This report is the 26th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations and the 8th of these reports to be issued on a calendar-year basis.1 It reviews briefly work in progress during 1961, and it provides references to publications by Bureau personnel during 1961 and also to a few older papers that were not cited in prior reports of this series. Details about some of the researches mentioned may be obtained by referring to the publications cited in the footnotes or in the further list in the Bibliography; other phases of work are reported here for the first time and will be covered in more detail by later publications. The coal program of the Bureau of Mines extends over the wide range of applied and theoretical studies indicated by the table of contents of this report. Applied studies are conducted in connection with the development and evaluation of new mining techniques, and the effective processing and utilization of coal and coal products. Analyses of coal, technical advice, and other assistance to Federal agencies in connection with fuel and boiler-water problems, and health and safety activities are among the practical services handled by the Bureau, Fundamental research such as that on coal structure and on the properties of coal is conducted because it will, over a period of the, furnish an increasing general knowledge about coal; scientists and engineers may use this knowledge in solving problems in mining and utilization of

"The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of alumina and that large reserves exist. These facts led to the early selection of this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from June 27, 1942, to October 31, 1942.The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres.Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.The Bureau of Mines exploration work in the district has indicated 19,514,000 short tons of kaolin, of which approximately 10,000,000 tons would average over 35 percent alumina.The tonnages and grades of kaolin developed by this exploration are tabulated below.All grades of this kaolin average approximately 2 percent Fe203 and 1.5 percent Ti02.This project was under the general supervision of J. R. Thoenen, supervising engineer, Non-Metals Mining Section of the Mining Division, Bureau of Mines, until July 1942. The -project was then under the general supervision of E. J. Lintner and later Rowe McCrae, consecutively district engineers for Georgia, South Carolina, and Florida. The final report was prepared, under the general supervision of V..J. Probably over 95 percent of the coal production of the United States depends upon the use of explosives before it can be placed in the railroad car at the mine, and up to the present time it has been impossible to obtain Pry kind of practicable explosive that isn't dangerous unless handled carefully. In other words, no "foolproof" explosives have been found to date and inspection of the accident records of the coal mines of this country indicates that the use of explosives in coal mines has taken a sad toll of lives. ACCIDENTS PROM EXPLOSIVES IN COAL MATES Of the 2,000 to 2,500 persons killed annually in the coal mines if the United States, 100 to 125 have been killed from explosives without an explosion of gas or dust; these accidents have been due to misfires, hangfires, premature blasts, or accidental setting off of explosives through carelessness or otherwise (but chiefly through carelessness in some form). In this type of accident the flame character of the explosive is not necessarily involved, although an unexpected or premature blast is initiated much more easily with black blasting powder, which has a long flame, than with a permissible explosive, which has a flame much shorter and of briefer duration. By far the greater number of such accidents are caused by black blasting powder or dynamite rather than by permissible explosive.

This publication contains analyses and related source data for 269 natural gas samples from wells and pipelines in 18 States. All of the samples were obtained and analyzed during, calendar year 1979 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. The Bureau of Mines studied the costs of transporting fossil fuels, coal, and residual fuel oil from areas of production to consumer regions. Transportation data were stratified by type of carrier, size of shipment, and distance to determine what general effects these variables have upon transportation costs. Economics of haul for coal exist for longer versus shorter distances, and for larger versus smaller trainload sizes. Tanker and barge transportation of residual fuel oil does not show economies of haul for longer distances. It is shown that tanker size and seasonal variation are primary factors influencing the cost of shipping. Railroad transportation data show that coal from western coalfields could be competitive with foreign residual fuel oil in selected midwestern fossil fuel markets. However, the western coal would not be competitive in the New England and the eastern seaboard energy markets.

This circular is an abstract of a manuscript-completed in August 1932, which cannot be published in its entirety due to lack of printing funds. It was originally planned to publish the manuscript as one of a series of bulletins dealing with the mining and milling of ores of the principal metals. Because of the common association of lead and zinc minerals in many ore deposits, and because a considerable proportion of the zinc produced in this country is obtained as a by-product of lead mining or vice versa, it seemed necessary to treat the mining and milling of lead and zinc ores in the same volume.

