The ASC has a dual role of business facilitator and law enforcer. Only certain types of expert report are of interest to the ASC. The powers of the old Companies Code and the Corporations law are compared. NCSC Policy Release 149 was dependent on the prescriptive powers given to the NCSC in the Companies Code. The Corporations Law does not give the ASC power to prescribe the contents of expert reports. The requirement now is for all necessary information. Research evidence is that some investors want simpler prospectuses while others need more detail. The ASC's examination of expert reports is after registration of primary documents. This leads to a necessity for experts to maintain adequate records.

Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.

Analyses of scheelite from all the known scheelite fields in the South Island of New Zealand have shown that the scheelites are essentially molybdenum-free. The scheelites are almost stoichiometric CaWO4, except for some strontium replacing the calcium, with a maximum of 0·92 per cent SrO. Variation in strontium content appears to be' related to the metamorphic grade of the enclosing rocks.

During the operation of the Parkes process of desilverising, and in the earlier days of the continuous process, gold and silver were removed separately from softened lead bullion. Gold was removed in the Parkes process by a selective zincing, and -in the continuous process by treatment with zinc in a special de-golding kettle, in each case a crust being obtained carrying the gold and a small portion of the silver. Actually the process could have been more correctly termed a de-copperising process, on accountof the relatively large amount of this metal present, and its affinity for zinc, which caused it to enter the crusts produced.The crust was treated in reverberatory furnaces, where the bulk of the copper and zinc was removed in by-products, and the resulting "gold bullion" cupelled to give adore bullion containing approximately 2,000 ounces gold per ton.For the purpose of parting this dore, a small Balbach-Thum plant of 11 cells was used, and once each six months a short campaign was conducted on the accumulated metal.With the development of the process of de-copperising smelter bullion by means of sulphur, when a bullion averaging about .004% copper was constantly available for refining, the need for a separate de-golding process disappeared.The de-golding kettle of the Continuous Process...

NATURE OF ORETHE Edna May ore consists mainly of clean quartz of a moderately hard and tough nature. The gold content is "free" and fairly coarse, so that a large percentage is recovered by amalgamation. The ore is practically free from metallic minerals.GENERAL OUTLINE OF PLANT AND TREATMENTThe ore, received from underground in trucks, is broken by a jaw breaker, then stamp-milled, follow~d by partial filie-grinding in pans. Mercury is used both in the mill boxes and pans. The pulp, on leaving the pans, passes over amalgamating tables and is then elevated by tailings pulp to cone classifiers and separated into a sand and slime product, each product receiving a separate cyanide treatment-sand by leaching in vats and slime by agitation and decantation in a "Trent" plant. Gold solutions from both sand and slime are precipitated together by zinc shavings in the usual type of precipitation boxes. Accumulated slime is trucked from the dam to a vortex mixer and from this point receives with the cement slime the same treatment.ORE BREAKING AND TRANSPORTThe ore is trucked from the brace of the shaft along an overhead line to the breaker station. The Archaeozoic Willyama Complex at Broken Hill has suffered several periods of deformation and metamorphism. New structural and petrological information together with that available from the literature gives a picture of the metamorphic evolution of the Barrier Ranges. Several epochs of metamorphism are recognized, and potassium-argon dating of minerals has been applied with limited success to the resolution of these epochs.INTRODUCTIONAdvancements in the mineral industry at Broken Hill over the past eighty years have been accompanied by a continual striving towards increased understanding of both the geological history of the Barrier Ranges and the environment of the Broken Hill ore deposits. However, although many detailed studies of selected localities and particular-aspects of Broken Hill geology have been carried out recently, the regional geology of the Barrier Ranges as a whole has received little attention from a petrological viewpoint since the pioneer investigations of Mawson (1912) and Browne (1922). There still remains a great need for regional surveys combining field studies of the habits, structures and outcrop relationships of the various rock types with laboratory investigations of their chemistry, mineralogy and microscopic ,fabrics. Recording observations arising from three brief visits to the Broken Hill area during 1959 and 1963 may stimulate further surveys.During one of these visits, the generosity of the Zinc Corporation Limited in providing field transport and geological guidance enabled the writer to collect material and study field relationships and appearance of the various rock types at numerous localities covering most of the Willyama outcrop. The Mt Sinivit gold project is located approximately 50km SSW of Rabaul in the Baining Mountains of the Gazelle Peninsula, East New Britain Province. The deposits were discovered in mid- 1983 and form part of a larger 26km long zone of variably aurif- erous quartz veining. There are no surface indications or previ- ous records of any prospecting activity or production from the region. The Mt Sinivit deposits consist of a series of oxide and sulphide reserves and resources contained in the Wild Dog (South- ern, Central and Northern oxide zones; Northern sulphide zone) and Kavursuki veins. The proposed exploitation of the oxide reserves by a series of small-medium sized open pits has been fostered by the PNG Department of Mining & Petroleum (DMP) as part of a government policy to encourage the development of a small-medium sized mining industry in the country. The aim of this paper is to document the steps and procedures involved in obtaining the grant of a Mining Lease emphasising the time and the expenditures required during each step of the approvals process for the Mt Sinivit project.

