Task training is increasingly important in mining operations because of the ever-accelerating pace of technological innovations and the concomitant increasing complexity of mining equipment. This Bureau of Mines report describes two successful task training program In use in two open-pit taconite operations in northeastern Minnesota. The programs are different in approach, but both have improved safety and in- creased productivity while lowering costs. Methods of training both before and after passage of the 1977 Mine Safety and Health Act are described, and the impact of this act on task training at each operation is discussed. The report identifies four common principles that have contributed to the success of the two training programs and presents plans each operation has for improving future training through new technology.

The Bureau of Mines recently investigated dust generation and methane liberation during half-and full-web cutting at a double-drum shearer longwall face. This study was conducted to ascertain the health and safety aspects of wider web shearing at longwalls. Results from these underground tests showed that deeper web cutting reduced dust generation and methane liberation per ton of coal mined, while significantly improving shearer production rates. When cutting with the airflow (head-to-tail cut pass) full-web cutting decreased dust generation per ton by 16 pct at the shearer and 6 pct at the tailgate, with an increase in shearer production rate of 72 pct. Methane liberation per short ton also deere~sed by 36 pet at the shearer and 22 pct at the tailgate. Full-web cutting against the airflow (tail-to-head cut pass) decreased dust generation per ton by 41 pct at the shearer and 37 pct at the tail-gate over half-web cutting, with an increase in shearer production rate of 61 pct. Methane liberation per ton also decreased by 35 pct at the shearer and 41 pct at the tailgate. These improvements for full-web cutting are a reflection of improved cutting efficiency (less dust and methane produced from cutting) and less new face area exposed per ton of coal mined (less methane liberated from face per short ton of coal mined).

Preliminary results are given of solvent stimulation of two wells producing viscous oil (14°-17° API) from the Tar zone in the Wilmington field, California. The solvent (coker oil, an intermediate refinery product) was injected into the formation, and after a soak period, the well was returned to production. Data are given on crude oil properties, solvent properties, determination of volume of solvent in the produced oil, rate of oil production before and after stimulation, volume of additional oil produced, and volume of solvent recovered. Although further study and improvement of the method arcs needed, cyclic solvent stimulation appears to be an unqualified success in one well and a moderate success in the other.

The 10-mm Dorr-Oliver cyclone has been widely used as a personal sampler for size selective sampling of particles within the respirable range (Dp < 10 gm). Because of their inertia, the particles are unable to follow the swirling flow (outer vortex) within the cyclone. The particles migrate to the bottom of the cyclone, depending on their size, and get trapped into the inner vortex which leads to an eventual blow-off from the top of the cyclone. By measuring the size distribution of the particles in the free stream and in the collected sample, the aspiration efficiency of the cyclone can be calculated. Velocity difference between the free stream and sampling velocity. Inlet orientation, particle impaction and deposition, particle inertia and free stream turbulence result in the departure of the aspiration efficiency from unity and this, in turn, leads to inlet bias. Although the effect of inlet bias on sampling efficiency has been investigated in past, the results lack detailed information and show only some general trend. In this effort, a systematic, in-depth experimental work on the effect of inlet bias on the sampling efficiency has been undertaken using non-intrusive Laser Doppler Anemometry (LDA), Aerodynamic Particle Sizer (APS) and impactors.

