Equilibrium carbon monoxide pressures were measured over the reaction between chromium oxide and a number of solid ferrochromium alloys in the composition range 0.4 to 4.8 pct C and 0 to 49 pct Fe. Measurements were also made for the carbides Cr23C6 and Cr7C3 which agreed well with previous investigations. Between 1050°and 1400°C the pvessures varied from 0.1 to 56 mm and increased markedly with the iron and carbon contents of the alloys. The data were used to estimate the activity of carbon in the alloys and to calculate the equilibrium conditions for the decarburization of a useful range of ferrochromium alloys. WHEN ferrochromium is produced by the reduction of chromite with carbon in an electric arc furnace it invariably contains up to 10 wt pct C. For many purposes such as the production of stainless steel, it is necessary that the carbon content be as low as from 0.02 to 0.05 pct. Thus an important part of the ferrochromium industry consists of the production of low carbon ferrochromium. The classical Bessemer steelmaking technique cannot be used to oxidize low carbon contents in chromium and ferrochromium alloys without also oxidizing the chromium. Recently a new commercial process2-4 has been introduced for oxidizing carbon from high chromium content alloys which consists of heating the solid alloy with such oxidizing agents as Cr2O3, Fe2O3, or SiO2 in a retort at reduced pressures. By maintaining the carbon monoxide pressure below the equilibrium value for the system, the carbon can be removed as carbon monoxide without oxidizing the chromium. The equilibrium conditions for the decarburization of solid chromium carbon alloys have been determined by Boericke5 who measured the carbon monoxide pressure over the reaction between the various chromium carbides and chromium oxide. A typical reaction is shown below. Cr23C6 + 2Cr2O3 =u 27Cr + 6CO [1] These values are not applicable to the decarburization of commercial ferrochromium alloys which invariably contain major amounts of iron. The present investigation was therefore undertaken to measure the change in the equilibrium carbon monoxide pressure brought about by additions of iron to the Cr-C-0 system, thus extending the work of Boericke into the region of the production of low carbon ferrochromium. Over the past two years the Office of Surface Mining in conjunction with Energy & Minerals Technology Assessment, ENCORE Systems Inc., and Boeing Computer Services has developed the Economic Coal and Ore Reserve Estimation (ENCORE) Coal Seam Modeling System. This system is being used by OSM, certain states, and industry for mine planning and mine plan permit review. The ENCORE system enables the mining engineer to start at the reserve estimation stage of surface mine planning and continue through the entire mine planning process and into the permit preparation process. The ENCORE system enables the state and federal regulatory authorities to assess a given mining and reclamation plan permit application in a rapid and efficient manner and greatly speeds up the mine plan review and permitting process. The ENCORE system is user friendly and menu driven thereby permitting the engineer with minimal computer training to rapidly learn and utilize the system. Data are input both through digitized map files and bore hole information files and stored in a data base that is an integral part of the ENCORE system. The system performs reserve estimation through standard polygon methods, least square methods, and geostatistical (kriging) techniques. Geostatistical routines permit rapid evaluation of coal and overburden quality and quantity. System outputs include drill hole sumnary and resource summary reports, cross sections, isopach maps, structure contour maps, premining topography maps, postmining topography maps, and three-dimensional perspective views. The maps can be displayed on a high-resolution, color graphics terminal or generated by a high quality plotter and are suitable for direct inclusion in the mining and reclamation pl an permit application. This paper gives detailed examples of ENCORE'S use together with example outputs.

