In Monongalia County, West Virginia, the Pittsburgh and Sewickley beds lie west of the Monongahela River and underlie practically all the western end of the county. The average thickness of the Pittsburgh bed is 8 ft., where it is being mined at present, sometimes running up to 9 ft. The Sewickley bed is 4½ to 6 ft. thick and lies 90 to 100 ft. above the Pittsburgh bed. As the Pittsburgh bed had a known value, a large part of it was bought up without consideration of the Sewickley bed. When the Monongahela Railway was built up the west side of the Monongahela River, other interests bought up the Sewickley bed, as it was found to be equal in quality to the Pittsburgh, with slight local exceptions. The two beds, therefore, were owned by different people, and naturally each owner opened his mine and ran it without regard to the working of the other bed. Consequently, considerable portions of the upper bed were seriously affected for economical mining, especially on Scotts Run. In recent years there has been a tendency, influenced by the decision of the West Virginia Supreme Court, on the part of the operators in Monongalia County to try to coordinate their projections in the layout of their mines. A typical geologic section, according to the report of the West Virginia State Geological Survey on Monongalia County, agrees with Fig. 1. It is apparent that the rock above the Sewickley bed and between the Sewickley and Pittsburgh beds is of a rather friable ~lature, therefore it is easily broken in pillaring. About the only difference between this section and the geologic section in the Lowsville district is that in the latter district the rock between the coals is a denser sandstone and contains little shale and limestone and no evidence of Redstone coal. It is a laminated sandstone, and although it makes a harder mass, it is easily broken. While working in the Lowsville district, the author had an opportunity to examine a neighboring mine in the Sewickley bed, which was over a section being pillared in the Pittsburgh bed. The power plant of the Burro Mountain Copper Co. is located near Tyrone, N. M., at 5,950 ft, elevation. It is interesting because it uses the largest stationary Diesel engines in the United States. The general layout of the plant is shown in Figs. 1 and 2. The building is of steel-frame construction with hollow-tile walls and corrugated-iron roof; the floor is concrete and all windows have steel frames, making a fireproof building. The building is made to accommodate one more electric generator unit, which is being installed; also two 4,000-cu. ft. air compressors direct-connected to three-cylinder engines with the same size cylinders as the electric units. The power plant consists of two 815-kva., 60-cycle, three-phase, 6,600-volt, 180-r.p.m. generators, direct-connected to five-cylinder, two-cycle Diesel engines; the necessary circulating pumps for cooling water, cooling towers and oil storage tanks. A portion of the power is used in the same building as the generating units to run one of two 200-kw. rotary converters delivering 260-volt direct current, and a 2,500-cu. ft. air compressor, delivering air at 95 1b.-pressure, direct-connected to a 400-hp., 6,600-volt, three-phase synchronous motor. The remainder of the power is used to run a 1,500-ton concentrating mill 3 1/2 miles from the power house, various hoists, pumps and motors about the mines and the lighting and water-works of the town of Tyrone. The direct current is used for electric traction in the mine, also to run hoists and motors that were installed before the new power plant was built. Due to the large hoists that take starting peaks of 250 kw. and the 10-ton electric locomotive that takes at times 150 kw., the load is extremely variable, as shown in Fig. 3. SOME form of longwall mining is generally used in Continental Europe; also in Great Britain where the coal is weak and friable, or the coal bed provides material for pack walls and filling, or where the bottom is soft and squeezes up easily, or the roof is pliable, or the bed is thin and brushing provides building material, or the thick multiple seams are mined in layers, such as the 24-ft. seam at Weymss, Scotland or the 10-yd. pitching bed near Coventry, England. Pillar methods have been retained in British fields where the coal beds are from 5 to 9 ft. (1.5 to 2.7 m.) thick, and free from thick partings or binders or without draw slate, which would provide waste rock for pack walls, or where the roof is hard and requires shooting to bring down and also the bottom or floor is comparatively hard. The room-and-pillar system, by which probably 95 per cent., of the coal of the United States is produced, is now found in only a few mines in Wales, where it is known as the pillar. and .(single) stall method. The American room-and-pillar system is not equivalent to the bord-and-pillar or stoop-and-room system. The essential difference between the bord-and-pillar and the average American room-and-pillar system is probably due to natural conditions. The majority of the coal mines in the United States have a depth of less than 700 ft. (213.m.). The bulk of the coal mined in Europe comes from a depth of more than 1200, ft., while the deepest mines in Great Britain, Belgium, and France reach 3500 to 4000 ft. In deep workings wide spans are impracticable, even with the use of abundant timber; accordingly, as the mines in the United States become deeper the rooms will become narrower and the pillars thicker, and the bulk of the coal will be extracted on the retreat. It is generally conceded, without reference to the cost of production, that the larger the pillars left on the first mining, the more thoroughly can the, coal be extracted. THE preceding chapter has recorded the initiation of mineral industry education during the period 1890-1910 in numerous institutions that had not previously offered it. It should also be emphasized