A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

During the 1980’s, laboratories opened throughout the United States to serve the analysis needs of a rapidly growing asbestos abatement industry. The samples analyzed were either collected during the abatement of known asbestos-containing materials or were suspect asbestos-containing construction materials. Many asbestos analysts received minimal training and used analytical protocols that were industry specific. False positives (reporting a sample as containing asbestos when none is present) went unnoticed or had minor repercussions. The mindset of the industry was to err on the conservative side – it would be better to identify a non-asbestos fiber as asbestos than visa versa. With growing public awareness of the health hazards of asbestos, other materials began to be tested for asbestos content. Rock and ores began to be tested for naturally occurring asbestos by these laboratories using the same protocols or an in-house protocol. Analysts were given no additional training and accreditation, in most cases, it was not required. With no consistency in sample collection, testing protocol or expertise in analysis, significant discrepancies in final results can be expected. If we further complicate this scenario with misidentification of naturally occurring look-a-likes for asbestos, expensive false positives are likely. To avoid the repercussions of misidentification of naturally occurring chrysotile asbestos from look-a-like fibers in rock and ores, correct sampling and analysis protocols with more stringent scientific diagnostic criteria are needed.

As ore deposits become finer grained the requirements for regrinding before cleaning or leaching have increased substantially. Despite this increasing need, there is no standard test to predict grinding energy requirement below 70 microns. The standard Bond Mill test applies for coarser ball milling, but is not appropriate for stirred milling with fine media grinding to 70 microns. With no industry -standard test, the energy requirement is often made on the basis of supplier estimates or benchmarking against similar applications. Yet suppliers use vastly different scale-up methods which result in widely different energy estimates. Estimates can differ by 100-300% even for similar mills. This must result in serious errors to install either too much or too little grinding power. This paper explores this by comparing the actual performance of full scale regrind mills against their original design estimate. It confirms that serious scale-up errors have been made, and have then been perpetuated by ?benchmarking?. The test conditions to achieve accurate power estimation are discussed. The essential test conditions are: continuous (not batch) tests, ensure steady state (no coarse fraction retained in test mill), correctly account for classification, measure energy directly (not inferred), and using the same media size as the full scale installation. Failure to correctly address even one of these factors can bias results by 40%; failure to address several multiplies the error.

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. This paper focuses on the underground tunnel work at the Hollywood Water Quality Improvement Project (HWQIP) in Los Angeles, CA. The HWQIP is being constructed to provide a water distribution system to bypass the existing Hollywood Reservoir System, which supplies drinking water for 500,000 people. The major project features include, a 2.9-meter diameter 1,829 meter long bypass tunnel, a 1.8-meterdiameter 366 meter long utility tunnel, 3 jack and bore tunnels, two 136 million liters underground circumferentially wrapped pre-stressed concrete water storage tanks, associated piping, and mechanical facilities. The physical project location coupled with strong community involvement and stringent environmental concerns was a considerable driving force for this project located in the Cahuenga Pass area of the Hollywood Hills north of Los Angeles, CA.

Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. Mechanization has been at the core of productivity improvements since the industrial revolution. During the past 20 years, mining has derived spectacular progress from mechanization. In the future, however, mechanization alone will not be enough. In the next few decades, automation will bring about new generations of highly productive and safe machines, with low operating costs. Increased use of new and better technology is generally accepted as the prime factor capable of closing the productivity gap. The productivity gap is the difference between inflation and metal prices. The three S-curves in Fig. I represent the evolution of technology in general, and mining in particular. TI represents incremental changes. the dominant sort of technology changes in the mining industry: - Better drills, electric hydraulic drills vs. pneumatic drills, the drilling rate is twice as fast. - Better steel and bits, to accommodate the higher performance drills. - Improved chemical explosives. - Bigger trucks in open pits.

The 2003 Rapid Excavation and Tunneling Conference (RETC) was held at the New Orleans Marriott, New Orleans, LA, June 15-18. The New Orleans conference was the 16th since the RETC was formed in 1971. This year’s conference was sponsored by the Society for Mining, Metallurgy, and Exploration, Inc.(SME), with co-sponsorship of the Construction Institute of ASCE. Attendance at the meeting was 1,178, a conference record. This was up significantly from the771 attendees at the 2001 meeting in San Diego, CA. The RETC was formed to “advance the engineering and scientific knowledge of rapid underground excavation and tunneling through interdisciplinary meetings, publications, technical-educational exhibitions and encouragement of research.” The RETC conferences are now held every other year. They provide an opportunity for individuals to meet with designers, contractors and manufacturers associated with the tunneling industry to share experiences in all phases of tunnel design and construction.

Proper analysis of washabiity data can lead to the development of a maximum yield coal preparation plant flow sheet. Simulations, as simple as spreadsheet mass and water balancing, are important in examining yield maximization and middlings liberation. Key to such attribute tracking flow sheet simulations is the distribution model, expressing the probability of a species reporting to the product stream. There are many such models in the literature. This paper examines a functional form that can represent or fit most of the proposed distribution functions.

INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has let a contract for the excavation of three rock stations, spaced about 3550' (1082m) apart, beneath Connecticut Avenue in Washington, D.C. Two previous rock stations have been completed, one of which had a crown pilot tunnel excavated to explore geologic conditions that would be encountered during the station excavation. This pilot tunnel was primarily for inspection by bidders and design was based on core hole information. The other rock station had no pilot tunnel and was also designed on the basis of core hole information. The three rock station areas, which are the subject of this paper, have been explored by crown pilot tunnels and an as-built report, with geologic maps and sections, has been prepared, for use by the design engineer as the basis of design for support of the structures. The geotechnical report describes the geologic structure in detail and relates it to excavation and support of the three crown pilot tunnels and the running tunnels which will be enlarged to create the 58'W x 44'H x 700'(+)L (17.6m x 13.3m x 212m +) stations. The information was complete enough to permit the design engineer to visualize the geologic structure and compute loads for the various types of rock conditions. It was therefore possible to determine the size and spacing of the steel sets for the several different conditions of rock structure encountered in the pilot tunnels.

Paper 1: Risk of gastrointestinal cancers from inhalation and ingestion of asbestos, John F. Gamble Selikoff suggested the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers in an early study of insulation workers. In this paper, John Gamble reports on his extensive review and reanalysis studies that address the relationship between asbestos exposure and GI cancers. The purpose of the review was to evaluate the association between asbestos exposure and risks of stomach, colorectal, colon, and rectal cancers separately. Gamble evaluated exposure?response (E?R) relationships using surrogate exposure methods ??because few individual studies of GI cancer have reported exposure? response analyses.?? The principal asbestos exposure surrogates are: (1) the rate ratio (RR) for lung cancer; and (2) the percent of mesothelioma among exposed workers. Analyzing SMRs for GI cancers from individual studies versus the risk of lung cancer and mesothelioma provides crude estimates of E?Rs for asbestos exposure and GI cancer. The Manapouri Power Station is New Zealand’s largest hydroelectric facility located on the South Island of New Zealand. Constructed in the 1960’s, it includes a 700 MW under-ground power station and a 9.8 km (6.1 mile), 9.2 m (30 ft) diameter tailrace tunnel. The output of the power station is currently limited due to excessive head losses in the tailrace tunnel. To remedy this situation, the Electricity Corporation of New Zealand (ECNZ) retained Woodward-Clyde to design a second tailrace tunnel and appurtenant facilities and prepare Contract Documents for construction. The Project will involve the construction of a 9.8 km(6.1 miles), 10 m (33 ft) diameter, TBM-mined tunnel, hydraulic control structures at the upstream and downstream ends of the tunnel, an underground dewatering shaft and station, and tailrace channel improvements. This paper summarizes the key design and construction issues addressed during the planning and design phases, outlines the risk management provisions incorporated in the Contract, and overviews the Interactive Tender Process (ITP)that was implemented during the pre-tendering and tendering periods.

Slurry diaphragm walls are commonly used as both temporary excavation support walls, and permanent structural walls, for circular shafts and long rectangular structures (such as underground subway stations); however, they are not commonly used for more compact rectangular or square shafts. In these instances, a second wall is typically cast inside the slurry walls to form the permanent structure. This paper discusses the approach used on the Silicon Valley Rapid Transit Project in California to analyze these compact rectangular types of structures for static and seismic loading, and to determine whether or not slurry walls can be confidently used as both the temporary and permanent walls for two tunnel ventilation shafts.

LKAB’s Kiruna Mine, located in northern Sweden, produces about 24 Mton of iron ore yearly using sublevel caving. For efficiency, the mine must deliver planned quantities of three ore products. We use mixed integer programming to schedule Kiruna’s operations, specifically, which production blocks should be mined, and when they should be mined to minimize deviations from planned production quantities while adhering to mining restrictions (e.g., sequencing). A new production block database and a well-formulated mixed integer programming model dramatically reduce the size of the original problem; in less than ten minutes we generate five-year schedules with time fidelity of months.

The Swiss are building the world’s longest tunnel, the 57-Kilometer (35-mile) long Gotthard Base Tunnel. Lot 252, Tunnel Amsteg: Two Hard Rock Tunnel Boring Machines (TBM) crossed hydro-thermally decomposed granite. While the East TBM advanced slowly but steadily, the West one got stuck for five months and had to be recovered by special means and methods. Both TBMs have finished their more than 11-Kilometer (7 miles) long drives successfully. Lot 360, Tunnel Sedrun: For the first time in tunneling, roadway support machines are used through most challenging, squeezing geology. They constantly advance in full face mode for about one Tunnelmeter/24 hours.

Multidisciplinary investigations were completed to prove the availability of water resources for the proposed San Cristóbal silver-lead-zinc mine in the arid Altiplano of Bolivia. Surface water resources are scarce, of poor quality, and unsuitable for development. Therefore, hydrogeological reconnaissance targeted alluvial aquifers for development. Follow-up resistivity, refraction, and water quality assessments were used to prioritize areas with prolific production potential. Pumping tests and regional water balance analysis indicate an alluvial aquifer can sustain the required approximately 40 000 m3 per day production for the life of the mine and predict no significant negative environmental effects on local groundwater users and the environment.

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies.
