This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

For over 50 years R W Miller & Co Pty Ltd operated old coal properties abandoned by former owners as uneconomic, some of which dated back to the last century. The companyÆs ability to survive with what were relatively poor quality coal resources required a small efficient management organisation. In 1970 R W Miller was involved in negotiations with other coal companies through coal sales contracts to develop private coal areas under the provisions of the old Coal Mining Act (1906) and these efforts led to the development of Lemington colliery. At the same time development of the Ironbark colliery holding near Newcastle commenced. In 1971, R W Miller approached the New South Wales Government for a resource replacement area to prospect for coal in the Upper Hunter Valley. Authorisation No 33 was finally granted on 30 September 1975, but the company found the area was inaccessible as most of the surface was owned by the Australian Army. Later R W Miller was granted Authorisation 66 of 2167.5 hectares at Mount Thorley near Singleton on 1 November 1976. The development of this coal mining project coincided with the second OPEC oil crisis in 1978 and a short-term boom for coal resources and the unrealistic expectations generated by the boom. This paper gives a broad outline of the development of the Mount Thorley project between 1976 to 1986 including the feasibility study and the many governmental and industrial delays that resulted in a three-year time overrun in the project development period.

Net solar radiation is one of the key factors affecting evaporation from soil covers on waste rock dumps. While net solar radiation is normally taken as a uniform parameter over a site for modelling purposes, there can be significant variation in the radiation actually received on various portions of the dump. These variations are a function of the difference in the cover slope and direction of exposure. A predictive model has been developed to calculate the actual radiation received on the dump surfaces, based on the net radiation data measured at a weather station on a horizontal surface. The model has been designed for application at any mine site in the world, and can be used in conjunction with evaporative flux models to help estimate the effect of three-dimensional variations in the cover surface exposure. The waste rock dump at Equity Silver site (located in British Columbia, Canada) has a barrier-type soil cover system to limit oxygen entry and water infiltration. This cover has been monitored for the past nine years. The new net solar radiation model has been applied to this site and the predicted net radiation was compared to the values of actual net radiation measured on the site. The predicted variations in net radiation over the three-dimensional surface of the waste rock dump have been applied to calculate spatial variations in potential and actual evaporation (or evapotranspiration) from the site. Preliminary analyses indicate actual evaporation from a site at this latitude could vary by a factor of two for exposed versus shaded slopes. The implications of these variations for the site are considered.

Mine tailings represent one of the two largest sources of mine waste from the minerals industries (the other being waste rock). Given the problems of declining ore grades and growing production, tailings generation is increasing exponentially across the global mining industry. Common practice is for mines to build large containment dams to store tailings during operations, which are then rehabilitated following mine closure. At some sites, however, the controversial practices of riverine or marine dumping of tailings is still practiced. As recent tailings dam failures have shown, there are legitimate questions being raised about the long-term viability of leaving tailings above ground due to the risks of collapse and failure. At present, it is rare for mines to emplace tailings back into former mine voids following mine closure, most commonly into a former open pit mine void (although a fraction of the tailings may be used for underground mine backfill, this is minor in scale). The approach of in-pit tailings has numerous advantages, such as inherent physical stability, low to negligible acid and metalliferous drainage (AMD) risks, as well as allowing more productive use of formerly mined land. In tropical areas where surface repositories are prone to leakage with potential for AMD and widespread dispersal of radionuclides (in the case of uranium mining), in-pit management provides particularly strong advantages – thorough hydrogeological studies are required, however, to address residual groundwater contamination risks and to establish sound, long-term environmental monitoring regimes for groundwater quality and subsidence issues. This paper presents a study of in-pit tailings management and compares it with surface repositories established in a tropical climate. The comparisons lead to the conclusion that, at least under tropical conditions, in-pit tailings management should be considered as world’s best practice – especially for radioactive uranium tailings.

