The interest of the Federal Government in improvement of waterways dates from 1820, when Congress appropriated $5000 for making a survey of the Mississippi and Ohio Rivers and assigned this work to the Corps of Engineers of the Army. Since that time the Government has gradually assumed increasing jurisdiction in the matter of improvement and control of inland waterways until, by the River and Harbor Act of Jan. 21, 1927, Congress assigned to the Secretary of War and to the Chief of Engineers the duly of making surveys, in accordance with House Document No. 308, 69th Congress, to formulate plans for the most effective improvement of the navigable streams of the United States and their tributaries, for navigation, development of water power, control of floods, and the needs of irrigation. Virtually all the preliminary investigations and surveys required by this act have been completed. The reports made to Congress have been published and often are referred to as ''308 Reports." The map shown in Fig. 1 is merely a skeleton distribution of the projects covered by these reports, but it serves to indicate the magnitude of the proposed undertaking. In many instances, a single character on the map stands for a major development involving several dams and reservoirs or many miles of canals or levees. The devastating floods of 1936, and the need for worthy public works to take up the slack in employment, gave further impetus to this program and in 1936 led to the enactment of a bill authorizing a large number of these projects. The National Flood Control Act of 1936 specifically authorizes some 270 flood-control projects in 31 states, and affecting nearly every state in the Union, with an estimated construction cost of about $300,000,000. In addition, the 1936 Act directs the Secretary of War to make preliminary examinations and surveys for flood control in some 230 additional localities, and to continue surveys and studies of 18 reservoir sites. THIS paper is intended, in the light of recent investigations, to call attention to some of the essential features of good practice in sampling and mine-valuation. Mine-sampling may be divided broadly into two classes : (1) development-sampling and computation of ore-reserves; and, (2) stope-sampling and estimation of stope-values. DEVELOPMENT-SAMPLING. It is with development-sampling only that this paper deals-the term development being taken to mean the opening-up of a mine by cross-cuts, drives, connections, etc., preparatory to actual extraction of the ore for milling. In development-sampling the work of the sampler and the consequent estimation of the probable value of the mine or portions of the mine, as the case may be, cannot be verified until a later period, when the ground thus sampled has been exploited; hence, extreme care and accuracy are essential. Moreover, the development-sampler has to foresee and allow for contingencies which may arise when stoping is started. It follows that the sampling, in development-work, demands familiarity with the conditions likely to be encountered later in actual mining. In stopes, on the other hand, sampling is clone under actual working-conditions, and the sampler's valuations are immediately checked by the gold-output, or in some cases by a second sampling of the broken ore. A stope-sampler therefore need not be an experienced miner, though he should possess sound technical training and work accurately. Should he be somewhat inexperienced, be soon has his errors discovered for him, and learns to avoid them. THE ancient copper-mines of Lake Superior, having been destroyed or covered by-modern mining-dumps, are not accessible to the present inhabitants of that region, and, since no more are likely to be found, some account of those already discovered, from one who has seen them, may be acceptable to the Institute. Early in May, 1855, 1 took a party of men to open an ancient pit on the Quincy mine-location. Mr. C. C. Douglas was the Agent.," as mine-managers were then called on Lake Superior. The Quincy Co. had previously done work on a fissure-vein, several hundred feet west of the Amygdaloid lode (afterwards called the Pewabic lode), on which was the ancient pit herein described. It was at this pit that the Quincy' main shaft was subsequently