Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

The author has published papers on the Split Set System earlier (References 4, 5, 6) The Split Set System holds promise to be a revolutionary development in the field of ground control. The system produces an interior reinforcement to a rock mass which: 1. Is simple in its concept. 2. Adjusts to the degree of restraint needed to match rock properties. 3. Provides a yieldable support and, later, a more rigid support as it is needed. 4. Pre-loads the rock in compression to increase stability. 5. Is a full-contact, fully tensioned device to resist rock loads. 6. Minimizes the stress concentration effects inherent in many interior support devices. 7. Improves safety for the miner. 8. Is cheaper than a grouted system. 9. Offers the rock mechanics engineer an opportunity to design in a fashion not before possible.

Petro-diesel is a common collector for coal flotation, but the partitioning of diesel range organics (DROs) in process streams has not been widely studied. Preliminary research suggested that under normal dosing schemes total residual DRO contents in process waters should be limited to the sub-ppm water-soluble fraction (WSF). Further, polycyclic aromatic hydrocarbons (PAHs) should partition proportionately with DROs. The purpose of this study was to confirm these findings in laboratory flotation tests. Total DRO and specific PAH contents were measured in the waters associated with the concentrate and tailings streams. The results show that concentrate waters consistently had higher amounts of DROs than tailing waters. Moreover, the DRO contents in both streams generally increased with increasing diesel dosage. In line with preliminary research, DROs appeared to be limited to the WSF, and PAHs tended to partition proportionately with DROs. Under typical operating conditions, it appears that residual DROs should not present an environmental concern, but conditions should be avoided that allow significant overdosing of diesel.

Longwall coal mining in southern Illinois occurs beneath some of the best agricultural land in the U.S. This region is characterized by highly productive, nearly level, and somewhat poorly drained soils. Subsidence from longwall mining causes changes in surface topography which alters surface and subsurface hydrology. These changes can adversely affect agricultural land by creating wet or ponded areas that can be deleterious to crop production. While most subsided areas show little impact from subsidence, some areas experience total crop failure. Coal companies are required by law to mitigate subsidence damage to cropland. The objective of this study was to test the effectiveness of mitigation in restoring grain yields to their pre-mined levels. The research was conducted on sites selected to represent conventional mitigation techniques on the predominate soils in the area. Corn (Zea mays L.) and soybean [Glycine max.(L.) Merr] yields in 1988, 1989, 1990, and 1991 from mitigated areas were compared to yields from nearby undisturbed areas. There was no significant (a=0.05) difference in soybean yields averaged over the four years. Average corn yields, however, were significantly lower than reference areas. The impact of subsidence and mitigation is variable and site specific. Results were also related to weather. In wet years, yields in mitigated areas tended to be depressed. This research demonstrated that mitigation of subsidence damage can be successful.

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands under the main shipping channel in Biscayne Bay. Five cross passages (CPs), spaced at 200m centre to centre, provide emergency access between the two tunnels, as shown in Figure 1.The CPs were constructed by open-face excavation methods but the particular geological conditions at the project site (loose and variable carbonate sedimentary strata with very high permeability) required specific ground treatment solutions to provide safe excavation conditions and to ensure the long term serviceability of the permanent works construction. Where access allowed, ground treatment was performed from the ground surface using deep-mixing techniques; however, at two locations (CP2 and CP3) surface access was restricted and ground treatment by freezing, performed from the tunnels, was required. The CPs are 12.3m long with an excavation diameter of 5.8m and are located up to 30m below the water table partly or wholly within the Key Largo limestone (termed Layer S7 in the ground model). Layer S7 is a coralline limestone having a metastable honeycomb structure and high variable porosity. At CP2 the upper portion of the excavation was within the overlying Anastasia Formation limestone (Layer S6), comprising a highly permeable coquina. The geological profile along the project is shown in Figure 2.This paper presents aspects of the freeze design and the risk mitigation necessary to successfully achieve the construction of the CPs in the unique geological conditions."