The flow of information, and consequently the decision-making along the chain of mining from exploration to beneficiation, typically occurs in a discontinuous fashion over long timespans. In addition, due to the uncertain nature of the knowledge about deposits and the inherent spatial distribution of material characteristics, actual production performance in terms of produced ore grades and quantity and extraction process efficiency often deviate from expectations. Reconciliation exercises to adjust mineral reserve models and planning assumptions are performed with timely lags of weeks, months or even years.With the development of modern information and communication technology over the last decade, a flood of data about different aspects of the production process is available in a real-time manner. For example, sensor technology enables online characterisation of geochemical, mineralogical and physical material characteristics on conveyor belts or at working faces. The ability to utilise this additional information and feed it back into reserve block models and planning assumptions opens up new opportunities to continuously control the decisions made in production planning to increase resource recovery and process efficiency. This leads to a change in paradigm from a discontinuous method to near real-time reserve reconciliation and model updating, which calls for suitable modelling and optimisation methodologies to quantify prior knowledge in the reserve model, process and integrate information from different sensor sources, back propagate the gain in information into reserve models and efficiently optimise operational decisions in real-time.This paper introduces the concept of an integrated closed-loop framework for real-time reserve management, incorporating sensor-based material characterisation, geostatistical modelling under uncertainty, modern data assimilation methods for sequential model updating and mining system simulation and optimisation. This paper discusses cone penetration test correlations for loose gold tailings that were developed within a critical state soil mechanics framework. The development of a new calibration chamber for cone penetration testing that consists of a modified triaxial cell is described. Some of the early development and commissioning issues that were encountered, as well as the solutions adopted are outlined, including the system to prepare the samples and to acquire high-quality data from the testing. Also, the triaxial laboratory testing required to achieve the critical state line is described, including some of the basic precautions considered necessary as good practice. Additionally, the system adopted for volume tracking of the calibration chamber sample is described, which is essential for ensuring a reliable state parameter comparison against the acquired cone penetration test data. Finally, some laboratory test data from the calibration chamber is plotted against the soil behaviour type charts currently available from various authors.

Following an underground coal mine explosion, it is important that ventilation is quickly restored to ventilate the mine and affect a mine rescue. To achieve this, surface ventilation fans must be suitably protected from explosion damage, but still able to be quickly restored.A review of all Australian coal mine regulations was carried out, revealing that Australia has no prescriptive regulations that specify the design of explosion relief panels and the protection of ventilation fans in the event of an underground explosion.To better define the level of protection required, this paper reviews and extracts details from relevant major international regulations and standards on the subject.A suitable design methodology for the protection of ventilation fans is presented that could be applied in Australia, using a combination of explosion relief panels, appropriate isolation of the fan, and ventilation shaft/mine design.CITATION:Rafferty, T and Bourcier, R, 2013. Business intelligence (BI) and business analytics (BA) are established IT technologies that are used extensively in the business environment. This paper discusses the use of these technologies in production environments and beneficiation plants.Assmang’s Khumani mine is an iron ore operation located in the Northern Cape, South Africa. Assmang Limited is jointly owned by African Rainbow Minerals Limited and Assore Limited. This paper presents a case study of a BI solution applied to this plant, which is used by metallurgists, supervisors and all levels of operations and management to extract and analyse data to control and optimise the operation of the plant.The main advantage of adopting an established BI solution is the ease with which production personnel can extract and analyse data. The data is easily presented in familiar spreadsheets and no IT staff or specific training is required to achieve this.The solution adopted at Khumani mine uses a data mart with a multidimensional model (called an online analytical processing (OLAP) cube) acting as the main repository and source of data. The OLAP cube simplifies the access and analysis of plant data.The OLAP cube stores data in a specifically-designed way, which allows extraction and analysis to be performed quickly. It is designed to hold large amounts of data on a long-term basis, which could be for the life of the plant. It also performs automatic aggregations over many dimensions on a background process.A major benefit in adopting such a BI solution is that it allows common BA methods to be applied. This is due to both the efficient long-term storage of data and the availability of standard BA tools. BA tools are now able to perform data mining, predictive analytics, forecasting and other machine-learning algorithms. With more than 50 000 recorded abandoned mines in Australia, effective management strategies are needed to prioritise and manage health, safety, environmental and socio-economic risks and opportunities. This paper reviews international leading practices for abandoned mine management and identifies key issues that need to be addressed in the Australian context. As well as the academic literature, this review draws on a 2008 global legacy site survey and forum in 2008, a Churchill Fellowship study of abandoned mines and the recently released æStrategic Framework for Management of Abandoned Mines in the Minerals IndustryÆ (MCMPR/MCA, 2010).A conceptual model was developed to identify the relationship between key issues affecting the management of abandoned mines in Australia. The conceptual model is then used in the development of a maturity chart which draws on risk management principles to provide leading practice guidance for abandoned mine managers, jurisdictions and stakeholders. The Mount Isa Mines Copper Mine in Mount Isa started producing copper in 1966. The Copper Mine gradually increased production rates to nearly six million tonnes per year. Over the last three years the mine has been in a gradual ramp down due to the reduction of primary ore sources and head grade. The majority of ore sources are predominantly in pillar retreat sequences bounded by multiple fill masses. There also a substantial lower grade resource delineated to the south of the main orebody. These remaining ore sources present significant engineering challenges to obtain a safe and cost-effective extraction. Stope designs have become increasingly complex and require additional engineering and operations input and analysis. This paper describes the major planning and operational challenges and issues associated with the stope design and extraction of an orebody in the later stages of mine life.

