Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. Longwall mining techniques were introduced into U.S. bituminous coal mining operations in the early 1960s. These techniques were gradually adopted by many mines during the 1970s. By 1983, considered to be the peak of the longwall mine census, there were 118 active longwall faces in 79 coal mines throughout the United States. Beginning in 1984, longwall faces began a decline in numbers that has continued to the present day (Fig. 1). The geographic distribution of longwall faces today is shown in Fig.2 according to region. A breakdown of recent longwall mine production by region is shown in Table 1. An approximate breakdown of present longwall face installations by product (metallurgical and steam) is shown in Table 2.

There is an increasing requirement for mines to meet a certain minimum criteria for sustainability within the context of the physical environment, ecosystem and socio-economic system in which they are located. The mining industry has wrestled to develop methods for assessing the ‘sustainability’ value of a mining project and indicators of ‘sustainability success’. A methodology for the evaluation of sustainability of a mining project using the Multiple Accounts Analysis (MAA) system was developed. The MAA is a platform for engagement of stakeholders and for the assessment of site-specific alternatives based on both qualitative and quantitative indicators of success.

Three rock tunnel sewer systems are underway in the Chicago Area. (Figure 1) The three are designed to act independently and to be later connected to the future tunnels of the master plan. The tunnel excavation for each of the systems has been completed. One is in the Northwest area within the City being built by the City, known as the Lawrence Ave. System. Another is in the Southwest suburbs, known as the LaGrange-Brookfield Sewer or Southwest 13A, being built by the Sanitary District, the third is in the South suburbs called the Crawford Avenue sewer or Calumet 18-E, Ext. A- being built as a joint venture between the City and the District. The three are similar in that they have the same purpose, the same component parts and their tunnels were constructed in the nigaran limestone using a mechanical mining machine. The purpose of each of the systems is two-fold. First to provide flood relief for existing inadequate sewer systems, and second to reduce the pollution load to the waterways caused by combined sewer overflows. The existing systems in the areas to be relieved are combined sewers built many years ago. The main outlet for the Village of LaGrange, for example, was built in 1908, is badly in need of repair and lacks the capacity to handle the flood flow from the heavily urbanized area it now serves. An ongoing research program is characterizing the ore qualities that most affect mine and mill processing of iron. Current practice uses assays of magnetic iron and silica, but additional qualities are needed for advanced process control. If additional qualities can be measured from core, blastholes, or process samples, they can be modeled and controlled similarly. What qualities, other than assays, hinder or facilitate beneficiation at each processing step, and how can they be measured in the mine/mill ore stream? This paper describes preliminary determinations of the effects of ore chemistry, hardness, blasthole drill performance, fragmentation control, and grindability on mill performance.

Machine guidance and control systems have become more pervasive in the mining industry in recent years but not always from mining-experienced providers. Dozers, motor graders, scrapers, excavators, shovels, draglines, drills and haul trucks are just a few examples of the types of heavy machinery now equipped with global positioning system (GPS)-aided guidance systems. While equipment manufacturers are offering their own software, many only supply solutions for the machines they produce. The proliferation of GPS equipment manufacturers entering the machine guidance and control arena has resulted in a multitude of makes and models of GPS receivers. Some of these companies also produce their own guidance software. But they usually just specialize in a narrow range of heavy machinery. So customers are forced to use multiple systems and face new challenges in implementation, training, reporting and inter-system communication.

An ilmenite concentrate was reduced in the solid state with carbon under argon atmosphere at temperatures between 1000oC and 1400oC. The ilmenite concentrate and 50% excess carbon were reacted to achieve the highest attainable degree of reduction at each temperature and the reaction products were subjected to a series of analytical work by optical microscopy, X-ray diffraction analysis and SEM ( EDS) analysis. The ilmenite remained unaltered at 1000oC and had a slight change in its composition at 1050oC. A secondary oxide phase containing metallic nuclei was detectable at 12% reduction at 1100oC. The reduction of TixOy took place in a sequence changing the y/x ratio from 2.0 to a value less than 1.0 at 84% reduction at 1400oC. Metallic phase consisted of Fe and C initially and started to include Ti at the later stages. Complete reduction of TixOy to metallic Ti was not possible at these temperatures.

