The proposed Rockwater Power Project is a hydropower development on the Waitaki River in the South Island of New Zealand. The proposed development will have an installed capacity of 250 MW with a peak flow capacity of 260 m3/s. The project commences at Lake Waitaki and extends some 35 km downstream on the north bank to a surface power station at Stonewall. Flow is returned to the Waitaki River via an outfall channel.The tunnelling for the project is through Greywacke, which comprises Permian and Triassic age marine sediments that are well indurated and weakly metamorphosed. The rock mass is jointed and sheared and there are frequent faults, which range up to hundreds of metres in width. Three 12 m diameter tunnel boring machines (TBMs) are proposed to excavate the 35 km long tunnel.The paper describes the development of the tunnel alignment, rock mass classification, design of the support, rock and hydraulic loads, support installation options and construction sequencing.The alternatives of rock bolts and shotcrete and segmental lining were both investigated and are discussed. Support using rock bolts and shotcrete offers the potential of rapid construction with minimum support cost when the ground conditions are good, but delays due to support installation increases with deteriorating ground conditions. In contrast, segmentally lined tunnels offer greater certainty in cycle time with reduced program risk. Both options are described and discussed.The horizontal alignment is affected by the presence of major fault zones, which are either avoided, or pretreated by driving conventional tunnels through in advance of the TBM delivery, topographical constraints with the rugged topography and operational hydraulic constraints. Construction requirements, future power station operation and the minimisation of leakage from the tunnel have all impacted on the vertical alignment.The number and sequencing of TBMs to be used is discussed in terms of program time and risk minimisation.

Redpath Australia is using a unique mining method for the Australian underground coal industry at Kestrel Mine Extension in the Bowen Basin, Central Queensland.The project involves completing two separate drifts from the surface for access to the German Creek Coal Seam located approximately 230 m below the existing surface. The scope of work is primarily the construction of two drifts; the first is 1577 m at 1 in 6 gradient and the second 1874 m at 1 in 8 gradient. Each drift has been developed by a Mitsui S200 roadheader with modifications to allow for a continuous tunnelling/mining cycle operation. A shotcrete boom has been fitted to the left hand side of the machine with the operators console located at ground level. Another operators console is elevated on the right hand side of the machine to allow operation of the rotary drill boom which is mounted on a slide rail to allow flexibility of positioning depending on the stage of the cycle. In support of the roadheader activities, an integrated conveyor system mounted on a sliding floor arrangement is able to be advanced as the mining face progresses. This sliding floor consists of four 1.5 m × 6 m sections that utilise hydraulic rams to ‘walk’ inbye, allowing room for installation of precast concrete floor panels for final floor completion. This method borrows from the tunnelling and construction industries to eliminate place-change delays in the mining cycle by enabling complete ground support installation without retreat of the primary development machine from the face. The aim is to reduce the project duration with the completion of final floor and services to within 30 m of the operating face as it advances.

