Because of the' situation in Europe during the summer of 1939, with the possibility of war and consequent curtailment or loss of supplies of tin to the United States, the Bureau of Mines undertook an investigation of domestic tin resources. This was permitted by the Strategic Minerals Act of 1939, which authorized investigation of possible domestic resources of strategic minerals necessary in a national emergency. The minerals selected were in short supply, and the United States depended almost entirely on imports to meet normal requirements. The Black Hills of South Dakota were selected for investigation as one possible source of tin because of the occurrence of the mineral there has been known since 1876, although production had never been important. The Tinton area, in the northern part of the Hills, had received the most attention and contained some minor indicated and inferred tin deposits.

This report documents the process of site selection, instrument installation, data acquisition, and preliminary data analysis followed to characterize the physical response of overlying strata to longwall mining. A system of surface, subsurface and mine level instrumentation was installed at the Allen Mine in Weston, Colorado where the overburden varied in thickness from 600 to 900 feet. Survey monuments, automatic-recording strain-meters, multi-point rod extensometers, inclinometer-extensometers, stressmeters and tape extensometer convergence stations were installed to monitor displacements and stress changes. A preliminary analysis of the data acquired up until project termination has shown the system to be operative and strata response to be similar to that reported for other subsidence monitoring case histories. Recommendations for continued monitoring of the instrumentation systems are presented.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. "DEFINITIONDiatomaceous earth consists almost entirely of the silicious remains of minute flowerless aquatic plants known as diatoms. The name diatomaceous earth, therefore, is to be preferred to others such as trade names, inappropriate terms, or names correctly applied to some other product. The following names should, therefore, not be used for diatomaceous earth,-- kieselguhr, infusorial earth, diatomite, celite, moler, bergnehl, English rottenstone, tripoli, tripolite, fossil earth, desmid earth, white peat, tellurine, randanite, ceyssatite, or any trade name.FORMATIONDiatoms live in practically all kinds of water, fresh or salt, hot or cold, still or running and under different conditions of depth and pressure. These minute plants assimilate inorganic salts from their environment and produce skeletons of silica much as mollusks secrete lime and form their Shalls. When the diatoms die they settle to the bottom together with anything else which may be present, such as sand, clay or volcanic ash. The organic matter gradually disappears leaving the silicious skeletons of the diatoms which, with impurities, make up the deposits of diatomaceous earth. These deposits which are still being foamed at the present time and which were produced throughout very different epochs, were more prolifically formed in the Tertiary, so that the thickest beds so far discovered are of that Age."

"INTRODUCTION Sponge iron has been made commercially since 1912 at a Swedish ceramic plant; and the product, known as Swedish disk—type sagger sponge iron, has an excellent reputation as a superior furnace feed wherever high—grade steels are made. The general procedure for making brickyard sponge iron was described frequently in Swedish technical journals prior to 1932 and at that time consisted in filling clay refractory containers, called saggers, with a super-concentrate of Gellivare magnetite plus the necessary amount of solid reducing agent and desulfurizer and then firing in a Hoffmann ring furnace, as used in the ceramic industry.The early Swedish publications describe two types of brickyard sponge iron: (1) An inferior high-sulfur product obtained by mixing the ore and reducing agent, and (2) a high-grade low-sulfur product in the form of coherent disks 7 to 9 inches in diameter and 1 to 1-1/2 inches thick made by the saggers with alternate layers of solid-fuel reducr and of uniaxed ore."

The quarrying and related industries of the United States made a large gain in employment (man-hours of work) in 1942 with a somewhat smaller number of men employed than in 1941. This was accomplished chiefly by increasing the number of workdays per man and also by increasing the length of the workday. In spite of the greater volume of work performed, the industry had a more favorable accident-frequency rate in 1942 than in the previous year. Accident and employment reports from operating companies showed that the industry employed 84,270 men for an average of 271 days per man in 1942, with a volume of work of almost 181 million man-hours. The average workshift comprised 7.93 hours, and the number of man-shifts worked totaled nearly 23 million. Injuries from accidents in and about the quarries and plants caused disability to 6,461 employees, 112 of whom died as a result of their injuries, including 28 employees whose lives were lost in a single disaster. The accident-frequency rate in the industry was 35.73 per million man-hours worked, comparing favorably with a rate of 40.11 for the previous year. However, the figure for 1942 included a death rate of 0.62 per million man-hours which, because of the disaster referred to, was considerably higher than the fatality rate of 0.44 for 1941. Had the disaster not occurred, the fatality rate for the industry for 1942 would have been 0.46. The major disaster in which 28 lives were lost occurred on March 26 at the Sandts Eddy quarry of the Lehigh Portland Cement Co. near Easton Pa.

