The sharp deterioration in Au~tralia'S ternn of trade in recent years and the accumulating national debt highlight the need for a restructuring of the economy which is highly dependent upon primary agricultural and mineral commodity exports (figure 1). Table I gives an indication of the value that can be added to raw material by mineral processing. Significantly higher value is added through downstream manufacturing. In 1987, the mining and rural sectors accounted for 47010 and 38010 respectively of total exports valued at $35,782 million (figure 2). The export contribution from minerals comprised $12,266 mil- lion from unprocessed ores and concentrates and $4,668 million from metals and processed minerals including some simple manufactures. Coal accounted for 450/s of total primary mineral exports. Iron ore and alumina are other important mineral exports, while gold and aluminium are major metal exports. (Figure 3) Australia's minerals are now traded in a much more competi- tive and oversupplied market in contrast to the 1960's and 1970's period which was characterised by increasing exports of largely unprocessed ores and concentrates. Since the early 1980's (I cI) resscd )ver~cas nutrkcts and km rununodlity liriccs ha~c hcen the product of excess capacity installed to satisfy a forecast high growth in demand which never eventuated due to the world reces- sion. During this period the emphasis on technology development was focussed on reducing costs through increased production effi- ciencies in order to maintain competitiveness.

It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives.Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring?It is these questions which I wish to discuss in this address.There is nothing new about change in the mineral industry, it has been happening for thousands of years and it will continue as long as civilisation exists on earth. One type of change is economic and we are all aware of the rises and falls which occur in the prices of metals and minerals (Figure 1). When these have happened in an orderly manner, and could be predicted and planned for, it has been possible to take advantage of the benefits and minimise ill-effects, but when they were sudden and precipitate, and could not be predicted, the consequences were serious. The extreme example, of course, was the oil price shock of the 1970s which had such disastrous effects on industry and society.Other types of change are social, cultural and political. They have all been important in recent years and will continue to be so in the future.But it is technological change which may well be the most important because its effects are profound and irreversible, and alter irrevocably the way in which we live. So in discussing the mineral industry in a changing world I will talk specifically about technological change.

During the Palaeoproterozoic, a large number of granitic intrusions were emplaced in the various parts of the Pine Creek Geosyncline (PCG). In the central region, the granitic magmatism is represented either by the coalesced mass, eg the Cullen Batholith, or individual plutons such as the Mount Bundey Granite which together with the Mount Goyder Syenite intrude the metasedimentary strata, causing wide spread contact aureoles. Some of these granitic intrusions are temporally and genetically related to gold (and less commonly base-metals) mineralisation present in the adjacent metasediments. These plutons are characterised by the presence of biotite and homblende which appear late in the paragenetic sequence. Electron microprobe analyses of biotite and homblende show that these minerals are poorly to moderately zoned. Biotites are characterised by a decrease in Fe/(Fe + Mg) ratios when plotted against AIVI. Similarly a modest decrease in Ti from centre to the margins of the biotite crystals has also been observed. Furthermore, an increase in Mg/(Mg + EFe) ratios from centre to the margins as well as in mafic to felsic rocks is also apparent. On the other hand, homblendes from the granitic bodies display less well marked trends and are poorly zoned. However, they show systematic increases in Mg/(Mg + EFe) ratios, and decreases in Fe, Al"' and Fe/(Fe + Mg) ratios, when plotted against Si. Magnetic susceptibility measurements on powdered samples of the plutons give results characterised by high values ranging from 0.8 x 10-4 to 2.0 x 10-3 emu/g which place the granites in magnetite- series field. This indicates that the oxidation state of the magma was high during crystallisation. The range of chemical compositions of the mafic phases indicates a rise in the oxidation state of the magma as it progressively became saturated in H20-volatiles and other metals, not partitioned into the earlier crystallised phases in the final stages of magma consolidation. These variations in chemical compositions also indicate that initially fOz was high and became progressively higher during fractional crystallisation of magmas; this subsequently led to the emanation of hydrothermal fluids responsible for the mineralisation in the adjacent metasediments.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? Are there financial mechanisms already in place that could allow the Victorian Government and the mine operators to manage the risk of rehabilitation default3, lower rehabilitation liability, attain site rehabilitation objectives and allow eventual site relinquishment?CITATION:Cramer, M L and Wines, N P, 2016. At the outset, I guess we should define what we mean by "com- modities". In the 20 minutes or so which I have for this paper, it is impossible to tackle all commodities -one would need to con- sider not only the base metals but also the ferrous iron and steel products as well as energy commodities such as coal, oil and even uranium. For the purpose of this address however, I would prefer to refer to the principal non-ferrous commodities: copper, lead, zinc, aluminium and nickel and, I would like to consider some of the changes which have taken place in the industry over the past 20 years-and the likely reasons for these changes. I would also like to dwell a little on the future and some of the key issues which-may influence the future path and direction of the metals industry.

