AT THE beginning of October, the outstanding feature in the world's affairs was the Turkish question. The Turks, victorious over the Greeks, repudiated the treaty of Sévres with the Allies and demanded their reestablishment at Con-stantinople and in Thrace. The British resisted, but deserted by the French and Italians, at a military conference at Mudania the Turks obtained about everything that they wanted. Great Britain suffered a loss of prestige that may bear evil fruit in the future. The possession of the Dardanelles by the Turks pro-duced the ruin of Russia and Rumania in the great war, prolonged it two years and made it necessary for America to go in. Disruption of the entente puts the Turks back where they were. In America a strong and spontaneous reaction developed against this, not for any diplomatic reasons, but purely out of the sentiment that the atrocious Turks should be confined to Anatolia. Some strong leadership would have aligned the United States with Great Britain in this matter. As it is, the French have had their way but have alienated much of their American friendship. The temporary composition of Turkish affairs at the Mudania conference had momentous consequences. The Greeks, having expelled King Constantine, in their distress and despair reverted to the guidance of Venizelos. Evacuation of the Grecian military forces and the entire Grecian population from Eastern Thrace began, the people not venturing to remain there. From all accounts their withdrawal, attended by great hardships, was reminiscent of folk movements in the Middle Ages. The vanguard of the Angora Govern-ment set foot in Constantinople, marking the return of the Turks to Europe, while the Allied forces remain-ing there temporarily stood in chagrin. In Great Britain an important element of the Con-servatives withdrew their support from the Coalition Government, thus leading to the resignation of Lloyd George, the installation of Andrew Bonar Law as premier and a general election with a tri-party contest among the Conservatives, Liberals and Labor, called for Nov. 15. Civil war continued in Ireland, but attention was diverted from it by the more important events in the Near East.

During 1937 the Russian oil industry made very satisfactory progress in its exploration branch and added considerably to its proven reserves in the older producing districts, while several entirely new potential areas were opened for development by discovery wildcats. The exploitation of known fields, however, suffered greatly from internal political difficulties, referred to as "sabotage," and was also seriously handicapped by the requirements for national defense under the duress of a grave international situation. More particularly, the necessity for preparing for a major war resulted during 1937 in short-rationing of the oil industry in its iron, steel and rubber requirements, affecting quantitatively drill pipe, casing, tubing and the rubber equipment of automobiles, and qualitatively much of the oil-field machinery for which it was either impossible or difficult to obtain iron or steel of required specifications, which necessitated manufacture of heavier and unwieldy equipment and caused directly and indirectly an unavoidable major curtailment of drilling operations below the planned footage. War-preparation measures during 1937 also required accumulation of a large gasoline reserve in the Vladivostok area and inasmuch as shipments from California can be made much more cheaply than from Caucasian refineries, either by tank cars across Siberia or by tankers via Suez Canal and Indian Ocean, some 2,000,000 bbl. of gasoline was imported from the United States in the past year, resulting in a decline of 46.98 per cent in net exports of all petroleum products from Russia below the 1936 net export volume, which is the lowest level since 1925. Production of crude oil during 1937 is estimated at 212,742,000 bbl. as compared with 202,543,700 bbl. produced in 1936, an increase of 5.04 per cent, but 11 per cent below the planned output. There were no major readjustments as to the source of crude-oil production, Baku district still accounting for the largest share; that, is, 77.21 per cent of the total. Exploration operations were outstandingly successful during the past year, major discoveries having been made on the Apsheron Peninsula, in Grozny and Maikop-Kuban districts, in Ural-Permian Basin, in Middle Volga-Samara district and other areas.