stink. The ancient pit showed an apparent depth of about 4 ft., but when cleaned out it was shown to be 14 ft. deep, having been filled up by the sliding-in of material composed largely of broken rock, taken out in sinking the ancient shaft, and left near its mouth. Midway of the shaft, and below water-level, was found a scaffolding, of white-birch poles,- which had been used as a landing, to assist in removing the excavated rock. The shaft was 7 ft. in diameter. The excavation had been done by first building fires in order to disintegrate the rock, as was proved by the abundance of charcoal found; then breaking the softened rock with hammers of diorite, such as is found in the greenstone range on Keweenaw point. These hammers had about. the size of large paving-stones. Only broken ones were found, the whole ones having been doubtless carried away for other work, such as could be traced on the lode for a hundred feet or more to the south. For a number of years Russia, India and Brazil have outranked all other countries as producers of manganese ores. During the 5 years immediately preceding the European war, the average annual production of Russia was 844,000, of India 694,000 and of Brazil 200,000 long tons. Since the outbreak of the war there has been a considerable falling off in the Russian and Indian production, particularly in the former, whereas the production of Brazilian ores has been greatly increased, amounting in 1914 to over 250,000 tons and in 1915 to nearly 350,000, with conditions favorable for a still larger production in 1916. Manganese is one of the few industrially important metals that are not produced in the United States in quantity commensurate with our needs, so that we have been compelled to import annually about 300,000 tons, having a value of over $2,000,000, and these ores have been obtained from the three countries mentioned above. Their rank as contributors to our imports of manganese ores was India, Russia, Brazil; and in 1913, Brazil contributed only one-fifth. During the past 2 years Brazil has furnished rapidly increasing quantities to this country, and, with the falling off of imports from India and Russia, has become our principal foreign source. In 1914, Brazil furnished two-fifths of the imports and more than India or Russia, and in 1915 over nine-tenths. The manganese ores of Brazil are consequently of more than usual interest to us at this time. In the extreme northeast corner of the State of Washington, on the Canadian border, lies the Metaline mining district. This district is old in history, but young in production. The Metaline district is a zinc-lead area of the replacement type in dolomite and limestone. The ore bodies of the Josephine horizon are in many ways similar to the ore bodies of the famous Tri-State zinc fields. The beds are faulted and folded and have varyng low dips in varying directions, and underlie large areas of the district. Production started in 1927 on a very limited basis. The property is now mining and milling 700 tons per day. The mine is opened by adit tunnels and a vertical shaft. As the ore horizons gained depth, it was necessary to sink inclines to follow the ore horizon (see Fig 1). From 1927 to date, approximately 600,000 ft of diamond drill was put down This work indicated that sufficient tonnage existed to justify a redesigning of the whole operation, surface and under- ground. STUDIES of ground movement and subsidence caused by mining necessarily chiefly deal with causes and effects of making extensive excavations underground with spans beyond the strength of the un- supported or temporarily timbered roof or hanging wall. Perhaps no other phase of engineering is so de- pendent for results upon the assemblage of what may be called "experience data." That this is the case is cot surprising when one considers the number of variables involved in any at- tempted mathematical formula to determine the angle of draw or the angle of permanent slope of the rocks in any particular case. It is not like dealing with construction materials in which, through testing of. small specimens, in conjunction with the tests of large built- up specimens, relative stresses and strains may be deter- mined and formulas closely approximated for still larger constructions.