In 1774 a Swedish chemist, C. W. Schule, first recognized manganese as an element. That same year Schule's associate, J. G. Gahn, isolated the element manganese for the first time. In 1856 the Bessemer process of steelmaking gave birth to the economic importance of manganese. Later, in 1882, Robert Hadfield discovered high manganese steels. Although the primary use of manganese is in the ferroalloy industry, two additional important uses for manganese are making chemicals and dry cell batteries. Manganese is also vital to plant and animal life. Various chemical compounds of manganese are used in fertilizers, feeds, glass manufacture, paints, varnishes, and for numerous medicinal and chemical purposes. For the study of industrial minerals and rocks, only the chemical and battery grade material is of concern, but for the sake of comparison, metallurgical aspects are included in this presentation. Although currently the world's largest consumer of manganese, the United States is producing only minor amounts of ore at the present time. This is due primarily to the fact that although huge deposits of manganese occur within our borders, all are of such low grade as to be economically unfeasible to mine. For many years various government agencies and segments of private industry have devoted sizable sums of money and time in an attempt to upgrade ores from the various deposits, and also in an attempt to recover manganese from blast furnace slags. In view of current world prices, and the quantity of high grade material available, there is little likelihood that any of these approaches will be found to be economically feasible in the near future. Geology and Mineralogy Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are predominantly manganese to those having only minor percentages. [ ] Geology From a geological standpoint most manga¬nese deposits are complex. In general, it can be said that all primary deposits of manganese are carbonates or silicates. The most productive and profitable have been those of sedimentary origin and residual concentrations. Examples of these residual types of deposits are associated with the metamorphosed lodes of Madhya, Pradesh, India, and the lateritic deposits of Orissa and Bihar, India; nodules in the residual clays of the Philippine Islands, U.S. southern Appalachians and Arkansas, Ghana, and Brazil. Sedimentary manganese deposits are best exemplified by the Nikopol district of Russia and the Tchiatouri area of Georgia, USSR. Hydrothermal replacements are characterized by the rhodochrosite deposits of Butte and Phillipsburg, Mont. A previous article1 by the authors contained a general description of the new roasting furnace herein described but it did not go into detail as to the metallurgical behavior or the results obtained. Believing that such information would be of great value, they have elaborated on the subject and have given many unpublished details. The furnace described applies the principle of roasting finely divided zinc-sulfide ores, now produced in large quantity by the flotation process, in gaseous suspension; that is, the ore particles are carried, in suspension, in a current of air and gaseous products of the roast. The relatively great fineness of flotation concentrate presents difficulties and problems of roasting in furnaces of the ordinary type; the fine ore is forwarded through the furnace in the form of a shallow bed and its very fineness leads to dense impervious bedding which prevents oxygen from reaching the interior of the bed, thus unduly lengthening the time of roasting and preventing the elimination of the last of the sulfur. The fineness of the concentrate, normally, should lead to a rapid and complete roast, for the speed of roasting is a function of the surface exposed to oxygen, which surface is greatest, per unit of weight, in very fine material. The difficulty in bed roasting is to get the oxygen to the particle. If the fine ore, during the roasting, could be freely suspended in oxidizing gases, full advantage could be taken of the great surface conferred by its fineness. This fundamental idea, of course, is not new, for the Stedtefelt furnace, familiar to the older metallurgists, is an example of it; but the manner in which this is accomplished may be new. THE ferrosilicon grinding unit at the Central Mill of the Eagle-Picher Mining & Smelting Co. near Picher, Okla., was completed in March 1947. The object of the plant was to grind pigs of ferrosilicon, having a size of approximately 1 ½ by 4 by 12 in. and an analysis of 85 pct Fe and 15 pct Si, to approximately 100 mesh by crushing and wet grinding in a ball-mill classifier circuit. The minus-loo mesh ferrosilicon had formerly been purchased, and was used as medium in the heavy media process for treatment of lead-zinc ores. From the standpoint of dollars and cents, the cost of minus-100 mesh ferrosilicon was roughly $40.00 per ton more than pigs of the corresponding alloy delivered to the mill. Estimated wet grinding costs were considerably below this figure. The possible saving in cost of make-up medium for the cone plant was particularly attractive since, at that time, the plant losses averaged over four tons of minus-100 mesh ferrosilicon per day. Aside from the probable saving on the grinding charge, the need for such a unit was twofold. First, periodic fluctuations in the differential between the top and bottom densities of the cone were thought to be detrimental to metallurgy. There was little doubt that an intermediate differential existed at which the heavy media separation was most