"COMMON METHODS OF ELIMINATION: The four methods most frequently used to dispose of cyanide wastes are:1. Oxidation2. Dilution with water or with cyanide free wastes3. Acidification and dilution of resulting gas with air4. Alkaline ChlorinationMost operators practice a combination of the first two methods, allowing oxidation and dilution of cyanide waste in tailings ponds. Then, pond effluent is introduced to a stream for further dilution andoxidation which is expected to take care of the cyanide. This method oftreatment does work to a certain degree. Atmospheric oxidation in tailings ponds and in receiving streams chemically breaks down the cyanide radical to form carbon dioxide and nitrogen.2(CN) + 202 2 CO2 + N2The monetary advantage to this method is obvious to the operator but too frequently though, climatic conditions are ignored. Length of winter, and reduced flow of the receiving stream in summer, adversely restricts the result of this combined method. For those of us who rely mainly on dilution it would be wise to remember that 70 million pounds of water are required to dispose of one pound of sodium cyanide (1).The third method outlined involves addition of acid in a closed vessel and venting resulting gas to atmosphere with or without air dilution by mechanical means. Cost, safety and some form of secondary treatment to complete destruction of cyanide remaining in the solution usually make this method prohibitive.The alkaline chlorination method is the one most commonly accepted for treating cyanide bearing wastes since it is felt that cyanide is completely eliminated in this manner."

