In the last few decades, a considerable amount of effort was directed at accurately determining the coal pillar strength to use for safely designing coal mines. The outcome of this early work was the well known Obert-Duvall, Holland-Gaddy, Bieniawski, and Salamon-Munro equations for coal pillar strength. All of these equations were developed for, and were calibrated with, pillars in a large room-and-pillar area such that the loading could be determined using the "tributary-area" theory. In order to account for the abutment loads associated with full-extraction mining, the empirical methods have typically adopted a simple conceptualization of the abutment load through use of an "abutment angle." Short of a complete numerical or analytical analysis of the coal seam and surrounding strata, very little work has been Fretted toward refining the empirical analysis of pillar loading. It appears that the vast majority of the research has been directed at determining the pillar strength, the numerator of the safety factor equation, when the denominator of the safety factor equation, the pillar loading, plays an equally important role in pillar design. This paper will address the deficit of pillar loading research by exploring the accuracy of the empirical abutment load calculations using insight provided by an elastic overburden model, a laminated overburden model and field observations. Ultimately, it is determined that a constant abutment angle probably over-predicts the abutment load as the mining depth increases.

A cooperative research effort was established between the Tilden Mining Company LC, the United Steelworkers of America, and the National Institute for Occupational Safety and Health to lower respirable dust levels in an iron ore grinding and concentrator plant. This cooperative effort involved three field studies to evaluate different techniques to lower respirable dust levels. The greatest impact on lowering respirable dust concentrations throughout this facility was achieved through ventilation changes. The most significant improvement was realized by changing the ventilation profile throughout the entire facility. The ventilation to this grinding and concentrator facility was provided by approximately 40 roof fans operating in either the intake or exhaust mode. The operation of these fans was significantly changed in an attempt to pro-vide more of a directional flow pattern throughout the facility, as well as to more closely balance the intake and exhaust air volume. This change accounted for a 31 pct reduction in respirable dust levels in the primary grinding area of the mill. Another successful modification was to improve the sealing of a reclaim tunnel to the outside and by barricading the access point from the reclaim tunnel to the concentrator plant. This minimized the dust liberated in the conveyor tunnels from traveling through the reclaim tunnel and into the plant. These two modifications illustrate the impact that improvements in ventilation can have on lowering respirable dust concentrations in iron ore processing facilities.

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

"High explosives are generally shipped in stout wooden boxes of convenient size, which are much sought after by miners and others for miscellaneous uses after they are emptied. The management of most mines has no fixed policy for the disposal of used dynamite boxes and will allow any one to carry them away. Many dynamite boxes are nailed up in the mine buildings or underground to serve as shelves and cupboards. Some are used as receptacles for odds and ends, and others are used in taking samples.Although used explosives containers are so generally put to beneficial service, there is nevertheless an element of danger in their use. Dynamite boxes are particularly dangerous. Very often nitroglycerin exudes from the dynamite sticks and is absorbed by the wood of the box. Such boxes are dangerous because they are very explosive. Although a box that has not absorbed nitroglycerin is safe, yet there is always the danger that a person will get a box that is partly saturated.On account of this danger, all mining companies should use extreme care in giving away used explosives containers. Some one individual who is acquainted with explosives and their peculiarities should act as inspector for every container given away. This job may best be handled by the man in charge of the powder magazines. A box that shows any stain of nitroglycerin should be destroyed by fire. The other boxes that are free from nitroglycerin or dynamite can be used."

The U.S. Bureau of Mines estimated the potential availability of titanium from 39 mines and deposits in 12 market economy countries. The evaluated properties account for 76 pet of the market economy country demonstrated resources, which total 603 Mt of contained titanium dioxide (Ti02) in the minerals rutile, ilmenite, leucoxene, and anatase, and represent 95 pct of current production. Approximately 250 Mt of contained Ti02 could be economically recovered from evaluated titanium operations at January 1992 market prices. In terms of mineral concentrates, this equals approximately 19 Mt of rutile concentrate, 110 Mt of ilmenite concentrate, 47 Mt of synthetic rutile concentrate (in addition to the ilmenite), and 160 Mt of titanium slag that could be recovered. Over the past decade, the titanium minerals industry has adapted to the changing market. In the 1980&apos;s, titanium producers expanded production because of the rising demand for titanium products. Today, the titanium industry is in a state of overcapacity, and byproduct revenues, such as that from zircon, have become essential in keeping operations profitable. The industry has also witnessed a greater dependence on upgraded ilmenite products, such as titanium slag and synthetic rutile, because of the expense of rutile and the lower wastes emitted from these upgraded products. As a result of this dependence on upgraded ilmenite products, South Africa has become a leading titanium producing country and has displaced Australian production.