Es más, los hidrocarburos aromáticos poli-cíclicos (PAH por sus siglas en inglés) debería segmentarse de manera proporcional con los compuestos orgánicos de diesel (DRO). El propósito de este estudio fue confirmar estos resultados en pruebas de flotación realizadas en laboratorio. Se midieron los contenidos totales de DRO Y PAH en aguas asociadas con los flujos o corrientes de concentrados y relaves. Los resultados muestran que las aguas con concentrados tenían de manera consistente mayores cantidades de DRO que las aguas de relaves. Es más, los contenidos de DRO en ambos flujos generalmente se incrementaban con el aumento de la dosis de diesel. De acuerdo con la investigación preliminar, los DRO parecían estar limitados a la fracción soluble en agua (WSF) y los PAH tendían a segmentarse proporcionalmente con los DRO. Strictly defined, a stull is an inclined or horizontal timber support; a vertically placed timber is defined as a prop. Common usage allows the catchall term "stull" to refer to all such uniaxial mine support, regardless of orientation. Typically a stull is a round wooden column that is wedged in place to provide short-term auxiliary support between sill and back, or between hanging wall and footwall. Stulls may be used exclusively or in con- junction with other support systems such as roof bolts, shotcrete, or cribbing. Stulls are used both as local temporary support in stoping operations and for uniform systematic support installations. Where stoping areas are to be abandoned soon after excavation, stulls may be used to provide temporary support during mining operations. Where controlled caving and subsidence is required, stull supports are designed to fail in a systematic, predictable manner. Wood type is selected on the basis of availability, price, and load carrying characteristics. Coniferous woods are typically used, especially to carry heavy ground loads. Brittle woods are generally avoided because of their tendency to fail suddenly. Gradual yielding failure is preferable to sudden, unexpected failure of the support. Some usage of wood from deciduous trees such as cottonwood and other poplars has been reported in Grants, NM. These stulls reportedly mushroomed as the ground load increased but continued to maintain their structural integrity. Stulls fabricated from structural steel are used in special applications. Adjustable lengths are commercially available in mechanical, hydraulic, and pneumatic designs. The high cost of mechanical stulls limits their use to mining systems where recovery and reuse is possible. End blocking, also called headboards or footboards, uses wood blocks that are placed between the stull end and the ground they are supporting. The blocks are typically 50.8 to 101.6 mm (2 to 4 in.) thick, 203.2 to 304.8 mm (8 to 12 in.) wide, and 381 to 609.6 mm (15 to 24 in.) long. End blocking serves to distribute the support over wider back area. Compression of the end blocking gives visual indication of wall movement prior to failure of the stull. A common application of the stull is in flat-bedded uranium mining during pillar extraction. Many western US uranium mines use a pillar pattern development to delineate the irregular ore pods. After development of an appropriate sized pillar, the ore pillars are then sequentially mined out, leaving the undercut hanging wall or back to cave. Where thickness of the ore is less than 4.3 m (14 ft), stulls are generally used to provide ground control as the pillar is removed in slices. Experience dictates the density of stull placement. In general, the number and size of stulls should be sufficient to resist ground closure and to provide support for drilling and loading operations adjacent to the pillar. Stulls next to the mining face are often lagged 0.9 to 1.2 m (3 or 4 ft) up from the floor (or sill) to confine the blasted ore to a passage next to the pillar. Mucking is simplified by this confinement. Experience dictates whether back control along a mining face requires removal of stulls to allow con- trolled subsidence of the back or hanging wall. Without caving or closure, abutment pressure can create poor ground conditions near the pillar.