The oil industry in the United States is further advanced than in any other country, because of American initiative and the development of industries dependent in some way on petroleum or its products. For this reason the output has constantly increased (fig. 1), and as a result this country has produced more than half of the total output of the world. Trw total past output of the world is approximately 7,000,000,000 barrels of 42 gallons each; of this the United States produced about 4,000,000,000 barrels, or about 57 per cent. The limit of production in this country is being approached, however, and although new fields undoubtedly await discovery, the yearly outpnt must inevitably decline, because the maintenance of a given output each year necessitates the drilling of an increasing number of wells. Such an increase becomes impossible after a certain point is reached, not only because of a lack of acreage to be drilled, but because of the great number of wells that will ultimately have to be drilled. According to figure 1, the daily production per well each year has increased during the last few years. However, this increase is abnormal, being caused by the new pools brought in. Although such a condition may continue for several years, the average production per well will finally begin to decrease on account of the lack of new pools to make up for the normal decline in production of the old ones.

To help reduce the Nation's dependence on imported chromite, the Bureau of Mines is conducting research on the use of dolomites as an alternate material. Dolomite is a plentiful domestic resource and offers certain advantages as a refractory raw material. A review of the literature has indicated that there are many sources of high-purity dolomite in this country and that European nations use a greater proportion of dolomite refractories, primarily in steelmaking, than the United States, The Bureau of Mines characterized 14 domestic dolomites as to chemistry, density, mineralogy, microstructure, and thermal behavior, to develop baseline data on their suitability as refractory raw materials.

METALLURGICAL ACTIVITY in 1963 was again dominated by the insatiate demands of research and development conducted in conjunction with the nation's defense and aerospace programs. An increasing effort was noticeable throughout the year, however, to apply to the commercial field many of the processes and techniques that have been developed by government-sponsored research. Particularly effective has been the Industrial Applications Program of the National Aeronautic and Space Agency through which many of the technological advancements made during the course of NASA research and development have been published and released to the public. POWDER TECHNOLOGY Powder metallurgy techniques for fabricating metals, not long ago declared outmoded because of improved casting and shaping methods, have since made an astonishing comeback. Traditionally mechanical pressing of powder shapes has been employed when melting and casting was difficult or impossible, when phase relationships needed to be sidestepped, or when machining costs could be avoided. Hence, it has long been used for producing relatively small special shapes of high-melting metals and alloys. Small iron parts produced with a punch and die have been common for many years, but powder metallurgy techniques are now applicable to a wide range of materials and items. Hard-to-handle materials including refractory metals and their alloys are now rolled, forged, or extruded from billets made by sintering isostatically compacted powders. The major element of the powder metallurgy industry still comprises iron shapes, however, and two-thirds of the annual 100,000 tons of powder metallurgy products are made of iron. The largest single user of powder-forming techniques is the automobile industry which currently consumes 14,000 to 16,000 tons of iron powder per year. A typical 1963 model auto contained more than 100 pressed powder parts (e.g., transmission gears, timing gears, sprockets, ball joint suspensions) totaling 5 to 7 pounds per car. Views and conceptions of the origin, composition, and general nature of coal differ so widely that to determine the real extent of actual knowledge is no easy matter. The chemist finds difficulty in attacking the chemical problems and the engineer lacks a broad chemical basis for the study of his problems. Thus the economical and efficient utilization of coal in the industries suffers from a lack of knowledge of the composition of coal itself. Most scientists interested in this matter, as has been brought out in discussions during the recent investigation of coal problems, appear to have only a vague idea of the components of coal and their origin. Some are even in doubt as to whether substances derived from the wood and resins of plants form a part of coal; and few seem to have more than the dimmest idea of what are the components of coal, the condition in which these now exist, and the transformations that they haye undergone. Although during the paiilt century or more many co.rrect observations have been made and recorded, these were falsely or inadequately interpreted, so that many of the interpretations rendered are contradictory. As a result there has been great confusion. Many of the observations made in the past, although accurate and correct, could not be explained, because the principles involved in a correct solution of the problem were not then known. For example, Parkinson, Hutton, Petzhold, Guembel, and others made valuable discoveries regarding the processes by which plant substances are transformed into coal, but as the principles involved are those of colloidal chemistry, a science not known to the scientific world of that time, the observed facts could not be interpreted and the solution of the whole problem was blocked. The explanation of the true meaning of the alternating bright and dull bands so familiar in all ordinary bituminous coals afforCls another example. This banding has been observed and recorded from the earliest times, and has led to the forming of many false theories. Some gAologists, for example, have endeavored to explain the bands as due to alternating climatic conditions during the coal-forming period. Had the geologists known the true nature of coal they could not have made this mistake nor many others made in the past. To fill in a few of these gaps and to clarify some of the existing confusion is the aim of this paper. The immediate cause that led the author to investigate further the composition of coal and the origin and structure of its constituents was that when an attempt was made to discover the meaning of the coking and noncoking properties of coal a more exact knowledge of the nature of coal was required than was then available.