The major fire and fire injury findings for all metal/nonmetal mining categories for 1990-2001 are shown in tables 64-65. Table 66, partly illustrated in figure 22, shows the number of fires, fire injuries, fire fatalities, risk rates, employees&apos; working hours, and lost workdays for all metal/nonmetal mining categories by time period. For all metal/nonmetal operations (including stone and sand and gravel), a total of 518 fires occurred during 1990-2001; 296 of those fires caused 308 injuries and 4 fatalities (Ewhr = 4,012 x 106 hr, In = 0.015, LWD = 36,204). Thirty fires and 26 injuries involved contractors. The greatest number of fires and fire injuries occurred at surface operations; the highest risk rate values were also calculated for surface operations. The number of fires increased during the first four 2-year time periods (1990-1991, 1992-1993, 1994-1995, and 1996-1997), then decreased during the last two periods (1998-1999 and 2000-2001). The number of injuries showed a decrease throughout the periods, accompanied by an increase in employees&apos; working hours. Twenty-five firefighting interventions by mine rescue teams in underground mines and at least 30 interventions at surface operations were required to combat these fires. However, 45 fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. Ninety-seven fires were detected late, and 30 fires were undetected. The ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flame (169 fires or 33% with 137 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (89 fires or 17% with 46 injuries and 3 fatalities), heat source/explosion and flammable liquids/ gas/refueling fuel on hot surfaces (98 fires or 19% with 73 injuries), electrical short/arcing (51 fires or 10% with 16 injuries), and spontaneous combustion/hot material (46 fires or 9% with 17 injuries). The flame cutting/welding spark/slag/flame source caused fires usually involving welders&apos; clothing or oxyfuel/grease and other materials (including chute and dust collector liners, flammable liquids, belt material, crusher, hopper and shaker deck materials, washer plants, equipment mechanical components, stampler breaker, hydraulic fluid, rubber tires and hoses, gear boxes, bin feeder, dump rope cables, screen liner and screen panel, kiln and shaft material, pipelines, liquor pumps, wood pallets, electrical junction boxes, handrails, grease, refuse, shop and wood). The spontaneous combustion/hot material and electrical fires were usually detected late due to lack of combustion gas/smoke detection systems. Objective To identify techniques to reduce the probability of gob gas explosions. Background In the last 6 years, seven explosions of methane and/or coal dust occurred within worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many mine seals and caused much damage external to the sealed area. Three of these gob gas explosions occurred in one mine in Alabama over a 3-year period. Fortunately, the explosion forces and the toxic gases that vented from the sealed gob area did not cause fatalities or injuries, but they destroyed several large seals. If miners had been inspecting or working near these areas, the potential for serious injury and/or death would have been high. The United Mine Workers of America and the Mine Safety and Health Administration (MSHA) requested that the National Institute for Occupational Safety and Health (NIOSH) help identify the mechanisms for lightning penetration into the gob and recommend ways to reduce the probability of occurrence of future explosions from such lightning penetrations into sealed areas of underground coal mines. Because three of the explosions occurred in a single mine, special attention was focused on these particular explosions. The first occurred in April 1994 in a sealed area, which enclosed about 1.35square miles of abandoned workings (gob). This explosion destroyed 3 of the 38 seals that surrounded the gob. These seals were less than 2,000 ft away from three 4.5-in-diam steel-cased test wells that extended from the surface into the mine entry. At the time of the explosion, the National Lightning Detection Network (NLDN)verified 12 lightning strikes within 10 miles of the mine, including several above the gob. After the 1994 explosion, the damaged seals were rebuilt using an acceptable seal design capable of with standing a 20-psi explosion, as required by 30 CFR 75.335. On January 26,1996, a second gob explosion destroyed five more cementitious pumpable seals less than 2,000 ft away from those destroyed in 1994and even closer to the steel-cased wells. The NLDN verified72 lightning strikes in the area of this second gob explosion. Compressive strength analyses of fragments from the destroyed seals showed that strengths ranged from 11 to 138 psi, with an average of83 psi. This is over 100 psi below the minimum 200-psi compressive strength requirement for cementitious pumpable seals. These seals were again replaced. On July 9, 1997, the third and most violent explosion occurred in the same vicinity of the last two explosions. Three more cementitious pumpable seals were destroyed, including one newer seal that exceeded the minimum 200-psi compressive strength requirement. Any communication system requires at least three elements in order to function: a transmitting device, a receiving device, and a transmission line or propagation medium. Even the device children use, tin cans connected with string, consists or these three elements. One speaks into one can (transmitter), which vibrates at the same frequencies as the voice. The string (transmission path) picks up the vibrations of the can and carries them along its entire length. The other can (receiver) detects the vibration and reproduces the original sounds to a lesser extent depending on distance, tightness of string, type of string, etc. All communication systems depend on these three elements: transmitter, transmission path, and receiver. Communication systems can be divided into three fundamental categories: wired phone systems, radio systems, and carrier current systems. Sections 2.2, 2.3, and 2.4, respectively, describe these systems and explain the basic principles of how each works. Hybrid systems are those systems that use various combinations of the three basic communication methods. Hybrid systems are described in section 2.5. There are some other methods of signaling (stench warning, bell signaling, etc.) that can be used in underground mines to transmit or convey information. These systems, although they cannot be considered true communication systems since they do not provide voice or even two-way communication, are briefly described in section 2.6. 2.2 Wired Phone Systems Wired phone systems are all those that depend on a wire connection between phones with the wire carrying the voice signals. Figure 2-1 is a diagram of two typical wired phone systems.The top panel shows a simple single pair party line system. In this system each phone is connected to a common pair of wires, and a person speaking into one phone will be heard at all the other phones on the line. The bottom panel shows a multipair private line phone system. In this type of system, each phone is connected by its own individual pair of wires to a central switch or telephone exchange. To establish a call between two phones in this system, the lines between the two phones must be connected (switched together) within the telephone exchange. In early exchanges, the connections were made manually by an operator. These exchanges are called Private Branch Exchanges (PBX&apos;s). Today, equipment within the exchange can automatically connect each phone to any other phone in the system. These exchanges are called Private Automatic Branch Exchanges (PABX&apos;s). There are many different types of automatic exchanges. Some utilize switches to physically make each connection according to the number dialed. Other, more advanced exchanges are completely solid state and may even be computer controlled. [ ]

