In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.

There were 63 fatalities in the California petroleum industry in 1929, the largest number in any year since 1923 and an increase of 34.0 per cent over 1928, when 47 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. It will be observed from the accompanying chart that after following a consistent decline for 4 years, the fatality curve turned upward in 1923 and advanced sharply in 1929. Although this increase in fatalities coincided with a period of intensive development it tends to indicate some laxness in the industry during a period of increased hazards. Intensive drilling campaigns are usually started hurriedly and conducted with a great demand for speed, and the result is that accident-prevention work is too often relegated to a position of minor importance.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system's ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system's ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system.

In spite of advances in measurement techniques and an explosive increase in the volume of research, our understanding of human strength remains in its introductory stages. It is clear that muscle strength is a highly complex and variable function that depends on a large number of factors. It is not surprising, therefore, that large differences in strength exist not only between individuals, but even within the same individual tested repeatedly on a given piece of equipment. The issue is compounded by the fact that correlations of strength among different muscle groups in the same individual are generally low, and tests of isometric strength do not necessarily reflect the strength an individual might exhibit in a dynamic test. As a result of these and other influences, great care needs to be exercised in designing, evaluating, reporting, and interpreting muscular strength assessments. Traditionally, tests of muscular strength were in the domain of the orthopaedist, physical therapist, and exercise physiologist. Such tests are also an important tool for the ergonomist, however, because of the high strength demands on workers in manual materials-handling tasks. In some cases, task demands may approach or even exceed the strength that an individual is voluntarily willing to exert in a test of strength. In such cases, evidence suggests that the likelihood of injury is significantly greater than when the task demands lie well within an individual's strength capacity. Because the relationship among strength capabilities, job demands, and musculoskeletal injury has been established, it is apparent that tests of muscular strength may benefit the ergonomist both in designing jobs and in ensuring that individuals have sufficient strength to safely perform physically demanding jobs. Several strength assessment techniques have been employed for these purposes, each possessing unique characteristics and applicability to job design and worker selection procedures. Our main purpose has been to elucidate these strengths and weaknesses, so that tests of strength may be properly applied in designing jobs and selecting workers. One of the crucial points we have emphasized is that any test of strength used in job design or worker selection must be directly related to the demands of the job.(1) For example, if an occupational lifting task has a high dynamic component, a test of isometric strength is not likely to provide the data necessary for proper design of the job. Of course, dynamic strength tests would also be misapplied in assessing a job requiring isometric exertions. Another potential pitfall is using tests of strength on isolated muscle groups and assuming that they are indicative of whole-body strength. For example, one might mistakenly assume that dynamic trunk extension strength represents a person's capability to perform a lifting task. However, an individual's lifting capacity may be entirely unrelated to trunk extension strength. It may, instead, be limited by an individual's arm or leg strength, depending on the task being performed. A final point on strength assessment should be made. A number of chemical techniques have been applied to manganese ores from three areas of Aroostook County, Maine. Although large tonnages of these ores have been proved, they are low grade, and their exploitation has awaited a suitable beneficiation scheme. As conventional ore-dressing methods had failed to yield satisfactory results, attention was turned to chemical procedures. Leaching with dilute (7-percent) H2S04 extracted over 90 percent of the manganese from ore of the Dudley farm area, consuming 3.8 pounds of acid per pound of manganese extracted. Ores from the Littleton Ridge and Maple Mountain-Hovey Mountain areas were less amenable to this treatment, yielding approximately 80 and 60 percent of their Mn content, respectively. To increase the percentage extraction of manganese in the latter two ores, a number of factors were varied, including (1) acid concentration in the extracting solution, (2) ratio of acid to Mn in the slurry, and (3) preliminary heat treatment of the ore with a reducing agent. Other acids, including HNO3, HC1, and H2SO3, were tried also; however, no significant improvements in the Mn leached from Maple Mountain-Hovey Mountain ore were made. The manganese extraction of Littleton Ridge ore was raised to 90 percent by providing 9 to 11 pounds of HNO3 per pound of Mn in the ore.

A variety of shaft and hoist equipment exists in the United States. Nearly all hoist systems are electrically driven. Machine elements which comprise the hoists and ancilliary equipment include bearings, shafting, drums, gear reducers, couplings, brakes, clutches, sheaves and electrical motors. Volume I, Systems Description, describes the various components encountered in most mine hoist and shaft installations, and brief descriptions of functions and constructions. Hoist ropes and balance ropes are specifically excluded from this report. Associated with the hoisting system is the headgear, shaft and equipment, loading/dumping facilities and the actual conveyances and their rope attachments. Volume II, Inspection and Maintenance Procedures, discusses scheduled Inspection and preventative maintenance in general terms. Preventive scheduled inspection and maintenance procedures assist in the smooth operation of mine hoisting plant, by the prevention of unscheduled or catastrophic equipment failure and its attendant downtime. Schedules and overall maintenance planning is required at the management level. Records and equipment logs must record inspection and maintenance, and unusual operations or incidents. A cross reference between MSHA regulations and various equipment components is included as part of the report. A discussion of the various non-destructive testing methods which may be applied to hoisting equipment is also included.

