"INTRODUCTION This report describes a method of horizontal drilling in an oil-producing formation underlying a 400-acre, approximately square plot of land in the Franklin Heavy oil field in Sugar Creek Township, Venango County, Pa. The method, which was developed on two previous projects in Ohio, 3/ consists of sinking a shaft to the bottom of a shallow oil sand and drilling holes in a general horizontal plane outward from the chamber in a pattern similar to that of the spokes of a wheel. The project was undertaken by the Venango Development Corporation in an attempt to find an efficient method of recovering oil from partly depleted sand formations.The Venango Development Corporation is composed of the following oil-producing and oil-refining companies and individuals: South Penn Oil Co., Forest Oil Corporation, Kendall Refining Co., Minard Run Oil Co., Quaker State Oil Refining Co., The Pennzoil Co., Alliance Oil Corpo¬ration, United Refining Co., Franklin Creek Refining Corporation, Canfield Oil Co., Pennsylvania Refining Co., Page Oil Co., Freedom Oil Co., D. W. and D. S. Grant, and J. P. Herrick, C. M. Davison and N. V. V. Franchot. Engineering features of the project were supervised by a committee off three engineers A. J. Saxe, chairman, W. M. Shoemaker, and C. N. Pfohl, who supervised the excavation of the shaft and the drilling of the first two holes by alternately spending a week at a. time at the project. The drilling method was under patent license from Leo Ranney, who served as technical advisor to the Venango Development Corporation; in addition, he furnished the design for the shaft and work chamber."

"The most economical way of dewatering mineral concentrates is to reduce the moisture content in the material mechanically using thickeners and filtration avoiding thermal drying whenever possible. In addition to this, the dewatering process should produce low moisture cake, high quality liquid, consume little energy. As a part of the dewatering process The CERAMEC® capillary filter has been proven to meet these requirements in over 150 installations. The filtration is done by using ceramic filter plates with small pore size. The capillary action in the filter medium secures gas free filtration at good vacuum, and due to the small pore size, filtrate is crystal clean and particle free. The energy consumption is minimal. This paper will discuss results from filters installed at Pyhäsalmi Mine Oy in Finland where the technology was has been used since the late eighties. Results from more recent installations like Los Pelambres in Chile and LKAB in Sweden will also be discussed.INTRODUCTIONThe idea of using capillary action to make dewatering more efficient was invented two decades ago. Ten years later whole filter plants utilizing the new method were delivered to mine concentrators for dewatering of mineral concentrates. Further development of ceramic membrane plates made it possible to meet the requirements in iron ore dewatering. In addition to low cake moisture, high capacity and low energy consumption, there are a lot of environmental advantages in using capillary filtration. A novel separation process for detoxifying cadmium-containing residues arising from zinc hydrometallurgical processes has been developed. An initial investigation indicated that a high concentration of zinc in the sulfate solution can be effectively separated from cadmium by solvent extraction with P204 (di(2-ethylhexly)phosphoric acid, D2EHPA). The mixture of sulfuric acid and ammonium citrate ((NH4)3C6H5O7) is thus used to extract metals from the residue at room temperature. Copper in the leachate is recovered by solvent extraction (SX) with LIX 973. Cobalt in the raffinate from the copper SX process is recovered by precipitation with a-nitroso-ß-naphthol. The results show that more than 50% of the copper and virtually all the zinc, cadmium and cobalt in the residue can be leached under the experimental conditions used here. Virtually all dissolved copper and cobalt can be recovered in the subsequent solvent extraction and precipitation processes. The presence of (NH4)3C6H5O7 could significantly facilitate the extraction of zinc by D2EHPA in the subsequent separation of zinc and cadmium. More than 97% of the dissolved zinc can be recovered through a two-stage counter current solvent extraction process. After separating copper, cobalt and zinc, cadmium can easily be recovered from the solution either by cementation with zinc powder or by electrowinning, while the purified solution can be recycled back to the leaching process.