efficient, representing a compromise between concentrate grade and tailing loss. Furthermore, if a finer, but considerably cleaner, medium could be obtained, there was the possibility that the differential could be decreased without increasing the viscosity, or conversely, the viscosity of the medium decreased without increasing the differential. Preliminary to experimental work aimed at pegging the cone differential and circulating medium viscosity at whatever values were found to be most efficient, it was essential to have control over both the non-magnetic content of the medium and the particle size of the contained ferrosilicon. The latter was possible by means of a grinding unit at the mill. Second, whereas the ferrosilicon alloys are made by a number of manufacturers, only two, to our knowledge, grind it in any quantity for use in heavy media plants. For all practical purposes, the Central Mill was limited to one source of supply, a particularly vulnerable position. In case the supply was cut off, it was thought that pigs of the 85 pct Fe, 15 pct Si alloy could be obtained elsewhere, providing means of grinding them was available. There was no published information available covering wet grinding of ferrosilicon. Dry grinding in batch mills and in continuous mills with air classification was being practiced, but the cost of grinding was excessive and the dust condition objectionable. It appeared that primary and secondary crushing was no particular problem, providing heavy duty equipment was used;

ABOUT the beginning of 1930, coal preparation had reached the stage where the cleaning of coal by liquid or air had become the order of the day. Since that time many new preparation plants have been installed in spite of the years of depression in the coal industry, and this is indicative of a trend wherein the coal producer found it expedient to manufacture a cleaner product in order to compete with other fuels. It was also about 1930 that, because of the difficulties encountered with fine coal in cleaning plants, dust collectors came into use. Both cleaning plants and dust collectors, therefore, were much discussed at the engineering meetings of the early 1930's. During these meetings the many advantages to be gained through the use of dust- collecting systems were pointed out by Hebley,1 Appleyard2 and others. The great possibilities of new markets for this product were emphasized and discussed at the same time; however, the disposal of the collected dust remained a problem. Since the purpose of dust collecting is to improve the preparation and, consequently, the salability of the coal, it seems illogical to return the collected dust to any of the coal being prepared for market use, as is done in preparation plants that include dust-collecting systems. The logical thing is to dispose of the dust in some useful and practical manner outside of the tipple. As a practical matter, this can be done in one or both of two ways; either by consuming the dust at the mine's own power plant or by marketing the dust direct to the consumer. The latter method not only offers the greatest opportunities, but is the most important, because of inequalities that may exist between the quantity of dust collected and the consuming capacity of the mine's power plant. In considering the more important marketing possibilities, we are confronted immediately with the problems connected with the handling and transportation of so fine a material. It is this problem, rather than the problem of finding new markets, that has been responsible for the lack of progress in the matter of dust disposal. It is the purpose of this paper to point out again some of the potential market out- lets, and also to describe an existing system of handling and transporting coal dust. To the best of the writer's knowledge, this is the first and only operation in this country that has handled fine-mesh coal in bulk so-ton lots direct to the consumer. POTENTIAL MARKETS FOR FINE- MESH COAL DUST In general, the potential market outlets would include any operation of which the pulverization of coal is a necessary part. To be more specific, a few of the better known operations of this type must include: colloidal-fuel plants, briquetting plants, “sea coal” distributing plants, water-purification plants and obviously, pow-

He has had 40 years experience in tunnel and shaft-sinking work in both soft and hard rock, as well as subaqueous rock. He has used moles in various locations and has traveled around the world studying the problems. SOME BRIEF COMMENTS ON "MOLES" by Thomas Adair We of the Perini Corp. have been, over the past 15 years, in the forefront of the battle to develop the mechanized miner. We have contributed much to pioneer, develop, and promote the use of the mining machine. Our money and talent have not been spared in this effort. However, we are sorry to say that as of the present time (1968), at least from the economic stand- point, this effort has not been very rewarding. But, I must say to those who are presently involved in the work of building mining machines, do not be discouraged. There is money in it. We of Perini Corp. know because we put it in there. It has been estimated that during the next 15 years, some $20 billion will be spent on underground excavation; more than 13 thousand miles of sub- surface tunnels will be excavated throughout the nation. An aggressive, properly structured research and development effort would produce, within the next five or ten years, a better excavation technology and improved boring system capable of reducing present costs drastically, with a resultant great saving. The time for this effort is now, but where the enabling money for this effort will come from, I have no idea. Machine builders should be encouraged to design and develop a shield- type boring machine capable of continuous mining through varying types of ground or rock by incorporating the possibility of making minor modifications such as change of bit type, power package, etc. Such a machine could

