LEAD, silver, and zinc, in quantities of economic importance are found in the Aguilar ore. The lead occurs as galena and the zinc as sphalerite and marmatite. The silver occurrence is more complex. Pyrargyrite and proustite have been identified only occasionally. Galena is silver-bearing and so are the various other sulphides, though to a lesser degree. The principal nonsulphide gangue minerals include calcite, quartz, wollastonite, rhodonite, and various calcium, aluminum, and iron silicates. A typical analysis of, the ore is: Pb, 11.2; Zn, 12.3; Fe, 4.4; Mn, 2.2; Cu, 0.15; S, 11.2; CaO. 7.6; "Insoluble," 50.1 percent; and Ag 263 g per ton. Crushing is done in three stages. The primary crusher at the mine is set to deliver about a 5-in. product. The crushed ore is then transported to the secondary crushing plant by a 3-km cableway where the general practice is to hold the product of the first Symons to about 1 in., and of the second Symons to about 1/2 in. When the ore is soft and rich the product of the first Symons is by-passed directly to the ball-mill bins. Dust control in the secondary crushing plant is effected by enclosing the dust-emanating sources and exhausting the enclosures with a Clarage No. 18 fan driven at 1300 rpm by a 20-hp motor. Use is also made of spray water at one or two critical places. Every effort is made to keep the air free from visible dust. Dust counts taken at the working places show dust concentrations of less than six million particles ner cu ft. The composition

The Combined Metals Reduction Co.'s plant is at Bauer, Utah. It was built primarily to treat ore from the Combined Metals mine at Pioche, Nevada. Shortly after its completion, the company acquired the old Honerine mine, and ores from this mine, as well as custom ores from widely scattered districts, are now being treated at the Bauer plant. Pioche Ore The Pioche ore, which comprises about 50 per cent. of the mill feed, occurs as a replacement of an impure thin-bedded limestone. The lime beddings are separated by thin layers of micaceous shale containing appreciable quantities of sericitc and graphite. The ore is an exeeptionally fine-grained, dense mixture of minerals and gangue, assaying approximately 0.03 oz. gold, 7.2 oz. silver, 7 per cent. lead, 15 per cent. zinc, 16 per cent. iron, 29 per cent. insoluble and 1.5 per cent,. lime. Of the total lead 7 per cent. is in the form of sulfate and carbonate. Approximately 10 per cent,. of the ore consists of chert nodules impregnated with barren pyrite; the nodules average 0.8 mm. in size, and ire extrcmely hard, compared with the other constituents of the ore. Microscopic examination of Pioche ore ground to 80 per cent . minus 150 nicsh shows pyrite, sphalerite and galena still attached. Early Attempts at Ore Dressing Metallurgists, both professional and those working for private companies, have been more or less familiar with the Pioche ore sinee. 1913; in fact, a total of 35 commercial and plant laboratories expenmented with the ore between 1913 and 1921. The work during this period was decidedly negative, it being seemingly impossible to effeet a satisfactory separation of the valuable minerals into marketable products. In 1913, it was recognized that fine grinding-—that is, about minus. : 200 mesh—-was required to liberate the minerals from one another, and from the gangue, but such fine grinding was not considertd practicable at this time.

THE prospector's pan was the first implement used for saving gold, and its action is so effective that it has never been equalled for thorough work. Copper plates, blankets, sluices, and amalgamators of several patented designs have thrust it aside, but in spite of all the advances made there is no dispute among experienced men as to the comparative thoroughness of the work done by it and its rivals. When its rivals are doing their best, the pan can take their discarded refuse and prove their inefficiency by producing from it not only gold, but even the mercury which has been lost from the machines themselves. The trouble with the pan has always been that it was only a tool. Man was the machine that moved it. His work was high-priced, the quantity treated small, and it was impossible to use the pan for any but the richest sands. As a consequence the best gold-saving appliance known has been discarded for years and replaced by machines of inferior excellence, but which could more than make up for their limited ability in saving gold by their capacity for treating great quantities of ore. Mr. Peck is one of the old-time amalgamators of the Comstock district, and the first idea of the new machine came to him as he used to pan below the tailrace of his mill. No matter how fine the work of the mill was, the pan invariably proved that better could be done. The tailings always contained gold, silver, and mercury. This state of things is just as true to-day, after all the improvements that have been made, as it was then, and the much-vaunted method of the " Washoe process" consists in extracting 72 per cent. of the gold and silver by one operation, and then repeating this operation half a dozen times to get out about one-third of the remainder. With all the advances of twenty years in milling, there is nothing more crude in metallurgy than the treatment of tailings in many of the large mills of the West.