At the beginning of the year prices stood at 9 ¼ ¢, which in itself was a great improvement over prices prevailing for the three previous years. Industry generally was showing signs of moving forward in this country, and business was definitely good in certain foreign quarters. The threat of war and preparations for rearmament in Europe and Asia acted as a further stimulus to purchasing. By midsummer the situation had so improved and stocks had been so reduced that the cartel of foreign producers (including American producers with foreign mines) decided to increase the production quota to 75 per cent on Aug. 1. Large-scale buying gave continued strength to the price and by Oct. 1 the quota was increased to 80 per cent, and again on Oct. 15, to 85 per cent. Notwithstanding this the price of copper continued its advance and on Nov. 1, with stocks declining continuously, the cartel increased operations to 95 per cent, then to 105 per cent on Nov. 5. In the meantime the domestic producers, because of the great increase in home consumption, had increased their production by nearly one-half. At the close of the year copper sold at 12¢ per pound, and since the turn of the present year has reached 17¢. This rapid increase has not been wholly justified. Much of the increase was due to the legitimate demands of recovering industry, but rearmament orders plus accumulation of reserve stocks in case of war, purchases in anticipation of labor strikes and purely speculative activities on the London Metal Exchange accounted for the balance. Certainly in view of the state of industry and the general world price level, it appears unnecessarily high. Talk of a copper shortage is sheer nonsense, the recent condition in the market being created by overbuying, leaving but a small volume for speculative supplies. C. H. Samans and W. R. Ham (Chicago, Ill., and Dix-field, Maine, respectively)-—For several years we have been studying transitions of this basic type in metals, alloys, glasses, etc. Usually, however, they are not so clearly marked as those which the authors have found, and hence are much more difficult to determine accurately. Since our studies indicate that most of them occur virtually unchanged (as far as temperature is concerned) regardless of the form in which the element appears, we believe that they are a characteristic of the atom. Specifically, we believe that there is an additional rotational degree of freedom possessed by the nucleus which has not been considered heretofore. This nuclear rotation is made up of several components, each related to the several quantum shells of electrons. In chromium there are four of these shells and hence four separate series of characteristic transition temperatures. The lowest temperature at which any transition occurs, based on the present state of our computations, is 125°K, 4° higher than the authors' value of 121°K. A convergence of this series, we believe, shows up at the higher temperature of 2085 °K, surprisingly close to the transformation temperature of 2103°K recently announced by N. J. Grant of M.I.T. for a body-centered to face-centered transformation in chromium. Likewise, our computations indicate a temperature of 311°K for the second transition temperature, reported by the authors as 310 °K. A convergence of this series, we believe, shows up at a higher temperature as the melting point at 2163°K. Although our work on these series must, in a sense, still be regarded as empirical, since we do not understand fully as yet just what the series mean, it is based on a reasonably firm picture. The individual constants, from which the various series are computed for each element, comes directly from the X-ray K absorption limit. Furthermore, the same basic method has accounted for transformation and melting temperatures in about 50 of the chemical elements, which is all we have tried thus far. In many cases the only known transformation is the melting point, but in others the occurrence of transformations or other transitions, equally as well marked as those of the authors, has been pointed out by others. These observations have assisted us greatly. Consequently we were very pleased to see the authors' excellent work in finding these two transitions in chromium. With these confirming data, our picture of this element is clarified considerably, so we expect that at least some of our work can be published in the near future. R. C. Ruder (E. I. du Pont de Nemours & Cu., Wilmington, Del.)—The authors' interpretation of these transitions in terms of 3d to 4s electronic structure transitions is most interesting. It would be interesting to have additional experimental evidence of such transitions from the temperature dependence of the Hall coefficient in the neighborhood of the property changes discussed in this paper. Simple theory15 suggests the Hall coefficient as a measure of the free electron (or s electron) concentration per unit volume. It has been shown that for paramagnetic'" and ferromagnetic1? metals the simple theory is in fact too simple. However, the existence of a discontinuity in the Hall coefficient would provide information which should aid both in our understanding of these transitions and the significance of the Hall coefficient in these metals. It was rather surprising that no significant paramagnetic effects were observed. In this connection the recent work of McGuire and Kriessman18 is cited. They measured the magnetic susceptibility of chromium from 20" to 1460 °C. They also observed no large change in the susceptibility although there might be a change in slope in the vicinity of the 40 °C transition. The existence of these 3d to 4s electronic transitions has been discussed in connection with the paramagnetic susceptibility behavior of nickel and nickel alloys.'"