Rock preconditioning in advance of mining was shown to be an effective means of rock-burst control based on the results of a field demonstration carried out on the 7700 level of the Hecla Mining Company's Star mine. Mining through the preconditioned zone was characterized by greatly reduced rates of released seismic energy and no bumping or rock bursting occurred within the preconditioned zone. Mining above the preconditioned zone was characterized by greatly increased rates of released seismic energy and rock bursting, particularly where the vein became very narrow in waste zones. This increased incidence of rock bursting points out the need for stope preconditioning to be carried out on an entire stope block basis. The data obtained from the monitoring of the mining above the preconditioned zone on the 7700 level will be extremely useful in evaluating any future stope block preconditioning experiments on the lower levels or the Star mine.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

New York City contains extensive deep deposits of glacial lake varved silt and clay, often overlain by organic soil. An 18 story building was proposed for Manhattan's upper East Side in one such area where bedrock is approximately 200 ft deep. Various pile and caisson alternatives were considered extending through the glacial lake soil to rock, but all proved beyond the project budget. Laboratory testing showed that the glacial lake deposits were preconsolidated. A test pile program using auger cast piles bearing in the glacial lake deposits proved that such piles could safely carry a load of 60 tons per unit. The auger cast pile scheme was estimated to be more economical than a deep pile alternative. A further benefit was that the vibration-free pile installation procedure posed less risk to adjacent structures which had been founded at shallow depth in fill above organic deposits and were stressed and cracked due to prior settlement. The project was designed with the anticipation that the glacial soils beneath the tips of the piles would produce a building settlement of 1 to 2 inches. The building was constructed in 2001 and 2002. It has been completed and is now occupied. Settlement data show that the building is performing as predicted. The auger cast pile scheme founded in a compressible stratum has proven to be successful and is a very unusual foundation alternative.

A prototype EM Location System was fabricated and tested at the Geneva Mine near Dragerton, Utah. This system consisted of six manpack transmitters and six manpack receivers covering the frequency band from 900 Hz to 2900 Hz as well as a six channel receiver designed for use, in a helicopter. Tests showed that EM signals from lightweight (3/4 lb) transmitters could be detected both on the surface and from a helicopter through as much as 4450 ft of relatively high conductivity (2 X 10- 2 mhos/m) overburden. Furthermore, the resulting field strength profiles could be used to determine source location to within 150 ft of the actual surveyed location in the mine. Modifications were made to a Monitoring, Locating and Communications System being tested at the Bruceton Mine, Pittsburgh, Pennsylvania. These modifications have improved the performance and quality of the paging and voice telephony mode of the system. Subsurface receiver modifications have improved reception of voice downlink signals.

Recently it was shown the total energy method of spectrochemical analysis is suitable for the quantitative estimation of many of the elements of which ores are composed. It was shown how this method can be applied to the determination of germanium, tin, and lead. Continuing, this work, the present report deals with analyses for beryllium, zinc, cadmium; and indium. There are three basic problems in these investigations. The first is to study the influence of those elements that make up the greater part of an ore sample on the spectral-line intensities of the elements for which analyses are being made, the latter generally being the minor constituents. The second is to develop proper methods for the preparation of standard spectrographic curves. Finally, we are concerned with improvement in equipment and procedure, so that greater accuracy can be achieved. As discussed previously, it is better to study as groups those elements that belong to the same group in the periodic table because their spectra are similar. Beryllium, zinc, and cadmium are thus related. Indium was included in this work because it is, associated with zinc and cadmium in zinc ores.

T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.