that in many institutions where instruction had begun before 1890, as recorded in earlier chapters, but had not yet become firmly established, this period was one of marked growth and development. This was not universally true, however, for at the Universities of Pennsylvania, Michigan, Illinois, Wisconsin, Washington (St. Louis), Iowa, Vanderbilt and Tennessee, and at the Polytechnic College of Pennsylvania, mineral industry instruction was being dropped during this period, instead of gaining in strength. It is necessary to emphasize this, because writers on the subject have not infrequently attempted to make a much too simple correlation between mineral discovery or production and the intensity of student interest in mineral industry curricula. It would naturally be true that periods of large mineral production would, in general, coincide with cycles of business prosperity, and the latter are conducive to starting new ventures, educational as well as business. It should be equally evident that opportunities for business and professional success might, in such periods, appear to increase at a more rapid rate in industries other than mineral, or in the utilization of minerals rather than in their production. The author has not been able to perceive any simple and clear relation between interest in mineral industry education and mineral discovery, production, and utilization, or general business prosperity. On the contrary, the more the problem is studied the more complex the factors involved in it appear to be. In a later chapter an attempt will be made to analyze them in more detail

Mr. Brown : .That part of the Standard Company's plant which has been added since the publication of Mr. Leggett's paper, and is described in mine, renders the single-phase, alternating system, which Mr. Hale has called " unelastic," much more elastic than it had been. The original plant at Bodie was substantially the same as the Telluride plant mentioned in his paper. The machines came from the same shops, and were practically the same; but while the Telluride Company has changed completely to a polyphase system, the Standard Company has retained its original plant, but has belted on a directcurrent generator at the receiving end, thereby converting the water-power into electricity, electricity into power, the power into electricity, and finally again electricity into power for use in the mines. This is a roundabout course, to be sure, but it shows that there are possibilities even in the out-of-date single-phase system. The only point perhaps, that deserves particular notice with respect to the hoist is the fact that the rheostat, or starting-resistance, was not built originally

THIS paper discusses a method and apparatus for determining the dip of formations traversed by a drill hole, by means of electrical measurements in the hole. The process consists in recording the Spontaneous Potentials present along three oriented generatrices in the hole, By comparison of the three curves thus obtained, after application of a correction factor to compensate for any deviations of the hole, the dip angle and the dip direction are determined. Excellent accuracy is obtained for dip angles over 10°. Because the method is simple and the apparatus rugged, the measurements are rapid and reliable; consequently, they can be made at all the levels that are of interest at any time after the well has been drilled. Mechanical cores are not needed to evaluate the dips. A convenient, time-saving procedure is to perform the dipmeter survey at the time the electrical log is taken, using for both operations the same cable and truck. Actual examples of results obtained in wells of the Gulf Coast area are given.

Eight years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Cæaur d'A1ene district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8- by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Cæmur d'A1enes. At the request of a committee of the Engineering Division,' National Research Council, a study of the properties of boiler plate at various temperatures up to about 900' F. (482" C.) has been instigated. The following is a report of preliminary tests made on two grades of 1/2-in. plate and includes a description of the apparatus used in the determination of the proportional limit. Detailed reference to- the many published investigations in connection with the properties of steel at various temperatures will be omitted from this report. Suffice to state that results obtained for variation in tensile strength, elongation, and reduction in area with temperature are in substantial agreement with the effects now generally considered to be correct. Comparison of proportional limit values with results obtained by other investigators will be found in the conclusions. Materials Used The steels tested were $1/2-in. D. Eppelsheimer, * Middletown, Ohio.—The housing of employees has so many and so varied aspects that in order to reach even an approximately correct solution it is necessary to have in mind a few fundamental principles; but it is not possible as yet to write these housing principles in the clear and correct form that is possible with many of our natural laws. Manifestly, the problem depends first on the kind of people it is necessary to house. What is suitable for the Southern unattached negro is not suitable for the married skilled American. The influx of colored labor has affected quite a number of what were satisfactorily housed communities. The second important factor is the relative proportion of the number of employees to the total employable population of the community in which the industry is located. The employer of a hundred men in a large city has little responsibility in the matter of housing his employees. If he employs 75 per cent. of the employable population in a community of 27,000, as is the case of the company with which the writer is connected, it means a