This is the third of the series of reports on coal-mine royalties and leasing conditions in Illinois. The results of the study of District VI were published as Serial No. 2726, January, 1926, and those of District VIII as Serial No. 2745, April, 1926, of the Bureau of mines. The counties of Macoupin, Sangamon, and Montgomery, which are three of the principal coal-producing areas in the northern part of District VII, have been chosen for this report because these counties cover an entirely different part of the State than do the two districts already covered. Some leases in, Randolph and Washington counties are included as they are in the southern part of the district, and the data happened to be readily available.

Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. "A new device has been developed to directly measure the bubble loading of particle-bubble aggregates in industrial flotation machines, both mechanical flotation cells as well as flotation column cells. The bubble loading of aggregates allows for in-depth analysis of the operating performance of a flotation machine in terms of both pulp/collection zone and froth zone performance. This paper presents the methodology along with an example showing the excellent reproducibility of the device and an analysis of different operating conditions of the device itself.The device has been used to investigate the froth selectivity of attached particles. Simultaneous measurements were made using a different froth recovery measurement technique in the same flotation cell. A comparison of these techniques shows that in this case, particles are selectively detached from bubbles at or near the pulp-froth interface.INTRODUCTIONA flotation cell can be considered to operate in two distinct phases or zones; namely the pulp or collection phase and the froth phase. The pulp zone is responsible for the formation of hydrophobic particle-bubble aggregates, whilst the froth phase is responsible for the separation of these aggregates from surrounding suspended hydrophobic and hydrophilic particles. Thus, the froth phase is the grade determining phase in flotation. A measurement of the bubble load (the mass of particles attached to air bubbles in units of mass/volume) will enable the analysis of the performance of both the collection zone at creating bubble-particle aggregates and also the froth zone at separating these aggregates from surrounding pulp.A measure of froth zone performance that has been used extensively in flotation research is the Froth Recovery, Rf, of a particular system. Froth recovery is defined as the mass of particles collected in the concentrate launder by true flotation as a fraction of the mass of particles entering the froth phase. The measurement of bubble load allows for this term to be calculated easily, rather than having to go through the laborious task of, for example, changing froth depths to determine this performance criterion (Contini et al., 1988; Vera et al., 1999b; Feteris et al., 1987)."

Van Arsdale were appointed Tellers to count ballots for Officers and Directors. Messrs. T. T. Read, V. S. Harper, and. E. J. Hall were appointed Tellers to count ballots on revised spelling. The Finance Committee's audit for the year 1916 was approved and ordered filed. The Report of the Finance Committee upon the method of raising this Institute's share of the deficit on the additions to the building was approved and accepted. Upon the recommendation of the Secretary, increases in the salaries of some of the employees were approved. The St. Louis Section received an appropriation of $200 for the year 1917. The Columbia Section received an appropriation of $150 for the year 1917. The Montana Section received an appropriation of $100 for the year 1917. The Colorado Section received an appropriation of $175 for the year 1917. The Utah Section received an appropriation of $125 for the year 1917. The Puget Sound Section received a set of Transactions in standard binding. The International Engineering Congress received a loan of $300 until the Congress can realize upon some of its assets.

This paper discusses the pile foundation of tall buildings in Shenzhen region. For 156 constructed tall buildings exceeding 18 storeys, about 86. 5 per cent of the sum. The two main types of foundation used are the semi?machine?bored/slurry drilled cast?in?situ pile and the excavation pile (hand ?dug caisson). The engineering geologiical condition in Shenzhen was analysed. In general, the bed rock level is not too deep. It belongs to hard rock, but the geologic structure is more complex and the tectonic fissures is plenty. According to experiences of the researches, tests, designs and constructions of pile foundation, we present the basic design principle of pile foundations for tall buildings as follows; (1) pile strength control to select the pile type and to choice the cross sectional dimen­sions, must be in compliance with the strength of the pile. (2) bearing stratum strongly weathered, moderartely weathered and slightly weathered rock may be used as the bearing stratum. (3) bearing pile bored /drilled cast-in-situ pile designed as an end bearing pile. (4) friction pile precast concrete pile, prestressed concrete tubular pile and driven cast-in-situ pile designe as a friction pile. In case, pile design is in compliance with these principles, it may be safe, economical and reasonable.