-" Assuming a correspondence principle between classical and quantum mechanical paramagnetic theory and using classical theory to calculate the effective Bohr magneton number from the Curie constant for substances obeying the Curie-Weiss law," it is found that the effective magneton number is a function of temperature. The process of calculation involves the inverse of the differential of the 1/x4 vs. temperature curve so that good and numerous data are necessary to obtain significant results. The data of Fallot23 show a discontinuous increase of about 12 pct in the effective magneton number between 850" and 900 oC, followed by a continuous increase up to the melting point. The data of Sucksmith and Pearce24 show a possible 8 pct increase. The older data of Terry25 and Weiss and Foex26 show a continuous increase. It is possible that small amounts of impurity atoms change these electronic transitions significantly. Fallot's23 data on a nickel alloy with 4.5 atomic pct Fe indicate that the discontinuity occurs around 1300 °C. Systematic investigation of the transition metals for transitions of this nature should provide information which would be very valuable for our understanding of these metals. The absence of antiferromagnetic structures in chromium has been shown by Shull27 using neutron diffraction techniques. M. E. Fine, E. S. Greiner, and W. C. Ellis (authors' reply)—The remarks by Drs. Samans and Ham are certainly very interesting, in particular those pertaining to the close agreement between the theoretically calculated values for transition temperatures in chromium and the experimental values reported by a number of investigators. This is a remarkable achievement and we shall look forward to a more detailed presentation of the method followed in their calculations. We do not believe that the transition in pure chromium near 40 °C remains temperature invariant with alloying, as was reported by Samans and Ham for a number of the substances that they studied. We have not done any work with alloys but base our belief on the results of earlier studies in which less pure chromium was included and considerably lower transition temperatures were observed. The entire production of oil in Ecuador so far has come from the Santa Elens Peninsula, Province of Guayas. Both the shallow fields of the northern and the deeper fields of the southern part of the peninsula have been in constant exploitation, though the former are of doubtful economic value. In Table I herewith, which commences with the total amounts produced by the various companies up to 1940, annual company totals are given for the succeeding years. The figures for 1944 have been partly estimated. Table 2 gives figures on casinghead gasoline. Shell Company of Ecuador (formerly known as Anglo-Saxon) has continued active exploration in the Oriente region east of the Andes, and during 1944 the Company's first wildcat well was spudded in. International Ecuadorean Petroleum Co. (formerly International Petroleum Co., Limited) has pursued an active exploration campaign since the latter part of 1939, and a drilling string was placed in operation about a year later. A second string of tools was added during 1943 and a third a few months ago. Ten wildcats, all dry, have been completed in this period, two wells are drilling at the present time and other locations are on the program. Seven of the wells thus far drilled are in the area between Guayaquil and the Santa Elena Peninsula, one up the Daule River beyond Balzar, one on Puna Island in the Guayas Estuary and one in the northern province of Esmeraldas. Both the present drilling wells are in the Guayaquil-Santa Elena zone. The situation in regard to concessions has changed during the past four years because I.E.P.C. has made its selections from the extensive Daule-Guayas Study Concession, as a result of which large tracts were returned to the Government; because of the expropriation of the holdings of the "Ecuapetrol," a German concern whose acreage has passed into other hands; the Peruvian-Ecuadorean boundary settlement, which has reduced Shell's holdings somewhat; and the transfer of most of the holdings of the Cia. EXCEPTING the joint sessions on gases in metals held during the day on Tuesday, the Institute of .Metals opened its activities with a division dinner at the Commodore on Tuesday evening, with Sam Tour, retiring chairman, presiding. W. M. Corse, secretary-treasurer, outlined the financial status of the division and stated the investment fund is becoming large enough so that in the near future it will be possible to pay all expenses of a foreign lecturer once in two years and not rely on an extended speaking tour to cover expenses. W. B. Price reported on his attendance at the Zurich, Switzerland, meeting of the International Society of Testing Materials and gave a graphic account of his visit to the Grand Salon, his meeting with Mussolini, and his audience with the Pope. Buffalo was announced as the place of the fall meeting, to be held during the week of Oct. 3.