THE objects of this paper are: 1. To give cost data on drilling obtained at the North Star mine in California; 2. To describe the methods of testing drills employed there, giving the results of shop tests, and the correlated data obtained underground; 3. To demonstrate that these tests form a satisfactory basis upon which to judge rock drills. The rock at this mine is either close-grained diabase in the upper levels, or tough grano-diorite in the lower levels. The vein, which has an average dip of 23°, consists of about 5 ft. of "formation" lying between walls of unaltered country rock. Of the 5 ft., solid quartz and stringers make up 18 in. of pay ore. The formation, which consists of but slightly altered country rock, is almost as hard as the unaltered walls. From 4 to 42 ft. is sent to the mill. One-third of the holes are drilled in the quartz; two-thirds in the formation. The holes are about 42 ft. deep and break on the average of 1.15 tons per hole. The average number of holes per stope drill shift is at present 5.65. The number of drill shifts throughout the mine in 1913, was 18,679, and the cost of labor for drilling, power, supplies, upkeep of machines and air lines, tool sharpening, and distribution, amounted to 33 per cent. of total mining expense. To do this work there are in commission 43 No. 12A, three No. 17V and eight No. 16V Waugh stopers, three Jackhamers, two Waugh pluggers, and 17 No. 8 ,and two No. 7 water Leyners. For the past three years a record has been kept of the repairs on each machine and number of shifts operated by it. The figures given in Tables I and II for the cost of repairs per drill shift have been taken from this record. The underground air pressure is about 90 lb. The air consumption per drill shift was measured by, aerometers. The leakage of pipe lines between compressor and meter is not included. From the number of pieces of steel sharpened for each type of drill during the year the average used per drill shift has been ascertained. For other supplies the figures given represent a year's average.

The final session was held on Thursday morning. An abstract of the discussion will be transmitted to each delegate present. The topics included: Student relations. Section operation, membership, employment, MINING AND METALLURGY, a new nonmetallic minerals Division. licensing of engineers, and increased allotments of money to Local Sections. Some of the Sections felt that the present limit of $250 allotted to them - from the national treasury was insufficient to carry on their activities, and that this maximum should he increased. A resolution to this effect was passed for transmission to the Board of Directors.

THE hoisting equipment selected for use at the Hecla mine in 1907 was one of the first Ilgner type Ward-Leonard controlled hoists put into ser- vice. Development of the Hecla below the 2000-ft. level, which is the ultimate depth of the old equipment, and the additional service required by the "Star," necessitated additional hoisting capacity. It will be our endeavor to give j70u a brief summary of the engineering which determined the selection of the new equipment. The engineer in making his decision as to size, speed, etc., must .make a duty study approximating as closely &s possible the actual opePating conditions which will eventually result. Primarily, it is necessary to know what work must be done. The amount of material which must be hoisted under the maximum condition, as well as its distribution from the various levels of the mine was carefully studied by the mining engineering department, as the ore reserves, their relative-position and the probable method of working them had to be considered. The final figures reached, taking into consideration four different operating conditions, were, in tons per day, as follows:

THE Western phosphate deposits extend over a large area in the Rocky Mountain region, comprising portions of south central Montana, southeastern Idaho, northeastern Utah, and southwestern Wyoming. A limited acreage of these deposits passed into private ownership prior to Dec. 9, 1908, at which time 7000 sq. mi. of land in these phosphate fields was withdrawn from public entry by direction of the Secretary of the Interior. Under the Act of Feb. 25, 1920 (41 Stat. 437) title to all phosphate lands in the public domain was reserved to the United States with provisions for leasing portions to citizens, corporations, states, etc. The above act, in effect, created by law a Western phosphate reserve of approximately 2,269,055 acres.

