The refraction seismic method has been used as an indirect means of exploring for fluorspar in southern Illinois by the Illinois State Geological Survey. Use of the method has been restricted to those areas where mineralization is associated with faults, a restriction necessitated by the operating principles of the refraction method. The seismic data enable the interpreter to locate fault zones in the subsurface and, under ideal circumstances, to make estimates of dip direction and magnitude and vertical displacement provided the local stratigraphic units are known and are geophysically recognizable. In this instance, refraction seismic exploration has been successful in the surface mapping of well-developed faults, both simple and complex with which fluorspar may or may not be associated. However, less clear results have been obtained where faulting has been less severe and where there are numerous accompanying mineralized joints.

The present paper describes a number of experiments with fine silver, coin silver, silver-cadmium oxide and silver-nickei-copper compacts, prepared by powder metallurgical methods. The test data are of a preliminary nature, since most of the work was exploratory. Fine Silver Eject of Compacting Pressure on Hardness and Density during Cold and Hot Pressing The cold-welding properties of silver have received considerable attention and the welding characteristics are functions of such variables as: cleanliness of metal particles (impurities and adsorbed gases), chemical nobility of particles, plasticity and hardness, particle assortment, particle shape, particle porosity, apparent density, temperature, pressure, time, recrystalliza-tion characteristics. Chemical nobility, plasticity and low temperature of recrystallization after work-hardening are responsible for the excellent low-temperature bonding properties of silver. Several series of compacts were pressed at pressures of 5, 10, 20, 30, 40, 50, 60 70 and 80 tons per square inch, at temperatures of 32°C. (room temperature), l00°, 2000, 300°, 400°, and 450°C. Silver powder of minus 325-mesh, produced by displacing silver from a nitrate solution by means of copper, was used. The density was calcuiated from accurately measured and weighed compacts. The hardness was measured on the Rockwell F scale. The investigation shows that an increase in pressure promotes a higher density and hardness regardless of pressing temperature, up to a temperature of 400° C. The pressure-density curves at various pressing temperatures are shown in Fig. I, the pressure-hardness curves at various pressing temperatures, in Fig. z. The greatest increase in both hardness and density was obtained in the pressure range of 5 to 20 tons per square inch. A compact from each series was annealed at 300°C. in air, for various lengths of time. The hardness values after annealing are shown in Table I. A minimum hardness was obtained after one hour of annealing. No change in density occurred during annealing. The maximum density was obtained at 80 tons per sq. in., and at this pressure the hardness is equal to that of hard-drawn wrought

The dependence of ortho kink-band formation on crystal orientation, on temperature, and on the conditions at the ends of a specimen is described. Load-compression curves for crystals that kink are presented. The reversibility of ortho kinking is demonstrated, and motion of kink planes through crystals is shown. Finally, a phenomenological explanation of ortho kink-band formation is given. ORTHO compressive kink bands (Fig. la) were discovered for the case of metals by Orowan,1 and they have been discussed by Jillson2 and in some detail by Hess and Barrett." However, their history in nonmetallic crystals is considerably older. It is not known when they were first observed in mineral crystals, but descriptions of them may be found as early as 1885.* They were sometimes mistaken for twins.6 Mügge seems to have been first to realize their true nature and importance. He reviewed the knowledge of them for a wide variety of crystals: anhydrite, antimonite, kyanite, vivianite, gypsum, mica, graphite, molybdenite, barium bromide, cal-cite, sodium nitrate, and barite. Also, the "twins" observed by Bridgman7 in sapphire crystals resemble kink bands more than twins. The terms ortho and para kink bands have been coined in order to distinguish between two types of kink bands which seem to represent the same geometrical configurations, but which have different origins and sizes. Ortho kink bands are the usual type that form at low loads when zinc crystals are compressed parallel to the basal plane. Para kink bands form at much higher loads in highly deformed crystals. These terms refer to compression phenomena and are not to be confused with analogous tension phenomena such as tensile kink bands and deformation bands. Mügge described the geometry of ortho kink bands quite completely for kyanite crystals, Fig. lc. The geometry observed for cadmium by Orowan1 and for zinc by Hess and Barrett3 is very similar to that described by Mügge. (See Hess and Barrett for a complete discussion.) REDUCED activity of mining, because of the business recession, had the effect of lowering working time, hence of reducing exposure to accidents, so it is probable that 1938 will be found to have had a lesser number (both fatal and nonfatal) though the accident rate may remain about the same as in 1936 and 1937. During periods of re-employment, such as occurred during 1936, 1937, and 1938, the new men entering the industry are less experienced and not as well trained in accident prevention as are the older, more experienced men and are frequently subject to more accidents. This situation should tend to correct itself as the new employees be- come better trained.