The deformation modes of rhenium have been identified as those typical of the hexagonal metals, titanium, zirconium, and beryllium whose c/a ratios, in common with rhenium, are less than ideal for close packing. Slip is observed on (1010), (1011), and (0001) planes and twinning on (1121), (1122), and (1012) planes. The very high rate of work hardening is believed to be associated with intersecting partial dislocations on two (1010) systems which can combine to form sessile barriers. If the stacking fault energy is low, as postulated by Seeger, these barriers should be strong and not easily bypassed by cross slipping. Such an explanation could also account for the very small temperature dependence of the yield stress which was observed. RHENIUM is interesting scientifically as a member of the group of high melting point hexagonal metals: titanium, beryllium, and zirconium with a c/a ratio less than that for ideal close packing. Unlike them, however, it work hardens at a very high rate. This rate is greater and continues to a much higher degree of deformation than for nickel, normally considered to have a high rate of work hardening. This paper presents experimental observations on the modes of deformation of rhenium and, by comparison with other hexagonal metals, some speculation on the cause of the high work hardening. MATERIALS Johnson, Matthey rhenium powder of both 99.9 pct and 99.5 pct purity, see Table I, was compacted at 10 tons per sq in., part sintered at 1350°C in vacuo, and finally arc melted in a "gettered" argon atmosphere arc furnace to produce small buttons. Little difference was observed in the as-cast hardness or working down behavior of the two purities suggesting that either silicon and potassium do not have a significant effect on the working properties of rhenium or they were lost during arc melting. SPECIMEN PREPARATION The cast structure was broken up by cold-rolling with inter-stage annealing at 1600o or 1800°C in a vacuum high-frequency furnace using a tungsten susceptor. Strip for tensile testing was taken from two thicknesses of material 0.011 and 0.064 in. The former with intermediate anneals at 1800°C had a grain size of 900 grains per sq mm, while the latter with inter-stage annealing at 1600°C had a grain size of 3600 grains per sq mm. A coarse grain size was obtained by secondary recrystallization in a half button cold-worked by 30 pct reduction. Annealing times of from half an hour to several hours at 2200° to 2600°C in a "gettered" argon atmosphere arc furnace1 resulted in grains of up to 2 mm diam.

At the beginning of the present war, the United States faced the need to multiply its production of magnesium metal almost roo times within the shortest possible period. Urgently needed for construction of military aircraft, incendiary bombs, and other war uses, magnesium was at the top of the list of critical war materials. Up to that time only one Producer, employing Only One process and using One raw material in a single plant, represented this country's entire Production capacity. It was immediately desirable to plan a numher of plants located strategically over the Count'Y and to expand an industry more rapidly and to a greater extent than ever before had been attempted in so short a time. In '939 this American producer, the Dow Chemical .9 was making about 7 million Pounds of magnesium metal. It utilized as a raw material brine containing magnesium chloride, which was pumped from wells in Michigan. The logical ap-preach to certain increased production was to employ the same process on the same raw material in other sections of the United States. In Europe and other countries, different processes had been used and different raw materials were being utilized, but all of the skill and knowledge for production in this country was that of using the Dow type of cell and magnesium chloride as a raw material. The Government was testing other processes, but none then had been proved commercially feasible. Development OF New Process The International Minerals and Chemical Corporation had available a large quantity of magnesium ,chloride at Carls-bad, New Mexico, contained in the end liquor produced from its potash plant sillce the buildng of the plant in 1941 It was the only company mining commercially a magnesium ore and having anything like this quantity of magnesium chloride liquor. The magnesium ore, langbeinite, was being mined from the 800-ft. level for its content of potassium sulphate. This ore, a potassium magnesium sulphate, was reacted in a base exchange plant with potassium chloride to produce potassium sulphate, the discharge liquor having a high content of magnesium chloride. Three potash-producing companies are in the Carlsbad area, but only International has developed and is commercially producing the potash-magnesium ores. The lower, or No. 4, veil, in that area is potassium chloride ore, and is continuous through all the properties. The langbeinite, or No. 2, vein is minable at the International property, but occurs sparsely, if - at in other areas being mined in that vicinity. It is understood that most of the mag. nesium produced] by Germany comes from magnesium and magnesium-potassium ores obtained from potash mines. It was logical for International to pro-pose to make available this magnesium material and to offer its technical staff to design, construct and manage a magnesium plant for the account of the Government. The Atlantic City district encompasses several districts and has been previously called by different names, e.g., Atlantic gold district, Atlantic City-South Pass mining district, and Sweetwater mining district. The