The Bureau of Mines inventoried all lands in Alaska to determine the availability of land for oil, gas, and coal leasing. Acreage for onshore oil, gas, and coal basins was digitized as was land ownership data. Regulatory policy concerning oil, gas, and coal leasing for various government agencies and private concerns was determined. Oil and gas basins underlie 79.4 million acres of Alaska's 378 million acre landbase. Federal agencies manage 44 million of these acres. The Bureau of Land Management is the lead agency for most oil and gas leasing on Federal lands. Lands have to be specifically opened for oil and gas leasing to be available. The state of Alaska manages 21.1 million acres underlain by these basins. More than 80 percent of this acreage is available for resource development. Native corporations manage the remaining 14.3 million acres of favorable oil and gas land. Coal basins underlie nearly 51 million acres of Alaska. Of this land, 26.4 million acres are under Federal jurisdiction. The state manages 17.3 million acres of land underlain by coal basins. Nearly 7.3 million acres of favorable coal lands are managed by Native corporations.

The year 1980 on the whole was not a good year for the world's mineral industry. The general upturn of activities in 1979 after a rather poor 1978 showing was not maintained with a number of key measurement standards showing downturns. Most notably, the world's steel and petroleum industries recorded significant reductions in output, the former in response to markedly lower demand levels and the latter partly in response to lower industrial consumption owing to general economic conditions and partly owing to successes in campaigns for the reduction of energy use in general and petroleum product use in particular among major importing nations that were feeling the trade balance pinch of ever-higher oil prices. During 1980, a number of political events-some international in scope, some confined to single nations-had significant influence upon world mineral industry activities and mineral commodity supplies, and other political happenings had the potential to significantly affect the industry in future times.

Controlling natural-water drives to effect efficient and economic production of petroleum, through wells, from reservoir sands and rocks is a problem of major importance in the oil-producing industry. Water-drive fields are characterized by large quantities of mobile water under high pressure immediately below the oil in the flanks or extraneous parts of reservoir formations. Hence, the water, which is in fluid connection with the oil and a source of a large proportion of the energy available for moving it, advances up-structure to replace it. This phenomenon of water moving crestward into the oil-bearing parts of the reservoir and replacing oil is termed edgewater encroachment. The mechanism by which oil is flushed out and continually replaced by water as the hydrocarbon content of the field is depleted must be understood if natural-water drives arc to be used successfully to, induce efficient recovery of oil from its reservoir rocks. Until recently, the function of water in the production of oil has been somewhat obscure and was not given the consideration it deserved in early petroleum production-research programs because of the greater importance associated with and the effort devoted to investigations concerning the relations of natural gas to production of oil. Thus, with virtually no fundamental information at hand, it is not surprising that at first edgewater was considered a necessary evil, and the manner in which it was dealt with depended largely on the experience of the operators. During the intervening years, however, .practical information on encroachment of edgewater in oil sands has been widely disseminated as a result of studies of oil-field depletion, and many theories pertaining to petroleum-reservoir energy and performance have been advanced; these theories necessarily included consideration of edgewater as an integral part of the reservoir fluids and a source of energy for propelling hydrocarbon fluids through the reservoir and to the surface of the ground.

The applications of optical spectrochemical methods of analysis for determining trace impurities in metals are described, and the need for developing analytical procedures capable of accurately determining fractional parts per million of impurity elements in metals is stressed. Factors which determine sensitivity of detection and means to extend sensitivity levels in spectrochemical methods are discussed. Examples from the current literature illustrate the diversity of spectrochemical techniques that have been applied to the analyses of varied sample types, Many of the methods use preconcentration procedures to increase sensitivity limits. A bibliography containing abstracts of recent methods in included. Optical spectrochemical analysis is based upon the measurement of radiant energy emitted by atoms of the elements to be determined when a sample is subjected to a suitable source of excitation. The behavior of the valence electrons during excitation, usually by an arc, spark, or flame, produces radiant energy of specific wavelengths. This is recorded as spectral line images on a photographic film or plate by the spectrograph; for direct-reading instruments, the spectral lines are detected with photomultiplier tubes. The spectral lines result from the excitation of atoms in the sample. Each variety of atom produces its own characteristic set of lines, thus serving to identify the elements in the sample. Increased concentrations of elements in the excited sample results in increased blackening of the spectral line images.

One of the lithium minerals most widespread in the earth's surface is spodumene (Li20-A1203-4Si02), a lithium aluminium silicate. For some time, deposits of this mineral were known to exist in the Black Hills of South Dakota, but it was only quite recently that Hess4/ pointed out the great magnitude of the low-grade deposits in forth Carolina. The theoretical lithia (Li20) content of spodumene is 9.04 percent. The only other minerals with such high lithia content are the phosphates, but these occur only in pockets and are not in extensive deposits5/. Actually, however, the lithia content in spodumene is never found to be this high, being nearly always below 7 percent for the pure mineral, and part of the lithia is apparently replaced by other alkalies.