THE Washington magnesite deposits, located in the hilly and mountainous northeastern part of Washington, occur as massive lenses in a sedimentary series made up of dolomite, shale, and quartzite, into which basic dikes have intruded. The ore pattern resembles a series of disconnected chain links extending approximately 25 miles in a south-west direction. Magnesite in this district is all crystalline and closely associated with dolomite, talc, serpentine, and basic dike rock. All deposits which have been developed are near the surface so that quarry-bench mining has been possible. For over twenty years hand sorting magnesite ore at the quarry face was standard practice. Ore cars were hand trammed on 30-lb rail systems which led from the face to ore passes or raises for the magnesite ore and to the waste dumps for disposal of the rejected waste material. This system was somewhat modified by the use of Dempster Dumpster trucks. The ore was, however, still sorted by hand from the calcium and silica bearing waste rock. Iron oxides are unique in that they are the only significant colored mineral found in a natural state suitable for use as a pigment after it has been pulverized to pigmentary size. The current world production of iron oxide pig¬ments is estimated by the author to be between 450,000 and 550,000 tons based on 1969 data. The fact that highly colored natural deposits of iron ore are found throughout the world ac¬counts for its use in prehistoric man's artistic cave paintings. These early artists did not realize that they had established man's first paint test fence which now has some 20,000 years of exposure. In addition to abundance, constituting about 7 % of the earth's crust, iron oxides have the advantages of low cost, permanency, and are not toxic. Through the centuries, succeeding civilizations have utilized iron oxides as a major source for decoration and protection when coloring was desired. In the last century the chemical industry has improved on nature by developing a complete range of synthetic iron oxide pigments which surpass the pigments pro¬duced from natural iron ores in uniformity, color quality, and chemical purity. In the United States alone, the combined production of natural and synthetic iron oxides produced sales of over $28,000,000 in 1970 (Stipp, 1970). Nomenclature With the increasing importance of the syn¬thetic iron oxides it is necessary to make a distinction between the natural or mineral pig¬ments and the synthetic pigments. Natural pigments are those products which are derived from selected ores and should not be confused with iron ores mined for steel production. Iron ores that are mined for steel must be capable of being mined and reduced to iron on a com¬mercial basis. These ores are selected on the basis of iron content and processing economics. It is therefore unusual when iron ores for steel production are suitable for use as mineral pig¬ments. Natural pigment ore sources are se¬lected for their special physical-chemical prop¬erties and can command a premium price. Synthetic pigments, and in this instance iron oxides, are those pigments produced from basic chemicals. Through chemical synthesis pig¬mentary sized particles are produced as opposed to comminution, the major procedure common to all natural iron oxide pigments.

The variation of the spectral emissivity of osmium and ruthenium with temperature can be expressed by the following relations: DURING a study of the sintering characteristics of osmium and ruthenium, discrepancies in the previously accepted melting points of the metals were noted. The melting temperatures had not been measured at the time of the work, but were estimated in the literature as 2700°C for osmium and 2450°C for ruthenium.' A recent investigation by Baird2 has shown the melting temperatures of osmium and ruthenium are 3000" and 2250° C, respectively. In the present work, osmium bars sintered at temperatures as high as 2900° C showed no evidence of melting, whereas ruthenium showed definite evidence of melting at temperatures as low as 2250°C. In view of the apparent discrepancies, the melting temperatures of both metals were determined. The spectral emissivities of both metals were determined as an aid to studies of the sintering characteristics of these metals. MATERIALS AND PROCEDURES The materials used in these studies were metal powders supplied by Englehard Industries, Inc., through the courtesy of The International Nickel Co. Analytical data from three laboratories, although not in complete agreement as to the purity of the material or the major impurity elements, indicated that the maximum impurity levels were 0.5 and 1.0 wt pct in osmium and ruthenium, respectively. The metal powders were pressed to 1/4 by 1/4 by 6-in. bars at 20Tsi using carbon tetrachloride as a lubricant. The pressed bars were presintered 1 hr at 1200°C after heating 1 hr at 400°C. The presintered densities of the several bars of the metals ranged from 65 to 80 pct of ideal density. Specimens were self-resistance heated in a vacuum sintering bell. Temperatures were measured with an L&N, disappearing filament optical pyrometer. True temperatures were read at the base of an 0.30-in.-diam, 0.150-in. deep hole drilled into the center of a presintered bar. Apparent temperatures were read from the surface of the bar adjacent to the hole. MELTING POINT DETERMINATION The melting temperature of the metals was determined as the temperature at which a slight additional increase in current through the specimen resulted in a reduced temperature at the base of the hole. The apparent reduction in temperature is a result of the liquid metal filling the hole, thus altering the black-body conditions. The melting points of osmium and ruthenium, based on three deter-