"Three types of anodic films (unsealed, hot water sealed and agent sealed) were prepared to study the effects of anodizing pores structure on the adhesive bonding performance of AA5754 automotive sheets. The morphology of the anodic films was examined by using scanning electron microscope (SEM) and the composition was examined by glow discharge optical emission spectroscopy (GDOES). The adhesive bonding strength and durability in corrosive environment were investigated by using single lap shear test and salt spray corrosion test (SST), respectively. The results showed that the pores structure could significantly influence the adhesive bonding performance. The unsealed sample showed porous structure and provided high bonding strength, however, the durability was poor in corrosive environment. The hot water sealed sample showed fine and loose hydrated alumin a structure on the surface and provided high durability in corrosive environment, but the bonding strength was low. In contrast, the agent sealed sample provided both high bonding strength and durability in corrosive environment.INTRODUCTIONAdhesively bonded aluminum joints by using adhesives have been widely used for the realization of lightweight design in industrial applications like automotive and aerospace industry[1, 2]. Durable bonds which are capable of taking structural loads can be created due to a careful consideration of the way in which the joint is formed, the type of adhesive and the appropriate treatment of the adherend surfaces prior to bonding[3-6]. Experiences demonstrate that the surface treatment is the most critical step which could not be disregarded, since it is essential to achieve long-term service capability [7].In structural applications, a bonded assembly is expected to maintain a significant load and may be combined with exposure to harsh environmental conditions in its service life. For this purpose, the pretreatment for structural bonding of aluminum alloy must provide not only strong tensile strength and durability but also good corrosion resistance. Chromic acid anodizing (CAA) process provides an anodized layer which has good corrosion resistance while also exhibiting useful adhesion characteristics as well as lacquer coating retaining characteristics[8].However, the use of Cr (VI) is unadvised from a health and environmental point of view since it is toxic and carcinogenic, and this process is gradually limited even prohibited. Boeing's phosphoric acid anodizing(PAA) process provides a more open pore structure allowing penetration of high molecular primers/adhesives[8]and PAA process is the most widely used pre-surface treatment suitable for adhesive bonding between aluminum alloy components. Rahimi et al. demonstrated that nanostructure can be produced by PAA process and is affected by the time of pretreatment and anodizing parameters [9]. Xu et al.investigated the influence of surface energy and roughness on adhesive bonding through PAAprocess and provided improved adhesion performance under certain anodizing parameter[10]. However, PAA process is normally not recommended for a major concern of deterioration of the mechanical performance of the joints as a result of exposure to a wet and corrosive environment. Sulfuric acid anodizing(SAA)process, recently, has been widely used for corrosion protection and good base coating for the adhesion of lacquers in aerospace manufacturing[11]. The good performance is explained by properties such as the porous morphology and high adsorptive power of the oxide film, the chemical and electrical inertness of the anodized layer. Moreover, modified sulfuric acid could also used for adhesive bonding. "Base metals and precious metals can be recovered from a nickel matte or nickel concentrate using the Outotec nickel chloride leaching process. The raw material is leached with hydrochloric acid and the metals are recovered by solvent extraction, where ammonia is used to control the pH. Ammonium chloride is regenerated to ammonia and the side product of this step is calcium chloride solution. The regeneration utilizes either calcium oxide or calcium hydroxide. The calcium chloride solution is used to convert sulfuric acid into a hydrochloric acid solution while producing pure gypsum as a side product. The regeneration and reuse of ammonia and hydrochloric acid in this process will have a positive impact, from the point of view of both operating costs and environmental sustainability. This paper concentrates on the test work and technical concept development performed by Outotec to implement and develop chemical regeneration and recycling into a vital part of the nickel chloride leaching process.INTRODUCTION According to a nickel market analysis, the nickel market is expected to grow in the future. Main driver for this growth is the increase in stainless steel consumption as the living standards are equalizing globally. The expected increase in the amount of electrical cars and the need for nickel in the batteries of electrical cars also gives potential for the increased need for nickel in near future. At the moment the use of nickel in nickel-cobalt-manganese (NCM) and nickel-cobalt-aluminium (NCA) Li-ion batteries is in the range of 14 ktpa. It is estimated to increase to the level of 90 ktpa by 2025. In every era of the nickel industry, Outotec has been constantly developing new processes to create environmentally sustainable and economically viable processing routes. The Outotec® Nickel Matte Chloride Leaching process is a great example of a process that is flexible regarding raw material and could also treat nickel raw materials that are difficult for smelters. Outotec’s main options for pyrometallurgical nickel treatment include the Outotec® Direct Nickel Flash Smelting process (DON) and the Outotec® Ausmelt TSL process. The DON process is operated in Boliden Harjavalta Nickel Smelter in Finland. Ausmelt process is in use for example in Daye nonferrous plant in China. In the Outotec® Direct Nickel Flash Smelting Process, a sulphide nickel concentrate is processed in an Outotec Flash Smelting Furnace (FSF). Producing concentrates and processing them by Outotec Direct Nickel Flash Smelting to matte followed by hydrometallurgical refining offers a reliable route from concentrate to product. In the DON process, high-grade matte with low Fe content is produced in the FSF and the valuable metals in the slag are recovered in an electric furnace (EF). The Outotec® Ausmelt TSL process can use a large variety of raw materials (concentrates, secondary material and scrap metal) as feed. Fuel and oxygen are injected into the furnace through TSL (Top Submerged Lance) and this enables efficient smelting. Both Flash Smelting and TSL plants produce nickel mattes, which can be refined with Outotec hydrometallurgical processes."