Hydrophobic materials that are robust to harsh environments are needed in a broad range of applications. Although durable materials such as metals and ceramics, which are generally hydrophilic, can be rendered hydrophobic by polymeric modifiers, these materials deteriorate in harsh environments. Here it is shown that a class of ceramics comprising the entire lanthanide oxide series, ranging from ceria to lutecia, is intrinsically hydrophobic. Their hydrophobicity is attributed to their unique electronic structure, which inhibits hydrogen bonding with interfacial water molecules. In addition, this work demonstrates that these ceramics sustain hydrophobicity even after exposure to high-temperature environment (1000 °C for 2 h in air). It is envisioned that this class of robust hydrophobic materials will have far-reaching technological potential in various industrial applications, where water repellency and dropwise condensation are desirable.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

This paper presents experimental evidence that supports the use of bromine/bromide as a potential alternative to conventional cyanidation for gold leaching. The study evaluated a brominebased lixiviant, Stabilized Bromine, with considerably lower vapour pressure than liquid bromine. Using a rotating device, the rate of gold dissolution was determined at various concentrations of this reagent. The reactivity of pure pyrite, arsenopyrite and chalcopyrite minerals was also evaluated in stabilized bromine reagent. Furthermore, bromine leaching of gold in a number of gold bearing ores was undertaken. Results showed that significantly higher gold recovery can be achieved with bromine than with cyanide when leaching gold encapsulated in sulphides, but bromine consumption was high owing to simultaneous oxidation of the sulphides. The greatest promise for the bromine leach process was with oxidized gold ores. The recovery of gold from oxide ores with bromine was comparable to that achievable with cyanide and bromine consumption was reasonable when leaching was conducted at a near neutral pH of ~6. In the case of oxidized gold ores containing copper mineralization, it is possible that bromine consumption may be lower than cyanide consumption, since there is evidence to suggest that bromine is less reactive than cyanide with copper minerals.

"A combination of oxidation and precipitation was used to eliminate cyanide from gold milling effluents. Preliminary laboratory work developed with both synthetic cyanide solutions and with industrial effluents indicated that ozone can easily destroy free cyanide and weakly complexed cyanide (i.e. copper and zinc cyanide). In this case the reaction is quite fast and seems to be controlled by the mass transfer of ozone to the solution. Experimental results indicate that free cyanide and weak-acid dissociable cyanide in mill effluents can be reduced to less than 1 ppm. However, the iron-cyanide complexes proved to be quite resilient to destruction with ozone and they remained in the solution even after most of the free and weakly complexed cyanide was destroyed with ozone. These results were confirmed in a pilot trial developed at the Sphinx plant in northern Quebec.To deal with the problem presented by the presence of the iron complexes two different approaches were studied: use of a combination ozone-ultraviolet light oxidation, and the precipitation of iron-ferrocyanide complexes in the residual solution after ozonation. This last method proved quite promising since reduced the total cyanide levels of industrial solutions assaying as much as 250 ppm to less than 1 ppm of total cyanide. Control of the · pH of the solution was the key to obtain the precipitation of the iron complexes. The use of iron to precipitate cyanide complexes has the advantage of being less expensive and less toxic than copper (used by the Inco process)."

Based on the principle of life cycle assessment (LCA), municipal solid waste management (MSWM) was analyzed by life cycle inventory method. According to the system expansion and substitution method, the content and frame of life cycle analysis is summarized and applied to municipal solid waste. On the basic of feasibility research of life cycle analysis on MSWM, the paper put forwards complete and concrete ?three changes? measures under life cycle analysis on MSWM. Some aims of MSWM can be achieved under above conditions of LCA on MSWM: to improve the current system efficiency of MSWM; to enhance the serve quality of MSWM, to increase recycle garbage from MSW; to reduce waste amount and reach minimization and innocuity aim of MSWM; to help the departments of MSWM to get over all difficulties to realize their ideal goals.