A composite iron ore-reductant pellet is a mixture of fine iron ore and fines of coal/char/coke, bonded at essentially room temperature with sufficient green strength for subsequent handling. In ironmaking, these pellets offer the advantage of fast reduction, utilisation of fines, non-coking coal and coke breeze. The composite pellet-based alternative ironmaking processes constitute a promising route for ironmaking in future. The present paper is a brief review of kinetics and mechanism of reduction of iron oxides into iron and other associated reactions, when these pellets are heated to high temperature. It would draw significantly from investigations conducted by the author and his co-workers.

Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. Block caving is becoming a more widely adopted mining method allowing for underground massive low grade orebodies to be extracted economically. Underbreak during cave propagation is difficult to predict in terms of recovery and is not well-researched due to the small number of caving operations. During mining of E26 Lift 2 (E26L2) block cave at CMOC Northparkes Mines, a wedge of high grade material failed to cave, even with the assistance of preconditioning and subsequent attempts to induce caving. The ultimate solution for recovery of the uncaved wedge was the establishment of the E26 sublevel cave (SLC), which commenced mining in 2015, with production following in 2016. The SLC provides approximately 1Mtpa to supplement the lowering grade of the current E48 block cave feed. Applying the sublevel caving methodology to recover block cave underbreak has proven challenging. The impact of the caving stresses and preconditioning of the wedge have caused production limitations requiring continual remediation throughout production of the E26 SLC. The dependence on remediation work created a roadblock to implementing precharging as the prevalence of brow loss raised concerns over the inability to hook up the charged ring. In 2018, a wireless initiation trial was completed in the E26 SLC over 24 rings. The trial showed that precharging was achievable in this environment and greatly improved the safety of charge up personnel.

Increasing demand for fine grinding to improve mineral liberation and metal recovery and the need for stricter control of the environmental impact of tailings deposition poses problems for tailings disposal. This has led to an increasing number of investigations of properties of tailings and their disposal. This paper describes laboratory model testing undertaken on Macraes mine flotation tailings to provide information on tailings behaviour under conditions of subaerial deposition. The in-place density or 'dry density' of the impounded tailings and the impoundment depth relationship are important for utilisation of the available impoundment storage facility and results of dry density to depth relationships are given for the Macraes mine tailings impoundment.

Extraction of copper from a chalcopyrite concentrate by means of a cupric chloride leach is described. Initially the concentrate is mixed with sulphur in a 9: 1 ratio, and heated to 350-400°C. This converts the chalcopyrite into more readily soluble sulphides, while the iron rejected from the chalcopyrite is transformed to pyrite, which is insoluble in the leach solution employed. A two-stage countercurrent leach using a leach solution of 1 M cupric chloride, 3.5 M sodium chloride, and 1 M hydrochloric acid extracts 98 per cent of the copper, if conducted at 105°C. Iron extraction is relatively low, the mole ratio of iron to copper extracted being 0.17, compared to 1.0 for unreacted chalcopyrite. After dissolution, copper can be recovered by electrolysis, cupric chloride leach solution being regenerated at the anode.Electrolytic power requirement is low, being approximately 0.5 kWh per kg of copper. The sulphur and, most of the iron entering as feed are rejected from the process in the form of pyrite, which remains in the leach residue.

Taking the Presidential chair of the Australasian Institute of Mining Engineers, my first duty is to thank you for the high honour and position you have conferred on me. A position entailing the highest compliment the Institute could bestow on any of its members, and one which I feel my inability to properly fulfil, inasmuch, as you have men in your ranks of the highest scientific training residing on that great continent where the head quarters of the Institute is established, while my engagements here will not permit me leaving this colony but for a very limited period.About six years ago, during the time the mining boom was at its height, there came to this colony from England, Germany, and South Africa, several mining engineers, who in conjunction with the mining engineers here, formed an Institute which we soon found we were not able to maintain. The mining boom gradually died away, and many engineers have left the colony to find employment in other parts of the world. We made overtures to your Iqstitute to take us under your wing, which you were kind enough to do, and the outcome is that you have come over 1200 miles to hold a meeting in New Zealand. The paucity of members residing in this colony does not admit of a large attendance; but we heartily welcome you to our shores and hope you will enjoy a holiday visiting some of the principal mining centres and exchanging ideas, which not only improves our minds, and widens our field research, but also tends to lead to further economic improvements in the extraction of metals the earth contains...