The 335 000 oz Wilber Deposit is located within the Meekatharra-Wydgee Archaean greenstone belt in the Murchison District of Western Australia. The deposit comprises high-grade gold mineralisation hosted within a steeply west-dipping quartz lode, which lies within a broader (20–60?m) north-east striking shear zone envelope. Locally, the northerly-trending host rock geology includes greenschist facies high-Mg basalt (albite, actinolite, chlorite, biotite, calcite, zoisite, muscovite and titanate) intruded by at least two generations of felsic to intermediate porphyries (albite, actinolite, zoisite, chlorite, sericite, biotite, quartz and titanate). The Archaean rocks are cross-cut by a number of east–west striking Proterozoic dolerite dykes (biotite (50 per cent), albite, carbonate, epidote, titanate and actinolite) that are interpreted to have intruded pre-existing regional structures. The entire mine package is cross-cut by a system of shallow north-east-striking, north-west-dipping, barren quartz veins that commonly contain large (up to 30 cm), euhedral, smokey quartz megacrysts.The north-east-trending lode lies within a 3 m wide shear zone and varies from a single discrete 0.5 to 4 m wide laminated, massive or brecciated quartz-carbonate vein to multiple laminated veins up to 1 m wide within the shear. The veins exhibit strong boudinage, with cross-cutting quartz-carbonate seal veins in the boudin necks. The boudin necks often contain pink calcite. The shear zone fabric wraps closely around the boudin necks proximal to the vein, becoming more lode parallel distal to the vein. The lode is offset by a north to north-north-west trending fault.Mineralisation occurs as free gold within the quartz carbonate veins, with accessory sulfides including pyrite ± chalcopyrite, ± galena ± sphalerite. Fuchsite is observed in the veins, as laminar wall rock inclusions, with visible gold commonly associated with the wall rock laminations.Gold grades range from less than 1 g/t within the hosting shear zone, either at the margins or interstitial to the veins, to approximately 30 g/t in the single vein, and up to greater than 60 g/t in the multiple vein areas. Gold is commonly visible and disseminated throughout laminated, breccia and massive quartz veins, although laminations show the highest concentration of gold grains.CITATION:Hingston, R, Wellman, T and Sternadt, G, 2014. "The high rate of failure of new mine developments to meet feasibility study expectations has been the subject of many fine technical papers. Yet failure rates remain stubbornly high.Similarly, the common occurrence of disastrous acquisitions resulting from failed due diligence on projects is well known. Yet such mistakes continue to be made.The authors argue that project and due diligence failure are caused at least partly by cognitive biases. These biases pervade decision-making throughout project evaluations.A wider understanding of these biases (and their effects) is necessary. Only then can mitigating actions be taken.The opportunity for this wider understanding exists. A number of best-selling books have been published on the topic in recent years. With wider understanding of key concepts and terms, cognitive biases can be recognised and discussed. They can also be challenged and mitigated.The authors believe that these concepts should be entry-level, required knowledge for anyone evaluating, developing, reviewing or financing mining projects.Perhaps the most prevalent biases in project evaluation failure are the ‘over-optimism’ biases. In particular, the planning fallacy and confirmation bias.The anchoring effect is also pervasive. This bias propagates unrealistic assumptions from scoping and prefeasibility studies through to so-called definitive feasibility studies. Unrecognised anchoring biases also undermine the validity of many ‘independent’ due diligence reviews. They are also prevalent in corporate acquisitions.The availability heuristic refers to a mental shortcut that can lead to a number of biases. One of these is the narrative fallacy. The mind constructs coherent narratives and opinions, regardless of the amount and quality of the information that support them. Narrative fallacy commonly occurs in the evaluation of social and political risk. Another is disaster neglect, which is especially common in the failure to assess risks associated with tailings management.This paper outlines the relevance of these biases to mine project evaluations. The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

Advances in technology now allow geotechnical practitioners to better describe the properties and variability of a rock mass through advances in surface and underground mapping, borehole technology and geophysical imaging. Yet the way in which practitioners use this data is not being realised to its full potential and the quality and quantity of data that is collected is often superior to the conventional design approaches that are typically adopted. A discrete fracture network (DFN) approach provides the ideal basis for using this data to generate geologically-realistic rock mass models based on parameters derived from field data, which more effectively capture the variability and rock mass behaviour. However, until recently, the DFN approach has mainly been applied to cave mining and small-scale models associated with synthetic rock mass modelling or groundwater flow modelling for the nuclear waste and oil and gas industries.Ground support design for blocky rock masses in Australia is often dealt with in a rather traditional manner, adopting either an observational empirical approach through rock mass classification