Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

This circular is the second of a series presenting methods employed in solving the technical problems encountered in the production of sand and gravel. The first paper3 discussed the methods use in prospecting and exploration. This one teals with the problems involved in bringing a raw prospect to the production stage and considers the various methods of development and the Factors affecting that development. Later publications are planned to present and discuss methods of recovery and treatment. The recovery of sand and ravel from natural deposits and their preparation for market involve a progressive sequence of operating steps or processes. Each step or process presents its own peculiar problems which require different angles of mental approach, methods, and tools, but all are more or less dependent on the step or process which precedes or follows.

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $20,799,800 for the 1 .06- million-ton-per-year (MM tpy) mine to $84,027,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $32,506,800 to $1 22,983,500 for the same mines. Corresponding selling prices for the coal range from $12.87 to $11.64 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

(l)The direct economic costs to this nation resulting from a decision to embargo South African strategic and critical minerals imports are estimated at $1.85 billion per year.2,3 About 94 percent of these estimated costs are for two platinum-group metals (PGM's), platinum and rhodium. The estimated costs of a 5-year embargo beginning in 1988 for the strategic and critical minerals analyzed are presented in Table 1.4 (2)There are sufficient alternative world sources to South Africa for manganese, chromium, palladium, titanium, and vanadium to meet U.S. industrial demand in the event of an embargo. (3)Alternative world sources to South Africa for platinum and rhodium cannot meet U.S. industrial demand. Non-South African world supply sources can meet about 40 percent of domestic platinum consumption requirements and 50 percent of rhodium requirements. (4)As a result of the increase in prices for platinum and rhodium during the embargo, expansion of domestic platinum-group metals mining and secondary production is expected. During a five year embargo, domestic primary and secondary production expand and together satisfy about one-third of U.S. platinum requirements, one-third of U.S. rhodium requirements, and over one-half of domestic palladium requirements.

One phase of Bureau of Mines health and safety work is promotion of the use of safe and effective dust-collecting devices in connection with rock drilling in coal mines. To insure that adequate equipment of this type is available to the coal-mining industry, the Bureau of Mines conducts investigations and issues approvals for dust-collecting equipment that meets the requirements of a schedule established for testing dust collectors intended for use in connection with roof drilling for roof bolting and for other rock drilling. 6/ Performance tests are conducted under the provisions of this schedule by engineers of the Branch of Health Research. This circular describes briefly the requirements and procedure for approval and lists drill-dust collectors that have been granted approval as of January 31, 1956. The addresses of manufacturers of approved devices are listed alphabetically at the end of this circular.

The purpose of the Inherently Safe Mining System (ISMS) project is to develop continuous and conventional coal mining equipment and systems which will reduce the incidence of fatal and nonfatal accidents in the working sections of underground bituminous coal mines by application of existing technology. As mechanical shock and vibration environments evolve, it is important to understand their potential effect on human operators. Human beings are sophisticated mechanisms comprised not only of passive components with mass, damping, and stiffness characteristics, but also of components that can actively affect apparent mass, stiffness, and damping. Because the lumbar spine can exhibit local, short-column buckling, stability of the human trunk depends on the responsiveness of the neuromuscular control system.1-2 We have been evaluating the ability of patients with back pain to respond to a series of sudden loads. We believe the results have implications for isolation design and standards development. Methods 153 patients, aged 21 to 55, presenting with back pain agreed to enroll in a research study that randomly assigned them to one of three treatment arms: high velocity low amplitude spinal manipulation, low velocity variable amplitude spinal manipulation, or wait for 2 weeks and then be randomized to one of the above groups. Response to sudden load testing was one of a battery of baseline evaluations performed upon entry into the study and prior to treatment. EMG electrodes were attached to the skin over the paraspinal muscles of the standing participant bilaterally 3 cm from midline at the L3 level. While standing upright on a force plate (Bertec), participants were fitted with a strap around their back and hooked to a load cell in front of their chest. An accelerometer was rigidly attached to the load cell. Impact was applied to the chest using a cord attached to a falling weight. The weight’s fall distance was varied between 9 and 13 inches to account for the size of the subject. The subject was blindfolded and wore headphones playing white noise to prevent cueing of when the weight was dropped to apply the load. Hence, although the participant knew a load was about to be applied, he or she did not know the instant it would occur. Just before the weight was dropped, a 4 second data collection process was started for the two EMG electrodes, load cell, accelerometer, and force plate. The load drop was repeated 6 times, at irregular intervals, over a period of 2 minutes. The raw data thus collected was reduced to obtain several values: 1) length of time from the pull on the harness to the beginning of the response of the left and right paraspinal muscles (LES, RES), 2) time and magnitude of the maximum response, 3) force and acceleration experienced at the chest, and 4) the time and magnitude of the center of pressure location (COP). A general linear model was used to evaluate the results. Results For the EMG data, of the 1,824 observations made, 90% of them indicated a response. Prior to the sudden load, resting muscle activity was different between left and right sides (p=0.0001) and between males and females (p=0.0001). Female subjects began to respond to the sudden load within 92 to 110 ms and males from 101 to 109 ms. Females exhibited more variation in starting

The first model looks at self-report reasons for absenteeism. The second examines demographic correlates of absenteeism. The third model includes demographic and attitudinal predictors of absenteeism. The next section of the report examines the effect of absenteeism on accidents. The last section contains strategies for reducing absenteeism.