Tin deposits in Catron County, New Mexico, were explored by the Bureau of Mines under authority of the Strategic Minerals Act of August 1939. The investigation covered both lode and placer deposits and was later extended to deposits in Sierra County. Six of the known deposits were examined by E. D. Gardner, supervising engineer of the Southwest Experiment Station of the Bureau of Mines, and S. G. Lasky, a geologist of the Federal Geological Survey, in June and July 1939. It was recommended that the more promising occurrences be explored by test pitting, trenching, and sampling. Field work, under supervision of M. E. Volin, began in September and continued through December 1939. The area was mapped by Carl Fries, Jr., of the Federal Geological Survey, in 1939 and 1940. The La Cruz Development Co. acquired control of the Squaw Creek placer claims in 1942 and began active sampling and development preliminary to large-scale operations. The result of this work showed a considerably higher tin content than that found by the Bureau of Mines in 1939. Because of this report and reports from other parts of the district that large-scale operations for the production of tin from lode deposits were possible, it was recommended that the Bureau of Mines resample parts of Squaw Creek and conduct a mill test of lode material to determine whether a concentrate could be made that was high enough in tin and low enough in iron to be acceptable in American smelting practice. This work, under the supervision of Paul L. Russell, was begun in November 1942 and completed in January 1943, during which time the Sierra Metals Co. acquired control of a large area in Sawmill Canyon. At the suggestion of the Federal Geological Survey and the War Production Board, which had reason to believe that a great deal of commercial material existed on certain flatlands and gully slopes, the project was extended to include test pitting and sampling of those areas. This work was completed in February 1943.

This bulletin presents a summary of available information regarding the sources of uranium, radium, and vanadium, the methods used in treating the ores, and the uses of the finished products. In particular the paper describes the ores found in the United States, giving especial attention to those characteristics of the ores and the conditions of their occurrence that affect mining and treatment. This article explores the Fray Farthing Chen (FFC) Cambridge process, a novel method for the electrochemical deoxidation of metal oxides in molten salt, discovered at the University of Cambridge in 1997. The process was hailed as a highly promising, potentially low cost, novel method for the production of titanium metal direct from its oxides. The article should inform researchers in the field of some of the challenges in the commercialization of a novel, high profile process involving multiple stakeholders. The author, former senior process engineer at British Titanium Plc, the company originally tasked with commercializing titanium production via the FFC Cambridge process, reviews the latest literature and discusses past and present progress in the pursuit of low cost titanium metal via this process. The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

Notable among the latest examples of this trend is the Bobolink mine of the Binkley Mining Co., at Seeleyville, Ind.,. eight miles from Terre Haute. This is only one of the Binkley company's operating properties; in all, the company owns or controls 26 mines, in fourteen seams. A whole new group of non-ferrous pyrometallurgical processes with the ability to utilize tonnage oxygen and capture sulphur dioxide were developed and commercialized over the period 1940s–1980s. Many of these earlier process developments were undertaken with limited knowledge of the process chemistry and influence of key process variables; in many cases, piloting helped provide much new physico-chemical data, but gaps remained. The second generation versions of these technologies of today provide all the primary copper, nickel and lead produced worldwide by pyro-metallurgical smelting. Further, process development has continued and a new generation of copper and lead smelting technologies have also been developed in China since the 1990s. The older reverberatory and blast furnaces have been progressively replaced by the newer technologies—a good example being the introduction in 1992 of the copper IsaSmelt technology at the Mt. Isa smelter in Australia where the former fluid bed roaster and reverberatory furnaces were replaced by a single new smelting unit, together with an acid plant for sulphur dioxide collection. The development of these new technologies was made possible by investment in fundamental and applied research. The lesson for the future is, in order to sustain these improvements, continued investment in research and development capability is required—to do otherwise is to risk obsolescence and lack of competiveness in the world market. Dr. Peter Hayes at The University of Queensland is one of the many researchers and process engineers who have contributed to the fundamental understanding of metallurgical processes over this period of rapid change in technologies. The present paper briefly outlines some of the many contributions Peter Hayes has made to the understanding of kinetics, mechanisms and phase equilibria in metallurgical systems, and metallurgical process development.

