There has been a recent revival of interest in concentrated coal/water slurries as a substi¬tute for fuel oil or for coal/oil mixtures, particularly in electric power generation. The idea is not a new one. Coal/water slurries were transported by pipeline in the U.S. in the early nineteen-sixties, and the Black Mesa coal pipeline has been in operation for several years, while in Germany, coal/water slurries were being burnt for power generation in the early nineteen-seventies, as described by Merten and Höner (1972). Since coal is not a pure substance but a carbonaceous mixture, the different chemical and physical behavior of coal/water dispersions from different deposits must be understood in order to optimize the properties of the result¬ing slurry fuels. Since minerals which are minor constituents of coal may also strongly affect slurry properties, coal chemistry may vary considerably even within a single deposit. Thus it is unlikely that there will be a single formula for optimizing the slurry properties of all coals, and even the answer for coal from a single source may change with time.

Large-opening stone mines often rely on natural ventilation and a network of auxiliary fans to produce adequate ventilation conditions in the mine instead of main mine fans, which are commonly utilized in coal mines. Large air volumes in underground stone mines, poor ventilation practices, and low operating budgets for mine ventilation potentially increase mine workers’ risk for dust, silica, and diesel particulate matter (DPM) emissions exposure. To help improve mine ventilation practices, the optimal auxiliary fan location for maximum airflow production from a ventilated intersection was determined using a combination of field measurements and computational fluid dynamics (CFD) modeling. In this study, conducted by researchers at the National Institute for Occupational Safety and Health (NIOSH), airflow quantity and fan data were collected at a partner mine to be applied as CFD model input parameters and comparison data for model validation. A six-foot diameter auxiliary propeller fan was introduced into the validated CFD model at three locations at a mine entry intersection with established ventilation flow perpendicular to the fan direction. Placing the fan on the opposite side of the intersection from the target active face area produced the highest ventilation flow rates at the downstream locations tested and produced the lowest amount of air re-circulation. The findings show that optimizing the placement of an auxiliary fan may increase the net effective ventilation flow rate by 70,000 cfm and reduce recirculation by 26%, which maximizes the potential effectiveness of large-opening stone mine ventilation systems and decreases mine worker exposures to airborne contaminants.

I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.

A combined heavy medium-flotation process which incorporates the advantages of two widely employed cleaning methods, namely, heavy medium separation and flotation was used to achieve improved separation of coal from ash at fine sizes and to recover the heavy medium as a substantially recyclable product. The investigation was carried out in two successive phases. In the first phase, tests were performed to deter-mine the effect of different variables such as the medium density, flotation time, magnetite type, etc. on the efficiency of the process using in-plant samples from Homer City Coal Preparation Plant. In the second phase, the optimum conditions determined in the first phase were employed to determine the applicability of the process to a few Central Pennsylvania coals. It was observed that the process was very effective in recovering the magnetite. In most of the cases investigated, the magnetite was separated from the non-magnetic material at approximate-1 to 99 % recovery with a grade ranging from 95 to 99 %. The grade of magnetite decreased with increase in ash content of coal and with decrease in size of magnetite.

An adequate knowledge of the overall behavior of a rock mass at a given site is fundamental to the satisfactory design of a rock slope. The be- havior is controlled by a variety of factors, in- cluding rock type, geological structure, stress and ground water conditions. There are essentially three lines of approach that may be used to obtain information on the in-situ rock mass behavior for the purpose of the design of a rock slope: (1) Direct measurements of rock mass properties by means ol laboratory and field tests. (2) Evaluation of rock mass properties from a study of slope failure case histories and sta- tistical information on stable and unstable natural rock slopes. (3) Evaluation of in-situ behavior of rock mass by using a physical or mathematical model technique.

The grinding mill is probably the most common unit operation used in mineral processing. There is, however, much which can still be done in the way of optimization. This paper discusses the results of a well controlled pilot scale test in which the performance of a tumbling mill with a conventional rubber lining equipped with lifter bars is compared to that with a smooth rubber lining of the magnetic type. The results indicate that the smooth lining is about 14 percent more effective with respect to energy consumption. By optimizing the size of the grinding media, the mill capacity can be increased in many grinding operations. In this specific case the -20 mm ball charge required 26 percent less grinding energy than one with a -30 mm ball charge. The energy savings can. in most cases, be converted to increased capacity. The wear of the grinding media is difficult to assess over a short period test but the results suggest it is somewhat less when a smooth lining is used. The wear of the linings has not been included in this study but it is generally accepted that the use of the magnetic lining reduces the lining costs dramatically. Computer simulation using the Millsoft code, developed by Mishra e.a. confirms and explains the increased effectiveness of comminution when smooth lining and smaller grinding balls are used.