"Under existing conditions in the treatment of oxidized lead ores containing small quantities of molybdenum no provision is made for the recovery of the molybdenum. Considerable quantities of this important element are lost in the slags of the lead smelters and constitute an economic waste. There is little or no probability that slag dumps containing molybdenum in small quantities could be economically treated for the recovery of the element, and steps for the prevention of waste in this respect must be taken prior to smelter treatment.Wulfenite, lead molybdate (PbMo04), and molybdite, molybdic ocher (Mo03), are the molybdenum minerals most abundantly found in deposits of oxidized lead ores. Wulfenite contains 39.3 per cent molybdenum trioxide and 60.7 per cent lead oxide; molybdite contains 66.7 per cent molybdenum and 33.3 per cent oxygen. Plumbojarosite, argentojarosite, cerussite, and occasionally anglesite are commonly associated with wulfenite ores, and the oxidized iron content is usually fairly high.The recent discovery and development of a body of wulfenite ore in the Star district near Milford led to a cursory microscopic examination of samples of the ore, followed by a few preliminary tests which had for their object the separation and recovery of the lead and molybdenum in separate products.The microscopic examination showed that the samples used in the work were composed of wulfenite, plumbojarosite, and a small quantity of cerussite, and indicated that the iron content was quite high. The ore was porous and yellowish-brown; crystals of wulfenite appeared to be quite uniformly distributed through it, and this mineral and plumbojarosite (Pb0.3Fe203.4S03.6H20) apparently accounted for the major part of the lead content, although lead"