Oil shale, a potential source of products presently obtained from petroleum, is found in many countries. The most extensive known deposits from the standpoint of potential shale oil in place are those in Brazil and the United States of America. Mining methods used for oil shale range from open-pit operations for shallow deposits to room-and-pillar and longwall techniques for deposits with thick overburdens. Oil shales from different sources vary greatly in the amounts and types of organic and inorganic constituents. By retorting, the organic material is converted to oil, gas, and coke. The largest percentages of oil are obtained from materials having the highest hydrogen content. Over 2,000 retorting systems have been patented, but only a few have been used industrially, and no single process seems best for all types of shales or economic conditions. Shale oils have different characteristics, depending on the source rock and method of retorting. They contain large quantities of olefinic hydrocarbons and more oxygen, nitrogen, and sulfur derivatives of hydrocarbons than most petroleums. Consequently, petroleum refining methods usually must be modified for shale oil. This is particularly true in catalytic processing. Hydrogenation, even under mild conditions, improves shale-oil refinability. Several byproducts may be obtained from both the retorting and refining steps.

The great demand for metallic aluminum for the prosecution of World War II caused the consumption of bauxite, the common ore of aluminum, to increase greatly. Prior to the war, the domestic deposits 'of bauxite, which occur chiefly in Arkansas and less extensively in Georgia, Alabama, and Mississippi, supplied only: about 30 ,percent of the ore required for aluminum-metal production and approximately 40 percent of alumina for all purposes. Enemy activities during the war seriously interfered with shipment of bauxite from the normal peacetime source in Surinam, Netherlands Guiana, South America, and focused attention on the necessity for increasing production from known domestic deposits. Even in peacetime, the production of aluminum ore in the United States could not satisfy requirements. Field drilling and exploration by Bureau of Mines engineers resulted in the discovery of important tonnages of high-grade bauxite suitable for treatment by the conventional Bayer process, Although an ore containing approximately 55 percent Al2O3 and only 2 to 4 percent SiO2 is preferable, it was necessary to use ores containing up to 8 or 10 percent SiO2. Because of the lower recoveries of aluminum with increased silica content, the Reconstruction Finance Corporation, through the Metals Reserve Company, established a base price of $4 for a 50-percent Al2O3 ore, containing 13-percent silica, with a premium or penalty of 14 cents for each percent of Al2O3 over or under 50; each percent of SiO2 under 13 was awarded a 20-cent premium, and each percent over 13 suffered a penalty of 43 cents; all prices were on the basis of 1 long ton of ore, dry basis.

Intergrated energy balances and energy flows were constructed and quantified for State, regional, and national levels from four separate supply and demand commodity balances for coal, dry natural gas, petroleum and natural gas liquids, and utility electricity. These commodity balances were integrated by source and sectors through conversion and aggregation of their components to energy equivalents expressed in British thermal units (Btu). A summarization of the total gross energy components of supply and demand for commercial energy derived from direct fuels, hydropower and nuclear power, based on individual States and regions, is tabulated for 1960 and 1965. Pertinent computerization details and more than 500 individual State and regional printout tables, in both original commodity units and Btu's, are shown. Using these data, energy flows between States and regions were calculated to identify surplus and deficit energy areas. Report emphasis is on the conceptual aspects of integrated energy balances, rather than on the development of missing State energy data.

This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

The tungsten potentialities of the Combination mine were examined by a mining engineer of the Bureau of Mines in 1947. A report based upon his personal knowledge of the mine and the results of the examination contained recommendations for further investigation. This report presents factual data from Bureau of Mines field investigations begun in August 1947 and continued until December 1948, except for a 5-month recess during the first winter. The Combinat.ion mining property of 52 patented claims and 15 patented mill sites is in the Black Pine mining district, Granite County, Mont., 11 miles northwest of Philipsburg. The altitude in the mine vicinity is approximately 6,500 feet.

This report provides the results of an industrial engineering study that assessed the safety and efficiency of underground ore handling in U.S. metal mines. One of the primary findings of the study was the improvement needed in controlling muck size in the ore handling stream. Oversize ore causes much additional labor, creating work stoppages and is a principal cause of accidents in metal mines. This report includes data on block caving, back cut and fill room and pillar, shrinkage stoping, and sublevel stoping.

AGAIN in 1963, as in nearly every year since 1946, the Canadian mineral industry has established a new national record in value of mineral production. The 1963 estimated total value of $2,976 million is 5 percent higher than the 1962 value of $2,845 million.2 As in previous years, metals made up more than half the value of total production. For selected years since 1949 the category percentages and total value are as follows: [ ] Crude petroleum, Canada's most valuable mineral product, accounted for 21 percent of the total value of minerals in 1963. In descending order came nickel 12 percent, iron ore 10 percent, copper 10 percent, gold 5 percent, and uranium 5 percent.