At the time that converting or bessemerizing of copper matte first began to be practiced by the smelters in the copper industry, converters were lined by tamping the flux, usually siliceous ore, into the steel shell. About 1910, practice in several plants had demonstrated the superiority of a basic lining of nonfluxing material and the addition of flux through the mouth of the converter. Adoption of the new method by nearly the entire industry followed. Basic linings are made of refractory "magnesite" brick manufactured, usually, from imported dead-burned magnesite. Either the linings are laid up in the shell dry or the bricks arc bonded with some mortar dictated by the preference of the user. Foreign, usually Austrian, magnesite was the main source of supply for these bricks, although there were domestic sources, but it was not until costs began to rise a few years after the first use of basic linings that these domestic sources were investigated to any great extent. Exigencies created by the World War necessitated the use of the domestic magnesite during this period, but the brick manufacturers reverted to the use of the foreign product after the war, because the impurities therein made a brick with a better fire bond than the purer domestic magnesite. Therefore the domestic product became available at a favorable price for any metallurgical process that permitted its use. The United Verde converting practice using magnesite linings has resulted in a high consumption of magnesite because of the zinc content of the low-grade matte. It was realized that the cost of these linings represented a large portion of the cost of converting, and an investigation was started to find means by which these costs might be lowered. In the neighboring state of California rather pure magnesite was being mined and treated for the market. The product, however, was purposely made to simulate the dead-burned grain magnesite product from foreign sources by the addition of fluxing impurities before burning. It was learned that this dead-burned California grain magnesite could be laid down in Arizona at a price one-third that of the same tonnage of "magnesite" brick manufactured from foreign magnesite. THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

The letter of resignation follows : Gentlemen: About two years ago, I indicated to the President and some members of the Board my belief that the office of Secretary of the Institute should not be a permanent one. It is my observation of events, not only in our own Institute, but also in several sister societies, that too long a tenure of office by the Secretary inevitably leads to a situation which is not good either for him or for the society. The Kalunite process+ for the production of metal-grade alumina from alumina-con-taining ores is applicable, considered from a general point of view, to any aluminous raw material that can be converted to potassium alum or equivalent normal alum. This result of modern technology has been the subject of a continuous study and development since 1929, on a laboratory and test-plant scale, with initial emphasis on the utilization of alunite as the raw material. The research and developmental program was carried out by the Kalunite Company and its successor, Kalunite, Inc., an affiliate of the Olin Corporation of East Alton, Illinois. The process is now approaching the time for a major test in its history with the completion of construction of a plant having a capacity of IOO tons of alumina per day in Salt Lake City for the conversion of Marysvale, Utah, alunite ores to alumina and potassium sulphate. The Salt Lake Alumina Plant is a Defense Plant Corporation project. Production of Aluminum: The known existence of alunite deposits, especially in the Marysvale district, furnished the motive for the original inquiry into the utilization of this raw material for aluminum production. The deposits in this region were actively explored during World War I and utilized for the production of potassium sulphate, an essential fertilizer, of which a shortage of monumental proportions then existed. Up to the twentieth century—for alunite is a mineral with an ancient history—it was used in Europe and in China as a source of potassium alum. It never had been used successfully in this country as a source of oxide for reduction to metal. Although the known reserves of this ore, which undoubtedly will be greatly expanded with a commercial outlet for this ore, are recognized to be sufficient for only a part of the present-day needs of aluminum, it has a definite place in the aluminum industry. Academically it points the way for future raw materials. The aluminum industry has undergone a remarkable growth in the past few years as a result of defense and war requirements. Its expansion in many ways has been beyond belief and prediction, both in volume and location. This wartime status of the industry has accelerated the consumption of bauxite to such an extent that a re-evaluation of the raw material reserves for the future peacetime industry and for eventual wartime reserves is seemingly of concern. The generally accepted picture of bauxite ore reserves in the United States, especially in raw material suitable for treatment by the Bayer process, focuses attention on other possible sources of raw material of metal-grade oxide. The perspective for the development of a suitable process may have changed in the interim since the original work by Kalunite, but the ultimate goal is the same.