"Abstract - The Las Cañas stratabound Pb-Zn deposit, in northern Chile, is hosted by the Lower Cretaceous back-arc marine carbonate and subordinate andesitic volcanic and volcaniclastic rocks of the Chañarcillo Group, one hundred meters above a thick pile of magmatic arc-related basaltic to andesitic lavas of the Bandurrias Formation. The deposit is not obviously related to local intrusive rocks, which include an Upper Cretaceous granodiorite batholith and dacite dikes emplaced along normal faults. Stratabound Pb-Zn-Ba mineralization is constrained within several porous stratigraphic units, including a 50 cm thick lapilli-tuff and less well mineralized algal-laminated limestone. Veins that locally carry some Pb-Zn occur along normal faults that displace the stratabound orebodies, and this study shows that they represent a different type of mineralization.Fluid inclusion microthermometric data for ore-stage quartz and barite indicate saline fluids (6 to 30 wt% NaCleq) and a formation temperature in the range of 80°C to 160°C for the stratabound mineralization. Two types of fluid inclusions occur in the veins. The type I vein fluid inclusions indicate less saline (average 7 wt% NaCleq) and slightly higher temperature fluids, in the range of 110°C to 220°C. The type II vein fluid inclusions indicate highly saline fluids (25 to 40 wt% NaCleq) which might be related to minor copper mineralization.206Pb/204Pb, 207Pb/204Pb and 208Pb/204Pb ratios for galenas from the stratabound mineralization, with mean values of 18.42, 15.59, and 38.25, respectively, fall within the range of stratabound polymetallic deposits of northern and central Chile, and indicate a Lower Cretaceous magmatic rock source. Galenas from veins have slightly more radiogenic 206Pb/204Pb, 207Pb/204Pb and 208Pb/204Pb ratios, with mean values of 18.47, 15.61, and 38.34, suggesting two distinct episodes of mineralization.?34S values for galena and barite range from negative values (-31.2‰ to -12.5‰ and -7.7‰ to +12‰, respectively) in the mineralized tuff to higher values in the algal-laminated limestone (-2.5‰ to +1.2‰ and +13.2‰ to +17.4‰, respectively), close to Lower Cretaceous marine sulfate values for barite, and homogeneous values for the galena from veins (-12.0‰ ±1‰). Changing redox conditions can partly account for ?34S variations in the tuff. Sulfur sources include magmatic rock sulfur (-1.5‰ to +9.7‰) as well as sedimentary sulfides and marine sulfate."

"A process is proposed for the treatment of phosphate rock for the recovery of uranium and the lanthanides. The process assures the production of phosphatic fertilizers without polluting the environment with radioactive material.IntroductionWhile many processes for uranium recovery from phosphoric acid produced by the H2S04 route are known and utilised commercially, little is known about uranium recovery from phosphoric acid produced by the HN03 route1. Advantages of the latter route are both the elimination of the gypsum disposal problem, and the possibility of radium disposal in a controlled way2. Further, the lanthanides originally present in the rock can be recovered if the nitric acid route is used; they will be mostly lost in the gypsum produced by the sulphuric acid route3. In the present work a scheme for the recovery of uranium and the lanthanides from phosphate rock without interfering with the normal route for fertiliser production is proposed using HN03 as a leaching agent. Attention was also given to uranium decay products and their separation so that they might not contaminate the fertiliser4. Further, an attempt was made to defluorinate the leach solution in order to upgrade the fertiliser and at the same time recover the fluorine5. Rapid analytical methods for the determination of uranium, radium, and lanthanides in phosphate rock were developed6,7."

This paper presents the results of a research study that is being conducted by the Mine Effluents Program, Mining and Mineral Science Laboratory (MMSL), Natural Resources Canada aimed at evaluating biotechnology processes for the treatment of nitrogen compounds such as thiocyanide (CNS) and ammonia (NH4-N) which are present in gold mill effluents. A sequencing batch reactor (SBR) technology, commonly used for the biological treatment of municipal and industrial effluents, was used in this study. In the SBR process, the micro-organisms were able to degrade CNS to NH4-N and NH4-N to nitrate (NO3-N) at operating conditions of two 12 h treatment cycles per day, with pH maintained in the 7.4 to 7.6 range, and at room temperature (approximately 21°C) and also at 12 °C. The end products of CNS and NH4-N biological oxidation were NO3-N and sulphate (SO4) that are relatively non-toxic. Partial removal of NO3-N was achieved by biological denitrification reactions in the SBR process. The SBR process effluent was measured to be non-toxic to rainbow trout based on the 96 h acute toxicity test. The microbial consortium isolated from the SBR treating a simulated effluent was able to effectively oxidize CNS and NH4-N to NO3-N in water samples (under batch conditions) collected at three mine sites located in Quebec, the Northwest Territories, and Yukon.

