordsburg, N. Mex., in May 1945.Approximately 25,000 tons of fluorite ere containing about 65 percent CaF2, have been mined and shipped from this property.5/ Most of this ore was mined by Cooper Shapley and the General Chemical Co. and shipped to the General Chemical Co.'s La Purisima mill at Deming. No exact data on production are available."

The success of longwall mining can largely be traced to the development of powered roof support systems. The most significant improvement in powered support design has been the shield support, which improved kinematic stability and promoted the application of longwall mining in difficult-to- control caving conditions where chock and frame supports were inadequate. The most obvious trend in shield design has been an increase in shield size and capacity. This U.S. Bureau of Mines report examines shield design and operation practices and their consequences for the utilization of high-capacity shield support systems. An optimization goal is to minimize support loading by selecting an active shield setting force that is compatible with strata behavior and shield loading characteristics. Shield stiffness is an important design parameter that is often overlooked. A consequence of increasing shield capacity by incorporating larger diameter leg cylinders is a proportional increase in shield stiffness. Setting forces have also increased in direct proportion to the increase in shield capacity. The increased stiffness and higher setting force cause the available capacity to be consumed more quickly, severely limiting the ability of high-capacity supports to last longer and provide reserve capacity for difficult mining conditions.

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health installed 39instrumented, fully grouted bolts at six test sites in a trona mine retreat panel to study mine roof stability for the improvement of workplace safety. Variables at each test site included bolt spacing, bolt length, roof span, and location in the panel layout. At most test sites, two rows of instrumented bolts were installed, one in or near the intersection created during development and the other in or near the intersection created during second-pass mining. The most significant factor affecting bolt load was roof span. The highest loads were on the bolts installed in the intersections of the 6-m-wide entry. Mining-induced stress resulting from panel layout was the next most significant factor affecting bolt loading. Minor variations in bolt loading could be attributed to changes in bolt spacing and bolt length. Gas pressure release in the immediate roof contributed to some bolts showing compressional loading during gas bleed-off.

Well-prepared personnel and an effective emergency response plan are essential components of any emergency command center. Unfortunately, evaluating emergency preparedness is often difficult until a disaster actually occurs. For example, unexpected events may develop during an emergency that were not considered during the planning phase. Also, the command center may need to cooperate with organizations that it has not worked with previously. Preparation can be especially difficult for smaller or remotely located command centers, or those with limited resources to conduct mock drills. This paper explores the potential of using the Internet to teach and evaluate command center skills. The National Institute for Occupational Safety and Health (NIOSH) is developing an Internet-based, computer simulation training package for the mining industry. Trainees will play the role of command center leaders at a mine, while the actions of other individuals and organizations are simulated. Trainees will be able to test their emergency response plans and learn valuable lessons from past mine emergencies. Nationally recognized experts will be able to create new training scenarios and make them available to mines throughout the U.S. This product should better prepare command center personnel for large-scale disasters such as fires and explosions. In this report the importance of diffusion in controlling the emission of methane in mines is examined. An in-situ diffusion parameter is defined and calculated for a hypothetical unfractured lump of coal in the Pittsburgh and Pocahontas No. 3 coalbeds. The values obtained are similar to those obtained with lump coal in laboratory experiments.

The large amount of computer code required for this simulation model dictates that reasonable limitations be placed on some of the input variables. The program permits the following maximum sizes: 1. Ten mine car stations 2. Twenty track intersections 3. Three hundred mine cars 4. Eight motors 5. One hundred profiles 6. Twelve intersections between stations 7. Forty-five profile changes between stations 8. Thirty station pairs (routes) These may be changed by the user providing the particular computer in use has available core storage. Helium production and shipment reached new peaks in 1.361. The Bureau of Mines produced 727 million cubic feet, 13 percent more than the 1960 record, and shipped 552 million cubic feet, 16 percent more than the 1960 record. Production exceeded demand for the third successive year, enabling the Bureau of Mines to add 174 million cubic feet to the volume stored underground for future use. At the end of 1961, the total volume of helium in underground storage in the Clifside gasfield was 44-7 million cubic feet. Contracts to implement a long-range helium conservation program were completed with four companies, obligating all the contracting authority of $47.5 million a year made available by the Congress. The four companies will finance, build, and operate helium extraction plants to recover from natural gas an annual average of 3.1 billion cubic feet of helium that would ordinarily be wasted when the helium-bearing natural gas is used for fuel.