large responsibility. In the establishment of an entirely new plant in a more or less isolated place, the responsibility becomes greater. As engineers, we design and write the specifications for the machinery to accomplish a definite purpose, and proceed to house it, provide the necessary buildings with their accessories in the way of cranes, or heating systems, or sprinkling systems, as the case may be. There is no reason why the operating force should not be built up in very much the same way: design the organization, write its specifications so that the employment department can secure the proper men, and then house that organization with just as much thought and care as is given the plant. In the plant, the various machines will work along certain definite lines and accomplish certain results; but even if we start with the proper organization it takes considerable time to get that organization working together. One of the most important elements to this end is the proper housing of the organization. A man usually spends more time at home than at work. Proper surroundings and a comfortable, convenient house of good appearance exercise an influence that cannot be denied, and an employee situated in such surroundings is far more inclined to follow the policies of his employer and take an active part in furthering them than one dissatisfied with his home and surroundings, which feeling

Having had charge during the past year of the operations of the New River Coke Company, the second largest, if not the largest, coke-producer in this district, my attention was called particularly to the yield of coke from the coal as coked in a bank of beehive ovens, as the record showed that this yield, while believed to be well up with the practice of the district, was much lower than the analysis of the coal indicated it should be. The coal is well known to many members of the Institute, and the scope of this paper does not include a discussion of its occurrence and development. It suffices to say that the New River district comprises the mines working on the coals of No. XII. or the Conglomerate Series of the Rogers brothers, which are located on New river and its tributaries, and which find an outlet for their product east and west over the Chesapeake and Ohio Railway. The New river through this section carries the drainage from an extensive peneplain in which it has formed a very striking and stupendous canon, probably the most striking east of the Mississippi river. The only practical access to this territory is by means of this canon and the Chesapeake and Ohio road, and the opportunities for development by other lines may be considered as nil. If it were not for the fact that this road, farther west, reaches and develops entirely different coals, which are found in other measures, the New River district might properly be spoken of (as is now done at times) as the " C and 0. field." After a series of experiments covering a period of about three years, extending from the spring of 1912 to the spring of 1915, a 2,000-ton leaching plant for the treatment of the accumulated copper concentrator tailing was built and put into operation. During the experimental period, the first step was that of laboratory experiments or beaker leaches. The results on this small scale were so satisfactory that a small operating plant, capable of handling 5 tons of roasted tailing per day, was installed. West Texas and New Mexico have been overshadowed by the dcvelopment in East Texas to such an extent that the area has been placed on a settled production basis by most of the operators. Considerable develop-mCnt work on both proven and unproven acreage remains to be carried 011, but the incentive, a ready and profitable market, has been lacking. The main characteristics of the fields in this area are so well known that they are not described again in this paper, which thus resolves itself into a statistical review of the more important production features of the area. Proration has been in effect during the year and has been rigorously applied with the full cooperation of all producers. Proration in West Texas and New Mexico is based in the more productive fields on a potential and acreage distribution of the allowance to the individual wells or acreage units. Potentials are determined generally by a short production test of from 1 to 4 hr.; and the hourly rate is multiplied by 24 to obtain the 24-hr. production or rated potential of the separate wells. The potential values thus set up have been questioned by many production men who are not willing to concede that the instantaneous (hourly) capacity of a well to produce is its potential capacity for a day with all other wells in the pool producing at their capacity. However, the potential of a well determined as above remains its chief rating as a measure of the permeability in place and as an indication of the possible reserve feeding that well. The acreage factor has made it unnecessary to overdevelop properties in order to obtain an allowance proportionate to neighbors who are willing to drill an excessive number of wells on a piece of acreage in the hopes of a quick drainage and a corresponding profit. Proration has resulted in an orderly development of many of the pools in this area on the base as outlined above, resulting in more reasonable spacing of wells and the more even withdrawal of oil and the ensuing expectation of high recoveries. IT is known'" that secondary recrystallization occurs in copper sheet with at least 90 pct reduction after annealing at high temperatures, 700" to 1000°C. Turkalo and Turnbull4 have found recently that secondary recrystallization might occur even after annealing at such low temperatures as 500°C for a high purity, coarse-grained copper sheet. It will be shown in the following that in an electrolytic tough pitch copper wire, with a high degree of deformation, secondary recrystallization might