"Rare earth resources usually contain minor amounts of radioactive elements. The most widely recognised sources of radioactivity are associated with thorium and uranium. However, also present in the resources are isotopes of rare earth elements (REE) that are themselves radioactive, including lanthanum (La-138), lutetium (Lu-176) and samarium (Sm-147). These radioisotopes, as well as remnants of the natural thorium (Th-232) and uranium (U-238, U-235) decay series, can contribute to significant levels of radioactivity in mixed REE concentrates and in separated products. Levels such as these can present challenges for transport, transboundary movement, product storage, workers’ health and safety, as well as waste management issues at the facilities that separate out the individual REE’s. These are discussed in this paper. A particularly challenging radioactive isotope is Ac-227 (a decay product in the U-235 decay series). Actinium behaves chemically similar to lanthanides and hence normally concentrates with REE multi-element composites. Reliable analysis of Ac-227 is not widely available and the methodology required to deal with this challenge is briefly described. A principle reason for minimization of radioactive content throughout REE processing is restrictive specifications by concentrate purchasers in order to reduce waste management challenges. Approaches to the minimization of radioisotope content in REE concentrates and separated products are outlined in this paper."

This report summarizes the work performed under USBM contract J0100018. The purpose of this work was to document the currently available noise control techniques that can be incorporated into new coal preparation plants during the design stage. This was accomplished by reviewing the related experience of the contractor and subcontractor (Bolt Beranek and Newman Inc.), conducting an extensive literature search, visiting operating coal preparation plants, and contacting various equipment manufacturers. The treatments addressed include equipment substitution, changes in plant layout, and retrofit treatments for existing equipment.

Steele: The global nuclear power industry is a major contributor to the electrical needs of the world. Though generation by nuclear reactors has primarily attracted attention through the reactor accidents at Three Mile Island and Chernobyl, nuclear power continues to quietly and safely provide power to a growing and power-hungry world population. As of March 2008, 30 countries were operating 439 nuclear power reactors. Nuclear power plants provided about 15 percent of the world?s electricity production in 2007. France leads the world in nuclear utilization, with 77 percent of its power coming from nuclear plants. And Lithuania, Slovakia and Belgium each derive more than 50 percent of their power needs from nuclear plants. For much of the developed world, nuclear generation has already been contributing significantly to the supply of electricity. Additionally, 34 new nuclear plants are under construction in 14 countries. Leading the rush to build new nuclear generating plants are China, Russia and India. Each of these countries is building six new nuclear power plants. These 18 plants, totaling almost 12,000 MW of generation capacity, will require about 7.25 kt (16 million lbs) of U3O8 for their initial fuel load and will consume about 2.45 kt/a (5.4 million lbs/year) for the rest of their operating lives. The rest of the world, outside of the United States, has used nuclear power as a viable and economic generation alternative since the commercialization of utility nuclear reactors. And current activity supports the strong future of the nuclear alternative internationally.

The paper point out the Angostura deposit is located in Colombia. The Angostura deposit, located within the Eastern Cordillera of Colombia is hosted by Triassic-Jurassic quartz monzonite and quartz diorite porphyries emplaced into Precambrian gneisses of the Bucaramanga Group. Silicification, pyritization, sericitization, alunite and pyrophyllite and other alteration and indicator minerals suggest a high sulfidation origin for the strong hydrothermal alteration. Major faults and shear zones occur in the area with NE, E-NE, E-W, WNW, NW and N-S directions. Analysis of geological results and structural modeling has also demonstrated that there is potential for additional high-grade ore shoots within the presently known mineralized structures. Delineating these structures should result in an increase of overall grade and contained ounces.

INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. The peacetime activities of the Bureau's petroleum and natural-gas program have been reoriented to serve the needs of a national-defense program. When the United Nations sent troops to Korea after the North Korean Army crossed the 38th parallel in the latter part of June 1950, the Bureau's coordinated national program on petroleum and natural gas, with each major project forming an essential member of its framework, was carefully reviewed by those in charge of the work. As a matter of fact, the era of normalcy in which the petroleum and natural-gas research of the Bureau of Mines prospered during the fiscal year 19502/ was no sedative to the need for alertness on a national-defense front. The program, although conducted along peacetime lines in general, was scanned critically and repeatedly during that period to see where - if the need should arise -the emphasis could be shifted from peace to defense or war. Judging from the experience of two wars, it would not be long before the Bureau would be asked to use its trained technical personnel in applying techniques already learned in peacetime research to the requirements of munition and fuel needs of national defense. Near the end of January 1951, petroleum and natural-gas engineers of the Bureau of Mines began a comprehensive study of reservoir conditions in the Canyon Reef fields of Scurry, Borden, and Kent Counties, Tex. This work was preceded by published analyses of crude oils from Scurry County as early as April 1950. Well-informed persons in industry have estimated that these fields hold reserves that will yield 3 to 6 billion barrels of stock-tank oil. Although generally accepted good operating practices have been followed, engineering tests have shown that the natural energy, except in some favorable parts of the reservoir, will not be adequate for obtaining a high percentage of recovery. Correct information regarding the extent and availability of this vast reservoir of hydrocarbons is therefore of great concern to the Petroleum Administration for Defense in carrying out its responsibilities under the Defense Production Act.

The Coal Mining Engineering Branch of the New South Wales (NSW) Department of Mineral Resources, in its continuing effort to improve coal recovery from underground coal mining operations, has undertaken a study of the mechanics of sub-surface deformation caused by caving of the extracted area behind retreating longwall faces. The strata movement was monitored by a multi-wire borehole instrumentation system consisting of mechanical anchors installed at different horizons in a borehole extending from the surface to the coal seam. The mechanical anchors were connected to the suspended weights on the surface by stainless steel multi-strand wires. The movement of these weights was monitored as the longwall face approached and retreated past the borehole. The anchors started subsiding as soon as the face retreated past the borehole and continued to subside until the subsidence levelled off when the face retreated 900 m past the borehole. The zone of major caving and bed separation extended to roughly 10 to 13 times the extracted seam thickness and high tensile strains developed inthis zone. The bulking factor of broken strata was less than 1.14 which indicated that the roof layers collapsed in big blocks. The goaf compaction was almost complete when the face retreat was 200 m. Low tensile strains prevailed in the strata overlying the zone of caving and bed separation.

"Since the publication of empirical cyclone models by Lynch and Rao in 1975 and by Plitt in 1976, the technical literature on this subject has consisted primarily of reports of applications, with only a few articles discussing basic modifications or enhancements in model form. In fact, most of the modelling eff ort in this period has been concerned with theoretical models based on the hydrodynamics of multiphase flow. (Preliminary resutls have been encouraging, however, it will be some time before this approach reaches the practical application stage.) This paper presents a review of empirical cyclone modelling technology, with an emphasis on developments since the mid 1970s. The topics addressed include homogeneous and heterogeneous ores, parameter estimation techniques, parameter confidence intervals, and the introduction of a new conceptual model of cyclone operation.IntroductionSince their first reported application in the mineral industry by Driessen (1939), cyclones have become a common unit operation in all of the process industries. The widespread use of the cyclone stems from its relative low cost and its versatility. It can be employed to carry out liquid-liquid, solid-liquid and solid-solid separations. It is the area of solid-solid separation which is of greatest interest to a mineral processing engineer. Historically, this area was divided into two application categories: (I) Separation according to density, the cyclone washer, and, (2) Classification according to particle size, the cyclone ciassifier. (When water is the carrier fluid, the cyclone is more often called the hydrocyclone. For the purposes of this paper the two names are used interchangeably). Classification is the principal application in mineral processing circuit s. Within this category, the cyclone is most commonly employed to provide some positive control over the size distribution of product from a grinding circuit. Other uses include sand-slime separation prior to froth flotation and mill tailings treatment, either for dam construction or in backfill preparation."

