THE text of my talk was suggested by the invita-tion of your secretary, who said that the excess productive capacity of the bituminous industry was a matter of common concern to engineers and coal operators. Cognizant of the depressed condition of the industry, he tactfully added that in common council we might find wisdom. Certainly it would seem that the application of the best engineering knowledge available would be helpful in solving mining problems. There is no doubt that clear thinking, characteristic of the engineering type of mind, is essential to untangle the shapeless pattern which increased complication, so often mistaken for progress, has developed. There is much thinking today which neither looks forward to a logical combination of ideas nor backward to simple fundamentals. The result of that sort of thinking is hopeless confusion. Lately we have heard much about excess capacity and overproduction, along with their attendant evils. Respecting the bituminous coal industry, these terms have been frequently misused. How many of us have seen them applied to the coal industry but how few of us have understood them. I am reminded of a state-ment which William Green, president of the American Federation of Labor and a former miner from the Ohio field, gave to the Associated Press last month, in which he was quoted as saying: "The coal men must realize that conditions have altered since the World War. To-day they are producing a billion tons a year, with a market for only half that tonnage." I cite this instance as a glaring example of the flood of. loose statements about the bituminous industry with which the public is being deluged. If the general public, or some of the newspapers, had any passion for the facts, this sort of misleading statement would not get very far. Unfor-tunately, in these days, opinions are more sought after than facts, and statements by such a person as Mr. Green and are promptly accepted by a credulous public.

THE electrodeposition of iron has been practiced for many years. The earlier work along this line was directed toward the preparation of pure metal, but later applications were the production of thin adherent coatings as used in the electrotyping of Russian banknotes in 1860. A historical discussion of this subject, however, would require too much space and would be inconclusive. Much has been written on the subject but no two experimenters use the same methods or materials. During the war, the British army repair, shops developed a method for building up worn parts of automotive machinery, aero engines, etc., using the cold surfate . bath and low-current density method.1 The method has been used successfully in commercial work for the production of about 6000 repaired parts, therefore experiments along the same lines have since been made at the Westinghouse research laboratory. The apparatus used was essentially that described in the article mentioned except that the current -used for cleaning was obtained from a 3/4-kw. 60-volt, house-lighting generator, direct connected to a 2-h.p., 870-r.p.m., 440-volt, three-phase, type CS induction motor; while the plating current was taken from the storage batteries at any desired voltage. The anodes were made from 0.036 in. (0.9 mm.) Armco iron made into cylinders 5 in. (127 mm.) long by 8 in. (203 mm.) in diameter with a disk of 1/8 -in. (3.17 mm.) micarta, having a 2 in. hole in the center fitted at each end of the cylinder for stirring. The anodes were hung on a wooden rocker frame driven by a wooden connecting I rod directly connected to a small reducing gear, such as is sold by most of the apparatus supply firms; 3 gal. stoneware crocks were used as containers. The solution used by Thomas, 75 gm. of the crystallized ferrous ammonium sulfate per liter, was tried, using the current density recommended by him; namely, 0.33 amp. per sq. dm. It is twenty years since the writer made his first molybdenum steels and others were making them commercially five years earlier but the prevailing opinion seems to be that molybdenum steels are new; from time to time the daily press speaks of important discoveries in Europe and intimates that American steel makers have much to learn in regard to alloy steels. The earlier experiments were largely confined to the use of relatively high percentages of molybdenum in tool steels and permanent magnet steels. Recent developments deal with the types of alloy structural steels used for airplane, automobile, and other engineering requirements; in these, the molybdenum content is usually less than 1 per cent. The earlier types generally have been unsuccessful commercially, but the newer types of steels are becoming of increasing importance. The war showed our dependence on foreign sources for alloying metals; molybdenum alone is widely distributed in the United States and seemingly abundant. Many deposits are not now of commercial interest, owing to location and relatively small amount of ore available, but other deposits are being developed and a stable source of supply seems well assured. In tool and magnet steels, it was early found that 1 part of molybdenum was equivalent to from 2 to 2.5 parts of tungsten. The permanent magnet steels investigated by Madame Curie,' in 1898, contained from 3.36 to 4.05 per cent. molybdenum; in 1902, Dr. E. L. French and the writer thoroughly tested steels containing from 2.0 to 4.0 per cent. These steels gave satisfactory tests for permanence, but were low in residual density and much more sensitive to hardening than the corresponding tungsten products. We discontinued work with them, therefore, and have no advice that such steels have been used commercially here or abroad. Shales containing "kerogen," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds. The methods of refining and cracking, therefore, are essentially the same as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various natural bituminous materials for the production of " coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that valuable asset of the Province of New Brunswick was most unfortunate, especially when the product was so much needed in the prosecution of the war. ClameR,* Philadelphia, Pa.—Unfortunately, prior to the war no serious attention was given to the conservation of tin, notwithstanding that this country is practically dependent upon outside sources for its entire tin supply. Tin is of vital importance in many industries, but it is surprising how many and how excellent are its substitutes when we become acquainted with them. Tin has always been a relatively high-priced metal, and it is part of the human attitude to associate high prices with high standards; it is not until the price of a commodity becomes well-nigh prohibitive that we hunt for substitutes, because the idea of substitution seems always to involve an assumption that the substitute must necessarily be inferior. The history of the development of bearing bronzes is a striking example of this policy. In the early days, copper-tin alloys were almost universally used, the idea then being prevalent, which is still held by many, that a bearing to resist wear must be hard, and the harder the better. The favorite bronze bearing contained 90 per cent. copper and 10 per cent. tin; frequently, in service which was considered severe, even higher proportions of tin were used. AERIAL photographic surveying and mapping is not new or unknown to geologists. However, it has been utilized but little before, principally because it is only within the last few months that practical means of adapting this method to the requirements of petroleum companies have been discovered. No American aerial survey company has taken up aerial surveying and mapping as an engineering service to be offered to petroleum companies and their geologists for use in undeveloped and jungle-covered petroleum areas. This method of surveying and mapping, however, is used by the War Department, the U. S. Reclamation Service, and Geological Survey, and the corresponding Departments of the Canadian Government. ADVANTAGES OF AERIAL PHOTOGRAPHIC SURVEYING AND MAPPING The advantages of aerial photographic surveying and mapping to petroleum companies and their geologists are many. One of the most valuable is presented in the very first phase, or the exploration period. It is assumed that, when convinced that petroleum possibilities are present, a petroleum company has secured a concession of 8000 sq. mi. of unexplored area in Eastern Venezuela. The company may either have the entire area surveyed and mapped by the aerial photographic method, or send its chief field geologist up in an airplane so that he, from-an aerial reconnaissance, may reject certain portions that, for geological reasons, the company would not be interested in. He will then point out the regions that are to be surveyed and mapped. After the air-work is completed, the results are brought down, developed, and printed; then the resulting "contact prints" are given to the field geologist. They may be roughly assembled to give a general idea of the property in its entirety, or they are in shape to be examined in adjoining pairs under the stereo-scope. With this instrument, the geologist is enabled to make a minute examination of surface indications. The work of assembling and constructing a complete general or detailed map, according to the scales desired by the petroleum company and for the later office use, is continued by the aerial photographic company.