There are many different machine design parameters and variables that affect the production of cone crushers in a mineral processing plant. One of these variables is the speed at which the cone gyrates. In June 2012, pilot tests were conducted to determine the production and operating conditions over a wide spectrum of speeds. mining operations will have variations in the ore characteristics and feed rates that result in non optimal use of the crushing energy and inconsistent process control. This study documents the measured variation in production and energy efficiency with two operating modes. Overall, the results match the theory, and the capacity and power fluctuated by 25% and 17%, respectively, when operated at full capacity, with an overall trend of slightly coarser discharge size distribution as the speed decreased. Using a fixed feed rate, the crushers had 4-14% higher production when operating at the optimal speed. Secondary analysis showed that the power draw consistency and magnitude of power spikes could also be improved by optimizing the cone speed. Varying the speed of the crusher can be used to tune the crusher during commissioning, adapt to changing ore conditions over long periods of time or be used as a dynamic input into an advanced control system. each action above would serve to make the crusher(s) more productive, more energy efficient, impove process control and would also have mechanical benefits for the machine

First mining operations in the Tyrone District, located just north of the Burro Mountains in Grant County, New Mexico, commenced in the 1870's. A major operation was undertaken by Phelps Dodge Corporation in the early 1900's when a 2,000 ton per day underground mine was developed and a gravity concentrator was built east of the mine and across the Continental Divide. It was during this time that the picturesque Tyrone townsite was built and occupied. In 1921, however, the underground operation was closed because of high operating costs and low demand for copper. The area was drilled extensively during the 1950's and in October 1966 Phelps Dodge announced the pending development of the new Tyrone with a large open-pit mine, a modern concentrator, suitable support facilities, and a new townsite to be located between the mine and Silver City. Stripping for the pit and construction of shop and milling facilities began in 1967. By the spring of 1969, ore was being stockpiled near the primary crusher. Operation of the concentrator on a 3-shift per day basis commenced on July 17, 1969. The concentrator as initially built had one primary, two secondary, and five tertiary cone crushers, two grinding sections of six ball mills each, two flotation sections, four filters, and four tailing thickeners. 'he capacity was about 30,000 tons per day. In 1971 and 1972, the capacity was increased to 48,000 tons per day by the addition of one secondary and two tertiary crushers, one section of eight ball mills, one flotation section, two filters, and four more tailing thickeners. The Bureau of Mines, together with Foster Miller Inc., has developed a compact, high pressure scrubber system for continuous miners. Powered by water energy alone, it can move up to 1.4 m3/s (3,000 cfm) of air and scrub a significant amount of the dust in the air. Full- scale model and underground trials showed excellent performance. Operated at 8.3 x 10[3] kPa (1,200 psi) and 38 L/m (10 gpm), the scrubber has reduced operator and return dust concentrations by more than 50 pct. This paper describes the full-scale model development, system fabrication and underground evaluations of this novel and inexpensive scrubber.

In the ten years since its discovery the Lac Tio ilmenite-hematite deposit has become one of the world's largest sources of titanium ore. The deposit lies 25 miles north Havre St, Pierre, a fishing village on the north shore of the St. Lawrence River some 400 miles northeast of Quebec City. In 1941, J, A, Retty made a reconnaissance survey of the region for the Quebec Department of Mines. His results, published in 1942 and 1944, described a number of small ilmenite occurrences on the shores of four lakes within the area. Several of these were staked by Montreal and Toronto interests, Two of the claim groups were later optioned by Kennco Explorations, (Canada) Ltd, and a third by the New Jersey Zinc Company, During a detailed exploration program in 1946, Kennco geologists discovered eight ilmenite deposits, one of which was Lac Tio, the largest known body of ilmenite-hematite ore in the world. Quebec Iron and Titanium Corporation owned two-thirds by Kennecott and one-third by The New Jersey Zinc Company as organized in 1948 to equip and operate the new mining property. A railroad 27 miles in length was built (completed in 1950) to transport the ore to the St. Lawrence River at Havre St. Pierre, An electric furnace treatment plant, yielding a high purity iron and slag containing 70 m 75 percent Ti02, to process the ore was built at Sorel, Quebec, 550 miles up the river from Havre St. Pierre.