The properties of tailings that emanate from laterite nickel processing plants are significantly different to most other mine tailings. They typically comprise a mixture of fine materials that are made up of altered clays, chemical residues and salts. Neutralisation processes that are undertaken prior to tailings discharge result in a high proportion of gypsum in the tailings. The salinity of the pore fluid is commonly higher than 140 g/L of salts, dominated by magnesium sulfate. Hydraulically-placed tailings that undergo solar evaporation typically reach dry densities of less than 1 t/m3 of insoluble solids. In situ water contents after many months of drying may be as high as 80 per cent, and peak undrained shear strengths are unlikely to be greater than 20 kPa.This type of material is not conducive to upstream raising, from both a practicality and overall slope stability perspective. Even at rates of rise of less than 1 m/a, it is difficult to effect upstream raising on unaltered laterite nickel tailings. However, the authors have successfully designed and implemented upstream-raised laterite nickel tailings storage facilities. The upstream raises have been formed from both imported natural materials and air-dried and compacted tailings borrowed from the tailings beaches.Drying and associated strength gain has been achieved through various means of mechanical intervention, repeatedly exposing a zone of tailings to the atmosphere for evaporation. Field trials have been undertaken to optimise the approach, and the findings from the trials have been implemented in practice to allow stable upstream raises to be constructed. Cave mining is of interest to the mining community as it offers a chance to extract large, deep orebodies with low operating costs and high production rates. It allows for extracting large low-grade orebodies, which may not have previously been considered for mining. Cave mining is done either top down (ie sublevel caving) or bottom up (ie block/panel caving). Both approaches rely on gravity, stresses and weakness of the rock to fracture and achieve a controlled collapse.Block caving starts at the base of the orebody. It progresses upward and across through continuous collapse of the roof. To achieve this, a critical hydraulic radius must be exceeded. This is accomplished by blasting drawbells, through which the caved ore passes to the production level. An entire level above the drawbells (undercut level) is excavated to help initiate the cave. The undercut level ensures the connection between drawbells and achievement of the required hydraulic radius.Conventionally, drawbells are generated by drilling and blasting several times from the production level as well as the undercut level. Mucking between each shot is required to generate enough void space for the rock to swell. The need for several blasts necessitates some downtime between each blast. Also, the cost of developing and maintaining the undercut level can constitute up to 35 per cent of the cost of mining the panel.A new blasting technique was developed to create the drawbells in a single blast from the production level. The technique ensures the connection of the drawbell to the neighbouring ones, thus, the critical hydraulic radius is reached and propagation of the cave achieved without the need for the undercut level. The technique has the potential to reduce the capital cost of a block caving operation, increase its feasibility and reduce time to reach the ore and consequently the payback period. Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