On November 15, 1972, the Bautsch mine, a lead-zinc mine in Paleozoic dolomites, experienced a massive rock failure involving 3 to 5 million tons. Because this failure was large and extended to the surface, it was included in the Federal Bureau of Mines investigations on "Massive Rock Failures." Analysis of the rock mechanics and mode of failure revealed that failure at the Bautsch mine was the result of the interrelationship of many factors. Factors related to the failure were found to be external and internal to the mining environment. Unlike internal factors, external factors were not apparent and, therefore, many external factors were investigated; some of which are not normally considered in rock mechanics analyses. External and internal factors determined to be of significant importance were: (1) precipitation, (2) fractures, (3) plastic clay layer, (4) topography, (5) rock alteration, (6) bedding, and (7) mining zone dimensions. Because of the conditions at the mine, failure could have been predicted without extensive instrumentation. Application of basic geologic and engineering principles to the internal and external factors could have predicted failure. Alternately, failure would, in all probability, have been delayed by years if, after 1962, mining had been curtailed in the area of failure.

"INTRODUCTION The Bureau of Mines, in cooperation with the Federal Geological Survey, explored the Crowell fluorite mine by core drilling in 1945. Claims investigated are in sec. 14, T. 12 S. R. 47 E., M. D. B. & M., in southern rye County, Nev., about 5 miles east of 'Beatty.The twelve holes drilled by the Bureau totaled 3,661 feet. During 1945 the mine operator drove extensive exploration drifts, in part to verify results of the Bureau's work. The drilling program was designed to test for extensions of ore bodies known in the mine.The Crowell mine has shipped Ore to steel plants on the west coast for the past 20 years. During the war this market called for all the fluorite the mine could produce, but previously there were periods when it was difficult to sell ore or concentrates.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

The purpose of this program is to demonstrate the feasibility and practicality of noise control for secondary and tertiary crushers in surface non-coal mining plants and mills. It is a part of the broad Bureau of Mines program to reduce noise in mines to levels mandated in the Coal Mine Health and Safety Act. Utilizing the results of previous contractual research efforts in which noise levels of secondary crushers had been measured, two noise enclosures were designed and evaluated for the REXNORD Symons 7-ft diameter secondary and tertiary crushers installed at the Jackson County Iron Company, in Black River Falls, Wisconsin. The first enclosure had a circular shape following closely that of the crusher and was built up entirely of quick-release panels which can be handled by the crusher operator alone. The second enclosure was octogonal in shape and can be rapidly removed, partially or totally using an overhead crane. Both enclosures fully satisfy the noise reduction objectives and permit daily and long-term maintenance of the crushers. Cost analyses show the cost of the enclosure to be less than 10 per cent of the cost of the crusher, the cost of the octagonal enclosure being estimated at only 60 percent of that of the circular one, e. g. $15,000 against $25,000. It is concluded that the octagonal enclosure best meets the needs of the Jackson County Mining Company and it is recommended that an experimental enclosure be built at the earliest possible time, as proof-of-concept.

The National Institute for Occupational Safety and Health (NIOSH) has investigated engineering noise controls to reduce sound levels in cabs on air-rotary drill rigs. A recent investigation revealed that some drillers are exposed to A-weighted sound levels exceeding 85 dB even though a cab is used. NIOSH studied the in-cab sound levels of one such rig. First, preliminary tests were conducted in a controlled environment using accelerometers and microphones with spectral analysis to identify the dominant noise sources for in-cab sound levels. The results indicate that vibration transmitted from multiple hydraulic pumps to the control panel produces a dominant spike in the sound level spectrum in the 400 Hz 1/3-octave band. Next, field tests were performed in a production environment to evaluate noise controls to reduce in-cab sound levels. It was found that utilizing hydraulic noise suppressors reduces the structure-borne noise transmitted to the control panel. Further, using hydraulic noise suppressors and enhancing soundproofing reduced the in-cab A-weighted sound levels by as much as 4 dB.

As part of the development of the hot-carbonate scrubbing process by the Bureau of Mines, the corrosion rates of steel in boiling solutions of potassium carbonate saturated with carbon dioxide and hydrogen sulfide were determined, and the effectiveness of various inhibitors was evaluated by Bureau researchers. The highly corrosive solution of carbonate saturated with carbon dioxide can be inhibited with a 0.2-percent concentration of either potassium chromate or sodium metavanadate. Solutions of carbonate saturated with carbon dioxide and hydrogen sulfide are mildly corrosive, 0.01 inch per year. Complete absence of corrosion is obtained with 0.2 percent sodium metavanadate or 0.15 percent vanadium pentoxide. Oxidizing inhibitors such as potassium chromate are destroyed in the alkaline sulfide mixture, N-alkyl trimethylene diamines, at a concentration of 0.1 percent, lower the corrosion rate to about 0.005. Sodium metasilicate, at a concentration of 0.6 percent, completely inhibits the corrosion but may deposit free silica in the system. Commercial cladding materials such as the epoxy coatings also prevent corrosion.