The U.S. Bureau of Hines conducted e mineral resource survey of approximately 232,000 acres in part of the Humboldt National Forest, Nevada, during 1989. About 7S percent of the study area was covered with mining claims. About 1,800 samples were collected end analyzed for 16 elements. Geologic structure, including thrust faults, is the most important factor in the localization of mineral deposits in the study area. The Independence mine (formerly Jerritt Canyon), Big Springs, and Wood Gulch are the most well known active properties, all developed on large, low-grade, disseminated gold deposits. These deposits have produced almost 3 million ounces of gold and are known to contain more than 8 million ounces of gold. At least 10 barite deposits in the south end of the range have had significant past production and contain 0.2 million tons of resources. Numerous precious and base metal targets have been identified and in some cases quantified during this study.

Vaporization of a solvent into an airstream at temperatures above the flash point of the solvent is hazardous if vapor is liberated at a rate that is sufficient to produce a flammable mixture. In may operations, the formation of such a mixture is prevented by rapid diluton of the vapors with air. The minimum air requirements for the dilution process are determined by the composition of the lower limit mixture at the temperature and pressure of interest. Because limits of flammability cannot always be calculated with sufficient accuracy for a proposed operation, they .rust often be determined experimentally. The present Bureau of Mines investigation was prompted by an application in which the lower limits of flammability of a number of solvent mixtures were required over a range of temperatures at atmospheric pressure. These limits were to be used along with available solvent-vaporization-rate data to establish minimum airflow rates needed to prevent the formation of flammable mixtures in an industrial process. Lower limits of flammability were determined for a number of mixtures containing methyl ethyl ketone, tetrahydrofuran, toluene, ethyl alcohol, and ethyl acetate in dry air-at atmospheric pressure and temperatures between 16° and 200° C. The experimental values were found to be in good agreement at with those predicted by Le Chatelier's law; variations with temperature were in fair agreement with those predicted by a modified Burgess-Wheeler law.

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules, under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and. tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

Details are given of a Hydride Fuel System to provide 5 kg of HZ to fuel a Caterpillar 3304 engine previously modified to operate on hydrogen fuel and intended to power an underground mining vehicle. The Fuel System was installed onto the engine and the Engine/Fuel System tested under cold start conditions and a full range of engine loads and speeds. Refueling tests were also performed. The fuel system tested will support full engine power and allow delivery of at least 3/4-power on a continuous basis, from cold start conditions.

This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.

Diesel fuel is being used in greater volume than ever before in the United States. During 1950 railroads used 43 percent of the total volume of Diesel fuel sold, smelters, mines, and manufacturing plants used about 13 percent, highway vehicles such as trucks and busses, and equipment such as tractors and bulldozers accounted for approximately 20 percent, about 12 percent was used by water craft, and the remaining 12 percent by gas and electric utilities, the military forces, and oil companies. These figures were calculated from data issued by the Bureau of Mines. 2/ Comparable figures for 1951 and for 1952 to date are not available, but recent information indicates that well over 11,000,000 barrels of Diesel fuel per month are produced by the country's refineries. 3/ More information on this increasingly important type of engine fuel is needed by the petroleum industry, engine manufacturers, and consumers, particularly on the grades and qualities of the Diesel fuels being marketed. To supply this information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of Diesel fuel oil produced in refineries in this country.

Water sprays and water powered scrubbers have both been utilized in the mining and milling industry to suppress airborne dust. Unconfined water sprays operated at lower water pressures of ?689 kPa (?100 psig) can be very effective at wetting the mine product at the dust source and significantly reducing the amount of respirable dust that becomes airborne. However, unconfined waters sprays can be somewhat ineffective in actually removing airborne dust from the air. On the other hand, water powered scrubbers operating at higher water pressures of ?1,724 kPa (?250 psig) in physical enclosures or ducts have previously been demonstrated to be very effective in removing airborne dust from the air. These higher operating water pressures are uncommon in many mines and mills, so their use is limited. The National Institute for Occupational Safety and Health (NIOSH) recently investigated the performance of a lower-pressure, water powered inline series spray scrubber for removing localized airborne dust emitted at the source. Results showed noticeable improvements in airborne dust capture efficiency through the operation o f multiple inline series hollow cone spray nozzles within a round duct or pipe at the same water pressure as a single spray. Operating hollow cone spray(s) at higher water pressures noticeably improved airflow through the scrubber and yielded some additional scrubber efficiency improvements. Thus, in-line spray scrubber efficiency trade-offs were observed to be made by altering spray power components of water pressure and/or quantity (number of sprays). Results show that, on average, up to 0.23 and 0.32 m3/s (484 and 679 cu ft per min) of airflow at 0.81 and 0.69 dust capture efficiencies can be achieved with three 81° and 33°hollow cone inline series sprays, respectively, operating at 1,655 kPa (240 psig).