"During the period June 2007 to March 2007, John Starkey of Starkey & Associates (Starkey) worked in Russia for High River Gold, supervising the engineering design work that was being done at the IRGIREDMET Research Institute, in Irkutsk Russia. The work entailed moving the Newmont No. 4 mill from Elko, Nevada to Berezitovy, a mine site north and west of the city of Skovorodino, in the Amur Region of Siberia. This was a grass roots project and required construction of all phases of the infrastructure and process facilities that are associated with a 5000 t/d open pit mine and CIP mill.During the course of this engineering design exercise, many aspects of doing business in Russia were encountered, with regard to laws, norms, and business practices. This paper discusses many of these findings. Also by living in Irkutsk, many observations on Russian life and social customs were made and these merit discussion from a general interest point of view.Prior to going to Russia, another engineering and ore testing firm (TOMS) had approached Starkey to find out if Starkey could assist them in upgrading their SAG ore testing procedures to Western standards in order to offer their clients turnkey projects, that included reliable SAG and AG grinding. TOMS was aware that Starkey had invented the SPI test but did not know that the SAGDesign test had by then been fully developed and was being offered commercially as the most accurate way in the world to design new grinding mills. They were also unaware that this new testing method had been patented by Outokumpu (now Outotec) and that this method allowed them access to a design method, through Starkey, that would lead to a manufacturer’s guarantee (by Outotec) of throughput and grind for any new semi-autogenous or autogenous grinding circuit, with or without ball mills.When Starkey started working at IRGIREDMET in June 2005, they also made a request to add a design method for SAG mills that would be considered acceptable to Western clients. From these requests, presentations were made in Russian to both institutes and each decided to join the SAGDesign Consulting Group as satellite members and buy a SAGDesign test mill to use with their Bond Ball Mill Work Index mills, to provide SAGDesign testing services. To complete the service, contracts have been put in place for Starkey to use these results to design new grinding equipment and to train engineers at TOMS and IRGIREDMET how to do this work.Starkey also undertook to train engineers at both labs to go into the field and to take the samples for SAGDesign testing programs. It is here where the SAGDesign testing service upgrades other grinding test programs because the samples to be used for design are professionally chosen, and the results will be much more likely to produce a satisfactory design. Starkey is a mining engineer and is uniquely qualified to do this task. This and the SAGDesign test are the key components that lead Outotec to offer a performance guarantee for mills designed by Starkey."

"Bubble size in flotation is strongly influenced by frother concentration in the pulp liquor. There is no accepted method of judging the dosage and thus how effectively frother is being distributed to control bubble size is not known. This will hamper certain plant test work where constant bubble size (e.g., when comparing reagents) is implicit. Bubble size is not easy to measure in plant and gas holdup is suggested as a surrogate in the development of a proposed “meter” to estimate frother concentration. The meter is calibrated to enable frother concentration to be estimated on samples drawn from any location in the flotation circuit. The meter and its calibration are described.As general background the action of frothers in reducing bubble size by retarding coalescence is discussed and the bubble generation systems for which the effect will be important are considered.INTRODUCTIONBubble size is an important variable in flotation. The flotation rate constant k has been related to mean bubble size Db by k % Db -n with n ranging up to 2 (Ahmed and Jameson, 1989) and even 3 (Yoon, 1993). Recent work has introduced k % Sb, the bubble surface area flux, given by Sb = 6 Jg / Db (where Jg is the superficial gas velocity or volumetric gas rate per unit cell cross-sectional area), i.e., n = 1 (Gorain et al., 1998). Regardless of the exact value of n, the significance of bubble size in flotation remains. In many plant trials it will be implicit that bubble size has not changed and attention will focus on other process variables. The measurement of bubble size, or a surrogate, would be useful addition to any test work.The size of the bubbles is influenced by several variables, gas rate, gas injection system (e.g., impeller design and rotation speed in a mechanical cell) and pulp composition (chemicals added, percent solids), but the most important is frother concentration (Harris, 1976). The frother functions by retarding coalescence (see appendix), which acts to preserve the small bubbles generated in the pulp (and permits a stable froth to form on top of the pulp). The measurement of bubble size is thus related to measuring frother concentration. The distribution of frother and whether sufficient (to control bubble size) is reaching the intended parts of the circuit then become important considerations. At present there is no simple way to judge frother concentration in a plant. In this communication we introduce a possible methodology, a “frother concentration meter”."

