Hidden under picturesque Bemic Lake, in Canada's eastern Manitoba, lies a highly fractionated pegmatite orebody, hosting a unique assemblage of minerals. Accidentally discovered in 1929, the orebody had a brief history as a tin producer, but it is now mined by Tantalum Mining Corporation of Canada, Ltd. (TANCO), for its cesium, lithium, rubidium and tantalum bearing minerals. The mine also has potential for mbidium-feldspar, amblygonite, gallium rich mica, and quartz production. This paper describes the geology of the orebody, and its mining and processing. Selective, concurrent, mining and milling of the various products necessitates a high degree of planning and control, and these aspects are also discussed. The introduction of Quality Control and SPC are discussed, for such are the keys to excellence.

THE objective of the iron smelter is naturally the production of high quality iron at the lowest practicable cost. To enable this, large tonnages are put through the blast furnace, and, at the same time, the quality of the iron must be under definite control.The modern blast furnace enables these objectives to be attained. Modern civilisation may be said to be built on a foundation of iron, and, today, the production of iron and steel has beeome one of the world's industries.A short historical introduction will serve to show the evolution of the processes and apparatus since iron production assumed importance.There is no definite date fixed as to when iron was first made, or by what means it was first discovered. Perhaps prehistoric man threw iron bearing stone on to his fire, and these became reduced, Ieaving a soft metal behind, or more probably the first iron was of meteoric origin.There is evidence, however, to prove that it has been known for a period of 6000 years. Iron has been found in the Pyramids and its use was known to the early Eqyptians and later to the Hebrews, Assyrians, Greeks and Chinese. Following the Greeks, the Romans excelled in its extraction and uses in the manufacture of their instruments of war, and to this fact can largely be attributed the success of their many wars of conquest. "Sensor based automatic ore sorting technologies are used in the minerals industries to efficiently remove waste and submarginal grade material from crushed and screened run-of-mine (ROM) ore, producing a coarse (typically >10 mm) upgraded preconcentrate at an early stage in the mineral processing circuit. This avoids additional energy intensive downstream processing of this rejected component of the ROM feed, leading to lower unit operating costs and reduced tailings disposal volumes.Test work on bulk low-grade gold ore stockpile samples from Central Norseman Gold Proprietary Limited has been conducted, indicating high gold recoveries as well as high material rejection rates. A financial model, based on these results, evaluates grade sensitivity and identifies a minimum stockpile grade for adequate financial returns. The base case modelling estimates that the ex-stockpile grade (including the fines bypassed fraction) can be more than doubled through ore sorting and that the project will be highly viable with strong cash flow generation at stockpile grades as low as 0.7 g/t gold. The applicability of environmental geotechnics for erosion management is increasing in importance worldwide. The environmental impact of mining and evolving environmental legislation has been receiving increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental legislative agencies and members of the public. This is because of the need to increase the reliability of erosion prediction and in the minimisation of costs for spoil dump design. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. Engineering design of mine spoil dumps seeks to reduce the potential for such erosion damage through correct selection of an initial stable landform scheme (Goh, 1997). The design of mine spoil dumps must also conform to the specifications of evolving legislation. The Queensland Environmental Management Overview Strategy (EMOS) states that, for minimised degradation of the surface area due to erosion during the development of a project, the erosion rates should be between 12 - 40 tonnes/hectare/year and that the depths of rills and gullies be limited to less than 30 cm (QDPI, 1988). The aim of engineering design is to ensure the long-term stability of the spoil dumps. The implementation of effective planning and operating procedures through recontouring and grading assists in the reshaping of spoil dumps to a safe, stable and non-erodible environment.