Drilling underground in the Grasberg dewatering drifts has routinely hit water aquifers with high flow rates and pressures. Two types of holes are used. Pilot holes probe ahead of the tunnel development to intersect aquifers ahead of the face. And dewatering holes dewater rock formations that will drain water from the Grasberg pit and allow tunnel development to proceed safely. Recently, static pressures of >8.3 MPa (> 1,200 psi) have been recorded with flows from a 100 mm (4 in.) HQ core hole measured at 5,700 L/min (1,500 gpm). The waterflows can be slightly acidic, necessitating the use of stainless-steel collar gear to resist corrosion. These rates were anticipated and contingencies were planned early on to deal with these conditions. PT Freeport Indonesia (PTFI) established procedures to maintain the safety of the drill crews, to enable coring of the rock, and to maintain the safety of the miners driving the drifts. The collar gear controls the waterflows because these drill holes are a vital source of water for the concentrator.

The line seven, as part of the development of the Subway Master Plan in Mexico City, will tunnel under different subsoil conditions of clay with high water content and low shear resistance located between 8 and 12m beneath the surface. Boulders in silty sand and gravel to a 40m depth underlay this stratum. Economics, scheduled time of construction, and the obligated interconnection with existing lines one and two determined the construction of the tunnels to have an overburden of 1.0 to 2.2 times the diameter. In the north part of line seven there is a track of 251m length that was decided to attack with an open shield of 9.14m of diameter due to the characteristics of the sub-soil, minimum section needed as well as a minimal overburden, of 10.41m. The paper explains the construction procedure from the excavation stage to the reinforcement of the final lining obligated for the ground subsidence as a result of volumetric changes of a stratum of 4m thick of clay overlying the crown of the shield. 9.1 INTRODUCTION Precious metals in a leach solution are extracted, concentrated, and purified to complete the process begun in the heap and to produce an end product which will provide an economic payback to the mine developer/operator. Several different processes are required to convert the dissolved precious metals into pure metal bars. This chapter discusses the actual production of metal once it has been recovered from the pregnant leach solutions by the zinc cementation (Merrill -Crowe) or carbon adsorption processes. Metal production is generally taken to mean the production of a fairly pure "dore" bar. This chapter also reiterates some information from Chapter 8 in a slightly different context, since the focus of Chapter 8 was a fairly detailed description of the two actual recovery processes, whereas the focus of this chapter is metal production. The sale of an intermediate precious metal product is possible (as opposed to the production of dore bars at the mine site); however, the value of the precious metals is reduced by the various charges and risks associated with precious metal processing. For this reason, most operators choose to produce the most refined metal possible in order to maximize project economics. Precious metals may be extracted from the leach solution by both conventional and unconventional processes. The conventional processes are activated carbon/electrowinning (ACE) and zinc precipitation (ZIP). The unconventional processes are resin ion exchange, solvent extraction, and direct electrowinning. A typical ACE process has two circulating loops. The first loop adsorbs the cyanide-metal complexes from the dilute leach solution onto the activated carbon. A second, separate solution loop removes the cyanide-metal complexes from the activated carbon into a strong solution, the electrowinning electrolyte. Activated carbon is transferred from one fluid loop to the other. The operating cost of the ACE process is directly proportional to the quantity of carbon stripped and thus to the quantity of precious metal produced. A typical ZIP process contains a single circulating loop. The solution is filtered, deaerated, contacted with zinc, and filtered again. The barren leach solution is then returned to the heap. The Boddington gold mine is located near Perth in Western Australia in the Saddleback Greenstone Belt, a fault-bounded sliver of Archaean volcanic and shallow level intrusive rocks, surrounded by granitic and gneissic rocks. The mine began operations in 1987, producing about 7.7 t/a (250,000 oz/year) until mining ceased in 2001. Built on the footprint of the original mine, the Boddington gold mine expansion project involved opencut mining from two large pits. Expected gold production is around 31 t/a (1 million oz/year) for the first five years. It will be the largest gold mine in Australia. The mine has proven and probable reserves of more than 622 kt (20 million oz) of gold and has an expected life of more than 24 years. The mine is currently solely owned by Newmont Gold Corp., the world?s second-largest gold mining company, employing around 28,000 people worldwide. The conveyor and belt feeder contract for the Boddington gold mine expansion project was awarded by Aker Kvaerner Clough Murray Roberts (AKCMR) to FLSmidth Conveyor Engineering Inc. in August 2006. The contract involved the design and manufacture of 15 conveyors and 17 belt feeders with belt widths ranging from 450 mm to 2.4 m (18 in. to 96 in.) and conveyor lengths from 16 m to 2,172 m (52 ft to 7,125 ft). The total motor power added up to more than 16,700 kW (22,400 hp). The total length of all belting was almost 11.5 km (7.1 miles), and the total fabricated steel weight was approximately 3.7 kt (4,100 st).