Coking time was investigated as a function of coal properties, carbonization parameters, and the interactions between these variables. The results indicate that coal properties and carbonization conditions interact to influence the coking time, and these interactions may be determined quantitatively. Prediction equations were developed and used to simulate the effects of bulk density, flue temperature, and oven width on coking times for coals having a wide range of properties. The data presented provide additional information on the carbonization process to permit the coke oven operator to maintain closer control of coke production and coke uniformity.

This paper is one of a series being prepared for and published by the United States Bureau of Mines on the quarrying, crushing, and grinding of limestone for cement manufacture. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total coats. It is recognized that publication of total costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. The Government operated its own shipping line with six oceangoing freighters. France was the dominant trading partner, accounting for 25%

SULFUR poisoning of iron catalysts in the Fischer-Tropsch synthesis was investigated at the Bureau of Mines, because synthesis gas produced from coal contains sulfur compounds. Tests of two typical iron catalysts with synthesis gas containing known concentrations of H2S were made to determine catalyst life as a function of sulfur concentration to ascertain the type of gas purification required. Fixed beds of activated steel turnings and a fused iron oxide catalyst were investigated in sulfur poisoning tests at 21.4 atmospheres with IH2+100 gas containing 6.9, 23, or 69 mg S as H2S per cubic meter (0.3, 1.0, and 3.0 gr per 100 cu. ft.). In tests of reduced catalysts at constant temperatures, more than 80 percent of the activity was lost when 0.5 mg S/g Fe was introduced. Poisoning of nitrided or carbided fused iron oxide catalysts to a given extent required more than twice as much sulfur than for the corresponding reduced catalyst. When the synthesis temperature was increased to compensate for loss in activity, tests of the fused iron oxide catalysts at constant productivity could be continued for 19 to 98 days. The tests were terminated by clogging of the reactor, presumably caused by carbon deposition. One objective of the present work was to determine if synthesis gas, purified by the Bureau of Mines' hot-potassium carbonate process for removing H2S, OOS, and CO2, is suitable for synthesis on iron catalysts. The sulfur content of the gas purified by tills process is in the range of concentrations used in the present work. In constant-productivity tests of nitrided fused iron oxide catalysts with synthesis gas containing 6.9 mg S/m3, catalyst lives are nearly long enough for serious consideration of tills mode of operation. However, factors relating to selectivity and stability of the catalyst indicate that this type of operation is impractical for a commercial process. On this basis additional gas purification, such as iron oxide boxes following a hot potassium carbonate scrubber, is desirable.

[The Harrington-Hickory mine in the Star raining district, Beaver County, Utah, has produced approximately 20,000 tons of lead-zinc-silver ores since 1910. Production previous to 1910 is not known. The mine is owned by the New Majestic Mining Co. The property was rehabilitated and operated by James D. Williams under a 10-year lease with option to purchase from April 1943 to May 1949, Loans from the Reconstruction Finance Corporation in the aggregate of $41,000 wore used in construction of an access road, rehabilitation of the mine, and purchase of equipment for full-scale operation. The improved, all-weather access road extends from loading ramps on the Union Pacific Railroad at Milord to the urine storage bins 5 miles west o f town. The mine is serviced electrically by a. 5,000-volt line owned by Telluride Power Co. Mine transformers step the voltage down to 440/220/110 for surface and underground service.]

Acids, neutral oils, and pitch were produced by distillation of low-temperature lignite tar and processed to upgrade them into more valuable products: The acids were separated from the distillate and catalytically dealkylated to produce phenol, cresol, and xylenol. Aromatic and naphthene fractions of the neutral oil were converted into phthalic and maleic anhydrides by catalytic hydrodealkylation and vapor- phase oxidation. Paraffins and n-olefins from the neutral oil were processed into alkybenzene sulfonate, a biodegradable substance. Aromatic materials from the neutral oil were also extracted with organic compounds and the extract hydrogenated under pressure to produce jet fuel. The pitch was processed by various means to change its characteristics and make it suitable for similar applications as high- temperature tar pitch, including preparation of carbon black and metallurgical electrodes. In most cases, products obtained from the low-temperature tar were examined for physical and chemical characteristics and for potential commercial utility. Information obtained from this research would be helpful if a new coal- chemical industry based on tar utilization were established.