Ranger Uranium Mine is located within the Alligator Rivers Region of the Northern Territory of Australia and surrounded by the World Heritage listed Kakadu National Park (Figure 1). The mining operation is currently producing about 1500 tonnes of uranium oxide annually, as well as considerable volumes of waste rock, low grade ore and tailings. The rehabilitation of the project should ensure that the radioactive mill tailings and other contaminants remain contained for at least 200 years, as required by the existing guidelines (Commonwealth of Australia, 1987). The present uranium mining operation is regulated by the Northern Territory Department of Mines and Energy who must refer to the Environmental Requirements when considering regulatory options. This paper explores the recent escalation in public opinion for business to demonstrate the social value it generates through its activities. The concept of social capital is analysed, including the linkages between social and environmental values. Also discussed are the challenges inherent in devising a method for evaluating social value, determining appropriate performance indicators and then evaluating acceptability of outcomes. The linkage between accountability and added social value in the minerals industry is analysed. This includes an illustration of the models of accountability that are now emerging and the adding of social value.

This paper describes the development of a Computer Aided Design and Drafting based mine planning system in the State Electricity Com- mission of Victoria. The system combines a commercially available CADD system with a commercially available mining/geological package. The methodology used in the establishment of the combined system, the fea- tures of the system and the current status of development are discussed.

"This study investigates the dual function of a temperature responsive anionic co-polymer of poly (N-isopropyl acrylamide) (PNIPAM) as a selective flocculant/flotation collector. PNIPAM is used for separating hematite from 50:50 mixtures of hematite and quartz, at a variety of particle sizes. The performance of PNIPAM in this system is compared to that of conventional flotation collectors: sodium oleate and sodium dodecyl sulfate. The results of the study demonstrate that anionic PNIPAM used at 50¦C (above the lower critical solution temperature (LCST)) is the most effective flotation collector for hematite particles in the size range between 10 and 20 ¦m. This is attributed to the increased probability of both particle/bubble collision and particle/bubble attachment through the formation of hydrophobic hematite aggregates. Anionic PNIPAM used at 50¦C also produced the highest hematite recoveries for very fine hematite particles (circa 1 ¦m). However this recovery was completely unselective. This lack of selectivity is partially attributed to the activation of quartz particles by PNIPAM, but is thought to mainly occur as a result of entrapment of quartz particles within the matrix of hematite aggregates.CITATION:Forbes, E and Franks, G V, 2013. This talk was delivered in Kalgoorlie in April this year, to the Kalgoorlie Branch of The Institution of Engineers, Australia. We believe it is of such interest to members of our Institute and readers of this publication we believe it important to extend the audience who have the opportunity to read it. An edited version follows:"Why should we be so concerned about Mining Related Education; after all is said and done, the mining industry is not a great employer of persons?"The mining industry is capital rather than labour intensive. It employs only 2.7 per cent of the national workforce. However; the minerals industry is Australia's major exporter accounting for over 40 per cent of the nation's total export of goods.In Western Australia the value of minerals production in 1985 was about $5,000 million and consequently mineral exports accounted for about 53 per cent of the total value of overseas exports from the State. The diversity of the mining industry is also worthy of mention and produces iron ore, alumina, gold, nickel and mineral sands. That apart, our potential to become a major producer of diamonds, rare earths and petroleum products is considerable, not to mention base metals (copper, lead and zinc) and uranium.Our mining industry is of national importance and contributes in excess of 30 per cent of the total value of Australian overseas trade. Although the mining ind ustry does not employ many people, the people it employs contribute very much more, per capita, to the wealth of the nation than do employees in any other sector of our economy.No-one would deny that during the 20th century Australians have depended on the export earnings from the sale of relatively unprocessed agricultural products and more recently the sale of relatively unprocessed minerals for their standard of living.Not surprisingly, therefore, our economy is highly vulnerable to unstable world commodity market prices.The slump in trade we are currently experiencing (in first quarter 1987-Edition) was brought about by the over supply of the raw materials we produce. However, the recent downturn in world market prices is more serious than previous slumps because in part it is due to technological advances 'in other countries which could have a permanent effect on the world trade of primary products.