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." The Silver Line Phase III Project is the final one mile underground segment of the new Bus Rapid Transit in downtown Boston. The project is expected to significantly reduce existing and anticipated traffic congestion. The twin one-lane tunnels and two station platforms will be built by NATM in Boston saturated soft clay, sand and till layers in proximity to several historical buildings, underpinning two existing cut and cover subway stations and several major utilities in densely built urban area. Collophane, cryptocrystalline fluor-apatite, is examined as a substrate for plant water and wastewater remediation. The attenuation of Fe3+, Fe2+, Hg2+, Pb2+, and Cd2+ is presented as a function of metal ion concentration, amount of collophane, initial pH and conditioning time. TCLP results for Pb2+contaminated collophane are presented. Mechanisms of adsorption for divalent and trivalent species are suggested.

FirstMiss Gold installed a supervisory control system based on Pavilion Technology's Process Insights neural network software and Oil System's PI data historian. The primary goal of the system was to control the acid preconditioning circuit. However, our first successful control loop was on the limestone feed rate to the neutralization circuit. The information gained by modeling these circuits and the better control provided by the system has resulted in reagent savings of over $80,000 per month.

Composite materials are finding new applications daily, ranging from automotive parts to synthetic lumber. The variety of applications seems almost limitless. However, these emerging products bring both new opportunities and new challenges to the field of industrial minerals. One of the primary challenges is from alternative materials other than industrial minerals. Thus the question is asked whether industrial minerals will truly benefit from the growth in market applications for composite plastics. This article highlights some of the opportunities for industrial minerals while focusing on performance and competitive demands on mineral products intended for use in this developing market.

Remining of abandoned coal mines in Pennsylvania requires the implementation of pollution abatement and mining techniques called Best Management Practices (BMPs). Water-quality data from over 100 remining sites with more than 230 abandoned discharges were analyzed with respect to the types of BMPs employed to abate the pollution loadings of acidity, iron, manganese, aluminum and sulfate. Discharges exhibiting a significant decrease in acidity were most highly associated with sites where large volumes of alkaline materials were encountered (66.7%) or added (63.7%). The best results for iron loading were achieved with large-quantity alkaline addition (54.6%) and water handling systems (47.8%). Water handling systems (47.4%), daylighting (40.7%), and revegetation (40.2%) were associated with significantly lower manganese loadings. The decreases in acidity and sulfate loads associated with increasing the amount of alkaline material in the backfill indicates that the production of acid mine drainage can be retarded by adding large quantities of alkaline materials.

The extractive industries addition to the International Valuation Standards (IVS) is scheduled for publication in the next edition of the IVS book in January 2005. This will provide guidance for valuation of minerals and petroleum industry assets of all types for all appraisal uses. It will provide asset valuation support to the International Financial Reporting Standards for the stock markets of the world, and a global umbrella standard which can be supplemented for local needs by institutes and regulators. This paper discusses implementation of the IVS within the minerals industry and important issues that the industry should confront.