There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices .

Low-density cellular concrete (LDCC) was first introduced to the market in the early 1900s and since then has made continuous technological advances. There are two primary types of LDCC: permeable and non-permeable. Both types of cellular concrete offer advantages in different types of geotechnical engineering applications. Because of its unique characteristics of low density, high compressive strength, and high fluidity during placement, LDCC offers an effective solution for a wide variety of engineering applications, and in many cases provides a more cost-effective, labor saving alternative to traditional fill materials. This paper will review the history, characteristics, and technological advances of LDCC, highlighting multiple real-world case studies that showcase the high-performance capabilities of both permeable and non-permeable LDCC.

Recent re-classification of crystalline silica as a potential human carcinogen has resulted in a new limit of 0.1% free silica in bulk powdered minerals. Detection of silica at this level can be expected to severely challenge or exceed the capabilities of existing protocols for x-ray diffraction, the traditional method for free silica determination. Automated SEH-EOS analysis provides an attractive alternative method, with direct analysis of individual particles for the determination of the concentration of free silica, and a direct measurement of silica particle sizes. This paper will discuss automated SEH analytical procedures, sample preparation, and statistical considerations.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

Significant advances in longwall mining technology and equipment have occurred over the last decade by the late 1990s, longwall mine output accounted for 40% of all underground output in the U.S. and today longwall mines account for approximately 50% of coal produced underground in the United states. A 51% increase in average shift production rates has occurred over the last 15 years. this increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust presents an ongoing challenge for coal mine operators the National Institute for Occupational safety and Health (NIOSH) conducted a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify the dust levels generated by major sources on the longwall section and to identify different control technologies in use today substantial reductions in dust levels were realized at sampling locations on the face when compared with ongwall surveys conducted in the 1990s results from the underground dust surveys and current longwall dust control technology and operating practices will be discussed. Cyanidation has established itself as the main process for extracting gold from ores in this century. However, many ores exhibit refractoriness to the conventional cyanidation process. The main cause of the refractoriness is generally the presence of carbon, tellurium, and sulfides, particularly those of antimony, arsenic, and iron. The problem is usually solved by either modifying the cyanidation conditions or providing an oxidation pretreatment. This paper presents results from studies that help in understanding the causes of refractoriness of various gold ores. This is followed by a discussion of many processes that have been developed to solve the problem such as intensive cyanidation, pressure cyanidation, carbon-in-leach cyanidation, and pretreatment processes such as roasting, chemical oxidation, autoclave oxidation, and bacterial oxidation.

This paper presents the unique design and construction challenges for the Technoparc Station, located in downtown Montreal as a part of Réseau Express Métropolitain (REM), a light rail rapid transit system. The station is located 15 m below the street with rock-bearing secant pile wall as the primary structural system working as both the retaining and gravity structure. The paper highlights the challenges related to the support of excavation structure, invert slab resisting high hydrostatic forces, waterproofing tightness etc. It also focuses on the importance of Building Information Modeling (BIM) in underground tunneling projects for effective coordination, clash-free, optimized design and costs.

A current environmental concern is the cleanup and restoration of soil contaminated with low-level radionuclides at DOE sites including the Nevada Test Site. At the present, there is no applicable process to economically and effectively deal with the remediation of contaminated soils. This situation requires development of a selective flotation process to separate the radionuclides from contaminated soil efficiently and economically. In this study, a minus 200 mesh size fraction of pure cerium dioxide was used as a surrogate for plutonium oxide which is the major contaminant at the Nevada Test Site. A Hallimond flotation cell was utilized to examine the flotation behavior of cerium dioxide with oleic acid under various conditions of pH and collector concentration Mechanical cell tests were conducted to float the surrogate from a mixture with uncontaminated Nevada Test Site soil in the absence and presence of calcium carbonate as a carrier. Two different sizes of the carrier (minus 150 mesh and 65-150 mesh) were tested. It was found through the Hallimond cell flotation tests that the cerium dioxide could be floated well at pH's 4 and 9 with 10-3 molar oleic acid. It was also found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34 % to 65 % by adding only 0.5 % calcium carbonate (minus 150 mesh) in the feed and also increased to 95 % by adding 10 % of this carrier to the feed. The finer size fraction of calcium carbonate (minus 150 mesh) was more effective in recovering cerium dioxide than the coarser size fraction (65-150 mesh) The flotation method utilizing a carrier of calcium carbonate seems to provide a high potential to be used for the remediation of soil contaminated with radionuclides at various Department of Energy's nuclear weapon sites.