A method of predicting uranium extraction rate in underground bacterial leaching of as-blasted ore has been developed. The method is based on the hypothesis that extraction is directly proportional to the volume of a piece of ore that is penetrated by the leaching agent, and that each piece of ore, regardless of size, has been penetrated radially from the external surface to the same depth at a given leaching time. Consequently, given an initial size and assay distribution, extraction should be predictable for a given penetration. Two laboratory bacterial leaching tests under simulated stope leaching conditions were carried out for a periods of 89 and 96 weeks. On completion, the residual ore was screened and analyzed. The information so obtained was employed to provide an elapsed time base for the penetration model, from which predictions of future extraction were made. The finding of solubilized uranium trapped within apparently sol id ore pieces was unexpected. However, it is not recoverable except after crushing, and hence does not affect calculations of underground leaching .

During the seventeen years Fairchild has been making aerial surveys and aerial photographic equipment many changes and improvements have been made in the equipment and in the technique of using it. Aerial photographic operations have been developed from the crude methods and apparatus of wartime to a science upon which exact engineering calculations can be based. In the early days there was no airplane specially designed to meet aerial photographic requirements. One type of camera was used in all types of operations. Projects were made to conform to the products we could make and deliver. Obviously this entailed definite limitations. We now have airplanes designed specially for aerial photographic operations in accordance with the conditions encountered in actual service experience. We have cameras for every photographic purpose and our laboratory technique and equipment have been developed to the point where it is possible to make contour maps from vertical aerial photographs with contour intervals as close as five feet. Therefore, the selection of equipment now can be made in accordance with the time at our disposal, the justifiable cost, the scale desired, and the general requirements of the client. This does not mean, however, that arbitrary deliveries can be set for aerial photographic products. The factors in each project vary and each job must be considered in accordance with the factors involved. This accounts for the fact that products of aerial surveys may readily vary from $1.25 to $200 a square mile. Sherman M. Fairchild became interested in the design of a radically different aerial camera during the war. At its close he was about ready to demonstrate his design to the War Department. By 1920, he was able to bring out his first completed model. It had a number of radical features, one of which was the first dependable high-speed between-the-lens shutter, which makes for accuracy in aerial photographic work. Another feature was the use of metal throughout, eliminating the wooden parts that had been employed in wartime cameras. Another feature was the interchangeability of parts.

DURING 1934 conditions in the production division of the petroleum industry were reasonably satisfactory but nevertheless a decided feeling of insecurity existed largely because of the uncertainty of controlling production to consumptive demand. Over-production, especially in the East Texas field, threatened a general collapse of crude prices but in spite of this, posted prices were high. Stimulated by the prevailing posted prices, wildcatting activities were wide-spread. Although a number of small discoveries were made, particularly in the Gulf Coast belt and Oklahoma, no fields of major importance, unless it was the Fitts pool in Southern Oklahoma, were brought in. Meanwhile, the Petroleum Division of the A.I.M.E. continued its activities. It sponsored the collection of production and geological data on both foreign and domestic fields. The data on all but a few producing districts in the world were published in the "Petroleum Development and Technology" volume of the "Transactions" and comprise one of the most complete tabula¬tions of this sort ever published. Work of this kind is being continued.