THE major use for quartz crystal is in the manufacture of radio oscillator plates and telephone resonator and filter crystals. Quartz crystal is also cut and polished as a semiprecious gem stone, particularly in the colored varieties (amethyst, Brazilian topaz, and others), and often is carved into various objects of art. Prisms, wedges, lenses and other optical parts often are made of quartz crystal, usually for special- purpose instruments. Chips and small clear crystals below 100 grams in weight, called “lascas” by the trade, are the raw material for fused quartz products. HISTORICAL BACKGROUND The Greeks believed quartz to be permanently frozen water and therefore called it krustallos, which, literally translated, means clear ice; but ages before their civilization, prehistoric man had crudely cut and polished crystals for rough charms and ornaments. About 2000 B.C., the Egyptians brought the art of cutting quartz to a high level. While there are earlier examples of crystal art that have great value, working in crystal during that period became a means of artistic and religious expression that has endured through the ages. Art museums and private collections throughout the world contain many priceless pieces. They include findings from the tombs of the earliest Egyptian rulers, as well as magnificent art objects in both clear and colored crystal encrusted with silver, gold, enamel, and precious gems of oriental and European workmanship. Pierre Curie first measured the piezoelectric effect of quartz, in 188 1, by placing a weight on the surface of a quartz crystal and measuring the resulting electrical charge, which he found was proportional to the weight applied. The following year the inverse piezoelectric effect was proved by the Curies. By applying a voltage to a piece of quartz, a measurable physical displacement occurs. The first practical application of this effect was the construction of a bimorph unit to measure voltage by measuring the amount of the displacement of the end of the bimorph. The evolution of the oil business is one of the great industrial romances of modern times. First used as a medicine, then as a lubricant, then as an illuminant, and finally as a motor fuel, each change in its principal usage caused large increases in consumption. Producing Successes The producing branch of the industry responded ably to the demands made upon it. Never was there a famine, rarely any threat of scarcity, and stored inventories were gradually accumulated to form comfortable working stocks. Originally an erratic and hazardous undertaking, the discovery and development of oil fields has made such strides as to classify now as a science. When storage stocks were low, production in close balance with consumption, and demand trending sharply upward, considerable concern was expressed over future needs. Price was very responsive to fluctuations in supply under those conditions, and quotations for crude and refined oils exhibited wide swings. A very different situation exists today. Consideration of the statistics only since the war will show how recent has been this change. In the 10-year period from 1918 to 1927 inclusive, we produced in the United States 6,100,000,000 bbl. of crude and imported 900,000,000 bbl., our total supply being 7,000,000,000 bbl. The consumption was 6,600,000,000 bbl., thus adding to stocks 400,000,000 bbl., an accumulation of somewhat less than 6 per cent. of the total supply. During that period virtually every field was promptly developed as soon as discovered and nearly every well in the country was producing at full capacity. With the maximum production of the wells required to take care of the rapid increases in consumption, with storage stocks moderate and proven reserves very slight, the producing division of the industry acquired a tempo not needed now. Potential Surplus Today the situation is vastly different. The economic consumption is about 2,700,000 bbl., with current production slightly in excess of that.