Helium shipments for 1965 exceeded the volume shipped during the previous year for the 16th successive time. Shipments from Bureau of Mines helium plants were 698.6 million cubic feet, 2 about 4.7 percent more than in 1964. Production at Bureau of Mines plants totaled 757.4 million cubic feet, and an additional 3,549.6 million cubic feet was produced by private companies participating in the helium conservation program and purchased by the Bureau of Mines and stored underground for future use. The Bureau of Mines continued to sell helium at $35 per thousand cubic feet, the price established in 1961. Production and sales of helium increased from the one private plant operating entirely outside the Government's helium program. A second private plant was virtually complete at yearend, although actual production had not commenced.

Fiji has been an independent country within the British Commonwealth of Nations since 1970. It consists of an archipelago of more than 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets, to the larger mountainous islands of Kandavu, Taveuni, Vanua Levu, and Viti Levu of volcanic origin. The islands of Fiji straddle the 1800 meridian about 1,800 kilometers south of the Equator in the part of the southern Pacific Ocean known as Melanesia. The production of gold and silver from the Emperor Mine at Vatukoula on the island of Viti Levu, the main island of Fiji, remained Fiji's only metallic mineral producer. Mining began at the Vatukoula site in 1933, producing 124 million troy ounces of gold and 147 thousand troy ounces of silver by yearend 1985.

In cooperation with Cyprus Twentymile Coal Co., researchers from the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, conducted a study at the Foidel Creek Mine, an underground coal mine near Oak Creek, CO, to evaluate the stability of underground working conditions as a longwall advanced through a series of backfilled cross-panel entries. Instruments installed in the cross-panel entry pillars, backfill, longwall panel, and adjacent headgate entry were continuously monitored by a computerized data acquisition system as the longwall approached and advanced through the backfilled section of the panel. Data collected from these instruments were analyzed to determine the magnitude and direction of the secondary principal stress changes ahead of the longwall face, deformation and closure of the headgate entry, and stability of the cross-panel entry pillars and backfill. A three-dimensional, boundary element model was calibrated to accurately predict mining-induced stress changes and the distance they occurred ahead of the longwall face. As the longwall advanced through the backfilled entries, most of the mining-induced load was supported by the cross-panel entry pillars. The backfill provided stability for the roof and floor of the in-panel entries and also confined the entry pillars significantly improving their load-carrying capacity. Comprehensive information derived from backfill material property tests, instrument data, underground observations, and numeric modeling results document the safety and stability of the 8-Right mine through and should provide beneficial case study information for other longwall backfilling applications in the future.

Introduction This Instructor’s Copy contains most of the materials trainers will need in order to use Drill Rig Incident (DRI). It includes suggestions for using the exercise, performance objectives for the training, master answer sheets, a scoring key, and a set of discussion notes that provides additional subject information. Four appendices are also included. Appendix A is the complete exercise problem booklet. It may be reproduced so that every person in the training class has one. Appendix B contains answer sheet blanks. The blanks are furnished if you choose to have the invisible ink answers that appear in appendix C printed on them at your location.3 Answer sheets are consumable. One is needed for each group of three to five persons who work the exercise together. An alternative is for each individual trainee to have his/her own answer sheet. Appendix D contains the 24-question pretest / posttest that was used in the field evaluation of the DRI exercise. Acknowledgment The authors thank Linda J. As part of an experiment in the restoration of lands strip-mined for coal, revegetation studies were conducted at three backfilled strip-mine sites in north-central Pennsylvania. The sites were subdivided into plots that were given varying amounts of lime and fertilizer. In tests conducted cooperatively with State and Federal agronomy experts, the plots were then planted with a variety of trees, shrubs, and grass-legume mixtures. Initial tree and shrub survival was not appreciably affected by lime and fertilizer applications where the spoil pH was above 4.5. Of 14 species of trees and shrubs tested, Norway spruce, black locust, Japanese larch, pitch pine, and white pine were the hardiest. The ground-cover percentage of grass-legume mixtures in the second growing season was substantially increased by using lime and fertilizer. Mixtures comprised partly of fescue were the most satisfactory.

Native asphalt was produced by four companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm. R. L. White Co., Dabney Quarry, Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Utah and Colorado, was mined by three firms: American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California); Ziegler Chemical and Mineral Corp.; and Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation), from properties in Uintah County, UT. Gilsonite is used for a variety of purposes including automobile bodysealer, light-weight aggregate for cement used in oil well drilling, asphaltic building board, protective coverings, anticorrosive paints, and roofing compounds. Gilsonite production in 1985 declined 57% owing primarily to reduced oil well drilling activity. The value per ton was essentially unchanged.