Perturbations arising from mining operations significantly affect the stability of rock masses, and the influences aggerates with the rapid increase of mining-operation depths during recent years. The subsurface structures with major discontinuities subject to seismic hazards resulted from the shear-slip behaviors of rock masses. In order to identify the shear-slip regime of discontinuities and calculate seismic moment and seismic energy involved with shear-slip behaviors, we use discrete element modeling to study the shear slip failure along discontinuities in an underground mine. The recorded characteristic and properties of sub-contacts in DEM provide a basis for computing and visualizing the temporal and spatial distribution of seismic moment and seismic energy with mining operations. We computed the seismic energy and seismic moment using the numerical modeling method and the analytic method. We compared the result of summing seismic energy and seismic moment from the subcontacts of numerical models and the result of the analytic method. We confirmed that this tool can be used in comparative analyses. We also found that seismic moment and seismic energy, associated with shear stress drop and shear displacement increase, accumulate in the vicinity of major discontinuities. Mining operations at a greater depth cause greater changes of seismic moment and seismic energy, leading to a higher risk of inducing seismic hazards. Quantifying seismic potential using discrete element modeling can greatly facilitate the investigation of instability of geological discontinuities and thereby can help estimate the potential of seismic hazards.

Since the last paper on mining methods was presented to the Annual Conference of the Australasian Institute of Mining and Metallurgy in 1:960, numerous advances have been made in drilling and blasting techniques at Mount Morgan. This paper describes the drilling and blasting methods being employed in the open cut. The change over to track mounted percussion drills for all types of primary drilling is almost complete and new techniques such as detergent drilling and pressure loading of ANFO are being applied successfully.

"Highland Valley Copper is a conventional truck-shovel mining and flotation concentrator operation located 75 km southwest of Kamloops, British Columbia (Fig. 1).The ore is situated within a porphyry copper deposit and is mined at a rate of 135,000 mt/day from two separate open pits. The nearby mill produces concentrates containing 375 million pounds of copper and 5 million pounds of molybdenum metal yearly. In the Valley pit, head grades are roughly 0.40% Cu at a 0.23% Cu equivalent cut-off. The Valley pit strip ratio currently sits at 0.55:1 with waste quantities made up of separate rock and unconsolidated overburden units. From the mill, concentrates are trucked to nearby Ashcroft and then hauled by rail to ocean port facilities in Vancouver. The mine employs 950 people and is planned to operate until 2009. The operation is a partnership between Teck Cominco (63.9%), BHP Billiton (33.6%), and others (2.5%). Management is shared by the two principal owners and directed by a management committee."

Loveday (National Institute for Metallurgy, Johannesburg, Republic of South Africa) - The paper and subsequent technical note' describing a method of determining the parameters of the three-parameter size-distribution equation developed in the paper were read with much interest. This equation was also used at National Institute for Metallurgy (NIM) to describe size distributions in grinding tests, because it was necessary to have a single equation to describe the size distribution at any time during a test. A graphical method also was used to determine the three parameters, and the use of this method as an alternative to Professor Harris's latest method is discussed here. Although mining is an old industry its management is quite a new science, and its complications are now being recognised as demanding expert knowledge in many branches of technical and professional education. Not the least amongst these isaccountancy, for probably its most important problem is "How to control the expenditure." Unlike most businesses a mining company stands almost entirely in the light of a purchaser in the world's markets, and not as a seller, except say for product so the established and perfected systems of modern industries cannot be adopted for mining purposes. For this reason it has been left for late years to consider the matter seriously, and now a number of well-managed concerns have devised costs systems to suit their own requirements.Very little, however, has been published and even that is disjoined and difficult to make use of. Some of the costs systems in vogue, although elaborate and imposing, are not of very great value for keeping check on wasteful expenditure, or for displaying the commercial effect brought about 'by any particular change in practice, or by an addition or alteration to a portion of existing plant.

