Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

"Currently mine process studies and geochemical waste characterisation are considered as two interdependent studies, necessary for the development of the mine and inclusion in the environmental impact statement (EIS). Geochemical waste characterisation will utilise the simulated tailings produced by the mine process studies team to understand the behaviour of the tailings, but the two teams rarely integrate these to develop a coherent and agreed final design.Thorough mine waste geochemical assessments can develop processes to minimise environmental harm, resulting in substantial savings in the decommissioning, closure and rehabilitation phases, and may also be able to address changes in mineral processing methods that can result in substantial savings in process inputs, or even recovery of metal concentrates.Based on geochemical waste characterisation, the full cost of waste management can be calculated and incorporated into the costing of milling.  This allows for a more effective evaluation of the metallurgy.  A number of examples are presented in which substantial improvements have been made from the collaboration of both the metallurgical and geochemical teams during planning and the metallurgical team and environmental team during operations.*This paper is only available for individual download. Mineral deposits of the central New Guinea region (Gunung Bijih, Ok Tedi, Mount Kare, Porgera, Frieda River) and of southeastern New Guinea (Wau-Edie Creek, Wafi, Hamata, Hidden Valley, Tolukuma, Misima) are associated with hot, forceful intrusions of magma of mantle origin that penetrated thick Precambrian and Palaeozoic continental crust. The interaction of high- temperature melt with continental crust, and the differentiation of melt while in transit through thick crust, may be factors in generating ore. Mineralised intrusives in central New Guinea are a result of Neogene- Quaternary magmatism and were emplaced in a foreland thrust belt environment, a setting similar to the (mineralised) Laramide intrusions of southwestern USA. In both cases, central New Guinea and the Laramide, magmatism is not obviously subduction- related. Mineralised intrusives in south- eastern New Guinea (Wau-Edie Creek, etc.), also, are in a thrust belt setting, and are not obviously subduction-related. The association of. gold in southeastern New Guinea with a second (Pliocene) phase of igneous activity, rather than with earlier (Miocene) activity suggests that re-working by successive intrusions may be a factor in localising ore. This is seen, also, in the Bismarck-Solomon islands region where the richer deposits are associated with later (Pliocene) intrusives rather than with earlier (Eocene-Oligocene) intrusives. Unlike the mainland mineral deposits, those of the Bismarck-Solomon islands are clearly subduction-related.

The Stawell Goldfield, the westernmost of the main Victorian fields, has produced over a million and a quarter ounces of gold from one and three-quarter million tons of ore. The lodes are quartz reefs and sulphide bodies occurring in sediments of lower Ordovician or upper Cambrian age. The lodes are confined to a relatively narrow suite of weak rocks lying between stronger ones above and below and there is a definite relationship between fold structure, pitch and strength of folding and ore.LOCATION HISTORY AND PAST PRODUCTIONThe town of Stawell, situated 150 miles north-westerly from Melbourne on the main railway and road to Adelaide, is the most westerly of the main gold areas of Victoria. Alluvial gold was found at Pleasant Creek (now Stawell West) in 1853 and the usual "rush" followed. Numerous alluvial leads, some surface, others buried under up to 100 ft. of Tertiary sediments were worked. The alluvial gold was soon exhausted, but in 1857 gold-bearing reefs were found on the slopes of a prominent ridge on the northern edgeof the present town. Early reef mining was by small working parties mining to shallow depths only and treating their ore at public crushing plants. Some of the early returns were very high grade. The next stage was the amalgamation of claims and the formation of companies, with their own treatment plants. This stage continued till the last mine closed in 1921. These companies had, by present standards, small holdings and far too many shafts were sunk, resulting in less efficient prospecting and operation.Since 1921 there have been one or two small scale attempts to revive mining but without success. Characterisation and Processing of Electronic Waste for the Recovery of Metal Values Electronic waste (e-waste), which is a hazardous waste, can indeed be a good source of metal values especially for Cu, Pb, Sn including the precious metals such as Au, Ag, etc. In the present work a protocol for sorting and disassembly of e-waste consisting of computers, TV sets and mobile phones, as well as the characterisation and processing are investigated. E-waste consists of assorted materials consisting of metals, plastics and polymers, ceramics and glass. These components are classified into nine categories. The components, in which metal is embedded into non-metallic base, require complete pulverisation for liberation of the metal. The liberation size is observed to be around 1 mm. Several stages of crushing, shearing and shredding and grinding are required to achieve the required feed size. It is evident from detailed chemical analysis that the pulverised particulate is quite rich in metal values. Computer waste has 23 per cent metal by weight with over six per cent Cu while TV waste has 20 per cent metal with about 4.5 per cent Cu. Mobile phones are much richer in metal content with about 56 per cent metal including 32 per cent Cu in it. Metal content is observed to be more significant in the larger size classes and Pb and Cd are found to be the major contaminants. Morphological studies show that a substantial fraction of the particles is flat or elongated. Based on detailed characterisation, a flowsheet is developed involving dry and wet methods to separate the metallic materials from the plastics physically. It is established that according to this flowsheet a metal rich fraction with over 90 per cent recovery of the metal values can be achieved. Considering the relatively inexpensive unit operations involved in the flowsheet it is envisaged that it would provide a commercially viable scheme for processing large tonnage of e-waste.