Explosions in U.S. coal mines have caused death and injury to miners and destruction of workings since the first reported explosion in 1810. These explosions are caused when buildups of explosive gas and/or dust in the mine are ignited by the presence of a flame or spark. Methane gas is inherently generated and held by adsorption in coal and is normally liberated during mining. Because this gas is explosive in the range of 5%–15% by volume, fresh air is constantly supplied to the working face to prevent the methane/air mixture from reaching this explosive range. The required amount of ventilation air is based on estimates of gas release under normal conditions. Occasionally, unanticipated and unusually high emissions are encountered, which, despite normal ventilation controls, result in an explosive mixture that a spark from a cutting bit or electrical equipment can easily ignite. Investigations have shown that such emissions are often associated with anomalous geologic features or conditions. Although most operators are aware that certain geologic features may adversely affect productivity, few are aware of their potential as a gas emission hazard. This report presents a historical framework detailing the impact of geologic features on excess gas emissions and resultant mine explosions. It also provides operators with specific information on recognizing and alleviating potential hazards from methane emissions related to these geologic features.2

Support liners for underground applications include steel and timber sets, meshing and lacing, screen/mesh, shotcrete and thin support liners (superskins). Over the past few years, major advances have been made in the design and application of liners; especially shotcrete and thin support liners. For shotcrete in mines these advances include the common use of slick-lines to solve logistics problems, the design of alkali free accelerators, the use of synthetic fibres and the new generation application equipment. The field of thin support liners is a new one but advances have been dramatic. This paper discusses the progress made and the need for standardization in definitions and testing for thin support liners. It concludes that the newer technologies have a huge potential positive impact on the industries, from both safety and cost points of view. Le chemisage de soutènement pour extraction souterraine comprend des cadres d’acier ou de boisage, mailles et chapeau, cribles/mailles, béton projeté et des chemisages minces de soutènement (super-peaux). Dans les dernières années, des progrès considérables ont été fait dans la conception et application des chemisages, en particulier les chemisages de soutènement en béton projeté et les chemisages minces. Pour le béton projeté dans les mines, ces progrès comprennent l’utilisation courante de lignes de minerais broyés fin pour résoudre des problèmes de logistique, la création d’accélérateurs sans alcali, l’usage de fibres synthétiques et d’une nouvelle génération d’outillage. Le domaine des chemisages minces de soutènement est très récent mais les progrès ont été rapides. Cette étude présente les progrès accomplis et discute du besoin de standardisation dans les définitions et les tests pour chemisages minces de soutènement. La conclusion est que les technologies nouvelles présentent un énorme impact potentiel positif sur les industries, du point de vue à la fois de la sécurité et de la rentabilité. In Bezug auf Spritzbeton in den Gruben schließen diese Fortschritte den allgemeinen Gebrauch von Rutschbahnen ein um Logistikprobleme zu lösen, das Design von alkalifreien Akzeleratoren, den Gebrauch von synthetischen Fasern und die neue Generation von Anwendungsausrüstung. Der Bereich der dünnen Unterstützungsverkleidungen ist neu, aber die Fortschritte sind drastisch gewesen. Diese Arbeit behandelt den erzielten Fortschritt, die Notwendigkeit der Normierung in den Definitionen und in der Prüfung dünner Unterstützungsverkleidungen. The control of converter slag chemistry and slag viscosity has played an important role in optimizing converter operations. A thermodynamic model of copper P-S converter and a viscosity model of converter slag have been used to predict the chemistry and viscosity of converter slag. The effect of oxygen potential, SiO2/Fe in slag, detection of slag blow endpoint, and temperature on slag viscosity, liquidus temperature of converter slag and skimming operation has been discussed. Some applications of the industrial operations have been presented.