Introduction Longwall coal mining in the US has steadily increased since its introduction in 1960. There are now 108 systems operating. (Sprouls, 1986). Advantages of longwall mining include higher productivity, improved safety, and greater coal recovery. Respirable dust, however, is one of the more serious obstacles to realizing the full potential of longwall mining. Early in 1980, the US Bureau of Mines (USBM) initiated extensive in-house and contract research to identify and evaluate effective methods of controlling respirable dust exposure of longwall face personnel (Niewiadomski, Jankowski, and Kissell, 1981). It was found that several control procedures must be combined to assure compliance, using control techniques appropriate to the dust source. These techniques can typically be grouped into the following categories: reduction of dust generation; dilution of dust; capture or knockdown of dust; and dust avoidance. Control techniques can be divided into basic and effective dust control techniques; additional necessary controls; and optional supplementary controls. This information should allow longwall mine operators to select control methods applicable to their particular operations and to develop a dust control plan that meets Federal dust standards. Basic and effective dust control techniques There are three basic dust control techniques (Taylor and Jankowski, 1982) that should be implemented on all longwall mining operations. • A passive barrier or external water spray system design that confines shearer generated dust near the face and away from the operators. • Large quantities of water through the sprays, particularly the drum sprays, to aid in dust knockdown and prevent dust becoming airborne. • A cutting sequence that allows the shearer operators to work primarily on the intake-air side of the lead cutting drum. Shearer clearer There are some poorly designed shearer-mounted spray systems with nozzles directed upwind at the cutting and loading zone of the intake-side drum. These actually carry dust away from the face and upstream of the drum. Where, it mixes with the clean intake air (Fig. la,) and is carried out into the walkway over the shearer operators. At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The paper summarises the results of a recent study of minerals planning policies of the Member States of the EU. The study has shown that contrary to the public opinion the production of industrial minerals and construction minerals is significant the former accounting for about 20 percent of global production, the latter amounting to about 3 billion tonnes per annum. In contrast the importance of metal ores has diminished although metal production in some European countries can still be significant. The study revealed that very few Member States have clearly defined mineral policies. Common to most mineral policies is the emphasis on reducing minerals consumption and recycling whereas the important aspect protecting access to minerals resources is not adequately addressed by most policies. Access to mineral deposits is regulated in most Member States by land use legislation and administration. Information on mineral deposits in land use planning data bases tends to be scarce. This together with the absence of formal mineral policies places minerals at a disadvantage in land use decision making. The emergence in the recent past of environmental legislation and in particular environmental impact assessments has had a crucial effect on the duration of the authorization process for new mineral projects. Examples are given how minerals planning is handled in some of the Member States.

"Cyanide heap leaching of gold ores in areas with extremely low winter temperatures requires special considerations to prevent freezing of the leach solution. Factors that impact the solution temperature include ore temperature at the time of stacking and during operation, burial of drip irrigation lines, use of geomembrane covers and heating of the leach solution. Thermodynamic modeling was performed to simulate expected ore and solution temperatures under different operating strategies for Kaminak Gold’s Coffee gold project in the Yukon Territory. Mean monthly temperatures at the site ranged from a low of -22.5 °C (-8.5 °F) to a high of 13.6 °C (56.4 °F), while in situ ore temperatures ranged from -0.5° to about -1.5 °C (31 ° to 29 °F). The modeling results were used to optimize the operational parameters and indicated that a combination of drip line burial and heating of the leach solution during the winter months was required to maintain solution temperatures above freezing during the initial years of stacking, although as the size of the heap increased, heating was no longer necessary.Modeling objectivesThe successful operation of a cyanide heap leach under extremely cold winter temperatures requires the implementation of operational strategies to prevent freezing of the leach solution and the ore within the heap. The mine scheduling process defines a mining sequence across the life of the mine and stipulates the amount of ore, waste, and specific blocks to be mined each year so that the highest economic return can be obtained under a number of constraints. There are a number of mine scheduling software packages available. Each claims to be the best scheduler by maximizing Net Present Value (NPV) or by minimizing overall mining costs. These mine scheduling programs follow different procedures and scheduling philosophies based on either mathematical or heuristic principles. There was no study in which the mine production scheduling procedures applied by these packages were discussed and compared. This paper evaluates four open pit mine scheduling programs recently developed and compares them in order to determine if significant differences exist among them. The same input data, which consist of a 3-D block model, an economic set of parameters, and the initial surface topography for a operating copper mine in Southern Peru, was used to test each technique. The following programs were investigated with respect to their ability to optimize the NPV for the case study. 1) M821V1 Scheduler by Mintec; 2) NPV Scheduler by Earthworks; 3) Milawa Scheduler by Whittle Programming; and, 4) Fundamental Tree Scheduling Method (FTSM) developed at the Colorado School of Mines. The results from this case study demonstrate that the scheduling software packages, Mintec, Earthworks, and Whittle obtained similar NPV’s, while FTSM scheduler gave a six percent higher NPV than the other schedulers.