Grinding Mill Operation and Maintenance - Central to Asset Management Since 2005, RME has pursued a vision for a new grinding plant operational paradigm, made possible by RME's latest Mill Relining Systems. At some sites, new liners degrade SAG mill performance. The variables include mill volume loss, rotational speed limitations (ball strike) and liner designs developed for longer and longer life but without a backward glance at metallurgical consequences of whole plant performance. Freshly relined mills can initially deliver as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the liners' wear life. RME's proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and relining speed become key profitability contributors and not simply 'must do' maintenance functions and costs. This paper includes a short history of RME's Mill Relining System development (Appendix A). These are the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The body of this paper outlines RME's vision of a 'liner profile vs. profitability' commercial model, underpinned by the rigour of PAS 55-1:2008 Asset Management Part 1: Specification for the optimised management of physical assets. The technical elements can be developed either intuitively (based on plant experience) or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum technical solution for the maximum commercial outcome. Much of this can be modelled off-line, in the virtual world, before asking senior management to commit to an expensive liner experiment. The potential benefits are compelling.

For Fe-Mn alloy production, two reactions are responsible for this process: the MnO reduction in the slag and the carbon dissolution in the bath. The smelting-reduction process has been studied as alternative route to be used to produce alloy so as steel. This technical paper presents some initial studies to be used to determine the main ways that one can have for the mechanisms for this reaction. The limited factors like mass transport or chemical reaction were analysed. The Mn content in the bath were varied and it was concluded that by increasing the former, dissolution of Mn into the bath was increased, so as a reduction of MnO in the slag. For carbon dissolution, it was used a experiment with a stationary bar, this one was added into the bath, after ten minutes probes were catched, by temperature 1600¦C, for the dissolution of MnO, one graphite crucible was employed, after 45 min the slag and alloy were analysed. After the experimental part, some curves were plotted against time, based on these graphics, and kinetic analysis was made.

Despite the importance and usefulness of basicity in metallurgical slags, the optimum quantitative expression of it has remained elusive, partly due to the fact that the precise concept of basicity has not been properly clarified. The two basic approaches to the concept of basicity are the Lux-Flood, which perceives basicity in terms of the activity of the free oxide ion, a O2- , and the Lewis, which perceives basicity in terms of the ability to donate negative charge. The former has been almost universally adopted in the area of metallurgical slags, while the latter has been increasingly accepted in the field of glass chemistry. In this paper, some difficulties of the Lux-Flood approach are pointed out, including the need for indirect measures of a O2- , which have proliferated in recent years. Accordingly, it is suggested that the Lewis approach has a good deal to commend it, and that the quantification of it in terms of optical basicity is the best measure of basicity available, which should therefore be more widely applied in metallurgical slags than it currently is. The fact that there are intrinsic problems in evaluating the optical basicities for the transition metal oxides is acknowledged, and a new scale is recommended. The patterns of iso-optical basicity lines in ternary systems are shown to agree well with the pattern of iso-activity and iso-capacity lines under appropriate conditions. * Originally published in the Proceedings of MINPREX 2000, published by The AusIMM.

As Australia’s mining industry painfully retrenches, mining executives and managers strive to remain viable by seeking significant productivity increases directly through process improvement and indirectly by improving leadership and workplace culture, the most powerful determinant of productivity. Culture is the combination of people’s attitudes and behaviour, together with leadership values and focus.Comprehensive new and automated data collection and management systems promise much for improving productivity, yet despite rapid advances in measurement and sharing of data, the use of data can reduce productivity unless behavioural aspects are considered and designed as part of implementation. This is because systems drive behaviour that in turn shapes attitudes to determine culture.Experience from many mine sites and other industries in three countries confirm that the most powerful drivers of people’s behaviour are the Measurement-Analysis-Reporting system and business leadership.This paper discusses fundamentals of practical, statistically valid process measurement, analysis and reporting systems before discussing associated leadership considerations for sustained improvement in safety, productivity, employee retention, leadership, accountability and commercial returns.The key to productivity improvement is improving core processes and important support processes. In turn, the key to process improvement is identifying the major process components and their interaction by measuring and then analysing their variation and level of performance. Understanding variation is often neglected yet is usually highly significant. It is essential that the fundamentals of statistically valid yet practical process and data analysis are understood and incorporated into system design to ensure productive, informed behaviour.The design and use of Measurement-Analysis-Reporting systems influences behaviour most profoundly and determines people’s effectiveness. Behavioural aspects are detailed by focusing on six primary drivers of human behaviour and five basic systems for managing businesses. These are integrated in a seven-step process and productivity improvement methodology that combines statistical, analytical, systems and behavioural factors.The paper includes development, implementation and tracking of a project plan for improving management and leadership systems to drive aligned behaviours. It is generally recognised that slags are active participants in pyrometallurgical processes, and not merely inert liquids which must be produced. to effect separation of gangue material in smelting, or of impurities in refining. The importance attached to slag-metal reactions in steelmaking is shown by the numerous investigations in this field. However, there are still many important reactions of slags which require explanation. In this paper some new aspects of the reactions of slags will be discussed, as far as possible quantitatively.FREE AND COMBINED OXIDESMetallurgical experience indicates that variations in the composition of slags produce changes in the chemical behaviour of the various components. These variations have been generally ascribed to changes in the proportions of free and combined oxides, i.e., compounds have been assumed to be present in the liquid slag.Considerable support for this view has been adduced from the existence of compounds such as metallic silicates, phosphates, etc., in the solIdified slag.
