THIS year's Chairman of the Institute of Metals Division is a relatively rare phenomenon in the metallurgical profession; he is an expert historian of metallurgy, he is a confirmed collector and student of old works on alchemy, chemistry, and metallurgy-vide: the famous Biringuccio and he is a profound student (with a somewhat idealistic slant) of recent trends in world affairs and in what some incurable optimists call civilization; and at the same time he is still possessed of a sense of humor. Incidentally he is also one of the bestknown nonferrous metallurgists in this country and abroad, and for fifteen years has been a willing worker in A.I.M.E and the Institute of Metals Division.

The author presents a history of the development of the Port of Long Beach from its beginning in 1905 to the present construction of a new bulk loading facility. In describing this new facility, emphasis is placed on such aspects as rail car and truck handling, gravity yard, rotary car dumping, bottom dumping, car dumping equipment, feeding and conveying, ship-loader-stockpiler, stockpiling and reclaim, dust control, and construction problems. Development of the Port of Long Beach, Calif. (see Fig. I), began in 1905. In that year private Long Beach interests acquired 800 acres of marshland in the Inner Harbor area and initiated a program of channel dredging and land reclamation. Efforts to establish a municipal port began a short time later and culminated in the opening of Pier 1 in 1911. An event of even greater significance to the port future also occurred in 1911. This was the tideland grant enactment by the state legislature that conveyed to the city of Long Beach all of the state's rights in the tidelands located within the city boundaries. The grant stipulated that all revenue produced from the tidelands be used for the development of navigation, commerce, and fisheries. During the next 15 years up to 1926, the port's commercial growth was steady, although relatively slow. During this period, several fundamental steps in the development of a major harbor were accomplished. These included the creation of the Board of Harbor Commissioners in 1917, the dredging of the Inner Harbor and entrance channel to accommodate deep draft vessels, and the correction of a serious silting problem through construction of the Los Angeles River Flood Control Channel. These efforts bore fruit during the ensuing 10 years in the establishment of more than $30,000,000 worth of industrial plants and private marine terminals in the Inner Harbor. Commerce over municipal wharves also increased more rapidly, and it became necessary to start the development of the harbor in a seaward direction. In 1936, oil was discovered in the harbor area, and the first Harbor Dept. well was brought in 2 years later. It soon became evident that the city of Long Beach would receive substantial revenue that, under the terms of the state grant of 1911, must be used in the development of the port. It was further realized that to properly guide and coordinate such development, a long range comprehensive plan was essential. The Board of Harbor Commissions contracted with G. F. Nicholson and J. F. Collins, consulting engineers, for the preparation of such a report that was completed in 1940. The Nicholson-Collins report proposed the development of an East Basin, between the entrance channel and the Los Angeles River, and a West Basin in the area now occupied by the Long Beach Naval Shipyard. Twenty full-size berths were to be provided in the East Basin and more than fifty berths in the West Basin. The report recommended extensive modern terminal facilities for handling waterborne cargo. Attention was given to improvement of the street and highway system to give better vehicular access and to avoid congestion within the port. To a large extent the recommendations of the Nicholson-Collins report were followed in the subsequent development of the East Basin. This development was greatly accelerated by World War 11, with its need for increased oil production and additional shipping facilities. The wartime and immediate postwar construction was largely concentrated on Pier A, with the development of Piers B, C and D following in more recent years. An important factor in the planning of these piers was their dual function as oil drilling sites and cargo piers. The Navy's acquisition of the West Basin area made it necessary to depart from the Nicholson-Collins plan and find other areas for future expansion. At the present time only one Inner Harbor Port-owned area having protected deep water frontage remains undeveloped. This is the property fronting on Channel 2 in the Inner Harbor acquired in December 1957, from Pacific Dock and Terminal Co. The growth of the port has been in a southerly direction since the construction of the Long Beach Naval Shipyard in the West Basin area. Recent extension of Piers F, G and J into the ocean follows typical port construction methods developed during the expansion of the Middle Harbor during the last 20 years.