systems or conventional wedge stability analysis techniques. Using these methods requires several generalised assumptions about the rock mass fabric and excavation geometry. As such, the support system is often designed for a worst-case scenario based on a predetermined risk tolerance that the mine is willing to accept and a design block size that is generally determined by the proposed excavation dimension.A study by Doumis (2014) used conventional wedge stability analysis and the probabilistic key block analysis software JBlock (Esterhuizen, 1996) to estimate potential block sizes and support requirements. A DFN approach has also been adopted at Callie underground mine using FracMan™ software (Golder Associates, 2014). Turbulence and its distribution are of great importance in flotation, and have received considerable attention recently. However, there is no mature technique to measure turbulence in three-phase (liquid-solid-gas) industrial flotation cells due to the opaque, highly aggressive and abrasive nature of the slurry involved. Previous research has shown that the piezoelectric vibration sensor (PVS) is a promising tool for turbulence measurement in industrial flotation cells. The PVS is a robust device that converts mechanical vibration to electrical signal, from which turbulence information can be extracted. An improved calibration method has allowed development of a frequency model to calculate the force applied to the sensor. Experimental results and comparison with laser doppler anemometry (LDA) have shown that the PVS can measure fluid kinetic energy, which is related to turbulent kinetic energy, a parameter used in the literature to represent turbulence in flotation. Laboratory measurement in a two-phase (water and air) 60 L cell and with slurry in a 3.5 L cell gave good stable results and mostly consistent trends between the measured turbulence profile and cell operation. When applied in a 300 m3 industrial cell filled with water, the addition of air or slurry to the cell resulted in a shift in the turbulence profile. This is expected because a change in fluid density will change the force applied to the sensor. It is therefore concluded that the piezoelectric sensor is an easy-to-use and robust technique that is fully capable of measuring turbulence in industrial flotation environments.CITATION:Meng, J, Tabosa, E, Xie, W, Runge, K C and Holtham, P, 2014. The Homer Tunnel is located in a remote area of the South Island of New Zealand and carries large numbers of tourists to Milford Sound through an avalanche prone area. The tunnel is 1280 m long with a steep ten per cent unidirectional grade descending to the west. Construction of the tunnel began in the 1930s and was completed to a nominal 6 m width in 1954. In 1996, two passing bays were stripped-out to accommodate bi-directional flow of tourist coaches. During all phases of construction and widening there have been episodes of strain bursting.The condition of the tunnel and standard of internal services is below current international practice, principally in terms of; in-tunnel air quality, fire life safety, ground support, and road safety. A number of near-miss events have occurred involving coach fires on the approaches and inside the tunnel. The national road authority, NZTA, is considering a substantial investment to improve amenity and safety of the tunnel.This paper describes the rationale for the proposed upgrade works and the investigations undertaken to enable that design. A holistic approach to road tunnel safety has been adopted that balances the key interrelated safety drivers, namely; tunnel lining, traffic operations, ventilation, power supply and egress while ensuring continuity of safe access to Milford Sound.

"Sunrise Dam Gold Mine (SDGM) is located 820 km from Perth, 220 km from Kalgoorlie—Boulder and 55 km south of Laverton in Western Australia. The SDGM main pit had successfully operated since 1997 and was due to be completed during 2012. An opportunity existed to extract the high-grade crown pillar – 600 kt @ 7 g/t for 135 koz by either open pit or underground methods.The crown pillar was the 60 m (vertically) thick remaining part of the high-grade Cosmo orebody between the top of the paste filled underground mine stopes and the planned base of the final open pit shell.There were two major difficulties being considered when choosing the underground or open pit options:a major wall failure in the upper section of the main pit wall directly above the crown pillar restricting access from the base of the open pit to the top of the crown pillarimpact of a high rainfall event while the crown pillar was being mined from either surface or underground resulting in flooding of the underground mine workings.This paper will discuss the following issues:the process to identify and evaluate the risks in both options using knowledge based modelling software; this technique allowed the evaluation of a complex set of assumptions to arrive at the preferred optionremediation of the Watu failurethe selection of the preferred option and the challenges encountered before, during and after the extraction of the crown pillarthe planning and geotechnical work to ensure the safe extraction of the crown pillarsuccessful outcomes transitioning from open pit operation to a solely underground operation.Citation:Robeson, A, Cowan, M and Brockman, M, 2016. Global iron ore demand, sparked by ChinaÆs rapid industrialisation and emergence as the worldÆs newest steel market, has seen iron ore groups investing heavily in production capacity as well as infrastructure. The success of these new projects depends heavily on