"The Canada/Nova Scotia Mineral Development Agreement (M.D.A.) is a subsidiary of a five-year Economic and Regional Development Agreement, signed on June 11, 1984. The objectives of the M.D.A. are to strengthen and diversify the Nova Scotian mineral industry and to coordinate federal and provincial policies and programs. The agreement outlines the activities and responsibilities of each government, including the division of the cost (60:40, federal: provincial) between governments. The agreement established a framework for joint planning to avoid overlap or duplication of programs.The M.D.A. programs are broadly divided into five sectors (Table 1 and Fig. 1): Geoscience, Minerals Technology, Development, Firm Specific and Public Information. Each sector is administered by a subcommittee composed of one federal member and one provincial member. The subcommittees report to a Management Committee. The Canada/Nova Scotia Mineral Development Agreement (M.D.A.) Management Committee is made up of Dr. Jack Reeves from EMR and Dr. Richard Potter from the NSDME.The Geoscience subcommittee, co-chaired by Peter Giles (NSDME) and William Poole (EMR), manages the regional geologic, geochemical and geophysical studies in the province. Included in this sector are studies into mineral deposits and the basic geological relationships between mineral deposits.The Mineral Technology sector is co-chaired by the authors, Don Doyle (CANMET) and Pat Hannon (NSDME). This sector of the M.D.A. conducts studies into mineral processing, sampling, deposit byproduct commodities and project feasibility analysis."

Through the development of innovative in-line mineral quantification sensors, the possibility has arisen to apply modern control theory to implement automatic process control for electrostatic high tension (“HT”) roll separators. A pilot-scale set-up was constructed to enable continuous tests to be carried out. A typical dry mill feed was continuously pre-heated and separated with a modern lab scale HT roll machine. The mineralogy as well as mass-flow of the non-conductor stream was quantified in-line, and the combined streams were re-circulated in an endless loop by a combination of vibration feeders and a bucket elevator. A fractional factorial experiment was executed to determine the most significant control parameters of the HT roll separator. Then a multi-input, multi-output dynamic model of the HT electrostatic separator was extracted by the application of standard system identification techniques for automatic control. The most important control variable to ensure a stable product grade could be identified. This allowed a robust single-input, single-output controller to be implemented. The process variable and set-point was mineral grade and the control variable was electrode voltage. Roll speed was manually adjusted while the mineral grade was kept on set-point by the control system. The roll speed, where maximum mass flow and therefore maximum yield was produced on-grade, could therefore be rapidly determined. Atmosphere humidity and ore temperature served as disturbances. Some other adjustable parameters were kept constant during the experiments, namely feed mineralogy, splitter settings and feed rate. Delivery of maximum yield, with a controlled grade, can improve production while reducing the burden of complex manual tuning. Manual tuning previously involved coping with multiple parameters with uncertain cross coupling influences on the end result. Even the end result was typically only known after completion of mineral assays. Automatic grade stabilisation and yield optimisation for a HT roll separator bank requires in-line measurement of mineralogy and mass flow, as well as the implementation of a robust process control system.

Recovery of Precious Metals from Chloride Solution by Magnetite The development of environmental-friendly lixiviants as alternatives to cyanide and the increasing recycling activities to recover precious metals from waste materials have prompted researchers to find efficient methods and alternative sorbents to recover precious metals, such as Au and Pt, from aqueous solutions. This study explored the use of magnetite (Fe3O4) as a sorbent to recover Au and Pt from chloride solutions. Magnetite is a semiconductor and has the capability of transferring electrons both within the solid state and across the solid-liquid interface and has the ability to reduce metal species on its surface. The sorption of AuCl4- and PtCl62- from NaCl solution on commercial grade magnetite powder was investigated by batch-sorption experiments. The effects of pH, contact time, NaCl concentration and precious metal concentration on the recovery were studied. Sorption experiments revealed that magnetite exhibited selectivity towards other metals with the strongest affinity for Au. Both Au and Pt recoveries showed similar pH dependence curves, with peaks at pH 6 - 7. At this pH range, a maximum of 4.4 ¦mol Au/g Fe3O4 and 3.0 ¦mol Pt/g Fe3O4 were recovered after 24 h at an initial metal concentration of 0.05 mol/m3. Increasing the initial precious metal concentration increased the Au and Pt uptake amount by magnetite. It was also observed that the recovery decreased with high NaCl concentrations. The SEM images of the magnetite particles after the treatment showed that gold, which was confirmed by the EDX analysis, agglomerated and were deposited on Fe3O4 surface.