Cable bolt supports are becoming an important ground control technique in underground mines in the United States and Canada. They show great versatility and are adaptable for use with many mining techniques, they have high load-carrying capacities, they can be installed in small areas with low roots, and they are cost effective. Investigators in a number of research institutes in North America have conducted studies to assess the material and support properties of cable bolts, evaluate their support capabilities under various mining conditions, and provide design criteria for using cable bolt supports as roof control systems under varying mining conditions. While conducting these studies, personnel have collected important information on the history, application, performance, and economics of these supports. This U.S. Bureau of Mines report documents this information so that ground control personnel unfamiliar with cable bolt supports can gain an understanding and appreciation of their use. A comprehensive bibliography of technical information on cable bolt supports was selected by the authors and is also presented.

This study was conducted to identify, evaluate, and develop procedures to minimize or eliminate safety hazards associated with the electrokinetic dewatering process, such as toxic and volatile gas emissions, electrical shock, accidental detonation of explosives, electrochemical corrosion of metal appurtenances, and possibly others. The identification, evaluation, and procedure development were based on pertinent literature, existing safety regulations, interviews with mine personnel, physical and mechanical properties of the electrokinetic dewatering process, and physical characteristics of the material to be dewatered. The electrokinetic dewatering process was described in detail. Potential safety hazards were identified and evaluated. Procedures and/or safety regulations were developed to minimize or eliminate the potential hazards. It was recommended that the electrokinetic dewatering process when used in deep metal mines be properly monitored to obtain additional information on other potential hazards that possibly exist.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

The condition-based monitoring system is an important innovation for reducing the downtime of costly, heavy earth- moving machinery (HEMM). Vibration severity measurements were made on the HEMM located at the Gevra Project, the largest coal opencast project in India. Whenever the vibration severity levels exceeded the permissible limits, necessary actions were taken to replace the defective parts of the ma- chine. The systematic vibration monitoring of 120-t (132-st) dumpers, followed by corrective measures led to a substantial increase in component life (8.18% for an 445E Dressor and 28.44% for an MK-30 Unit Rig). The associated costs (including spareparts) were reduced by 21.55% and 25.74%, respectively. Because of the reduced downtime, savings for these two dumpers over the period from March 26 to June 25,1998, were of the order of Rs.26.47 (US$0.649) million.

This publication presents abstracts of articles and investigations pertaining to the utilization of fly ash. The terms "fly ash" and "flue. ash," as' used in most of the papers, refer to the ash from pulverized-coal firing collected by electrostatic precipitators or mechanical collectors. Several investigators do not define the material on which they report beyond calling it fly ash, but they probably refer to the fine material resulting from burning pulverized coal. A few of the papers report on investigations involving not only the use of fly ash but boiler slag as well. These can be identified by the title of the articles. Bibliographical information and the abstracts are arranged according to the date the papers were published, with the most recent listed first. With the continually increasing use of pulverized-coal firing, profitable disposal of the fly ash is becoming a problem of greater importance to many utility and industrial companies. Also, in recent years, the public demand for cleaner air, and the more highly efficient fly-ash collectors available have resulted in the collection of a greater percentage of the fly ash produced. The solution to better utilization of fly ash has, therefore, been the object of research for some years.

"The first known use of activated carbon dates back to the Ancient Egyptians who utilized its adsorbent properties for purifying oils and medicinal purposes. Centuries later, the early ocean going vessels stored drinking water in wooden barrels, the inside of which had been charred. (However, by modern definition the carbon used in these applications could not truly be described as activated.) By the early 19th century, both wood and bone charcoal was in large scale use for the decolorization and purification of cane sugar.However, it was not until the beginning of the First World War that the potential of activated carbon was really capitalized upon. The advent of gas warfare necessitated the development of suitable respiratory devices for personnel protection. Granular activated carbon was used to this end as, indeed, it still is today.By the late 1930's there was considerable industrial scale use of carbon for both gaseous and liquid phase application and new manufacturing processes had been developed to satisfy the needs of industry. During the 1939-1945 war, a further significant development took place - the production of more sophisticated chemically impregnated carbon for the removal of both war and nerve gases."

The present paper briefly outlines some of the many contributions Peter Hayes has made to the understanding of kinetics, mechanisms and phase equilibria in metallurgical systems, and metallurgical process development.

Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.