reliability, competitiveness and quality control in an increasingly demanding trading environment. Furthermore, the iron ore industry continues to improve its competitiveness in mining practices, technology innovation and management processes. The continued fine tuning of these sectors will be critical to the success of the industry in the years ahead, and this mining sector will continue to demand process improvements from their service suppliers to maintain competitiveness. Automation offers a real solution to these demands. A crucial quality control element in mining, beneficiation, stockpiling and shipping stages is ensuring representative samples of ore are taken along each step of the process. When these samples reach the laboratory it is imperative that the sample is representative of the entire stream and that no induced errors occur. Examples of automation start with mechanical primary and secondary samplers in the run-of-mine processes through to sample tower and laboratory crushers, dividers and collectors. Automation is widely used in many forms to provide reliable and repeatable samples for analysis whilst providing a safer working environment. Laboratory automation systems in use today vary from simple linear systems to sophisticated robotic cells. Sample automation in the iron ore industry has resulted in many benefits for both producers and their customers. The most significant benefits have come in the form of higher safety standards whilst reducing sample error, sample handling and sample contamination during collection. These benefits have been further augmented by reliability and repeatability of automating the final sample preparation and analysis stage. Today these benefits are reflected in reduced costs of sampling and improvement in both turnaround time and quality of results, whilst complying with Australian safety and ISO sampling standards.

Centennial Coal operates the Springvale and Angus Place longwall mining operations that extract coal beneath the Newnes Plateau in the Western Coalfields of New South Wales. Springvale and Angus Place mines have a history of difficult geotechnical conditions, where mining operations are conducted with a thick coal roof interbedded with numerous claystone units and relatively high levels of vertical and horizontal stress. The combination of a relatively high stress regime and weak laminated roof has led to numerous roof failures throughout the mine’s life.Following underground roadway development, the mine roadways can experience high levels of roof movement that can lead to roof falls. Two-point wire extensometers (known as ‘telltales’) are extensively used for roadway condition monitoring. Along with extensive other geological and geotechnical data, monitoring data is used to prepare geotechnical hazard plans that are then used in all areas of mine planning to allow for safe and efficient operation of the mine.This paper presents a case study of the use of a new software tool that allows time-scaled visualisation of monitoring data in the context of longwall and development face positions and installed strata support. It can be used in the identification of geotechnical risk factors and their interaction with the mining process to allow a more robust geotechnical hazard process. The transport network in Europe is probably one of the most important systems for the European economy and society. Trans-national transport routes play a vital role in the traffic of goods and the supply of the population. In this respect, critical road infrastructures, like bridges, tunnels or control centres, can have a bottleneck function. Any disturbance of these structures could lead to negative consequences for the population and the economy as a whole.Project SecMan – Security Manual – is a simple four-step procedure for the identification of critical road infrastructures; assessment of these infrastructures regarding various man-made threats and the determination of effective protection measures was developed. These methodologies are summarised and combined into a comprehensive best-practice manual that allows for a trans-national structured and holistic security-risk-management approach for owners and operators of road infrastructures in Europe.Currently no common processes, methodologies or standards exist in Europe regarding the consideration of security relevant events for critical road transport infrastructures, eg tunnels, control centres and bridges. Attacks on the former can have severe short- and long-term effects with high media attention. A trans-national risk management approach would increase the possibilities for prevention as well as mitigation. A trans-national emergency response strategy would increase preparedness, as well as facilitating and accelerating the reaction in the case of an event.The main objective of the project is to develop a practical process for the identification of critical road infrastructures based on generally accepted security aspects. Bauxite Resources Limited is grade drilling in its Western Australian Darling Range tenements to firm up resource definition and to develop mine plans. The Darling Range bauxite is generally in shallow deposits with minimum overburden. In the northern tenements, the ore is characterised by a higher silica layer which may extend from 0.5 to 1.5 m below, which high grade bauxite is found to a depth of four to 7 m. When grade drilling samples are taken, every 0.5 m and the recovered sample is weighed, logged and bagged. To eliminate splitting errors, the whole sample over the short interval is pulverised. Twinning holes variations are observed when using various drill