I. R. Kramer (Martin Co.)—In a recent paper Nakada and Chalmers24 reported some observations of effects of surface conditions on the stress-strain curves of aluminum and gold single crystals. It is of interest to compare these observations with the results published previously in this journal and to comment on their general conclusions. In brief, Nakada and Chalmers concluded that the removal of the surface layer of a prestrained specimen lowered the stress-strain curve for aluminum but not that for gold. Further, they concluded that the surface work hardening of aluminum is confined to a depth not more than l0-3 cm. In our results25 published previously, it was pointed out that when prestrained specimens of aluminum and gold were polished to reduce the thickness upon reloading the initial flow stress decreased markedly. Further if a sufficient amount of metal was removed, the yield point failed to appear. With continued application of the load the stress-strain curve became coincident with that of the virgin crystal. We have found this behavior in some 100 determinations to hold consistently for gold, aluminum, and copper in both single and poly-crystalline specimens. The amount of strain required before the curves coincided depends upon the amount of metal removed but it is usually less than 0.01. This type of behavior is the same as that reported for metarecovery by other investigators.29 For aluminum specimens which have been prestrained and then heated to temperatures above 50°C we have consistently found that the stress-strain curve was typical of the orthorecovery28 type. In this case the stress-strain curve always lies below that of the virgin specimen. With respect to Ref. 24 the curves for aluminum are always below that of the virgin curves, while those for gold become coincident. This observation indicates at least for aluminum that the specimens must have been heated to a temperature high enough to cause recovery by an alteration of the internal dislocations. In addition, a recovery would be expected because of the removal of the surface work-hardened layer. Nakada27 had reported that, with his particular apparatus in which a perchloric acid polishing solution was used, the temperature of the specimen increased 65°C. The curves presented in Ref. 24 for gold do not permit one to detect the initial flow stress upon reloading after the surface-removal treatment. In fact, contrary to the method used by Nakada and Chalmers, the change in the stress-strain curve produced by a surface-removal treatment cannot be described in terms of a decrease in stress at strains much higher than that at the initial flow stress because of the coincidence of the curves at the higher strain values. With regard to the depth of the work-hardened surface layer, our data show for aluminum single crystals (7.5 by 0.3 by 0.3 cm) that the initial flow stress remained constant after 12 x 10-3 cm had been removed from the thickness. This depth was independent of the prior strain. For gold crystals this depth is somewhere between 10 x 10-3 and 20 x 10-3 cm. Y. Nakada (author's reply)— Kramer states,28 "for aluminum specimens which have been prestrained and then heated to temperatures above 50°C, we have consistently found that the stress-strain curve was typical of the orthorecovery28 type. In this case the stress-strain curve always lies below that of the virgin specimen." However, Cherian et a1.26 discovered that aluminum polycrystals annealed at 32" and 100°C showed the metarecovery behavior. They showed that the orthorecovery behavior did not appear until the crystals were annealed at 150°C. Kramer suggests28 that the drop in the flow stress of aluminum crystals after the surface removal by electropolishing24 may be due to the recovery caused by the temperature rise which may occur during the electropolishing.27 However, as indirectly stated in Ref. 24, the current density used in these electro -polishing experiments was 0.15 amp per sq cm. According to ref. 27, this current density should cause a temperature rise of only 40°C. This may cause the metarecovery but not the orthorecovery. Furthermore, as stated explicitly in Ref. 24, the surface removal was accomplished by chemical etching as well as by electropolishing. The results were the same for both electropolishing and etching. During the etching, the specimen temperature did not rise above 35°C. Some aluminum crystals were placed in water at 35° C for 30 min. These crystals did not show the decrease in flow stress. Therefore, it is quite clear that the flow-stress drop after the surface removal is not caused by a high-temperature recovery. However, as Kramer points out,28 it is quite possible that the internal dislocation structure may have been altered because of the removal of the highly work-hardened surface layer. However, how much this rearrangement contributes toward the flow-stress decrease is not known at present.