The New Zealand microcontinent is relatively well endowed with gold deposits; its past gold production per unit area of 3.2 kg/km2 ranks high on a world scale. Total recorded production (1857 - 1986) is about 854 000 kg and most of this gold was mined between 1861 and 1920. There has been a strong revival in gold exploration and mining since 1979, with exploration expenditure of around $15 million per annum and a declared gold production in 1986 of 1265 kg (886 kg in 1985). In addition to numerous alluvial gold recovery plants working small to medium sized deposits (mainly in Westland and Otago), there are five medium to large projects that have started production (Martha Hill), or have reached advanced stages of construction (Grey River dredge), permitting (Golden Cross and Macraes) or exploration (Globe-Progress). With the theme of û æUnderground Ore Handling SystemÆ, Kopanang Mine completed an extensive project on a specific system with technologies for the handling of ore from a dedicated drawpoint to the shaft system. The intended rail haulage tramming system had to be capable of handling the shaft design and Life of Mine (LOM) requirements. Kopanang is an AngloGold Ashanti gold mine situated in the province of the Free State in South Africa. In the Sotho language the name æKopanangÆ means to come together as a team. ItÆs an appropriate name given that 25 companies worked on this project. The future focus at Kopanang is to establish four mining levels between 3 to 4 km south-west of the shaft and two mining levels to the west. The mine has an expected life of almost 20 years and capital was approved in order to access this reserve to establish the infrastructure to handle the ore, hence this exclusive rail haulage tramming system of close to R40 million (SA rands), which took three years to construct. Apart from the fact that this system had to be capable of handling 6500 t per shift at a depth of over 2 km over a length of 3.2 km, some of the major considering factors were: safety, economic factors with improved labour productivity, efficiency and reliability, risk termination, and ergonomics. The system comprises two 20 t locomotives operating in a double header configuration from a dedicated draw point to a dedicated tip area for the reef and waste ore. With the objective of handling high speed and high capacity, this 200 t payload train is capable of running at 35 km/h powered from a 500 volt ac overhead line. Each loco consists of two 90 kW dc motors with ac/dc power conversion on the locomotive. For the system to operate at this speed, the rail system is constructed with Class 1 rails over the entire hauling distance. The tipping mechanism is unique and the span of 11 hoppers each with a load of close to 20 t is capable of tipping the pay load of 200 t in about 20 seconds hands free.

This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

Deep foundations in Washington, DC have played a role in the city?s development since the 19th century. Designers of government and commercial buildings sought deep foundations initially to minimize settlement of structures. As the western portion of the National Mall was made by filling in portions of the Potomac River, numerous memorials and monuments on the Mall required deep foundations. In recent years deep foundations have been used to allow underground construction for various reasons. Commercial developers have sought to maximize the use of sites by developing below-grade space for parking to meet code requirements and offset the limits on building heights. Underground museum and gallery space has been constructed to expand public space while preserving open space above grade. Access and security concerns have prompted the design of underground visitor centers rather than above-grade structures.

THE Eastern Magnetite Industry produced approximately 7,850,000 long tons of crude ore in 1945 from which was obtained approximately 3,650,000 long tons of shipping product or a ratio of 2.10 to 1. Lack of skilled or experienced miners was the greatest handicap. Veterans returning to work improved the underground labor shortage in some localities but as a whole the labor shortage was keenly felt throughout the industry. One cannot now predict what may be accomplished in 1946 but barring major steel strikes a worthwhile improvement can be expected. At the Richard mine of the Richard Ore Co., the shipping product for the year amounted to approximately 124,650 long tons of concentrate and lump ore. Crude-ore production was 160,600 long tons. The average analysis for lump ore was 63 per cent iron and for concentrates 66.05 per cent. The Warren Foundry and Pipe Corp. at their Mt. Hope mine produced 73,000 long tons of lump ore averaging 59.5 per cent and 57,000 long tons of concentrate averaging 67 per cent. The total mine hoist was approximately 209,000 long tons. Operations were commenced through the new Leonard shaft on Jan. 18; the Brown shaft through which operations had been conducted since 1912 caved beyond repair on Sept. 26. No one was injured but pumping facilities were somewhat disrupted. In order to reach designed capacity a total of 400 men will be required with 300 underground. Due to shortage of labor all operations in 1945 were concentrated on the 1700 level. As fast as men can be hired and trained development of the 2100 and 2500 levels will commence. Mt. Techniques have been developed for the dissolution of a wide range of rocks and minerals by a sodium peroxide sinter process. A olarge number of elements are determined by atomic absorption spectroscopy, and other elements such as arsenic and sulphur are determined by chemical analytical methods. The methods adopted to overcome inter-element and ionization effects on the atomic absorption results are discussed.

Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

In June 1929 the Bureau of Mines issued a 13-page information circular entitled "Mineral Wool," which was one of the first publications to present to the public Rome technical aspects of the mineral-wool industry. Since then several articles on the subject have appeared in the technical press as well as in publications of State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large number, and in 1935 it was decided to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for nubile distribution. With the cooperation of the industry, this survey was made, and Information Circular 6984, Mineral Wool, was published in January 1930. The issue was exhausted after a few months, and requests for copies continued to come to the Bureau. As opportunity arose, further field studies were made in American as well as Canadian plants. The present circular contains the essential information in Information Circular 6994 together with date from later field studies.

The location, features, quality, and extent of iron ore deposits are evaluated in this Bureau of Mines report. The results of pioneer beneficiation on Wyoming taconites and their success are discussed along with developments in the iron-ore mining industry, markets, and economics. Market potential, transportation, resource developments, taxation, cost of iron ore enterprises, and the future of Wyoming iron resources are evaluated. Although occurrences of iron ores in Wyoming were known prior to 1870, early production to 1900 was as a nonferrous metallurgical flux and as mineral pigment for paints. In 1901, the Hartville-Sunrise hematite deposits were available to the Western iron and steel industry and in 1962, the first western taconite operation was placed in production at Atlantic City, Wyo. This investigation disclosed the probability of other large iron deposits in Wyoming. Taconite in the Bradley Peak area of the Seminoe Mountains has a potentiality of 100 million tons; that in the Owl Creek Mountains may prove very large also. Pioneer beneficiation testing has been included, and results have been generally encouraging. Research continues on the large titaniferous magnetite deposits of Albany County, Wyo. At present high-density titaniferous magnetite is being mined and processed at Iron Mountain for heavy-aggregate and as a sized coating for underwater pipelines. Ample mineral raw materials needed for mining and processing Wyoming iron ores are available. Investments for iron-ore processing plants will generally be large, particularly for taconite and titaniferous magnetite.

In medium- to high-grade metamorphic terrains such as found in New York City(NYC), rock mass texture and mineralogy are important factors in predicting TBM penetration destiny. Integration of data from over two decades of traditional field and tunnel mapping suggest that hard-rock TBM penetration in the NYC area depends upon textural, mineralogic, and structural control. The bedrock of NYC consists of many different lithologic units of varying age, composition, texture, and metamorphic grade including many varieties of intrusive rock. In addition, brittle faults of numerous orientations cut the polydeformed crystalline bedrock, producing zones of highly fractured and disturbed ground and high water inflows. Pre-bid compilation of published bedrock data, drill core analysis by geologists to establish lithologic and mineralogic trends, integrated surface geologic mapping along a proposed alignment, and targeted petrographic and geotechnical investigations to characterize the rock mass conditions together constitute an important prelude to successful subsurface bidding and tunneling. A carefully planned program of as-built geological mapping, structural analysis, fracture class mapping, and monitoring of machine performance data provide important information for adjusting to changed conditions. In complex terrains, a clear understanding of the structural geology of any proposed tunnel line is the simplest and most cost-effective method to mitigate losses encountered during TBM tunneling.

San Diego’s Stadium Conglomerate consists of poorly cemented cobbles, gravel, sand, silt and clay. Conventional laboratory and in-situ testing is not suitable for characterizing its engineering properties. Although the formation is often considered a “rock” its behavior is more readily modeled using soil mechanics. Static and seismic design of a tunnel for the Mission Valley East light rail extension required that the stress-strain characteristics of the ground be identified over a broad strain range. Geophysical methods and field plate load testing were used to develop a full non-linear stress-strain model of the expected ground behavior. Quantification of the coarse material distribution was also required for selection of tunneling methods and construction considerations.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

Mining method selection is the first and most important problem in mine design. In this selection some of the parameters such as geological and geotechnical properties, economic parameters and geographical factors are involved. The mining engineer must balance the input parameters and select the method that appears to be the most suitable; mining method selection is both an art and a science. Distinguishing all parameters that have an effect in mining method selection and in the determination of weighting factors of any parameter is a difficult task in an ordinary environment. This paper attempts to determine important parameters that impact on the mining method selection and demonstrates the calculation of the weighting factors for each selected parameter. This study has been directed to the research of a methodology for the selection of an optimal mining method. Different fuzzy methods are presented as an innovative tool for criteria aggregation in mining decision problems. Two methods of fuzzy multiple criteria decision making are used for selecting the optimal method with which to mine anomaly No. 3 of the Gol-Gohar iron mine. This paper finally presents a comparison of the selection methodologies and further discusses the most appropriate method investigated.

Innovation encompasses all the scientific, technological, organizational, financial and commercial steps that need to be taken to put it into operation. Innovation combined with research and development makes it possible to perfect the product with consistency over time. Taking inspiration from the bases developed by the Austrian economist Joseph A. Schumpeter back in 1911, Danieli came up with the concept of “Innovaction” – a combination of Innovation and Action, to refer to the development and advancement of various products for the steelmaking industry, including the loop laying head for wire rod.
