The memory of D. C. Jackling serves chiefly to remind us how much we owe to the pioneers of our industry. Jackling was one of the giants. Orphaned at the age of two, he made his way through sheer persistence and plain hard work. His brilliance gave rise to a vision, and his tenacity made his vision a reality. Foreseeing that economies of scale would make the handling of low-grade ore profitable, he introduced the revolutionary concept of open-pit copper mining. During World War I, the defense effort of the United States was immeasurably strengthened by the tremendous supplies of copper from the western mines that Jackling had made possible. Again in World War II, the demands for copper were supplied, and the nation once more had profound reason to be grateful to this rugged, stubborn man who had long ago ventured into the mountains and unlocked their wealth. We are now embarked upon another great era of change, and we must devise new concepts to meet it. The task is not only to create new techniques of mining, but to forge better ties between men and institutions which will let us work in harmony with the techniques we have. We might recall that while Jackling was a man of towering pride and formidable will, he was also adept at getting others to share his vision and join his purpose. Today our reach for cooperative endeavor must go far beyond our own shores as we seek to develop the buried riches of distant lands. And we would do well to remember that Jackling's remarkable insight would have come to nothing had not British investors been willing to provide much of the initial capital. As was true of so many early enterprises in America, European capital was absolutely essential.

DIE steel with 1.47 pct C, 0.42 pct Mn, and 8.22 pct W contains Fe,C and WC in the annealed state and WC embedded in a martensitic matrix in the hardened state (quenched from 800°C). The presence of a large amount of undissolved angular WC carbide particles makes this steel extremely wear-resistant. However, the WC carbide begins to dissolve in the austenite when the heating temperature is raised above 1000°C, but this solution process is still not complete at 1250°C although partial melting has already taken place at the austenite grain boundaries. At 1325 C, this steel contains austenite and liquid metal but no WC carbide, Fig. 1. On quenching into brine, the liquid metal solidifies into a constituent which etches differently from the austenite-martensite matrix. This constituent appears lighter than the matrix at the 1250°C stage when etched with 2 pct nital but darker in Fig. 1 when etched with Murakami's reagent. Such a constituent has also been found in burnt tungsten high speed steels. This constituent has been isolated from the matrix by anodic dissolution in a 5 pct HC1 electrolyte and was found by the X-ray powder method to be iso-morphous with &manganese, Table I. The agreement in line intensity between these two phases indicates that there is no ordering in this new phase. The calculated cube edge of this phase is 6.395A, somewhat larger than that of ß-manganese (6.30A). Besides this phase, the anodic residue also contains free carbon from the matrix and amorphous WO,, although the X-ray powder pattern of the residue shows the presence of only this phase. This makes it impossible to determine directly the composition of this phase from the residue. Attempts to prepare an alloy containing only this phase have hitherto been fruitless. The following experiments serve to show that this phase can only be obtained by drastic quenching from the liquid state and that its tungsten and carbon contents must be lower than those in the Fe,W,C carbide. On air cooling from 1325oC, the liquid metal solidifies into a eutectic consisting of austenite and the Fe3W3C carbide. The nature of this dark-etching Fe3W3C has also been ascertained by X-rays. This eutectic becomes coarser on furnace cooling. The solidification of a specimen cooled for 5 min from 1325" to 1200°C and water quenched is still not complete and the fine eutectic is formed during the quenching. Since this new phase can be replaced by a eutectic of austenite and the Fe,W,C carbide, its composition must lie somewhere between the latter two phases. The special features of this phase are: 1—it can only form directly from the liquid state by drastic quenching and 2—it is a ternary phase of iron, tungsten, and carbon. The ß-manganese structure of this phase is also interesting. In the Periodic Table, iron and tungsten lie on opposite sides of manganese; a certain combination of these two elements, in the presence of carbon, may have average properties similar to those of manganese. It has already been established that the x phase, a ternary one of iron, chromium, and molybdenum, has the a-manganese structure."' A similar phase has also been found in the ternary system Fe-Cr-W and in the following binary systems: Re-Cb, Re-Ta, Re-Mo, and Re-W.6 References 1 G. D. HOW have recent events affected the general trend in world mineral production? What effect has the World War, with its resultant boom and depression, had on the long-term trend of output? Have all of the principal metals and fuels been similarly affected, or have some boomed or slumped much more than others? The trend of world production of coal, iron, the principal nonferrous metals, and petroleum is shown in the accompanying chart, covering the period from 1882 to 1931 inclusive-the last fifty years. The curves are plotted logarithmically to show the comparative trends. In the lower left-hand corner of the chart is a slope diagram to aid in visually evaluating. the average yearly rate of increase in production; from this one can easily see, for example, that the petroleum production curve indicates an average annual increase of around 8 per cent, and that up to the period of the World War the average annual increase in copper production was about 6 per cent.