At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

As the outcrop mines in the West developed into underground operations, systems of ground sup- port were gradually evolved. In the early coal mines there was little need for support except near the dirt line in portals, where stone masonry was common. Where the top was shaley or broken, native pine props with light cross bars and legs furnished enough support even in Utah's 25-ft coal seams. As depth of workings increased, roofs and backs of the same general nature as those near the surface became more and more unstable and required more and more support. Some coal airways show this tendency very clearly. From the surface down the same type of roof shows deterioration which an experienced eye can translate into a measure of depth under surface rather than change in rock characteristics. Rock bolts, developed by various companies and by the U. S. Bureau of Mines, have become an effective substitute for timber in sections of some metal and nonmetal mines formerly requiring excessive timber support, and further use of war surplus landing mats, chain link fencing, and a new punched channel developed by one of the steel companies has enabled other mines to operate deposits where costs of timber and lack of clearance for timber support would have prohibited mining. The block caving mines have made extensive use of reinforced concrete underground to achieve similar ends under difficult conditions. Steel sets are standard in many Bureau of Reclamation projects, although these are usually covered in with concrete to make the permanent structures the Bureau's reclamation projects require. But the use of steel in mining operations is limited and has been confined principally to the iron ore mines of Michigan, Wisconsin, and Minnesota. Some mines have installed used rail as posts, caps, and crossbars, but a rail section is not suited for load carrying, and used rails are generally brittle, having a tendency to fail without warning when overloaded.

In a broad sense automotive fuel is simply fuel in general and includes coal, coke, wood, charcoal and gas, in addition to the full range of liquid combustibles. All of these are actually used, or have been used, commercially to some extent as fuel for automotive vehicles. The steam lorry burning coal and coke is a common sight on the roads of England. The fact that these coal-fired steam lorries have a distinct advantage in taxes over the conventional gasoline-driven lorry probably explains the survival of this vehicle. The omnibus, or charabanc, operated by city gas carried in a balloon container on the roof, was also at one time a common sight in England, although not as common as the ubiquitous steam lorry. These gas-operated vehicles have, however, disappeared from the streets in recent years, and probably owed their existence entirely to war conditions. In France one of the largest motor vehicle manufacturers had last year more than 30 trucks equipped with regular gasoline engines in service in the Parisian area operating on producer gas obtained from a small gas producer mounted on the running board of the truck. Both wood and charcoal have been used in these gas producers. The authors were interested enough in this unique commercial development to spend some time examining the apparatus used and inquiring into the success which it had met. The picture is by no means an impossible one purely from the standpoint of practicability, but there is no doubt of the soundness of the conclusion that this is not a development which has any present important significance. Powdered carbonaceous matter, coal, coke or lignite, has been used experimentally in special forms of internal combustion engines, but so far as is known, these have never been applied to automotive practice. Under the joint auspices of the Illuminating Engineering Society and the University of Pennsylvania there will be given about 20 lectures covering the general principles of illumination and the aspects of lighting practice. They will be held at the University of Pennsylvania in Philadelphia, from Sept. 21 to 28, 1916, inclusive. The subject of illumination of mines will be included in this series, which will be delivered by men selected on account of their qualifications to deal authoritatively with the several phases of the subject. In connection with the lectures there will be an exhibition of the latest developments in illuminating appliances, including lamps, accessories, photometers, together with novel applications of light. There will also be an inspection tour which will include visits to manufacturing establishments, laboratories, lighting companies and notable lighting installations. One of our members, in Colombia, has written the following interesting account of his experience in trying to remit his dues to the Institute. "Last year I was away at the end of the year and on my return I was unable to obtain a draft in Honda until April, I believe. To avoid delay this year I remitted cash, early in January, to a friend in Bogota who I imagined could sell or procure for me various small drafts to cover my annual subscriptions. After many weeks' delay, I was informed that he could not get them for me and was remitting the cash to Honda where they were obtainable. After another long delay, I was informed that no one in Honda would sell drafts or checks for small amounts. Eventually I found a friend who was willing to oblige me in the matter and at once forwarded the amount."