The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. I have been employed in almost the entire range of fields offered to geologists and have studied closely the feeling of people towards geological service. Recently it has been a pleasure to be closely associated with men who were as deeply interested in civic welfare and affairs of state as in the financial success of a large industry developing natural resources. Previously I had seen service in a national survey, a state survey, summer employment by a large mining company exploring new property and detailed geological work for a large corporation. Major responsibility as a college instructor has left me free to view each of these assignments in unprejudiced fashion and at the same time study the relation of government surveys to large natural resource industries, average industrial and construction work and service to nongeologists and laymen. Considerations Governing Geologic Public Service Three groups of people must be satisfied by the surveys if dissatisfaction is to be dispelled. I. INTRODUCTION THE word recovery as used in this paper is applied in its broader sense and not limited to wells producing from horizons of unconsolidated sands. Certain problems connected with the winning of petroleum from such horizons present themselves while drilling is in progress and should be considered before drilling is commenced wherever unconsolidated sands are expected. Maximum recovery depends not alone upon efficient pumping methods but also upon the selection of a proper drilling system and the completion of a well especially adapted to the extraction of these oil-bearing sands. II. DRILLING DETERMINING FACTORS IN SELECTION OF METHOD The selection of a drilling method for the development of a region in which the oil reservoir consists of unconsolidated sands is based on the following considerations: (1) Character of the formations overlying the reservoir; (2) thickness of the oil-bearing stratum or strata; (3) thickness and character of water or gas sands; (4) gas pressure to be encountered or expected; (5) total depth of well.

Tits establishment being now in full working order, it has seemed of considerable professional interest to collect together, in a concise form, the various points as to its plan, method of dressing, and equipment. The data contained in this paper have been largely drawn from the able paper of E. Kutscher, constructing engineer. of the works, contained in the Zeitschrift fur Berg-Hütten-und Salinenuesen im Preussischen Staate, 1873, supplemented by some personal memoranda made while the works were under construction and by memoranda on the works appearing in various German technical papers from their completion up to date. This is probably the largest dressing works in the world devoted to the beneficiation of argentiferous lead ores, and it is doubtful if any establishment for the concentration of mineral of any description can compare with it in size. As showing the final practice adopted in an old and very conservative mining region, in which the concentration of ores has been a matter of constant practice and experiment for a very long period, these works are of peculiar interest. The fact that the Clausthal ores strongly resemble a very large and abundant class of ores found in the United States has always attracted the attention of American mining engineers and mine owners to the methods employed in dressing and smelting them. INTRODUCTION In recent decades sintering and pelletizing of finely divided materials have become the primary tonnage producing modes of agglomeration. This statement is especially true in the iron and steel industry and, to a lesser degree, in the nonferrous, chemical and non-metallic minerals processing industries. In every industry the main objectives in agglomerating fines are essentially the same, namely to convert ores, minerals and chemicals of undesirable fineness into agglomerates characterized by a size consistency desirable for subsequent use or processing. Depending on the type of agglomeration process selected and the conditions maintained during agglomeration, the physical process of increasing size is complemented by a number of other unit processes. These processes can occur simultaneously, consecutively or in an overlapping manner. Some of these additional unit processes are incidental to the agglomeration operation, but at the same time can be critical, depending upon the subsequent use of the product. Accordingly, during processing, conditions have to be controlled to either suppress or enhance the extent of completion of these unit processes. The purpose of this report is to review laboratory testing as the basis for engineering modern sintering and pelletizing plants. Considering that most typical applications are for the iron and steel industry, agglomeration of ferrous materials is reviewed and discussed. When these total processes are adapted to suit non- ferrous materials, chemicals, or non-metallic substances, the over- all approach remains the same; only the processing parameters are affected as necessitated by the different nature of the materials.