Introduction The world has been suffering from an excessive production of all kinds of raw materials, and the metals and petroleum are no exception. As a consequence, at the moment, the urge to find new mineral deposits is almost non-existent and prospecting languishes. But from previous experience we know that sooner or later new supplies will be needed. Mineral deposits become exhausted, and to keep up the supplies of our metals and petroleum, new deposits must be found. Even now, a supply of petroleum of domestic production would not be unwelcome in Canada. It is not, therefore, so entirely malapropos to discuss means of finding ores and oil as it would seem. Almost any physical property connected in definite manner with minerals and rocks may be made the basis of geophysical exploration. This is particularly true of electrical resistivity, and its utilization in electrical prospecting has been the deciding factor in the discovery of such big ore-bodies as Buchans mine, Newfoundland, and the large copper ore-bodies in northern Sweden, etc., as well as in the solution of many foundation and structural problems. The importance of electrical prospecting has been growing steadily, and already there exists hardly any exploration project involving geological problems which may not profit by its application. Electrical prospecting is marching on, and neither temporary failures, nor incompetence, nor over-optimism, nor ill-will and pessimism, nor bad times and business depression, will be able to halt its progress.

Abstract- Agrium Inc. is a world leader in the production, distribution, and marketing of agricultural products and services in both North America and Argentina. The new phosphate mine and mill complex located southwest of Kapuskasing, Ontario, was constructed to replace an offshore supply of phosphate rock, and produces a high-grade phosphate concentrate. The Cargill Township Carbonatite Complex is one of a series of carbonatite complexes in the region that are hosted by the 1.9 Ga aged Kapuskasing Structural Zone. The carbonatites in the mine area have intruded Archean gneissic granodiorite rocks of the Wawa Subprovince, and metasedimentary rocks of the Quetico Subprovince. The Cargill Carbonatite Complex displays a typical concentric zonation pattern from an outer ring of alkalic pyroxenites, through an inner ring of sövite-carbonatite, to a central core of rauhaugite-carbonatite. The initial carbonatite intrusion and subsequent residual orebody have been modified by faulting such that the northwestern third of the complex has been displaced approximately 2.5 km northeast. The phosphate ores are composed principally of residual apatite sands that were formed by the weathering and dissolution of the soluble minerals of the carbonatite protolith. These ores are subdivided by their iron content into high grade (A ores) and lower grade (B1 and B2) ores. They are separated from the primary unweathered carbonatite by a layer of saprolite, whose thickness varies depending upon the composition of the underlying carbonatite. Cretaceous waste materials consisting of well-sorted silica/kaolinite sand and peat deposits are typically found to stratigraphically overlie the ores. A minor amount of the ore feed comes from cemented phosphate ores. All rock types are covered by Pleistocene glacial tills and clays.

The Iron and steel industry is one of the most intensive energy consuming processes. The majority of iron making processes is now directed towards the uses of fossil-based energy sources like coke, coal and oil. Recently, emphasis has been paid to replace part of fossil- based energy sources with renewable biomass-derived reducing agents. In the present work, the possibility of the effective use of woody biomass in carbon-iron oxide composites was investigated. Wood powder was carbonized in N2 atmosphere at 300 up to 450oC. The carbon content in the produced bio-char increased with temperature. The porosity of the char arises from maintaining the cellular structure inherent in wood biomass increases with temperature. The reduction behavior of four iron oxide-bio char composites having different fixed carbon content were carried out non-isothermally up to 1200oC in Ar atmosphere using thermogravimetric anlyser (TGA). Quadruple mass spectroscopy (QMS) was also adopted to measure the CO, CO2 concentrations in the off gases resulted during reduction process. The effect of volatile matter on the reduction of iron oxide was intensively studied. The different phases developed in the reduced product were identified by X-ray diffraction (XRD). The reduction of composites was found to proceed in a stepwise manner (Fe2O3?Fe3O4?FexO?Fe).