This contribution summarises new knowledge and data, obtained during a three year ARCAMIRA funded research project, on the mineralogical and geochemical characteristics of hydrothermal alteration associated with low sulfidation, gold-silver epithermal deposits. These data are used to develop exploration vectors for use at both deposit and district scales, plus techniques have been established to distinguish ore grade epithermal systems from barren or low grade systems. Deposits investigated were Ladolam, Papua New Guinea, Gosowong and Mt Muro, Indonesia, Cerro Vaguardia, Argentina and Bimurra and Twin Hills, Australia.

Simulation and Analysis of Media Behaviour in the Tower Mill by Discrete Element Method for Estimating the Power Draw and Spatial Distribution of Grinding Process The trends to the Tower Mill (TM) for grinding the materials are increased recently due to its unique merits. Among the various considerations of this machine, the main important items are increasing the efficiency of grinding as more as possible while keep the power consumption, manufacturing and maintenance costs as less as possible. Because this grinding process includes a huge numbers of media particles (ball or other shapes) that are interacted with each other and body of the machine, the DEM (Discrete Element Method) way is a very useful and essential step to getting confident evaluations. Because the DEM simulation is a very young scientific field and proper commercial software are very rare and still under modification, at first step, a FORTRAN code is developed for DEM simulation of two laboratory Tower Mill models (KM5 and KD5). The simulation and experimental results matched each other properly. Then one another DEM software was implemented to perform simulation of bigger models (huge numbers of balls), meanwhile could handle the complex 3D geometry data. The simulation and experimental results were compared and analysed in detail for not only laboratory but also for industrial models (KW5, KWD5, KWD50, KW300F, KW700F and KW1500) without any manipulation or compromising of the parameters of simulation. Some numeric data of industrial models are hidden here due to confidential reasons. The relative velocity of balls (ball-ball and ball-TM body), dissipate energy, interacted forces and stresses during the process are the key outputs of DEM simulation for design this machine. Therefore the main important processes in a Tower Mill machine are recognised and consequently some horizons of development of this machine are distinguished.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. Detailed investigation was carried out on the dephosphorization of a number of phosphorus-rich manganese or samples of India by leaching with dilute sulphuric acid. Various process parameters like concentration of acid, liquid-solid ratio, temperature of leaching, time of leaching, and particle size of the ore were studied in detail for the three samples of manganese ore from central India, and optimum values were worked out on a laboratory scale. Preliminary studies show that certain ores which are not easily amemlible to appreciable dephosphorization by leaching with dilute sulphuric acid can be made amenable by :roasting to 700-900°C before leaching.