DURING the war period of quicksilver activity there were a number of departures from what may be termed the classical quicksilver metallurgy. Attempts were made to beneficiate low-grade ores by gravity concentration and flotation; mechanical furnaces began to replace the Scott furnace and the vertical coarse-ore furnaces, and condensers of sewer tile and redwood tanks were used in place of the older brick and stone condensing chambers. Other developments that have occurred during the current period of quicksilver activity are mainly in the nature of improvement and further refinement of those started during the war period. Each period of quicksilver activity has been accompanied by the proposal of various new processes, including wet methods for the treatment of quicksilver ores and innovations in furnaces, retorts and condenser equipment. As far as the author knows, nothing of economic significance in the way of "new processes" has been developed. There is in fact no real need for any essentially new process for the treatment of quicksilver ores; the direct furnace treatment is simple and inexpensive. Moreover, with rare exceptions, the quicksilver industry has no complex or refractory ore problems corresponding to those which are receiving more and more attention from metallurgists in other branches of the nonferrous field. Under these conditions improvements in quicksilver metallurgy must be looked for through the adaptation of current developments in engineering and metallurgy generally to the particular needs of quicksilver practice rather than through the invention of new processes.

STREAM pollution caused by waste waters from mineral industry operations is a problem that has grown up with the industry. Its importance to each operator is dependent on the amount and type of waste he dumps into the rivers and streams; on whether this waste pollutes the waters sufficiently to make them unfit for potable water, irrigation, and conservation of wild life; and on whether this waste makes a safety or health hazard. Through the years our growing population and industry have made increasing demands on the mineral industries, the suppliers of the raw materials on which our industries are based; and we have met these demands at some sacrifice to the natural beauty and cleanliness of our country. MANGANESE and its ores have been recently dealt with in comprehensive papers to the Iron and Steel Institute by Sir Robert Hadfield, and in a series of papers read before the A. I. M. E. at the Cleveland meeting. I have taken the opportunity of adding this mineral, to my records of the "World's Mineral Production and Consumption," as recently pub-lished in the Economist ?. The tables bring out the following significant facts: The world's production has increased by 10 per cent since 1913. India's production has increased by 3 per cent since 1.913, the supply from this source now being 31.1 per cent of the world's output. Russia is now producing at about half its pre-war rate and yields 19 per cent of the world's production. West Africa supplies 12.5 per cent of the world's total output. Brazil's present output is 2.5 times that of the pre-war period, being 11.3 per cent of the world's output.

BORN a Chicagoan, on Aug;. 31, I879. Oscar Johnson lived in that city until young manhood. As a youth delivering newspapers he set his sight on the l university of Chicago and at sixteen years of age he began working summer vacations in the foundry of the Pullman Company. Misfortune came to his family during the summer of 1898 when tuberculosis took his only sister and brother. His mother, apprehensive of Oscar's health, urged him to try the West at least for awhile. So late summer found Oscar in Salt Lake City, employed by the Trent Engineering & Machinery Co. At that time it was busy building equipment for use in the war with Spain. Though he did not know it then, Oscar war was laying the groundwork for his present membership on the Mining Equipment Industry Advisory Committee of the W.P.B., a post which keeps him commuting between Denver and Washington.

THE Fall Meetings of the Institute of Metals Division and of the Iron and Steel Division were held in Cleveland from Tuesday, Oct. 20, to Thursday, Oct. 22, as a part of the National Metal Congress. The registration at the technical sessions was something over 450 and the attendance at the joint dinner of the two Divisions on Wednesday evening taxed the capacity of the dining room. The president of the British Institute of Metals, W. R. Barclay, consulting metallurgist to the Mond Nickel Co., Ltd.; of London, was in attendance at several of the technical sessions and was one of the after-dinner speakers at the banquet. He commented on the desirability of greater international amity and cooperation in these troubled times and of the role that technical societies, such as the A. I. M. E. and his own British Institute of Metals, can and indeed are playing in bringing this to pass, with their membership and contacts reaching to all parts of the world. He also referred to the new reciprocal membership arrangements in effect between the A.I.M.E. and the British Institute of Metals.