Northern Australia leads in world-class mineral deposits' is a bold statement. First there must be a starting point. Land north of the Tropic of Capricorn (23¦ 26' 5") will be regarded as Northern Australia covering nearly 40 per cent of the land surface of Australia. As opposed to land south of the Tropic of Capricorn, it should be regarded as Tropical Northern Australia and for the sake of brevity, (TNA) Refer Figure 1. Apart from the tyranny of distance from centres of power and population in the temperate zone, it suffered in the past from the belief that the tropics are unsuited for European workers and from the lack of infrastructure. Outstanding mineral deposits of iron, base metals, gold and diamonds, discovered and developed in the past three decades, provided the substance for the title. There are many world-class mines producing and there are mineral deposits neutralised through Government policy. TNA can maintain its lead in world-class mineral deposits provided Government policy will stop partitioning the land and decreasing that available for exploration. Let's look at what we have that is world-class. In Western TNA iron ore deposits at Paraburdoo, Mt Tom Price, Marandoo, gold at Telfer, diamonds at Argyle. In central TNA uranium at Ranger and Jabiluka, lead-zinc-silver at McArthur River, gold at the Tanami, manganese at Groote Eylandt and bauxite at Gove. In eastern TNA Mt Isa, Hilton, Century zinc-lead, bauxite at Weipa, gold at Kidston, Mt Leyshon, magnesite at Yamba and coal mines in the Bowen Basin. Those mines or deposits stand out yet are only an indication of the numerous lesser mines and of mineral deposits depending for development on market demand and/or changes in Government policy, eg 'The Three Mines' policy. Very large areas of mineral rich structures in the western, central and eastern parts of TNA are concealed below flat lying comparatively young unmineralised sediments. The Great Artisan basin sediments in eastern TNA can and do host oil shale and non metallic minerals. Nearly 40 per cent of western TNA is covered by the Great Sandy Desert. The Canning Track, with a series of 54 wells, was constructed by surveyor Alfred Canning in 1908 - 1910 with great difficulty. It extends 1700 kilometres from Halls Creek in the north to the gold town of Wiluna in the south, through the Great and Little Sandy Deserts. Gold explorers are following favourable structures extending to the north east below the sediments and sand hills covering the track. Half of central TNA's mineral structures are concealed by the Tanami desert and the Cretaceous sediments covering the pastoral regions of the Barkly Tableland and the Daly Waters to Top Springs pastoral areas. The Georgina Basin in the south eastern section is part of the concealment.

India is the third largest producer of coal and the fourth largest in terms of coal reserves in the world. However, new research quite ironically projects that despite the continuing growth in domestic coal production, the country’s exploding economic growth will position it to be the biggest coal importer by 2020. India’s inability to meet the domestic coal demand is mainly attributed to low rate of production, increasing stripping ratio, non use of appropriate technology etc. of coal mining operations here. Presently Indian surface mines which have to shoulder the onerous responsibility of augmenting the coal extraction rate at an even brisker pace are mulling bigger, better and more efficient operations ensuring commensurate rise in stripping work as well. This mammoth task can be accomplished only by deploying smart technologies. In this perspective, cast blasting of overburden emerges on the horizon as a promising alternative for enhancement of the production and productivity of Indian open-pit coal mines.

The location of a decline shaft portal can have far reaching implications if the geotechnical conditions are not suited for safe and cost effective excavation. Ideally the portal should be positioned in an area where the excavation requires minimal support and the portal can be formed in reasonably competent rock. In many cases, however, the shaft is linked to an underground mining plan and the shaft may have to pass through poor ground conditions. Determining the optimal position at which tunnelling can commence i.e. the portal, is critical and requires a thorough geotechnical investigation. Methods used to acquire information for the assessment of the ground conditions are discussed in this paper. Selection of the appropriate methods is dependent on the anticipated ground conditions, the phase of investigation and restrictions due to site access and budget. Non-invasive techniques are often used during preliminary phases and invasive techniques for the detailed investigation. The methods used during each phase of investigation are discussed. Two case studies are then presented to provide examples of the investigative methods used in two different environments. The first being a flat featureless site with thick soils and deeply weathered bedrock, while the second is a mountainous site with differentially weathered rocky outcrops. Based on these cases, it is clear that an understanding of the geology and geomorphology of the site is vital to the final geotechnical assessment. The Haile mine has been the outstanding gold-mining operation and the largest single producer of gold in the Appalachian region. Gold was discovered at the Haile in 1827, previous to the present operation, production has been nearly $4,500,000 (gold at $20.67 per ounce.) from somewhat over a million tons of ore, with an average extraction of about 70 percent. The Haile property, now operated by Haile Gold Mines, Inc., is in the southern part of Lancaster County, South Carolina, 3-1/2 miles northeast of the town of Kershaw and 55 miles north of Columbia, the State capital. (See fig. 1.) The corporation has a lease and purchase contract on 1,805 acres, covering the present productive area. In addition, it holds lease contracts on 1,500 acres additional adjacent to this area.