John Duer Irving, who left his post as Professor of Economic Geology at the Sheffield Scientific School, New Haven, Conn., to join the Eleventh Regiment of Engineers shortly after the declaration of war, died in France, July 26, 1918, from an attack of pneumonia. Through the initiative of Mr. Benjamin B. Lawrence, a memorial service to Captain Irving was held at St. Paul's Chapel, Columbia University, on Sunday afternoon, August 4, which was' attended by members of Captain Irving's family, and about four hundred of his friends from Columbia, Yale, the American Institute of Mining Engineers and the Association of the 11th Regiment of Engineers. Professor James F. Kemp delivered the memorial address, and has prepared for the Institute the following account of Captain Irving's life, Professor Kemp and Captain Irving having been associated on the most intimate terms for a number of years. , The war has brought home to friends and kin in the western shores of thc Atlantic many losses whose suddenness has the shock of a blow. Many more will follow, but none can leave a sharper sense of regret than the news that the keen and productive mind; the inspiring teacher; the successful and considerate editor, the fine, true man and friend had all passed away when John Duer Irving made the final great gift to the service of his country, in the cause of decency and right. In the closing days of July, the cable brought the tidings that toward midnight on the twentieth of the month pneumonia had proved too great a tax upon one already worn by excessive labors. John Duer Irving was born in Madison, Wis., August 18, 1874. His father, Roland Duer Irving, was at the time professor of geology, mineralogy and metallurgy in the State University of Wisconsin.' Roland . Irving, the father, had entered Columbia College in 1863, but trouble with his eyes compelled him to suspend his studies in the classical course in his sophomore year, and to replace study with some months of life and travel in England. Ultimately his eyes became stronger, and he entered the School of Mincs, completing the course for the degree of Engineer of Mines in 1869, with the third class graduated. The class of eleven contained other future geologists. It numbered on its roll Henry Newton and Walter P. Jenney of the early survey of the Black Hills, where John, future son of Roland, was in the course of years to make his doctor's dissertation, and with its publication his really serious entrance into the profession. Roland Irving was a favorite student of Professor J. S. Newberry, affectionately known to all of his students as "Uncle John," and after some experience in mining and smelting in Pennsylvania and New Jersey, joined the Ohio Survey under Dr. Newberry. The work in Ohio was largely performed during the vacations of the University of Wisconsin, to whose chair Roland Irving was called in 1870. Later, his residence in Wisconsin led to two events of prime importance in the history of American geology. He began the study of the Gogebic iron range and caught the clue to the origin and stratigraphy of the iron ores of all the Lake Superior ranges; and he later undertook the mapping and description of the copper-bearing rocks of the Lake Superior basin. The formative years of the son, John, were passed in a home where the father.

As the work carried on by this Company, of which the writer has been in charge for the past two years, is somewhat unique, the following account of it may be of interest, and, on that account, is offered to the Institute without any attempt to claim this practice as the best. Mines. The mines supplying ore to the Company arc situated in three groups: the Guanaco field,.about 80 miles N.E. of the port of Taltal (lat. 25" S., long. 70" 30' W. of Greenwich); the Sierra Overa, about 63 miles S.W. of Taltal; and Paranao, about 42 miles due N. of Taltal (12 miles N. of the small town of Paposo, once famous for its copper-output). Guanaco. This field lies in the center of an absolutely waterless mountainous desert, where not a sign of vegetation can be found for miles. The dryness is such that ivory and horn crack and open, while raw-hide must be used in place of leather, which -would become worthless in a very short time. Water is brought about 21 miles by piping from the Cordillera, but only in small quantities, and costs in the Guanaco $7 (= $1.78 gold) per cubic meter. AN unexpected and unprecedented demand for its products now challenges the petroleum industry. Between 1939 wand 1946, domestic oil demand increased nearly 45 per cent and in the first half of 1947 it was 10 per cent higher than in 1946. In 1939 the United States produced 1,264,962. 000 bbl of crude oil and indications are that about 1,860,000,000 bbl will be produced in 1947, a 47 per cent increase. Runs to stills are more than keeping pace with production. The crude capacity of 365 operating refineries is rated as 5,400.000 bbl daily and almost 100 per cent of this capacity was running crude oil in August 1947. The oil industry is cognizant of our need for a greater volume of petroleum products and is expending the huge stun of four billion dollars on exploration. production. transportation, refining. and marketing of petroleum. Of this amount about half will be spent on exploration and production. a billion on refining. and another billion on transportation and marketing facilities.