rigs. Diamond core has been shown to give close to 100 per cent recovery and grades have been verified by digging bulk samples. As such, diamond core is used as the reference. It is intended to include sonic drilling as an alternative to diamond cores. This presentation details and attempts to explain the reasons for the observed variations in the various drilling methods used by Bauxite Resources Limited. The financial evaluation of mining projects drives a whole range of decision-making regarding project viability, project design, operating models and closure philosophy. Net Present Value is a financial assessment approach that is pervasive across the industry and has been widely criticised for driving short-term thinking and leading to poor long-term outcomes and future unfunded closure liabilities. But are there alternative models and what are the impediments to their implementation? This paper aims to outline current and past mine closure practices in the mining industry and questions these outcomes given the changing shareholder investment requirement for alignment with sustainable Environmental, Social and Governance (ESG) goals. Examples are presented of closure programs planned and executed in the later stage of the life-of-mine and explores the benefits that could have been realised by integrating these into concurrent production operations. Examples of simultaneous mine development and closure execution and their benefits are presented, and their relevance to corporate investor branding. This paper also discusses the concept of investor project ownership through to sustainable closure and outlines alternative approaches to responsible, sustainable mine closure. We explore the current mining industry divestment practices to remove closure liability from the balance sheet. These underlying financial practices and Net Present Value approach to Mine Closure and alternative approaches are discussed.

The mill area of PT Freeport Indonesia is located in a valley surrounded by steep natural slope, characterised by extreme topography with mountains rising to above 4500 m within 100 km from the seashore. The valleys are deeply embedded into the mountainous terrain and bordered by steep natural slopes. Vertical or overhanging lime walls are interrupted by steep vegetated screen sections containing accumulated loose material from weathering processes and ancient rock falls and/or debris flows/avalanches. The climate can be best described as alpine subtropical with an accumulated rainfall of more than 5000 mm per year. Occasional snowfalls and superficial freezing above 4000 m elevation leads to heavy weathering of the superficial rock layers and along open joints and fractures. The mill area is a crucial and strategic infrastructure for the entire mining operation which is best characterised as a high density industrial area with facilities including water tanks, power generators, crusher, and concentrating facilities including office buildings and workshops as well as access tracks to the underground mining blocks. Considering the local topography, the restricted space conditions and the number of technical installations, the facilities are likely to be affected and highly vulnerable to rock fall from the surrounding slopes. In order to minimise the rock fall hazard three rock fence barriers area were constructed at the mill area. The 7.5 rock fence barriers were designed with the maximum capacity of 5000 kJ. These are the largest capacity of rock fall barriers ever constructed in Indonesia. The total length of the barriers for the three locations was 126 m. The biggest challenge of this project was the construction of the barrier at West Gulley, which was constructed at 300 m above ground level. For this site, construction access was undertaken using helicopter. This presentation discusses the design of the mitigation structures as well as the construction approach and stages of the barriers. Please note: This paper is abstract only.

Mining of copper ore is still the most important business in Chile. In order to mine ore with a copper content of less than one percent at Minera Los Pelambres in an economical way, opencast mining is mandatory. Due to the prevalence of avalanches at the mine, the concentrator was located in a stable area, some distance from the mine. As a consequence, the material has to be transported between mine and concentrator by conveyor. A downhill conveyor system has been implemented for more than ten years as the most suitable and most economical ore transport alternative. Due to the length (12.6 km) and inclination (1300 m drop) of the conveyor system, the stresses in the steel cord belt are the dominant design criterion, resulting in a belt quality of ST 7800. Additional dynamic belt stresses during transient operating conditions are avoided by the installation of high capacity adjustable frequency drives. The rating of a single drive unit is 2500 kW. During ten years of operation, several capacity increases have been implemented, from an initial 5800 t/h up to the current capacity of 9900 t/h. This presentation describes the engineering challenges of the implementation of the world's strongest belt conveyor system. Capacity increase measures like the development of new control and breaking strategy, proved by dynamic simulation of belt forces and belt speed scenarios are explained. During this long-term partnership of RWE Power International, the former Rheinbraun Engineering, with Minera Los Pelambres, RWE has been engaged continuously for development work, safety checks, expert opinions and maintenance audits, and giving new impulse to conveyor technology.