The use of explosives to fragment rock generates ground vibrations which may have a detrimental effect on contiguous underground coal mine openings. Increased surface blasting by a burgeoning number of surface coal mines and quarries has caused considerable concern among underground mine operators. Ground vibration effects generated from surface mine blasting are also causing public concern. In response to this concern, the U.S. Bureau of Mines (Stagg and Engler, 1980) has measured and analyzed ground vibrations and their effects on underground and surface structures. Some of the complaints registered against the mining industry are claims of substantial material damage from vibrations generated by the blasting; others are nuisance complaints of minor damage or annoyance. In general, allegations of damage from surface blasting have been sufficiently numerous to constitute a major problem for mine operators engaged in blasting operations. They have recognized the need for more technological data to evaluate the vibration problems associated with blasting. Both the operators and the general public need adequate safeguards based upon factual data to protect their specific interests. The coal mine industry needs reliable information from which to change blasting operations to reduce the number and severity of major damage claims and eliminate the growing number of nuisance complaints. The problem is of major concern not only to coal mine operators and nearby property owners, but also to federal, state and local governments. At the same time, environmental control agencies responsible for blasting and explosives use require reasonable and appropriate guidelines to protect the miners' lives.

Economic studies of four processes for using the glass fractions obtained from processing municipal incinerator residues are presented. Three processes--brick production, floor tile production, and glass wool production--use the colored glass fraction from an incinerator residue separation plant, and the fourth process, glass spheres production, uses the colorless glass fraction. The fixed capital cost and the estimated annual operating cost for six plants are presented in the report and summarized, as follows: [ ] The value of the product obtained from each of the plants was calculated on the basis of the interest rate of return method. Each of the processes appears economically attractive when comparing the product values with estimated selling prices. However, the effect of the products on market size and price must be determined.

The U.S. Bureau of Mines (USBM) has developed a computerized commodity flow model for strategic and critical materials This flow model is generic and applicable to most commodities and amenable to updating supply, demand, and/or production data change. The original model, with slight modifications, was used to track the flow of chromium. This report follows the flow of chromium through its metallurgical, chemical, and refractory applications, and highlights areas where significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing 451,769 mt of chromium were consumed, including 99,221 mt of chromium from recycling, Chromium losses from all causes in 1989 were estimated to be 345,347 mt from a variety of areas. These areas and their chromium losses are as follows: processing losses, 38,825 mt; processing-downgraded scrap, 18,227 mt; manufacturing losses, 18,128 mt; manufacturing-downgraded scrap, 56,595 mt; prompt scrap exported, 1,531 mt; obsolete scrap exported, 43,443 mt; recovery losses, 155,529 mt; and recycling losses, 13,069 mt. Recycled chromium-containing material accounted for 22 pct of the apparent consumption of chromium in 1989.

As part of the important program of promoting conservation and efficient utilization of petroleum, Bureau of Mines engineers are making studies of secondary oil-recovery projects throughout the United states and publishing reports setting forth the pertinent facts so that others may profit by the experience gained. This report presents the results of a study by engineers of the Bureau of Mines, stationed at Franklin, Pa., of secondary oil recovery in a part of the Cabin Creek field, Kanawha and Boone Counties, W. Va., where natural gas is injected into the reservoir to stimulate oil production. Most oil produced in the Appalachian region at present is obtained from stripper fields in which almost all natural energy has been dissipated. Secondary-recovery methods are used extensively in many oil-producing areas of New York, Pennsylvania, West Virginia, Ohio, and Kentucky for recovering oil not produced by primary-production methods. The part of the Cabin Creek field reported in this study is shown in figure 1 and has been designated by the operator as project 4. In 1944 the developed area of the entire field was approximately 4,200 acres, and the area of project 4 was about 600 acres. In the developed area of the project the oil reservoir is in the Berea sandstone and occurs at 2,914 to 3,410 feet.

A program to investigate the effects of hardened washers on the uniformity of roof bolt tension and the resulting ground control in an underground mine was carried out. The complete roof bolt installation and roof bolt loads, mine convergence, and bed separation were monitored for a period of five months. The results show no evidence to support or refute the theory that mechanical roof bolts offer better support when they are installed with a high uniformity of tension. Also shown is the fact that if the bolts are installed with a maximum deviation from the mean torque of ±15% the addition of hardened washers significantly improved the uniformity of the installed tensions in the roof bolts.