In order to obtain data on the thermal effect of the blast-furnace jacket and on the water consumption in these jackets a series of tests were run on the 56 by 180 in. blast furnaces at the Great Falls Reduction Department of the Anaconda Copper Mining Co., at Great Falls, Mont. The arrangement of the jacket is shown in the transverse section of one of the furnaces (Fig. 1) on which the tests were made. The nose, spout, and breast jackets have independent water supplies and discharges. The end and side jackets are connected in pairs, as regards water supply, the feed water entering at the bottom of the lower jacket and overflowing into the bottom of the jacket immediately above it, and discharging into an independent overflow pipe for each pair of jackets. Tests were run on the main side and end jackets, the breast jacket, the spout, and the nose. Measurements were taken of the quantity of water discharged per minute and the rise in temperature of the water in its passage through the jacket. The product of these two results, expressed in the proper units, evidently gives the number of units of heat removed per minute by the water. Sufficient work was done on each type of jacket to determine its behavior under different conditions, and the results from each set of conditions were checked by repeating the work from three to six times. The method used was as follows: The overflow from the jacket to be tested was arranged to discharge at will into a barrel, mounted upon platform scales. The discharge temperature was read just before turning the water into the barrel, and just before turning it back to the sluice; if the test lasted more than a minute, additional temperature readings were taken at 1-min. intervals from start to finish. A NATIVE son of Salt Lake City. David Douglas Moffat has contributed greatly to both the mineral industries and civic progress in the State of Utah. He was born in 1880 and his whole life bas been intimately associated with mining and milling. His father, one of Utah's pioneer mining men, was superintendent of a mill at Park City. When Moffat was only 18 years of age he went to Philipsburg Mont., where he spent several years as a machinist, and later as master mechanic for the Granite Bi-Metallic Mining Co. He returned to Park City in 1903 as master mechanic and night mill foreman for the Ontario Silver Mining Co. After a few years of varied experience he became, in 1910. general foreman of the Boston Consolidated Will at Garfield, Utah.

In Sept., 1960, a steam-drive project was started in the solution-gas drive area of the Schoonebeek field. A part(ern of three five-spots and one four-spot was selected covering an area of 65 acres. The pay in the project area has good lateral continuity and dips slightly to the northeut; it is about SO ft thick and permeability increases from 1,000 and at the bottom to approximately 10,000 md at the top. The oil originally in place was 12.6 X 10' bbl. The oil has an in situ viscosity of about 180 cp. At the start of the steam drive the cumulative primary production due to. solution-ga.7 drive amounted id 4 Percent of the oil originally in place. Reservoir pressure had dropped about 120 psi and no significant primary re-.serves remained. Some 11.3 million bbl of steam (all steam quantities are expressed in barrels of water vaporized) have been injected, resulting in production of an additional 4.1 X I0 9bl of oil, or 33 percent of the oil originally in place. This corresponds to a cumulative oil-stearn rario of 0.37 bbllbbl. It appears that the steam preferentially moves r updip while liquids are produced mainly from downdip wells observations indicate that tile steam flows through only the upper part of the formation. The lateral steam distribution in the pattern is satisfacrory since several prodriction wells hardly reacted and, hence, cori tributcd little to the oil production. Production performance and results from material balance calcutlations agree satisfactorily with the results of large-,scale laboratory experiments. On the basis of these experirmental results the .steam drive, together with a cold water follow-up. is expected to bring ultimate recovery to a value of crt leas: 50 percent of the oil originally in place. No serious production problems have been encountered. However, due to mechanical fuilure, two old prodriction wells and one injection well had to be replaced. An extension of the. steam drive in this area is under connstruction. Introduction The Schoonebeek oil field, discovered in 1943 and developed after World War 11, is situated in the eastern part of the Netherlands. The main oil reservoir in this field is the Valanginian sand. A completely sealing fault divides this reservoir into two areas (Fig. 1): the southwestern part of the sand body where primary production is ob- tained by means of a solution-gas drive, and the remain. der where edge-water drive is the production mechanism. In the greater part of the field the reservoir consists of a single, unconsolidated sand body. The net thickness ranges from 30 to 100 ft and the top is between 2,400 and 2,800 ft below sea level. Formation permeability varies from approximately 10,000 md at the top to values of the order of 1,000 md at the bottom, and porosity is about 30 percent. The reservoir contains a paraffinic oil of 25" API gravity with an in situ viscosity of 160 to 180 cp. Initial oil saturation was high (85 to 90 percent). The relatively large quantity of oil in place (more than 10' bbl), and the low ultimate primary recoveries expected from this field — approximately 15 percent stock-tank oil initially in place (STOIIP) for the water-drive area and 5 percent STOIIP for the solution-gas drive area — clearly indicate ample scope for secondary recovery. Because ies-ervoir and crude characteristics made this field suitable for thermal secondary recovery, a hot-water drive project was started in the water-drive area about 10 years ago. A few years later a steam drive and an in situ combustion project were started in the solution-gas drive area. This paper deals with the performance of the steam-drive project, which was started in Sept., 1960, and which is still in operation. Design of Steam-Drive Project, An experimental investigation of the steam-drive process carried out by schenk in 19561 indicated that under schoonebeek conditions steam injection could be an attractive secondary recovery method. the findings and encouraging results of a pilot test in the Mene Grande field in venezuela,i led to the design of a steam-drive project in the schoonebeek field, Pruject Site and Pattern In 1958 the reservoir pressure in the solution-gas drive area had decreased to about 120 psi, and oil production rates of wells in this area had dropped to 7 to 10 B/D. The cumulative primary production was about 4 percent STOIIP, leaving an oil saturation of approximately 85 percent. In view of the large amount of oil left behind in the reservoir, the solution-gas drive area was selected for the planned steam-drive project. The area in the vicinity of Well S1 3 (Fig. 2) was considered to be suitable since it is at least partly isolated from the rest of the field by faults and the sand is relatively thick (about 80 ft).