"Everyone admits that there are more accidents in metal mines than there should be but there is much difference of opinion as to the causes of accidents, whether avoidable or unavoidable, and the amount of responsibility attaching to the miner and the mine operator, respectively. However, it seems that one of the main reasons why there are so many accidents, is that there is so little general knowledge regarding their causes and costs. Some information regarding the costs and causes of metal-mine accidents is presented in this paper.The data contained were obtained from a study of the complete accident and medical reports of two large metal-mining companies, which carry their own insurance. Path maintain hospitals with competent medical attendants. One of these companies also maintains a very efficient safety bureau, consisting of a safety engineer, with two assistants who work in connection with the medical department, and with the safety committee made up from among the miners themselves.Daring the year of 1920, ""A"" Company employed approximately 900 men, and these men worked more than 270,000 shifts. There were 373 minor and major injuries, among these 900 men, hence assuming that each injured man was hurt cut once, 41 per cent of the men who worked in this mine received some kind of time-losing injury during the year. On account of these injuries the injured men lost 3731 shifts, and thus the time lost due to injuries amounted to approximately 1.4 per cent of the total number of shifts worked,"

Problem: Blasting is a hazardous component of surface mining. Serious injuries and fatalities result from improper judgement or practice during rock blasting. This paper describes several fatal injury case studies, analyzes causative factors, and emphasizes preventive measures. Method: This study examines publications by MSHA, USGS, and other authors. The primary source of information was MSHA’s injury-related publications. Results: During the 21-yearperiod from 1978 to 1998, the mean yearly explosive-related injuries (fatal and nonfatal) for surface coal mines was 8.86 (95% CI: 6.38 -11.33), and for surface metal/nonmetal mines 10.76(95% CI: 8.39 - 13.14). Flyrock and lack of blast area security accounted for 68.2% of these injuries. This paper reviews several case studies of fatal injuries. Case studies indicate that the causative factors for fatal injuries are primarily personal and task-related and to some extent environmental. A reduction in the annual injuries in surface coal mines was observed during the ten-year period of 1989 - 1998 [5.80 (95% CI: 2.71 - 8.89) compared to the previous ten-year period of 1979 - 1988 [10.90 (95% CI: 7.77 - 14.14)]. However, such reduction was not noticed in the metal/nonmetal sector, i.e., 9.30 (95% CI: 6.84 - 11.76) for the period 1989-1998compared with 11.00 (95% CI: 7.11 - 14.89) for the period 1979-1988. Discussion: A multifaceted injury prevention approach consisting of behavioral/educational, administrative/regulatory, and engineering interventions merits consideration. Impact on industry: The mining community, especially the blasters, will find useful information on causative factors and preventive measures to mitigate injuries due to flyrock and lack of blast area security in surface blasting. Discussion of case studies during safety meetings will help to mitigate fatal injuries and derive important payoffs in terms of lower risks and costs of injuries.

Recent employment figures (taken from the Mine Safety and Health Administration&apos;s database) indicate that the number of independent contractor&apos; employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). In carrying out a general plan of ascertaining more efficient and more economical methods of utilizing the fuel resources of the United States, in order to prevent unnecessary waste and thus conserve the available supply, the United States Geological Survey made a series of experiments on the combustion of fuel in house- heating boilers. As it was realized that steam boilers of the ordinary types used for heating private houses are often installed and operated under conditions unfavorable to fuel economy and smoke prevention, these experiments were made with briquets, raw coal, and washed coal, so as to determine what is to be expected of these fuels in a representative house-heating plant, properly installed and operated. Briquetted coal had been frequently tested in the hand-fired furnaces under the Heine boilers in the Survey fuel-testing plant at St. Louis. The results were so satisfactory as regards economy and smokelessness that it was decided to conduct a series of tests to determine the value of this fuel for domestic heating purposes. Beginning in October, 1906, a number of evaporation tests were made on the house-heating boiler installed to heat the buildings occupied by the structural-materials laboratory, both briquets and coal being used. After these tests were well under way, it was thought advis- able to conduct some additional tests under conditions more constant than could be maintained at this plant. A carload of briquets was shipped to the University of Illinois engineering experiment station at Urbana, Ill., where two house-heating boilers of a size commonly used in residences were available. This equipment permitted more uniform conditions of pressure and capacity, making the results more valuable for comparison. Tests were made with this fuel at Urbana in June and July, 1907. The present paper is an account of both series of tests, and includes also details of tests made at Urbana on three standard fuels in the spring of 1908. Perhaps the most important result obtained is that showing the relative value of different fuels for domestic purposes. The separation of tantalum and columbium by solvent extraction was under-taken as part of the Bureau of Mines research program to improve methods for extracting, separating, and reducing these elements to metal. The diethyl ketone aqueous HCl-HF system was one of several systems studied to determine the effect of metal and acid concentrations in aqueous solutions upon the transfer of tantalum and columbium into selected ketones. The tantalum-columbium oxide mixture used in this investigation was obtained by chemical extraction from Geomines slag. The investigation showed that tantalum 99.4 percent pure and columbium 97.2 percent pure can be produced by the selective transfer of tantalum into diethyl ketone from a solution of 2-N HF and 1-N HC1. The relatively low acid concentration necessary for tantalum transfer and the excellent selectivity of the system recommend its use for the separation of tantalum and columbium.