SINCE the Sixth Book has described the iron tools, the vessels and the machines used in mink, this Book will describe the methods of assaying1 ores; because it is desirable to first test them in order that the material mined may be advantageously smelted, or that the dross may be purged away and the metal made pure. Although writers have mentioned such tests, yet none of them have set down the directions for performing them, wherefore it is no wonder that those who come later have written nothing on the subject. By tests of this kind miners can determine with certainty whether ores contain any metal in them or not ; or if it has already been indicated that the ore contains one or more metals, the tests show whether it is much or little ; the miners also ascertain by such tests the method by which the metal can be separated from that part of the ore devoid of it ; and further, by these tests, they determine that part in which there is much metal from that part in which there is little. Unless these tests have been carefully applied before the metals are melted out, the ore cannot be smelted without great loss to the owners, for the parts which do not easily melt in the fire carry the metals off with them or consume them. In the last case, they pass off with the fumes ; in the other case they are mixed with the slag and furnace accretions, and in such event the owners lose the labour which they have spent in preparing the furnaces and the crucibles, and further, it is necessary for them to incur fresh expenditure for fluxes and other things. Metals, when they have been melted out, are usually assayed in order that we may ascertain what pro- portion of silver is in a centumpondium of copper or lead, or what quantity of gold is in one libra of silver ; and, on the other hand, what proportion of copper or lead is contained in a centumpondium of silver, or what quantity of silver is contained in one libra of gold. And from this we can calculate whether it will be worth while to separate the precious metals from the base metals, or not. Further, a test of this kind shows whether coins are good or are debased ; and readily detects silver, if the coiners have mixed more than is lawful with the gold ; or copper, if the coiners have alloyed with the gold or silver more of it than is allowable. I will explain all these methods with the utmost care that I can.

(communication to the Secretary*).-I notice that Mr. Callow takes issue with me on certain points I have previously contributed to the Transactions, to which I would reply," follows: Regarding Inspiration: Mr. Callow's refinements of gravity methods made just prior to the advent of flotation in the Southwest were intended to be "down to the minute," and the gravity flow sheet for Inspiration ores which he brought out at that time as the result of his long campaign of experimentation was regarded by many as the last word in wet gravity work. It was not my intention to discredit this good work when I said "he threw small light on slime treatment." "Minus 200 mesh," however, is not-synonymous with "real slime." Repeated treatments by gravity methods will result in the separation of a very large percentage of the fine granular sulphides in sizes much finer than 200 mesh, and I gave him due credit for that. The unavoidable losses were made in the "real" slime which I mentioned in the paragraph which Mr. Callow refers to as my "statements on page 1871," and his refinements were not a solution to the real slime problem. Mr. Callow has called attention to the fact that his best results at. Inspiration in gravity work were obtained on Joe Bush ore and he presents a table, viz., Tests Nos. 68, 71, and 72; and asks us to consider and compare these results, made by his refined gravity methods, with the results obtained by 'flotation methods in the new mill "during the second half of 1915 and in August, 1916." Of course, the ore treated in the mill was what happened to come. It was not Joe Bush ore, and therefore comparisons of detail figures are of no value. In regard to Mr. Callow's statements under the caption "Callow Cells Adopted by Arizona Copper Company," I would say that those who have been sufficiently interested to read my paper and' his remarks will notice what amounts to contradictory statements on several points which I cannot allow to go unchallenged. I was on the ground constantly and got my information at first hand. The tables published were the official ones. On Bougainville Island in Papua New Guinea, Bougainville Copper Ltd. (BCL) has successfully applied electronic data processing (EDP) techniques to pit operations and mine planning. Though the EDP program is not complete, BCL has realized significant improvements in short and long range mine planning, and equipment and manpower utilization. About 80% of BCL's 4000 employees are Papua New Guinea nationals, and most have little education or training. The operational characteristics of the computer equipment, however, have been quickly adapted by users with low educational standards.

DURING the second year of America's active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

THE Federation of Engineering Societies has been created for the sole purpose of public service. This initial meeting surely warrants some discussion of a few of the problems to which this organization, for expression of the --. engineering mind, can quite well give consideration. Some of the greatest of the problems before the country and, in fact, before the world, are those growing out of our industrial development. The enormous industrial expansion of the last fifty' years has lifted the standard of living and comfort beyond any dream of our forefathers. Our economic system under which it has been accomplished has given stimulation to invention, to enterprise, to individual improvement of the highest order, yet it presents a series of human and social difficulties for the solution of which we are groping. The congestion of population is producing subnormal conditions of life. The vast repetitive operations are dulling the human mind. The intermittency bf employment due to the bad coordination of industry, the great waves of unemployment in the ebb and flow of economic tides, produce infinite wastes and great suffering. Our business enterprises have become so large and complex that the old personal relationship between employer and worker has to a great extent disappeared. The aggregation of great wealth, with its power of economic domination, presents social, economic ills which we are constantly struggling to remedy.