THE application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous discharge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condition often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies considerable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, therefore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially prepared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation. The first important work on the flocculation and clarification of coal slurry was done by Henry, who developed the Henry process and used it successfully in Belgian preparation plants. THIS discussion is based on statistical manipulation and evaluation of operating data from several commercial blast furnaces which include rather wide variations in practice. We are concerned here mainly with the effect of manganese on sulphur elimination under operating conditions in commercial blast furnaces, but this effect can be outlined more clearly by including certain other variables such as silicon in iron and slag basicity, which are all in part interrelated. Real progress in understanding all of the smelting-zone reactions in this process requires more laboratory studies of slag-metal melts similar to those in the blast furnace, with careful control of oxygen pressure. Such experimental work is very difficult, however, and in the meantime, with the present scarcity of more fundamental data, such statistical trends and correlations as can be obtained from commercial furnace operating records may help in choosing laboratory test conditions as well as adding to our knowledge of operating procedures. We do not know just why the furnace data are apparently so irregular that statistical treatment of large numbers is needed to obtain accurate trends. It is partly caused, no doubt, by the many simultaneous variables present, but there are perhaps also such factors as: (I) the con- tinual swings up and down so characteristic of the process; (2) difficulty of accurate sampling of co-existing phases, as well as (3) the presence of both equilibrium and rate factors as a result of the fast driving of the process. In desulphurization, for example, the flow of thin layers of slag and metal over solid coke surfaces, plus the contact between droplets of iron falling through the slag layer in the hearth, would lead one to expect a close approach to equilibrium. On the other hand, most of the critical part of sulphur removal may occur in a short time and distance below the tuyeres with perhaps an accompanying decrease in oxygen pressure and the concurrent reduction of much of the silicon and manganese, so its degree of approach to equilibrium may be quite variable. Probable Chemistry of Desulphurization Since there is little evidence that sulphur atoms in the iron solution are aasociated to any appreciable extent in molecules such as MnS, the transfer from slag to metal and back again can be written:* (FeS) ? [FeS], [I] hence the following reactions seem most probable in the slag phase, (FeS) + (CaO) ? (CaS) + (FeO), [2] and, (FeS) + (MnO) ? (MnS) + (FeO). 131

Foreword The three case histories and the liquid fuels planning scenario presented in this paper span a twenty year period, from the pioneering days of computers in the petroleum producing industry during the mid-fifties, to the energy crisis era of the seventies. Inasmuch as two of the main actors, Ian McKinnon and I, are featured in all three case histories, while I am currently involved in the fossil fuels scenario, this paper provides four related and personal spot readings along an evolutionary path: from the one dimensional technical domain to the multi-dimensional techno-socio-economic domain of computer applications in the petroleum industry. Coincident with this evolution in the direction of increasingly comprehensive and powerful computer applications, the evolution in hardware/software capability and in analytical power are also kept in perspective. The three case histories are: 1. The Bonnie Glen-Wizard Lake Case (Calgary, Alberta, 1955-1957); 2. The TransCanada-Great Lakes Gas Transmission Case (Ottawa-Washington, 1966); 3. The Westcoast Transmission - El Paso Pipelines Gas Export/ Import Case (Ottawa-Vancouver-Washington, 1966-1967). In October, 1878, and again in February, 1881, I had the honor to make public, through the medium of the American Institute of Mining Engineers, the results of an extended study of steel rails which had been in service, and which mere taken for the purpose from the tracks of the Pennsylvania Railroad Company. These studies appeared in three papers. In the first of these papers the question. what kind of steel is least liable to fracture or disintegration in the track, was the principal one considered. In the second paper the question discussed was, does the power of steel to resist wear increase with the hardness ? In the third paper the relation between wear and the chemical and physical properties of the metal was the principal point considered. The general results arrived at, or the cooclusions reached, were, as follows: 1. That a mild steel is less liable to fracture, and if properly made, less liable to crushing or disintegration in the track than a harder steel. 2. That the wearing-power of steel in rails not only does not increase as hardness increases, but, on the contrary, diminishes; or, in other words, that a mild steel gives less loss of metal under the same service than a hard steel. These conclusions may be briefly stated in a single sentence—namely, in rails mild steel is not only less liable to fracture and disintegration in the track, but it also gives longer life, or wears more slowly under the same traffic; than harder steel. Experience has shown that there are some factors connected with the drying of fine washed coal that are not present in drying of slack coal as normally practiced at cement kilns or pulverized coal plants. It is the purpose of this paper to show some of these variations as they have been encountered under actual operation. The Champion No. 1 cleaning plant of the Pittsburgh Coal Co. uses the wet system of cleaning coal. The plant is equipped to produce commercial sizes or mixtures, the primary sizes being plus 6 in. and 4 by 6 in., which are hand-picked. Minus 4-in. sizes are all cleaned by the wet process. To produce a commercial product as free of moisture as possible, the washed coal is first passed over sizing and dewatering screens, then each size except the — ?