Meeting of Nov. 20, 1914.-Charles F. Rand was unanimously elected as the representative of the Institute on the John Fritz Medal Board of Award. E. Gybbon. Spilsbury was unanimously elected to succeed himself in January, 1915, on the Library Board of the United Engineering Society. . The President appointed Messrs. Walter Douglas, Charles E. Mills, and L. D. Ricketts as delegates to the seventeenth National Convention of the American Mining Congress, Phoenix, Ariz., Dec. 7 to 11, 1914. It was voted that the sum of $857.61, or so much of it as may be necessary, be advanced to the Land Fund from the general funds of the Institute, in anticipation of the collection of unpaid installments of subscriptions to the Land Fund; and that the Treasurer be instructed to pay to Andrew Carnegie at the present. time the sum of $2,500 on account of the Land Fund indebtedness.

Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summary. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition and develoment planning follow. While prospecting for mineral deposits, geologists are frequently asked what they have found or hope to find. The response is usually descriptive, such as: "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time a financial analysis integrating the four analysis components-tonnage and average grade above cutoff grade, capital and operating costs, product value, appropriate profit or loss accounting-are completed.

THE Sierra Consolidated Mines Co., organized in 1909, owns, together with other holdings, practically all of the productive mineral area in the Ocampo district. Lying within this area are 15 mines, large and small, that had previously been worked and appear to have yielded, since the discovery of the camp, about 100 years ago, bullion of a total value of over $50,000,000. The deepest mine, the Santa Juliana, had been worked to 1,100 ft. below the outcrop. The reopening of the mines involved, first, extensive and thorough development to open up the known ore-shoots at greater depth and explore the ledges for additional shoots, and, second, a revision of existing equipment and methods, so as to increase output and reduce cost of production. This paper will give some account of the metallurgical treatment and a description of the new mill to be built at El Salto.

THE ore deposit of the Buckhorn Mines Co., Buckhorn, Nev., is peculiar in being a shallow kaolinized mass of material with basalt walls, and having apparently no direct connection with any of the usual gold-bearing rocks. The average ore contains 16 per cent. waiter of hydration, and the cyaniding of this hydrous clayey material offered unusual difficulties as compared with the typical gold quartz ores of Nevada. The orebody was thoroughly developed; then the mill was built according to the latest cyanide .practice, with such changes as were thought to be demanded by the peculiar nature of this ore. Upon starting the mill, the ore proved more difficult to handle than had been anticipated. It is hoped that an account of how these difficulties were met may prove of interest to anyone having a clayey ore to handle and to the profession in general.

IN the Indiana limestone district, some 50 or 60 per, cent of the merchantable stone in a quarry opening is waste, and only about 40 or 50 per cent of the stone from the opening is finally sold. So long as the present system of quarrying is used, the wastes measured and reported in this paper will continue. Comprehensive development of an entirely different method of quarrying, using wire saws for cutting, promises great improvement. Some of the savings to be expected are pointed out in the following pages. No attempt has been made to measure losses due to variations and natural flaws in the stone, since these vary greatly in different quarries, and accurate measurement would be difficult. The wastes that have been measured account for about 30 per cent of the total ledge, which leaves 20 or 30 per cent chargeable to unmeasured sources of loss.

Trend-surface equations are proposed for volumetric coal estimation in collieries of Sydney Coalfield, Nova Scotia. The statistical technique was first tried on Harbour coal in #20 Colliery investigating resulting residuals for abnormalities. The trend model is accepted as probably being correct as a result of that investigation. Indeed, higher degree polynomial trend- surfaces account for over 80% of the total map variability; these are encouraging statistical results, backed-up by geological knowledge about the coal seam, suggesting that the trend model has economic significance for an off-shore colliery developed to exploit the Harbour coal several kilometers east of #20 Colliery. Specifically, the need for additional offshore drill holes for the new colliery (excepting quality assessment holes) should be considered in light of a developed estimating model for the new colliery. The trend model also finds application in coalfields structurally more complex than Sydney Coalfield.

In the summer and fall of 1875, the author was present during a short smelting campaign at the Hall Valley works, and having had occasion to make a number of chemical analyses of the ores, fuel, and fluxes, deems that the results of the same, and also an account of the smelting operations, may be found of interest to members of the Institute. The mines and reduction works of the Hall Valley Silver—Lead Mining and Smelting Company (limited) are situated at Hall Valley, Park County, Colorado. The smelting works are located about half way from the mouth to the head of the above-named valley, and the mines high up on the mountains, near its head. The three principal mines of the company are the Whale, Leftwick, and Coldspring. They are all on different veins, running parallel to one another, with a general trend from southwest and northeast.