occur at even lower temperatures. A hot-rolled rod of 9.5 mm diam (temperature at which rolling commenced was 850°C) was drawn in continuous drawing machines to 0.4 mm, corresponding to a cross-section reduction of 99.8 pct. The texture in the center of the wire (the sample for X-ray analysis was etched to 0.15 mm diam) is a mixture of the [111] and the [loo] direction, as can be seen from Fig. 1. This is in accordance with the result of Schmid and Wassermann.' After a few minutes annealing of the wire at 200 °C, there is a noticeable recrystallization of the structure with a preferred orientation in the [l00] direction at the expense of the [Ill] deformation texture, as Figs. 2 and 3 show. Farnham and OINeill" reported a similar result. The final recrystallized structure shows mainly the [loo] orientation. There is however a small amount of [111] and random orientations. If the wire is annealed at 400°C, the recrystallized structure first shows a [loo] texture, Fig. 4, but as the annealing time is increased the fine-grained structure transforms into coarse grains, Fig. 5, giving a new preferred orientation, Fig. 6. The calculations show this to correspond to the [I121 direction. Even if the annealing that gives the primary recrystallization is carried out for six weeks at 20O°C, the same secondary recrystallization texture is obtained if the annealing is continued at 400°C. Schmid and Wassermann7 found the [I121 texture, but only after annealing at 1000°C or higher. The appearance of a secondary recrystallized

Oil quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State 'A'— Vapor Blanket Cooling—In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage 'B'—Vapor Transport Cooling— Termination of the 'A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage 'C'—Liquid Cooling—The 'B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the 'B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage ' B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 21/2-in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and I-in. stream height, and (2) a 1/2-in. orifice and a 31/2-in. stream height. In all cases the samples were suspended so that the quenched end was 1/2-in. above the orifice. Some tests were run on an NE 8740, .3,312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been Omitted from this paper. The test bars were machined from 1/8-in. stock to I-in. diam by 4 in. long.

THE high standards of living and improved national security that industrialization can bring are so evident that no country can be named that does not cherish the hope of industrializing. With such a universal aim, why do many countries unable to develop their own industries accomplish so little toward attracting the foreign private investor, who alone can provide them with the necessary capital and skill? Obviously, because they fail to under- stand what constitutes a favorable climate for investment, because they have false notions about being exploited or dominated by the foreign investor, or because they are so nationalistic they refuse to permit outside assistance. The purpose of this paper is to aid the citizens and policy makers of developing countries in achieving their aims, by defining the conditions which en- courage investment and portraying the results of a policy of encouragement. AS reported several years ago,' nitrogen may be taken up from the atmosphere by austenitic Cr-Ni steels during creep or creep-rupture tests. This was indicated by chemical analysis and by the appearance of a new microstructural phase, or phases, tentatively identified as chromium nitride (S), at the surface or at the intergranular cracks associated with fracture. The nitrogen pickup was observed to be dependent on time, temperature, and deformation. In a more recent investigation, a sample was obtained in which there was sufficient of the precipitate to suggest that it could be readily identified by X-ray diffraction. This sample had been taken from a 1/4 in. diam creep-rupture specimen of annealed, type 304L stainless steel of the following initial composition: C, 0.03 pct; Mn, 0.65; P, 0.010; S, 0.019; Si, 0.54; Cr, 19.50; Ni, 12.02; N, 0.031; and Al, 0.005. The specimen had ruptured after 10,470 hr at 1500°F (2000 psi). In this case nitrides were distributed across the whole section of the sample, Fig. 1. The precipitate occurred both at the grain boundaries and within the grains; the latter precipitate had in some cases the appearance of pearl-ite, and in others was distinctly Widmanstatten. Chemical analysis of the sample after test showed 0.64 pct "soluble" nitrogen (soluble in 1:1 hydrochloric acid: water) and 0.18 pct "insoluble7' nitrogen (insoluble in the hydrochloric acid solution but dissolved by fuming sulphuric acid). For identification of the precipitate by X-ray diffraction, the matrix in the surface layer of the specimen was dissolved by prolonged attack in an alcoholic solution of picric and hydrochloric acids. The appearance of the specimen surface after such etching is shown in Fig. 1c. The diffraction pattern of the surface-concentrated precipitate was obtained with a recording spectrometer in both the forward and back-reflection regions (the latter by adapting a special fixture to the conventional X-ray unit). The observed X-ray diffraction lines, Table I, show the presence of Cr,N and CrN; the agreement with interplanar spacings calculated from reported data2,3 is quite good. Since it has been suggested' that CrN dissolves only in concentrated sulphuric acid, whereas Cr2N dissolves in dilute hydrochloric or sulphuric acids, an effort was made to distinguish between the two nitrides. This proved possible, inasmuch as etching in a dilute solution of hydrochloric acid gave a sample in which microscopic examination showed that much of the Widmanstatten-pearlitic precipitate within the grains had been eaten out, leaving the grain boundary precipitate in relief, and which, when examined by X-ray diffrac-