Large metallurgical complexes are substantial users of energy, water and assets. To improve the effectiveness of energy and assets the quality of the data and events become paramount for real-time operational management. A lack of resources at the local operations and at the enterprise makes it impossible to process the sea of information and many projects have failed. As such, a novel approach for implementation of continuous improvements at the local level and innovations at the strategic level was implemented at all operating plants at Anglo American Platinum. Sixteen concentrators, three smelters and two refinery process systems were integrated to scale the information for manufacturing services at the local and enterprise level. The new capability of an enterprise real-time monitoring and diagnosis software infrastructure was available to implement many business strategies in tandem. Mineral and metallurgical processing knowledge is used to simplify the implementation of the data model. As such, asset monitoring, energy, production and process control management were implemented in an integrated approach reusing the same data but with different context and time horizons to have a standard methodology for local root cause analysis. This paper will highlight a sustainability management approach to change and empower the local and strategic team to collaborate using a new approach for adaptive reporting and condition-based event management and notifications. The results based on the integrated and collaborative team efforts will be presented. "The requirement for environmental approvals and associated environmental impact assessments (EIAs) is now commonly regarded as a key milestone and body of work during project development. EIAs can be undertaken at various phases during project development, generally either:\ during the scoping or prefeasibility studies, where limited project information is available and the mitigation and management measures of the EIA become a set of criteria and commitments that control project design during the feasibility study, as an iterative approach whereby mitigation and management measures are developed through an integrated process with the engineering team, and measures are included in the feasibility study cost model following the feasibility study, where detailed project design information is available, the cost model is complete, and the EIA is an assessment of a fixed project with limited opportunities for mitigation and management measures to be integrated into engineering design. This paper investigates the advantages of integrating EIA into life-of-mine planning during the feasibility study phase, using the Tampakan Copper-Gold Project (the Project) as a case study. The Tampakan Project is located in the Philippines on the southern island of Mindanao. The Project involves the proposed development of three main areas of infrastructure:a large-scale, open pit copper-gold mine and associated mine site infrastructure (including tailings and mine waste storages, fresh water dam, concentrator, etc) a power station, port and filter plant (PPFP), located approximately 60 km from the mine a pipeline and transmission line linking the mine and PPFP sites.Examples of engineering measures developed through an iterative process to mitigate and manage predicted environmental and social impacts include design of water management infrastructure, modification of the disturbance footprint (eg roads realigned to avoid critical habitat) and realignment of project infrastructure to minimise impacted water catchments.CITATION:Blunt, J and Jones, J, 2012. The Australasian Institute of Mining and Metallurgy (AusIMM) is a professional society for all those associated with the activities of the mineral industry. Differences of opinion exist within the membership of the AusIMM on the role it should play in the future as a professional society in a changing industry and world environment. This same dilemma is concerning other professional societies of which the author is a member. Some of the activities and priorities of the AusIMM are reviewed in order to clarify a frequently expressed opinion that it identifies with and supports industry at the expense of representing the interests of its individual members. By definition and by action this is certainly not the case and it is concluded that all activities whether seen to be industry or member orientated serve to benefit both. The AusIMM plays a most important role in integrating and promoting the interests of all sections of the mineral industry whether corporate or individual and the Presidential activities in education this year provide an excellent example of this.

Central Andean (22¦S to 34¦S latitude) Miocene giant ore deposits share common features that reveal their origin. Tectonic and magmatic features include a relation to a shallow subduction zone, an association with the waning or initiation of a magmatic episode, emplacement at the time of uplift associated with crustal thickening and formation at times of major magmatic changes along the Andean margin. Rare Earth Element (REE) signatures in magmas erupted near the time of mineralisation indicate a progressive change from equilibration at depth with a hydrous, intermediate-pressure amphibole-bearing mineral residue to equilibration with an anhydrous high-pressure garnet-bearing assemblage. These features point to a common history. First, a relatively shallow subduction zone leads to hydration of a cool mantle wedge providing a source of fluids which builds up over at least several million years. Arc magmas formed at this time equilibrate with a hornblende-bearing residual mineralogy. Second, a compressive tectonic regime leads to crustal shortening and thickening that facilitates entrapment of arc magmas in the crust. Eventually, the magma-weakened crust yields to horizontal compression causing rapid crustal thickening. Fluids required for mineralisation are liberated as amphibole-bearing assemblages break down to garnet-bearing ones and over pressured fluids are released from plutons. Mineralisation subsequently ceases in the region unless continued dehydration of the slab and mechanical thinning of the continental lithosphere causes the previous conditions to repeat. The type of mineral deposit generated depends on the pre-existing continental lithosphere and the distance from the trench.

There are many sources of gas in underground mines including development and production blasting, strata gases, spontaneous combustion, diesel equipment, chemicals used for a wide range of functions, welding activities and fires.It is only in relatively recent times that electronic gas monitors (or detectors) have become both safe and affordable for routine use.In modern mines, gas monitors should be in daily use by the ventilation department as well as blasting re-entry (or clearance) crews, and are often used by drilling crews, shift supervisors, hygienists and mine rescue or fire fighting crews.When first released, electronic gas monitors needed to be sent off-site periodically for calibration at a suitable accredited laboratory. Between calibrations, their accuracy was unknown. More recently, ‘bump testing’ and field calibration has become possible on the mine site, improving both reliability and safety as well as reducing the total number of gas monitors that need to be in use.There has been almost an overwhelming increase in the number and sophistication of gas monitor features in recent years. The present paper describes a method of simulating deposits of com- posite structure by means of computers. The method employs mathematical tech- niques to study the openworks zone formation dynamics in open-pit mines with any mode of the works front ad- vance as well as to determine, on oriented graphs,the optimal direction of openworks expansion.