Namakwa Sands, a heavy minerals beneficiation business situated along the west coast of South Africa, is a major producer of titanium slag, pig iron, ceramics quality zircon and rutile concentrate to the international export market. The bulk of the economic mineralisation, which includes zircon, rutile, ilmenite and leucoxene is hosted by a late Cainozoic aeolian succession overlying remnant palaeo-strandline sediments. Relatively younger duricrust layers that cement a significant part of the generally unconsolidated ore compounds the challenging processing character of the primary mineralogy. The complex nature and hardness of the duricrust ore influence their mineability negatively, and can potentially destabilise downstream ore preparation processes. Effectively, up to ten per cent of the entire mineral resource is sterilised as the present infrastructure is not geared to treat the hard-mineralised ore. The metallurgical performance of the primary processing stage, which entails wet density separation, is strongly a function of the quality of the heavy mineral assemblage, liberation state of the economic minerals and slimes content. Elevated concentrations of garnet, a gangue contaminant exhibiting similar physical characteristics as the economic minerals, subtract substantially from the recovery performance of the secondary concentration process, which comprises mainly wet magnetic separation. By contrast, the intrinsic mineral purity of the economic fraction governs its successful recovery to saleable products as stringent product quality specifications apply. Improved mine planning through geometallurgical enhancement of the existing mineral resource model is envisaged to benefit the entire Namakwa SandsÆ mineral beneficiation chain, ultimately aiming to optimise mineral resource utilisation.

"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. Effects of DA as a Grinding Aid on Selective Grinding of Low-Grade Bauxite Effects of DA (a copolymer of acrylic acid and acrylamide) as a grinding aid on selective grinding of low-grade bauxite were investigated in this study. The addition of DA into the grinding system enhanced the selectivity of grinding and increased the A/S ratio in the coarse fraction of ground product, leading to improved throughput of grinding mills and alumina recovery. The results showed that DA decreased the viscosity of slurry significantly and hence improved grinding efficiency due to low viscosity at a high slurry concentration. Both the hydrogen bond formation and chemical adsorption existed between DA and the surface of bauxite particles. The adsorption of DA on the surface of bauxite could decrease stress needed for crack initiation and extending during grinding, prevent new-born crack surfaces from rejoining, and promote the expansion of the cracks.

The treatment plant at the Macraes Gold Project in New Zealand processes a carbonaceous, refractory sulphide gold ore. Since its commissioning in 1990, there has been a programme of continuous improvement of the plant, leading to higher recovery, increased throughput and low operating costs. During this time, a number of processes for treating both, or either, the preg-robbing carbonaceous fraction of the ore and the refractory sulfide fraction have been evaluated, trialed and utilised. The latest phase involves the installation by Minproc of plant utilising Newmont Gold's Pressure Oxidation Technology, a process which is anticipated to mitigate both problem factors when commissioned in 1999.