On January 21, 1986, a methane ignition and subsequent mine fire occurred in the under- ground workings of the Jim Walter Resources, Incorporated No. 3 Mine located near Adger, Alabama. The fire, which began on a longwall face and eventually spread into the adjacent gob area, could not be extinguished directly and raged out of control for several hours. Sealing operations were begun underground by Mine Rescue Teams and the fire area was successfully sealed with the mine able to resume production in about one month. The No. 3 Mine liberated over sixteen million cubic feet of methane in twenty-four hours. The operation was unique, in that, the successful underground sealing of a fire in an ultra-gassy mine had not been attempted or com- pleted for several years. Maps and charts are included to give explanation of the typical data used to manage the recovery effort.

During the 1950's there was a flurry of activity on the design of main ventilation shafts for mines. More recently, a new ana- lysis was commissioned in relation to the multi-shaft, nuclear waste isolation facili- ties currently under design in the United States. This paper presents the major find- ings of that study and should prove of value as a reference in the design of proposed new shafts. An overview of mine shaft resistance introduces the effects of the shaft walls, fittings, conveyances and shaft stations. Each of these is analyzed in turn. A com- pletely new technique is described, which facilitates the estimation of wall resis- tance. The effect of size of a conveyance is quantified and shown to be dominant when the cage occupies more than 30 per cent of the shaft cross-section. The dynamic effects of a moving conveyance are also analyzed.

New technology is a significant factor in the present upsurge in world, and Australian, gold extraction and production. The main technologies in current use for gold production are described, referring to overseas developments. Areas where existing techniques have shortcomings or new methods are needed are pinpointed and discussed. Much research work on gold metallurgy is under way round the world, and many new developments have potential. Many of the current research activities round the world are covering unusual and striking areas, with surprising results starting to come through. Some of the "blue sky" techniques reportedly under investigation are identified, together with consideration of when changes in technology are of value. The consequences of new technology for personnel involved in gold plant operations will be raised, including the new education now required.

Flotation frothers are heteropolar molecules that are preferentially adsorbed at the bubble interface to enhance the flotation performance by promoting the formation of small and stable bubbles. Frothers have different characteristics that can be used to classify them. A classification framework has been recently presented by Saavedra Moreno et al (2022) to classify non-ionic frothers by conducting a principal component analysis (PCA) and a hierarchical clustering analysis (HCA). However, for the purpose of the present research, only five frother characteristics, including molecular weight (MW), hydrophile–lipophile balance (HLB), critical coalescence concentration (CCC), the minimum Sauter mean diameter (DL), and foam stability index (DFI) were used in the PCA and HCA. All those characteristics were evaluated for a two-phase system in the absence of particles. Realising the important role that particles play in froth stability and behaviour, the effect of hydrophobic particles on the presented frother classification framework was investigated in this study. Four frothers with different characteristics, methyl isobutyl carbinol (MIBC), 1-pentanol, tri (propylene glycol) (TPG), and tri (propylene glycol) methyl ether (TPM), were chosen. The experiments were carried out in the presence and absence of silica particles esterified with 1-pentanol. It was evident that the results for 1-pentanol, TPM, MIBC, and TPG in the three-phase system agreed well with the frother classification presented for the two-phase system as frothers were clustered in the same groups. The findings from this research support the use of the frother classification system presented in two-phase system to select a specific frother for a particular application without the necessity of conducting laborious experiments in a three-phase system.