district is located in a terrane of folded and faulted early Precambrian metamorphic rocks which lies near the south end of the Wind River Range in Fremont County, Wyoming, Historically it is a gold district of little production, but today is an iron district of considerable importance. Gold was discovered in placer deposits about 1842 and in quartz-arsenopyrite veins about 1867, after which there occurred a mining boom lasting a few years. Minor, intermittent gold production from placers and lodes has continued to date, but the total production has probably not exceeded a few millions of dollars. Past lode mining was generally shallow ( in the oxidized zone), the deepest about 3 60 feet. The deeper, less oxidized and sulfide ores on the same lodes have not been explored. They appear to hold the only hope for future gold mining. Sedimentary iron-formation, similar to the Lake Superior taconite, occurs in the northern part of the district. Locally, where the ironformation is thickened by folds and faults, sufficient tonnages are present to be minable, as at Iron Mountain, where the U.S. Steel Corporation produces about 1.3 million tons of iron-ore pellets annually. Exploration of the iron deposits began in 1954, and the first ironore pellets were shipped to Provo, Utah in August 1962. Indicated reserves of iron-formation (about 30 per cent Fe) are reported to be about 300 million tons.

THE rank of the Ruhr coal ranges from a high volatile bituminous coal to an anthracite, depending to some extent on the original depth of the seam. The average Ruhr coal corresponds to a soft bituminous American coal of a coking quality. The average thicknesses of individual coal seams being mined are also comparable (59 in. against 65 in. in the United States). However, consideration of seam conditions and mining conditions other than those just mentioned emphasizes differences rather than similarities with United States soft coal. In general, the Ruhr seams now being mined are much more folded and inclined than American seams. Dips of 20' and 30" are common in seams now being worked, and 30 pct of the coal reserves in the district are in seams dipping more than 35". Only on the tops and bottoms of folds do we find rather flat coal seams. In addition to the folding there is extensive displacement by cross faulting plus a certain amount of strike faulting of an overthrust nature, which results locally in doubling or omission of seams. Because of the long history of mining in the Ruhr, nearly all coal lying near the surface has long since been mined out, and we find that the average depth of mining is at present about 2300 ft below the surface. Deep mining, folding, and faulting result in seam conditions requiring a great deal more roof support than one finds in American soft coal mines. In fact only in the anthracite district and the Rocky Mountain and Pacific coal fields do we find somewhat similar conditions. It is easy to say, therefore, that the problem of mechanization of coal cutting and loading in the German mines is quite different from that which we have so effectively met in America with our mobile cutters and loaders, duck bill loaders, and a room and pillar system of mining our drift and slope mines. Partly because of more limited coal reserves, the traditional German mining system is largely the longwall method, which gives an almost complete coal recovery. Backfilling must be extensively practiced to protect the longwall faces, the over and underlying seams and workings, and especially the surface industrialized areas and barge canals. The German engineers have accordingly concentrated their efforts on the design of cutters, loaders, and conveyors suitable to longwall methods rather than room and pillar methods. Undercutters with cutter bars like American models have been in use in the Ruhr since well before World War 11. In 1941 they accounted for 8.5 pct of the production. This percentage, of course, includes coal which was undercut but nevertheless had to be broken down with air hammers or with explosives. The most common of these cutters is the Eickhoff Standard cutter (see fig. 1). This machine does about 95 pct of the undercutting in the Ruhr today, and is available with either compressed air or electrical power and in at least four different sizes. A variation of the cutter is this one with two cutter bars (fig. 2). At the end of 1947 about 200 of these machines and similar cutters were accounting for 13.2 pct of the total production, a production which was, however, only 60 pct of the 1941 production rate, so that the actual cutter tonnage was only up to a small amount over 1941. In 1941 about 3 pct of the production was accounted for by shearing machines making their cut perpendicular to the longwall face. They were similar to those used in the States. These machines are today considered obsolete and now account for only 0.7 pct of the total production. They are located at only a few mines and at present do not seem to have much of a future in the Ruhr. For the future, the Ruhr miner is looking forward to rather extensive mechanization of face work, with two major types of equipment being developed almost simultaneously. On one hand there is the development of cutter loaders for use in relatively hard coal. They represent the further extension of ideas developed after relatively long experience with the Eickhoff cutter. On the other hand there has been since 1942 an intense interest in the Ruhr in the development of face-stripping methods, particularly by the Kohlenhobel (coal plow) and its modification. At the end of 1947 these cutter loaders, Kohlen-hobels and