Almost every oil well drilled into limestone formations in Kansas is treated with hydrochloric (muriatic) acid upon completion: to increase potential capacity of well and thereby increase its "daily allowable" production; to shorten time required to produce recoverable oil; and to increase quantity of oil recovered ultimately from reservoir. Acid treating marked a forward step in the producing fields of Kansas; in fact, many old limestone fields that almost had reached their economic producing limit were "rejuvenated" with acid and their capacities to produce increased several times. It also caused a marked increase in the ultimate oil recovery of some old and nearly depleted fields of Kansas. The effect of the acid was due to the cleaning-out action by the acid at the face of the limestone, the enlargement of the small drainage channels, and the apparent penetration of the acid to previously undrained porous and saturated strata. Studies of the effects of acid were made in the Fairport field, three groups of wells in the El Dorado field and the Shutts field. Estimation of increased recoveries resulting from acid in these fields and groups of wells ranged from 1000 to 2400 bbI. per acre. Limestone structures that had been tested by drilling and found noncommercial were later completed as commerical oil-producing formations through the use of acid. The Kansas City formation, Valley Center field of Kansas, is an example. Increased oil production and revenue from the old fields justified the reconditioning of equipment, which in most cases had become in poor mechanical condition. The first treatment with hydrochloric acid of an oil well in Kansas was in October 1932, and by the end of 1937 almost 6000 wells had been treated. Many wells were treated more than once and the total number of treatments exceeded 8000 by the end of 1937. Approximately 12 3/4 million gallons of acid was required for these treatments. FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are clue to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the 8 years which the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened.

In preparing the Steep Rock Lake iron ore body for mining, it was necessary to drain Steep Rock Lake. Using diamond drills, a cut 1800 ft long, 100 ft wide, and maximum depth of 95 ft amounting to 300,000 cu yd of material, was excavated in Greenstone to provide a drainage channel. This was done under the general contractor C. A. Pitts, of Toronto, who in turn employed a diamond drill contractor, Boyles Bros., to do the drilling. The method of excavation was selected be- cause a clean square cut and grade could be maintained in the bottom of the channel. Bootlegged holes would have left blocks of rock in the corners which would have created a situation which would have become progressively worse as the open cut advanced from one side of the ridge to the other.

(New York Meeting, February, 1919.) DURING the summer of 1911, I had the opportunity to study in detail the geological conditions of what is known in northern California as " Harrison gulch," in Shasta county. Though the district, as a whole, that is, the western part of Shasta and the eastern part of Trinity county, has contributed during the last 15 years a considerable share of the gold-production credited to Shasta county, very little is known of its geology, perhaps because the country is covered with a dense growth of brush which makes exploration and prospecting extremely difficult. Topographically the district presents a succession of ridges trending approximately N-S.; and alternating with deep narrow canyons. The drainage is partly into . the Sacramento, partly into the Trinity river. Climatic conditions in summer time are almost ideal. It is true, the thermometer may climb to 115°, but the air is dry and the heat is bearable, especially as the nights are always cool. It seldom rains during the summer months, and creeks and springs dry out towards the end of the summer. The winter is severe, lasting from November to April, and usually a thick layer of snow covers the mountains. By reason of the character of its gold-deposits, the region is known to miners as "the pocket country." It contains a series ?of eruptive rocks intruded into slates, cherts, limestones, and conglomerates. Dikes, laccoliths, and batholiths are frequent. In a day's ride it is possible to find all the common igneous rocks from the very acid to the very basic. Serpentines are especially abundant.. The sedimentary rocks are, as rule, broken and shattered as well as folded, and show the effects of intense metamorphism. ? Pocket-hunters " speak of the contact of diabase and slate as the ? pocket-contact." Some rich gold-pockets, however, have also been found in the diabase.