As underground mines become more geotechnically challenging with increasing depth and excavation size, the requirement for ground support to be installed as per design becomes more critical. The verification of installation quality for cable bolts and grouted rock bolts is difficult to assess. Current methods to control quality have limitations; pull testing is largely inconclusive with only extremely poor installation being identifiable. Audits during installation can only capture a small percentage of installed bolts. Following large rock mass displacement from either squeezing ground or seismic events, even previously well installed bolts may have yielded and require replacement. A method to provide an improved understanding of the reinforcement installation quality is Non- Destructive Testing (NDT) using acoustic reflection. To validate the accuracy of an NDT system, both plain and bulbed strand cable bolts were grouted in clear plastic tubes. The encapsulation grout quality was deliberately varied from full encapsulation through to partial encapsulation and a range of different size voids. The clear tubes allowed the ground encapsulation to be observed. Cable bolts strands were cut at varying lengths and different water cement grout ratios were used. Acoustic testing of the cable bolt specimens was completed blind; the technicians were not aware of what was being tested. The NDT results correlated well with the grout encapsulation, with differences between full encapsulation, minor voids and major voids being determined. The different water cement ratio and bolt lengths (including when partially cut) were also identifiable but with some discrepancies. Trials of the technology underground have also shown the data collection process to be relatively quick with each bolt taking 1-2 minutes to test, with interpretation of the results able to be completed soon after. The NDT results collected from the underground trial showed a wide variance in cable bolt grout encapsulation quality indicating that there were installation issues.

Acid mine drainage is a serious environmental problem caused by the oxidation of sulfide minerals responsible for highly acidic, sulfate and metals-rich drainage. Several methods of mine waste management have been developed that reduce liabilities on environment. Layered co-mingling of waste rock with compacted tailings, covers with capillary barriers effect, and co-disposal of waste rock and tailings are these new methods which are used to reduce the formation of acid mine drainage. These methods shield waste rock dumps from oxygen. These techniques could prevent oxidation reaction. In this study, alkaline industrial wastes are used with acid generating tailings to inhibit acid mine drainage. The alkaline wastes selected are cement kiln dust (CKD) and red mud bauxite (RMB). These alkaline materials are used to keep neutral conditions in the fine material layer and to inhibit the metabolic activity of Thiobacillus ferroxidans which catalyses the oxidation of sulfide minerals. A series of timed static leaching tests were performed by reacting samples of mine tailings with two, five and ten per cent alkaline material in order to characterise geochemical balance between liquid and solid phases. Column tests have been set up with oxidised tailings, waste rock, CKD, and RMB. Column tests have been carried out to simulate layered co-mingling, covers, liners, and co-disposal of waste rock and tailings. Column leach tests were conducted in order to investigate the long-term neutralisation potential of alkaline materials and the drainage water quality. Bacteria counting were performed on each sample after testing. The results obtained show that the addition of alkaline materials permit the retention of near neutral conditions in the fine material layer, thus increasing water quality and preventing bacteria development. In fact, the pH results show that the use of five per cent, ten per cent CKD or ten per cent of a mixture of CKD and RMB permit the retention of neutral pH conditions in the reactive layer. At these percent rates, the concentrations of Al, Fe, Cu, Zn, and SO4 in solution are significantly reduced compared to those obtained with the tailings only. In presence of waste rock, the relative position of the fine material layer is important. When the fine material layer overlaying reactive waste rock is composted of reactive tailings with ten per cent CKD and ten per cent (CKD:RMB), a delay was observed before achievement of near neutral pH. The neutral pH conditions remain stable over time. The mixture of CKD and RMB provides a better short-term neutralisation than the use of CKD alone. The use of alkaline materials is beneficial in order to reduce the concentrations of Fe and other metals such as Cu and Zn as well as the number of viable bacteria. The use of ten per cent RMB alone does not involve the neutralisation of reactive tailings. In the cases where the fine-grained layer are below or mixed with the waste rocks, the near neutral pH values are directly reached with ten per cent CKD. However, the pH values decrease rapidly and the number of viable bacteria increases.