High pressure grinding rolls (HPGR) technology is growing to be a common comminution tool in iron ore processing. The technology finds a wide acceptance and presents specific benefits in coarse ore grinding and closed-circuit grinding in preparation of ball mill feed, right down to the other end of the particle size spectrum for iron ore pellet feed preparation.A growing number of minerals processing plants are facing higher operating costs and difficulties due to a scarcity of process water, which in some cases is a result of more stringent environmental constraints. In addition, many new iron ore deposits are located in more arid regions of the world. These challenges have led to operators taking a new look at dry processing of iron ores.The use of dry crushing and classification technology in cement production from blast furnace slag, clinker material or limestone feed stocks indicates that the technology may be applied in minerals processing. In addition, dry processing provides the possibility of generating a final product from finely disseminated and inter-grown ores at sizes near or well below 100 µm, as may be required for beneficiation techniques such as in fine magnetic separation, flotation or magnetic flocculation.Dry grinding by HPGR has a number of specific features, challenges and opportunities, including balancing power input, moisture content requirements and classification efficiency in the process design. HPGR parameters and the latest HPGR design and sizing capabilities indicate considerable potential benefits from this dry processing technology.This paper highlights some of the specific issues that play a role in dry HPGR application, with respect to energy and materials balances. Inertia cone crushers have found applications mostly in steel slag crushing operations in China. Compared with conventional eccentric cone crushers, the crusher has an obvious advantage in reducing product size. In addition, they are mostly used in two-stage open circuit crushing flow sheet, which simplifies the crushing process. However, inertia cone crushers are not widely used in the mineral processing industry due to their low crushing capacity. In this paper, the throughput performance of the inertia cone crusher was investigated in a laboratory-scale inertia cone crusher and relationships between operational parameters were identified. Iron ore was crushed using orthogonal experimental method under different machine parameters and operational conditions. The crusher throughput and product size distributions were determined. The effects of parameters such as eccentric speed, discharge gap, eccentric mass and eccentric distance on product mass flow and product size were investigated. The results of this study can help reduce the feed size of the mill in order to reduce total energy consumption of comminution.

Drilling has always been one of the most important parts of the exploration process with most companies spending around 25% of their budget on drilling. Although superficially there appears to be little difference in drills and drilling practice a number of major refinements have taken place over the last decade that have significantly changed the drilling scene. One of the most important advances has been in hydraulic engineering giving rise to the Dual Purpose top drive drilling rigs. These have led to significant productivity increases with the high rotation speeds and longer fleets. Downhole technology has also advanced with better hammers, stronger drill rods, impregnated coring bits and improved drilling fluids. Although geologists continue to measure drilling performance on a cost per metre basis, greater consideration is at last being paid to the quality of sample produced. This is particularly the case with RC drilling where quite sophisticated automatic and semi automatic splitting devices have been developed. Drill operators are now required to be experienced in both Diamond coring and air drilling and be better qualified to maintain the more sophisticated machinery. Management of drilling companies or drilling divisions has also had to change to accommodate both the high capital cost of equipment and the demands of keeping drilling a cost effective exercise.

Kestrel Mine co-disposes around 1.5 Mt of fine (2SO4/t and to date around 9 Mt has been deposited. The mine plans to co-dispose of approximately 39 Mt of material, creating a dump with a maximum height of 35 m and a disturbance footprint of 260 ha. Benign materials suitable for rehabilitation are severely limited and no successful rehabilitation strategy has yet been demonstrated. A rigorous measurement and modelling program is resolving outstanding issues associated with acid rock drainage (ARD). The objective of the program is to develop and validate a strategy for dump rehabilitation that will control ARD and allow for mine closure. The strategy includes using a soil cover to reduce water flux into the dump to control the overall oxidation rate and to control effluent release. Monitoring of the oxygen distribution and water flux in the uncovered material commenced in February 2001 and monitoring in waste under a trial cover commenced in February 2002. Carbonaceous and sulfidic oxidation rates have been measured. Initial modelling indicates that the carbonaceous material has the general effect of slowing the rate of pyrite oxidation, lowering the maximum sulfate production rate and extending the time to oxidise all the sulfides. The combined approach of measurement and modelling provides a sound basis for assessing the performance of the trial cover and predicting the long-term quality and quantity of effluent at the base of the rehabilitated waste dump.