A time-consuming and expensive preshearing program to minimize the adverse effects of blasting on slope stability at Kennecott Copper Corp.'s Ruth Pit in east-central Nevada has been eliminated in favor of down-the-hole, nonelectric delayed blasting which can produce a smooth wall effect and improve blast fragmentation. The new blasting approach resulted from a Kennecott engineering investigation aimed at improving the stability of the extremely variable rock conditions found throughout the pit by reducing the vibrational energy imparted to the walls with conventional bench blasts.

Jasper County lies just north of the geographical center of Georgia, bounded on the west and north by the Ocmulgee River. The county seat, Monticello, is approximately 65 miles east-southeast of Atlanta and 40 miles north of Macon. It is served by the Macon-Athens branch of the Central of Georgia Railway Co. and by five paved highways converging from adjoining county seats. Farming and lumbering are the principal local occupations. About half the county is covered with pine and mixed hardwoods; a large part of the forested land is owned by the Soil Conservation Service of the Department of Agriculture in its Piedmont Land Utilization Project. The topography is one of gently rolling field and forest with occasional hills rising 100 ft or more above the creek beds. Though annual rainfall is in the neighborhood of 60 in., most of it falls in torrential downpours of short duration which tend rapidly to erode the red soil and convert the country roads to greasy tracks of red mud. History The pegmatites of Jasper County produced a small amount of mica in World War I. In World War 11, our Government's search for this strategic mineral brought to Georgia B. C. Burgess, then Southern Manager of Colonial Mica Corp., subdivision of Metals Reserve Corp., who noted on State Highway 83 the presence of pegmatitic material used as road metal. In 1944, after severing his Government connection and returning to private practice, Mr. Burgess investigated the source of the pegmatitic material noted on his previous visit and discovered that graphic granite pegmatite had been mined for the road metal. He secured mineral leases from the Soil Conservation Service and from private owners and began preliminary development work. By 1946 he had uncovered enough pegmatite to warrant an enterprise to undertake economic development of the feldspar. In March 1947, he conveyed his leases and interest to Appalachian Minerals Co., remaining with it as Vice President and General Manager. This company has carried on additional development, removing overburden by bulldozer and drilling the pegmatites uncovered. A modern and efficient feldspar grinding plant to produce 20 mesh feldspar for the glass industry was completed and placed in operation May 1, 1948. AT Lime Spur, Mont., the East Butte Copper Mining Co. has been quarrying limestone for twenty years. The quarry is beside the Northern Pacific R. R. in the Jefferson River canyon, 4 ½ miles east of Cardwell, at Lime Spur, Montana. HISTORY This quarry was opened early in 1900 by Dan Morrison of Whitehall, the discoverer of the Morrison cave, to supply a demand for smelter flux. Limestone was sold to the Pittsmont smelter of The East Butte Copper Mining Co. and to the Butte Reduction Works. As no particular effort was made at the quarry to select the rock that delivered to the smelters was unduly high in magnesia and impurities. The East Butte com¬pany, therefore. Bought the quarry. in 1909 and confined operations to the high-grade beds in order to supply rock of the desired purity for its own smelter and the Butte Reduction Works until the latter shut down. It also developed a market for some of its rock with the sugar factories. The latter market increased until in later years all rock, larger than 4 in. in size over a bar grizzly, was being shipped to the sugar factories, and the rock smaller than 4 in. was being used as a flux in the blast furnaces at the Pittsmont smelter. In 1924, the East Butte concluded a contract with the Anaconda company for the treatment of its ores, and the Pittsmont -smelter -was shut down: which made the minus 4-in. rock a useless by-product. Since there was not enough revenue in the sugar rock alone and also because of limited waste room it became necessary, if Lime Spur was to continue to operate, to increase- the proportion of plus 4-in. rock and to develop a market for the minus 4-in.