"Acid recovery is an important process step in pickling and leaching processes. Pyrohydrolysis in spray roasters and fluidized beds is a well-established technology to recover hydrochloric acid, but the hydrolysis in the liquid phase is more and more considered as an alternative new process route. The characteristic features of these three processes will be discussed along with select industry trends. For example, hydrochloric acid based leaching processes for ilmenite and nickel laterite ores produce far larger volumes of waste acid streams than the steel industry. Scaling-up of the spray roasting technology to the highest possible capacity is necessary in order to become more cost effective. In addition, process routes based on ferric chloride pyrohydrolysis allow the production of super-azeotropic HCl (up to 30 wt.%). Finally, the new ECOmode concept optimizes the operation of both pickling lines and the spray roast acid recovery plant. Long term results from industrial applications show that fuel savings in the spray roaster of 25% are easily achieved without additional process steps. An attractive feature is also to upgrade existing installations to higher plant capacities.INTRODUCTION Pyrohydrolysis is the conversion of metal halides into metal oxides at elevated temperatures in the presence of water vapor. Reaction products are a hydrogen halide gas and a metal oxide. The process was originally developed and introduced into the market by ANDRITZ Ruthner in the 1960’s. It has found wide technical application in the field of acid recovery and oxide production. The introduction of this process has revolutionized pickling technology. The use of hydrochloric acid has strongly increased over the last decades, since pyrohydrolysis is available for the total recovery of waste pickle liquors from mild steel pickling, as illustrated in Figure 1.Chloride media are also used increasingly in the metallurgical industry. Oxide production processes for Mg, Co, Ni, and Al have been installed. Processes using hydrochloric acid are known for the leaching of ores as well as for the re-extraction of metals from organic solvents. In both cases the recycling of HCl is of substantial importance to achieve highly economic processes and to reduce waste."

The heat of formation of scandium sesquioxide (Sc203) has not been measured previously, and existing values for gallium sesquioxide (Ga203) are subject to large uncertainties. As a consequence, thermodynamic calculations involving these oxides hare lacked scientific exactness. This paper reports newly determined values of the heats of formation of gallium and scandium sesquioxides at 298.15° K., by combustion calorimetry. The corresponding free energies of formation are derived from heat and entropy data.

Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

"The Raglan orebody and concentrator has been the subject of study in Process Mineralogy at Falconbridge since 1998. (Lotter and Tuzun, 1998) The orebody is classified into three distinct textural groups, or end members. These are referred to as disseminated, net-textured, and Massive Sulphides, and differ in terms of mineral grain size, nickel grade, hardness, and mineral association. In this paper, it will be shown that the sampling and characterisation of each end member on an individual basis develops a higher-level understanding of the processing requirements and behaviour of the mixture of ore as presented to the mill.The end members have been used in robust prediction of recovery at various grind size p80 from laboratory scale High Confidence Flotation Tests. Weighted mean mixtures of the end members have been mathematically combined to determine impact of textural distribution on metallurgical performance as a function of grind size.The ore end members also vary in hardness and breakage mechanism and have been used to model throughput capability for existing, optimized and retrofit grinding circuits. This modeling has provided a range of expected throughputs as the relative proportions of each end member varies.Finally, the differing grinding requirement per end member has led to the development of grinding and flotation strategy that increases rougher flotation recovery and provides flowsheet options for a concentrator expansion. This leads to further understanding of the plant performance as a function of ore mixture."

Since then, the division has become established in various industries such as ferro-alloys and non-ferrous metals, and in numerous other special applications. During the evolution of this technology, more efficient units with longer lifetimes were developed. Today, especially the potential of DC-based smelters, raises worldwide attention, with some projects having already started to implement this kind of technology. This paper evaluates SMS Siemag?s general viewpoint regarding the potential application of DC smelter technology and possible options for the ferro-alloy and non-ferrous industry. SMS Siemag is currently executing a FeCr project in Kazakhstan, where four of the world?s largest closed-type DC smelting furnaces, with a power input of 72 MW, will be installed. These furnaces include the latest technological features of modern DC smelters, which are described in this paper. SMS Siemag has started a long-term research and development project allowing a direct comparison of AC versus DC technology on a large scale, using a recently installed 1 MVA test furnace at the IME at the University of Aachen, in Germany. For open-type ferro-alloy and Si-metal furnaces, SMS Siemag has developed an energy recovery system, which is presented in this paper.