The Mojave Desert province is comprised of a diverse group of mountains that range in elevation from about 2,000' (600 m) to 3,000' (900 m), separated by tracts of alluvial cover. The province is bounded on the southwest by the San Andreas fault, on the north by the Garlock fault, on the east by the Death Valley- Granite Mountains fault. Rocks preserved in the Mojave Desert Province collectively record a rich assemblage of Precambrian crystalline basement' ranging in age from ca. 1.8 to 1.35 Ga, upper Precambrian and Paleozoic Cordilleran miogeoclinal sediments and platform rocks, Mesozoic backarc and interarc shallow marine and continental sequences, locally emplaced Permian- Triassic syenitic plutons, extruded hypabyssal volcanic rocks of the ?Jurassic "Sidewinder Volcanic Series," and regionally intruded late Mesozoic granitoid batholithic rocks (Dokka et al., 1988). The Mojave block apparently was a high-standing element for much of the early Tertiary, with strata of Late Cretaceous or early Tertiary age preserved only on its margins. Beginning about in the late Oligocene an intense episode of regional north-south extension was developed in a roughly east- west trending belt that traversed the central part of the province. This extensional belt has been termed the Mojave Extensional Belt. The extensional regime lasted from about 22-17 Ma, and is generally divided into two phases. The first, from about 22-20 Ma records intense extension via the activity of crustal-scale, simple shear, low- angle normal faults, high-angle normal faults, and extensional fracturing, along with intrusion of intermediate to silicic volcanic rocks, including episodes of explosive volcanic activity. The Peach Springs Tuff, a major regional marker unit that extends across the Mojave from Arizona to about Barstow, forms an effective stratigraphic lid on the extensional interval, (i.e., is not rotated) and is dated isotopically at about 18.5 Ma. The extensional episode was followed by an interval of high- angle normal faulting and dike emplacement from about 19 to 17 Ma, and was accompanied by at least local uplift and volcanism. Most volcaniclastic and epiclastic sedimentary units of the central Mojave block post-date the interval of extension and normal faulting, and occur as a complex of marginal alluvial and more interior lacustrine facies that formed as recently as late Miocene (ca 13 Ma). Local sequences (e.g., Lava Mountains) record deposition up to about 8 Ma, but there appears to be a regional "gap" from then until at least local successions record Pleistocene deposition. Magnetic and isotopic age studies indicate a complex history of crustal rotations, distributed across a number of discrete domains, during the past 10 Ma. Some of the youngest volcanic and geomorphic features apparently developed at "holes" formed at the edges of rotated blocks.

The Florida Institute of Phosphate Research (FIPR) is an independent, state of Florida research agency. It was created in 1978 to conduct research to enhance the competitiveness of the Florida phosphate industry. The institute also conducts research to prevent, minimize or rectify environmental impacts caused by the industry. And it helps educate the public concerning phosphate-related technology and issues. FIPR is funded by a severance tax on the industry and is governed by a five-member board of directors appointed by the governor. FIPR's research is playing a role in enhancing the competitiveness of the Florida phosphate industry. Its technology research program seeks to improve surface mining and pipeline transportation while reducing the energy cost for pumping phosphate matrix. It is developing new and improved methods of beneficiation and fertilizer production. This includes new process flowsheets and on-line analyzers and process control methods. FIPR is also developing uses for the phosphogypsum byproduct of phosphoric acid production and evaluating the risks associated with its uses.