Ernest Henry Mining (EHM) is a copper, gold and magnetite mining and processing operation located 38 kilometres north east of Cloncurry in the Mount Isa - Cloncurry mineral district of north west Queensland, Australia. The EHM ore body is an iron oxide copper gold deposit with an average grade of 1.1 percent copper, 0.5 g/tonne gold and 22 percent magnetite.At the end of 2009, after a series of promising laboratory test work, EHM converted the ball mill media charge from forged steel to high chrome media. Laboratory test work also indicated that with the use of high chrome media, the pH was able to be reduced with no negative impact on plant performance. At high pH values (above 10.5), the forged media is passivated, so as the pH of the system drops the media corrosion rate increases and floods the system with corrosion products, affecting flotation. As the high chrome media is much more inert, pH has less of an effect on copper flotation response.This paper provides an overview of the effects of reducing the pH in the EHM copper rougher flotation circuit. The pH in the roughers was dropped from 10.6 to 9.6 to determine the impact on the rougher performance and the subsequent performance of the whole copper flotation circuit. It was found that there was a slightly increased improvement in copper recovery and no statistical change in either the rougher or final copper concentrate grades for copper and gold.With the reduction in pH, there was a noticeable reduction in lime usage from 0.85 kg of lime per tonne of ore processed to 0.55 kg/t. Resonance re-emission from nickel vapour affords a convenient method for isolating the resonance lines at 3415A, 3515A, and 3524A. The vapour is generated by cathodic sputtering and is illuminated by light from a nickel atomic spectral lamp. The resonance lines thus isolated can be usefully employed for absorption measurements on mineral samples where the nickel concentration is too high for measurements with the more sensitive line at 2320A. A spectrophotometer employing a resonance lamp as monochromator possesses several advantages where a great number of determinations are made under routine conditions. The wavelength setting is stable under even the most rigorous conditions and with the provision for automatic setting of full scale deflection the instrument requires virtually no adjustment. The instrument has been used under routine conditions for the determination of nickel (in the range O· 05-2 per cent) in mineral samples.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. In doing so, the retort of Whistler to an art student gives me, I must admit, much misgiving, for, on being asked how he developed his artistic talents, replied that he painted what he saw, which produced the immediate reply, "Ah, but the tragedy will come when you see what...

This paper deals chiefly with the preliminary examination, when a decision has to be made as to whether a prospect has a chance of developing into a mine or not. At this stage it is important to have a fairly clear conception of what is expected of the prospect, andjust what type of mine is sought. Much money can be wasted testing a prospect suitable for a prospector or small syndicate, but which never looked like becoming a mine of sufficient size to interest a company. When undertaking an inspection, therefore, it is necessary to have a broad outline, at least, of the policy of the principals for whom the report is intended.At this early stage it is frequently necessary to form an opinion of the prospects of a property on very meagre data. When new to this type of work one's first reaction is often th~t it is impossible to pass an opinion on the data available. It. is absolutely necessary,however, that an opinion of the possibilities and chances of favourable development be given; The report should strive to convey this information, making quite ::lear the risk involved, how complete are the data on which this opinion is based, and the possible magnitude of the prize. A Preliminary report has to state whether a property has sufficient prospects to warrant testing.The following procedure is suggested in order to make best use of the data and minimise hasty conclusions influenced by preconceived ideas-an ever-present danger.Examination.The first stage is the examination. This should aim at collecting all available significant data, but avoid clouding the issue with detail which, at this stage, will not affect the decision. The following points are considered to be the main ones for which to look:-Geological Environment.As good a working knowledge as possible'of the geology of the area should be obtained. Government Geological Survey reports and maps, if available, will be a big help. A detailed knowledge of the regional geology is not necessary a,t this stage, but a broad outline of the geological setting of the prospect under review, and also of any other important mines in the district, is often helpful in the final decision.The Nature of the Ore-Body.Any facts concerning the nature or occurrence of the lode should be noted as, coupled with experience of similar bodies, they affect the ultimate decision.Structural Control.This is probably the most important factor, in the light of present geological knowledge. Its chief importance is due to two facts:-(a) Structure plays one of the prime parts in ore deposition.(b) Geological knowledge, of structure is somewhat in advance of knowledge of other factors influencing ore deposition.

IF a straight line should be drawn on the map (See 1, page 96) through the northern half of the South Island of New Zealand, from Mt. Domett in the north to Arthur's Pass in the south, and another line drawn parallel to it and at a distance of ten miles to the west, according to the topographic scale, it will be found that within the belt thus drawn across the country all the most important mines, past and present, of the South Island are situated, with the exception of a few in Otago.The most important product of this tract being gold, and Reefton, the most important southern mining field, being situated at about its central portion, the zone may aptly be termed "The Great Reefton Gold Belt." The occurrence of so many gold mines along this particular strip of country is not at all a matter of chance, but is the outcome of cause and effect.