The permeability coefficient is an essential parameter for the study of seepage flow in fractured rock mass. This paper discusses the feasibility and application value of using readily available RQD (rock quality index) data to estimate mine water inflow and grouting quantity. Firstly, the influence of different fracture frequencies on permeability in a unit area was explored by combining numerical simulation and experiment, and the relationship between fracture frequencies and pressure and flow velocity at the monitoring point in fractured rock mass was obtained. Then, the stochastic function generation program was used to establish the flow analysis model in fractured rock mass to explore the relationship between flow velocity, pressure and analyse the universal law between fracture frequency and permeability. The concepts of fracture width and connectivity are introduced to modify the permeability calculation formula and grouting formula. Finally, based on the on-site grouting water control case study, the rock mass quality index is used to estimate the mine water inflow and the grouting quantity. The results show that it is feasible to estimate the fracture frequency and then calculate the permeability coefficient by RQD. The relationship between fracture frequency and RQD and the relationship between structure surface frequency and permeability follow an exponential function. The calculation results are in good agreement with the field monitoring results, which verifies the rationality of the calculation method. The relationship between the rock mass RQD index and the rock mass permeability established in this paper can be used to invert the mechanical parameters of the rock mass or to evaluate the permeability and safety of the rock mass, which is of great significance to the prediction of mine water inflow and the safety evaluation of water inrush disaster management.

BHP Billiton’s Area C iron ore operation has been in production since 2003. During 2010, below water table mining in the Marra Mamba formation commenced and dewatered ore has been successfully processed through the plant.The ability to mine below water table material increases reserves. Pits can be dewatered using a combination of ex-pit and in-pit bores. Critically it is important to allow suffi cient lead time to dewater. For Area C, in-pit bores yield the most water which presents challenges in every day operations when mining around bores. Operationally there are steep learning curves in obtaining equipment, training personnel and setting up infrastructure. Core risks include lifting, refuelling and maintaining gensets. The pipework, extraction and re-establishment work can be very manual.The challenges include blasting, mining, stockpiling, processing, water balance and disposal. Maximising up time on bores whilst minimising impacts to blast practices have evolved. Blast practices now align bores to the edge of patterns. Protecting bores have evolved from stemming bores with rock and re-drilling to using gas bags which require no drills. Based on moisture and material properties, mining of dewatered material can be categorised into three groups:1. normal,2. sheeting, and3. sheeting and top loading.Ore can go straight to the plant ore to drying pads where it takes between one and three months to drain.Stock management of these piles is important to ensure efficiency of the plant. Rules have been established for blending wet material to maintain feed capacity and some modifications to plants have been made. Dewatering of pits poses a challenge for water use. Initially turkey’s nests were established to capture water and use for dust suppression. As water abstraction has increased methods of management include using exhausted pits for storage and evaporators. Managed Aquifer recharge and use in potable water are being considered. An over arching coordination of the capacity and use are required.Important elements in dewatering include:• capacity models,• capital,• long to short planning,• day to day coordination, and • water level monitoring and balances. Below-ground technical complexity remains a traditional source of project challenge. Above-ground challenges then augment this complexity, including in the domain of commodity marketing. All challenges must be solved to produce quality, saleable, ex-mine product. The situation is further complicated in that technical complexities are not independent of each other, so complexity is best regarded as a system rather than a series of isolated factors. Additional above-ground challenges to mining projects are also increasingly sourced from societal and environmental factors, locally and globally. These challenges not only confer project complexity, but have their source in larger, global wicked problems. Finally, financing and resourcing of projects represents an ever-present challenge for all but the highest-quality mineral deposits.