scrapers together were actually accounting for only about 1.4 pct of total production while air hammers still broke 77.1 pct and as much as 1.2 pct was actually broken by hand picks. THE rank of the Ruhr coal ranges from a high volatile bituminous coal to an anthracite, depending to some extent on the original depth of the seam. The average Ruhr coal corresponds to a soft bituminous American coal of a coking quality. The average thicknesses of individual coal seams being mined are also comparable (59 in. against 65 in. in the United States). However, consideration of seam conditions and mining conditions other than those just mentioned emphasizes differences rather than similarities with United States soft coal. In general, the Ruhr seams now being mined are much more folded and inclined than American seams. Dips of 20' and 30" are common in seams now being worked, and 30 pct of the coal reserves in the district are in seams dipping more than 35". Only on the tops and bottoms of folds do we find rather flat coal seams. In addition to the folding there is extensive displacement by cross faulting plus a certain amount of strike faulting of an overthrust nature, which results locally in doubling or omission of seams. Because of the long history of mining in the Ruhr, nearly all coal lying near the surface has long since been mined out, and we find that the average depth of mining is at present about 2300 ft below the surface. Deep mining, folding, and faulting result in seam conditions requiring a great deal more roof support than one finds in American soft coal mines. In fact only in the anthracite district and the Rocky Mountain and Pacific coal fields do we find somewhat similar conditions. It is easy to say, therefore, that the problem of mechanization of coal cutting and loading in the German mines is quite different from that which we have so effectively met in America with our mobile cutters and loaders, duck bill loaders, and a room and pillar system of mining our drift and slope mines. Partly because of more limited coal reserves, the traditional German mining system is largely the longwall method, which gives an almost complete coal recovery. Backfilling must be extensively practiced to protect the longwall faces, the over and underlying seams and workings, and especially the surface industrialized areas and barge canals. The German engineers have accordingly concentrated their efforts on the design of cutters, loaders, and conveyors suitable to longwall methods rather than room and pillar methods. Undercutters with cutter bars like American models have been in use in the Ruhr since well before World War 11. In 1941 they accounted for 8.5 pct of the production. This percentage, of course, includes coal which was undercut but nevertheless had to be broken down with air hammers or with explosives. The most common of these cutters is the Eickhoff Standard cutter (see fig. 1). This machine does about 95 pct of the undercutting in the Ruhr today, and is available with either compressed air or electrical power and in at least four different sizes. A variation of the cutter is this one with two cutter bars (fig. 2). At the end of 1947 about 200 of these machines and similar cutters were accounting for 13.2 pct of the total production, a production which was, however, only 60 pct of the 1941 production rate, so that the actual cutter tonnage was only up to a small amount over 1941. In 1941 about 3 pct of the production was accounted for by shearing machines making their cut perpendicular to the longwall face. They were similar to those used in the States. These machines are today considered obsolete and now account for only 0.7 pct of the total production. They are located at only a few mines and at present do not seem to have much of a future in the Ruhr. For the future, the Ruhr miner is looking forward to rather extensive mechanization of face work, with two major types of equipment being developed almost simultaneously. On one hand there is the development of cutter loaders for use in relatively hard coal. They represent the further extension of ideas developed after relatively long experience with the Eickhoff cutter. On the other hand there has been since 1942 an intense interest in the Ruhr in the development of face-stripping methods, particularly by the Kohlenhobel (coal plow) and its modification. At the end of 1947 these cutter loaders, Kohlen-hobels and scrapers together were actually accounting for only about 1.4 pct of total production while air hammers still broke 77.1 pct and as much as 1.2 pct was actually broken by hand picks. THE controversy regarding the ,'probable future of the Mexican oil fields, and its relation to the oil industry of the United States, has led to the preparation of this paper. As has been predicted by several writers in recent papers, certain of the producing areas in the so-called "southern fields" in the Tampico Embayment have only a limited oil reserve. These areas are being pulled on by every pipe line in that region, and the length of time that they will continue to produce is a direct factor of the daily oil shipments of these companies. However, this is not the whole story, and in the following paragraphs an attempt will be made to show that the life of Mexican oil production will be a long one, and Mexican oil will continue to be a large factor n the market for an indefinite time after the areas mentioned above have been drained. The past and present producing fields will be discussed separately, in order-to establish a basis for comparison, the ,only method by which underground reserves 'can be estimated in these fields.