This report presents a U.S. Bureau of Mines study of the flow of arsenic-containing materials in the United States, based on the best data available in 1991, includes a consideration of arsenic as a byproduct of the processing of nonferrous metals, the fate of arsenic in manufacturing wastes, the quantity of arsenic used in products, tile fate of arsenic in dissipative uses, and the useful life of discarded products. Where possible, estimates are given of the amounts of arsenic lost from the materials flow. Arsenic byproduct of mining nonferrous metals. Historically, most U.S. production has been from the states of Montana, Washington, and Utah. The smelters in these states are believed to be the areas of the country where arsenic is most concentrated in the soil, tailings ponds, and waste dumps. Since the closure of the last domestic producer of arsenic in 1985, all arsenic has been derived from imported sources. Historically, arsenic was important in agricultural applications as an insecticide, herbicide, and cotton desiccant. As the environmental movement gained momentum and the toxicity of arsenic became better understood, most of the agricultural uses for arsenic were banned. Beginning about 1975, the use of arsenic as a wood preservative began to grow. After 1980, wood preservative uses became more important than agricultural applications. By 1990, 70% of the arsenic consumed in the United States was used by the wood preservative industry and 20% by the agricultural industry. The major source of domestic arsenic emissions in 1989 was from the U.S. copper processing indus¬try. About 7,800 mt/yr of arsenic was discarded in leach dumps, tailings, and slag. Another 800 mt/yr was liberated to the atmosphere and 1/100 mt/yr was exported in copper concentrates. On the consumption side, 9,200 mt/yr was lost, mostly from dissipative agricultural uses and the disposal of obsolete arsenical products.

U.S. Bureau of Mines (USBM) research has shown that fuzzy logic and genetic algorithms (GA&apos;s) have great potential for industrial process control. A technique has been developed by the USBM in which GA&apos;s are used to substantially reduce the time needed to design fuzzy logic controllers (FLC&apos;s).This technique shows promise as an efficient, robust approach to developing control systems. The research described in this report is twofold. First, the basic approach to developing an FLC using GA&apos;s is presented. The GA-designed FLC is developed for a specific physical system, a pH titration system. Second, empirical results are presented in which variations in the FLC implementation are compared. Specifically, the effects of altering five aspects of the pH FLC are considered: (1) membership function form, (2) number of fuzzy classes, (3) the center-of-area method, (4) implication operator, and (5) fuzzy rule form. Results indicate that (1) the technique in which GA&apos;s are used to design FLC&apos;s is effective, and (2) when this technique is used, variations in FLC implementation have little effect on FLC performance in a chosen control problem.

Much has been written and many discussions have been held concerning the prevention of accidents in coal mines , and considerable progress has been made in eliminating hazards to the health and safety of underground workmen . Although much progress has been made in the reduction of injury rates in the Pennsylvania anthracite field , the injury rates for the anthracite mines of Pennsylvania are generally higher than the average for coal mines in the United States as a whole , because the mining conditions , including the safety problems , in the Pennsylvania anthracite fields are more complex than in other coal fields of the United States . Several factors contribute to this extremely difficult problem , among which are : Multiple - vein mining , steeply pitching measures , folds or faults , hard smooth floors underneath the veins , and the remining or reclaiming of pillars in severely crushed , broken ground . In the early days of the Pennsylvania anthracite industry , only the more productive veins were mined , and this resulted in bypassing those veins that were relatively thin and those containing considerable proportions of impurities . However , the development of modern coal - preparation equipment , improved marketing conditions , and the adoption of mechanical equipment , such as the various types of conveyors and scraper loaders , have made possible the recovery of the thinner and poorer veins . Furthermore , in the early days , little or no attempt was made to recover the coal pillars , usually owing to the great amount of virgin coal available . Consequently , much of the anthracite produced within the last few years has been recovered by second and third mining and frequently by fourth mining - in areas where operations had been suspended for many years . In such areas , the coal veins and intervening strata are usually crushed as the result of gradual subsidence , which intensifies the hazards incidental to roof control , haulage , ventilation , and mine gases . Moreover , the use of coal - cutting equipment is not practicable in most anthracite mines because of. the inclination of the veins and because , in crushed -ground areas , the faces must be advanced slowly and for short distances at a time to permit the erection of timber sets and the placing of forepoles to support the roof and sides . Thus , the slow process of mining brought about by these conditions has resulted in the production of only 0.424 ton of anthracite for each man- hour worked , as compared with 0.753 ton? for each man - hour worked at other coal mines in the United States . A summary contained in Bulletin 462,8/ a publication of the Federal Bureau of Mines , reveals that the rate of fatal injuries in the Pennsylvania anthracite industry was improved from 13.47 deaths per million tons produced in 1870 to 3.88 deaths per million tons mined in 1942. During the period March 16 , 1942 to January 1 , 1947 , the fatality rate was reduced from 3.88 to 2.87 deaths for each million tons mined . On the million man-hour basis , the rate of fatal injuries was reduced from 1.643 to 1.130 and the nonfatalinjury rate was lowered from 119.01 to 83.12 during the same period . The improvements made in both the fatal- and nonfatal - injury rates have required the cooperation of the workmen , the mining companies , and the State and Federal inspection departments . Many individual mines and companies have achieved commendable safety records which contributed greatly to the over - all average for the industry , particularly during the 1942-47 period . One of the most outstanding of these is the Continental mine of the Continental -Archbald Coal Co. , a member of the Moffat Co. Interests .