CO-CHAIRMAN CARTER S. Cole l-The stimulus of war definitely increases interest in the subject we are discussing at this Symposium. There have been, in the past, other symposia on this subject and there probably will be still others in the future, but I feel sure that this one will go down as one of the most important that have ever been held on the subject. In 1918 A.S.T.M. held a Symposium on Stress- Corrosion Cracking that was confined entirely to brass, because at that time few people were interested in the phenomenon as it applied to other metals. Again under the stimulus of war, we are gathered to discuss the subject, but this time brass alone is but part of our interest. It is interesting to note more papers on brass will be presented than there were in the 1918 session, but these brass papers, you will also note, comprise less than half our program. A letter has been received by the Secretary of the Institute from Mr. C. W. Purington, Honorary. Secretary of the. American Committee of Engineers in London, whose offices are at 6, Copthall Avenue, London, E. C. 2, which will be of interest to any member who may be intending to go to England. Mr. Purington says: "A Committee of Americans has been formed here, consisting mostly of Mining Engineers, and those interested-in mining and allied industries. We should be very glad, among other duties, to give assistance to any American engineers arriving in England on official business connected with the war. This assistance would probably take the form of offering advice and hints as to saving time in approaching British official Departments, and generally in getting. about." This Committee of Engineers was organized with the approval of the American Ambassador to Great Britain, who has recommended its services to the United States Government in connection with the conduct of the war.

In connection with the recent visit of the Special Mission of British Ministry of Munitions to the United States, the United Engineering Societies gave a dinner to the members of the. Mission on Tuesday evening, Nov. 13. This was the only public function on behalf of the visiting commissioners while they were in New York. During the remainder of their visit they were in daily conference with bankers, merchants' associations, labor federations, and other organizations. The result of these conferences will doubtless have an important influence on the manufacture of war supplies in the United States, since it will enable our business men and manufacturers to avoid a good many of the mistakes that unfortunately occurred in England at the beginning of the war. At present, fully 90 per cent. of the employees of British munition factories are omen, and the problem of employing women in the industries of the United States will doubtless soon be encountered with increasing frequency.

WITH the advent of World War II, the need for agricultural products rose phenomenally and caused a similar increase in demand for plant foods of which phosphate rock is one of the more important raw materials. By the close of the war or shortly thereafter, all of the operating companies were expanding their production facilities. Many companies installed modern bulk material handling facilities. Designs varied, but were generally of the overhead trestle type of storing conveyors. American Cyanamid studied these various installations but was not satisfied with the conventional system because of high initial cost, increased maintenance problems in the way of painting structural steel that might be submerged in stored materials, and because of slightly increased operating costs. As a consequence of these economic analyses, conferences were held with the various conveyor manufacturers to develop a better method of storing and reclaiming. After considerable engineering study, one conveyor manufacturer suggested the unique system which was installed in 1950.

Uncertain world conditions of the present time require that this country be prepared to meet: 1) all out nuclear war with attack on the U. S.; 2) limited wars; 3) political, economic, and/or pyschological warfare. Our present position as a major world power derives in large measure from our free institutions and great industrial productivity, and this productivity in turn depends on a continuing flow of raw materials-metals, minerals, fuels, and agricultural products. The U. S., with only about 6 pct of the world's population, uses from one to two thirds of the world's annual supplies of most metals and minerals. The U. S. strategic materials stockpiling program is designed to enhance our national security position: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence upon foreign nations for supplies of strategic and critical materials in times of national emergency.

Supported by the vigorous capital investment of the heavy and chemical industries and by the ever-increasing demand for durable consumer goods in the past decade, Japan has now emerged as the world's third largest steel producer, surpassed only by the United States and the Soviet Union. In 1968, the crude steel production is expected to exceed 50 million tons; the per capita steel consumption at that time will reach 886 lb, approaching the level of Western Europe. Characteristics of the Japanese steel industry is the high dependence of raw materials on overseas sources. Before World War II the industry relied on North China and Manchuria for coking coal, and on middle China, Hainan Island, the Philippines and the Malayan Peninsula for iron ores. After the war, the major sources of iron ores were shifted to the Philippines and the Malayan Peninsula, supplemented by shipments from the United States, Canada, India and Goa. The United States, in addition, became the primary source of coking coal.