Low-temperature heat capacities and high-temperature enthalpies were determined calorimetrically for Na2Cr04, A reversible transition was found at 700° K with an isothermal heat of transition of 2,263 cal/mole. High-temperature X-ray diffraction analysis showed that the transition was a crystal change from the low-temperature orthorhombic form to the high-temperature hexagonal form. At 795° K the hexagonal form had the parameters a, = 5.691 and co = 7.478 A. Powder diffraction data for the high-temperature form are given and possible structures discussed. The melting point was determined to be 1,065° K with a heat of fusion of 5,810 cal/mole. Enthalpy and entropy increments from this investigation were combined with other data from the literature to calculate enthalpies of formation, free energies of formation, and equilibrium constants of formation from 298° to 1,400° K. Equations that represent enthalpies above 298° K are given.

Considerable current interest is evident[l,2] in the use of transient electromagnetic methods for subsurface remote sensing. A transient method is discussed which uses a periodic video-type pulse containing a wide frequency range. A video pulse is used as an interrogating signal both for "target" identification and detection for relatively short depth (c 20 meters) applications in soil and soft rock media. If the medium is favorable, e.g., hard rock, greater depth applications appear to be feasible. The same procedures would be applicable for deep geological exploration but would require a substantial reduction in frequency and increase in target size. It should be noted that video pulse generators with 35 kv peak voltage and nanoseconds base widths are now within the state-of-the-art, thus significant power over broad spectral ranges is possible. In the design of a video pulse sounding system, 5 main problem areas can be identified; 1 ) selection of the pulse shape or spectral content of the video pulse, 2) design of a radiating structure which effectively couples such a pulse into the medium, 3) isolation of the radiating and receiving mechanisms, 4) realistically accounting for the dispersion and attentuation of the medium and the air-medium interface, and 5) interpretation or processing of the received signal waveform. Each of these problem areas will be discussed and illustrated with experimental and/or theoretical results. The Video Pulse Selection of the proper video pulse signal is dictated by 3 considerations, the maximum desired depth of penetration, the attenuation of the medium and the required resolution and size of the target. For a lossy medium, penetration and resolution are clearly at cross purposes and a compromise is necessary. The exact nature of the compromise is dictated by the application, but the spectrum of the video pulse should not contain any frequencies higher than the predicted cut-off, i.e., that frequency which is attenuated to the threshold level of the receiver. Table 8 provides data for the estimated value of world export trade of all mineral commodities from 1980 through 1991. It also provides a breakdown of the total into mineral fuels and non fuel minerals. These data have been developed from UN export trade data presented in table 9. The percent distribution and growth of the value of world export by major commodity groups are presented in tables 9, 10, and 11, respectively. In terms of industrial minerals (nonmetals), data in tables 10 and 11 include crude industrial minerals only, while table 8 includes an estimate for other industrial minerals. The 1991 estimates that appeared in the 1991 issues of this publication have been revised. It is typical for this section to review the year prior to the year of review because of the unavailability of data at the time of publication. The aggregated value of export trade in mineral commodities for 1992 was not available at the time of publication. The total value of nonfuel and fuel mineral exports for 1991 was about $616 billion in current (1991) dollars. The value of mineral fuel export trade accounted for about 53 % of the total mineral export trade. In 1980, the contribution of mineral fuel to the value of mineral commodity export trade had been almost 68%. The 1991 world mineral commodity export trade represents a 5.3% decrease (table 8) from that of 1990. The largest decrease was attributed to the decrease of export trade of fuel minerals (5%). The value of non fuel mineral export trade decreased by 4 %. Because the value export trade of all commodities increased by 1.2 %, the share of mineral commodities decreased from 19.2 % to 17.9 % of the total.