Bulk and differential laboratory flotation tests have been carried out using a synthetic mixture of chalcopyrite and molybdenum ore. In addition to boiling and roasting, six different depressants are tested so that the best conditions of separation can be identified. These reagents include sodium cyanide with and without zinc sulfate, potassium ferrocyanide, sodium hydrosulfide, arsenic Noke's reagent, and sodium sulfide. The data indicate that most of these reagents are effective chalcopyrite depressants. However, sodium hydrosul fide can be used preferably if economic, operational, and environmental factors are taken into consideration.

The Kemmerer Coal Company's Sorensen Mine is located approximately 7 miles Southwest of the Town of Kemmerer, Lincoln County, Wyoming. The coal it produces is delivered via conveyor directly to Utah Power and Light's Naughton Steam Generating Plant. The Plant went on the line in the spring of 1963 and the Sorensen Mine has been producing coal since February of that year. In this period, approximately 2, 000, 000 tons of coal have been delivered to the Plant. Present Sorensen mining operations are being carried out in the upper seams of the Adaville Formation. The formation contains, in some places, up to 30 coal seams of varying quality and thickness. Thirteen seams are considered major and are given numbers; the rest are considered splits off of the major seams and are so named. The lowest seam stratigraphically is the No. 1, or Elkol seam. So far, it has not been committed to power production but is being held in- reserve. It is the thickest seam with 80-90 feet of coal as its average thickness. The other major seams vary from 10-50 feet thick, with most of the seams averaging 17-26 feet of thickness. Each major seam has been opened at least once' to obtain a true gross sample of the coal's performance in the Plant.

Definition of glass sand prospects may be modified by constraints which range from demography to critically important product-control. Characteristics of usable raw materials, physical and chemical, are discussed; an ideal raw material is defined. Following field investigations and preliminary sampling, evaluation of selected prospects includes use of modern drilling techniques, viz.: core, percussion (air-hammer), auger, jet, rotary jet, split-spoon and other. Nearly complete core (sample) return is mandatory. Land-use regulations, availability of water and transportation continue to direct exploration in a major sense. But fitting a prospect to burdensome politics nay be considered a decidedly negative factor.

The Goldstrike Mine is in Eureka County, Nevada, U.S.A., approximately 23 miles northwest of the town of Carlin. The mine is at the north end of the Tuscarora Spur of the Tuscarora Mountains at elevations of 5,300 feet to 5,950 feet. It is part of the Bluestar/Goldstrike sub-district of the Carlin Trend, a northwest alignment of sediment hosted, disseminated gold deposits. The Carlin Trend includes over 15 major gold deposits with production, reserves and geological resources of approximately 65 million ounces of gold (Figure 1). In the Bluestar/Goldstrike sub-district, there are seven major deposits: Betze, Lower Post, Post, Genesis, Bluestar, Purple Vein and Deep Star, plus numerous smaller deposits (Figure 2). Production, reserves and resources for the sub-district are approximately 40 million ounces. Betze and Purple Vein are located on property controlled by Barrick Goldstrike Mines and Bluestar and Genesis on Newmont Gold property. Post, Lower Post and Deep Star occur both on Barrick and Newmont property.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. During 1995, the estimated consumption of lithium minerals in the western world was 139 kt (153,000 st).This amounted to 18 kt (20,000 st) of lithium carbonate equivalent (LCE). Overall tonnage demand for lithium minerals increased by 10.8 kt (11,900 st) during 1995from 1994. From 1992 to 1995, overall tonnage demand has increased 62%, from 85.5 to 139 kt (94,240 st). There are four major producers of lithium minerals. Gwalia Consolidated in Western Australia is the largest producer of spodumene. It supplies high-grade spodumene concentrate, fine-spodumene concentrate, glass-grade spodumene and chemical-grade spodumene.Tantalum Mining (Tanco) of Manitoba, Canada, produces high-grade spodumene concentrate, fine-spodumene, concentrate and montebrasite. Bikita Minerals in Zimbabwe is the largest manufacturer of petalite. It supplies high-grade and container-glass petalite.