-in. coal is conveyed to loading booms by slow-moving draining conveyors. As the +?-in. sizes are not heat-dried, no data will be given, as it is the purpose of this paper to describe the heat drying of — ?-in. coal as practiced at the Champion No. 1 plant of the Pittsburgh Coal Company. To fully appreciate the conditions, it must be remembered that the — ?-in. product is now shipped at a lower moisture content than when received from the mine. The incoming coal in the — ?-in. size will average 5 per cent. moisture and the shipped product 3 per cent. moisture. This is a case where a wet process gives a reduction of both ash and moisture in the fine sizes. The shipped product, therefore, is more uniform in all characteristics, and uniformity of product is the most important single factor in coal preparation. The 0 by ?-in. coal is first dewatered on slow-moving continuous bucket dewatering elevators, running at the rate of 40 ft. per minute, with 48-in. perforated buckets with ¼ by 1½-in. slots, spaced ? by 2?-in. centers staggered. The moisture in the coal discharged from the elevators runs 20 to 28 per cent., depending on the fineness of the product. The discharge from the dewatering elevator is further drained on a drag-type conveyor equipped with ½-mm. wedge wire screen. BACKFILLING of stopes and other underground openings in the Homestake mine with sand tailings was undertaken primarily to reduce surface subsidence, which was wrecking much of the surface plant and a substantial part of the town, and to make possible maintenance of openings into the top of pillar stopes as mining progressed. The progress of this type of filling has been rapid and the results very satisfactory. Sand is now used in filling timbered stopes, shrinkage stopes, and abandoned drifts and crosscuts. A permanent pipe-line system for transporting sand tailings into the mine by gravity has been installed. The close filling of all stopes has resulted in important benefits other than the two major ones. The ore bodies in the Homestake mine occur as replacements in one distinctive layer of the metamorphosed pre-Cambrian sediments along a group of minor folds that together form a complex anticline that pitches at 35º to 40º to the southeast. The ore bodies are extraordinary for their magnitude. Widths of over 300 ft. have been mined and continuous ore has been followed for over 1200 ft. along the strike on some of the upper levels. Mining has been by shrinkage stoping with square-set mining of crowns and pillars. In the standard plan, shrinkage stopes 60 ft. in the direction of strike and the full width of the ore have been taken up to within 25 ft. of the level above. After filling, the crown has been mined by square-set methods, as have also the 40-ft. pillars between shrinkage stopes. In former days, when the supply of ore seemed inexhaustible, the mining of pillars was allowed to lag far behind because of the high cost. Many pillars were rather badly fractured on the level and in some places between levels. Coarse waste was used for backfilling all stopes, but in pillars it became increasingly difficult to maintain haulageways for the transportation of this fill over the top of the stopes as mining progressed The cost of maintaining these crosscuts was excessive and in many pillars practically impossible. Therefore it became the practice to fill pillar stopes by tapping the back and sides of the stopes.

The increasing number of problems of the modem mine manager has led the author to discuss the art of management. He lists the principles concerning selection of personnel, exploitation and development, new equipment, process improvements, new processes, maintenance, operating cost data and public relations. Application of the principles to problems of mine startup, operation and rehabilitation are described. Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science - the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures. In addition to his ability to select and train operating personnel, Jackling possessed, to a degree unmatched by many of his contemporaries, broad, analytical powers covering both the economics and operating phases of large scale mineral extraction. His breadth of vision found its greatest expression at the time he analyzed the Utah copper deposit. Fortunately, Messrs. Penrose and Gemmell had enough faith in his analyses to furnish the capital needed to begin operations. The result, as is well known to all of you, was Kennecott's lucrative Utah copper mine — and the beginning of the open pit porphyry copper era. The Utah copper mine, and Jackling's subsequent similar successes in Arizona, New Mexico and Nevada, had one thing in common —all of these large porphyry deposits were worthless until open pit, large daily tonnage schemes were developed for their exploitation. The successful development of such schemes made vast new mineral resources available for economic exploitation. But at the same time, the trend away from smaller high grade operations in favor of the far more complicated operations required to handle large deposits of low grade ore have greatly altered a mine manager's problems. We are all familiar with the saying "mines make managers." There is still some truth in this statement, but far less than there used to be in the days when high grade properties were the rule rather than the exception.