Electric Arc Furnaces keep evolving into highly powerful melting units, shrinking taptotap times by increasing the effectiveness of the energy sources and the material fluxes used in the process. Steelmakers are targeting to increase the efficiency of their injection package in order to reduce the overall conversion costs, seeking for technologies specifically designed to promote the metallurgical reactions in a predictable and reproducible process automatically controlled at the correct timing. Many technological enhancements have focused in the gas management, improving the burner design and the penetration capacity of oxygen injectors, dedicated to decarburization and the other exothermic reactions. Instead, lower evolution efforts have been addressed to engineered solutions for managing the addition of solid materials required in slag forming, although they are playing a key role in EAF process optimization, as well. The paper describes the latest solutions designed to manage efficiently the injection of fuel, oxygen and powdered materials in several EAFs and presents the operational results achieved. Accurate control of reliable additions of coal, lime and magnesia proved crucial for the control of the slag FeO and viscosity, generating stable foamy slag and producing cleaner steel.

The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened in scope, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and non-metallic mines. These circulars are as follows: Injury Statistics (Miners' Circular 51), dealing with general statistics on injuries from accidents at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all injuries.

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

Recycling of rare earth magnet wastes is essential to insure the stable supply of rare earth resources. For the development of a novel recycling process, the removal of rare earth oxide from an off-spec alloy magnet was investigated by melting the alloy magnet at 1503 K together with fluoride flux, LiF-50 mol% NdF3 and LiF-?25 mol% NdF3-25 mol% DyF3. After melting, the separation of magnet alloy from the fluoride flux was achieved, and neither suspension of alloy in the flux nor suspension of flux in the alloy was observed. Oxygen concentration in the alloy decreased from 5000 mass-ppm to 160 mass-ppm by utilizing 1.5 times of equivalent amount of flux needed to completely dissolve the oxide. The investigated process is suitable for mildly contaminated waste such as a used (end-of-life) magnet because of its simplicity, low energy consumption and small limitation on location for operation.

Introduction The Outokumpu copper mine is situated in eastern Finland, 50 kilometers west of the city of Joensuu or 225 kilometers directly north of the city of Viborg (Viipuri), which is situated at the eastern end of the gulf of Finland (Figure 1). The ore-body was discovered in 1910 by Dr. Otto Trüstedt after two years of careful, scientifically-directed, search. During the early period of development of the mine, the ore was treated locally and the copper re-covered by an electrolytic process. Now the ore is concentrated by tables and by flotation. The concentrates are shipped to Germany for refining. In 1929 the mine produced 150,000 tons of ore from which between 20,000 and 25,000 tons of flotation concentrates containing 20 per cent copper were produced. Profits in 1929 were approximately half a million dollars, but the present price of copper will affect very seriously the profits for 1930. The ore reserves are given as between 7 and 8 million tons (1). The grade of ore is stated to be 4 percent to 6 percent copper, with a little zinc.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Once upon a time, the process engineer developing the design criteria for a new saprolite ferronickel smelter had it easy: most ores were around 2.5% Ni, with a Fe/Ni ratio of 4 to 5 and a SiO2/MgO ratio of about 1.6; to use the French word: garnierites. The ferronickel grade selected was the conventional 20 to 25% Ni and the impurity levels could be predicted from well established [C], [Cr] and [Si] vs (FeO) graphs. However the process engineer can no longer depend on statistics to design smelters: Ni grades are decreasing while the goethite contents are increasing; SiO2/MgO ratios vary from 1 to 3; and Al2O3 concentrations are reaching levels that cannot be ignored. Mechanistic models must be developed to select or predict essential parameters such as kiln and furnace reductions, ferronickel grade, slag losses, metal and slag liquidus, operating temperatures, etc. But these models must be simplified so that they can be used on a routine basis; and they must be calibrated against a wide range of commercial operations in order to yield the most realistic predictions possible. The present paper proposes one possible approach, using FactSage as a basic source of thermodynamic data. The predictions thus obtained are compared to actual performance for two well documented operations, as well as to the predictions made with other tools that might be more accessible.
