PRESIDENT SHOTT: Gentlemen, the meeting will now come to order, please. Members of the Institute: It is with great pleasure and honor that we welcome you to the thirty-ninth regular meeting of the Rocky Mountain Coal Mining Institute. I assure you that Mr. Krippner, the General Chairman, and his associates have an outstanding program in store for you, and trust it will be of much interest to the industry. I note by the program they have me slated for an opening address, but I am going to defer that, proceed with the remainder of the program, and endeavor to go on schedule and keep matters on schedule as outlined on our program. The first item on the program is the reading of the minutes of the thirty-eighth regular meeting by the Secretary. I might say that it has been customary in the past that we omit the reading of the minutes. If that is not agreeable, we will read them; otherwise, I would like for someone to make a motion that we dispense with the reading of the minutes, inasmuch as they are published in our annual report each year. What are your wishes?

?Twowinters ago, what had been a mediocre safety record at West Virginia?s Sago Mine grew dramatically worse. Over 23 months beginning in February 2004, two dozen miners were hurt in a string of accidents, some of them caused by rock chunks falling from the mine ceiling. Federal safety inspectors slapped the mine with citations 273 times, or an average of once every 2 ½ days. Despite this record, the price paid by Sago?s operators was light. Government regulators never publicly discussed shutting down themine and never sought criminal sanctions. The biggest single fine was $440, about 0.0004 percent of the $110 million net profit reported last year by the mine?s current owner.? -Washington Post, January 8, 2006

The Trapper Mine is a large surface coal operation located in northwestern Colorado US. The coal seams at the mine dip an average of 8 degrees so, historically, their dragline pits have been orien-tated parallel to the dip of the coal seam to balance stripping ratios. However, the mine plan in the future G and Z pits is designed to take advantage of pit orientations that are parallel to the strike of the coal. During the initial presplit and cast blasts in G pit, significant slope damage occurred. This damage included the opening of joints and tension cracking. There was also block movement directly above the L coal seam, which is the main plane of weakness in the slope. A detailed site evaluation was conducted to develop specific blast design modifications to protect the slopes during future blasting. The modified de-signs successfully controlled vibration levels during the blasting of the Z pit box cut. This paper includes a review of the blast vibration related factors that influence slope stability along with a detailed discussion of the field tests and design modifications developed.