The liquid-level gage described in this report is an instrument designed to locate liquid levels in wells rapidly and accurately and, with auxiliary equipment described, to follow moving liquid levels automatically. The depth at which the instrument makes contact with the liquid in a well is indicated at the surface by a depth meter on the cable to which the instrument is attached. When the gage is used to follow a surging moving level, the liquid depth is indicated continuously at the surface. This report contains a description and illustrations of the gage and outlines the operating procedures. The instrument is 1-3/4 inches in diameter and approximately 6 feet in length and may be operated through 2-inch tubing. The gage consists essentially of a float that moves upward with respect to the rest of the assembly, causing a change in the flow of electric current from the surface when the liquid level is reached. The instrument has been tested under a variety of conditions and has been found to be sensitive to changes in liquid level of 1/2 inch. Its accuracy is limited principally by the accuracy of the wire-line depth indicator used. It is not affected by pressure or temperature, and it can be run in open hole or under pressure through a lubricator. It employs only one electric circuit and can be run on an Amergraph single-conductor cable (type 1-H-0) ,

As a part of the Bureau of Mines long-range program in asbestos, synthetic asbestiform compounds and minerals were prepared and described. Fundamental structural data on two such compounds are given in this report. Crystallographic data are provided for the synthetic isotypic compounds potassium-lead silicate, K2.Pb4 -Si8021 (I), and lead-aluminum silicate, Pb2. Pb4 .Al2Si6O21 (II). The space group symmetry 14/mmm was assigned provisionally to I and II on evidence of single crystal and piezoelectric measurements. A statistical evalua¬tion of indexed powder diffraction data revealed the cell edtes of I to be a 11.816 and c 7.932A and those of II to be a 11.723 and c 8.044A. The phases are uniaxial with observed refractive indices eD 1.790, an ?D,699 and eD 1.884, cusp 1,807, respectively. The atomic structure of I and II may be based on a complex of chains of silicon-oxygen tetrahedra lying along the c cell edge similar to the type of chain structure postulated by Pauling for scapolite. K2.Pb4.Si8021 and Pb2.Pb4 Al2Si6021 were first described by Geller and Bunting (5, 6)4 as fibrous compounds similar in crystal habit to asbestos. These authors gave powder diffraction data, although no attempt was made to find the cell edges or to index the powder diffraction patterns. Later, Shell and others (9) conducted a crystallochemical study of these fibrous silicates in search of a substitute for strategic asbestos. Their single crystal data revealed K2.Pb4 -Si8021 to be tetragonal body-centered with cell edges a 11.66, c 7.95 A. Pb2.Pb4 Al2Si6021 was concluded to be isotypic with K2.Pb4 -Si8021 on the basis of similar powder diffraction patterns, chemistry, and physical properties. No attempt was made, however, to index the powder diffraction record nor to determine the appropriate space group of either compound.

During recent years underground production for the Pennsylvania anthracite region has reached the lowest output per man per day figure of the last decade and a half. This fact, combined with increased unit costs for labor and material, has forced the market price of anthracite ever higher. Over the years the mines have become deeper, and haulage distances have increased, thus adding to the mining costs. The industry now recognizes the need for new mining techniques to offset increasing costs. The Federal Bureau of Mines, through its Anthracite Research Laboratory, is engaged in a program of underground-mining research in cooperation with anthracite-producing companies to aid in reestablishing the economy of the region by introducing methods and/ or machines that will reduce underground-mining costs and, at the same time, enhance the safety of the workmen.