The increasing interest in the subject of electrical separation warrants the addition to what has already been written of a few lines covering the practical workings of the Tilly Foster mill under the direction of Mr. E. S. Moffat, General Manager. Since my last paper was presented to the Institute, Mr. S. P. Tomkins, the superintendent, has had thrust upon him for solution several problems complicated by the introduction of new conditions. 1. The richer portion of the lean ore dump, and that nearest the railroad track, having been worked up in 1890, the handling of the balance, including a largely increased amount of rock, could only be accomplished at an increased cost. 2. The tailings had accumulated close about the mill to such an extent that arrangements had to be perfected to move them further away.

ONLY two of the Institute's 26 Local Sections were unrepresented at the delegates' three sessions, held on Monday morning and afternoon and Thursday afternoon of the annual meeting. The Philadelphia and Wyoming Sections alone sent no delegates. In all, seven hours were spent most profitably in reviewing the work done by the Institute at headquarters and in the field, comparing ideas and practices in varied activities, and in establishing personal contacts. Cordiality and the co¬operative spirit marked the meeting and apparently no one had any serious grievances to air. Four motions were introduced and unanimously passed. The first, which was introduced by B. L. Sackett, was a recommendation by the delegates that a national committee be appointed to cooperate with Local Sections in the matter of student activities, to promote Institute welfare. It was agreed that this recommendation be made simultaneously to the Board of Directors and to the Mineral Industry Education Division. A subsequent resolution by A. M. Smith was passed asking that a part of the duties of this committee be to secure the opinions of Local Sections as to the most desirable methods of interesting students in the preparation of technical papers, by giving prizes or otherwise, and to report their findings at the Section Delegates' meeting next year.

INTRODUCTION The Overseas Private Investment Corporation ("OPIC") is a U.S. Government agency mandated to promote the economic development of the less developed countries ("LDCs") by assisting U.S. private investment in the Third World. Generally, investment decisions turn on the optimism or pessimism of the private sector's financial analysis of a project, with market price of product a major unknown in a very chancy set of projections. Discussions with American mineral companies, however, show that, more often than not, in developing country projects it is the political risks of investing in mineral exploration and extraction that pose the most serious deterrent to investment. In several of the projects described here, investments would not have been made if OPIC had not been involved providing support to the project sponsors and their funding sources. Clearly it is not OPIC's business to promote U.S. investment in a project which is not commercially viable, but OPIC's programs can neutralize the political uncertainties which act as disincentives to investment in otherwise commercially viable projects. That is to say, OPIC's programs are designed to reinforce market decisions and not distort them. Although OPIC is an independent agency of the U.S. Government, it is managed by a Board of Directors, the majority of whom come from the private sector. This, coupled with the statutory requirement that it be self-sustaining and operate with due regard for the principles of prudent risk management, requires that it operate on a business-like basis. Although established as a development agency, to the business public OPIC is both an insurance company and a lending institution, with two major programs which are available to U.S. investors in the minerals sector: its political risk insurance program and its finance program. Each has been specially tailored to the meet needs of the mining industry. The insurance program provides coverage against four basic types of political risk: Currency Inconvertibility, Expropriation, loss caused by War, Revolution and Insurrection and Interference with Operations as a result of an act of War, Revolution or Insurrection. Coverage against the risks of Civil Strife can be added to both War, Revolution and Insurrection coverage and Interference with Operations. Inconvertibility coverage provides protection against a