THE occasional occurrence in metalliferous veins of rounded fragments of rock, matrix or ore, lying loose, embedded in clay, or enclosed in some kind of cement, may be attributed to four causes:¬ I. They have been washed in from the surface, or from an upper portion of the vein. II. They are of concretionary origin. III. They have been produced by movements in the country-rock or in the walls of the vein. IV. They have been found in situ, by the upward, downward or lateral flow of water in the vein itself. In this paper the word " conglomerate " is confined to a rock composed of rounded fragments or pebbles cemented together, as distinguished from a " breccia," in which the rock-fragments are angular. I. BOULDERS AND PEBBLES WHICH HAVE BEEN WASHED IN FROM THE SURFACE, OR FROM AN UPPER PORTION OF THE VEIN. In this type it is presupposed that the vein at onetime com¬municated by a fissure or open space with the surface, or with the upper portion from whence the fragments have been washed. One well-authenticated occurrence was described long ago by Fournet. Owing, no doubt, to later dislocations in the lode, pebbles from an old alluvium and sands containing titaniferous iron, as well as fragments of wood, were found in a vein at Huelgoët, in France. A steadily growing body of evidence indicates that earthquake ground motions can cause failure of rock slopes that are otherwise stable under static loading conditions. As a result, the economic optimum working slope angle is reduced when earthquake shaking is considered in surface mine design, especially in regions of high seismicity. When designing surface mine slopes to withstand seismic motion it is as important to consider the probability of experiencing various levels of ground shaking as it is to consider the characteristics of the ground motion. For most slope designs, simple probabilistic techniques such as extreme value or maximum likelihood techniques are appropriate. These techniques, however, should be applied in such a way that a probability value is assigned to characteristic ground motion parameters at the mine rather than to nearby earthquake magnitudes. Several techniques have been developed to analyze rock slopes subjected to dynamic loads. Most of these techniques do not adequately account for the ground motion parameters of concern. The best technique appears to be one that utilizes actual earthquake time histories. A simple technique that calculates block displacement for any input accelerogram, using a linear acceleration approximation between time steps, has been developed that accurately accounts for rock block response. Results using this technique indicate that the following factors are important for assessing rock slope stability in earthquake regions:

NUMEROUS references have been made recently to "Alaska's oil reserves," and in view of the wartime petroleum situation sober thinking demands a dispassionate and scientific study and investigation of these reserves or supposed reserves. The question naturally arises, "Is there actually oil in Alaska, or are the reserves there a supposition?" True, in 1923 President Harding established Naval Petroleum Reserve No. 4 in Alaska, certainly implying that oil was there. This reserve, embracing about 35,000 sq. mi., was set aside on the advice of the Bureau of Engineering of the Navy Department and was based upon the existence of known petroleum seepages at Cape Simpson on the Arctic coast. The Cape Simpson seepages have been known for more than fifty years, but in spite of persistent rumors of other seepages in northern Alaska no definite evidence of their existence has been available.

Prior tests by Dorn, where the strain rate in a tensile test was suddenly changed, have shown a small, but definite rate-history effect to exist. If this effect is neglected in the calculation of creep behavior from tensile results, an error should occur. This paper shows that this error is smaller than experimental scattering, and may be neglected. DORN1 has found a small but definite rate-history effect in the aluminum alloy 250 at liquid-nitrogen temperature using tensile tests with an abrupt rate change. INTRODUCTION The after-tax rate of return that properly discounts future cash flows is usually referred to as the "discounted cash flow-rate of return" (DCF-ROR). The method is also referred to as the internal rate of return, true rate of return, and investor's rate of return in some literature. According to Stermole (1974, p. 188) industry polls indicate that the DCF- ROR method is the number one economic evaluation decision method used by more than 90% of the industrial companies that use for- mal economic evaluation procedures. Other economic evaluation methods that have been used in the past, such as payback period, accounting ROR, etc., have largely given way to DCF-ROR analysis because they fail to account properly for the time value of money. DCF-ROR is generally defined as that rate of return that makes the present worth of future generated cash flow over the life of the project (including after tax salvage value) equal to the present worth of all after-tax investments. The "present worthing" of future cash flow involves discounting future cash flow to a present value according to the mathematics of compound interest at some interest rate. The determination of the interest rate that equates the present worth of future after-tax earnings with the present worth of all after-tax investments necessary to create such earnings is properly called the discounted cash flow rate of return analysis. Although present worth calculations are usually used for determining the DCF-ROR, the same results can be obtained by comparing income and costs of any equivalent point in time, i.e., future worth, etc.