The solubility of carbon in electrorefined vanadium was determined to be approximately 0.27 wt pct at the eutectic temperature 1,650° C and 0.03 wt pct at 700° C. The tensile strength and hardness of vanadium increased with car-bon content to the solubility limit, but this effect was small, probably because of the narrow solubility range. Between the solubility limit and 0.3 weight-percent carbon, the second phase had essentially no strengthening effect in vanadium. The second phase, observed metallographically at the grain boundaries and within the grains, was shown by autoradiography to contain high-carbon concentrations. This second phase was identified as VgC by X-ray analysis. The VgC in the grain boundaries contributed largely to the poor cold-and-hot workability of vanadium-carbon alloys. Increased concentrations of V2C occurred at the grain boundaries of the high-carbon alloy ingots as a result of homogenization at 1,600° C for 1 hour. Alloy ingots containing more than 0.36 wt pet carbon (a calculated 2.9 wt pct VaC) following homogenization, cracked severely and failed by intergranular fracture upon swaging at 900° C.

One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications system which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a rela- tively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurements of ambient surface electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal-to-noise ratio at the surface. Numerous C.W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surface magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null in the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

The obligation is not always fulfilled because of the hope that no occasion will ever arise requiring the use of such facilities, and, as time passes without the need for using them, a false sense of security is born in the belief that ""it can't happen here.""The disastrous fire in a mine in Ohio on July 5, 1944, again focused attention on the importance of escapeways in averting disasters and made it clear that one or more dependable exits must be provided from a mine and parts thereof where men might be trapped by being cut off from the regular travel route. This matter of always-having available travelable exits has been advocated for many years by the United States Bureau of Mines."

A pilot - scale fluidized feeder was developed for continuously feeding up to 1 ton of pulverized coal per hour to a pressure gasifier . Fluidization in the 3 - foot - diameter by 34-1 / 2 - foot - high feeder is effected by two streams of inert gas , a technique called zone fluidization . A stream of inert gas through a drilled plate in the base of a central column near the bottom of the feeder fluidizes the coal . Another stream through a drilled plate in the annulus between the central column and feeder wall provides a source of semifluidized coal for the central column . Fluidized coal from the central column discharges through an extraction funnel and discharge line . Zone fluidization provided good fluidization with moderate requirement for fluidizing gas . Instruments were developed for metering and recording the flow rate of fluidized coal . A system was developed for storing , and weighing pulverized coal , and then delivering it in fluidized form at about 1 to 8 tons per hour .

This interpretation of the mining law of Australia was first compiled from the best information available in Washington; it was then sent to the American Consulate General , in Australia, where through the direction of Thomas H. Robinson , American consul in charge , it was submitted for criticism to the mining authorities in the various States of Australia , whose suggestions have been incorporated in this digest .

Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

CRUDE OIL refining continued to be the foremost industry of Bahrain in 1963. This island, the largest of a group 30 kilometers off the Saudi Arabian coast, is the site of the first petroleum discovery in the Persian Gulf and in the Arabian peninsular region. The island&apos;s only oilfield was discovered in 1932; exports of crude began in 1934 and the refinery was built in 1936. Although its crude oil has been less than 1 percent of annual Middle East output in recent years, Bahrain has been an important refining center for many years, processing a substantial portion of Saudi Arabian petroleum as well as all local production. The Bahrain refinery annually accounts for 17 percent 0 the petroleum products produced in the Middle East and 25 percent of the exports. Bahrain&apos;s mineral resources consist of oil, gas, and basic construction materials. Petroleum production and refining are the important mineral industries and contribute most of the national income by payments for taxes, wages, and local services including construction and material supply. The petroleum industry has supported a large share of local business and extensive indirect employment, and its early establishment also helped Bahrain to strengthen its position as a trading center in the Persian Gulf. The country&apos;s entrepôt trade produces about 20 percent of Government revenue, and Bahrain is somewhat less dependent on the petroleum industry than are the neighboring States to the west.