Nonferrous alloys upon which desirable properties can be conferred by heat treatment are becoming of increasing industrial importance. The alloys of copper with a constituent which has a solubility varying with temperature are materials of this character. Some of the constituents which are effective in producing a change in the mechanical properties of these alloys upon heat treatment are, according to Corson,' nickel and silicon, iron and silicon, cobalt and silicon, and chromium and silicon. In addition to these elements, Gregg2 states that the combination of beryllium and silicon is effective in producing age-hardening characteristics in copper. The effect of these elements, however, as dispersion-hardening constituents in the copper alpha solid solutions does not seem to have been studied in any considerable detail. This paper deals with the heat treatment and properties of three alpha brasses containing 3 per cent. of nickel plus silicon in the proportion necessary to form the compound nickel silicide, Ni2Si. Some information of a preliminary nature in regard to the hardening by heat treatment of phosphor bronze containing the same percentages of nickel and silicon is included. The method of hardening the alloys, which is effective in increasing the tensile strength and proportional limit, is similar to that used in the case of duralumin type aluminum alloys. It consists of a quench from a temperature at which the hardening constituent is in solid solution, followed by an aging at a lower temperature to precipitate the dissolved constituent in a dispersed condition. This results in an increased resistance of the alloy to deformation with an attendant improvement in the tensile properties.

Apart from the hypothesis of a cosmic origin (which failed of acceptance because it was not adequately supported by facts), the only important controversy concerning the origin of petroleum has been, for a long time, between the advocates of inorganic and of organic origin respectively. Each of these theories has had a long history of development, and is still being perfected, under the influence of two causes: (1) the increasingly extensive and thorough study of the oil-fields (of which new examples are periodically discovered and opened); and (2) the progress of synthetic experiments devoted to this question. Moreover, the advance in our physical and chemical knowledge of the properties of this peculiar natural product has necessarily modified all criticism of conflicting views. I. The Hypothesis of Inorganic Origin That the nation of an inorganic origin of petroleum, first set forth by Berthelot in 1866, and afterward ingeniously developed and formulated by Mendelejeff, should thus have proceeded chiefly from chemists, is quite natural; for the question was one of possible chemical processes in the earth's interior, and of imagined chemical reactions to be verified by ex-periment. Hypotheses of this kind were suggested by many chemists, of whom two, P. Sabatier and J. H. Senderens, may be specially named by reason of their highly interesting chemical experiments. Among geologists, Mendelejeff's hypothesis was received at first with much interest and favor; for it rested on the assumption of a central terrestrial mass of iron carbide, and the geologists had good reasons for adopting that assumption. Yet comparatively few of them attempted to furnish geological proofs of the hypothesis: the majority either silently believed in it, or for one or another reason rejected it altogether. An apparently weighty support of Mendelejeff's view was furnished by the American, G. F. Becker, who found in the oil-regions of the United States important and abnormal disturbances of the isogons of terrestrial magnetism, and inferred that in these regions the central iron mass must