deterioration in an investor's ability to convert local currency into U.S. dollars. This deterioration can be the result of either active or passive delays. Active delays consist of a change in exchange laws or regulations that leads to inconvertibility delays of 30 days or more. For example, if the exchange regulations at the time of contract execution allow an investor to transfer earnings equal to 18% of its registered capital per annum and the government of the host country later changes the law to allow conversion of only 12%, the insured would convert the 12% transferable under the new exchange regulations with the government foreign exchange authorities, delivering the remaining 6% to OPIC for conversion at 99% of the then prevailing rate of exchange. (OPIC does not cover devaluation risks.) Upon delivery of the local currency to OPIC, normally at the U.S. Embassy in the project country, the insured's account in the U.S. would be credited with dollars. Delays can also result from what is termed passive blockage, which includes administrative delays of more than 60 days (sometimes longer) caused by the bureaucratic tie-ups or pigeonholding of transfer requests, as well as delays suffered simply because the government of the host country does not have sufficient foreign exchange. The transfer procedure is the same as with active blockage - the local currency is delivered to OPIC in the project country and OPIC provides dollars in the United States at the then prevailing rate of exchange. The second coverage -- Expropriation -protects not only against the loss of the investment due to the well-known risks of expropriation, nationalization or confiscation by the host government, but also against

T HE ore-dressing problem at Tul Mi Chung is complicated by the unusually complex nature of the ores. These come from replacement ore- bodies in limestone at the contact with a granite batholith, and contain copper, gold, silver, bismuth, molybdenum, iron, arsenic, zinc, and lead, the first two metals constituting the principal sources of profit. Iron is present as pyrite, magnetite, and hematite. Arsenic occurs both as mispickel and lollingite (FelAsa), the latter carrying a certain amount of finely divided gold. The gangue minerals are those typical of limestone con- tact-metamorphism and include a large percentage of garnet, together with diopside, serpentine, calcite, epidote, zoisite, actinolite, 'mica and other minerals. A part of the gold occurs in a free state; some is combined with chalcopyrite and lollingite, and a consider- able proportion is contained in the pyrite. Researches towards the improvement of recovery have been energetically conducted since 1915. Amalgamation, gravity concentrating tables, vanners, can- vas plants, etc., have all been tried and discarded in favor of flotation. It was very quickly established that fine grinding was essential for satisfactory recovery. This was and is still accomplished in Hardinge ball and pebble mills. A comparative test showed that when the ore was crushed to the point at which it contained 20 to 26 per cent. coarser than 100 mesh, the gold recovery was only 55.9 per cent., whereas when crushed so that only 11 to 15 per cent. was coarser than 100 mesh, the gold recovery was increased to 82.5 per cent. No particular difficulty was ever experienced in making a satisfactory recovery of copper but the losses in gold were considered serious and led to the investigation described in this paper.

HAULAGE was one of the many problems to be solved in the successful handling of the Miami Copper Company's low-grade orebody. The ore extracted had to be increased from 1000 to 18,000 tons per 24 hours over the existing track-age and haulage way. This called for increased speed, longer trains, in¬creased car capacity, and a block signal system so as to maintain a fixed schedule and headway. The motive power in service at the time of this transition consisted of Baldwin-Westinghouse 6-ton trolley locomotives. (See Fig. 3.) These locomotives were purchased to handle twenty inverted-V-bottom side-dump cars of 60 cu. ft. capacity. Dimensions were limited as to height on account of ore chutes, width on account of short radius curves, and length of 12 ft. from bumper to bumper- so that the locomotives could be handled on the man and material hoist which has a cage length of 121/ ft. The limited length made it possible to bring the locomotives to the surface for periodic overhauling and major repairs such as changing wheel tires, gears, and