A coal burst is defined as the sudden, violent ejection of coal or rock into a mine opening. Coal mines in the North Fork Valley (NFV) of Colorado?s Gunnison River have a long history of coal bursts in a wide variety of settings. These have included longwall and room-and-pillar, development and retreat, and single- and multiple-seam mining. In contrast to other coalfields, where bursts are typically associated with strong, massive sandstone and extremely high stress, many bursts in the NFV have occurred beneath shale roof and some distance from the most highly stressed locations. The goal of this paper is to attempt a systematic study of the entire burst history in the NFV, in order to gain insight into their characteristics and causes. The primary sources of information are the reports of investigations conducted by the Mine Safety and Health Administration (MSHA) Roof Control Division over the past 15 years. This paper provides details on the geologic mapping conducted as part of these investigations, as well as a regional plot of burst locations using a Geographic Information System. The mapping indicates that many of the NFV bursts have been associated with structural features, including low-angled faults and well-defined zones of high-density jointing that exhibit little or no displacement. Some of these features appear to extend for several miles, impacting more than one mine.

Mining engineers are ready to take a big step into a new field-oil mining. To understand the subject, one must look at the world's oil supply and demand as well as petroleum technology successes and failures. The US has an abundance of solid hydrocarbon and uranium energy resources, but 75% of its energy for industry, transportation, manufacturing, and space heating comes from liquid petroleum and natural gas. So there are increasing efforts to discover new oil reserves; today the number of drilling rigs operating in the US is at an all-time high. But with 80% of the world's wells already located in the US and Canada, good new exploration prospects are difficult to find. The cost of drilling deep new wells has also greatly increased. The US faced a similar situation in the early 1950s, when primary oil production declines began. During that time, the petroleum researcher introduced secondary recovery techniques such as water flooding and gas injection. This increased the average amount of extractable oil from discovered US reservoirs from 17% to 33%. Production soared and the world petroleum price remained stable until the end of the 1960s. Secondary recovery techniques were then supplemented by tertiary oil recovery technologies-increasing sweep efficiency with such things as CO2 injection-that are, so far, only partially successful in most petroleum fields. Even so, these technologies could raise cumulative recovery expectations to 35-38%. The "lost" oil in depleted US reservoirs equals 48 km3 (300 billion bbl) of conventional oil, or 12 times the current recoverable reserve base. At the present rate of US consumption-1 km3/a or 6 billion bbl/a-this is enough to run the US for 50 years without importing any oil. Moreover, there are 16-24 km3 (100-150 billion bbl) of as-yet unrecoverable heavy oil and tar sands in the US.

This paper describes a numerical method for calculating the three¬-dimensional stresses and displacements induced by tabular excavations in a rock mass consisting of parallel layers of distinct material properties. The method is based on the superposition of numerical solutions for elementary displacement discontinuities in a parallel layered rock mass. The method can be used to analyse complicated excavation layouts such as those encountered in room-and-pillar or longwall mining. The method can automatically take into account the effect of the earth's surface. The method offers an economic and efficient solution to stress analysis problems which cannot be adequately modelled using two¬-dimensional methods and for which the expense of three-dimensional finite element or general boundary element analysis cannot be justified.

This report describes research by the Bureau of Mines on alternative materials-handling strategies for reducing the costs and incidence of back injuries in low-seam coal mines. Strategies recommended for redesigning materials-handling tasks include elimination of tasks, mechanization of tasks, and matching lifting tasks to the physical capabilities of underground miners. The report also discusses other methods that can be used by management to reduce the costs associated with back injuries.

For 11 years, under authorization of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325), and amendments, the Bureau of Mines has carried on an extensive research and development program to establish methods for producing oil from coal and from oil shale. This act was passed by the 78th Congress primarily because of the stress of wartime demands for liquid fuels to supply our armed forces during World War II. The act was progressively extended by the 80th and 81st Congresses, as later peace-time demand for oil and oil products continued to increase.

Anaconda initiated an extensive underground exploration and discovered a super gene copper blanket which was developed into a small open-pit mine-mill operation that ran from 1970 until the depletion of the copper ore in 1974. East West Minerals, an Australian public company, purchased the mine in 1986 and operated for only seven months producing a single bulk lead-zinc concentrate. In 1995, Breakwater acquired the Restigouche Open pit and Caribou underground deposits. Breakwater began milling operations in July 1997 but Caribou Mine failed to commercialize production, and the company decided to shut it down in August 1998, because of declining metal prices. The mill was plagued by mechanical and design problems, but deficiencies in metal recoveries prevented the operation from reaching desired levels."