Water availability is essential for mining and minerals processing. To provide government and industry with recent data for water use planning and management, the Bureau of Mines canvassed a number of U.S. producers of nonfuel minerals to determine their water use in 1984. Data were analyzed and compared with previously published data in order to examine historical trends in water utilization in the nonfuel minerals industry and to estimate water requirements in the year 2000. Total water use in the domestic nonfuel minerals industry during 1984 was estimated at 2,267 billion gal, of which 571 billion gal was new water and 1,696 billion gal recirculated water. The largest users of water were the phosphate rock, iron ore, copper, sand and gravel, and crushed stone industries, together accounting for almost 90% of total used. More than one-half of all water was used in Florida, Michigan, and Minnesota. In the year 2000, total water use will amount to an estimated 2,679 billion gal, of which 810 billion gal will be new water and 1,869 billion gal recirculated water. "The fly-ash problem of the smoke-abatement engineer - who now might well be titled, ""Smoke and Fly-Ash Abatement Engineer"" - starts with the necessity for him to know what fly ash really is, what plants really create it, and how much is being created. Fly ash in this connection may be defined as all solid particles emitted to the atmosphere as a result of the combustion of fuel.COMPOSITION OF FLY ASHMuch can be learned about fly ash by studying samples with a strong magnifying glass or, preferably, a high-power microscope. As an example, figure 1 is a photomicrograph of an underfeed-stoker fly ash weighing 23.7 pounds per cubic foot, which passed a baffle-type cinder catcher and was caught by a Cottrell precipitator. Figure 2 shows a similar fly ash made at a higher stoker rating and weighing 36.2 pounds per cubic foot. The lighter ash contains more light, unconsolidated ash than the heavier. In both instances some of the ash has been fused to a glass, as is indicated by the spherical particles resembling marbles; however, the heavier dust contains more and larger spheres. With the faster burning and higher air pressures occurring at the higher burning rates, more of the larger fused spheres reached the precipitator.Such studies of fly ash frequently make possible correct determination of its source. For example, the Supreme Court Building, one of the finest of the Federal buildings in Washington, was having considerable difficulty with fly ash from some outside plant. It was thought to come from a nearby apartment house. A fly-ash trap was installed there, and care was taken in the operation of their underfeed stokers. The fly-ash nuisance continued. Microscopic examination of the fly ash found about the building compared with samples taken from the stack of the apartment house showed to the surprise of the accusing building superintendent that the present source was elsewhere. By the same means, the source was found to be a plant about ore-half mile away."

"This report is based primarily on a study of safety conditions and practices followed in the coal mines of Japan. Not all of the coal fields in Japan were studied, but typical mines in the largest producing areas and a fair cross section of coal-mine-safety conditions observed during February to April 1948 are described.Information was obtained through investigations conducted in the mines, discussions with mine-management officials and representatives of labor unions of the various mines visited, and examination of records and statistics from the various offices of the Coal Board of the Ministry of Commerce and Industry and from the Coal Association of Japan. Statistical data covering the same subject, obtained from different sources, varied in many respects and apparently were reported inaccurately, but such discrepancies can be attributed to different methods of reporting and compiling statistics.It is difficult to correlate the high fatal and nonfatal injury rates that prevail in Japanese coal mines with the conditions observed in the mines. Virtually all mines visited were attempting to prevent accidents and explosions, by apparently following known safety precautions for the prevention thereof. Some commendable safety innovations were observed at several mines; they indicated that mine officials are giving thought and consideration to hazardous conditions that affect their particular mines.Naturally, the operating officials and management were anxious to impress the writer with their interest in accident prevention and safety. Operating officials were found to be receptive to safety and wore interested in formulating definite safety programs. Some nines had well-planned and well-organized safety programs, which, if put into effect, would contribute greatly toward reduction of accidents.The approach to safety in Japan is quite different from that in the United States, especially the concept of personal responsibility for accidents and the extent to which the individual should be protected against hazards. Management is responsible for providing and maintaining safe working conditions. Collaboration between management and worker, as understood in the United States, does not exist in Japan.Increase in accidents since the cessation of hostilities is the result of unsettled economic conditions in the coal industry, influx of inexperience workers, and breakdown of discipline among the miners, who have been organized into unions. Those unions are greatly influenced by ""leftist"" tendencies.It was observed that the Japanese mine worker is fatalistic by nature and has little, if any, noticable safety consciousness. The most urgent major requirements to reduce accidents in the coal mines are to train the worker in accident prevention and instruct him regarding the inherent hazards of his occupation.Revision of the mining laws would help to reduce accidents if the companies would comply with such laws and provide safer working places and if the workers would cooperate with management and observe and comply with such laws as are enacted for their protection."