THE United Verde mine is in the north central part of Arizona, on the. north-easterly slope of the Black Hills, near the town of Jerome. Ore was first discovered in the district about 1875, and the first mining claims were located by M. A. Ruffner and associates in 1877. In 1888 the late Senator William A. Clark secured control of the property and under his ownership it developed into one of the country's most important copper producers. The property was sold to the Phelps Dodge Corporation in 1935, and since then has been under this Corporation's management. Except for shutdowns caused by general world-market conditions, production has been continuous from 189o to date. GEOLOGY The mineralized zone ranges in area from approximately 12 acres to less than 5 acres. All mineralization occurs in the pre-Cambrian intrusives. The first intrusion, according to geologic records, was the quartz porphyry, which later was intruded by augite diorite. Following the diorite intrusion through a series of intrusions of lesser magnitude, a pipelike mass of massive sulphide, quartz and rock was formed. The diorite forms the hanging wall of this mass, and the porphyry the footwall. Between the footwall and the sulphide a band of chlorite schist was formed, probably owing to metamorphic conditions. Commercial ore occurs along the contact of the schist and sulphide extending into the sulphide, sometimes entirely through the schist, and fingering out into the porphyry. The ore deposit was formed by replacement similar to deposits formed in limestone areas. Faulting and deformation occurred in pre-Cambrian times and again in the Tertiary period, removing approximately 2000 ft. from the top of the main United Verde ore body, forming the United Verde Extension ore body, the only other major ore body in the district. Major development work has shown that the sulphide mass extends to the 3300-ft. level, and diamond drilling below this level has indicated that the mass might extend below the 3700-ft. level, but in a diminished quantity. While many copper minerals exist in the mine, the chief commercial mineral is chalcopyrite. A plan and vertical section of the mineralized zone showing the principal geological features is shown in Figs. I and 2. GENERAL DESCRIPTION AND PHYSICAL CONDITION OF MINE After over 50 years of active production, ore still exists on almost every level of the mine. This condition is due to many causes -mine fires, which broke out as early as 1894, caused the abandonment of certain areas; subsidence and ground movements retarded the cleaning up of others. Furthermore, in the early days there was such an abundance of ore that when mining became difficult it was a simple matter to replace the production by going to a deeper level. R. HATCH, Garfield, Utah.-The object of the meeting, I believe, is to determine the proper chemical composition to insure long wear of a ball in a mill, This might also apply to rods. I feel that there is only one way of determining accurately the wearing qualities of balls in mills, and that is by actually wearing out 400 or 500 tons of different kinds of balls. Two things add to the wearing qualities of a ball: (1) the tenacity, with which the particular particles of iron or steel are cemented together; (2) the individual hardness of each particle. My experience is that a ball that has a Brinell of 550 to 650 will give comparatively long life. There is considerable difference of opinion as to the best steel and iron alloys necessary to produce a satisfactory grinding ball. Some favor chrome, some manganese and some nickel. Personally, I believe cast iron alloyed with chrome makes the best ball for small sizes; for large sizes (3 1/2 in. and up) steel alloyed with manganese is best. L. 0. HOWARD, Pullman, Wash.-How would this method apply to lining? A. KissocK, New York, N. Y.-I do not subscribe to that exactly. As I am connected with the Climax Molybdenum Co. you would hardly expect me to. We have been much interested in trying to work out this grinding-ball problem and have spent a great deal of thought and effort on it. As we are associated with the American Metal Co. and have a number of properties of our own, we are in position to try our ideas on ourselves first. We have tried different compositions, but have not done anything very remarkable with them yet, except that we have been able to say that the combination of chrome and molybdenum has given the best wearing ball. Mr. Hatch feels that iron is the best medium for grinding, but since toughness as well as hardness is a factor in wearability we feel that a well made steel is better for this purpose. Another difficulty with cast, or chilled, iron is lack of uniformity from day to day or from heat to heat and the impossibility of producing balls free from blow or shrinkage holes which materially affect their life. If cast iron is made hard it becomes brittle and lacks stretch or toughness. This prevents its use in the larger sizes, as breakage is a serious handicap to efficiency. We have tried hard and brittle balls and softer but very tough balls and have proved that maximum hardness, with sufficient toughness to prevent breakage, is the most important factor in resistance of a steel to abrasion. It is well known that chromium is one of the best hardening agencies for either iron or steel, and molybdenum is recognized as an element capable of introducing toughness. In other words, the proper combination of chromium and molybdenum permits unusual hardness with still sufficient toughness to stand up under severest impact. It is yet too early to give any actual mill results of this new combination and though we are proving our ideas at our own properties we have to depend on others to help us make the data more general and more worth while and would like to get some tests