The arrangement and general dimensions of the reverberatory furnaces and waste-heat boilers for the Nos. 2 and 3 smelting units at the McGill plant of the Nevada Consolidated Copper Corporation are shown in Fig. 1. Each of the two reverberatory furnaces has its own set of waste-heat boilers, and before February, 1932, each furnace, when it was in operation, delivered waste-heat gases to its own boilers only. In January, 1933, the idea was suggested of using some of the waste-heat boilers as economizers to operate in conjunction with the waste-heat boilers that were generating steam. The execution of this idea gave rise to the gas-flow scheme depicted in Fig. 1, the advantages of which were obvious, particularly so in view of the fact that for some months prior to the adoption of this scheme the smelting had been confined to No. 2 furnace, with No. 3 furnace and its boilers idle. The waste-heat gases from No. 2 furnace pass through the boilers serving this furnace as steam-generating units, thence through the original exit duct to a point where a bulkhead diverts the gases in a reverse direction through two of the boilers of No. 3 furnace. After the gases have traversed these two boilers, another bulkhead placed in the duct between No. 3 furnace and its boilers causes them to traverse still one more boiler, from which the gas path leads to the stack. In this scheme the last three boilers traversed by the gases, i.e., the boilers behind No. 3 furnace, function as economizers and preheat the feed water for the two steam-generating units directly serving No. 2 furnace. This discussion will give consideration to the results obtained in waste-heat recovery by the scheme shown in Fig. 1, and, further, will compare these results with those obtained before the boilers of No. 3 furnace were set up to act as economizers, but before going into the detail of heat generation, distribution and recovery, will present some additional details of the equipment. All boilers in this waste-heat plant are of the Stirling type. The two behind No. 2 furnace, acting as steam-generating units, of class 13, are 40 tubes wide and rated at 1112 boiler hp., while the three boilers behind No. 3 furnace, acting as economizers, are also of class 13, but 28 tubes

There are important phenomena in rock and soil mechanics that cannot be explained in terms of theories of homogeneous, isotropic materials. Subsidence of strata about mine openings is an example. In-situ stress measurements in nonisotropic sedimentary and metamorphic rocks is another. Patterns of joints, faults, fractures, and similar geologic features impart directional mechanical properties to rock masses that are locally isotropic or anisotropic. On the geologic scale, the nonhomogeneity of composite rock masses may, in certain instances, be dealt with as homogeneous anisotropy. The mechanics of large rock masses can, therefore, be expected to involve considerations of anisotropy. The source of the anisotropy is not relevant. Once the scale of observation is selected and the material is defined accordingly, the analysis of stress and deformation proceeds without regard to the numerical values of the material constants. There are also important phenomena in rock and soil mechanics that cannot be explained in terms of linear elasticity, theory. For the mechanical description of anisotropic geologic materials capable of deforming beyond the limit of purely elastic strains, a plasticity theory is required. The purpose of this chapter is to present a plasticity theory for anisotropic rocks and soils. The proposed theory is based on the work of Hill in anisotropic metal plasticity and represents an extension of his work so as to include anisotropic geologic materials. The point of departure from metal plasticity theory begins with the inclusion of the normal stresses as linear terms in the yield condition, which plays a central role in plasticity. Once the yield condition is established, the plastic strain increments are obtained immediately through the principle of normality. 13.9-1. Introduction. Any mining venture or project is undertaken with a view of gaining some benefits, which, with the modern limited corporation, means earning a return to the stockholders for the use of their funds. Thus, any manager, when confronted by an opportunity of expending funds, must realize that the funds should generate a satisfactory return. The problem then becomes one of how the manager should best expend, if he should expend, funds for opportunities that become available to him. In the evaluation of a mineral property, or of a project within an operating mineral property, there must be cognizance of the fact that the final return is dependent on many factors that are not present in other industries. The primary factor in mining operations is the orebody, which has a diminishing life. This diminishing life gives the decision maker a range of choices; for by expending more capital for a larger plant, he can work the deposit out in a shorter period (16). This may, in fact, maximize the return on the investment. Alternatively, he may wish to maximize the total profits, a course which usually requires a lower capital investment and allows a longer working life for the deposit before final depletion. Other factors that have great importance in the evaluation of mining projects are the taxation treatment of mining profits from the viewpoint of depletion, depreciation, and investment credit. Investment opportunities involve expending funds at the present time in return for future benefits. These future benefits have a degree of risk in that the annual amounts of benefits and their duration cannot be fore- cast accurately. The treatment of risk in economic analysis involves the quantification of the degree of variability of the expected future benefits and also of the initial capital expenditure.
