It is a great honour to officiate at the celebration of the centenary of the South African Institute of Mining and Metalurgy. Tonight's festivities bring back happy memories of my association with South Africa's mining industry during my tenure of office as Minister of Mineral and Energy Affairs. They also remind me of the illustrious personalities who have preceded me on this podium. The Pioneers They include Sir Percy Fitzpatrick, who spoke in 1909 on the eve of the Union, General Smuts, and, on many occasions during the 1920s and 1930, Jan H. Hofmeyr. The basic issues addressed by them continue to enjoy the Institute's attention today, namely the optimal and safe exploitation of our country's mineral resources and cost-effective extraction of minerals from their ores. Translated into the Institute's key objective it reads: To initiate and give effect to the means whereby the requirements for technology and scientific knowledge if the minerals and metals section if the South African economy is satisfied.

By use of a finite-difference model of an experimental galvanic cell, the effect of a resistance in the metalic conduction path on the potential and current distributions in the cell was predicted. The model predictions were compared with experimental measurements of potential profiles (measured by use of a scanning reference electrode) and galvanic currents. The predictions agreed well with the experimental measurements. Apart from this model, which is applicable in macroscopic cells (Le. with an electrolyte of low conductivity), a calculation procedure was developed to predict the effect of an external resistance on the galvanic current in a microscopic cell (high conductivity). The responses of the galvanic currents in the microscopic and macroscopic cells to changes in the external resistance were compared. From the similarity of the responses, a simple practical procedure for the evaluation of the external resistance (meter resistance) that can be tolerated is proposed.

To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements set out on pages 272 to 277. These financial statements are the responsibility of the Institute's Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropri¬ateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1996, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

The Conference began with registration, followed by a well-attended cocktail party on the evening of Sunday 25th, where, in a convivial atmosphere, Dr Louw Alberts, President of Mintek, welcomed the delegates and wished them an enjoyable and informative week. The Conference was formally opened by the Minister Mineral and Energy Affairs, the Honourable Mr D. W. Steyn, at 9hOO on Monday. Sketching the history of Mintek and its predecessors, Minister Steyn described the objective and achievements of Mintek, as well as the background to mineral-processing research in South Africa and the policy of the South African government towards the development of the mineral industry.

This paper deals with procedures used for designing pillar systems in hard-rock tabular mines operating at shallow depths, typically less than 1000 m. A comprehensive review if current practice identifies four types if pillars, namely non-yield, yield, crush and barrier pillars, and the main principles for designing these pillars are outlined. It is shown that the current design methods for pillar systems in South Africa are mainly empirical, each mine developing its pillar-design methods based largely on practical experience. This results in varying pillar layouts, even between neighbouring mines, despite similarities in geology, and depth if mining. It is suggested that some current layouts may fall short if being the best as regards safety, the maximum safe extraction percentages, or flexibility in accommodating future mining scenarios in deeper or otherwise different geological conditions.

Many minerals processing operations result in crushed rock being mixed with a liquid. Sometimes, the rock particles have to be dried before the next process begins and there may be a considerable distance between the equipment carrying out these processes. Bateman Engineered Technologies (BET) developed, patented and commercialized a method of simultaneous pneumatic conveying and drying. A joint project to assist with optimizing the process is under-way. Part of it is a numerical simulation of the process. The simulation is done using a dedicated program written in MATLAB, (commercial software which is widely used in engineering). It accounts for heat and mass transfer as well as particle transport. The main part of the program consists of a loop containing a series of equations which are evaluated sequentially. During any particular iteration, the properties are changed one at a time. Since the properties are changing relatively slowly, this method gives good results. The outputs of the simulation are consistent with the operational experience of BET’s engineers. The output is very comprehensive and all numerical. Since the program is currently being used for research purposes, flexibility is very important. Thus the output is converted into a spreadsheet file. Variations in the output quantities are displayed graphically using MS Excel. Some simulation could have been done using computational fluid dynamics (CFD) software. The advantages and disadvantages (technical, financial and skills requirements) of the two approaches for this particular type of simulation are compared briefly. On Friday, 6th June, 1986, an SAIMM party of32 set out at 06h30 for a tour of Duvha Opencast Colliery, Lesedi Village, and Duvha Power Station-all situated just outside Witbank. Duvha Colliery On arrival at the mine, the party was met by Mr. Colin Kolver, Assistant General Manager, and the guides for the morning. After refreshments had been served, Mr. MacDonald, General Manager, welcomed the tour, and a series of slides on the opencast mine and Lesedi Village were shown.