ALTHOUGH Oliver Bowles retired as chief of the nonmetal economics division of the Bureau of Mines last year, that retirement has not lessened his active interest in the field of nonmetallic minerals, in writing, nor in his hobby, cultivation of African violets. Excellent co-ordination of the timing of a professional meeting and a flower show permitted him on at least one occasion to attend technical sessions and take in the African violet exhibition which happily arrived simultaneously in one city. J. B. Haffner, or "Barney" as he is known to his wide circle of friends, was born at Landskrona, Sweden, on Christmas Day, 1886. He attended grade and preparatory schools there and then went to the Royal Technical Institute at Stockholm from which he graduated as a mining engineer in 1910. During these school years he gained practical experience in his summer vacations by working in various mines in Sweden and other European countries. Upon graduation he set forth for the land of opportunity, the United States. Upon arrival in this country he found people everywhere talking about the fabulous gold fields in Alaska and thereupon set sail for Nome, to take part in placer gold mining operations. Returning to the States, Barney worked in Illinois coal mines for a time and then carried on some construction work in Oklahoma. In 1913 he accepted employment with the Ray Consolidated Copper Co. in Arizona and soon found himself in positions of responsibility in the operating and

COAL, its acquisition and consumption, has loomed large enough in the lives of many of us at one time or another, not from a technical standpoint, perhaps, but on a utility basis, to keep the house warm and the plant going. The Chairman of the Coal Division was much like many of us in that respect until after his graduation from Northwestern in 1928. Then he went to work as geologist for the Zeigler Coal Co., investigating strip coal possibilities in western Illinois, and also did research in the microscopy of coal at the Illinois Geological Survey. His interest in coal was originated and stimulated by Gilbert H. Cady, of the Illinois Geological Survey. With his advice, and with the co-operation of M. M. Leighton, Survey chief, the results of his research work on the mineral constituents of coal at the Survey were accepted as a thesis for his doctorate which he received from Harvard in 1935. Nine days before the Christmas of 1906, Clayton Garrett Ball was born at Wauconda, Ill. His father was professor of geology at Northwestern until he retired in 1946; retirement didn't lessen his active interest in his profession; he's still teaching geology at the University of Kansas City. Generally speaking, the mining industry had a good year in 1948 with most mineral products being produced in record quantities for peacetime standards. The big boys-iron and steel, coal, and petroleum-indicated the industry-wide trend by surpassing 1947 production figures. Although exploration and expansion are being pushed aggressively in all branches of the industry, there is a pronounced trend to engineering and research directed at cutting production costs, improving the product, and finding new markets. These improvement campaigns are making headway; in the bituminous coal industry, 5.43 tons per man employed is the new production record; 83 million tons of iron ore were unloaded at lower Lake ports, breaking another peacetime record; magnesium, due to improvement in manufacturing techniques, now competes on the market with aluminum.