Human beings are natural storytellers and story listeners. We learn very early that stories entertain us, but also give us the ?rules? about what is expected of us and how to make meaning of our experiences. Stories are integral to our lives, and have great power to change or influence how we think or how we react. They are an innate part of how we learn, and have obvious benefits to trainers or educators who are trying to impact what and how we learn. This paper and presentation discuss the social and cultural power of stories, and how they have been used to develop training for skilled blue-collar workers. Included will be examples as well as suggestions for trainers on where to find stories, what type of stories to pay attention to, and how to use them to improve occupational safety training.

The safety record established by the coal-mining industry of the United States during 1934, although not as favorable as that for the previous year, was better than the record for any other year during the period 1930-34 for which complete figures covering fatal and nonfatal accidents at the mines are available. The number of accidents was 89.98 per million man-hours of employment compared with 86.74 for the year 1933, the latter being the lowest rate in any of the 5 years referred to. The rate was 105.60 for 1930, the first year covered by available data. Employment increased in 1934; the number of workers represented an increase of 8 percent over the year 1933, man-shifts of labor increased 16 percent, and the number of man-hours of labor increased 7 percent. The total number of man-hours of employment also exceeded the number reported for 1932, and was almost equal to the record for 1931.

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

Information relative to the explosibility of acetylene at elevated pressures and means of handling acetylene safely under these conditions is of considerable interest at present. American practice limits the pressure at which acetylene may be generated and distributed to poiIits of' use. The pressure in portable acetylene generators is 15 pounds per square inch gage. Tests made by the Bureau of Mines have shown that 15 pounds per square inch gage is too high to prevent explosiofiS of gaseous acetylene in the absence of air; in fact, dry acetylene gai can be exploded at pressures greater than 5.9 pounds per square inch gage. The Bureau has been interested in the explosibility of acetylene for many years because of its continued: use for illumination in many metal mines and its general use in cutting 1illd~--eldifigoperations in the mining maus-try.

A bench-scale evaluation of coal and coal waste materials as aggregate materials for use in longwall mine supports was undertaken as part of the Bureau of Mines Health and Safety program on ground control. Performance data were obtained on portland cement concretes (PCC) prepared with coal and coal wastes as aggregate materials. The effects of high-early-strength accelerators on strength and creep and of superplasticizers on strength properties of PCC formulated with coal and coal waste were investigated. Concrete formulated with a high-early-strength accelerator and coal and coal waste has 20 and 40 pet greater compressive strength, respectively, than the control samples without admixture. A concrete formulated with coal waste and the high-early-strength accelerator, using four bags of cement per cubic yard and a water-cement ratio of 1.0, had the lowest creep value of all the coal- and coal-waste-formulated PCC's tested.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety Factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.

Upon review of German World War II mining practices and equipment for planning coal, the Federal Bureau of Mines initiated research leading to the development of a pneumatic planer for anthracite. The results of tests are reported in this manuscript. It was demonstrated (1) that hard anthracite can be planed and (2) that the design and operating requirements are within the limits of present-day engineering and technology. For hard anthracite, the depth of cut indicated is 4 to 6 inches; with a chain pull of 20 to 40 tons and the speed of planer travel of 18 to 20 feet per minute, a 40-hp. motor will be required for the planer hoist. Compressed-air requirements for the planer will be 250 to 300 c, f, m, at 60 to 70 p. s, i. It was learned that the length of the 4 individual sections of the planer should not exceed that of the individual troughs of the armored chain conveyor (5 feet in this instance); otherwise, bottom coal will be left in synclines, and the planer will override the conveyor at anticlines. Pneumatic pushers should be operated from a separate compressed-air line fitted with a pressure regulator. Results indicate that additional development work is warranted.

ESTABLISHMENT of an effective inspection system has been held essen¬tial to any international agreement that may be designed primarily to curb the testing of nuclear weapons. A number of reports and papers already have described basic inspection concepts and appraised various pro¬cedures, techniques, and methods as to their probable effectiveness in detecting and identifying violations under such agreement. This report results from a study of only one part of the contemplated inspection system, specifically the final phases embracing onsite investigations and mine examination techniques. The results and reports of earlier work were reviewed in detail, and subjects that were found to have been exhaus¬tively evaluated are recognized by reference and not redescribed here. In other instances, previously described techniques, methods, and clues were revaluated to define more clearly their practical value to the final objective of an onsite inspection. Previous documentation does not refer to a number of subjects, techniques, tools, clues, and methods considered by the study; this report treats these in detail, even though when applied singly or collectively their practical value may be questionable.