The process of desilverising by fractional crystallisation with reflux was investigated through laboratory batch tests and continuous laboratory bench scale tests at CSIRO Clayton, to a 300 kg/hr pilot plant at Port Pine. The pilot plant built at BHAS comprised a vertical cylindrical refining column with internal diameter 250 mm and height 3.2 m, attached at the top to an off-set cylindrical stirred crystalliser tank. Crystals were made in the crystalliser by intermittent immersion of steel cold fingers, which were water cooled between immersions. Gas heat was used for melting the crystals at the base of the column and for side compensation heating. A computerised in strumentation system was employed for data logging and for controlling some critical plant operations. A mechanical device was first employed to promote counter-current plug flow of crystals down the column against the rising stream of reflux liquid, but this was found to be unsatisfactory owing to excess noise, frequent mechanical failure, and excessive accumulation of dross. Plug flow was finally promoted by pulsing the column. Low silver levels, less than 1 gitonne, were achieved with both methods of crystal transport under total reflux conditions. The pulsed column gave results for silver and bismuth which agreed with the theoretical predictions of a computer model, but there was some selective drossing of antimony. In the mechanically agitated column, excessive drossing promoted selective removal of most of the antimony and some of the bismuth, and the results after extended operation were well removed from the theoretical predictions. Plant failures and operating problems prevented the achievement of satisfactory product quality with the necessary reliability under production conditions. Other priorities necessitated the termination of the project before the process could be optimised.

Phosphate induced stabilisation has been used to create passive iron phosphate coatings on pyrite and pyrrhotite. The formation of solid phosphate coatings on sulfide grains thereby inhibits sulfide oxidation. The aims of the study were to determine whether phosphate induced stabilisation could control sulfide oxidation and metal mobility in partly oxidised, polymineralic, sulfidic mine wastes. Waste materials were obtained from the acid mine drainage generating, abandoned Montalbion silver mine site, far north Queensland, Australia. The waste consists of quartz, kaolinite/illite, sulfide minerals (galena, chalcopyrite, tetrahedrite, sphalerite, pyrite, arsenopyrite), and pre- and post-mining oxidation products (hydrated Fe, Cu, Pb and alkali mineral salts). SEM observations of waste material treated with potassium orthophosphate showed that metal, metal-alkali and alkali phosphate coatings developed on all sulfides (with the exception of tetrahedrite). The abundance of phosphate phases was dependant on the availability of cations in solution for complexation with the phosphate anion. In turn, the release of cations was dependent on sulfide oxidation or the dissolution of efflorescent mineral salts. Experiments aiming to dissolve these phosphate coatings û using a strongly oxidising solution û showed that the phosphate coatings remained stable, preventing acid generation and metal release. The results of this study demonstrate that liquid phosphate stabilisers can suppress sulfide oxidation and immobilise metals in partly oxidised, polymineralic mine wastes.

During the post war era, the requirements of the "Third" World for modern civil works, energy and industry, coupled with an insistence that these capital installations are understood and controlled by indigenous people, have crea- ted a demand and flow of technology from those countries with well developed skills. Thus has grown a real trade in technology - an activity in which consultants play an important role. An indication of the magnitude of this trade is given, together with an outline of some of the special problems. Australia is shown to be dis- advantaged and has been slow to offer the incen- tives to consultants which other countries offer.