The property of MacLeod-Cockshutt Gold Mines, Limited, is in the Little Long Lac area of the Thunder Bay Mining Division, Ontario, about four miles south of the Canadian National railway station of Geraldton. The town of Geraldton is about 170 miles east of Port Arthur and 22 miles west of Long Lac, which is on the main line of the Canadian National railway. The Trans-Canada highway passes through the property and during the winter season the road is maintained between Port Arthur and Long Lac. Electric power is supplied by the Hydro-Electric Commission of Ontario from their Cameron Falls plant and is distributed at 44,000 volts by a local transformer station. Early History The South orebody was discovered by diamond drilling in the spring of 1936. This is a porphyry contact orebody with major pyrite and minor arsenopyrite mineralization. Some gold is present in the 'free' state, but for the most part it is locked in the pyrite, with little or none in the arsenopyrite. Preliminary test work was based on comparing straight cyanidation with bulk flotation and cyanidation of the concentrates. The overall results by the two methods were found similar, but for economic reasons the flotation-cyanidation process was adopted. Before the mill came into operation, a new and entirely different type of orebody, consisting of massive sulphide lenses in banded iron formation, was discovered to the north of the existing workings. These bodies are an intricate mixture of pyrite and arsenopyrite, both carying gold.

The resource quantity of the low rank coalbed methane (CBM) accounts for 47% of the total resource quantity of CBM in China. Compared with the exploration and development of the high rank CBM in Qinshui Basin, China and the low rank CBM in Powder River Basin, USA and Albert Basin, Canada, the exploration and development of the low rank CBM are still in the initial test stage. In this paper, on the basis of analyzing the mining geological conditions such as that the Huanglong Jurassic Coalfield is largely situated in the hills and gullies zones, and the coal reservoir has the features such as the low metamorphic degree, large coal seam thickness, simple coal matrix texture, high permeability and small CBM content and so on, it discusses the key technologies such as the development pattern of CBM, well location arrangement, drilling and well completion technology and fracturing technology and so on. It indicates that the underbalanced drilling and the cavity well completion based on the reservoir protection will be the development directions of the CBM development technology in this area.

The fracture behavior of high strength Al7050 alloy was investigated at room and elevated temperatures using small size, V-notched tear (called Kahn specimen) and compact tension, CT, specimens, respectively.To study the elastic-plastic behavior of the alloy, the tensile test was also performed on the sub-sized cylindrical tension test specimen. The microstructure of the alloy was examined using optical- and scanning electron- microscopy. The rupture mechanisms and crack path were also studied by examination of specimens' fracture surfaces using SEM. The microstructure examination revealed equiaxed grains and some elongated grains in rolling direction, with the areas of partial re-crystallized grains where coarse intermetallic particles are mostly found.In general, fracture surfaces were indicative of dimpled ductile type. Considering the fractographs of tensile specimens, the void growth mechanism is also dominant in fracture of these specimens. Nevertheless, in some regions, smooth areas can be observed due to the friction during rupture process. The results of mechanical tests at RT made the evaluation of tear strength to 0.2 % tensile yield strength ratio, as a measure of notch toughness, available. According to elevated temperature, 150°C, test results and plots of log da/dt vs. log KI , the crack propagation behavior over discrete ranges of crack growth rates could be assumed linear and then be obeyed as a power law equation in the form of da/dt = A (KI)n .