PRESIDENT LITTLEJOHN: We have with us a gentleman from Utah, who is familiarly known -as the "Mudite King," Mr. Reid, of the Lion Coal Company. Here is a letter I would like to read, and probably Mr. Reid will give us an idea of his Mudite machine, or the results he is obtaining. This question was brought up in Rock Springs, Wyoming, but Mr. Reid was not there personally during the discussion, but Mr. Burnell, who is general superintendent of the Lion Coal Com¬pany, as much as he possibly could, described the system and its effects. I believe Mr. Reid will probably be able to give a somewhat clearer statement this afternoon. This letter is from the Coal Mining Inspector of the State of Utah, John Crawford. "February 10, 1925. "The Industrial Commission of Utah, Building. "Statement of John Crawford, Coal Mine Inspector, in regard to Muditing in Coal Mines: "That Muditing used in connection with our present sprinkling system in coal mines is the missing link to the system we have had heretofore, because the water applied by the former system began to dry out, in heavy air currents, the moment it was put on. Consequently the dust that had been humidified by sprinkling, came back to its natural condition, and if anything, the combustible parts of it, in my opinion, were more intensified than previous to being wetted down. "The advantages that Muditing has over the old system of sprinkling are: "1st. The dust that is on the roof, timbers and sides of the entry is washed completely off and rolled up in the Mudite solution which entirely destroys the wings, crudely speaking, of the fine coal dust. "2nd. Sprinkling with the Mudite system, the water and mud is of greater extent than could be applied with a hand hose by a sprinkler. This sprinkling can be done while the mine is in operation, just the same as if water alone was being used. "3rd. The Mudite solution, when dried out, leaves a coating which serves as an armour to the coal, so that in the event of a local explosion, the inflammable matter on the coal is non-combustible; whereas, if that same coal had been sprinkled with water only, and made free of dust, the heat would have the same effect on the coal as it has on a stove when coal is thrown into it-instantaneous combustion. "Therefore, it is my opinion that the Mudite system is the missing link to the perfecting of our sprinkling system here in Utah. "(Signed) JOHN CRAWFORD." Mr. Reid has with him a few sam¬ples of his Mudite, after it has become solidified, taken from the floor, as I understand it. It is interesting. We have a few minutes to spare to good advantage, were we to ask Mr. Reid to give us an idea of his machine, as briefly as he possibly can, and also what he thinks the effect of the Mudite is compared to dry rock dust. At the meetings of this Institute held two years ago, there was presented a very comprehensive paper on the subject of shearing coal. It was well prepared and contained data based upon actual test and experiment. The conclusions reached showed that where the shearing cuts and tests were made and conducted [ ] there was no advantage but a disadvantage from having sheared the coal. In presenting my ideas on the subject of this paper to you, I do not mean to take issue with the author who addressed you two years ago but only to report the advantages which have recently been secured from shearing coal. All of this goes to prove again the well known fact that what one mine's conditions will permit another's will not. A number of years ago, when most of the coal produced was shot from the solid and when the "good, old" pick miner?s pay was based on the amount of lump coal he loaded out of his room, he was frequently seen putting in a vertical cut in the face as deep as he could do so with his pick. This man was the best ac- [ ] quainted with the peculiarities of the coal and, no doubt, saw that his pocketbook would be fattened more if he put forth the extra effort to make this vertical cut. Fortunately he was well repaid, and his employer loo, on account of the greater percentage of lump produced. The seventh Annual RMCMI Mine Rescue Evaluation was held during the 1998 Institute convention at the Silvertree Hotel, in Snowmass Village, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Elliott Tsosie, is one of 18 committees of the Institute. In 1998 a record number of 10 teams participated in the program. The teams were from the four western states of Montana, New Mexico, Texas and Wyoming and were comprised of about eight members each. Teams participating were BHP-La Plata Mine, BHP-Navajo Mine, BHP-San Juan Mine, all from Farmington, New Mexico; Bridger Coal Company, Rock Springs, Wyoming; General Chemical, Green River, Wyoming; Jacobs Ranch Mine, Gillette, Wyoming; Powder River Coal Company-North Antelope/Rochelle, Gillette, Wyoming; Sabine Mining, Hallsville, Texas; Solvay Minerals, Green River Wyoming, and Western Energy-Colstrip, Montana. The professional evaluators provided challenging scenarios for over 90 participants and many observers. The evaluators were: Art Saenz and Tom Bass of Western Environmental Associates, Keith Mitchell and Jim Jennings of Emergency Services Detail; Mary Bailey of Mary Bailey Associates; and John Peleaux of Innovative Access. Teams are not given advance warning of what the problem will entail. They are provided the necessary details when they arrive at the scenario location and work to resolve the problem in an effective and efficient manner. [ ] Seven participants made up each team with an . eighth member as an alternate. Team trainers and other mine personnel traveled with the team from scenario to scenario providing support and encouragement. The teams were presented with four scenarios each day, involving High Angle Rescue, Low Angle Rescue/Medical, Hazmat, and Confined Space. All of the victims, except for one, were provided through the cooperative efforts of the Snowmass Fire Department, who also assisted with providing several evaluators. Snowmass Fire Department is to be commended for providing over 20 victims/evaluators each day to facilitate the evaluations. Training sessions were held Friday afternoon and Saturday evening to help the teams prepare for the scenarios. A swap meet was held Friday evening for teams to trade hats, shirts, belt buckles, stickers, etc. All mine rescue participants and spouses and registered families attended the Bar-B-Q on Sunday evening followed by an adult dance. Glass trophy cups, with an etching of a Mine Rescue figure and the RMCMI Logo on cherry wood bases, were presented to the 10 team captains at the Monday Mine Rescue Awards Breakfast. Eight of the ten teams had a proficiency level of 3 and 2 teams achieved a proficiency level of 2.

Addresses of welcome were given to the convention by Governor Spry, Mayor Park, and Rev. P. A: Simpkins; 'the several addresses being interspersed by music. The session adjourned at 11 :50 a. m., in order to attend the organ recital at the Tabeknacle at:'12 o'clock. JUNE 11-AFTERNOON SESSION The meeting. Gas called -to order at 2 o'clock, with President E. H. Weitzel in- the .chair. The minutes of, the organization meeting and that of the Executive Board, the 1atier:of which was held April 15, 1913, in Denver, were read and both' approved. A letter from A. 3. Reef, of Denver, containing proposed amendments to the Constitution and By.-Laws, was read, and, upon motion,, was referred to the Executive Board, with .instructions to report upon the matter at the next, regular meeting. The proposed amendments follow: Article I1 (regarding who may become members and how) to be amended to read as follows: "Membership in this Institute shall be of three classes-corporate, individual, and honorary. Any company, firm, or individual operator actually engaged in the mining of coal within the territory of this Institute may become a corporate member on application, and by consent of a majority of the members present at any stated meeting. Any person, who is directly engaged or interested: in some branch of coal-mining may become an individual member upon application, and by consent of a majority of the members present at any stated meeting. Honorary members may be elected at the discretion of the Institute."

Safety, from the Latin word "Salvus" -Safe. 1. The condition or state of being safe; freedom from danger or hazard, exemption from hurt, injury, or loss. 2. Freedom from whatever exposes one to danger or from liability to cause, danger, or harm; safeness: hence, the quality of making safe or secure, or of giving confidence, justifying trust, insuring against harm or loss. (From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.