This article presents the results of an analysis of grinding of 1:1 mixtures of 4x8-mesh quartz and limestone in laboratory ball and rod mills. From these experiments, the amount of energy consumed in grinding each component of the mixture was determined. In the ball mill, limestone consumes slightly more energy than quartz in the initial stages of grinding, but as the grinding proceeds quartz begins to consume a slightly greater fraction of the energy. The postulate that the fraction of energy consumed by any material in a ball mill is proportional to its volume fraction has been shown to be approximately true. On the other hand, in a rod mill energy consumption by quartz and limestone is equal only in the initial stages of grinding, with energy consumption by quartz greatly exceeding that by limestone as rod milling proceeds. Preferential energy consumption in tumbling mills has been discussed in a number of papers. For example, from an analysis of the kinetics of comminu- tion in ball mills, Arbiter and Bhrany' obtained rate equations based on the postulate that only coarse particles are ground, indicating that fine particles are protected from the action of the balls by coarser particles. In rod mills this protective action is much more pronounced than in ball mills. Recent studies on the rod milling of limestone-quartz mixtures have shown that this protective action causes the mineral with the lowest grindability (quartz in this instance) to consume the greater fraction of energy. 2 However, in the ball milling of mixtures it has been postulated that the consumption of energy by one of the constituents is determined by its volume fraction within the mill. 3 Possibly this hypothesis may be a simplification of the ball milling of mixtures since the protective action suggested by Arbiter and Bhrany may result in some preferential energy consumption by one of the constituents of a mixture. The objective of this study has been to determine preferential energy consumption in laboratory ball and rod mills by analyzing size distributions of each material in the products obtained from grinding 1:l mixtures of quartz and limestone. Engineering and economic evaluations were performed by the Bureau of Mines on 14 Frasch sulfur, 1 native sulfur, and 21 metal sulfide operations in 11 market economy countries. The evaluation included discounted-cash-flow rate-of-return economic analyses at 15 pct to determine the average total cost of production of these two commodities and the potential availability of elemental sulfur (8) and pyrite concentrate. The Bureau evaluated the potential availability of elemental sulfur and pyrite concentrate. Approximately 279 million metric tons (Mmt) of pyrite concentrate at 46 pct 8 is potentially recoverable from 422 Mmt of in situ metal sulfide ore. Nearly 89 pct of the total pyrite concentrate is available at an average total cost of production below the January 1984 pyrite concentrate market price ($43/mt). About 185 Mmt 8 is potentially recoverable from 253 Mmt of in situ elemental sulfur. About 99 pct of this sulfur is available at an average total cost of production below its January 1984 market price ($131/mt).

Twin-roll casting is an integrated casting and rolling process that involves the continuous solidification of a melt and the plastic deformation of the solidified metal between two rotating rolls. Computer modeling is a valuable tool to help engineers understand the metallurgical process during twin-roll casting. However, commercially available software can only model either the fluid flow/heat transfer of the melt or the plastic deformation of the solid, but not both. In this study, an object-oriented finite element program was developed to simulate the steady-state fluid flow, solidification and plastic deformation of an A7,31 magnesium alloy in a horizontal twin-roll caster. The melt, the mush zone and the solid were treated as a generalized Newtonian flow in an Eulerian reference frame and different constitutive equations were employed to describe the material behaviours. The effect of operational parameters on the solidification process was discussed based on the simulation results.

The Fort Knox Mine is located in Alaska?s interior, where the average ambient air temperatures range from -24°C (-11°F) in January to 16°C (61°F) in July. The mill processes a free-milling gold ore utilizing both a gravity recovery circuit and conventional cyanide leach/carbon-in-pulp circuits. Mathematical models have been developed to accurately predict the impact of leach circuit slurry temperature on gold leaching, carbon adsorption and cyanide destruction kinetics. Additionally, an energy-balance approach has been used to model the seasonal variations in slurry temperatures throughout the Fort Knox mill. The energy-balance model, combined with the kinetics models previously developed to predict plant performance, was used to justify a tailing thickener installation at the Fort Knox Mine. This paper describes the development of the energy-balance model and its prediction of plant performance assuming a tailings wash thickener to reduce heat loss from the mill. Also presented is an analysis of the post-project plant performance that validates the model and shows that the mine produced an additional 596 kg (19,155 oz) of gold while reducing mill reagent costs by $6,302,000 during the first 38 months of operation.