Geometallurgical parameters are descriptions of the mineralogy and microstructure of the ore determining its mineralogical and microstructural characteristics. From a conditional geostatistical simulation of such properties, a processing model can compute recovery, equipment usage, processing costs, and thus the monetary value for mining and processing a block with certain processing parameters. The output can be used for optimising mining sequences or finding optimal processing parameters by solving the corresponding stochastic optimisation problem.The approach requires two properties of the simulation not provided by established geostatistical techniques:Many relevant geometallurgical parameters are from non-Euclidean statistical scales such as (mineral) compositions, (grain size) distribution, (grain) geometry, and (stratigraphic type) categorical, which might produce nonsensical values (for example, negative proportions, negative facies probablities, planar grains) when simulated with standard geostatistical techniques.Due to the nonlinearity of processing, the entire conditional distribution of the geometallurgical parameters is relevant, not only its mean and variance. The geostatistical simulation needs to reproduce the joint conditional distributions of all the geometallurgical parameters.The multipoint conditional geostatistical simulation technique discussed here allows for jointly simulating dependent spatial variables from various sample spaces. The technique combines an infill simulation, similar to the one used in multipoint geostatistics, with a new form of distributional regression to estimate conditional distributions of arbitrary scales from different information sources, including training images, training models and observed data. The distributional regression is based on a generalisation of logistic regression and is related to both Bayesian Maximum Entropy geostatistics and high order cumulants.The method ensures that simulated data reside in the set of possible values and honour the characteristics of the joint distribution to be reproduced. The concept of the circular economy has been gaining traction both in Europe and China.In Europe the Ellen Macarthur Foundation see their mission as accelerating the transition from a linear take-make-dispose economic model to a circular model that is restorative and regenerative by design, and aims to keep products, components and materials at their highest utility and value at all times. The Chinese Circular Economy initiative is effectively a sustainable consumption and production program utilising cleaner production, industrial ecology and life cycle management approaches to meet the national challenges of maintaining rapid economic growth while simultaneously enhancing environmental quality and maintaining social progress. A key characteristic of both of these circular economy initiatives is to design out, reuse or minimise the generation of waste.The mining sector, by definition, is represented by linear rather than circular activities, by supplying resources to society. However, being one of the world’s largest waste generators, the sector can adopt similar logic to that of the circular economy to improve its sustainability performance. "All underground coal mines in Australia are required to develop a Spontaneous CombustionManagement Plan (SCMP). The New South Wales Government has developed a guideline (MDG1006) to assist operations to comply with this requirement. A reference document is alsosupplied with the guideline that describes the type of information that is needed for input to theplan, including identifying possible tests that can be used for propensity assessment. However,there is no clear indication of what program of sampling and testing is suffi cient to provide adefi nitive assessment of spontaneous combustion propensity prior to and during mining. This paper reviews the existing methods available for quantifying spontaneous combustion propensity and discusses the sampling requirements that are needed from exploration to mining. A new, more defi nitive method of spontaneous combustion testing is also presented that benchmarks coal self-heating performance from mine ambient temperature to thermal runaway. Examples of the eff ectiveness of this new test method for identifying and quantifying reactive pyrite in coal as well as quantifying the diff erence between dry and wet season conditions are provided in the paper."

The Tooloom gold field is located within the New England Fold Belt in the far northeast of New South Wales, approximately 130 km south southwest of Brisbane. Gold was first discovered at Tooloom in 1857. Within a few years up to 10 000 people were mining placer gold deposits in the Tooloom valley and a few tried their hand at mining hard rock occurrences as well. Mining of alluvial gold continued in a small way at Tooloom until very recently, but only in the last few years, since Malachite Resources acquired its interest at Tooloom (now 100 per cent), has the full potential of this large, reduced intrusion-related gold field been appreciated. By the mid 1870s, once the alluvials were largely worked out, most of the early miners had made the 270 km trek north to the newly discovered Gympie gold field and Tooloom slipped into obscurity. Such was this obscurity that the Tooloom gold field was not recorded on published Government geological maps until 2001, four years after Malachite became involved. The many hard rock prospects that Malachite has identified in recent years were largely or completely unknown. Tooloom is a good example of blinkered thinking when it comes to modern mineral exploration. The New England province in NSW has long been the æpoor relationÆ to the much better known and more highly favoured Lachlan Fold Belt in NSW. It has also suffered serious neglect compared with the Queensland part of the New England Fold Belt that hosts such major gold deposits as Mt Morgan (>7 Moz), Gympie (>3 Moz) and Cracow (>1 Moz). Tooloom is proof that prospective geology does not stop at state borders.