These reagents are those with a molecular structure comprising a long hydrocarbon chain attached to a. highly molar or hydrophile group in such manner that ionization is nearly complete in dilute solution and the resultant ionic grouping has a very considerable hydrophile-lipophile unbalance in the structure. As a result of this characteristic structure these reagents are more or less powerful frothers and emulsifiers. Ten the degree of bydrophile-lipaphile unbalance is sufficiently great and specific chemical factors are absent these compounds behave in flotation as noncollecting frothers insensitive to reasonable changes of pH.

"INTRODUCTION Corrosion of sections of piping used in steam-heating systems is frequently regarded as unavoidable, and periodic replacement is provided. Surfaces exposed to newly condensed steam appear to be especially vulnerable to attack. As an added nuisance, solid products of the corrosion tend to accumulate, plugging return lines.The trouble is ascribed in the main to carbon dioxide and oxygen 3/ 4 / 5/ 6/ dissolved in the condensate. When oxygen is the principal factor, the corrosion usually is characterized by pitting. Carbon dioxide tend3 to cause an acidic condensate which dissolves the metal more uniformly and produces the familiar failure at threaded areas where the piping is relatively thin, and where high stress may tend to acceletate the attack. Carbon dioxide enters the system with the feedwater, generally in a combined form such as carbonates and bicarbonates. Oxygen enters both with the raw feedwater-and as air leaking into lines under partial vacuum. The larger central-heating plants have sought to reduce corrosion by eliminating these gases as much as possible. A smaller plant ordinarily lacks the equipment and technical supervision required for this purpose."

Present indications are that in about 2-3 years phosphor tags will be required in commercial explosives. A permissible 254 run ultraviolet lamp assembly has been developed to permit mine inspectors to detect such phosphor tags and therefore to establish if non-permissible explosives were used. This new lamp is powered by a Miner's cap battery without interference with the normal lighting requirements of the cap lamp battery. It is compact, light, and rugged with very high ultraviolet output.

An instrumented spherical vessel has been used for many years to study laminar combustion waves. Concurrent measurements of flame speed and pressure-rise rates have led to evaluations of burning velocities, the pressure dependence of the burning velocity, and the expansion ratios of the gases passing through the combustion wave. For the most part, these studies have involved flames initially at atmospheric or subatmospheric pressure. The old spherical vessel used by the Bureau of Mines was not designed for use at elevated pressures. Moreover, being made of wrought iron, it was susceptible enough to corrosion to prohibit its use with many combustible mixtures that figure in industrial research. In mid-1956, under sponsorship of the Office of Naval Research, the Bureau undertook the development of a stainless steel spherical vessel capable of withstanding explosions of gaseous mixtures at initial pressures as high as 20 atm. and initial temperatures as high as 250° C. The design called for a double array (cross) of closely spaced small windows for observation of the flame as it traversed the vessel and a piezoelectric transducer to measure concurrently pressure-rise rates. Because no commercial contractor was willing to bid on the construction of such a vessel, it was built at the Bureau's Bruceton machine shop.7

Six major trends that have had and are continuing to have major effects on the use and supplies of pig iron and scrap in the United States are (a) gradual replacement of the basic open hearth furnace (OH) by the basic oxygen furnace(BOF); (b) use of the electric furnaces for the production of plain-carbon steels, a trend which is closely related to the first; (c) United States changing from being a net exporter to a net importer of steel; (d) replacement of ingot casting by strand casting; (e) increased exportation of scrap; and (f) the lack of growth of the capacity of the U. S. steel industry to produce pig iron in the last 5 to 8 years. This report gives an analysis of the relationships between these trends and the use of processes for the production of raw steel in solidified form.

The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation. and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice. making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being headed by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems best suited for the work in hand. The following, projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration or a linear relation between surface and coercive force in magnetic minerals and Its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1. 1934, to June 30, 1935.

The following report summarizes the results of engineering feasibility studies whose purpose was to assess the probable efficiency, reliability, safety and cost of a number of possible methods for removal of radon gas from the ambient air in underground mines. Fourteen candidate techniques were evaluated. Seven of these were based on specific individual principles, and seven were based on combinations of these principles. The Bureau of Mines Information and Analysis organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 3291, to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Information and Analysis activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.

A three phase program evaluated commercial proximity warning devices, developed and designed a microprocessor-based electrostatic field measurement instrument, and utilized this instrument to investigate the electro-static fields about power lines. The Phase I program consisted of test and evaluation of these commercially available proximity devices. The evaluation results were reported in the Phase I report entitlted "Evaluation of Proximity Warning Devices II dated 22 February 1980. The Phase II program resulted in the design and development of a microprocessor-based Distributed Sensor A.C. Electrometer which measures the electrostatic field present at 17 discrete locations along a crane boom. Operator control of the measurement system allows simultaneous electric field measurements from 17 probes, print out of the electric fields measured, and data archiving on magnetic tape for post measurement analysis. Under the Phase III program, electro-static fields around a crane boom were measured by the instrument at 17 high voltage power lines of various voltages and geometries. The electric field data was processed and plotted versus boom distance from the power line. Analysis of the electric field data indicate that the distances at which a single sensor alarm will activate, vary by a factory of 3 to 1. This is due primarily to variations in boom orientation. The results also indicate that in the case of multiple power lines, a single electrostatic field sensor cannot reliably be used to determine the distance from a power line.