The Bureau of Mines smelted samples of chromite ore and concentrate from the General Services Administration (GSA) purchasing depot at Grants Pass, Oreg., in a submerged-arc furnace to establish smelting conditions and the energy requirement to produce high-carbon ferrochromium. Raw material, in the form of ore, flux, and reductant, and electrical energy are available on the Pacific coast to smelt the chromite. The concentrate can be smelted without prior agglomeration by employing hogged wood (wood chips) as a major portion of the reductant. The energy requirement is relatively low, about 3,960 kw.-hr. per ton of alloy. The ferrochromium produced will contain about 60 percent chromium. In addition to the smelting data, a statistical summary of the grade and amount of chromite purchased during the stockpile program and estimated chromite reserves and production volume are given. It is estimated that 632,000 tons of Cr203 contained in chromite of all grades is available in the western coastal States. Of this total there appears to be sufficient metallurgical-grade and beneficiable ore to sustain a smelting operation for 25 years at a consuming rate of 25,000 tons a year, utilizing material comparable to that delivered to the Government stockpile.

"The underlying principle of the storage battery was discovered within the memory of many still living, hence storage-battery locomotives, which were made possible by this discovery, represent a still more recent development. The Journal of the Franklin Institute for December, 1883, gives an account of the building of an electrical omnibus by The Electrical Storage Battery Co., of Millwall, London, This, if not the first, was among the first attempts to, use the storage battery as the source of energy for locomotion.During the period 1888 to 1893 occasional attempts were made to apply this idea practically, but not much was achieved along useful lines.. The progress during the next, 15 years was slow, and little success was achieved. Therefore, the last two decades may be considered the successful development period of the storage-battery locomotive.In coal mining, the application of the storage-battery locomotive is chiefly in gathering service in competition with animal or cable-reel locomotives. The locomotive delivers empty cars to the rooms or working places where the coal is being mined and hauls the loaded cars from the rooms. The length of haul depends upon the distance of, the junction point from the active workings of the mine. As a rule the haulage from the junction point to the foot of the shaft or bottom of the slope is done by trolley locomotives, but in some instances where the grades permit this main-line haulage work it: performed by storage-battery locomotives.As the place storage-battery locomotives occupy with respect to safe haulage in gassy mines appears to be misunderstood, it is the purpose of this paper to clarify this point.Those who originally designed storage-battery locomotives had no thought of safety in mind and it is just as well that they did not, as these early types of storage-battery locomotives with open controller open motor, open rheostats, flimsy headlights, and crude wiring were very dangerous electrically and not at' all suitable for use in a gassy mine. These locomotives, however, were placed in mines in which open lights were permitted and they replaced considerable animal haulage. Later they were gradually introduced in mines where closed lights were used, but in most cases these mines were not extremely gassy."

As part of its investigation of methods of increasing the efficiency of fuel resources, the Bureau of Mines is continuing the study of the general problems involved in the economic use of fuels in gas pro- ducers that were carried on by the technologic branch of the United States Geological Survey. In the course of this study many inci- dental problems of prime importance have demanded consideration. Among them is the determination, under practically constant con- ditions, of the duration of gas-producer tests necessary to reduce the possible error to a minimum. A discussion of this proper length of test period forms the first part of this bulletin. An attempt to dispel some of the uncertainties that arise in an investigation or to account for some of the minor phenomena often necessitates a systematic and careful study of certain chemical, ther- modynamic, or physical laws, or a combination of these, which in turn may result in information or conclusions of great value. Fur- thermore, seemingly unimportant observations often prove to bear directly upon the design, construction, or manipulation of the machine under test. In attempts to improve the gas producer considerable attention has been given by manufacturers to such questions as fixing or isolating the combustible components of the tar, utilizing the waste heat of the producer for the generation of the steam required by the plant, apply- ing the suction principle to bituminous coal and other tarry fuels, and many allied subjects. Little study, apparently, has been given to the physical-chemical conditions most suitable to the formation of hydro- gen and of carbon monoxide, with a view to regulating the percentages of these gases in generators using fuels other than anthracite coal or charcoal. An attempt was made to introduce such investigations when the operations of the government coal-testing plant began at the Louisi- ana Purchase Exposition in St. Louis in 1904, but owing to adverse conditions these problems were abandoned until the plant was trans- ferred to Norfolk in 1907. The delay in beginning this line of inves- tigations, together with the short testing season at Norfolk, limit the second part of this report to preliminary physical-chemical studies, which, however, were sufficiently significant to warrant careful ex- amination pending more complete researches, which are being carried on at the station located in Pittsburg.