The hydraulic transportation of relatively dense slurries for backfill purposes is typically carried through vertical and horizontal pipelines under gravity. Wear in backfill pipelines has become such a major problem that it is now one of the main reasons for the relatively slow build-up of placed backfill in spite of encouraging performance results in the gold-mining industry. This paper describes tests on pipeline wear that were carried out on classified tailings from the backfill plant at Vaal Reefs East. The testwork was carried out under various conditions of slurry relative density, slurry velocity, and pipeline diameter. Empirical relationships are presented for each transportation and pipeline parameter evaluated and, finally, overall relationships between pipeline conditions and transportation parameters are proposed.

This paper reports and discusses experimental work carried out on heavy nickel-electroplated turbine-disc steel. Mechanical and fatigue tests were used to determine whether the coating was suitable for turbine-disc applications. The significance of the mineralogical and surface characteristics of gold grains in the recovery process by C. E. FEATHER B.Se. Hons. (Cape Town)* and G. M. KOEN D.Se. (Pretoria)* A description is given of the nature and occurrence of gold at various stages in the process of its recovery from Witwatersrand and related ores. Electron microprobe investigations show that the surface of gold grains in the ore is already coated. During metallurgical processing, further coatings, mainly hydrated iron oxides, accumulate on the grains. Theories are advanced for the formation of these coatings, and the adverse effects on metallurgical operations are discussed.

This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

A review of recent work being conducted at the university of British Columbia on the modeling of the microstructural evolution during the hot rolling of steel is presented. A mathematical model of heat transfer was developed to describe the thermal field in a slab during rough and finish rolling. The model for rough rolling, discussed in this review, also simulates the growth of oxide scale on the slab surface. To quantify the heat transferred from the slab to the work rolls, instrumented samples of MSI3O4 L stainless steel, 0,05 per cent carbon steel, and 0,05 per cent carbon steel with 0,025 per cent

The size effect in tests of the compressive strength of coal specimens differs from predictions based on the Weakest Link theory. Predictions of the size effect in tensile tests on lengths of cotton yarn and glass fibre, the behaviour of which is analogous to the weak link process, also differ from observations. This discrepancy is shown to be caused by the correlation between the strengths of the unit lengths in a composite specimen. The Weakest Link theory is reformulated as the Weakness Correlation theory to account for such correlation. It is shown that weakness correlation is found in rock and it is concluded that at least part of the discrepancy between the predicted and observed size effect in rock strength tests could be attributed to this correlation.

The paper briefly outlines the history of the successful development of vegetating techniques for mine-residue deposits. It seeks to place on record the major roles played by M.J. Mrost, who initiated and systematically developed the concept, and W.H. Cook, who continued the trials and successfully directed a stupendous large-scale project. The vegetating techniques currently practised are outlined, and it is concluded that vegetating is still the only surface-stabilizing technique of any significance that is employed throughout the world.

Pointing out that South Africa needs to utilize its wealth-creating activities, together with local and international investment, to further develop its industries, the address asserts that the mining and minerals industries, especially in the manufacture of beneficiated products, offer the greatest potential for South Africa to achieve its goal. As many mineral-beneficiation processes are based on pyrometallurgical routes, the address goes on to describe some historical - pyrometallurgical operations and to indicate probable developments in the future. These include growth in the fields of both precious and base metals. After discussing environmental and recycling matters, together with manpower requirements, the address concludes that the major growth in the mining and minerals industries will occur in the manufacture of steel, stainless steel, ferro-alloys (particularly ferrochromium), aluminium, and titania slag.

An account is given of developments in the use of activated carbon for the recovery of gold from cyanide solutions. The carbon-In-pulp process employed at the Homestake Mine is described, and its various applications in South Africa and their effectiveness are discussed. Probable future work on the carbon-in-pulp process and other possible applications of carbon for the recovery of gold are outlined.

The Grootegeluk coal-processing plant treats 3 kt of raw coal per hour to produce a middlings fuel coal and a coking coal fraction with ash contents of 35 and 10 per cent respectively. The plus 0,5 mm fraction is treated by heavy-medium processes, the final top size of the coal being 15 mm. About 400 t of minus 0,5 mm coal per hour is subjected to froth flotation. The routes originally considered for the processing of this fine coal were froth flotation, shaking tables, heavy-medium cyclones, and water only cyclones in combination with froth flotation. The results from tests on the fines arising from a small-trial open-cast mine are discussed. When the froth flotation route was decided upon, further tests were conducted on the selection of the equipment most suited to the particular requirements of this coal and the rest of the plant. Tests using different types of flotation cells and dewatering equipment are discussed. During the commissioning, several operational problems were encountered, and the work done to find the best solutions is discussed.

It is shown that the safety factor as calculated traditionally by use of the tributary-area theory is not valid for high-extraction methods of coal mining. An alternative approach is suggested in which the pillar loads are calculated more realistically for the period during which pillar extraction is in progress. This safety factor, which is known as the Extraction Safety Factor (ESF), can be used in determining the effects of strong layers in the overburden on pillar sizes.