Much interest has been shown recently in the possible utilization of dolomite as a source of magnesium metal, a large production of which is deemed essential for national defense. As a result, many inquiries have been received by the Bureau of Mines as to sources of dolomite. This report has been prepared primarily to augment the Bureau&apos;s present published information on the occurrence of high-grade dolomite deposits in the United States. To supplement such data, the report also defines dolomite and related rocks and describes their properties and uses. The uses are covered in some detail in Information Circular 6524 entitled "Utilization of Dolomite and High-Magnesium Limestone," published in 1931 but now out of print. All essential data on uses contained in that report have been incorporated herein, and. have: been supplemented by data developed during subsequent years. DEFINITION Dolomite is a mineral composed of calcium end magnesium carbonates combined in equal molecular proportions, expressed by the formula CaMg(C03)2. The spontaneous explosion of charges of nitroglycerin placed in deep wells situated in parts of the Ranger and Caddo fields of North Texas has aroused considerable inquiry among operators end others as to the probable agency, or combination of conditions, which causes the explosion.The method now followed, under certain physical conditions of a well, of setting a charge of nitroglycerin and allowing it to explode spontaneously was discovered locally by accident. In certain deep wells where formations, overlying productive strata, cave upon withdrawal of casing, it has been the practice to fire the shot electrically. In some of these operations the electric wires are broken or the firing system is otherwise deranged by pulling casing or the caving of hole prior to the time for firing. Sucn accidents make it necessary for the driller carefully to clean cavings out of the hole to a depth close to the top of the charge, after which in the normal practice, an attempt is made to fire the charge by dropping a ""jack-squib"", fitted with a fuse and detonator, down the well. Mr. R. L, Fowler, production manager for the Pierce Oil Corporation, reports that a delayed shot was thus successfully tired through four feet of caved material lying on top of the nitroglycerin shells.When a shot destined to be fired electrically fails, because of the above mentioned accidental conditions to the electric firing system, much time is required for the driller to run casing into the hole and clean out caved material. It was during the time of such uncompleted operations that the spontaneous explosions first noted took place. Having noted these spontaneous explosions the well shooters now intentionally place a charge in deep holes, which because of probable caves would otherwise have to be tired electrically, and wait for the charge to go off. No detonators are placed with the charge.

It is not the purpose of this report to try to describe all the work done during the past year for the improvement of health or the prevention of illness among miners , but to call attention to a few of the more outstanding investigations in which progress has been made . Among these , the investigations on the physiological effects of carbon monoxide , dust and ventilation , and temperature and humidity will be discussed . Carbon Monoxide . During the years 1920 and 1921 , much more work has been done on the various A survey phases of carbon monoxide than has been carried on for a number of years . of carbon monoxide poisoning in the American steel works , metal mines , and coal He conmines was made by Dr. Henry S. Forbes , of the Harvard Medical School . ** cludes from his survey that late after- symptoms following acute severe gassing rarely occur , and that almost always there is evidence of pre - existing pathological conditions when such effects do appear . He further states that he found no evidence of cumulative harmful effects resulting from frequent exposure . Dr. Forbes , Dr. Forbes , assisted by Louise Hompe , made a laboratory investigation in which anesthetized animals were exposed to carbon monoxide , illuminating gas , and benzol *** . The investigators conclude that , under the conditions of their experiments , there is no change in the coagulation time of the blood . It has been stated by many investigators that the blood of those affected by carbon monoxide does not clot as quickly as normal blood . While the investigation referred to above may not cover all the conditions , it is a valuable contribution to the subject as it indicates that the small hemorrhages found in the membranes covering the central nervous system , abdominal organs , etc. , at autopsy of those dying of carbon monoxide poisoning is probably not due to direct toxic action of the gas upon the blood .