DoctoR Albert Sauveur, distinguished scientist and Honorary Member of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering' this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future responsibilities with which it is accompanicd. Several of the previous lecturers had the good fortune to attend the classes of Professor Howc and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it. Howe's ability to stimulate others by his deep understanding and clarity of expression was truly remarkable; but just as striking was his intuitive judgment concerning the implications of metallurgical data in the arts and scienees. It therefore seems fitting that this lecture comprise a broad treatment of the subject chosen, rather than a closely documented thesis on any one phase of the problem; that in it attention be focused

The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it. Howe's ability to stimulate others by his deep understanding and clarity of expression was truly remarkable; but just as striking was his intuitive judgment concerning the implications of metallurgical data in the arts and scienees. It therefore seems fitting that this lecture comprise a broad treatment of the subject chosen, rather than a closely documented thesis on any one phase of the problem; that in it attention be focused

There are several exceptions from the practical operating viewpoint that might be taken with the paper. The author recommends using a "curve" in plotting safety factors of ropes and suggests that the U. S. Bureau of Mines change its present "step curve" method to the "curve" method. From an engineering theoretical point of view that is possible, but from a practical standpoint it is not possible. Rope manufacturers fabricate their ropes in diameter gradients of 1/16 in. to 1/4 in. which automatically sets up a step pattern gradient. If ropes were manufactured in the diameter gradients of 1/1000 of an inch or thereabouts, the curve method could be used. Also, from a practical standpoint, if an operator is to hoist from a depth of 4000 ft, for example, he will determine the size of the rope necessary for that depth, and it is only natural that he will have safety factor to spare at lesser depths, and in plotting this excess capacity the natural end result is a curve. The U. S. Bureau of Mines tables are set up so that the operator will know what size rope at the required safety factor he will need at his maximum depth. He is not concerned with lesser depths. W. A. Boyer (author's reply)-Mr. Grant states, "Rope manufacturers fabricate their ropes in diameter gradients of 1/16" to 1/4" which automatically sets up a step pattern gradient." There is no connection or relationship between the "size" pattern gradient and the present "factor of safety" step pattern gradient. The inherent factor of safety values for any particular size of rope with a given connected load when plotted for various depths is a curve, and with modern rope material and construction the inherent factor of safety curve is quite far removed from the present recommended factor of safety step curve. This is shown quite clearly in Figs. 3 and 4 of my paper.

"The largest variety of asphalt and related bitumen deposits in this country is found in Utah. Utah is one of the few places in the world where the hydrocarbon minerals, gilsonite or uintaite, wurtzilite (trade name elaterite) and ozokerite are produced. These bitumens occur in an area embracing nearly 10,000 square miles in eastern Utah near the Colorado line. This area is largely in the western part of the Uintah basin. The bitumens are in the Tertiary horizon in the various divisions of the Eocene series.Gilsonite is an asphaltite derived from petroleum, wurtzilite is an asphaltic pyrobitu¬men derived from petroleum, and ozokerite is a native mineral wax resulting from the met-amorphosis of paraffinaceous petroleum.Gilsonite is produced by the Gilson Asphaltum Company, a subsidiary of the Bar¬ber Asphalt Company, at Watson, Utah. A narrow guage railroad, seventy miles in length and with a 7 1/2 percent grade over the Book Cliffs on Baxter Pass, was constructed by the company from the Denver & Rio Grande Western railroad main line in order to open up the gilsonite deposits. The veins range from narrow upward to 18 feet in width. The Rainbow vein at the present wokings is eight feet wide, vertical, and has sandstone walls. This vein has been opened up for a distance of about three miles and in some places four hundred feet deep. Forty men usually are employed with a production of eighty tons per day."

ALTHOUGH the retiring Chairman of the Industrial Minerals Division, Charles Henry Behre, Jr., does not say "you all" he is a product of the deep South, since he was born at Atlanta, on March 16, 1896. At the Boy Scout age he moved to New Orleans, where his father owned an ice plant, which seems an intelligent business for that climate. Intelligence evidently runs in the family, for Charlie, as his friends call him, has one sister who is a professor of zoology and another who is a concert pianist. Charlie has no explanation of why, when he reached college age, he decided to go to the University of Wisconsin, other than something more than an ordinary boyish interest in science, and the reputation which Wisconsin then enjoyed. At Madison he fell under the influence of Eliot Blackwelder, chose paleontology as his objective, and transferred, at the end of his sophomore year, to the University of Chicago, where the paleontological panorama seemed more extensive. He took his B.S. there in 1918, and graduated into the U. S. Army, where he eventually became a Sergeant in the Medical Corps.

mountain region to M tht Coast points for domestic consumption and for export are shown in Table 11. There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system.