This paper presents the experiences and views of women involved in the mining industry as determined from a questionnaire that was circulated across the Canadian mining industry. Globally, there have been significant studies done to understand the historic and global variety of women?s participation in this industry1. The reason for focusing on women?s experiences here in Canada is because women?s percentage representation at 14.4% in the mineral industry workforce falls below the overall labour force average of 47.4%2. Notably, a recent article in the Globe and Mail newspaper points out that adequate representation of women in leading of organizations is more of a matter of competitiveness and innovation rather than purely a ?women?s issue?3. This paper will provide some insight into the reasons why women join and stay in the mining industry and shed some light into the reasons for the overall low representation in this sector. The authors believe, as stated in a study from the London Business School, that a gender-balanced workforce is one way of providing the best results in areas that drive innovation4. Women represent a key stakeholder group that can help enhance the mining industry?s sustainability through innovation. The women who responded to the questionnaire represent many different areas within the mining industry, including a broad range of roles in industry, government, academia and in the supplies and services sector. The paper is intended to raise awareness about issues that women encounter that contribute or detract from career satisfaction in the mining industry. The survey provides an overall understanding of why women pursue or work in mining, and why women either remain or choose to leave it. The advantages and disadvantages experienced by women are highlighted, along with a summary of the possible initiatives that could be undertaken by employers as opportunities to improve the attraction of the mining industry for career minded women. As well, the survey provides a summary of the top ten features that are already in place at various organizations and community groups that have been identified as key for supporting and encouraging women to join and remain in the industry. Not surprisingly, the survey identifies that one of the key ingredients for retention of women in mining is the provision of mentors and sponsors. Another key aspect for retention is the provision of progressive employment policies that address the need for a degree of flexibility in work hours and a culture of balance between work and personal life demands. The survey and results are portrayed only from a female perspective since it is largely women?s perceptions that will inevitably be transmitted to others who plan on entering the field.

Rehabilitation of mined out areas is often enforced by environmental bonding. It is usually assumed that this process provides financial assurance that rehabilitation will be carried out as agreed at the permitting stage. Shortcomings of the current practice in environmental bonding for mining are reviewed. Of particular importance for the public, for governments and for the environment is the absence of protection against cost overruns and companies defaulting before the bond amount is entirely paid. Elements of solution are identified through the emergence of environmental insurance as a complement to bonding for cost overruns and defaults. A cover of environmental catastrophes could also be added, hence reducing the risk for the public and the environment. We examine the merit of creating a captive insurance company under the responsibility of the mining industry. The use of insurance techniques would incorporate a genuine risk management dimension to the financing of rehabilitation.

"The flotation of a cassiterite ore with oleic acid will recover primary or rougher concentrates assaying over 10 per cent Sn, with a recovery of 80 to 90 per cent. These rougher concentrates cannot be up-graded to a marketable grade by normal reflotation. Experiments were conducted on low-grade tin ores, and a process was developed for up-grading the rougher flotation concentrates by a reverse flotation technique. The process was tested on a number of samples of ore from the Catavi mine in Bolivia. The results of these tests showed that a concentrate assaying 40 to 60 per cent Sn could be readily produced, with a recovery of 60 to 75 per cent of the tin in the ore."

This growing dependence of Canada upon foreign mineral commodities, just referred to, applies particularly in the direction of the United States. There is, in fact, no more significant feature of Canada's mineral trade than the manner in which it affects the Dominion's commercial standing with that country. Our heavy adverse balance of trade with the United States is perhaps not a matter of such wide concern or frequent comment as was the case two or three years ago. It is, of course, a well-known fact that the Dominion each year buys from the States a volume of goods to a value enormously in excess of our sales to that country. And it has come to be accepted as a ?normal, though not altogether satisfactory, feature of our international commerce that a huge portion of the bill incurred by our American purchases must be met, not by our American sales, but by the proceeds of our sales to other countries, not-ably Great Britain. It is a three-cornered situation in which our trading deficit with the United States is covered largely by our trading surplus with the United Kingdom. In this situation the mineral trade plays a remarkable part. If one delves into the details of our transactions with the United States it will be found that, in one sense, the mineral trade is entirely responsible for the huge annual balance against the Dominion. In fact, Canada gets decidedly better than an even break on Canadian American trade, if one leaves out of account the three mineral groups, "iron and steel", "non- metallic minerals", and "non-ferrous metals".