With petroleum consumption declining temporarily after V-J day, the oil industry is urged to use this period as a kind of stopgap to rebuild its war-depleted inventories and help cushion the effect of this decline on producers and refiners. Higher inventories should be reestablished, since recent experiences have indicated that, by and large, the present inventories of crude oil are too low even with the tremendous current production available. The following analysis indicates that inventory levels could be built up to about 490,000,000 bbl. by the end of 1947, an increase of about 40,000,000 bbl. over the reported stock estimated for the war's end. If at the end of the war the military have some 20,000,000 bbl. on hand, this inventory will either be resold to the industry or certain demands that have been assumed to be met by industry will be supplied out of these military stocks, which would leave about 20,000,000 bbl. (net) to be built up from current production. For stock rebuilding the industry could use 10,000,000 bbl. of crude plus 10,00,000 bbl. of products, totaling 20,000,000 bbl. If this were spread over a year, this would mean 55,000 bbl. a day. By analyzing the average inventories held in a year with the total quantity of goods handled during the year, the following study and tables indicate how far the inventories should increase in the immediate postwar period. Introduction For the period immediately following V-J day, most of the petroleum economists have forecast a considerable decline in the total consumption of petroleum and its products in the United States. This will be caused by the elimination of most of the military demands and the inability of civilians to immediately replace automobiles, burners, etc., and thus increase their requirements to make up for the military decline. When the automobile industry has been back on full production for two or three years, civilians will be able to consume much larger quantities of gasoline. Delay in the manufacture of new oil burners and the time it takes to construct new homes, adds up to the same story for distillate fuels. In reviewing this outlook, the question has arisen whether the petroleum industry should not use this period of lower consumption as a kind of stopgap to rebuild its war-depleted inveritories and help cushion the effect on producers and refiners of this sudden drop in requirements. Some persons have indicated that hundreds of thousands of barrels a day could be used for this purpose extending over a year or more. Refineries will be in existence, which could run over 5,000,000 bbl. of crude oil a day and crude-oil production might be running 600,000 to 700,000 bbl. a day above the demands now forecast for the period after V-J day. Reasons for. Making Inventories In order to plan intelligently for this period, the petroleum industry should determine the needs for the establishment of higher inventories for crude and petroleum products than have been carried during the war. The reasons for trying to make such a determination are as follows:

SINCE the outbreak of the European war, few problems of raw-material supply have commanded more nation-wide attention than potash. It is well known that before the war the domestic production of potash was an insignificant percentage of the imports. The average annual importation of raw potash salts for several years prior to 1914 was slightly over 300,000 net tons, and f other potash manure salts about 700,0000 tons. The sudden and almost total cessation f these imports created a unique and stringent situation. Methods of recovering potash from feldspar and other native mineral sources, and reclamation from hitherto waste products, have received a marked impetus. Soaring prices have been a keen-incentive to research and industrial development. Although several brief articles concerning the possibilities of potash recovery have appeared in recent trade journals, it still may be a matter of some surprise to the average technical mind that potash might be reclaimed as a profitable byproduct in the manufacture of pig iron. At the present time it may be of special interest to present some data, largely of a technical nature, on this subject. A fairly thorough search of the literature reveals a number of articles concerning salts of the alkali metals in the blast furnace. Many of them deal with the-theoretical role f alkali cyanides in the furnace. Several discuss the, probable effect of the alkalies on the furnace brickwork. Two or three ambitious patents have been granted for reclaiming potash or other products from blast-furnace gas. However, we have heard nothing further as to the practical application of these patents. Little literature of importance has appeared during the last 10 years concerning alkalies in blast-furnace practice, and I have discovered no record whatsoever as to the actual sale or commercial disposal f flue dust for its , potash content until this was inaugurated in our plant at Bethlehem. A bibliography of the most important articles discovered is appended.

IN these days of the spectacular in research and technological accomplishment, it is easy and natural to overlook some of the applications to everyday life of recent developments of a more pedestrian kind, or to fail to realize that sometimes two or three of the latter may be combined to serve a novel purpose in fields other than those in which they grew. The present remarks are to point out three such developments which might be combined to apply to an everyday function of the A.I.M.E. as an organization. By its Constitution, the A.I.M.E. is organized "to promote the arts and sciences connected with . . . minerals and metals, and the welfare of those employed in these industries . . .; to hold meetings for social intercourse and the reading and discussion of professional papers, and to circulate . . . among its members the information thus obtained . . .; and to . . . maintain . . . a library." By these words of Article I the profession of mining and metallurgy is recognized to involve many arts and sciences, of which the art and science of exchanging information is a leading one. As to methods of preparing or securing papers, the Constitution is silent.