The wedge shape theory of the rock fragmentation range in bench blasting is presented according to the dynamic characteristics of rock fragmentation by blasting in open pit under the condition of hole-by-hole initiation. The finite element software ABAQUS was used to analyse the rock fragmentation mechanism. The rock mass stress contours, crack propagation and damage evolution of different moments were obtained. Marcobre SAC (Marcobre) is developing the Mina Justa copper mine project, located in the Ica region of Peru. The Mina Justa IOCG orebody comprises of a sulfide mass overlain by an oxide cap with a sharp transitional zone between the sulfide and oxide masses. The primary target metal is copper, but there are minor amounts of gold and silver. The oxide will be treated by HPGR, crushing and vat leaching, whereas the sulfide will be treated by HPGR, milling and froth flotation. The processing selections are due to some unusual ore characteristics which have required relatively unconventional solutions.Vat leaching was chosen over heap leaching and other processes after detailed trade-off studies found it to be the most attractive, primarily due to the high acid consumption of the ore. The sulfide flotation produces a wide range of concentrate grades due to the complex nature of the mineralogy. The selection of HPGR circuits for both the oxide and sulfide ore is due to the extremely hard and competent nature of the deposit. Traditional methods for installing gaskets for segmented bored tunnels have relied upon different bonding procedures with adhesives that carry a series of disadvantages to segment producers. Fixation of the gaskets into the concrete segment as part of the casting procedure has been developed over the last 20 years and has emerged as an economical solution to produce high-quality tunnel segments for various technical tunnel applications. External and internal challenges in mining are increasing the difficulty and complexity of operating mines. The external mining environment has a big impact on mining operations and is driving the focus on safety, sustainable mining, green issues, profitability and productivity. There is a very high emphasis on ‘reducing cost to improve’, lower mining and beneficiation costs by eliminating waste/inefficiencies (reduce people, use less consumables, multiskilling, etc). The internal mining environment is getting tougher to operate in, with the deposits being more difficult to mine, more difficult to manage due to external pressure along with issues associated with maintaining quality, etc.Technological and environmental developments too numerous to mention, mean that cost control models, reduction in human resource numbers, as well as other drastic measures to curtail expenditure and increase profitability have become part of everyday business. The capability to manage the mining environment in a systemic manner has been lacking and this increases the pressure for performance on those individuals operating and managing mines.Working smarter has become crucial to ensure that businesses optimise the use of their resources, become more safety conscious, more productive and remain cost-effective, while recognising the importance of sustainable mining now and in the future. The logic of determining and managing to the capability of the mining value chain will be examined and the underlying assumptions or beliefs guiding behaviour and decision-making will be highlighted.In order to identify the obstacles in the mining value chain that hinder achievement of its full potential, the following questions have to be asked:What are the factors that influence the performance of a mining value chain?What is the design capacity of the mine?How can the inherent flow and value capacity of a mine be determined?What types of solutions will allow a mine to operate at its inherent flow and value capacity?This article will discuss the way we plan, measure, assess and manage the mine value chain, by addressing the following factors:balanced capacity versus flow and value capacity designthe use of averagingoptimising individual components in a value chain versus optimising the whole value chain.Optimising flow and value through the mining value chain is one of the three pillars of Mineral Resource Throughput Management (MR™). MR™ is an entrenched and academically supported philosophy that has been successfully applied in the past decade in various mines throughout the world by EXXPLEO, a mining and beneficiation consulting company. EXXPLEO has partnered with HCL (a global IT company) to embed the MR™ philosophy, methodology and toolsets into a formal software product called Synchronised Digital Mining (SDM). The weathering profile, in arid terrains, is commonly capped by different kinds of hardened crust, whose formation is related to recent or former climates. One may distinguish silcretes, calcretes and the ferruginous (or ferro-aluminous) laterites. the present keynote address mostly deals with the lateritic regolith and, moreover, the influence it has on mineral exploration. The lateritic regolith, also called "cuirasse", is a result of a massive accumulation of Fe (and/or Al) oxides on top of weathering profiles developed during former, probably seasonal humid, climatic episodes, and whose preservation depends on the characteristics of later climates. The total thickness of such weathering profiles commonly exceeds 50 m, with an almost complete substitution of the rock forming minerals by secondary minerals as kaolinite and Fe-Al oxi- hydroxides (hematite, goethite, boehmite, gibbsite). Such an alteration of the primary minerals assemblage is of course accompanied by significant changes of the chemical composition, as concerns major and trace elements. The latter are distributed amongst the main secondary mineral phases or trapped in some primary resistant minerals, but may also be leached, totally or partially. Gold is also affected by lateritic weathering, as shown for instance by morphoscopic and geochemical studies of gold grains collected in the different horizons of the profile, which indicates some dissolution followed by reprecipitation.

The grinding circuit at PT Newmont Nusa Tenggara (PTNNT) – Batu Hijau mine consists of two SABC (semi-autogenous milling, ball milling, pebble crushing) trains, including four 20'?×?33'6? ball mills that have been lined with steel liners since the commissioning of the plant in 1999. During 2011 and 2012 an industrial trial was conducted to evaluate Poly-Met liners (a combination of rubber and steel liners). These new liners were installed in two of the ball mills (ball mills 1 and 2) and operated in parallel with ball mills 3 and 4 with steel liners.The objective of the trial was to compare the plant performance with the Poly-Met and steel ball?mill liners with regards to wear life, mill throughput, grind size and total unit costs. The trial was conducted over the entire life of the liners. The evaluation methodology implemented consisted of frequent spot sampling around the ball mill circuits, complete surveys/audits in both ball mills, and detailed analysis of process data.
